73rd Mayor of the City of Little Rock
Director Capi Peck
Capi Peck grew up in Little Rock, attending Forest Park Elementary, Pulaski Heights Junior High, and Hall High School. She earned her degree from Louisiana State University.

She has lived in Ward 4 for 45 years and opened Trio’s Restaurant with her partner Brent in 1986. In addition to running a successful, award-winning restaurant, she is a dedicated community advocate and participates in various civic organizations.
Capi served for 12 years on the Little Rock Advertising and Promotion Commission, the governing body of the Little Rock Convention and Visitor Bureau, representing the restaurant industry. She co-chaired the successful Restore Robinson Campaign and served as chair of the A&P Commission during her nal year of service.

She is a past president of the Arkansas Restaurant Association and received the Salut au Restaurateur award from the Arkansas Hospitality Association in 2012. She and Brent were inducted into the Arkansas Food Hall of Fame in 2022. She was also a member of the Arkansas Public Health Advisory Board for eight years.
In 2018, Capi was honored with the prestigious Tikkun Olam award from the Jewish Federation of Arkansas, which focuses on the concept of "repairing the world." She is a member of Congregation B’nai Israel.
She is a member of Rotary 99 and received a Paul Harris Fellow award in June 2023. This is her second Paul Harris Fellow award, which is in appreciation of the furtherance of better understanding and friendly relations among people of the world. Capi also received the inaugural Capi Peck Acting Out Against Hunger Award from the AR Hunger Relief Alliance in 2023.
Capi was voted Best City Director by the readers of the Arkansas Times in 2022, 2023, and 2024.

As City Director, Capi serves as the Board Liaison to the Airport Commission, Parks & Recreation Commission, and the Little Rock Zoo Board of Governors. She also initiated the Pick It Up Litter campaign in 2024.
Director Dean Kumpuris
Dr. Dean Kumpuris serves as Position 8 At-Large City Director. He was appointed to the City Board in January 1995 to ll a vacancy and has since been re-elected in 1996, 2000, 2004, 2008, 2012, 2016, 2020 and 2024. From January 2011 to December 2012, Dr. Kumpuris served as the Vice Mayor of Little Rock.

Director Kumpuris is a graduate of Little Rock Hall High, Washington & Lee University, and Emory University Medical School. He is a gastroenterologist in practice in Little Rock.
The revitalization of downtown Little Rock has been a major focus of Director Kumpuris. He has played a vital role in the River Market’s development and Riverfront Park’s expansion. He collaborated with children and Parks sta to design the new play area at Peabody Park within Riverfront Park. Additionally, he championed the creation of La Petite Roche Plaza in the park, honoring the City’s namesake.

Dr. Kumpuris was the City’s liaison to the site selection and planning for the Clinton Presidential Center and Park. In addition, he worked to establish the Bill Clark Wetlands Park along the bank of the Arkansas River.
Director Kumpuris has been a strong advocate for public art. His e orts over the past decade have resulted in installing over 90 sculptures in
Riverfront Park and additional artwork throughout Little Rock. The sculptures at the River Market draw thousands of visitors each year.
A member of St. Mark Episcopal Church, he and his wife, Mary, have two children. He has long supported the Boys and Girls Club and is a vocal advocate for the City’s Prevention, Intervention, and Treatment programs. Additionally, he is the founder of Arkansas Commitment and serves as a member and chairman of the University of Arkansas at Little Rock Board of Visitors.

Director Antwan Phi ips
Antwan Phillips serves as the Position 9 At-Large City Director. He was elected to his rst term in November 2020. Born and built in Little Rock, Phillips graduated from John L. McClellan High School. A er earning a degree in American Politics from Bowdoin College in Brunswick, Maine, he came back to Little Rock and graduated from the University of Arkansas at Little Rock William H. Bowen School of Law.

Director Phillips has practiced law for over a decade with Wright, Lindsey & Jennings law rm, where he is a partner. At Wright, Lindsey & Jennings, Phillips specializes in trucking litigation, dental malpractice, municipal governmental relations, and sports law (including name, image, and likeness representation).
In 2013, Arkansas Business recognized Phillips as one of their “20 in their 20s” and, in 2020, as one of their “40 Under 40.” Additionally, Director Phillips has been named one of the 200 most in uential Arkansans. Phillips has served on the Board of Directors for several organizations, including Big Brothers Big Sisters of Central Arkansas, Little Rock Public Education Foundation, Little Rock Area Public Education Stakeholder Group, and the Pulaski County Imagination Library. He served as co-chair for the Think Big Little Rock strategic planning initiative, which was charged with strategizing ways to enhance life in Little Rock and the surrounding communities.


In 2017, Phillips, along with fellow alums of McClellan High School, founded the Friends and Alumni of McClellan Foundation to provide scholarships for McClellan’s graduating seniors. In 2018, Phillips launched the “Rock the Culture” podcast to discuss and provide perspective and conversation on all things Central Arkansas, all things Little Rock, all things the Culture.
Phillips sponsored tenant protection through the creation of the Renters Rights Ordinance and creation of a mechanism for the City of Little Rock to foreclose on landlords who fail to meet building codes and living standards for tenants. He also sponsored infrastructure investment through allocation of millions of dollars for the John Barrow neighborhood, 12th Street Neighborhood, South End Neighborhood, and Southwest Little Rock. Phillips voted in favor of economic development initiatives that resulted in the creation of more than 11,000 jobs. Additionally, he established a small business advisory council to develop policy recommendations to better support small business owners. Phillips has also been a strong advocate for the River Market Live! Concert series, which brings free live entertainment to Downtown Little Rock. He played a key role in securing the development of TopGolf and The Hall, a concert venue.
In addition to his duties as a City Director, Phillips serves as a commissioner on Little Rock’s Advertising and Promotion Commission and as chair of Little Rock’s Downtown Density Committee.
Antwan and his wife Taneesha have been married for over 10 years and are members of New Creation Bible Church.
Director Joan Adcock

Joan Adcock serves as the Position 10 At-Large City Director, making her the longest-serving City Director in Little Rock’s history. She was rst elected to the City Board in November 1992 and has since been re-elected in 1996, 2000, 2004, 2008, 2012, 2016, 2020, and 2024. From January 1995 to December 1996, she served as Vice Mayor.
Director Adcock is a longtime Little Rock resident who graduated from Little Rock Central High School class of 1957-1958. For several years, she owned and managed Youngland Children’s Shops. She was also founder and Director of the Hope Center, a nonpro t welfare-to-work organization.
Director Adcock has been actively involved in establishing neighborhood associations throughout the City and participates in Neighborhoods USA (NUSA). She has played a signi cant role in hosting the National Conference in Little Rock three times. Additionally, she was instrumental in establishing the Little Rock Landbank Authority, Little Rock Animal Village, and the First Rental Inspection program. She has consistently advocated for issues important to children.
Director Adcock has played an important role in the Little Rock ID program and Drivers Law taught in Spanish. She has also help facilitate visits from various Spanish consulates to Little Rock. She is well known in the community for her dedication to helping individuals

navigate their challenges, earning her the reputation of "a voice for the people."
Another area of interest for Director Adcock is the city's animal population. She participated in fundraising and the design of the new Little Rock Animal Village, which opened in 2023. Additionally, she frequently volunteers at the facility, engaging in education and outreach e orts while assisting visitors in selecting pets to adopt, whether it be a cat or a dog.
A graduate of Leadership Greater Little Rock, she is a member of the City of Faith Community Board and attends Midtown Church. She was involved in the Future-Little Rock goal-setting process, serving as co-chair of the Rental Inspection Task Force. She has been involved with the Southwest Little Rock Christmas Parade and various nonpro ts addressing domestic violence, education, and job training.
Director Adcock is a proud mother of two adult children, a grandmother to ten grandchildren, and a great-grandmother to seven great-grandchildren.
