Ontario also making regulatory changes to cut red tape for alcohol sales in bars, restaurants and grocery stores
As the next step in the government's plan
to give people in Ontario more choice and convenience, licensed grocery storeswillbeabletoorderready-to-drinkbeveragesandlargebeerpacksizesstartingThursday, July 18, 2024, and begin selling them immediatelyuponarrival.Thisnewtimelineaccelerates thefirstphaseofthegovernment'splantoexpand alcohol sales to grocery, convenience and bigboxstoresbyallowingthe450grocerystoresthat arecurrentlylicensedtosellbeer,ciderorwineto sell them once they arrive in store, rather than August1.
“Ourgovernmentiskeepingourpromise togivepeopleinOntariochoiceandconvenience while supporting Ontario-made beverage producers across the province, including the Ontariobusinessesthatproducemorethan80per centoftheready-to-drinkbeveragessoldherein our province,” said Peter Bethlenfalvy, Minister of Finance. “This is an important milestone for
grocery retailers and consumers alike as we continueourworkmodernizingOntario'salcohol marketplace.”
BytheendofOctober2024,aspartofthe government's plan to expand alcohol sales that was originally every announced in May 2024, convenience, grocery and big-box store in Ontariowillbeabletosellbeer,cider,wineand ready-to-drink alcoholic beverages if they choosetodoso.Overtime,thisnew,moreopen marketplace will introduce up to an estimated 8,500 new stores where these products can be sold, the largest expansion of consumer choice and convenience since the end of prohibition almost 100 years ago. As the province implements its plan, the government will continue to constantlyevaluatehowitcandeliverchoiceand convenience.
Inadditiontobeginningthesaleofreadyto-drinkbeveragesandlargepack-sizesofbeerin the existing licensed grocery stores later this
month, the government is also creating temporaryflexibilitytoallowlicensedgrocerystoresto displayalcoholinmultipleareasofastore,with somelimits.Tohelpbarsandrestaurantsmanage inventoryandtohelpensureconsistentsupplyof products, the government is also temporarily allowingthetransferofwineandspiritsbetween locations with the same owner and/or affiliated licensees.
To help consumers connect with local retailers and producers close to home, the province has also launched a new searchable and interactivemapofretailersthatremainopenand readytoserve. Theseretailersincludemorethan 1,000 local Ontario breweries, wineries, wine shops and distilleries, in addition to other retailers such as LCBO Convenience Outlets, The BeerStoreandlicencedgrocerystoresthatsella range of Ontario-made and imported products. As new retailers are licenced to sell alcoholic beverages,theywillbeaddedtothemap.
TheCommunityDrugStrategieshavereceivedreportsofanincreaseinthenumberofdrugpoisonings (overdoses)andunexpectedreactionsfromtheuseofsubstancesintheSudburyanddistrictsarea.
While we cannot confirm the substance(s) causing the overdoses, thissituationservesasan importantremindertothe community that street drugs may be cut or mixed with substances such as benzos (benzodiazepines), xylazine, fentanyl, or carfentanil. More toxic
substances may be circulating locally, and these substances are causing increased sedation and harm.
Anoverdoseoccurswhenapersonusesasubstance andtheirbodyisunabletohandletheeffects.Asa result, the brain is unable to control basic life functions. The person might pass out, stop breathing, or experience a seizure. Overdoses can befatalandnon-fatal.

Chapleau Moments

AltonMorse,borninMaineintheUnited States, came to the Chapleau area where he becameinvolvedinthelumberbusinessin1913, and70yearslaterhereceivedtheOrderofCanada for his contribution to the mechanization of the industry.
The citation to his award reads: "His solution to the problem of' hauling logs over the rough country of northern Ontario, the use of gasoline tractors, heralded the mechanization of the lumber industry and made possible its future development. Later, he and partner (Gordon Sheppard) formed new companies in which they set an example to others of the proper care and housingofworkers."
As Mr. Morse was unable to travel to Ottawa to accept his Order of Canada, his grandson Eric accepted it on his behalf in June 1983.
The Chapleau Sentinel reported that "the communitywasveryproudtohaveinourmidsta recipientoftheOrderofCanada,Canada'shighest distinction".
Heather Conn, writing in the Human HistoryofWakamiLakenotedthatMr.Morsehad a Linn tractor brought to Devon in 1917 which revolutionizedloggingoperations.
The Chapleau Sentinel article explained thatbeforethistimeloggingintheChapleauarea was localized and confined to stands of timber withinhorsedrawingdistancetoawaterwayused formovingthelogstoamill.
Mr.Morsesawwhatatractorcoulddoand onewaspurchased.Itprovedtobeagreatsuccess and as a result mechanized logging became a hallmarkofeverylumberoperationwithwhichhe wasassociated,thestorysaid.
It added that Mr. Morse made a "distinguished contribution to the economic growthofthecountry".
UponhisarrivalinChapleau,hisfirstjob was as the secretary to the Canadian Pacific Railway superintendent but soon thereafter in 1913 he became the manager of Devon Lumber Co.
AftertheUnitedStatesenteredWorldWar I he attempted to join its armed forces but his applicationwasdeniedonthegroundsthatlumber businesswasan"essentialservice".
His later positions included general

managerofAustinandNicholson Lumber Co, the McNaught Lumber Co., the Wakami Lumber Co., and then Vice President and General Manager ofSheppardandMorseLtd.
With Mr. Sheppard, he created what was described as "modelvillage"foremployees--bothatSultanandPinealLake. The Order of Canada citation recognizesthisefforttoo.
Dr. G. E. 'Ted' Young, whowasaclosefriendofMr.and Mrs.Morsenotedthatcompared to other lumber communities Sultan was the most lively. Dr. Young was the company doctor too. In fact Mr. and Mrs. Morse lived in an apartment in his buildingforyears.Hehadretired in1969.
Iamthefirsttoadmitthat I don't know much about the lumber industry but now having written about the Martel family, Lucien Lafreniere, Oliver Korpela and nowAlton Morse, I am fascinated with it. More to come.

Whenthefederalbudgetwaspresentedin
April, many people with disabilities and organizations who assist them were looking forward to announcements surrounding the Canada Disability Benefit. The legislation that set the framework for the Canada Disability Benefit,C-22,passedwithunanimoussupportin theHouseofCommonsayearandahalfago,and receivedRoyalAssentayearago,makingitlaw. People with disabilities and their advocates had beenwaitingforquitealongtimetoseeexactly what the details of the benefit would be. To say thatthebenefithasfallenshortofexpectationsis anunderstatement.
The purpose of the Canada Disability Benefit is to provide people with disabilities enoughmoneytopullthemoutofpoverty.Aswe know, people with disabilities are among the most impoverished in Canada. They make up one-fifth of the population, but account for over two-fifthsofpeopleconsideredlow-income.The employment rate for working-aged people with disabilities, according to a recent Statistics Canada analysis, was 15 percent lower (65.1 percent) than those without disabilities (80.1 percent) in 2022. Those numbers were reported before inflation rose to levels that have had a seriousimpactonallCanadians,anditstandsto reason that these inflationary pressures, particularly around housing and the cost of nutritious food, have had a more serious impact onpeoplewithdisabilities.
Thiswaswhytheannouncedfundingfor the Canada Disability Benefit was perhaps the mostfrustratingpartofthisyear'sbudget.Toput theamountintocontext,hereistheactualexcerpt from the budget itself: “The proposed design is based on a maximum benefit amount of $2,400 peryearforlow-incomepersonswithdisabilities betweentheagesof18and64.”$2,400peryear, when broken down, comes out to a paltry $200 permonth.Bythegovernment'sownestimatesin thebudget,theCanadaDisabilityBenefitwould “increase the financial well-being of over 600,000 low-income persons with disabilities.” The wording of this line in the budget has been very concerning, as it functionally says very little.Ofcourse,anymoneywouldbeanincrease in the financial wellbeing of persons with disabilities, but does it actually pull them out of poverty?
Onthatmeasure,thepreviousMinisterof
Canada
Employment, Workforce Development and Disability Inclusion had stated that the benefit wouldlifthundredsofthousandsofpeoplewith disabilities out of poverty. However, once the benefit was announced, the current Minister of Diversity, Inclusion and Persons with Disabilitiesstatedthatthemeasurescostedinthe last budget would only lift 25,000 individuals overthepovertyline.Itshouldbenotedthat1.6 millionCanadianswithdisabilitieslivebelowthe poverty line, and the fact that less than half of those will be able to access the benefit is unacceptable.
The reason for this is because receiving the Canada Disability Benefit requires a valid Disability Tax Credit (DTC) certificate. The DTC is one of the main tools the government usestoadministersupportprogramsandservices topeoplewithdisabilities,butreceivingitisnot
automatic, and people with disabilities far outnumber DTC applicants. A new bill, C-403, wouldallowanypersoneligibleforaprovincial disability tax credit, pension or benefit to automaticallyqualifyforthe DTC atthefederal level. This would at least allow for more individuals to qualify for the Canada Disability Benefit and CPPDisability benefits, and ensure fewerpeoplefallthroughthecracks.
That's not to say the Canada Disability Benefit is set at an appropriate rate. $200 a month,atthispointintime,wouldn'tbeenough for groceries, let alone the broad stroke suggestionfromthePMandhisMinistersthatit wouldpullpeoplewithdisabilitiesoutofpoverty. If we are to help those 1.6 million individuals livingwithdisabilities,weneedtohaveaserious conversation about what the government must investtodothat.

Comme nous le savons, les personnes handicapéessontparmilespluspauvresaupays. Ellesreprésententuncinquièmedelapopulation, maisplusdedeuxcinquièmesdespersonnesdites à faible revenu. Selon une analyse récente de StatistiqueCanada,letauxd'emploien2022chez les personnes en âge de travailler ayant une incapacitéétaitinférieurde15%(65,1%)àcelui de celles sans incapacité (80,1 %). Ces données sontantérieuresàlahaussedel'inflation,quiest maintenant si importante qu'elle a de graves répercussions sur tous les Canadiens. Il va sans dire que ces pressions inflationnistes, surtout en ce qui a trait au logement et aux aliments sains, affectent plus gravement encore les personnes handicapées.

L'ancienne ministre de l'Emploi, du Développement de la main-d'œuvre et de l'Inclusion des personnes en situation de handicapadéclaréquecettemesuresortiraitdes centaines de milliers de personnes handicapées de la pauvreté. Toutefois, après l'annonce de la prestation,sonsuccesseuraaffirméque,selonle dernierbudget,lamesurepermettraituniquement à 25 000 personnes de dépasser le seuil de la pauvreté. Il convient de signaler que 1,6 million de Canadiens handicapés vivent sous le seuil de lapauvreté.Lefaitquemoinsdelamoitiédeces personnes aient accès à cette prestation est donc inacceptable.
En effet, pour recevoir la Prestation canadienne pour les personnes handicapées, il faut détenir un certificat valide pour le crédit d'impôt pour personnes handicapées. Ce crédit d'impôt est l'un des principaux outils employés SuiteP.7

(NC) Last year, the federal government began rolling out the Canadian Dental Care Plan. This planhelpsreducethecostofawiderangeoforal health services, such as teeth cleaning,
examinations, X-rays, fillings, dentures, root canals and oral surgeries, foreligibleCanadians.
It’sdesignedforCanadian residents with an annual family income under $90,000 who do not have accesstodentalinsurance.
It’s important to note that you must have filed your taxes in the previous year toqualify.
The application process began in stages, starting with seniors. As of June 27, 2024, two more groups can sign up for the plan: children under the age of 18 and adults with a valid Disability TaxCreditcertificate.
All remaining eligible Canadian residents will be able to apply starting in 2025. Oncefullyrolledout,theplanaimstohelpreduce the cost of dental care for up to 9 million Canadians.
The Canadian Dental Care Plan may not cover the full cost of eligible services.You may have to pay a portion of the cost, even if you do nothaveaco-payment,astheplan’sestablished fees may be lower than what your provider normallycharges.Youmayalsoagreetoreceive treatment that is not covered under the plan. Some services may only be available as of November 2024 and will require prior approval on the recommendation of an oral health provider.
