Wexford elderly care facility is top of the class A HSE residential healthcare facility in Wexford Town has won the praise of the Health Information and Quality Authority (HIQA) for its standards of care. In an Inspection Report published by HIQA, following on from the authority’s visit to the facility on 15th March last, the 30 bed Abbeygale House component of the Farnogue Community Nursing Unit in Wexford town was found to be compliant under all 18 categories examined. Opened in 2013 and costing €6.5 million to construct, the purpose built Farnogue Healthcare Unit is a state of the art 50 bed Community Nursing Unit (CNU). It provides residential services for both elderly care and mental health clients.

Farnogue comprise two “households” of 20 (Selskar) and 30 beds (Abbeygale). The development of Farnogue enabled the HSE to move those cared for at Ely Hospital to more modern accommodation. HIQA found Abbeygale House to be compliant with its regulations, in terms of governance and management, information for residents, suitable person in charge, safeguarding and safety, health and safety/risk management, medication management, notification of incidents, health and social care needs, complaints procedures, residents' rights, dignity and consultation and suitable staffing. The HIQA inspector met residents and staff and observed practice in Abbeygale. Documents were also reviewed, such as policies,

procedures, training records, care plans, medication management charts and minutes of residents' meetings. The inspector also reviewed actions on previous inspections and found that they had been completed. Welcoming the publication of the HIQA Inspection Report and congratulating all staff at Farnogue Community Nursing Unit (CNU) for their sterling work, the Chief Officer of the Area 5 Community Healthcare Organisation (the division for delivering social care, health and wellbeing, mental health and primary care services in the South East counties) Ms. Aileen Colley said: “This is fantastic news. I’m very proud of our team at Abbeygale. I’m also delighted for the patients and their fami-

lies knowing that that the highest of standards are being maintained at this facility in Wexford. Such a purpose built structure – where each resident has a room of their own in a bright, spacious and well maintained environment, is the norm we are aiming for across the South East. Indeed, the 2016-21 HSE Capital Plan further provides for a move in this direction.” “It’s very encouraging to read of the inspector finding those in charge in Abbeygale ensuring that residents' medical and nursing needs were met to a high standard. The Report notes that residents looked well cared for, engaged readily with the inspector and provided positive feedback on the staff, care and services provided there.

Staples tipped to be new Mayor Two major local political decisions necessitated by the untimely death in April of Fianna Fail councillor, Fergie Kehoe, will be taken over the coming weeks. The Wexford District Fianna Fail organisation will have to decide on who is to replace the Wexford town man on the Co. Council and the members of the Wexford Borough District will have to select a new Mayor. As part of a multi-party agreement the late Cllr. Kehoe had been due to take Office in succession to Cllr. Ger Carthy. Fine Gael councillor, Frank Staples is being tipped to take the Mayoral robes at the end of the month His

colleagues in the alliance have offered him the position but he has yet to make a final decision on whether or not to accept. Meanwhile, there have been several expressions of interest in the vacant Council seat. Two of the late councillor's brothers, Sean and Robbie in addition to his wife Francis are believed to have expressed some interest while defeated general election candidate Aoife Byrne and former Senator Lisa McDonald are also contenders. It is not yet known whether the party will hold a convention or opt for a decision taken at HQ level in Dublin.

There were Corpus Christi Processions in a number of locations across the county on Sunday including in Ferns where Fr. Richard Redmond led the procession. The Bishop of Ferns, Denis Brennan led the procession in Wexford town where it was organised after a lapse of several years. It took place from Rowe Street Church to Bride Street after mid-day mass with uniformed bodies and the St. Patrick's Band taking part. In Ferns itself a number of activities were organised around Corpus Christi with the funds going to the upkeep of the church.

Wexford students win Texaco Awards Launch of Ability Challenge Event

Three Wexford students have been presented with top awards in this year’s 62nd Texaco Children’s Art Competition. The official launch of the Ability Challenge Charity Event took place in the Astro Active Centre in Enniscorthy on Thursday 26th May. Ben Bernie welcomed everyone to the centre and paid particular attention to the sponsors, Tom & Patrick Doyle from Tom Doyle Supplies and all the patrons who were represented by Paul McGrath on the night. The Ability Challenge is a fully inclusive sporting event for people with or without disabilities and will be held in the Astro Active Centre in Enniscorthy on Saturday 20th August 2016. The event is open to everyone over the age of 16 and all proceeds raised will go to the Irish Wheelchair Association, Acquired Brain Injury Ireland, County Wexford Community Workshop Enniscorthy and Windmill Therapeutic Unit. Gala ceremony as Creagh students are honoured The end of the school term is all about looking back and forward, reflecting on the events of the previous year and looking forward to the path ahead. It is a time of excitement and challenge, challenges particularly for those preparing for State exams but for others it is a time to look forward to the long summer break. Creagh College in Gorey celebrated the end of the school year with an impressive College Awards ceremony on Monday when over three hun-

dred students were honoured during a two hour event in the school. Students in the packed assembly hall were told that the event was an occasion to celebrate achievements, thank teachers and appreciate that not all successes which had been achieved by students would be publicly acknowledged on the day. There were awards for attendance, individual subject awards, sports day awards, class tutor awards in addition

to the Spirit of Creagh Awards and of course the Student of the Year 2016. The opening welcome included a performance by all the music students in the school while 'Reach for the Stars' a dance performed by

first and second year music students with vocals by fifth year students introduced the Subject Awards. The Guest of Honour was Colm O'Gorman who addressed the attendance. .

Wexford company in Enterprise Awards Finals The Minister for Jobs, Enterprise and Innovation, Mary Mitchell O’ Connor has announced the Irish small businesses that have reached the National Enterprise Awards Final on June 9th, and they include a local company from Ballymurn. Thousands of small businesses from across the country were supported by Local Enterprise Offices in the Local Authorities Network last year and 32 of those businesses have now reached the National Final. The nominee from Wexford County Council’s Local Enterprise Office is Hentech Fabrication Ltd, a family run company from Ballymurn, which engages in steel fabrication, employing 18 full-time staff. In March 2016 Hentech was selected by Wexford County Council’s Local Enterprise Office as the winner of the County

Enterprise Awards, and nominated to go forward to represent Wexford at the National Finals, which will be held at the Aviva Stadium in June. The competition has a prize fund of €40,000 and was set up to celebrate Ireland’s small businesses and micro-enterprises. Head of Enterprise at Wexford County Council Tom Banville paid tribute to Wexford’s small business community, saying: Small businesses such as Hentech Fabrication are becoming the heroes of the economic recovery locally and we want to celebrate their successes and talents. The Local Enterprise Offices, through the Local Authorities Network, support thousands of small businesses in the community every year and the National Enterprise Awards are a fitting way to recognise their remarkable achievements.”

Wexford County Council has announced that Wexford has been awarded 8 Blue Flags, one of the world’s most recognised eco-labels and universally accepted as the mark of excellence for beaches and marinas. Mr Simon Coveney T.D., Minister for the Environment, Community and Local Government, presented the 2016 Blue Flag and Green Coast Awards at a ceremony in Dublin.. A total of 141 awards were presented for beaches and marinas in 14 local authorities around the country. Wexford successfully retained the flags awarded in 2015 and in addition, received a first time Blue Flag for the popular Ballymoney North Beach. The highly coveted award was also retained for both of Wexford County Council’s marinas at Kilmore Quay and New Ross. The full list of Wexford awards is as follows: Curracloe, Courtown, Morriscastle, Rosslare Strand, Ballinesker and Ballymoney North Beach. Kilmore Quay Marina, New Ross Marina. Wexford also received a further 8 Green Coast

Awards, having retained the flag at every site awarded last year. The Green Coast Award is given to beaches which have excellent water quality but which may be less developed and less populated than Blue Flag beaches. Green Flags were awarded to the following locations in County Wexford: Old Bawn, Cahore, Culleton’s Gap, Ballyhealy, Ballymoney, Booley Bay, Grange, St Helen’s Bay. Speaking after the awards, Wexford County Council Director of Services John Carley thanked all those involved in maintaining the county’s beaches to the exacting standards, and ensuring these key resources continue to attract large visitor numbers to the county. He also praised the work of Coastcare Volunteer Groups, who play a very important role in achieving Green Flag status for Wexford’s beaches, stating that the award of a Green Flag “provides evidence of the dedication that individuals have to the improvement of their communities and surroundings”.

Wexford Food Festival a huge success The smell of freshly cooked burgers and a range of other foods drew people in their hundreds to Wexford's South Main Street at the weekend as the town's annual Food Festival, which has now become a firm fixture on the final weekend of May, celebrated another successful year. The event was blessed with the best weather of the summer so far and that swelled the crowds

on both Saturday and Sunday as people enjoyed tasting at the various stalls and soaked up the atmosphere generated by an event which attracts food displays not just from local producers but also from overseas. At the other end of the town Selskar Square also played host to a variety of food stalls and there was also entertainment in the North End of Wex-

ford over the two main days of the food event. The good weather and good food combined to generate a wonderful atmosphere a full

seven days ahead of the June Bank Holiday weekend and the crowds attracted by the festival helped give the town a business boost. Apart from the

outdoor markets there were also other events including an ale trail and a demonstration to show people how to cook without waste. But it was the outdoor markets

and the top class fresh produce which proved the big attraction for most people, not to mention the free samples which were enjoyed by young and old.

Civic farewell to Wexford's 'nearly' TD For the second time in just over a month the members of the Wexford Municipal Borough District Council gathered in the town's Rowe Street Church to pay a civic final tribute to a public representative. This time it was the retired councillor, Gus Byrne, twice Mayor of Wexford and a member of the old Wexford Corporation for thirty five years until his retirement from politics in 2009. Gus was also a member of Wexford Co. Council between 1979 and 2004. But he was probably best known as Wexford 'nearly' TD. He shot to prominence in the 1979 local elections when he topped the poll at Corporation

level ahead of the former Labour Party leader Brendan Conish. That was enough to win him a place on the Fianna Fail election ticket two years later when he put in a strong performance as part of a four man Fianna fail line up. When the county went to the polls in another general election just seven months later Gus came within an ace of winning a seat, polling more than 5,000 first preference votes again as part of a four man line up. He was bitterly critical of some of his running mates at the time accusing them of poaching voters in the Wexford District. He famously described supporters of then TD

Lorcan Allen as 'marauders' and blamed them for his failure to make a breakthrough. The entry of Avril Doyle into the race in November 1982 cut his vote but it also spelled the end of Lorcan Allen's Dail career when Fine Gael won three of the five seats. There are many who believe that if Gus had been part of the Fianna Fail line up in 1987, when the party had high hopes of winning three seats only to see Brendan Howlin edge out Lorcan Allen, he could have succeeded at the Labour man's expense. But it was not to be and he contended himself with a role in local politics for the remainder of his career, taking the mayoralty on two occasions. He son John told the congregation at his Requiem Mass that his father's proudest moment

in the early 1990s. In his youth Gus was an accomplished cyclist and he

worked for more than twenty five years as part of the ambulance service.

Browne’s Hairdressing

Wexford students attend Engineering event at WIT Waterford Institute of Technology hosted a three-day event, “Engineering Your Future” for Transition Year students across the South East, including nine students from St Peters College Wexford. The event involved fun filled and educational activities, the students were asked to design a mobile phone cover, the best design on the day was given a printed copy of the phone cover to use on their own

mobile devices. Engineering Your Future is a hands on programme for Transition Year students who have an interest in science and maths and is hosted by a number of colleges throughout the country. The programme, co-ordinated by lecturers Susan Gallagher and Mary Doyle-Kent from the School of Engineering in WIT, was jam packed from beginning to end with day one

kicking off with workshops in the field of electronic and electrical engineering, excursions to local companies and informal talks from WIT engineering graduates, Clodagh Dunphy, Anton O’Shea, Oliver Fletcher and Michael Nolan. “This event has been a fantastic opportunity for us to meet the 37 transition year students on campus and have a fun time exploring the world of engineering with them,” lecturer Mary Doyle-Kent said. Day two at the event was equally as productive, with students taking part in a bridge building competition, engineering lecturer John Carney was also present and addressed the students regarding a passive house design. This lecture was followed by a site visit to a local passive house which is currently under construction. Also taking place on WIT grounds on day two of the event was SciFest, which is a series of one-day science fairs

for second level students hosted locally in schools or regionally in third level colleges. A number of the Transition year attendees had friends exhibiting projects at SciFest and took the opportunity to view their friend’s projects and observe other ventures proposed by students from across the South-East. The final day of the event revolved around three workshops in the areas of Building Services and Sustainable Energy Engineering. The afternoon saw the students constructing models of electric motors and were given an in depth explanation into how they work. The afternoon was spent working on individual mobile phone cover designs in the mechanical engineering design studio. The winners of the phone cover design were treated to a printed model of their creation which can be used on their own phones. Engineer Your Future offers many opportunities to Transition Year students, which include a better understanding of the skills required to have a career in engineering, experience what engineers do on a daily basis and learn about the disciplines and technologies that make up the world of engineering.

MABS on hand to help if your home is at risk Losing a home can have traumatic consequences for any family or individual. Today we hear so much about repossessions and homelessness. We hear of government “plans” and the “calls” of charities on how to best deal with the crisis. Wexford MABS attends the court sessions to offer support to those experiencing problems in dealing with mortgage arrears. The dispiriting aspect of this is the amount of those summoned to a hearing who does not attend. Without engagement it can be very difficult to get an arrangement and quite often this is what a lender is interested in rather than taking a property. Hard as it may be to attend a court session we feel that it is essential unless you have an opportunity to engage directly or with MABS support prior to the hearing. The earlier this is done the better. In a number of cases we hear of those who are “giving

up” and looking at the option of voluntary surrender of the house. For some this may be the only option but they need to look at all possible scenarios before doing this. From experience we have seen unexpected outcomes in this area because so many people are not aware of the various consequences. The primary one is residual debt in that you are legally liable for any shortfall in the balance when a house is sold but there are other less dramatic but equally worrying matters to consider. For instance your Utility Bill – if leaving ANY property (even rented) it is essential that you get a final reading and send it with proof of a new address to the utility company on the day you leave. If you neglect this you could be charged for the consumption by someone else taking up residence or just the

“standing charge” while the house lies empty. Revenue and Irish Water should also be made aware of the situation. As you will no longer have access to the property any post will need to be forwarded. Some may see this as a way of avoiding bills but that will not save you plus you could miss out on being informed of good news as well as bad. The security and

maintenance of the property is another possible pitfall. You must be certain where the responsibility for this falls not only in the value being reduced but also if someone had an accident in the property. Kehoe pleased as Harris gives green light for new primary care centre Wexford, Minister Paul Kehoe has welcomed the announcement by the Minister for Health, Simon Harris, of the commencement order for a new primary care centre in Wexford Town. “The Minister for Health, Simon Harris, has confirmed to me that the European Investment Bank is to invest €70 million in 14 Primary Care Centres across Ireland, and I am delighted to say that one of them will be located in Wexford. “This new Primary Care Centre, to be located on Grogans Road in Wexford will be a real boost for Wexford and the wider county. Local people will be able to access a wide range of services including GP, community nursing, dental, occupational therapy, physiotherapy, social work, speech & language therapy, mental health, counselling, home help and nutrition. It is envisaged that they will be open at least five days a week, with extra hours at weekends and evenings for some services. “The reason the Government has been prioritising the delivery of primary care

centres is so that people can access top quality health care close to home in their local community. This is more convenient for the patient and takes pressure off our hospitals. “Minister Harris has said he wants to deliver primary care in every community in Ireland, a goal I fully support. “With the economic recovery continuing apace, Fine Gael is determined to use the resulting economic resources to deliver better services to create the kind of fair and just society that will improve the lives of everyone. “I will work closely with Minister Harris to ensure this new primary care centre for Wexford is delivered in a timely fashion and in a way that best serves local people. Start-up activites on all sites is expected from Monday 30th May.” The European Investment Bank is joined in this enterprise by Bank of Tokyo Mitsubishi UFG (BTMU) and Talanx, a German based insurance company, who are providing the balance of funding required.

GER WALSH Scrapping charges will not stop people dumping There has been a lot of talk about the plan to introduce pay by weight charges for domestic rubbish including recycling waste from July 1st this year and the main argument against it has centred around the danger that it will lead to more roadside dumping. In the first instance I should say that I think that the plan to

charge for recycling waste was absurd and Simon Coveney was correct to scrap the idea but it doesn't take charges to drive people to dump their waste on roadsides. Wexford Councillor Frank Staples provided an interesting insight into the dumping problem recently when he reported

on a clean up which was undertaken in his own area in South Wexford. The clean up volunteers collected forty seven bags of rubbish, including three bags of cans. Cans are of course recyclable and there is currently no charge to put them in your bin or to bring them to a Recy-

Halligan not all bad for Wexford There was a bit of a rumpus about John Halligan's involvement in what is seen as a threat to the provision of a University for the South East last month with labour's George Lawlor leading the charge and bemoaning the fact that the Waterford TD had

acted to protect Waterford Institute to the potential detriment of Wexford and the university. News of another of Halligan's little deals will not generate the same negative reaction in the county because it involves the provision of funds to extend the

runway at Waterford. The runway extension could open up the airport in terms of services with larger aircraft flying to many more destinations. That could only be good for the entire South East, including Wexford.

Anthony Kelly gets a little help from a friend Great to see Sinn Fein councillor Anthony Kelly on the mend. He suffered a stroke in January and has been in hospital since, first at Wexford General and then at St. John's Rehab unit in Enniscorthy. Now he is back at home and about to start his constituency work again but, of course he has quite a road to travel before he regains anything like his full strength. Very sensible then for Sinn Fein to appoint a special assistant to help him with constituency matters. Tom Ford will be Anthony's assistant taking a considerable workload from

him in an initial period at least. However, we can take it that young Mr Ford will not be walking away from constituency matters when Anthony is able to take on more of a workload himself. He is obviously the chosen one as far as Sin Fein are concerned, not only for a Council seat in the Wexford Municipal Borough District in the future but also perhaps for a shot a things even higher. Sinn Fein will be eyeing the Wexford constituency very closely in terms of the next general election having come so close in February, but the fact that Johnny

Mythen was not nominated by the party to run for the Seanad would suggest that he may not be given a second chance, The view seems to be that a Wexford town based candidate would stand a much better chance of making the breakthrough given the crowded nature of politics in Enniscorthy. If that is the case then Tom Ford would have to be hot favourite to be the party's general election candidate next time around. assuming that this government lasts long enough for him to build a bit of a profile.

In their case paying by weight will make no difference because they don't pay anything at the moment and have no intention of doing so in the future. So some way of ensuring that people can account for the way they dispose of their waste must be found if this problem is to be tackled.

Can Gorey lead the country on 'wrong direction' parking Ever encounter the frustration associated with parking on a street in the opposite direction to the traffic flow. Someone emerging from a parking spot and then trying to make their way across the street to the opposite lane can cause all sorts of hold ups. Well this experience

could become a thing of the past in Gorey where local Council Chairman Malcolm Byrne wants to ban the practice of parking against the traffic flow. This is the rule in many foreign lands but does not operate anywhere in Ireland. However, just because it is not in operation anywhere

else in the country should not be a bar to it being introduced in Gorey. In fact Malcolm believes Gorey could become a pilot for the entire country. Now the mechanics of introducing the scheme with a set of bye laws etc are to be examined by Council officials.

Irish Water does some good Despite all the criticism of Irish Water and the loathing of the organisation in many sections of the community it seems that their record is not all bad------in fact it is quite good in a lot of respects. Rural Road clean-up volunteers honoured The 2k rural road clean up initiative which started in North Wexford two years ago has been a tremendous success with hundreds of volunteers across the area making their way to clean the rubbish from selected stretches of roadway in the evenings and at weekends. The dumping of rubbish on rural roads is a major and growing problem but the rural initiative has done much to improve the appearance of many routes with literally hundreds of bags of rubbish being picked up from the ditches. All sorts of rubbish has been found on the roadside from bags of household waste to large items of furniture including beds. The rural volunteers have now being putting forward their

ideas about how the problem could be tackled on a longterm basis and their ideas will be considered by the Environmental section of the Co. Council. The efforts of the volunteers and their contribution to improving the appearance of their areas was recognised at a reception in the Civic Offices in Gorey when they were each presented with a Certificate. District Council Chairman, Malcolm Byrne led the tributes to the volunteers. The reception was also attended by other councillors from across the district. Local Policing Forum may not be answer to Courtown's problems The Local Policing Forum, the major initiative put forward by the Joint Policing Committee to provide a platform from which to tackle crime in Courtown is unlikely to provide the panacea for the problems of the area. That emerged following presentation of the plan to members of the local District Council where the much trumpeted Forum was unveiled but given a very lukewarm reception. One of the main problems is that the new Forum appears to

lack resources, particularly in the area of administration with the local District Manager, Amanda Byrne, expected to take on the running of the new Forum on top of her other duties. She expressed concern about the workload and the Director of Services with responsibility for Gorey, Annette O'Neill, warned that there were very detailed objectives and ambitions set out for the programme and she feared that it could impact on other duties to be carried out by the District

Text Alert success Following a slow start there has been a very positive feedback to the pilot scheme aimed at tackling the misuse of disabled parking bays in Gorey. A number of fines have now been issued by

Community Wardens following text alerts from the public. Now some interest groups have been asking if the scheme could be rolled out to other parts of the country given its success in North Wexford.

Avenue work goes on and on and on Gorey's famous Avenue is getting a big makeover just now with the provision of new footpaths, upgrading of the surface of the road and the planting of new trees to replace those which have been taken out. But there is concern that the work is taking quite a

long time to complete. Local Councillor Joe Sullivan expressed concern over the timeframe of the work the District Engineer said his priority was to ensure that the work was completed correctly and he was happy that it was being carried out to a very high standard.

The end for Visitor Parking Permits Gorey is the only town in Co. Wexford where people who reside in pay parking areas are able to get Visitor Permits for those visiting their homes. However, the practice is to come to an end at the end of June, much to the shock and anger of many people who live in pay parking parts of the town. The Roads Department of the Co. Council has been reviewing pay-parking arrangements in each of the towns with a view to realigning the system to ensure that the four towns are

consistent. As Gorey was the only town issuing Visitor Permits it was decided to end the practice from with effect from June 30th. Carers Permits will be available but will be subject to strict terms and conditions. District Council Chairman Malcolm Byrne expressed concern at the scraping of the permits saying that many elderly people resided in the streets concerned and they depended on visitors to look in on them.
