Big Valley’s Public Hearing for Bylaw 830 offered community members an opportunity to voice their opinions on the bylaw amendment to establish a Tiny House Residential District (R-1T). Approximately 12 people were on hand to provide input either in support of, or in opposition to the proposal and ask questions of staff and councillors. Beginning with a brief presentation providing details of the project thus far, CAO Michelle White offered particulars regarding lot sizes,

architectural guidelines and set back requirements while endeavouring to clear up any public misconceptions. Written submissions were presented, with council and staff providing answers to raised questions before any public presentations were heard. The most significant concern raised at the hearing was the question of how the subdivision would be financed. Residents learned that the project would not result in an increase to property taxes or take away from any previously planned infrastructure repairs or maintenance programs, but

“Monday, April 10 was a sad day when I received the phone call that Al [Bremer] had passed away,” said Mayor Suzanne Lacher at the regular monthly meeting of the Morrin council on Wed. April 19. Lacher added, “He was a very loyal man and always wanted what was best for the village,.” According to the obituary, Aldred (Al) Bremer (83) grew up near Rowley, spent time in the Royal Canadian Air Force until moving back to Morrin in 1958. Council motioned to purchase a gift for Bremer’s wife, Eleanor and a retirement momento for retiring Starland County Chief Administrative Officer, Ross Rawlusyk. The motion was for $250 total. A Common Crane, relatively common in parts of Eurasia, but strictly an accidental visitor to North America, was photographed near Coronation on April 11 amongst a flock of Sandhill Cranes. This crane, according to the Guide to North American Birds, likely joined flocks of Sandhills in eastern Siberia, and then travelled with them back across the Bering Strait and south to wintering areas on the North American continent. PLRD students outperform province in diploma exams Submitted January diploma exam results were presented to the Prairie Land School (PLRD) Board and with continued focus on the teaching and learning focal point, PLRD has outperformed the province in Math 30-1, Math 30-2, English 30-1 and English 30-2. Physics 30 and Chemistry 30 were not delivered in the first semester. PLRD continues to focus on quality teaching and learning

and on improving the depth of understanding that students have across disciplines. In order to exceed at high levels of achievement, there is a required concerted effort on behalf of students, parents, and staff.

Delia School capital project

Upon learning that Delia School was not in the first round of Alberta Education 2017 Capital Projects, PLRD submitted a stakeholder report

to Alberta Education regarding the possibility of reconsideration by the Ministry. The report addressed the safety and structural deficiencies within Delia School, and the need to address these concerns in a timely manner. Council discussed a letter received from resident, Howard Helton regarding several issues including the issue of recreational vehicles parked so that they overhang the sidewalk. Council will send a letter to the offenders to reiterate the wording of the parking by-law which states all recreational vehicles must be parked four meters from the curb. “I guess we should take this [parking by-law] home and read it,” said Mayor Lacher. “We’ll have to rewrite it so it’s a little clearer.” In Helton’s letter, ‘in response to the accusation that I alleged that certain contracts were awarded incorrectly’, Helton provided detailed information from minutes. “Doesn’t matter, the work’s done,” said Lacher. Helton also addressed the use of town staff and equipment for personal use by council in an affidavit, stating the foreman had cleared snow on the village sidewalk in front of CAO Plachner’s residence and use of the backhoe and operator to remove private waste from the yard of Coun. MacLeod. “ I phoned Alberta Justice and it [affidavit] is a copy with inability to read the commissioner’s signature and expiry date. “Alberta Justice said throw it out,” said CAO Plachner. Are we done with him [Helton]?” asked CAO Plachner. “Years ago,” responded Coun. MacLeod.

Peevey Electric provided a quote for new light fixtures in the council chambers but a decision was made to get a quote on replacing the lights with LED lights instead. Mayor Lacher also suggested including the lights in the library in the quote as well.

A spring cleanup and flushing of the sewer lines were discussed for June. Mayor Lacher and Coun. MacLeod raised no concerns. In Council Reports, Mayor Lacher reported on the meeting of the Sunshine Lodge. Coun. MacLeod had no reports. Council approved the accounts payable for $87,196.06, however six items were blacked out in the copy provided to the public.Staff wages, according to the Muncipal Affairs Act, are not to be disclosed which would apply to at least two of the items blacked out. The CAO’s income is not confidential and was not blacked out but when asked about the other blacked out items, no response was received. Council removed the public from the council chambers for an in-camera session, listed as legal on the agenda, for one hour and 15 minutes and adjourned the meeting once the incamera was over. When the ECA Review newspaper reporter asked clarification following the adjournment, she was not acknowledged. At her persistence, the CAO

Longstanding tradition enjoyed at Theresetta come in to speak about the background steps and development of electronic devices, how they are designed, the thoughts which are put into them. Wold is an electrical engineer who works with Arrow Electronics, designing components and devices. Mr. Wold brought a basic electronic board he designed for students and they attached the devices necessary to have it function as a simple, inexpensive gaming console. The students enjoyed the hands on activity of actually building a device. On Thursday, April 20, the Junior High Students Union hosted another Spirit Day and dressed up as twins for the day! It was very entertaining to walk down the halls and see all the

students that took the time to coordinate with their friends. The students and staff have enjoyed the “Hallway of Happiness,” as part of the Wellness Program, which encourages them to not just walk in the hallway, but follow what the action posters tell them to do, such as skip down the hallway or high five all the people you pass in the hallway. Also, the school has enjoyed a couple “Drop Everything and Dance” activities. This is where a song will randomly start playing over the school’s intercom during a class and everyone has to go out to the hallways and dance together for the length of the song. Students, and staff, have enjoyed taking the brain break to bust a move!

Cont’d from Pg 1 Meeting participants learned that the village’s current water and sewage infrastructure is more than adequate to support the anticipated population growth, requiring no additional financial input. Village status will not change because of this new subdivision and the effects to property values cannot, as yet, be determined. Direct benefits to Big Valley include the anticipated growth in population which could positively impact the local businesses and school, the improvement of previously unsold and undeveloped land and an increase in village revenues. Since there is a minimum tax rate of $500 in Big Valley, once these lots are all privately owned village coffers can expect to gain a minimum of $11,000 in property taxes each year. Even with the momentum this project has gathered during the past few months, Big Valley council does not anticipate the subdivision infrastructure to be complete until 2018.

The Wellness Program has also started a “Move your Mood Family Challenge.” Each week, for the eight weeks, a challenge is sent out to the school families. They are to complete this weekly challenge and send a picture to Miss Rachar of them doing the activity. Their name is then entered into a draw each week for a chance to win a prize! Theresetta and Gus Wetter schools are hosting an joint upcoming badminton tournament with all teams that are participating this year in CARA are invited to attend on April 26. Games will be happening at both Theresetta’s and Gus Wetter’s gyms simultaneously.

by K. Smawley It has been a busy month so far at Theresetta. The staff and students had many days off in the first few weeks of April due to a Professional Development day, and Easter holidays. Before the four day Easter weekend, the grade 5 - 9 students enjoy the long standing tradition of celebrating the end of Lent by participating in Seder Meal. The junior high students helped explain all of the details of Holy Week and explained why there were certain tradition foods to be eaten at Seder Meal. Students enjoyed the presentation and the meal. After learning about the Ukraine the grade 3/4 class dyed Easter eggs on Holy Thursday. The Junior drama class has been working very hard on their year end plays. This year there will be two short plays. One is a spoof of Little Red Riding Hood and the other is an original play written by the drama class. The original play is called “Theresetta’s Bachelor”. Council sent draft budget back to drawing board Lisa Joy

ECA Review reporter Bashaw town council sent its draft $1.8 million operating budget – with a potential 4.9 per cent tax increase – back to the drawing board. Council, during its regular meeting April 20, asked administration for more information. There’s an expected $757,304 shortfall that would have to be covered through taxation. Council wanted to know why Return on Investments was budgeted low. “Typically investment income is not placed in the operating budget,” said Bashaw Chief Administrative Officer (CAO) Theresa Fuller. “Provincial transfers are required to be placed back in for

project use. Reserve income is also typically rolled back into the fund.” Council also requested administration reduce budgeted legal fees to be set aside. They also want a breakdown of general office supplies. In addition, they asked administration to find out the amount of the Fortis Franchise fee and review the amount allocated for beautification. A revised budget will be presented at the May 4 meeting.

Financially sound

Scott St. Arnaud of Gitzel and Company out of Stettler, presented council with its 2016 audited statements and Bashaw’s books are in order. “We didn’t find any issues we needed to report,” he told

council during their regular meeting April 20. The town, at the end of 2016, had $3.7 million in financial assets and $1.4 million in liabilities, compared with $3.3 million and $1.1 million respectively in 2015. Of the $3 million in reserves, however, $508,000 is restricted. Bashaw’s accumulated surplus at year end 2016 was $12.2 million and in 2015 it was $12.3 million. The town, however, guaranteed a bank loan for the Bashaw Golf and County Club with $234,700 owing at the end of 2016. In 2015 there was $250,000 left owing. Arnaud said he didn’t find anything “out of the ordinary” in regards to property taxes. A decrease, however, in both school and lodge taxes meant an

Open house budget meeting

CAO Jenkins said that the village received about 21 budget ideas from its April 12 budget open house meeting at the community hall. “A couple were from the same individuals but we did have 21 ideas we didn’t have before the meeting started,” said CAO Jenkins, adding that the suggestions will be included in council’s upcoming budget package. “There were some very interesting ideas that the public provided. We are very thankful for that input.” Likewise, Deputy Mayor Rob Fehr said he was “pleased to see the turn out.” Coun. Curt Peterson said there were a lot of comments from those in attendance that they would like to see lower taxes but he added that there were no details on what needed to be changed or run more effectively. “That would have been good input.” After council adjourned the meeting, Malonie Grimard, who helped spearhead the petitions to Municipal Affairs, addressed council saying that many people who attended the open budget meeting at the community hall were hoping to see the

Village of Alix Chief Administrative Officer (CAO) Troy Jenkins, told council, during its regular meeting April 19, that inspectors from Strategic Steps, who were appointed by the Minister of Municipal Affairs, is conducting an online public survey at www.strategicsteps.ca. Village of Alix residents, ratepayers and interested individuals are invited to complete an anonymous survey by May 1. The password to take the online survey is Alix2017. Strategic Steps held drop in interviews at Alix’s Old Fire Hall on April 26. In addition, the inspectors will contact a random group of property owners and invite them to be a part of the inspection interview process. Municipal Affairs’ investigation into Alix’s management, administration and operations is a result of two petitions from residents submitted to Municipal Affairs last year. Each petition had about 300 signatures. Alix has about 400 registered voters. Grassroots power by Herman Schwenk I have some concern that the process for the proposal to unite the right is not as grassroots driven as it should be. As I wrote in a previous column, MLA’s are not grassroots. They may have been nominated to run for MLA by grassroots members but were elected by the general electorate, so after being elected as an MLA they are responsible to serve everyone in the constituency regardless of their political affiliation. As I understand, the makeup of the committee that will negotiate on behalf of the Wildrose Party, consists of two members from the Executive Council, two MLA’s and Arthur Hamilton a lawyer from Ontario. There has been some concern expressed about a lawyer being hired from Ontario. In this case it might be a wise appointment as he was the lawyer that was involved with the merger of the Canadian Alliance Party and the Federal Progressive Party. That experience should be helpful for this process. Who should not be on the committee are the two MLA’s that were not elected by grassroots members. For this reason, this committee could be problematic, as well as the fact that the Wildrose CA’s whose boards were also elected by grassroots members were not consulted on the makeup of the committee. A few weeks go Brian Jean, the Wildrose leader, asked for nominations for an advisory committee that would give direction for the negotiation process. Gord Elliot, who I believe is a member of executive council and was a member of the Conservative National Council after the formation of the Conservative Party of Canada is in charge of the advisory committee. This is a rather large committee and I am one of the members on the committee. We were each asked to answer three questions. When we became a member of Wildrose, what should be on the memorandum of agreement, what should not be in it and provide additional comments if we chose. So far the process has proceeded through email and that has allowed us to read the responses of other members of the committee. Some responses have been very detailed and some much shorter and to the point. There has been one consistent theme. Everyone has stated that the process be grassroots driven and whatever a united organization is agreed upon it must be a grassroots controlled organization. In December 2014, the Wildrose leader and nine of 17 of the Wildrose MLA’s defected to the PC Party after Jim Prentice became their leader. Two others left for other reasons. This was all done without consulting the members of the Party. The rationale seemed to be that since Prentice was a strong conservative he would adopt and implement all

Wildrose policy, so the Wildrose Party could be abandoned. Surprise! Surprise! The Wildrose grassroots membership overwhelmingly rejected that intuitive. The Party immediately put into action the process to elect a new leader. With the election being called a year early, there was not enough time to repair the damage done to the party. As a consequence they did not win government but they did increase their MLA total from 17 to 22. The rest is history. The lack of consulting with the grassroots membership by Wildrose leadership and the lack of consultation with grassroots by the PC’s [they lost about 60 seats] has resulted in the NDP winning the election. It was the worst result possible. Now we have government that is not only strong progressive but is extremely left wing. We cannot let this happen again. This better be a lesson to conservative party officials, be they elected or hired staff members], that by ignoring the grassroots members before making critical decisions, they do it at their peril. I stress the point again, if a negotiated organization is not member controlled, it will be rejected.

Conflicting values Dear Editor, The Progressive Conservative Party (PC) and the Wildrose Party (WRP) are engaged in talks to unite conservatives into one political entity. Presumably the proposed talks are based upon the commonly held belief that all conservatives conform to the same universal principles and values. In reality, the contrast of integrity, values and behaviour between the two political parties is starkly dissimilar. Jason Kenney announced his intention to run for the leadership of the PC Party on an agenda to

pursue unity. Agree with him or disagree with him, Kenney debated this agenda during the PC leadership campaign and when the votes were tallied, the PC membership spoke. They gave Kenney a democratic mandate to pursue an agenda of unification. In contrast, Brian Jean campaigned for the Wildrose leadership and not once did he inform the WRP membership that if he were elected, he would seek to change the party name, or possibly disband the party by entering into an agreement with the PC Party to unify. Risks using Black & Red Angus overwintered YEARLING BULLS crops as livestock feed Agri-News When feeding animals mature cereal crop greenfeed, many potential problems can occur. “Grain overload, acidosis and bloat may occur in cattle and sheep because the weight ratio of grain to straw in this material is approximately 1:1,” says Barry Yaremcio, beef and forage specialist, Alberta Agriculture and Forestry. “The animals prefer to eat the grain rather than the straw.” Macro mineral imbalances of calcium, phosphorus, magnesium and potassium could cause downer cows or milk fever. “Sheep require very high quality forages in late pregnancy and after lambing,” says Yaremcio. “Lower quality forages such as overwintered cereal greenfeed or springthreshed grain generally don’t have the quality required to meet requirements. “It’s not recommended to use these types of feed.” Monogastric animals are very sensitive to mycotoxins, especially DON and Zearalenone. ECA review

Remembered fondly for his stories and practical jokes On April 16, 2017 Jim passed away peacefully and surrounded by love at Our Lady of the Rosary Hospital in Castor, Ab. Jim was born on April 30, 1942 to Lewis and Margaret (Bowen) Payne. He lived on the family farm seven miles southwest of Alliance and road his horse to Tinchebray School. When Jim’s dad Lewis passed in 1952, Jim and his mother Margaret had to sell the farm and move to Castor. He missed Payne the farm but through family and friends always managed to own horses and spent as much free time as possible helping out on those farms. Jim will be fondly remembered for his willingness to lend a hand, his quick laugh, stories and practical jokes; he was always up to something! He deeply loved and was very proud his family. He made countless lifelong friends

through his community involvement, team roping, travelling and love of nature. There was no one that Jim couldn’t strike up a conversation with and even had his “roommates” in the Red Deer Hospital laughing at his stories. Jim was predeceased by his father, Lewis in 1952, his mother, Margaret in 1994, and his step-daughter Jeanette in 2001. He is survived by his loving family: daughter Wendy Payne of Edmonton; wife Rosealie Payne of Castor, step-sons Darcy Brown (Raeshel Skutelnik) of St. Albert and Dale Brown of St. Albert, his beloved step-grandchildren Kassidy Visser, Colby Brown and Keira Brown; parents-in-law Julia and Dan Hoffart; mother-in-law and best friend Violet Turre; sister-in-law Shirley Campbell; brothers-inlaw Mike Hoffart (Pat Turigan) and Allen (Terry) Hoffart; numerous nieces, nephews,

other family and many dear friends. Funeral services were held at Castor Community Hall on Thurs. April 20, 2017 with Rev. Jack Schulze officiating. Alex Weber gave a loving tribute of Jim’s life. Cathy Schaffner presented her gift of music; niece Parice Sims sang House of the Rising Sun; and Mike Hoffart played for a family traditional song What’s in the Tree Pretty Bird. Honourary pallbearers were Dale Brown, Darcy Brown, Calvin Weber, Brian Weber, Murray Morlock and Kassidy Visser; as well as All Jim’s Family & Friends; Urn Bearer was Randy Kary. Family and friends remained in the hall for a time of fellowship and a luncheon by Ann Michielsen and staff. Donations in Jim’s memory are gratefully accepted to Our Lady of the Rosary Hospital Foundation – Palliative Care. Membership of the new party will have no say Cont’d from Pg 6 However, eight months after he was elected, Jean registered a non-profit society called the “Conservative Party of Alberta Association,” to pursue his agenda. He did this in secret! Currently the WRP executive is rapidly holding nomination races for existing MLAs on the premise that they will not have to participate in a democratic nomination process if and when a new unity party is formed. Apparently, the membership of the new party will have no say in this matter. In a couple of recent bizarre decisions the WRP executive council has revoked an individual’s WRP membership for, “Intending to attempt” to seek a PC party nomination, while actively engaged in unity talks to merge with the PCs. They have also approved Jean’s appointment of Ontario resident, Arthur Hamilton, to represent the WRP members in unity talks. “Intending to attempt” is an odd if not incoherent allegation to deny membership to anyone. However, the appointment of Hamilton to represent the membership is an unconscionable

violation of the WRP constitution. The WRP constitution is incisively explicit. Only the WRP membership can authorize or appoint its representative. Jean and the WRP executive have the authority to conduct normal day-to-day business between AGMs. They cannot engage in, or appoint anyone to represent the membership in unity or merger talks before first obtaining the consent of the WRP membership. 3” wide What Jean and the WRP
