Council’s €295m plan to transform county

An ambitious €259m three year capital programme was published by Wexford Co. Council this week covering a range of special projects, roads, housing, community and environmental initiatives which if delivered would greatly enhance infrastructure right across the county. The programme requires a local contribution of €56m over the three years and is seen as an ambitious statement of intent on the Council’s part for the continued development of Co. Wexford. Chief Executive Tom Enright told councillors on Monday that if the Council is to make

a real difference it had to have comprehensive development plans in place and be ready to move them forward when money became available. While the inclusion of any project in the programme does not guarantee that it will go ahead within the three year time frame, it does demonstrate the Council’s commitment to individual works. With the Council’s own financial position beginning to improve after some very difficult years the authority will be in a position to borrow again for its capital pro-

gramme a fact which will help bring many proposals in the programme nearer to reality. In Wexford town the key projects include major refurbishment works on the Ballast Office at Crescent Quay, a €2m upgrade of the quay front and the development of the Trinity Warf Business Park, at a total cost of €4.5m. The consolidation and development of the Market House site in Gorey and the development of a Technology Centre in the North Wexford town are proposed at a cost €450,000. A total of €2.5m has been

earmarked for the upgrade of Enniscorthy town centre with more than €500, 000 included for the development of a Business Park. An upgrade of New Ross town centre will cost €1m while the development of industrial units in the town will cost €500,000. Public amenities include €2.5m for a Wexford Neighbourhood Park, €1.2m for Gorey Town Park, €2.5m for Wexford Arts Centre, €2m for Enniscorthy Sports Hub and €2m for the development of an Activity Park at Carrigfoyle on Forth Mountain. ‘Lantern’ pays Council €1 per week for office

A member of Wexford Co. Council has questioned the basis on which rents were set by the authority for the Old Co. Hall building in Wexford town. Several tenants occupy the building, some of them running vital services on a voluntary basis or with limited State support. They enjoy low rents but the rent for ‘It’s Good To Talk’ had been set at €7,000 annually However, a new rent document circulated to councillors revealed that one highly successful commercial organisa-

tion had been provided with accommodation in the building at a rent of just €1 per week. ‘Lantern’ the company behind Spiegel tent and the Wexford Christmas Festival is the beneficiary of one of the lowest rents in the Old Co. Hall complex, on a par with voluntary groups. Following representations from councillors the ‘It’s Good To Talk’ rent has now been cut to a nominal sum. At a meeting of the Council on

Monday Cllr. Deirdre Wadding asked why a successful commercial operator was being provided with such a rent when in the past voluntary groups had paid much higher rents.

Chairman Tony Dempsey did not allow a public response from Council officials to the question and advised Cllr Wadding to discuss it with the Director of Services outside the meeting.

‘No’ to call for ban on circus animals Councillors have rejected a bid to ban circuses which use animal acts from staging their shows in Co. Wexford. The move came from Councillor Deirdre Wadding who said such a ban already existed in several other countries and many local authorities in Ireland had supported similar moves. She said that these animals were not well treated in many instances and such

circuses were now outdated. However, Cllr Paddy Kavanagh opposed the motion and said there were rules and regulations ‘to beat the band’ in respect of animal welfare and circuses would be subject to these regulations. Council boss Tom Enright pointed out that the Council did not have the authority to introduce such a ban

Byrne launches scathing attack on Bus shelters plea Council’s lack of housing strategy

A major presentation from the Housing Department of the Co. Council to the April meeting of the authority failed to impress members with Fianna fail Councillor Malcolm Byrne launching a blistering attack on the presentation suggesting that it did not represent a strategy but was merely a Works Programme.

He said what had been put before the Council members was not evidence based and gave the example of Gorey where the Council’s Planning Department had estimated that 1,300 new housing units would be required as part of the Town Plan. However, there was no evidence that this information

was being used by the Housing Department as part of its proposals. Cllr Byrne said it appeared that there was no communication between one department and another at Co. Hall. When it became clear that members were less than impressed with what had been put before them and a long de-

bate threatened it was decided that a special meeting should be devoted to housing. Now each of the District Councils is to conduct a full scale debate on housing in their areas with senior officials present next month prior to the matter going before the a special meeting of the full Council.

Wexford Co. Council is to put pressure on Bus Eireann to erect shelters at the two bus stops which serves the General Hospital on the outskirts of Wexford town. Cllr Paddy Kavanagh won the support of his colleagues

for pressure to be put on the bus company to erect the shelters. He said many people attending the hospital for treatment had to stand out in all weathers waiting for a bus home.

Pressure to resolve Duncannon problems

More pressure is to be put on Irish Water to advance a sewage treatment facility for Duncannon in the wake of news that a ‘No Swim’ warning sign will have to be erected on the beach this year as a result of the water quality at the resort being deemed ‘poor’ Councillors at their April

meeting on Monday said the situation was very serious for South West Wexford because of the importance of Duncannon resort to that area. Councillor George Lawlor said Duncannon was as important to South West Wexford as Curracloe was to Wexford. Cllr. Mary Farrell said coastal

beaches and the number of visitors they attracted over the summer months were crucial for the Wexford economy. Apart from Duncannon the picture is positive with ‘excellent’ verdicts on a total of all but one of the fifteen sampled beaches. Cullenstown beach secured a ‘good’ rating.

However, Cllr Jim Moore sounded a note of caution warning that sewage treatment works were required in three other locations in addition to Duncannon. While these areas did not have a problem at the moment issues would arise if the work was not carried out.

Co Council Chief Executive, Tom Enright has been in discussions with a private individual who had expressed an interest in becoming involved in the restoration of Castlebridge House. However, the discussions have now ended without success because of the cost involved in the project. But the Co. Council is determined to preserve and

restore the historic building. While plans are formulated for exactly how the building could be restored and what use it could be put to in the future the famous conservatory is to be protected with a cover to be constructed around it. Restoration of the conservatory alone could cost €1m, councillors were told at their meeting on Monday

Gorey celebrates Sri Lankan Day with a splash of colour

As Ireland becomes increasingly multi-cultural integration is at the top of the agenda for many communities. Across Co. Wexford there are an increasing number of residents

who come from all parts of the world with children from various countries playing an increasing role is school activities. But few events highlight the

increasingly diverse nature of Wexford communities in such a positive and colourful way as the celebration of Sri Lankan Day in Gorey. It is an event which has been taking

place for a number of years with members of the local Sri Lankan community invited to the local Civic Square for a traditional ceremony. Last Saturday this wonderful

celebration of Sri Lankan culture, food and music was once again hosted by the Gorey Municipal District Council in Gorey’s Civic Square. It was a wonderfully colourful occasion with the striking traditional dress adding to the occasion. Members of the local council who attended took part

in the ceremony with local TD Michael D’Arcy performing the traditional lighting ceremony with councillor Robbie Ireton. The attendance was also treated to some traditional dance with locals who turned up to joine in the celebrations enjoying the occasion.

Rescued seal pups go back to sea

After several months of rehabilitation, Seal Rescue Ireland in Courtown released three of their grey seal pups back home to the ocean. Jean

Lack of houses reduces families to tears

St. Michael's Road parking ban Malcolm treated 'like a lemon' The Chairman of .Gorey District Council was left sitting 'like a lemon' at the opening of a 1916 commemorative stone in Hollyfort, Cllr Robbie Ireton claimed at a Gorey District Council meeting on Tuesday.

He also said that members of the Council were not treated with any respect at the event having no involvement and left standing on the sidelines. Cllr Fionntan O'Suilleabhain was the guest speaker at the event.

Parking on one side of Gorey's St Michael's Road is to be banned in an effort to deal with traffic difficulties in the area. Problems have arisen in the street when buses and lorries get stuck between parked vehicles. There was some concern that the removal of up to five parking bays

on the road would adversely affect some traders in the area. However, members of Gorey Municipal District council voted by five to one to remove the parking bays for a trial period of six months. Cllr Robbie Ireton. was against the move.

With no local authority houses available and not a single private dwelling to rent the housing shortage is reducing families to tears, a meeting of the Gorey Municipal District Council heard on Tuesday, Cllr Joe Sullivan who runs a letting agency told colleagues that when people could not find accommodation from the Council he was often the next port of call but he could do nothing because he had no private property available. He said people could not understand why they could not get a house and were

often reduced to tears.. He said he did his best trying to encourage property owners to keep houses on the public rental sector but often felt he was up against a brick wall in terms of regulations. However, Cllr Robbie Ireton said Cllr Sullivan was only representing landlords a charge the Fianna Fáil man strongly rejected. He said he had a greater interest in housing because he dealt with it all day every day But Cllr. Ireton suggested that Cllr Sullivan should be asked to leave every time housing was discussed.

GER WALSH Remembering Fergie Kehoe

Much has been said and written about the late Fergie Kehoe since his tragic passing the week before last. I knew Fergie for many years, indeed long before he entered politics. His wit, good humour and general sense of decency have been much commented upon and he had all that in spades which is why he was so successful in the hospitality and catering industry, first as a manager for others and then running his own establishments. His Sidetracks restaurant on Wexford’s Quays was famed for its breakfast and of course for the unique take on life which Fergie provided to all diners as part of the restaurant’s offering. In later years the restaurant was to become a full time clinic with as many visitors looking for medical cards as a breakfast. And, regardless of how busy he was he would have time for all comers, no matter how unattainable their demands. He was, of course, a very fine singer with Neill Diamond numbers being his speciality. He lit up many singing pub nights over the years, particularly in Kelly of King Street, where he was a regular entertainer for more than a decade. In the last year of his life he

I was rather taken by the story from the recent hijacking in Turkey when a guy with a fake suicide bomb belt got through security. However, it emerged that another passenger on the same flight was stopped because he had a frozen chicken in his luggage. The chicken man took verbal aim at the authorities

afterwards suggesting it was absurd that the security guards were concerned about a frozen chicken but missed a fake suicide bomb belt which could very well have been the real thing. He certainly had a point. But why was he trying to bring a frozen chicken onto the plane in the first place.

A tale of two health systems

faced many challenges, some of which obviously took a greater toll on him than anyone imagined. His tragic death at the age of fifty one is a huge blow to his family and they will all take a long time to come to terms with their loss. However, they will have been hugely comforted by a truly wonderful homily at his funeral mass from Fr. Denis Doyle.

Denis is now the Parish Priest of Kilmore but served in Wexford for many years in the 70s and into the 80s. In his younger years he was known as a straight talking man whose sermons delivered a very clear message. Last week he showed that age has not blunted his ability to confront the issues and deliver a clear message. Commenting on all the wonderful tributes to

Fergie in the wake of his passing he lamented the fact that they could not have been uttered while he was still alive, which would have shown him just how much he was loved and regarded. And on the question of suicide he said it was an illness, just like a stroke or cancer. He received a very warm round of applause at the end of his homily and it was well deserved.

Back to the bad old days at Rosslare

I had occasion last week to arrive in Rosslare Europort as a foot passenger from the UK. It had been many years since I had travelled through the port in similar circumstances but it was useful because it gave me an insight into how Rosslare has changed over the years and sadly it is not for the better. At Fishguard the train pulls into the station adjacent to the ferry check in. You drop your bag and head up the covered walkway to the ship. In Rosslare you have to make your way to the car decks to

This walkway is now out of commission and the experience for the visitor is less than satisfactory. Even worse is the note which

appears on several websites which advises people travelling on the rail/sail options from the UK that Rosslare is not really a good place to land in Ireland because of the poor transport connections which serve the port. In the 1980s there was a dynamic committee made up of local business people and politicians which battled hard to get Rosslare Harbour developed. When it was built the terminal building was a match for

anything in any port in Europe. However, over the years it has been allowed to fall into a state of disrepair and even the trains no longer service the port directly, the station having being moved some years ago. All lot of people in authority are guilty of having taken their eye off the ball over the years and allowing facilities at the port to decline to the extent they have. It had been suggested to me on a number of occasions that rail/sail travel was really a thing of the past and that walkon facilities were not that relevant. However, on the day I travelled there was standing room only on the bus taking foot passengers to the terminal building.

Sometimes you hear a story which both shocks and at the same time opens a window on reality. Last week I heard of a woman from Eastern Europe who has been living in Wexford for several years. She now faces some health challenges and requires procedures and investigation to determine exactly what is wrong. The waiting time for the procedure in Ireland was a little over twelve months. Faced with such a prospect she has decided to head home where she will have the procedure within the next few weeks. We pride ourselves on being a very advanced country and there is a lot of

wealth here. Indeed we put as much if not more into our health system than many other countries on a like for like basis yet the service we offer people is atrocious. The reality is a waiting period of twelve months for a procedure to determine whether or not a person has a serious illness is not a service at all. If the person is not seriously ill then it will be apparent before the time of the appointment. Unfortunately if serious illness does exist it will be too late to do anything about it before it is confirmed. Meanwhile, Micky Martin and Enda Kenny are arguing over who sent who a text message.

Who said there was no money for roads? I thought this picture of the newly refurbished Allen street in Wexford town was worth sharing with readers, especially those who have to pick their way through potholed roads in rural areas. The street, which is not really part of a major route, has undergone a major upgrade with a complete new surface, new footpaths, a new surface

for the small car park beside it, ramps and comprehensive road markings. A local wit suggested that you could land airplanes on the new surface. Let’s hope Irish Water don’t have any plans to dig up Allen Street next year as part of their major programme of works in the town.

Dark day in the Council Chamber as Fergie’s wit and humour is remembered

Outside Co. Hall last week the only visible sign that anything was different was the flying of the flag at half mast. But inside the building, along the famous ‘street’ everything seemed normal. People hurried in to tax their cars, others waited to see housing officials and some just arrived to put completed application forms in post boxes. But this appearance of normality hid a dreadful cloud that hung over everyone in County Buildings that afternoon. It was the first normal working day since news of Councillor Fergie Kehoe’s traffic death had stunned Wexford. His loss was felt particularly by staff in Co. Hall because he spent a lot of his time there, often eating meals in the canteen. If the public areas of the building showed a pretence of normality there was no mistaking the sense of shock and loss being felt by the councillors who gathered upstairs for what was to be their April meeting

but would now be a gathering solely to pay tribute to their late colleague. It was councillor Willie Kavanagh’s first day in the chamber but this was not a day for

welcomes. Instead it was a day to mourn and remember. These are hardened politicians well used to dealing with difficult situations and regularly supporting people in their own

communities who have been affected by tragedy. But none of that had prepared them for the tragic death of their fifty one year old Fianna Fail colleague. That was very obvious. Chairman Tony Dempsey made it clear that there would only be one item on the agenda-------remembering their late friend. He led the remarks himself. Fergie was, said Tony, loved by all and he would be particularly missed by the staff at Co. Hall which was his second home. Now it was all about solidarity and support for his family. Ger Carthy agreed saying Fergie was ‘well got ‘across the political divide. Now it was all about his family, said the Mayor. Malcolm Byrne was one of many to remark that he had a great wit. On behalf of Fine Gael Paddy Kavanagh said he had a great sense of loyalty to the people and to the town of Wexford. He was not a man who bore a

grudge, said the Chairman of Enniscorthy Council adding ‘you could fall out with him one minute and fall back in the next’ Deirdre Wadding commented on the great stress which the work of a councillor could bring and she concluded ‘I wish peace to Fergie now’ Davy Hynes said he was definitely ‘a man of the town’ and his said Fergie’s death highlighted the need for better mental health services. Barbara Ann Murphy, who sat beside him in the chamber, recalled his smile and the fact that he had a remark to pass on everything, his quick wit often distracting her from the business of the meeting. He was very proud of his role as Chairman of the Housing SPC, she added George Lawlor, who spent Easter in Belgium on a twinning trip with Fergie, said he was shocked to the core when he heard the news the previous Saturday. His death had cast a

cloud over the entire town, he remarked, before commenting on Fergie's outgoing personality and the fact that he never took offence in an argument. ‘He was uninsultable’ said Councillor Lawlor. Mary Farrell said he was a ‘loyal Wexford man’ while the Council’s Chief Executive, Tom Enright said there was a sense of disbelief when news of his tragic death became known. He described Fergie as ‘an excellent public representative. He was someone who understood what being a public representative meant’, he added. Tributes concluded ,they all stood for a moment’s silence. In the middle of the Fianna Fail benches the card bearing the name ‘Cllr Fergie Kehoe’ remained on the desk. Behind it the seat was sadly empty. It was a potent symbol of the void caused by his death in so many lives. It was also a stark reminder of the finality of death.

Civic Funeral as Wexford says farewell to popular councillor When local government reform kicked in after the last local elections and Welford Borough Council was no more one of the first decisions which the members of the new Wexford Municipal District Council had to make was in relation to the retention or not of the members’ robes. There were those who felt they should be discarded but one of those strongly in favour of keeping them was Fergie Kehoe. He argued that they enhanced major civic occasions. Little did he or anyone else think that less than three years later one of those civic events would be Fergie’s own funeral. His colleagues paid the highest tribute they could to their late colleague with a full Civic Funeral providing the type of send off which Fergie himself would have been proud. Headed by the Mayor, Ger Carthy, in his red robes

,seven members of the Council led the cortege. Missing was Sinn Fein’s Anthony Kelly who was hit by serious illness in January. But from his hospital bed Anthony sent messages of support and sympathy to his colleagues. The Church of the Immaculate Conception in Wexford’s Rowe Street was filled to over-

flowing for the early afternoon Requiem Mass. The congregation spanned all ages and all social classes which in its own way told the story of Fergie. He was a man at home entertaining Opera goers in his quayside restaurant or working on behalf of the most disadvantaged at Co. Council level. Councillors from all over the county came to pay their respects and join their Wexford District colleagues . They included the three Chairmen of the other areas, Paddy Kavanagh, Malcolm Byrne and Michael Sheehan. Ministers Brenda n Howlin and Paul Kehoe and Deputies James Browne and Michael D’Arcy were also there to pay their respects, while the countless officers of the Fianna Fail party were headed by party leader Micheal Martin. While this was a very public occasion with full civic honours on display it was of course a family funeral where the death of a husband, father, son and brother was being mourned. It was all the more difficu8t for everyone because of the tragic nature of Fergie’s

death. That was an issue tackled directly by the Chief celebrant Fr. Denis Doyle who told the hushed attendance that suicide was caused by an illness just like a stroke or cancer. Another Hope and Dream success story It is one of the great feel good days of the year in Co. Wexford when thousands of people turned out to show their support for organisations which do such good work every day of the year all over the county. This year saw the fourth running of the Hope and Dream event in Enniscorthy with more than three hundred runners lining up for the 10 mile

event and another 1,838 starting out on the 10km route. There is always a tremendous atmosphere at the start of the event and this year was no different with everyone in great humour and happy to be doing their little bit to support the work of both the Hope Cancer Support Centre in Enniscorthy and also the great work of

the Homecare Nurses. There is hardly a family in the county which has not required the support of these services at some point over the years. In times of great need and vulnerability they provide invaluable help and support. The cost of staging the Hope and Dream event is met in full by a wide range of sponsors which means that all the

money raised goes directly to designated groups. Apart from the cash, which is vitally important, the event also provides the wider community with an opportunity to come out and support the work of the Hope Centre and the Homecare nurses. Often it is people’s way of saying thanks for support that was particular to their own family and the range in

ages of those lining up was remarkable with some of the participants over seventy years of age. For the record Tom Hogan finished first in the 10 mile event with Kevin Murphy in runner up position with Gavin Kehoe first home in the 10k m race and Billy Reck second. However, whether you finished first or in 1,858th place

was of little importance. This was truly an e vent where the taking part was all important and in many cases the effort required by those who finished down the field was far greater than the effort necessary from those who finished in front of them. Well done to all involved, both the participants and the organisers.

Co. Council Diary

Tea goes cold as debate heats up

The tea was going cold, Chairman Dempsey reminded his colleagues, as the debate over the Council’s housing strategy, or lack of it, began to get heated. In other circumstances he might have been castigated for appearing to put the tea break ahead of the plight of the plight of the thousands looking for social housing in the county. However, if the tea was going cold there was no shortage of heat in the Chamber, and there was a danger that things might boil over following the tone set by Fianna Fail councillor Malcolm Byrne. Following a detailed presentation from the Council’s Housing Department Malcolm was first to contribute. He made a few brief remarks thanking those who put the presentation together but then launched into a sort of a verbal nuclear attack on the effort. He didn’t use the words, but his meaning was clear. This was rubbish. And it soon became clear that many, many councillors wanted to be heard on this issue. Chairman Dempsey feared that they

would be there until mid-night and with the temperature of the debate rising i and the tea going cold in the room alongside, he had to find a quick fix to this. And he did. The councillors will meet in special session next month to air their views on housing but not before the entire housing department tours the county like a sort of travelling circus to present their plans and hear the views of members on their home patches. Travelling circuses were actually on the minds of councillors on Monday when Deirdre Wadding wanted to ban circuses using live animals in their performances from the county. She said she would be ashamed of Wexford councillors if they didn’t pass the motion. Well, shame or not, they rejected it. Then there was the strange tale of councillors going missing from meetings. The Protocol Committee decided that in future anyone leaving the meeting before it ended should inform the Chairman formally of their departure and it could

be recorded in the minutes. Several councillors seemed to think this was a specific move aimed at one individual councillor who rarely stays for a full meeting. Not at all, said the members of the Protocol Committee and those on the Top Table. How on earth could anyone imagine such a thing? No it was all about order. Secretary Pat Collins explained that when people leave to take phone calls or whatever there can be confusion as to whether or not they are coming back. It was all just aimed at formalising things. But some members of the Council were not convinced and opposed the move, but it was carried. The member that the move was not aimed at had left the meeting prior to the discussion so he had no opportunity to express his views, but no doubt he will read all about it in the minutes. Next time he or anyone else wants to leave the Chamber they will have to inform ‘teacher/Chairman Dempsey first, just like a first class pupil when they want to go to the toilet.
