It’s not quite the Highway to Heaven but it is a road which will dramatically improve access to the county when it officially opens in around two years’ time. The extension of the M11 which was more than a decade in the planning was finally launched in late 2015 and the project has been making good progress, mainly out of sight of the general population. Unlike the final parts of the upgrade of the M11 in Wicklow which was built quite

close to the existing route, the Enniscorthy/Ferns/Camolin by pass is being constructed well away from the current N11. A massive amount of earth moving has already taken place with diversions on many minor roads to the east of Enniscorthy. However, most people who travel the current road to Dublin are completely unaware of the scale of the work which is underway just a few fields to the east of them. The 27km route will connect

with the Gorey by-pass at Clough and take a route through Monageer, Boolavogue and east of Enniscorthy town re-connecting with the existing N11 1 ½ kms north of Oylegate village. To complete the route new bridges have to be built over rivers, the rail line and existing roads while massive amounts of earth have to be cleared and rocks blasted out of the way of the new dual carriageway. That rock blasting has been underway since before Christ-

mas while new bridges over the rail line at Clough and over the river Urrin and the Slaney are also on the immediate agenda. Several hundred people are currently employed on the project which is expected to be completed towards the end of next year or early in 2019. The €400m project also involves a western by-pass of Enniscorthy taking the route from New Ross around the west of the town to Scarawelsh. This will then be linked to the new M11 route.

Running in the dark and driving tractors for charity

Throughout the year fundraising events are held for charities right across the county. The variety of events is being expanded all the time as people seek new and alternative ways of raising cash. The winter months, when weather is often cold and wet, present additional challenges as people go about the task of keeping various charities afloat. However, people continue to show remarkable resilience when it comes to charitable events, In recent weeks the events have continued with a Vintage Run in Craanford and a 5km Night Run in Wexford town. Driving vintage cars and running on foot in the dark present two very different challenges. However, those taking part in both events did face one similar challenge. Both the Vintage event and the Night Run participants were greeted by dreadful weather with wind and rain making conditions very difficult. And whether it is a

Sunday afternoon in Craanford or a Thursday night on the streets of Wexford town, driving wind and rain is equally unpleasant. But the bad weather did not deter the participants in either event and they turned out in huge numbers at both venues to help raise badly needed cash for very worthwhile causes. In the Markie Doyle Memorial Vintage Run in Craanford the money was being raised for the North Wexford Hospice Homecare who do such wonderful work every day of the year when families most need support and kindness. It was the Irish Kidney Association and Marine Watch who benefited from the Night Run in Wexford town. Again two marvellous organisations who do great work in helping to save lives. However, as far as these events were concerned the real champions were all those who participated despite the very bad conditions.

Minister criticised over failure to include Gorey in rent controls Sinn Féin Cllr. Fionntán Ó Súilleabháin has said that the Gorey area should have been included on the list of 23 towns which have been added to the "Rental Pressure Zone" announced by Minister Simon Coveney. This follows a motion passed at the December meeting of Gorey Municipal Council which was proposed by

the Sinn Féin councillor "I'm calling on Minister Coveney today to act on Decembers motion and include the Gorey area within the Rental Pressure Zone so that some form of rental control can be introduced." "The new system of rent caps will be extended to 23 towns, and

Gas for New Ross one step closer FF Councillor Michael Sheehan has welcomed the pending application for the introduction of a Gas spur to the New Ross Area that is about to be lodged with the Commission of Energy Regulator. “It is a positive step forward for the town and area, one I have been pursuing with Bord Gas Eireann and being supported by the local Chamber. My understanding is that the New Ross Spur Application is nearing the final internal evaluation and stress checks for lodgement with the CER towards the end of the month. It will take several months for

the CER to evaluate the business case for accessing the pipeline. Once lodged with the CER is it up to the regulator to adjudicate on the application and then to permit Bord Gas to progress with the final stages of the process in terms of connections, business and ultimately residential consumers. Having a regular constant supply of good cheap energy is a staple requirement of modern industry and a modern economy-- and New Ross is in need of investment both of infrastructure and of industry. If we are successful in obtaining this spur, we will

remove another obstacle of attracting employment to town and allow the IDA to market the area easily. It makes New Ross cheaper and easier to invest in, and combined with Broadband, retains a competitive edge. Something we need to maintain. I want to congratulate all involved so far and to wish them well with the lodgement when its ready. I'm optimistic that we will be approved, and that by the middle of 2019, we can see industry people connecting to natural gas in the Area.” Cllr. Sheehan concluded.

Have your say on National Plan----Kehoe Minister Paul Kehoe, is encouraging people in Wexford to have their say on a new National Plan for Ireland. “Ireland 2040 – Our Plan”, the new National Planning Framework was launched by the Minister for Housing, Planning, Community and Local Government, Simon Coveney and the Taoiseach Enda Kenny. “Today sees the launch of a major national consultation designed to find out how we want our country to look by 2040. Fine Gael in Government is planning ahead for our country’s long term development and success. I strongly people across urban and rural locations all across Wexford to get involved and have their

say on behalf of their communities and the county they know and love. “We can all see, and have had to live with the legacy of previous bad planning. This is the first time a Government has planned 20 years ahead like this. We must deal with the challenges and opportunities brought about by the fact that our population is forecast to increase by 1 million by 2040, more than a fifth of whom will be over 65. We will have 500,000 additional people at work here and a need for at least 500,000 extra homes close to services and amenities. “We cannot continue the type of unbalanced development that has seen major growth only in the

Dublin area and in the east. We need strong well developed cities across the country providing regional balance, encouraging people to live and work outside of Dublin “I encourage everyone interested in this to check out www.ireland2040.ie , where you can make an initial submission between now and the 16th of March. A draft plan will be published and the public will be given an opportunity to have their say again at that stage prior to the summer. There will also be a series of regional consultations which I hope Wexford people will attend to have their say. GLYNN BARNTOWN FOR COMÓRTAS PEILE PÁIDÍ Ó SÉ Glynn Barntown senior men’s team will make the big trip south west to compete in the Lidl Comórtas Peile Páidí Ó Sé 2017, the famed club Gaelic football tournament and festival which takes place 1719 February in Comórtas HQ at Páidí Ó Sé’s pub in Ventry and various GAA venues across the Dingle Peninsula in Kerry. Glynn Barntown will compete in the Dermot Earley senior men’s cup which also includes 2016 Laois senior county champions Stradbally, Down’s Downpatrick which is managed by former Down footballer Conor Deegan, Dublin’s Fingallians, Kildare’s Sarsfields and Kerry’s An Daingean (Dingle) and host club An Ghaeltacht of West Kerry. 32 teams in all compete from

14 counties across all four provinces as well as teams from the UK and the United Arab Emirates in ladies and men’s senior, intermediate and junior competitions Pádraig Óg. Ó Sé commented, ‘We are thrilled to have Glynn Barntown who are competing at the highest level in Wexford. For a team on the up, we hope the tournament will be a good yardstick as to their progress as footballers when they go up against successful senior sides from other counties. We are delighted to bring on board our new title sponsors Lidl who are already great supporters of Gaelic Games in Ireland as well as Grant Thorton who are both helping to maintain one of the oldest club tournaments in the country.” The football festival, which is also supported by Grant Thor-

Former Mayor’ s tribute to Liam Wadding Byrne That giant of a man Liam Wadding Byrne passed away recently. I had the privilege of knowing Liam for many, many years. When I first met Liam he was a deep sea sailor who truly sailed the seven seas of the globe. At that time, before the age of the internet, mobile phones or even phones or televisions in our houses once a sailor went to sea we didn’t hear of them anymore until six months or so later they returned to our shores. Liam was one of the last of that breed and during his time at sea sailed into exotic lands and ports that we had only heard spoken of on radio or seen pictures of in glossy

magazines. He sailed the Cape of Good Hope and Cape Horn through storms so great that big strong men like himself dropped to their knees and prayed that God would deliver them safely through to the ocean beyond. He met people of many skin colours, black, brown, yellow, big people small people and people who spoke many strange languages and dialects and had never heard of places like Ireland. Liam took it all in his stride and one wonders what all these people would have thought of this big amicable and pleasant Irishman. When Liam returned home after many months at sea he

would keep people like myself and our mutual friends enthralled at stories of his adventures and escapades in these strange far off places. The much missed County Hotel in Anne Street was a particular haunt in those days and many a girl friend was stood up and many a dinner thrown in the bin as we gathered around listening to Liam’s stories. Liam enjoyed every minute of it and I can still see him, immaculately dressed in the latest suit fashion, crisp shirt and tie, a cigarette in hand and a glass on the counter as he enjoyed the spell he had over us. Liam could hold an audience.

He also had a tremendous ability to treat prince and pauper alike. I well remember many years ago been given the task of broadcasting a Christmas message on a radio wavelength which could be heard by Irish seafarers all over the world. Liam was sailing off the coast of east Africa and his ship picked up the message. When he returned home the following February we met up and Liam informed me that he and his shipmates had heard that broadcast. My chest must have expanded at least two inches with pride until Liam mischievously added “and you sounded like a right jerk”.

Deflation immediately. On the next breath of course was, “and what are you having to drink”. Liam was a big man in every way and quite often was called upon to intervene if a dispute in a pub became overheated. Seldom did he have to use physical force to calm things down but if there was any pushing or shoving you can be assured that it was Liam doing the pushing and shoving. When Liam met Brenda, the love of his life, the more cynical of us thought, “This isn’t going to work”. But it did and Liam, while never tamed completely, became a devoted

husband and family man as the children arrived. His lifestyle changed and I’m sure he gave the benefit of his worldly knowledge to them and his grandchildren. Although in recent years I didn’t see as much of Liam, as both our lives moved on, I always regarded him as a great friend. I could write about him for a day and not say enough. I hope these few words will bring a little comfort, by showing the regard in which he was held, to Brenda and all Liam’s family. May he rest in peace. John Roche

GER WALSH Private bus operators do a good job There has been a lot of discussion about the future of Bus Eireann in recent weeks with many people commenting on the disaster it would be for rural Ireland if the company closed its Expressway service. At the moment the main problem appears to be that this service which links major towns and cities in the country is operating at a serious loss with restrictive practices, poor management, high wage costs and outdated procedures all contributing to the mess. There have been suggestions that the issuing of licences to

private operators has been a key factor in the deteriorating fortunes of the national service. All sorts of claims have been made about the private companies, not least that they pay rock bottom wages and cherry pick their routes. One of the solutions, as put forward by Labour party leader Brendan Howlin, was to put a sectoral wage agreement in place for transport which would have the effect of forcing the private operators to pay increased salaries to their drivers to enable Bus Eireann com-

pete on a level playing pitch. It would certainly do that, but increasing costs for the private operators is hardly the way to go about solving this problem. Wexford Bus, for example, provides an excellent service to Dublin City, the airport, Waterford and on many other routes which it also operates. It also provides a very effective service in Wexford town and across rural parts of South Wexford. The routes which this company operates were all open to Bus Eireann for years but they were unwilling, or unable to

provide any meaningful service for people who live in these parts of the county. Equally the arrival of Wexford Bus on to the e Dublin route has had the effect of dramatically improving the service available to travellers while at the same time leading to a reduction in fares.. Private operators clearly can make a successful business out of routes which Bus Eireann struggled to service in the past and there is no reason to believe they could not successfully provide services on additional routes in the future.

Rural plan can bring some benefits The government’s latest plan to bring life back in to rural communities mainly involves a cut and paste job from various previous plans topped off with a little extra cash. While there may not be a lot

new in the plan the fact that it brings proposals across various departments together and sets targets which are measurable is at least a good idea because it puts some focus on the problems facing rural towns

forward to ensure that every single opportunity is grasped and every possible cent available is grabbed for rural development. The task is enormous and in reality many rural locations can never be restored to their former glory, regardless of plans, money or anything else. However, every individual improvement which can be delivered to rural communities will make a significant positive difference to people who live outside the main urban centres.

Risking their lives on the roads There has been a worrying increase in the number of road deaths over the past couple of years after a period when the various safety campaigns yielded great success. The lack of active and visible Garda patrols on the roads has been cited as a factor in the increase in road fatalities and that may well be the case. It has been noticeable over the past year that a sizeable number of those who lost their lives on our roads were pedestrians. Last weekend on the

Enniscorthy/Wexford road I witnessed two people walking without a single light or reflector at 8pm. I was just commenting on how dangerous it was for them when I came across three cyclists---------one adult and two children----------wearing equally dark clothing and without a single rear light. While people are foolish enough and reckless enough to do things like this it is difficult to see how any increase in Gardaí or anything else can deal with the problem.

The mis‐leading message of the TV adverts I am really sick of all those adverts on the television offering TV, broadband, home phone and everything else for just a few euro a month. What they don’t really tell you is that the price quoted is just an introductory offer and the real cost can be up to three times the quoted price or even more once you are locked into a contract. Well they do tell you, but in very small print on the

bottom of the screen and there is not a word about it from the voice-over. I really think that this type of advertising should be outlawed because it is very misleading and must cause confusion, particularly for the elderly. Companies should be forced to quote the real cost of their offerings in primary position while promoting their special offer alongside it.

Now they are queueing outside the GP surgery The difficulties with delays at the A&E department at Wexford, indeed all hospitals have been well documented. However, I recently witnessed what may well be a sign of things to come. Outside a GP’s surgery in Wexford town I noticed a mid-morning queue. There could have been a dozen or more people standing in line outside the building waiting

to get inside. On making enquiries I was informed that an ‘open clinic’ was in progress. Apparently it means that if you want to be seen urgently by a doctor this is the time to turn up because all the scheduled appointments have been filled. You wait and wait and wait and are eventually seen by a GP. I’m not sure what happens if so many people turn

up that the doctor simply finds it impossible to make time for everyone. With an increasing population and ever increasing demands on GP services this may well be the GP service of the future when people have to wait several days to make a scheduled appointment and endure very long delays if they want attention for an urgent matter.

Rosslare should aim to benefit from Brexit There still seems to be a lot of confusion about Brexit and the actual impact it will have on this country. The absolute doomsday scenario promised by many is unlikely to arrive but change always brings unforeseen problems and Britain’s departure from the EU will certainly involve a lot of change for many Irish

businesses. However, if there is to be a silver lining for this county it could come in the form of Rosslare. Exporters will want to avoid a UK outside the EU so direct transport to France could be very important in the future. In that context every effort should be made to ensure that

money is found from the Capital Works programme to provide necessary upgrades at the port. The government has stated that it wants to use a sizable portion of the programme to ‘help Brexit proof’ the country and this should help strengthen Rosslare’s case for a big injection of cash.

News Wexford joins ‘Think Before You Flush’ Campaign Clean Coasts has partnered with Irish Water, for the second year running, to launch the ‘Think Before You Flush’ Community Initiative. This programme aims to tackle the problems sanitary products can cause the waste water network and marine environment if flushed down the toilet. As part of the Initiative, educational workshops for schools and businesses as well as community information events will be held to raise awareness of sewage related littering and change poor flushing behaviour. Throughout 2017, Clean Coasts and Irish Water will be establishing links with Wexford locals on the ground, whose community

spirit and dedication to the local marine environment has seen Wexford selected as one of eight communities nationwide to participate in the initiative. Sanitary items such as cotton bud sticks, face/baby wipes and those items we term as our ‘Dirty Dozen’ should not be flushed down the toilet, entering our waste water treatment network, which is unable to deal with this type of waste. In a study of over 1000 Irish people, a shocking 3 in 10 admitted to flushing such items down the toilet. Of these, 58% admitted to flushing baby wipes down the toilet, 40% facial wipes, 26% cotton bud sticks, 24% tampons and 21% cigarette butts. More than half of those who flush

these items down the toilet did so simply due to a lack of knowledge. Sewage related litter is one of the largest categories of litter found on our beaches and is considered to be the most offensive. 90% of those surveyed agreed that seeing sewage related litter during a visit to the beach would disgust them while 84% of those surveyed agreed that if they knew that the items flushed down the toilet could end up being discharged into the ocean and could pollute our coastline and cause potential health risks they would not dispose of items in this way. This type of marine litter is totally preventable by simply changing our flushing behaviour.

Wexford Bus Network is Widening with New Daily Services to Carlow and Carlow IT Wexford Bus started a new route from Wexford to Carlow and Carlow IT via Enniscorthy and Bunclody on Monday February 6th 2017. The introduction of this service to Carlow enhances the Wexford Bus network considerably and offers passengers greater connectivity between the towns and cities of the South east. With this new route, Wexford Bus will have daily services operating from Wexford to Carlow, Waterford, Dublin, all the major towns in county Wexford. “The addition of Carlow to our network is the natural next step for Wexford Bus. The announcement of the new service between Wexford and Carlow has been particularly welcomed by students that attend Carlow IT. “We carry a large number of students to and from college in Dublin and Waterford on both a daily and weekly basis and recognise that many students want to commute to college. This new Wexford Bus service

to/from Carlow IT will make that easier and more affordable for students from County Wexford.” Route 376 will be the new route between Wexford and Carlow via Enniscorthy, Bunclody and Ballon. The first service in the morning will leave Wexford (Redmond Square) at 07.30 and is scheduled to arrive in Carlow IT for 08.45. Wexford Bus will operate up to 3 daily services in each direction and the coaches operating on the service will be wi-fi enabled and will accept Leap Cards. Wexford Bus also operate a service between Wexford and Dublin City & Airport via Enniscorthy, Ferns, Gorey and Arklow (route 740) and a service between Wexford and Waterford via New Ross (route 340). Starting Your Own Business New training courses for New Year at Local Enterprise Office The Local Enterprise Office (LEO) in Wexford County Council has just unveiled its new suite of courses and clinics that will run across the first half of 2017. The courses are open to everyone and range from book-keeping, to Facebook, to how you can tender for public contracts and more. There are half-day courses and multi-part learning programmes on offer as well as one-to-one clinics where an expert will help you with a specific aspect of your business. Courses are run at different locations around County Wexford ensuring that the LEO’s reach stretches to every corner of the county. For example, the LEO’s flagship course, their 10-week ‘Start Your Own Business’ programme runs at business and enterprise centres in each of the four municipal districts in the county. Head of Enterprise at Wexford County Council, Tom Banville notes why courses such as those offered by the LEO are so important: ‘At the Local Enterprise Office we offer a diverse selection of courses that are relevant to running a business today, from social media marketing courses to time management and much

more. It’s all about helping entrepreneurs in Wexford to grow and compete successfully in their given fields, both nationally and internationally. And as those businesses grow, more jobs are created for the people of Wexford.” All the courses and clinics are heavily subsidised to make them affordable to small business owners as they start and grow their

News Wexford’s Economic and Community Plan launched Adamstown’s newly refurbished Coláiste Abbain secondary school provided a highly appropriate venue for the launch ary of the much anticipated Wexford Local Economic and Community Plan. The ambitious 6-year Plan is the result of more than eighteen months work by the Wexford Local Community Development Committee (LCDC). Formed in 2015, the LCDC consists of 19 representatives from various agencies across County Wexford, including local authority members and officials, state agencies and people working in local development and community development, together with economic, cultural and environmental organisations. The LCDC has primary responsibility for co-ordinating, planning and overseeing local and community development funding and will deliver on this primarily through the implementation of the community elements of the six-year Local Economic and Community Plan (LECP). Through implementation of the Plan, the LCDC seeks to ensure avoidance of duplication in all publicly funded local and community interventions by bringing about greater integration and coordination of publicly funded services and programmes. The Local Economic and Community Plan (LECP) comprises of two integrated elements - a local economic element (prepared by the local authority); and a community element (prepared by the LCDC). The Plan’s policies and objectives are consistent with the County Development Plan, the Regional Spatial and Economic Strategies and policy initiatives under the Regional Action Plans for Jobs. These growing technologies have uses in manufacturing, life sciences, craft and design and agriculture and the well-attended demonstrations throughout the afternoon highlighted how the use of state-of-the-art technology can be used to create the highly skilled workforce that Wexford will require over the coming years, with the capacity to make Wexford a county of makers. In launching the LECP, Deputy Paul Kehoe, TD, Minister of State with Responsibility for Defence said

Passport reminder from Kehoe With many Wexford people planning foreign holidays at this time of year, local Fine Gael TD, Minister Paul Kehoe is reminding everyone to make sure their travel documents are in order before they travel. “Before you book your trip it is important to look at your passport and check its expiry date. If you’re booking for your children, remember to check their passports too.” “When applying, allow at least six weeks for your passport application. Delays are often encountered when forms are incorrectly completed and the six weeks allows time for any issues to be dealt with. “Turnaround times for passports can vary depending on demand volumes but the De-

partment of Foreign Affairs recommends allowing 3 weeks for renewals & 4 weeks for first time applicants. “For genuine emergencies there is a Rapid Renewal Service. Certain specific documentation is required for this and candidates have to go to the Passport Office on Lower Mount Street in Dublin. Review of the Wexford County Development Plan 20132019 and preparation a new County Development Plan

Wexford County Council, being the Planning Authority for the area, hereby gives notice pursuant to Section 11 (1) of the Planning and Development Act, 2000 (as amended) of its intention to review the existing Wexford County Development Plan 20132019 and to prepare a new County Development Plan.

What is a County Development Plan? The development plan is a land use plan and its purpose is to provide an overall strategy for the proper planning and sustainable development of the area. It sets out the policies and objectives in relation to a wide range of topics which will guide the future development of the area. It will influence how the county develops during the period 2019-2025 and beyond. It is therefore important that individuals, residents, communities, groups and businesses have an input into its preparation.

Issues Paper The Planning Authority has prepared an ‘Issues Paper’ which highlights the strategic ’big picture’ planning issues that will be addressed in the new Plan. These issues include population and housing, economic development, infrastructure, energy provision, climate change, the environment, community facilities, education and conservation and heritage. We want to know what you think about these issues and how we should plan for them.

While the Planning Authority intends to review the zoning of the area of the development plan for the purposes of developing the objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the development plan, requests or proposals for zoning of particular lands for any purpose shall not be considered at this stage. The Issues Paper will be on public display from Friday, 10th February 2017 to Tuesday, 11th April 2017 and can be inspected online at www.wexfordcoco.ie and at the following locations during normal office opening hours:

Submissions and Observations The Planning Authority would like to know your views on the issues affecting planning in County Wexford and the objectives and policies required to deliver an overall strategy for the proper planning and sustainable development of the area. Written submissions and observations are thereby invited from all members of the public, community groups, business interests and all other interested parties including children, or groups or associations representing the interests of children.

Camolin Village Renewal

Wexford County Council secured funding under a national Village Renewal Programme to enhance the attractiveness of the village. This will benefit the local community and encourage more visitors into Camolin. We are putting together a series of sessions that will give everyone a chance to shape how the funding is allocated. This includes painting of key buildings, signage, planting, design of picnic area etc. A series of 5 information sessions will be held in the Parish Hall, Camolin and all are very welcome to attend. These will be practical sessions focusing on the needs of the village and ideas on how it can be visually enhanced. Plans are to develop picnic and recreation areas, additional village border planting schemes and other attractive features. The first session will take place on Tuesday 14th February between 7.30 pm and 9.30 pm in the Parish Hall.
