The Street of Falls Council bosses say surface is safe but people, including many elderly, continue to fall. Are they deliberately injuring themselves? For two years now there have been real concerns about the state of the surface on Wexford’s Main Street. It’s not unusual for people to fall on streets and footpaths and neither is it usual for some of them to sue the local authority for negligence. However, local councillors began to suspect that something might be amiss with the surface on the county’s premier highstreet when a whole range of people began contacting them about falls they themselves, or their relatives had suffered on the street. These were not the usual compo culture type of people but ordinary decent private citizens many of whom had never been inside a court in their lives. Indeed, what was striking was the fact that most of them just wanted to express their concern despite having suffered injuries and did not want to take the matter any further, When George Lawlor first raised the matter, nearly two

years ago, he was initially promised an investigation and examination but Director of Service Tony Larkin insisted at the time that there was absolutely no evidence that there was anything wrong with the surface. To be fair to Larkin that is the default line for officials who have a duty to protect public money. It’s the same as the stance taken by those in the Health Service who defend actions involving severely injured babies whose lives have been wrecked by a hospital procedure, until eventually a settlement is reached, usually on the steps of the court. Lawlor kept raising the matter as he received more complaints. To say that the official response to his questions was pedestrian would be to put it mildly. There was no evidence, no evidence, no evidence that anything was amiss, insisted the top table but they would look at possible chemical cleaning of the surface. (Continued on page 2)

News It was a weekend of writing and talking about writing in Kilmore Quay Kilmore Quay has long been associated and indeed is famous for its fish but last weekend the coastal fishing village and major tourist attraction took its first steps to making its mark in the literary world when it hosted the first Write By The Sea Festival. Local councillor Jim Moore was on hand in the Stella Maris Centre on Friday night to welcome guests and launch the event A packed schedule of workshops, readings, conversations and interviews followed over the weekend with such established local writers as A.M. Cousins, Margaret Galvin, Jackie Hayden, Margaret Hawkins, Daithi Kavanagh, Jim

Maguire, Peter Murphy and Fiona O'Rourke. Billy Roche l read from his writings as well as delivering a workshop on Playwriting. Margaret Hawkins spoke about Journalism, and Paul O’Brien was interviewed on-stage about his best-selling trilogy of novels Blood Red Turns Dollar Green. Cat Hogan discussed what writers need to do after they’ve completed a new work, and she also spoke about her acclaimed debut novel They All Fall Down. Write By The Sea festival Chairperson Lucy Moore said, “The response to this first ever writing and reading festival in Cllr. Ger Carthy Mayor ,Frank Staples and Billy Roche at the Kilmore Quay has been truly heart-warming. That so many es- opening tablished Wexford authors cast the winning entry of our village. The Street of Falls (Continued from front) The reply was presented in a way which suggested that this work would be carried out more to shut George up than out of any feeling that there was something wrong which might be causing people to fall and injure themselves. That cleaning work has been underway in recent weeks. The chemical mix is sprayed on the street and it has the effect of cleaning away any grime which has collected on the surface. A laboratory in the UK which specialises in the quality of surfaces from a slipping point of view has also been asked to carry out tests. The Wexford surface has passed this T.R. test so it’s safe, Engineer Craig Innes told Councillors at the September meeting of the Wexford Borough District Council. According to the engineer the

surface was ‘in the green’ when the test was applied. There was a sense of relief when this was announced. A short time earlier Cllr Ger Carthy had outlined to the meeting that one of his relatives had suffered a fall and injury on the street recently and just like George Lawlor who had been receiving complains for more than a year, Carthy had been getting complaints from people in recent months. This was possibly due to his higher profile as Mayor last year, but whatever the reason there was now increasing evidence that more and more people were falling and concern about the surface was widespread. But the sense of relief that the chemical treatment had been applied and that the surface had passed the slip resistance test was shattered when Mr Innes added somewhat casually that it had also passed the test before the chemical treatment was applied, So they were back to square one. Lisa McDonald is a councillor with first-hand knowledge of the problem. Indeed she may have rather more in-depth knowledge than any other councillor because she is acting for a number

of individuals who are suing the local authority over injuries which they suffered on the street. Of course, because of a possible conflict of interest, she could not share that knowledge with the meeting. Once again the Director Tony Larkin stuck to his position. The surface had passed the safety test but despite this people were still suing the Council alleging falls and injuries. In defending the surface he alluded to the fact that people were suing the Council on a continuous basis for alleged negligence in relation to various surfaces. His strong defence of the safety of the surface appeared to suggest that there was little if any validity in the claims being made. When Ger Carthy insisted that a fracture was a fracture Mr Larkin said that just because someone suffered a fracture it did not mean the Council was liable for it. Deirdre Wadding said it was clear there was a problem. ‘I don’t think people are making it up’, she added. But Councillor Tony Dempsey was on the side of the Director. He pointed to personal responsibility and said that ‘not everybody falls on the street’, adding that with the work that had been carried out he was confident the

Council had created a ‘very safe environment’ So that’s it. The surface is safe, it has passed a slip resistance test, indeed it was always in the clear in respect of this test, but people continue to fall. Therefore, either lots of ordinary people, many of them elderly, have suddenly decided to hurl themselves to the ground on this particular street, or at least adopt a casual devil may care attitude to their conduct that causes them to fall, at the risk of suffering possibly life changing injury or there is something that all these tests are not showing up. Whatever the answer and given the lack of clarity which persists, many people who previously had opted not to sue may now make claims against the Council because the only way this mystery will be solved is by having it repeatedly tested in the courts, assuming that the option of private out of court settlements is not the avenue adopted by the Council and its legal representatives. In the meantime the lack of a resolution to the problem and the inability to deal with the concerns of many ordinary Wexford citizens means that Wexford’s Main Street may become a very happy hunting ground for those who earn their livelihood as part of the ‘Compo Culture’.

Property Tax increase looms Co. Council bosses have asked councillors to back a 5% increase in the rate of Property Tax in the county --------a move that would see homeowners paying an additional ₏600,000------------as part of this year’s budget for the local authority. Members are meeting in special session this week to discuss the proposal and if it wins the backing of a majority of councillors every home owner in the county will get a larger bill from the taxman for their home just before Christmas.

Most of the additional money raised by the increase is understood to be earmarked for economic development including the provision of a Financial Services Centre on the site of the old Wexford Electronics factory at Trinity Street in Wexford town. The extra funds will enable the Council to increase its borrowings to move forward this project and others. However, in a carrot aimed at winning the backing of rural councillors for the increase, money is also to be set aside for

the repair of country roads which have been virtually abandoned in recent years. (Continued on page 2) The state of the roads is a major issue in rural areas and with a majority of the councillors rural based the tax hike is likely to win favour despite many councillors having pledged to decrease it during the local election campaign. This will be the first increase in the Property Tax in the county since it was introduced a number of years ago.

Path and lights to link two pubs in village Life is to be made a little easier for drinkers in the North Wexford village of Killenagh. The Co. Council has approved plans to link the two pubs in the village with a footpath. Apart from joining the two pubs with a footpath the local authority is also to provide lighting to help those out for a drink to easily find their way from one pub to the

other. The new public lighting and footpath programme is being carried out between a local voluntary and the Co. Council. When completed is expected that drinkers in Killenagh will no longer have to sing ‘Show Me the Way to Go Home’ at closing time.

Gorey is going all out to attract not honeymooners, but badbymooners to the town at the moment as part of a promotion aimed at encouraging to visit and stay in North Wexford. A competition is being run aimed at encouraging

expectant mothers to take a short break in Gorey. The campaign is targeted at ladies who are travelling with their partner, mother or female friends for a short break to enjoy shopping and amenities in the town before the baby is born.

A crackdown has been ordered on unsightly roadside signs in North Wexford. Co. Council officials are concerned about the level of unlicensed roadside signage around the district with claims that it is taking from the good work being done at local level to maintain landscape and environment in the community. There is also a fear that in some instances the signage may be a distraction to traffic and pose potential risks to road users. A complete signage audit has been carried out on the

By-passed Camolin and Ferns set for upgrade Two North Wexford villages are to benefit from works to be carried out under the Town and Village scheme. Given the commencement of works on the extension of the M11 which will result in the re-routing of the national road it is proposed to use the funding available in the Gorey Municipal District for renewal works in Ferns and Camolin. It is also proposed to identify a limited number of places where temporary community signage can be placed by permission. It is also proposed that in future a more effective system be put in place to manage all local signage.

The aim is to enhance the villages and the route that tourists and casual motorists will be encouraged to divert to off the motorway, A commitment has also been given by the Council’s Planning Department to develop a village design statement for Ferns with the purpose of developing the village as a landmark heritage attraction where the village itself becomes part of the tourism product and enhances what is available at the Castle, Abbey and Monastery.

Concern already over lack of school places for September 2017 Although schools have just reopened for the 2016/17 year the thoughts of local councillors are already turning to next September when parents will once again face serious problems in Wexford town as they try to get their children into local schools. Members of the local Borough District Council now want to meet the Minister for Education Richard Bruton to discuss the crisis over education places at second level in the town. Cllr. George Lawlor had proposed at a previous meeting that students from outside the catchment area of the town

not be allocated places until all students within the district had been provided for. However, the Department of Education has not yet responded to his proposal. Cllr Lawlor said pressure would come on public representatives again as soon as this October as people became concerned about not being able to secure places for next September. Cllr Tony Dempsey said everyone was very concerned about the problem and there had been great efforts to resolve it for the current year. But it was very difficult for people who had to bus their

to be listening to the problems faced by parents and students in Wexford. She said the problems were having a real effect on the lives of children in Wexford.

Council drops plans to sell prime site A prime site owned by the Co. Council in the centre of Wexford town close to Redmond Park is to be taken off the market following a furious reaction to its proposed sale from local public representatives. The parcel of land joins the Parklands Estate and councillors had objected to its disposal at a time when there is a serious shortage of social

housing. It was suggested that the site would be ideal to provide housing for the elderly given its proximity to the town centre. Those objections were raised at the July meeting of the Borough District and last week the Director of Services Tony Larkin revealed that in the face of opposition from councillors the Executive had

decided to abandon plans for the sale. Now possible uses for the site are to be examined and plans are expected to be brought forward for social housing before the end of the year. Meanwhile, an access from the Parklands Estate to Redmond Park, which had been closed up at the request of some residents, is to be reopened.

The District Manager Angela Laffan had ordered the closure following consultation with what she thought was a representative group of residents. However, it transpired that the group did not represent the majority view and a second consultation has resulted in overwhelming support for the right of way to be reopened.

Every house in Wexford town to be offered top class broadband A third player is to enter the broadband market in the urban areas of Co. Wexford but there is no good news for rural parts of the county. Virgin Media aims to join the Digital Highway in Wexford town and will be offering a service to every single house and business in the urban area by next summer, company

representative Dan Davern told members of the Wexford Borough District Council at their meeting last week. The company aims to provide a state of the art network in the town providing the highest of speeds for everyone in the town. Welcoming the news Cllr. George Lawlor said it was the

first time that he had heard a company say they would provide blanket coverage and he pointed out that some parts of the urban area currently had very poor broadband. Mr Davern said they would not cherry-pick areas of the town But in reply to Cllr Ger Carthy he said they would not

roll out the service to rural areas. Their current business plan did not provide for a service outside urban areas. When Cllr. Carthy said the rural areas were being left out in the cold again Mr Davern replied that they simply did not have the money to invest outside the urban areas.

24 hour opening for Redmond Park The main gates of Wexford’s Redmond Park which are currently closed every evening are to be thrown open twenty four hours a day, District Manager Angela Laffan has revealed. Several years ago a decision was taken to close the gates each evening to combat anti-social behaviour. But Ms Laffan told

councillors at the September meeting of the Borough District Council that it was unusual for the gates of a town park to be closed in the evenings. A security company is currently employed to patrol the park and there is currently no evidence of anti-social behaviour, she added.

No cash for Peg’s Cottage The thatched cottage on the Rosslare Road known as ‘Peg’s Cottage’ has become a famous landmark in recent months as a battle has been fought to get funding to restore the thatch. Local councillors believe the cottage is important because it is the first thatched cottage which visitors to Rosslare Euro port see when they arrive in the county. But it looks as if the battle is to end in failure, at least in the current year with no prospect of funds being provided for the restoration work in 2016. Cllr Ger Carthy who has been leading the campaign to

save the cottage reacted angrily when, after months of prevarication on the issue, it was revealed that there would be no money to do any work on the cottage. He said he failed to understand why out of a budget of €100m the Council could not find €25,000 for the cottage. But Director of Services Tony Larkin dismissed the independent councillor’s calls saying there was no money in the budget and there were many important old historic buildings around the county that needed attention.

Traffic hold-ups on quays to be tackled It was a summer of frustration and discontent for people trying to travel along the quays in Wexford town with traffic backed up to the outskirts of the town for several hours each day. People arriving at Rocklands on the Rosslare road sometimes faced delays the entire route from there to Wexford Bridge with the journey taking up forty five minutes on occasions. The delays caused particular

problems for those trying to get to work and also posed difficulties for the emergency services and led to long delays for the town’s bus service. The situation was highlighted at a meeting of the Borough District Council by Cllr Ger Carthy who said the problem needed to be examined and solutions provided. He said he had received many complaints about the traffic delays on the quays and had also experienced them him-

self. The difficulties arose from the traffic lights at the bridge which delayed traffic and caused the tailbacks, he told colleagues. He said the possibility of putting some sort of mini-roundabout at the end of the bridge should be examined and while he anticipated that this might cause difficulties with Irish Rail he said efforts should be made to deal with the issues of the trains.

District Engineer Craig Innes accepted there was a problem and said something would have to be done to resolve the issue. He revealed that new controllers and new sensors are to be provided on the lights at the end of the bridge to alter the traffic flow. When this work is completed the traffic flow will be monitored and he accepted that the problem might require a more radical approach.

Council buys King Street land An unsightly parcel of land at King Street in Wexford town which has become a dumping ground is to be purchased by Wexford Co. Council. News of the purchase was confirmed by Director of Services Tony Larkin who

said an agreement had been reached but the legal documents had not been finalised. Cllr. George Lawlor had said that the area had become a dumping ground and he suggested that a children’s play area be provided there.

No extra cash for damaged roads Wexford Co. Council will have to dig deep into its own pockets go pay for the damage caused to road in the Piercestown area damaged by the heavy traffic diverted onto them while major road upgrade works were being undertaken on the Main Rosslare/Wexford road. District Engineer Craig

Innes said there was no precedent for money being provided from national funds for roads used for diversions. Cllr Jim Moore said this work should be included as part of the cost of the main project because the roads were damaged as part of that project.

Rosslare hotel to be fenced off

Billy Walsh has been a man in the news a lot recently following the success of his US boxers in the Olympics and the rather shambolic performance by the Irish boxing team. He was also the subject of a documentary on UTV about his new life in the US. But Wexford will always hold a special place for Billy as he said on that programme and on his visit back to Wexford he wanted nothing more than a quite drink with family and friends. Pictured are from left Paul Malone, Billy and his wife Christine, Ann Walsh Tony Walsh at Sky & the Ground. Pic by Patrick Hogan.

The old Great Southern Hotel Building in Rosslare Harbour which is now considered a dangerous site could be fenced off within weeks as concern grows overt the problems associated with the building which has been unoccupied for several years. Cllr Ger Carthy raised concerns that nothing seemed to have been done with the site despite the fact that it was considered a dangerous place.

‘Could we not fence it off; he asked following suggestions that the process of finding the actual owner and engaging with them was taking some time Director of Services said the Council would have to look at making the site safe and that would certainly be done as a matter of urgency.

Illegal dumping in Co. Wexford not as bad as it appears Drinkers told ‘use Out of a total of almost two thousands reports of illegal dumping made to Wexford Co. council last year just two hundred and forty two fines were issued with seventeen of these ending up in court. However, despite the public impression the litter and dumping problem in the county is improving slightly and is also marginally better than the national average. But the Council’s so called ‘clean up crews who responds to reports of major illegal dumping across the county have been busy in the battle to keep the problem at

bay responding to 1,500 incidents per year. Hugh Maguire the man in charge of litter and dumping control in the Council provided members of the Wexford Borough District Council with a detailed report on the litter situation in the county at their September meeting. The Council is taking a number of approaches to tackling the problem with cameras installed at blackspot locations and the public also urged to report polluters. But a major emphasis is on education with various pro-

grammes to increase the awareness among young people of the need to protect the environment. More than one hundred schools in the county now have green flags and the education programme continues. The view is that if young people are made more aware of the problem they will educate their elders on the problem. Enforcement of litter laws is likely to be stepped up following the appointment of a second warden for the county. One will now oper-

ate in North Wexford while the second will take charge in South County. Mayor Frank Staples said that given the importance of attracting visitors to Wexford it was very important that the county looked well. Cllr George Lawlor said there was a need to get people into court and had then named and shamed. Cllr. Lisa McDonald said school run campaigns were very important and she highlighted the problem of litter on beaches in winter time when a lot of people used them for walking.

car parks’ for overnight parking Revellers who go drinking in Wexford town at night and take a taxi home leaving their cars behind face a problem the following morning because the wardens have often landed then with a fine for unpaid parking. Cllr George Lawlor suggested that some way should be found to allow people to purchase parking for

a portion of the morning the night before when they parked their vehicles. But Director of Services Tony Larkin pointed to a number of fixed rate car parks in the town where you pay the same amount regardless of when you leave. These were the locations for people leaving their cars overnight to park, he suggested.

Lisa aims Cannonball at Facebook George When Lisa McDonald made her comments about the inappropriateness of having scantily clad ladies marching as part of the Cannonball event in Wexford her contribution was taken less than seriously at a meeting of Wexford Co. Council. To be fair the uproarious laughter which followed did not really have anything to do with her own contribution but was caused more by Chairman Paddy Kavanagh’s statement that many of the ladies attending the patron in Enniscorthy wore a lot less. That might have been the end of it had George Lawlor not taken to Facebook to comment on the whole affair, a move which did not please Lisa and she made her displeasure known when coun-

cillors in the Wexford Borough District gathered for their September meeting last week. She started by once again raising her objections to the scantily clad ladies saying she thought the idea of having half nude ladies on cars had gone out in the eighties. And she also mentioned the fact that this was an issue for the local authority because the Council had provided the cash to bring the stage to Wexford, while making it clear that she would be pursuing the matter in the future. But then she turned her attention to Social media and the belittling of her Co. Council contribution on Facebook. If people wanted to debate issues or challenge her then do it face to face she said and

not used the cover of Facebook. George is not usually stuck for words, and perhaps he wasn’t on this occasion either, but he did not really offer any response. Mayor Frank Staples, who previously defended having his picture taken with the said ladies suggesting that he only did it as a result of pressure from the photographers said that without the scantily clad ladies you could not have the Cannonball. I understand it’s unlikely to be back in Wexford next year in any case, but if people had ideas to fund a stage in the town again it is certain that the question of Council Cash for scantily clad ladies would become a big issue. So is Cllr McDonald right or

is she just being a prude and a pain as some of her colleagues would suggest. I’m not too sure that children were frightened by the ladies in question on the night but I do think she has a point. I know what the organisers were trying to do but in this day and age marching half naked ladies in front of thousands of people who are there to see high end motor cars seems a bit pointless and a bit out of date. Perhaps if they had scantily clad hunks of men marching with them it might not have been quite so inappropriate. At least it would have provided gender balance and in this politically correct age that is important. So at the risk of been branded a relic of the past, a killjoy or worse, I want to declare for Lisa on this. Meanwhile, given Paddy Kavanagh’s comments about the patron in Enniscorthy I expect a whole new generation of young men to rediscover their faith for the Cathedral town event next year.

Kehoe has the last laugh Paul Kehoe was very annoyed last year when he was not part of the formal announcement of the funding for the restoration works on the Athenaeum in Enniscorthy. That announcement was made by the then Public Expenditure Minister, Brendan Howlin. It was alleged at the time that Kehoe was deliberately kept out of the picture, as it were, despite the event taking place in his home town.

The then government Chief Whip was furious and while he had nothing to say in public he had quite a lot to say behind closed doors. Last Friday night when the fabulously restored Athenaeum was official opened Kehoe had the last laugh. While he is still at the cabinet table Brendan is on the opposition benches leading a handful of Labour TDs and it was Kehoe who did the honours on the night.

RTE’s Ploughing Show a bit of a farce The National Ploughing Championships is a truly remarkable and wonderful event. It is professionally put together, professionally organised and is a real showcase for all that is good about rural Ireland. I was a little surprised, therefore, when I tuned in to ‘Ploughing Live’ on the opening evening of the event. It was a much promoted programme airing at 7pm on each evening of the ploughing and was hosted by Aine Lawlor and Marty Morrissey. It promised much but

quite frankly all it delivered was an insult to viewers. I have rarely seen such a ballygobackwards portrayal of anything for years. Fair enough there was a nice film piece on John Whelan in the World competition including footage from before he left in Ballycullane, but the rest of it was a bit of a joke. It would have been fine if it was funny but it wasn’t. Instead it was just plain silly. An event attracting one hundred thousand visitors per day deserves something better than this rubbish.

Deirdre’s taxing question for the Virgin man When Dan Davern the Sales Director for Virgin Media arrived to tell his broadband story at a meeting of Wexford Borough District Council he would have prepared well for potential questions. There would be issues regarding speed, cost, and areas to be covered and

so on. However, he was unlikely to have anticipated the question posed by Cllr Deirdre Wadding. The People Before Profit member wanted to know as a multi-national company what levels of tax Virgin Media paid in Ireland. What rates did they pay and

indeed did they pay any tax at all. Of course he didn’t know the answer. He certainly didn’t know how much tax his company paid and if he did he wasn’t going to tell Deirdre. However, he assured her that the company was tax compliant

Broadband for all.........but not if you live in the country It looks as if the broadband situation in the main towns of the county is about to get a whole lot better, both from a cost and quality point of view, from next year. It seems there will be at least three players in the urban markets with Virgin Media promising not just a dual carriageway system in terms of broadband, but a super highway. The Virgin Media man has

been doing the rounds of local councils to let them know of their plans and while they promise to take the high speed broadband to every single house and location in the urban areas has been warmly welcomed what is becoming crystal clear is that if you live out the country then you’d better start training those pigeons if you want a rapid way of communicated with, and sending

messages to, the outside world because high speed broadband is not coming your way anytime soon. And when it does eventually arrive it will be provided by some sort of state supported scheme and you will just have a single option in terms of a supplier while the urban areas, by that time, will likely be moving on to the next generation of communication.

Gorey residents express safety concerns in advance of road opening

Kehoe officially opens restored Athenaeum After almost a year of conservation and restoration work, Enniscorthy’s much loved Athenaeum was officially reopened by Minister Paul Kehoe on Friday evening. . The Athenaeum is one of the nine capital projects developed as Permanent Reminders under the 1916 Centenary Programme. The newly restored 150seat theatre will act as a community and arts venue catering for drama productions, concerts and other public events and also features a new permanent exhibition on Wexford’s role during the Rising. The Athenaeum played a highly prominent role during the 1916 Easter Rising in County Wexford, when it was occupied the Irish Volunteers in support of the Dublin Rising. Using it as their headquarters, every aspect of Rising activity in County Wexford was coordinated from there. When not out on duty the Volunteers ate and slept in the building, while Cumann na mBan established a hospital in the auditorium and dormitories in the dressing rooms on the first floor. Speaking on the occasion of the opening, Minister Paul Kehoe said: “Ireland 2016 – the State’s Centenary Programme to remember 1916 has engaged the

The long awaited inner relief road in Gorey is due to open by Christmas a development which is a very welcome for motorists in North Wexford. However, many local residents, while warmly welcoming it as a necessary development, also want to see proper road safety measures put in place. Following confirmation that the road would open at a meeting of the Gorey Municipal District Council on Tuesday Cllr Fionntan O'Suilleabhain met with residents in Willow Park / Ashwood Grove/Cois Doire and some from nearby estates later in the week and they expressed deep concern that proper safety measures would be put in place in advance of the very welcome opening of the Northern Inner Relief Road. In previous times, residents in neighbouring Woodlands Manor had been the first to raise the issue of the need for safety measures in the area. Cllr O Suilleabhain said that on a number of occasion over the past two years he had emphasised to the council that children's safety is the main thing to consider with any infrastructural developments in the town-whether that be pedestrian crossings, railings, ramps, footpaths, markings, signage etc. 'Two ramps were installed at Garden City and the roundabout between Raithín Chuilinn and Pearsons Brook on the Hollyfort Road is now in place - both

things which I had been strongly pushing over the past two years. A child was knocked down between Ashwood Grove and Willow Park during the summer and further measures are needed in advance of the roads opening. where exposed play areas face on to this already busy road' he added. 'Residents showed me several newspaper cuttings from 2005/2006 when it was then reported that the inner relief road would "soon open." The residents had the same fears back then and they state that they had been told that adequate safety measures would be put in place and that the open green areas would be fenced from the road'. 'The Hollyfort side of town will see an increasing levels of traffic to Creagh College, the CBS, Gaelscoil Moshíológ and Gorey Educate Together over the coming years. We could easily see up to 2000 students in the Creagh area by 2020. The planned extension of the northern inner relief road close to Woodlands Manor and directly out to the N11/Arklow Road will hopefully be in place by then'. At present the estates of Coislinne and Cluainin are used as short-cuts to avoid the Main Street and sometimes the Garden City and Éire Street can be like racing tracks. Residents fears are not unfounded and its an issue that I will continue to pursue" the Sinn Fein councillor said.

Road Safety Week Deep concern over attitude to tyre safety The Road Safety Authority (RSA) have expressed deep concern at driver attitudes to tyre safety, after a survey revealed that 1 in 8 drivers have bought part-worn tyres in the past. The survey of a 1,000 motorists demonstrated that motorists are not checking their tyres regularly. 8 out of 10 drivers stated that they know how to check the air pressure, condition and tread depth of their tyres, yet 1 in 10 only do so, once a year or not at all. The Road Safety Authority ’s recent pre-crash report on the role that “vehicle factors” play in fatal collisions demonstrated

that vehicle factors played a role in 1 in 8 fatal collisions in a 5 year from 2008 to 2012 period. Defective tyres were discovered to be “the most significant factor” invehiclerelated fatalities, meaning that defective tyres were linked to the deaths of up to 71 people in the 5 year period. Ms. Moyagh Murdock, Chief Executive of the Road Safety Authority said: “This report

demonstrates that tyres are the parts of your car that are most likely to put you at risk of a fatal collision if they’re not

roadworthy. I would urge you to check your tyres at least once a month. The easiest way to do this is to call into your local garage and get your tyres checked by an expert. When purchasing tyres, invest in tyres that will last. I would urge people not to purchase used tyres, you can’t be sure of their history and will cost you more in the long run”

Tyre safety, child safety, and cycling safety are the focus of 2016’s Irish Road Safety Week, which will see a week of road safety activities taking place nationwide from Monday 3 rd , October to Sunday 9 th October. On Wednesday 5th October: The RSA and the Irish Tyre Industry Association (ITIA) will jointly run Tyre Safety Day where free tyre checks will be on offer to motorists in participating garages. Find out more at www.itia.ie. The RSA is reminding road users that roadworthy tyres must be the right type and size for the vehicle, be properly in-

flated, free from defects and have a tread depth of at least 1.6mm.The RSA advise roadusers to get their tyres checked regularly at Irish Tyre Industry Association (ITIA) and SIMI-registered garages and give themselves the peace of mind that their tyres are roadworthy. If one is found to have defective tyres, a fixed charge of €80 will apply with two penalty points, rising to four following a conviction in court. A full list of activities taking place during Irish Road Safety Week and further tyre safety advice is available on www.rsa.ie

Getting your car winter ready As the days get shorter and winter rolls in, the RSA recommend taking a number of simple precautions to maintain safe journeys during the winter months. You are advised to check your tyres regularly, roadworthy tyres must be the right type and size for the vehicle, be properly inflated, free from defects and have a tread depth of at least 1.6mm. Tyres need to be to the correct tyre pressure to give the motorist the best chance in extreme conditions. You are reminded of the importance of using your lights. As we come into the winter months, motorists are advised to use dipped head lights during the day so you are easily seen. Headlights and taillights should be in working order. It is also recommended that you take time to understand your brakes. Check if your vehicle has safety assist technology such as Electronic Stability Control (ESC) or AntiLock Braking System (ABS) and educate yourself as to how these technologies can assist

News YellowBelly Beer Receives Top Industry Design Award YellowBelly Beer, one of Ireland’s newest microbreweries based in Wexford, have just scooped the very first ‘Design of the Year’ Award from Beoir, the independent consumer group responsible for supporting and raising awareness of Ireland's native microbreweries. The brewery has been making waves in the Irish drinks industry and amongst craft beer drinkers since opening their doors in 2015 with an exciting range of beers and accompanying illustrations featured across their branding, labels and even their own comic book series, all of which is created by YellowBelly Beer’s designer Paul Reck. Discover the Therapeutic Value of Creative Writing Explore the healing potential of writing in a Therapeutic/Creative writing workshop at Ballyvaloo Retreat Centre, Blackwater on Sunday October 23, from 11 am to 4.15 pm. No formal writing experience is assumed. This workshop is open to anyone with an interest in personal growth, self-discovery and enhanced wellbeing through the usage of writing strategies. Participants will discover how writing can function as both a healing and creative act as it provides clarity and insight, capturing and recasting memories and moments. The benefits of writing are well established. Writing is regarded as a private communication with the heart of the self in order to increase self-understanding, express our truth and empower and develop our own unique voice. Through the act of putting words on paper we forge new meaning out of feelings, stories and memories that shape us. Writing provides a forum to reconnect with the memory of the people, events and places that have played a

major role in informing our identity. The workshop format will consist of guided writing exercises designed to stimulate memory and personal reflection. The work of published writers who have engaged with personal issues and stories will be examined. Various forms of writing including poetry, reflective pieces and journaling will be considered. Participants will share at their level of comfort in a relaxed and mutual environment. The workshop is facilitated by Margaret Galvin who has published a number of poetry collections. She holds a degree in Social Care and a Masters degree in Child, Youth and Family Studies and has a major interest in how writing can function not only as a self-help strategy but one that also stimulates, surprises and promotes new understanding and awareness. Further information from mgalvin@imagine.ie or 053 9146722, after 7 pm.

FIRE SAFETY WEEK Staples Owley offer advice on all aspects of fire safety Staples Owley Limited, previously trading as J. Staples & Associates, are Chartered Engineers and Fire Safety Consultants. SOL offer expert technical advice on all aspects of fire safety from the initial design stage of proposed buildings to existing buildings which have been altered and now require fire safety certification. Jim Staples and Conor Owley are the primary consultants. Jim is a Chartered Engineer and has over 33 years experience within the Fire Safety industry, previously working as Assistant

Chief Fire Officer with Wexford County Council. He began independent consulting in January 2006. Conor is an Architechtural Technologist with 10 years experience in the construction industry. He has been working in Fire Safety for the past 5 years. He has graduated from Trinity College with a Post Grad in Fire Safety. SOL can provide Fire Safety surveys for proposed building purchases. The benefit of having a fire safety survey carried out on an existing building prior to buying it will highlight

any defects or potential fire safety issues within the building. If you are negotiating a purchase price but find that there are fire safety issues that must be corrected, you are now in a position to re-negotiate your bid, ask them to carry you the work required or decide not to purchase the building. Very few second hand, and even new buildings, are without some issues that need to be addressed, and as such a good fire safety survey and detailed report will generally pay for itself many times over, so it is crucial

to get the best survey rather than the cheapest one. The better the survey, the less money you will end up having to spend in future on whatever property or building you buy. The House and Apartment Surveys we carry out are comprehensive which include the use of specialist equipment allowing us to view problems or defects which may be affecting the building. The inspection will most often begin in the roof void where the roof structure will be examined to establish if it is correctly fire

stopped between adjacent properties. From there we work our way down through the building noting items such as the condition of the party walls etc. and the condition of internal joinery such as doors etc. We will endeavour to establish how the building was constructed, whether the wall are cavity walls, solid masonry, timber framed or some other form of construction. Once this is established we can then advice on the possible defects which could arise from the various types of construction. We also prepare Fire Safety Certificates and Disability Ac-

cess Certificates applications. A Disabled Access Certificate allows for all people regardless of ability to have the freedom to move throughout development with ease. This means that the proposed works have been assessed and that the proposed works when built, will meet the requirements of Part M of the Building Control Regulations. This relates to the building and site in terms of approach, access, egress, and ease of use by the widest possible range of users. You can contact us at Unit M6, Wexford Enterprise Centre, Rosslare Road, Kerlogue, Wexford.

â‚Ź8M Leader programme to benefit Co. Wexford At a series of meetings throughout the county during the past two weeks attended by in excess of 400 people, Brian Kehoe, CEO of Wexford Local Development outlined that LEADER grant aid of almost â‚Ź8million would be invested in innovative community and enterprise projects throughout the county between now and 2020. Details of funding priorities as well as an overview of the new application process were outlined at the meetings. Brian Kehoe advised that approx. â‚Ź2m in grant aid was available for niche tourism projects with a further â‚Ź2m for other enterprises including artisan food. Meanwhile, the community sector will benefit from almost â‚Ź3m and a budget of almost â‚Ź400,000 would be available for rural environment projects. Wexford Local Community Development Committee (LCDC) in partnership with Wexford Local Development (WLD) has responsibility for the delivery of the new Programme in County Wexford under the remit of the Department of Arts, Heritage, Regional, Rural & Gaeltacht Affairs. The LCDC, which is chaired by Cllr Tony Dempsey will be the decision

making body for all LEADER funding allocations. Following a public consultation process completed earlier this year, a number of key objectives which focus on Economic Development, Social Inclusion and Rural Environment have been agreed. These objectives reflect the key challenges facing Co Wexford with regard to economic recovery, employment creation and tackling social exclusion. The objectives reflect the needs of the people of Wexford. They cover the key areas in need of the greatest support and are sufficiently broad and flexible to facilitate a wide range of projects throughout the county, including the Wexford town area which was excluded from previous LEADER Programmes. In a change from the rolling application process that applied during previous LEADER programmes, the new Programme will have competitive targeted calls for applications from different sectors at specific times throughout the duration of the programme. These targeted calls with predefined budgets will assist in ensuring that only the best and most worthy projects will be approved for grant aid. Such calls will be

New 10.5km cycle track for Gorey Attendance at WLD LEADER Meeting Talbot Hotel Wexford

publicised well in advance. WLD will initially invite “expressions of interest and then work with eligible applicants to guide them through the process. Completed applica-

tions which must be received by the given deadline will be assessed by an Evaluation Committee and a final decision regarding funding will then be made by the LCDC.

Youth Band for Thanksgiving The Harvest Thanksgiving service for families will take place in St. Iberius, Church, Wexford on Sunday 2nd October at 11:15. As ever this Family Thanksgiving will focus on children and young people. With this in mind the Loch

Garman Youth Band will accompany the congregational hymns as has been their practice for a quite a few years now; reinforcing the group's ability to be involved in all traditions of the local community.

Gorey is to get 10.5km of new cycle lanes along the former N11 to the North and South of the town. The cycle lanes, which will be clearly marked out, will run from Gorey town to Inch village to the North and from the town to the Clough roundabout to the South. The move has been welcomed by members of the Gorey Municipal District Council., Cllr. Malcolm Byrne said:"There has been a significant increase in those cycling for leisure purposes and as a Council, we want to encourage that. The new cycle lanes will have a red macadam surface to distinguish them from the main road and should make it safer for cyclists."

Malcolm complimented the staff of the Council who put the proposal together and obtained funding for the work to be carried out. Cllr. Fionntan O'Suilleabhain said he wished to compliment the Council staff for managing to secure funding for such an important project and he said he hoped it would encourage children from country areas to cycle to school in towns. He said that at a time of such alarming rates of childhood obesity such initiatives were to be welcomed and applauded It is planned that the work to provide the clearly marked cycle paths will be carried out in the coming months and that the cycle paths will be open for use early in 2017.
