Gardai in support as Council tackles waste site Wexford County Council this week moved to tackle a major unauthorised waste site in North Wexford following months of complaints. The large scale site had continued to operate despite not having any proper authorisation from the local authority with residents and public rep-

resentatives up in arms over problems associated with it. On Monday, using powers available to it under the Waste Management Acts, the Council conducted an operation to limit environmental pollution occurring at the site. The operation included the removal of unauthorised equipment

and followed months of investigation and monitoring by Wexford County Council at the unauthorised site. The large-scale operation saw Gardai on site in support of the Council workers who were involved in the action while other State agencies were also involved. It took a

full day to complete the the enforcement action. The operation necessitated the closure of a local road near the site in the extreme North of the county for the duration of the day long operation and the Council apologised to local residents for any inconvenience caused as a re-

sult. Director of Services at Wexford County Council, Mr. John Carley, who has responsibility for managing the Council’s environmental services said:. “The public is entitled to the protection of the local authority in cases where such breaches of environmen-

tal legislation occur and must have confidence in the ability of the local authority to respond” said Mr. Carley, adding “This enforcement operation is entirely appropriate and necessary to limit environmental pollution and unauthorised activities occurring at this site”.

Maritime Trail a priority for Mayor Jim The new Mayor of Wexford Borough District, Cllr. Jim Moore, has put the creation of a Maritime Trail running from Curracloe in the North of the District to Cullenstown in the South as one of his priorities for the coming year. The Kilmore based councillor who defeated Cllr. Anthony Kelly by five votes to four to succeed his Fine Gael colleague Frank Staples in the position, has also pledged to continue the work of his predecessor in the area of Mental health and to campaigning for 24/7 Cath Lab facilities at Waterford Hospital. He has also said he wants to organise events which recognise the reality of the cultural diversity which now exists in the Borough District with the aim of encouraging greater integration between people of different cultural backgrounds.

Cllr. Moore was proposed for the position by Cllr. Ger Carthy and seconded by Cllr. George Lawlor. Both highlighted the Kilmore man’s community involvement and his considerable experience in local government at various levels. Following his election there were tributes and praise from all members of the Council for the new Mayor. There was a large turnout from members of the public for the annual election with standing room only in the Arts Centre. Cllr. Ger Carthy was elected Deputy Mayor defeating Cllr. Davy Hynes by five votes to four. There were many tributes to the outgoing Mayor, Frank Staples, for the manner in which he led the Council and District over the past twelve months.

His promotion of Mental Health and his launch of the Ask programme was highlighted as a major positive of his year. Cllr. Staples revealed his own battle with depression shortly after his election and several of his colleagues praised him for the courage he had shown in doing this and the hope it had provided for others facing similar difficulties. Commemoration on Sunday evening. Minister Kehoe was the special guest at the ceremony and laid the wreath at the statute on behalf of the Irish government. Mr D’Arcy had been invited to lay the wreath at the Maritime Memorial in his capacity as a TD prior to his appointment to the Ministerial ranks. The ceremony is an important one in the annual colander of the Borough District, but it is no longer of any great interest to the

public with fewer and fewer turning up each year for the event. Minister Kehoe recalled the exploits of John Barry, the father of the US Navy a theme also taken up by mayor Frank Staples who was officiating at his final event as Mayor. Wreaths were also laid by Mr Philip Dillon on behalf of the descendants of the Barry family and by John Fowler on behalf of the Commodore John Barry Branch of the ONE. The short ceremony concluded with the playing of the United States and Irish national anthems.

Pay parking to be extended

Council seeks site for ‘super-sized’ traveller house A search is underway in the Wexford District to find a suitable site on which to build a super-sized home to accommodate three strands of a single traveller family. It is understood the family has insisted that it housing needs will only be met if the accommodation provided is suffi-

cient to cater for what is effectively three ‘connected’ families and the Council has now agreed to the family’s demand with a search underway to find a suitable site. The Council’s Housing Officer, Padraig O’Gorman, revealed the situation to councillors in Wexford at their

June meeting, but several were already aware of the situation. He said he would now search for a suitable site and bring the matter back before councillors. Cllr. Davy Hynes said he hoped a site would be found for the construction of the

dwelling. Cllr. Deirdre Wadding said she 100% supported the provision of culturally appropriate accommodation for travellers and she said those on the general housing list need to understand that separate funding was provided for the accommodation of travellers

Fire Chief promises more inspections of business premises Restaurants, nursing homes and other businesses can expect more frequent unannounced fire inspections in the future, the county’s Chief Fire Officer Paul L’Estrange has revealed. The proposal is part of a plan to beef up fire prevention measures in the county, he told members of the Wexford Borough District Council. Local councillors raised a number of fire and safety

concerns during a presentation by Mr L’Estrange and it was decided that the issues were so important that a special meeting would be required to deal with them adequately. He also revealed major investment in the fire service across the county with the replacement of two front line appliances on the way at a cost of €500,000.A replacement for two spare vehicles is also being proposed

Day time drinking, knife attacks and threats on Wexford street A serious anti-social behaviour problem involving some Council tenants in the King Street area of Wexford town needs to be tackled urgently, members of the local Borough District Council have said. Cllr. Deirdre Wadding painted a shocking picture of incidents in the area with day time drinking parties, threats to other residents and stabbing incidents. Cllr. George Lawlor said he had previously raised this

issue at a meeting of the Co. Council but had not named the location. Cllr. Lawlor said there were a number of Council tenants that needed to be tackled. He said residents were fed up trying to having something done about the problems. Cllr. Anthony Kelly said it was disgraceful that residents of an old and respected area of the town should be subjected to this.

The Fire Chief has committed to examining proposals from the union for the provision of a full time fire service in Wexford town although he indicated to the meeting that he was not personally convinced of the need for the move. Major works are also planned for fire stations

across the county with the New Ross Station to be relocated to the Ring Road at a cost of €2.8m. A total of €350,000 is to be spent on Gorey Fire Station to bring it up to standard. In Wexford town the relatively new fire station at Clonard is to have €250,000 spent on it to provide for a yard extension and standalone storage unit while €100,000 is to be spent on the station in Enniscorthy.

Wexford town needs business plan A member of Wexford Borough District Council has called for the preparation of an economic plan to help improve commercial and retail life in the centre of Wexford town. Cllr. Lisa McDonald told a meeting of the local Council that there were twenty five empty units in the town centre and many businesses still operating were under pressure with high commercial rates a

particular issue. She also cited parking problems as an issue and said coffee shops operating outside the town were doing much better than those located in the centre of town. She urged urgent action involving all stake holders saying that it was necessary to move quickly as the general economy recovered or an opportunity would be lost.

Pay parking could be on the way to several more streets in Wexford town following the competition of a review. Residents in several areas who are having problems

with all day parking have demanded action with Distillery Road, Thomas Street and St. Adan’s Crescent all likely to see the introduction of pay parking later this year.

Toilet concerns Concern over the condition of toilet facilities at seaside resorts during the summer season have been raised by members of Wexford Borough District Council. Cllr. George Lawlor said the condition of toilets at

Curracloe left a lot to be desired and if asked if a cleaning programme was in place for them while Cllr. Lisa McDonald said the situation in Carne was even worse with toilets locked up during one of the sunniest weeks of the year.

HAP House row The ability or otherwise of people accommodated by the local authority under the Housing Assistance Payments scheme to secure transfers to local authority houses resulted in sharp disagreements between members and officials at a meeting of Wexford Borough District Council with an allegation from Labour councillor George Lawlor that information provided

previously by senior officials had not been accurate. The crux of the problem is whether or not people availing of HAP remain on the housing list and are eligible for transfer. They do remain on the list, it appears, but stand little chance of securing a local authority house because their housing needs are deemed to have been met under the HAP arrangement.

News A heatwave everywhere, but Courtown still waits for ‘five clear days’ When is a clear day a really clear day? When is good weather really good weather? And how long will it take to finish work on Courtown Pier? Those are the questions which remain following the latest update on progress, or lack of it, on the work in Courtown to councillors. There was shock when it was revealed that virtually no work had been carried

out in the Harbour since the previous update but the shock turned to incredulity when the reason put forward was the lack of five clear days of good weather. This update was being presented in the middle of the best spell of weather enjoyed by the county for several decades. Yet despite the very fine spell of weather, which was officially classified as a

heatwave, it was not good enough to allow the troubled Courtown contractor to swing in to action to bring the job nearer to a conclusion. The man bringing the bad news was Council engineer George Colfer who did his best to explain that the contractor needed ‘five clear days’ of good weather to do the work. Despite the North Wexford

area basking in sunshine on the day of the meeting it emerged that it was not a ‘clear day’ as defined by the contractor. The four previous days had been ‘clear’ days but as forecasted the fifth day had seen a change so the work had not been started. As councillors struggled to understand the situation Cllr. John Hegarty wondered if the contracted was

lined up with workers and ready to go if a suitable forecast emerged. He also suggested that the contractor should have planned to work day and night and carry out the job during the four ‘clear’ days that had just past. Cllr. Robbie Ireton suggested that there had been THIRTEEN suitable days for the work to be carried out up to the previous day.

He said the forecast was being taken at a point close to Dublin, The whole thing was crazy and beyond a joke, he declared. Cllr. Malcolm Byrne said he was beginning to lose confidence in the ability of the Council to manage this contract and bring it to a conclusion. And he suggested that in the five clear days scenario the work might never be completed.

Summer Safety Tips for your Pet Summer is here and it is a great time to spend lots of time outdoors with your pet. However, there are a few hazards to be aware of and precautions you can take to keep your pet healthy. Dogs can’t regulate their temperature as well as humans do so they are vulnerable to overheating. We treat cases of heat stroke every Summer. Often the dog is panting excessively, drooling, and in severe cases lethargic, showing signs of incoordination and vomiting. Heat stroke can be fatal so here are a few tips to avoid it. • Allow access to shade from the sun always. • Take your dog for their walk early in the morning or in the evening, avoiding peak sun.

• Ensure plenty of drinking water is always available. • Don’t leave dogs in a parked car, even with the window down. • If you think they are overheating, cool them with a fan or cover them with a wet towel and if you are concerned don’t delay in getting veterinary help. Summer is busy season for ticks and fleas. Use a flea and tick preventative treatment form your vet.Ticks are found in long grass and carry and transmit Lyme disease, a bacterial illness which can affect humans and pets. Not every tick is carrying Lyme disease but confirmed cases of Lyme disease are increasing. It is spread by infected ticks, not from pet to person. If you do

spot a tick on your pet, don’t pull it off as you will leave the mouthparts still attached. Phone your vet for advice. Everyone loves a barbecue but anyone with a greedy Labrador should approach barbecue season on high alert. Corn on the cobs, bones, kebab skewers, grease covered aluminium foil are all potential hazards which can be swallowed by your dog and potentially causing a bowel obstruction or perforation. A common poisoning during the Summer is slug pellet or metaldehyde poisoning. This poison, which is very palatable, causes muscle tremors leading to convulsions and can be fatal without prompt treatment. Use an organic slug pellet

containing iron phosphate which is harmless to animals and birds. One of the most effective ways to combat slugs is to go out at night with a head torch, snip the slugs in two with a sharp scissors and leave them for the birds to eat in the morning. Sounds gruesome but is actually a quick death for the slugs and is more humane than poisoning them. If you like to bring your dog on Summer road trips, make sure to get a safety harness for the car, so that in the event of an accident, your dog stays in the car. If your dog suffers from travel sickness, there is an effective, non-drowsy preventative tablet available. If your dog is going into kennels, make sure all vaccinations are up to date. Kennel cough is highly contagious but it can be

News Council exchanges straight talking Paddy for healthy option John With generational change the new buzz word in politics Wexford Co. Council embraced the theme at the authority’s AGM when one of the younger members was elected to the Chair for the coming twelve months. Gorey Councillor, John Hegarty, succeeds Enniscorthy’s Paddy Kavanagh. With a formal agreement between the major parties and some independent groupings the result was never in

doubt but Hegarty managed to add an extra vote to his bloc when Mary Farrell supported her Gorey colleague to give him a 25-8 victory over Johnny Mythen. The new Chairman told his colleagues that job creation would be one of his key priorities over the year. The Council had invested in infrastructural developments to pave the way for employment and he wanted to

see this investment translate into jobs in the months ahead. He has also targeted the transformation of Wexford into a Healthy County as a priority to be achieved during his term. He said the programme to achieve this aim would fit well with the county’s tourism offering and the activities which are available. He told his colleagues that he wanted to Chair meetings which

were positive and constructive and he also paid tribute his predecessor, Paddy Kavanagh. A deal between Fianna Fail and Fine Gael means that all five members of those parties will serve in the Chair during the five year Council term. Flights from Waterford to UK cities to resume in July Waterford Airport has announced the resumption of scheduled services to three cities in the UK beginning on Monday, July 24 with an inaugural service to London Luton at 7.15am. The services to London Luton, Manchester and Birmingham will be operated by a new airline, Aer Southeast, an Irish aviation start-up with registered offices at Waterford Airport, who have very considerable experience in regional aviation and the backing of Irish and Scandinavian investors. The service will use a Saab 340 aircraft that will be based at Waterford Airport. Aer Southeast will operate:Six flights a week to London Luton with no service on Saturdays. Three flights a week to Manchester, will operate on Wednesdays Fridays and Sundays. with flights to Birmingham on Mondays, Tuesdays and Thursdays.: These scheduled services will provide people with a wide range of travel options through the whole week, and offer numerous possibilities for onward air travel from any of these UK airports.

A full list of both outgoing and returning flight times is available on the Airport’s website. Ticket prices to all destinations will start from €79 one-way. Welcoming the announcement, Desmond O'Flynn, CEO, Waterford Airport, said: “I am delighted that Aer Southeast will resume three scheduled air services to the UK, all of which have proved their worth and their vital importance to the South East over many years.” He continued: “I am also very pleased to welcome this Scandinavian consortium to Waterford. We have had detailed discussions with a number of parties since the loss of scheduled services in June last year, but we were very impressed with the aviation experience of the consortium and their commitment to this project. It’s festival time in Kilmore Quay Kilmore Quay is a wonderful place to visit at any time of the year but it is a real gem in the summertime and even more special during the annual Kilmore Seafood Festival. The Bannow/Rathangan Show is an event with many attractions and the packed programme of events attracts many different types of people to the event.

For weeks before the event schoolchildren are also busy preparing for the various arts and crafts contests and getting the family dog ready for the Dog Show and in kitchens all over the place people are meticulously preparing perfect brown bread, cakes and a

whole lot more. The Bannow Show is not just a big event for rural dwellers it is also a major attraction for many who come to visit from the town. For some urban children it is their first chance to get up close and personal with farm animals and the joy and wonder on their faces as they observe a prize bull at close

Huge army of volunteers is key to Show success

When a group of locals staged the first Bannow/Rathangan Show sixty eight years ago they could hardly imagined what they were laying the foundations stones for. A small country show in the heart of South Wexford was not unlike many other similar shows held all over the country. Indeed there were several such shows in Co. Wexford but while the popularity of many shows nationwide declined over the decades

the Ban now event did not just go from strength to strength it advanced in leaps and bounds. It is now a truly massive event on a huge site just a few miles from Kilmore Quay. Why you might ask has the Bannow/Rathangan Show seen such remarkable growth over the years, both in terms of competitors, exhibitors and attendances. Probably the key to the success of this Show has been the dedicated and

determined efforts of an army of volunteers. They are not just the people who turn out in such huge numbers on the day itself but those who work behind the scenes putting all the plans in place for the next event from the day after each year’s show concludes. The Bannow/Rathangan Show has the support and involvement of virtually everyone in the local community and that really is the key to its continuing success.

Co. Council Diary Could MalFionnomics be answer to Wexford’s Third Level prayers The push for a third Level Institution for Co. Wexford is being stepped up a notch with local politicians now attempting to take the initiative back from the waring vested interests of Carlow and Waterford whose turf wars are seen as a major obstacle to any progress on the matter. Council members decided at their June meeting to set up a special sub-committee to tackle the issue head on and it follows their backing for the establishment of a Third Level facility at the old St. Senan’s Hospital a month earlier. At that time Paddy Kavanagh------as he has said repeatedly since his election to the Chair a year ago---------emphasised the need for a facility to educate people in the trades. With a growing economy tradesmen/women are in short supply and the need for them will only increase in the years ahead. And the land around St. Senan’s would also provide an opportunity for an educational facility to become a world leader in the area of smart farming, those

backing the proposal believe. Well after the June gathering of councillors the task force can march forward with another powerful string to their argument and one which will not be matched by any other educational facility in Ireland Europe, or indeed the world. Not only could St. Senan’s turn out well educated apprentices and smart farmers it could also become the leading business school in the western world teaching two brand new economic theories which have been created in Wexford. Malconomics is a brand of economic thinking created by Fianna Fail’s Malcolm Byrne while Fionntanenomics is the brainchild of Sinn Fein’s Fionntan O’Suilleabhanin. As you can imagine both adopt a completely different approach to the subject of taxation and service provision but on closer examination you can establish that both theories achieve a remarkably similar result and one which could transform the economies of every country in Europe. They could be embraced by the

left, the right, the hard left and the hard right as well of course as the centre ground. You could see political parties building up huge majorities on the back of a mix of Malconomics and Fion-

Fionntan and Malcolm have been airing their various views of economics in the relative backwater of the Gorey Municipal District Chamber for some time but at the June meeting of

the full Council they brought their programmes centre stage at Co. Hall. Some of their colleagues who did not have the benefit of a crash course in either set of economics were left a little bewildered as they tried to get up to speed on how each set of principles worked, so let’s do a little explaining. The first thing to be said is that each man thinks the other’s theory is crazy, looney, and unworkable. However, in reality they do not seem to be far apart at all. Malcolm believes a small increase, say 5%, in the Local Property Tax, can provide the basis (and the cash) to transform the local economy. You can develop economic hubs, create financial services centres, and improve playgrounds, anything you want. Fionntan suggests this is an illusion and the Property Tax cash has been turned into a sort of ‘funny’ money concept with all sorts of developments being magiced up on the back of it. |Fionntan voted against the 5% increase in the Property Tax last

year but is still one of the strongest advocates of spending money on a whole variety of projects, particularly in the North Wexford area where he harvests his votes. Malcolm is dismissive. Fionntan does not support raising the money but somehow expects to be able to spend it, he claims. In a nutshell that’s it. Now perhaps it’s time these two very wise men sat down and tried to come up- with a combination of their economic principles. The problem of dog fouling in Gorey Town Park could force the local authority to take the drastic step of banning all dogs from the facility, it has emerged. The Council has been looking at various ways to deal with the problem but have met with little success. Some dogs are roaming wild around the Park and the problem of fouling remains a very serious one. It was raised again at the June meeting of the Municipal Council with Cllr. Malcolm Byrne saying that if all else failed the question of banning all dogs from the Park would have to be considered. However, he stressed that would have to be a last resort because the problem was being caused by a minority of dog owners and it

would be wrong to punish all dog owners for their actions. As a first step he wanted to see a ban on all dogs not on a lead. District Manager, Amanda Byrne, while acknowledging the problem said the solution had to come down to personal responsibility and she also revealed that the Council would be relying on members of the public to police the offenders. She said if there are persistent offenders and the Council is made aware of this they could take action by hiding a warden in a ditch or using some other means to detect the offence. Cllr. Byrne said he would love to see some of the offenders caught and given publicity to send out a message.

For over two years Cllr. Anthony Donohoe raised the issue of providing bus shelters in Gorey and Camolin at almost every meeting of the Municipal District Council. The shelters are now in place and the Fine Gael councillor appears to be having a difficulty in kicking the habit of raising them at every opportunity.

At the June meeting of the Council he welcomed the fact that the shelter in Camolin had been provided and said it was looking very well. However, some of his colleagues reminded him that he had also welcomed the fact that shelters had been erected at a previous meeting.

GER WALSH When is a house not a house? When is being provided with a house not being provided with a house. That is the crux that some local councillors are trying to get their heads around at the moment as they receive complains from some constituents who have been accommodated under the Housing Assistance Payments scheme (HAP). The scheme involves the Council (taxpayer really) paying the rent for private accommodation for people who qualify to be on the local au-

thority housing list. The tenant just pays the same amount as they would if they were living in a Council house. In theory these people still remain on the actual housing list but in reality they are unlikely to qualify because their housing needs are deemed to have been met and the list would need to shrink to a fairly low level before they would get priority. But it seems that many of these people believe they should actually retain priority

over people who have no homes but joined the list relatively recently. And they have their supporters among the councillors. The argument is that decades ago people could look forward to renting a local authority house and staying in it all their lives, eventually purchasing it outright and people today should have the same option. The piece that is missing here, of course, is the lack of the type of Council house that was around in the seventies and

prior to that when huge local authority housing estates were built in every town in the country. That is not going to happen again, at least not in the foreseeable future, so people will have to make up their mid. Is a HAP house, substantially paid for by the taxpayer, such a bad option that they would be better continuing to keep their families in terrible conditions in the hope that one day a house owned by the local authority will come their way?

Massive support for hurlers There has been a great sense of anticipation in the county over the past few weeks, ever since the hurlers achieved that great victory over Kilkenny in Wexford Park. It is absolutely amazing how success on the hurling field can lift the people of this county and it is also remarkable that the county team can command such support among all the generations. It’s remarkable because most of the time there has been very little for fans to cheer and little success to encourage new generations of young lads into the sport. However, despite the lack of success and the many heartbreaks, the love of hurling is a strong today as it was in 1950s when the fans did have plenty of success to cheer. Well I probably tell a little lie there because I wasn’t around the in 50s but it is fair to say that the appetite for hurling is really strong today. It is all that is on everyone’s lips at the moment as they busy themselves making plans to travel to the match. ‘Are you on the first train?’

In politics as in so many other aspects of life it’s all about backing the right horse and both of the county’s Fine Gael TDs not only backed Leo Varadakr’s campaign for the leadership of Fine Gael but they did it very early in play. Michael D’Arcy had been a key member of the Varadkar backroom team from the time it was set up while Paul Kehoe was on board for about a year. Both, it appears, were busy behind the scenes locking in the support of TDs. However, neither could really have been assured of a Ministerial position at the end of it all given that they shared a constituency. In the end Paul Kehoe retained his job in Defence and Michael D’Arcy was appointed a Junior Minister at the Department of Finance. It could hardly have

worked out any better for them. While Paul Kehoe continues to sit at the Cabinet table D’Arcy will be very pleased to finally make it to ministerial ranks and will be especially pleased to have landed a job in the Department of Finance. He will be in charge of the insurance industry among other things and given the ever increasing cost of insurance he will certainly have widespread public support as he battles the insurance industry. Having two Minister in the county is a big plus. While the South East does not have a senior minister there are now four Junior Ministers in the area and that should go some way towards restoring the clout which some people feel may have been lacking over the past year.

The big problem, of course, is that so many members of the public simply have no regard for the environment and dump indiscriminately all across the county.

The on-off refugee centre The mis-fire over the establishment of a refugee reception centre in the old Cedars hotel in Rosslare has raised some eyebrows. The decision was announced to local councillors at the start of last week and was almost immediately made public. I understand that while in public there was a welcome for the centre on condition that all the support services, including an extension to the

local primary school, be put in place, the reaction behind the scenes was rather less polite or welcoming. There was, therefore, a rather large sigh of relief a few days later when it was announced that the plan would not go ahead because the Department of Justice had not actually leased the building from the owners who were now unwilling to lease it.
