REDMOND REMEMBERED 100 YEARS ON J ohn Redmond has long been considered the forgotten famous son of Wexford but local councillors were determined were determined to put that right with a series of official events to mark the centenary of his death in March. However, the best from the East blew the plans away and the actual centenary past on a weekend when snow brought everything i n the area to a standstill. But the centenary was finally marked with a fitting civic ceremony albeit a month late. Mayor Jim Moore led the civic ceremony at John Street in the afternoon but the day began with a Seminar at Wexford Library. President Michael D. Higgins was in attendance at both events. President Higgins delivered the opening address at the sem-

inar and he was joined by Mr Dermot Meleady who spoke on the topic ‘From Parnellite to National Leader”. Also on the podium was Mr Ronan McGreevy who delivered a paper on ‘John Redmond and World War One’ while Dr Martin O’Donoghue also contributed with his presentation ‘The Legacy of John Redmond’. The seminar was followed with an afternoon Ceremony of Remembrance and Wreath Laying at the Redmond Mausoleum in St John’s Graveyard, John Street. Events got under way with a parade, led by a colour party from the 3rd Battalion, Irish Defence Forces, and which included members of the ONE Commodore John Barry Wexford branch, Mayor Moore was joined by members of the Bor-

Following the welcoming address by the Mayor and keynote speech by Minister Kehoe a series of wreath-layings took place at the Redmond Mausoleum with President Higgins laying a wreath on behalf of the State. A Minute’s Silence was followed by the Piper’s Lament played by the New Ross FCA Pipe Band, the playing of The Last Post, the raising of the national flag and Reveille. Included in the celebrations was the launch of Talking History Wexford, an innovative smart audio facility, located at three well-known Wexford sites associated with the Redmond family. Using smart phone tech-

nology, Talking History Wexford tells the Redmond story in a new way – from the family’s perspective. Three Redmond sites have been given the gift of speech: the bust of Major Willie Redmond, located at Redmond Park, the Redmond family monument in Redmond Square and the Redmond Mausoleum in St John’s Graveyard. Members of the public can swipe their smart phone on the purple plaque at each monuments and then accepting a call from a member of the Redmond family who will tell important elements of the Redmond story. These monuments have been voiced by broadcaster Anne Doyle, actor Gary Lydon and playwright Billy Roche.

WEXFORD STUDENTS Work starts on €7.5m Johnstown WIN TOP ART PRIZES Castle project B uilding and improvement works have commenced on a €7.5m project at Johnstown Castle, Estate & Gardens, There will be significant conservation and upgrading works undertaken on the Castle itself, allowing it to be opened to the public and a new Visitor Centre is also being constructed on the property which is set in 120 acres. The new facilities will open in early 2019. Teagasc, the owner of the property, is partnering with the Irish Heritage Trust and the Irish Agricultural Museum to secure the future of Johnstown Castle and its gardens, thanks to the generous support of Government. “We are delighted to report that in 2019 the Castle will be open to the public for the first time in thirty years”, said Tom Doherty of Teagasc. “We will be offering an exciting visitor experience with access to three floors of the castle, ac-

cess to the original servants’ tunnel and a new visitor centre with a café and shop. “We are also working on a new road layout which is safer for cars and buses as well as improved paths in the gardens and grounds,” he continued. “Johnstown Castle, Wexford’s greatest surviving country estate, is a significant building of national importance and we are carrying out conservation works required to allow greater public access,

including essential repairs and electrical work,” said Clare McGrath of the Irish Heritage Trust. “Later it is hoped to refurbish the main rooms but in the meantime visitors can see inside the wonderful Castle for the first time in many years. BARRELLS OF WASTE OIL DISCOVERED IN ROADSIDE CLEAN-UP

T

he scale of illegal dumping in rural areas has been laid bare by the voluntary efforts of locals who have come together to organise roadside clean-ups. Cllr. Pip Breen reported to a meeting of Gorey District Council that one such clean-up, in his own areas of Killenagh, resulted in two full skip loads of rubbish being collected. And he said much of what had been collected could have been placed in recycling bins but a wide variety of waste was collected including four cans of

waste oil. He said stronger action and greater penalties and more publicity was required to deter offenders. ‘We can’t just keep cleaning up after them continuously. They need to be stopped’, he declared. Cllr. Malcolm Byrne agreed and said it could not continue to be just about cleaning up. He said he wanted to see some offenders jailed. And Cllr. Robbie Ireton highlighted another problem. He said the street side bins in Courtown were emptied ev-

ery morning but they were full again of household rubbish by lunchtime Gerry Forde from the Council’s Environment Department said new legislation would give the Council the power to ask people for proof of how they disposed of their rubbish and this power would start to be used shortly. Cllr. Marry Farrell said the real scale of the problem was exposed recently by the snow and when ditches were cut back leaving bags of rubbish visible along the roadsides.

Councillors lose the power to change speed limits

C

ouncillors in North Wexford experienced a ‘powerless’ feeling when it emerged that sustained efforts some of them had made over the past decade in relation to changes in speed limits at several rural location had been ignored when a comprehensive new speed limits policy for the entire county was being prepared. In the past councillors had the power to recommend changes in the location of speed limits around villages and in other areas. However, over the past several years their efforts to effect specific changes had been met with a plea from officials to wait until an overall official policy on the matter was completed by the Department. The last review of speed limits in the county was conducted ten years ago and one of those who has long campaigned for changes is the current Chairman of the Co. Council John Hegarty, who was first elected to the Council in 2009. Cllr. Hegarty expressed his utter dismay when the new speed limits programme was finally presented at a meeting of the Gorey Municipal District Council. He discovered that most of the representations had

had made over the years were simply ignored and cannot now be implemented because they fall foul of departmental guidelines. The irony is that if he had not been dissuaded by officials from pushing ahead with his proposals over the years many of the changes he wanted could have been in place ahead of the Department coming up with an overall plan which limits the powers of local councillors. Cllr. Hegarty was particularly critical of a decision to omit one of three housing estates in Kilanerin village from the speed limit zone. David Codd from the Council’s Engineering Department, who presented the programme to councillors said the department’s aim was to have consistency right across the county in relation to speed limits. Cllr. Malcolm Byrne said the public should now be told that in reality councillors no longer had any power when it came to changing speed limits and all complaints and recommendations should be sent directly to transport Infrastructure Ireland. All councillors had achieved over eight years cam-

paigning on speed limits was to have change made in respect of a single area, Killmuckridge village with twenty five other recommendations being ruled out. Councillors had wasted their time making representations on speed limits, Cllr. Byrne claimed. Cllr. Hegarty said councillors on the ground were more aware of road safety issues in local areas than people looking at lines on a map. Cllr. Robbie Ireton was strongly critical of the decision not to proceed immediately with a reduction in the speed limit for all housing estates. When it appeared that there was a fear that councillors in the district would reject the programme Mr Codd said if this happened no changes at all would take place on any rural roads or villages until the next review. He also promises another review which would include a large number of additional housing estates within eighteen months. Despite their serious misgivings this was enough to bring the councillors on side and they backed the programme.

he on-off traffic lights in Camolin village are causing huge problems for locals and the lack of lights are a serious road safety concern, Cllr. Anthony Donohoe has claimed. Cllr. Donohoe told a meeting

of the Gorey Municipal District Council that the lights were out of order and had been repaired but went out again within a week. ‘It’s a busy road with a lot of businesses and a many people trying to cross the road’.

Local Engineer, Neville Shaw confirmed that the lights had gone out of action again within a week of being repaired and he explained that they required an upgrade rather than repair and this was now being examined.

Wexford a single rate applies for the entire county. ‘But rents in Duncormack are not the same as in Gorey. There is a difference and this should be

reflected in the HAP payments’, he insisted. He said the Co. Council and all public representatives had not made a strong enough case to the Department to come up with a solution to what was a very serious problem for people seeking rental accommodation in North Wexford.

As he continued to denounce the new lights he said he had no words to describe how terrible they were. But Cllr. Mary Farrell disagreed suggesting there were

very few words left which could be used on top of what had already been uttered by Cllr. Byrne. Cllr. Byrne even suggested that he would like to see the new lights removed such was the damage they were causing to the appearance of The Avenue. But Cllr. Anthony Donohoe suggested that when the trees on The Avenue matured and grew leaves they would cover the lights and no one would see them.

But Chairman Joe Sullivan was not disturbed by the new lights ‘I never noticed them. Are they that bad?’ he asked. ‘They are vulgar, disgusting’. Repeated councillor Byrne. Local Engineer Neville Shaw explained that the lights had been erected as part of a countywide programme to improve public lights and conserve energy. He admitted that he didn’t think they were the most attractive lights he had ever seen.

Book Review - Main Street - Heart of Wexford

A new publication from Wexford author and historian, Nicky Rossiter. With this thirteenth book Nicky takes his readers on an interesting and informative journey along Wexford’s Main Street. Many Wexfordians will be surprised to learn that the first mention of a Main Street proved difficult for Rossiter to actually pinpoint but on looking through various business directories he discovered an entry dated 1764 which mentioned the Flesh Market; Cornmarket; Back Street; Keizars Lane. Pigot’s Directory gave this thoroughfare a mention in 1820 with The Dublin Almanac of 1844 giving the first description of the street. In his chapter on Places and Events we read about the Bag Factory; Local Banks; Beechville Dairy and The Cape of Good

Hope - where is that you may ask but all will be revealed on page twenty-three. Many of the towns businessmen were often called to serve as jury members in the courthouse. Christmas on Main Street over fifty years ago is also recorded. Bakeries such as Frank O’Connor’s and Godkin’s supplied the freshly baked bread while Hadden’s, Healy & Collins were emporiums of fashion supplying the latest in ladies and gents clothing. Kenny’s Hall was said to be occupied by Oliver Cromwell in 1649. It was purchased by Colonel Kenny in 1730. We all know this property today as Penny’s. Many business firms and shops are noted as the reader moves along Main Street and the messenger boy’s who delivered the purchases to the various clients in the vicinity

of the town. Occupations, Parades, Processions and Prohibitions are also covered through the 128 pages of this fascinating book. The final chapter has a great title What Was Where which names the shops and their former and present occupants all along Wexford’s Golden Mile from North to South Main Street. A must for all lovers of local history and a look back in time to the hustle, bustle and banter of an Irish provincial town. It is both insightful and comprehensive, and is a wonderful history concentrating on the principal street of Wexford illustrated by little-known photographs and interesting advertisements. Published by The History Press Ireland and retails at €16.99 and is available at all good book shops.

Slow down in the housing estates S peed limit bye-laws are under review, public consultation has taken place, and Enniscorthy Municipal District Council’s April meeting were told by David Codd, Chief Technician, Wexford County Council, that in the Enniscorthy district, 48 individual locations were submitted for review. After the review, it was agreed to adjust the existing or proposed speed limits contained within the draft bye-laws at five

locations in the Enniscorthy jurisdiction. Creation of 30 km/h slow zone will come into force at Pairc Cuilin in Ballindaggin village and similar regulations will apply at Na Coilte and the Halting Site in Bunclody. An extension of the 60km/h speed limit is proposed for the R702 at Milehouse, just outside Enniscorthy. An extension to the 50km/h limit on the R2007 at Ballyph-

ilip Road to Kilmyshal village and the speed limit area for Tombrack village will include the national school. It is proposed that the byelaws will operate from July, however, what is certain is that this scheme is going to sprout wings and every village in the district will be calling for inclusion and keeping their local public representatives extremely busy!

ew Sinn Fein y leader Mary Lou McDonald has given her party a major boost in the opinion polls and she is currently travelling around the country to meet the public and interest groups and to get her party organisation in gear for the next

general election. As part of that tour she spent a day in Wexford a constituency which is a key target for the party after Johnny Mythen narrowly failed to unseat Paul Kehoe in the last election. Cllr. Mythen will again be the candidate and he accompanied

the party leader to various events during her tour of the county. Ms McDonald addressed a public meeting in the Talbot Hotel to end her day but earlier met the Wexford Chamber of Commerce and local Carers to discuss their problems and challenges.

As the countdown to the next election gets underway Enniscorthy is set to be a key battleground with Sinn Fein’s Johnny Mythen determined to pic up the few hundred extra votes he needs to take a Dail seat. Sitting deputies Pul Kehoe and James Browne are obviously determined to keep the door firmly shut on the SF man and have been noticeably busy with announcements in recent times. There was no break for the duo over Easter when instead of relaxing they went strawberry picking at Kearns Fruit Farm, helping Peter Donnellan, Susan and Jimmy Kearns as the first of the new season’s crop ripened.

Cathaoirleach Cllr Keith Doyle raised the matter of flat screen televisions above the fireplace. Wexford is 1.26 times the national average and the areas that are highest are New Ross, Wexford and Bunclody. The greatest risk are the areas of Wexford rural area beyond a 20 minute drive from a fire station and they included Fethard, Kilmuckridge, Kilmore Quay, Bannow, The Hook, but the possibility of these areas every having getting a new fire station is extremely remote. But the real message is for everyone to take precautions and make their homes a safe place for their families.

Relocation of the 1798 Exhibit A t the March meeting of Enniscorthy Municipal District Council, Cllr Johnny Mythen, was the only dissenting voice against the sale of the National 1798 Rebellion Centre to a local businessman for the establishment of a distillery/visitor centre and the matter was moved to a full meeting of Wexford County Council where a majority of members approved the sale. Cathaoirleach, Cllr Keith Doyle, didn’t allow Cllr Mythen to expand his concerns for “the national centre” and

when the vote was taken at the County meeting, Cllr Doyle abstained. There has been some protest sentiments posted on social media, but the matter has been closed and the 20 years old centre at Arnold’s Cross will close at the end of this summer. At the April meeting, District Manager, Liz Hore’s memo to members was a big of a shock when it stated; “Approved at the Board meeting of the National 1798 Historical Centre Company Ltd at their meeting on the 27th March 2017.”

Ms Hore stated; “The new private economic tourism project that will be housed in the 1798 centre will enhance the tourism offering of Enniscorthy town and will assist the expansion of the food tourism strategy and trails. “Currently two people are employed and as the project develops, a further two jobs will be created enhancing local employment. The funding generated from the section 183 sale will be ring-fenced to support Enniscorthy town.”

Dan’s Diary... With Dan Walsh ENNISCORTHY’S FUTURE REFLECTS ON ITS PAST

F

ew, if any, can dispute Enniscorthy’s claim to be an attractive tourism town with its steep streets, 19th century architecture, and a European vintage battlefield on Vinegar Hill distinguished by the ruins of a windmill perched high above the meandering River Slaney crossed by a stone bridge that has stood for centuries. It is picture postcard of the vintage variety. All too frequently, our surroundings are taken for granted. Visitors admire the uniqueness and beauty of the place. To those of us who breathe and work in the town it is our ‘special place’, but we often miss out on the bigger picture. District Manager, Liz Hore, has been telling council members and the press about her plans to increase tourism awareness for Enniscorthy and her hopes for piggy-back on Ireland’s Ancient East. And she has get off on a positive note with a number of planned events stretching into late

autumn and the compilation of a more comprehensive tourism programme for Slaneyside is already a work in progress. Forthcoming events tie up the 220th anniversary of the 1798 Rebellion and since Wexford was at the centre of the insurrection, that is where the primary interest surface. Vinegar Hill has been declared among the ‘most important battlefield sites in Europe’ and that is an added attraction. On May 25-27th there is a Vinegar Hill Archaeology Conference in The Presentation Centre, Enniscorthy, and it has a catchy title; that really happened on Vinegar Hill in 1798? This is an evidence-based event and will focus on four years of research and study shedding new light on old stories from the rebellion. It is encouraging to witness the development of modern forensics applied to the bloody happenings of more than two centuries ago that emerged from local lore and folk memory.

But Enniscorthy isn’t all about 1798. Cathaoirleach of Enniscorthy Municipal District Council, Cllr Keith Doyle, launched the ‘Enniscorthy Industries’ exhibition in Enniscorthy Castle last week, and it reflects on the town’s industrial and commercial prosperity in the 19th and 20th centuries. I understand it is a phasebased exhibition which means that it is poised for expansion and there must be oodles of exhibits, artifacts and information that would be ideal for a place in castle collection. But at the risk of being labelled as lazy and lacking in imagination I warn readers that you are going to read multiple column inches concerning Enniscorthy and its path to tourism creation. Why? Because getting visitors back to Enniscorthy and the message tourism town going abroad is vital for future commercial and business prospects for the historic Cathedral town.

Does it matter?

ouncil members use massive energy in the expression of their views when the scourge of dumping comes up for discussion. And that’s at every meeting at every council across the country. But then out comes the words ‘illegal dumping’? Where can anybody find ‘legal dumping’? In the interest of protecting the reputation of the companies that take the bins from the door there is access to ‘legal dispos-

al’ at designated centres, but it can’t be properly defined as ‘legal dumping’! All dumping is wrong. From throwing a chocolate wrapper on the street to sharing the crapped out suite of furniture with the entrance to a country forest or casting the old washing machine or television over a parapet and down a ravine. Director of Services, John Carley, was visibly angry at the monthly meeting of Enniscorthy Municipal District Council

when he yelled; “I am sick to death seeing more and more rubbish on the main roads.” It is costing a fortune to clean up after others who are careless in a disgusting habit that appears to be getting worse. Councils are spending money trying to catch the perpetrators and eliminating the nasty practice from society, but it is also recklessly diverting financial support from other more productive projects.

A FUTURE FOR THE POST OFFICE?

e are all familiar with the ‘Save the Rural Post Office’ campaign and worthwhile efforts to sustain services at local levels, but is there any wonder that the battle will likely be lost in the next few

years. Recently, Wexford County Council published its public consultation submissions report on the County Wexford Road Traffic Special Speed Limits Bye-Laws 2018, and the means

of registering an opinion was restricted to e-mail, letter or the Council’s website. The good news; submissions were received from 136 locations. The bad news; Not a single submission arrived by letter!

GER WALSH WHO BROUGHT ROSS TO ROSSLARE? M inister Shane Ross paid a visit to Rosslare Europort recently to have a look at facilities and hear firsthand the concerns of local politicians, business people and port management over the future direction of the facility. There is serious concern in the area over the future viability of the port given the lack of strategic planning by its owners, the CIE group. Among those meeting the Minister was Tom Enright the Council’s Chief Executive and by all accounts the exchanges were very positive and left those attending the meeting in a better frame of mind about the future. The Shane Ross visit had been a long time in the making. Members of the Co. Council had repeatedly written to him over the state of the roads and demanding

more cash for repairs but barely got an acknowledgement and requests to meet a deputation fell on deaf ears. This culminated in a challenge from Paddy Kavanagh to Cllr. Ger Carthy to get his ‘independent pal’ Ross to visit the port. That challenge was thrown out in

March and just prior to the April meeting of the Co. Council the visit took place allowing Carthy to declare he had delivered what had been asked of him in the space of a month. But did he? Although the Independent councillor was very prominent during the Ross visit and the minister even paid a visit to his home village of Our lady’s Island, Minister Paul Kehoe issued a statement saying that he was happy to have hosted his cabinet colleague in the county and was happy that his colleague had accepted an invitation from him to visit the county to view storm damage to the roads. So the question is: Who brought Ross to Rosslare? If something positive comes out of the visit it probably doesn’t really matter and it was a good photo opportunity for all those involved.

LATE TODDY MOORE

T

hey gave the late Toddy Moore a great send off in Kilmore recently. It was fitting that a man who had played such an active part in the local community over so many years was recognised in such a manner because Toddy was truly an important part of his local community but also made an major contribution at county and indeed at national level when it came to athletics. His son, Mayor Jim Moore, in an eloquent tribute at the funeral mass, summed him up as a

man who only saw positives. He remained very active up to his final illness taking on new interests even in his eighties. The spirit of the man was captured well by Jim when he told the story of Toddy spending a little time in a nursing home in recent years while recovering from an illness. On his return home Toddy, in his mid-eighties, declared how happy he was to be back saying that there was nothing but old and sick people in the nursing home. May He Rest in Peace.

NEW SASH FOR FOREIGN TRAVEL

wo years after his untimely death a suggestion put forward by the late councillor Fergie Kehoe, has finally been implemented by members of Wexford Borough District Council. Cllr. Kehoe had suggested

that a sash be developed for councillors to wear while travelling abroad on official business. At the April meeting of the Borough Council Mayor Jim Moore had the new sash on display on his table as he

presided at the meeting. The sash and emblem are in the colours of Wexford and the National colours with the Mayor to wear the sash with both colours while councillors will wear the sash in the County colours.

here are currently no funds available to provide a cycle lane on the road between Bridgetown Village and Kilmore. Cllr. Mick Roche told a

meeting of the Wexford Borough District Council that there were two very large schools at either end of the road and he believed that a cycle lane would be an important

asset and help with road safety. He was supported by Cllr. Tony Dempsey but engineer Sean Kavanagh said there was no money available to fund a cycle lane on the route.

The President took time to chat with individual cast members who were delighted to have such an important guest at the launch. Sweeney Todd (The Demon Barber of Fleet Street) a musical thriller by Stephen Sondheim runs for six nights in Wexford Opera House from Monday the 30 th April to Saturday the 5 th May nightly at 8 p.m.

Terminal illness rejected MAYGLASS ROAD ROW RUMBLES ON as reason to set aside

T

he dispute over the funding for resurfacing of the road through Mayglass erupted again at the April meeting of the Wexford Borough District Council two months after the row over the disappearing Mayglass Road cash threatened to delay the entire roads programme for the Wexford District. Local councillor Frank Staples had told an earlier meeting that the money had been promised and confirmed in the presence of the Coun-

cil’s Chief Executive Tom Enright. However, the cash later disappeared and the road was taken off the programme. The Fine Gael councillor when on the offensive on the matter again at the latest meeting of the Council alleging that plans for future developments in the area were being put in jeopardy because the engineering department had refused to assist with the drawing up of plans which could attract funding in the future.

Following the latest exchanges discussions are to take place between District Director Tony Larkin and Cllr. Staples with a view to bringing the matter to a successful conclusion. Earlier Mr Larkin had said that every village in the county wanted new footpaths, traffic calming and other measures but when Cllr. Staples pointed out that every other village had not been promised money only to have it taken away Mr Larkin accepted that there may be issues specific to Mayglass.

Roundabout planned for Sinnottstown Lane

A

solution to deal with chronic traffic congestion at the junction of Sinnottstown Lane and the Rosslare road on the outskirts of Wexford, where several retail outlets including the McDonald’s Drive Thru operate, may be on the horizon. Cllr. Frank Staples raised the problem again at the April meeting of the Borough District Council and he was given a detailed outline of the progress being made on the problem by Director of Services and District Manager, Tony Larkin. Mr Larkin said the local

engineer, Sean Kavanagh, had carried out detailed assessments of the problem in the area over recent months and it was now being recommended that a new roundabout at the junction would resolved a lot of the issues. The installation of traffic lights had also been considered but the proximity of the junction to the roundabout on the N25 led to concerns that lights might cause a traffic build-up on to that roundabout. The Manager revealed that a temporary roundabout may be constructed at the location

over the coming months to see how it works before the permanent structure is put in place. However, the final solution will not be available this year because of the costs involved. Mr Larkin estimated that cost of the project is likely to be in the region of €1/2m and provision will have to be made for it in next year’s capital programme. He said the design of the roundabout would be very important to ensure that by solving one problem that they did not create another.

DISTILLERY ROAD PROBLEMS

Work starts on site for new houses

t was another good news day on the housing front when members of the Wexford Borough District met for their April meeting with the Council’s Head of Housing, Padraig O’Gorman, revealing that the sod had been turned that very morning as construction work started on a new local authority scheme at Slippery Green in the town while that afternoon the Council’s Chief Executive was signing an order for the purchase of thirty five turnkey units at Whiterock Hill.

And Mr O’Gorman also confirmed that money had been approved for the construction of a new Women’s Refuge at Maudlintown. Several councillors welcomed the various developments. Cllr. Tony Walsh said there was a sense that they had been playing catch-up in relation to housing but the various developments were very positive and it was great to hear of the sod turning at Slippery Green. Cllr. George Lawlor said the purchase of the turn key

units was very welcome because it would not only provide homes for people on the housing list but also help open up units in the private rental sector which was also under tremendous pressure. The only note of discord was sounded by Cllr. Davy Hynes who it was wrong to see one political party being given credit for the Women’s Refuge. Everyone had been involved in the campaign for it, he said.

he inflexible approach to appeals in respect of parking tickets was highlighted at a meeting of the Wexford Borough District Council when it was revealed that the appeals division had decided that overstaying the time of a valid ticket while picking up medication for a terminally ill relative was not a valid reason for an appeal to succeed. Cllr. George Lawlor said there appeared to be less flexibility since the function was transferred away from the districts to Co. Hall. He highlighted the case of a woman who had overstayed her time while she was securing various medications for a

terminally ill family member. That family member subsequently died and while the woman was opening various items of post after the funeral she was presented with the parking fine. She appealed the offence but her appeal was initially turned down on the grounds that terminal illness was not a valid reason to have a fine overturned. Cllr. Lawlor said the appeal was eventually allowed but he felt there was a lack of empathy in dealing with the appeals. He also cited another case where a business owner was fined for parking in a loading bay because his car was not a

commercial vehicle. District Manager Tony Larkin said the parking system had been centralised to try to bring uniformity across the county. And while he said he would review the appeals system he pointed out that no one wanted to pay parking fines and everyone presented a case which presented them in the best light. But he accepted the need to deal properly with genuine cases. Cllr. Davy Hynes said it was another example of the deterioration in the level of service provided to the public since the abolition of Town Councils.

he long search for a suitable new Chain for the Deputy Mayor of the Wexford Borough District has finally reached a successful conclusion. Councillors decided to replace the existing Chain some

time ago because it was deemed to be unsuitable with one member suggesting that it made the wearer look more like an award winning athlete than someone representing the First Citizen of the Borough. A number of designs had

been submitted over recent months but they were rejected by members of the Council’s protocol Committee. However, the latest design has been accepted and it has now been agreed to commission the new Chain of Office.

HOPE AND DREAM I ts one of the greatest fundraising events to take place annually in the county and this year’s Hope and Dream event in Enniscorthy was another fantastic event, a great tribute to all those who took part and the great efforts of so many in organising the day. There was a sense of excitement as the

thousands of participants gathered towards the starting line. Some were regular runners, others were barely even regular walkers, but all had a common aim-------to show support for the Hope Centre in Enniscorthy who provides such a tremendous service for the county.

The runners took on a ten mile course while there was the option of a 10km route for those less used to such activity. Some walked, some ran all enjoyed and had the satisfaction of putting in the effort for a very good cause. He is a flavor of the event.

ADVERTORIAL How to finance your self MORTGAGES build home in Ireland You’ve found the perfect plot of land in a little corner of Ireland that you can’t stop thinking about. Now you want to build your own home. But how do you go about financing the build and staying on top of your budget?

For some people, capital needed to build a house in Ireland is raised through the sale of an existing house or by other personal means. But for many, the help of a bank or building society is needed to finance the build. EBS has a special Self Build Mortgage perfect for people planning to build their own home. Read on for some top tips on financing your self build project. STANDARD MORTGAGE VERSUS SELF BUILD MORTGAGE? One of the major differences between a standard mortgage and a self build mortgage is the way the money is released. With a standard mortgage, the funds are released in one go, whereas with a self build mortgage the capital is released in stages throughout the construction of your house. It’s a good idea to meet with your lender as soon as possible.

Some basic documentation such as a P60, letter from your employer and bank statements will be required. In addition to personal documentation, lenders will also want to see plans, specifications, a site map and proof of full planning permission. It’s a good idea to start the process as soon as possible. You can book a 30 Minute Mortgage Meeting with your local EBS advisor as a good starting point. GETTING ON TOP OF THE PAPERWORK Once you have your self build mortgage in place you’ll be working hard to manage the budget along the way. Building your own home requires a huge degree of organisation. For the duration of your build you will need to be meticulous about your paperwork, meetings and payments. Approach the job like running a small business. Set up spreadsheets with a detailed breakdown of costs which you should update as you go. MANAGING QUOTATIONS Be aware of the difference between a quotation and an estimate. A quotation is an exact written price for the job that you will expect a tradesperson to honour. However, an estimate is a ‘best guess’ but the final price could be more. Make sure the builder fully understands the brief and check if the quotation includes VAT. Ask to see the builder’s public liability insurance certificate and make sure that the work is fully insured. LIMIT THE SELF BUILD PAYMENT STAGES Always include a contingency of 10-12% additional funding in your self build mortgage application. By doing this from the get-go, you avoid the cost of a top-up application or the chance of running out of funds if your project hits a snag. It’s also a good idea to limit the number of payments stages; this can keep the cost of financing down. USE A RECOMMENDED QUALIFIED BUILDER Check the reputation of the builder you have in mind. Whether it’s online of word of mouth, it’s vital that your builder is respected for doing quality work, being forthcoming with information and being punctual. Choose builders registered with the Construction Industry Federation. Set out a schedule for phased payments in advance and agree what percentage will be withheld until the snag list is complete. However, keep in mind the need to be fair. You can’t withhold 5% of total build cost just because of a sticking door. But if you’re dealing with a reputable builder finishing the snag list should not be a problem. SELF BUILD LOCATION FOR RESELLING If you’re going to finance your own build, you need to be logical about the options to resell in the future. Building a sellable house in a sellable location can be bit of a catch 22. In rural counties, many of the houses in ghost estates that have been on the market long-term tick all of the boxes, apart from the one that says “on a public transport route to a choice of employment opportunities.” KEEP ON TOP OF STAGE PAYMENTS A self-build mortgage requires even more patience than a standard mortgage due to the stage payment nature of it. Remember kids, patience is a virtue! Keep your lender advised of the schedule for phased payments so you can ensure the paperwork is in order and funds are available to draw down as you need. Once your architect has signed off the staged payments get the paperwork to your lender immediately. When funds are released hand them over to the construction team straight away. They may be paying subcontractors and any delay in receiving payments could put your completion date back.

IT’S ECONOMY CLASS ONLY FOR BUNCLODY’S B. A. W hen members of the Co. Council go on official trips abroad they present a report on their return giving a brief outline of what they have been up to on behalf of the people of the county. The system was introduced a number of years ago to quell complaints about alleged ‘junkets’ by councillors and to demonstrate that far from being junkets many of these trips resulted in positive outcomes for the county and involved quite a lot of hard work. The quality of the reports presented can vary. Some are quite detailed, some are brief and some are just a note confirming attendance on the trip which is just about sufficient to cover the requirement that report be provided. But the reports presented by one councillor stand head and shoulders above anything else provided after a trip. Bunclody’s Barbara Ann (BA) Murphy is a real believer in accountability as she demonstrated when she was Chair of the Enniscorthy Municipal District. During her term she provided a detailed monthly report of every meeting she attended, everyone she had an official conversation with, every invitation she received and every gathering she was part of. Last month B A travelled to New York for the St. Patrick’s Day parade in her role as Leas Cathaoirleach of the Co. Council. She was representing the Chairman, John Hegarty, who had recently become a Dad again and had his hands full at home. B A presented her report to the April meeting of the Council and it was a masterpiece in transparency and accountability. It was a seven day trip so let’s just look at a couple of the days starting with Day One. B A left her home at 7.30am and travelled to Dublin Airport. At 1.50pm she departed, economy class, on an Air Lingus flight from Dublin arriving to Newwark Airport arriving at 3.50pm. She then took a taxi to San Carlos Hotel on East 50 Street. At 6pm she made telephone contact with Sarah Fanning and Mick Dunbar of the Wexford Association in New York to finalise arrangements for the pa-

rade. After that one assumes she took a well earned rest and nodded off. Day Three was a really busy day. It started at 11.30am in The Metropolitan Club with the Ireland US Luncheon. Guest of honour here was Loretta Brennan Glucksman, Grand Marshal of the New York Parade. The guest speakers at the lunch included Junior Minister, David Stanton, Dennis Swanson, a former President of the Ireland US Council and IBEC boss Danny McCoy. A meet and greet followed and there was networking with a number of business leaders as well as a more formal meeting with Ruth Croke of Croke Communications. There was just time to make a small presentation to musician John Kelly of Wexford origin before dashing out the door and on to the next engagement. At 4pm BA found herself at the St. Patrick’s Day reception and celebration of the Washington Ireland Programme Expansion to New York. Guest of Honour here was Leo Varadkar. But BA had no time for small talk with Leo, at least it’s not recorded in the report. Instead she was off working the room again meeting and greeting and networking with a number of business leaders at the event including Elizabeth Cahill of CIE Tours International. So when you see a bus load of Americans arriving at a hotel near you next year remember BA probably played a part in getting them here. That was it for day two but the big event was now just one sleep away. It was an early start for BA as she attended 8am mass in St. Patrick’s Cathedral, celebrated by Cardinal Dolan, Archbishop of New York. By 10am BA was meeting Sarah Fanning and Mick Dunbar of the NY Wexford Association to review their on-going engagement with Wexford Co. Council. At 3pm BA gathered with the Wexford Association to prepare for marching in the St. Patrick’s Day Paraded up 5th Avenue. The parade ended at 5pm but there was still no end in sight for BA. At 7pm she attended dinner with the NY Wexford

Association guests and later made what she describes as a ‘small’ presentation to the duo to acknowledge their contribution and continued work on behalf of the association. It will come as no surprise that when Day Five arrived BA decided to rest and a well-deserved rest it was too. But by 10am on Day Six she was out and about again this time meeting executives of IDA Ireland. The IDA representatives gave an outline of their role and remit and potential opportunities for Wexford. BA and the Council’s Communications Officer, David Minogue, who accompanied her on the trip, gave a presentation on the Council’s Economic and Community Investment programme highlighting the attractiveness of Wexford as a strategic investment location. Then it was on to Ireland House to meet executives of Tourism Ireland and another presentation outlining the importance of tourism to Wexford and urging Tourism Ireland to assist Visit Wexford in ensuring that County Wexford is on the itinerary for any US-based tour operators visiting Ireland. At teatime there was a meeting with Hotelier and Irish Entrepreneur, John Fitzpatrick and an invitation to him to join the Wexford Ambassador Programme which he graciously accepted. There was a discussion too on the progress being made in recent years in Wexford’s overall economy particularly in relation to tourism. BA also made a small presentation to Mr Fitzpatrick to recognise his long association with County Wexford and his continued support for Wexford interests. Then it was time to jump in a taxi and head for JFK Airport for the return flight (economy class) back to Ireland. Bunclody’s BA touched down in Dublin Airport at 8.15am on March 20th. No doubt happy to have her feet back on Irish soil because given the scale of the activities she undertook in the US her feet really didn’t get a chance to touch the ground Stateside, except perhaps when she walked in the St. Patrick’s Day Parade. Take a bow Barbara Ann, you have set the standard for your colleagues to follow.
