Experiences Support Retail Market

At the end of September, SCHEELS will open its new location at the Chandler Fashion Center, offering an assortment of family-friendly attractions and specialty shops throughout the sporting goods store. In early 2024, Andretti Indoor Karting & Games is slated to open, creating a premier entertainment destination in the Chandler Airpark employment area. These locations are the latest additions in a growing trend of experiential retail that has helped backfill vacant big box spaces and bring new users to Chandler. Over the past few years, several fitness centers, indoor trampoline parks, indoor sports and entertainment uses have opened, attracting new customers to existing retail centers. We have also seen schools, which state law exempts from municipal zoning requirements, locate in former big box retail space in Chandler.
Retail vacancy rates in Chandler are at a 15-year low, demonstrating that Chandler has a healthy and attractive retail market. It is a much different market than we experienced back in 2011 when the citywide retail vacancy rate peaked at 12 percent. This was due to a combination of factors: a weak national economy coming out of a recession, traffic pattern changes with the completion of the Loop 202 Santan Freeway and the ensuing movement of national retailers out of north Chandler to new freeway developments.
In response, the City of Chandler assembled a committee of retail property stakeholders, including the Chandler Chamber of Commerce. The committee evaluated the viability of intersections where retail was the dominant use and made recommendations to support redevelopment of underutilized properties. The lessons learned from that process have been applied throughout Chandler. One key recommendation was to work with property owners and developers to identify adaptive reuse, infill and redevelopment opportunities. In addition to experiential retail, we believe projects that add new housing units can have a positive impact on existing shopping centers by increasing their customer base. Our objective is to work with partners to take proactive steps that support the viability of Chandler’s retail market through investment and redevelopment.

Chandler Fire & Police Host Aspire Academy to Inspire Young Females

Aspire Academy gives girls the opportunity to experience firefighting, emergency operations techniques and law enforcement operations while connecting with women currently in the professions, as well as other women working in non-traditional roles. Abby Mendez attended the Academy last March and share shared her testimony about her experience:

“I attended Aspire in March 2023. I have been really interested in being a firefighter for several years so when I heard about this opportunity I was excited to check it out. At the academy we got to experience so many things related to firefighting and policing. Some of my favorite things we did were repelling, mock pursuits, extrications, fake scenarios and getting to practice crawling through a building with turnout gear on.
This hands on resident camp will be hosted by the Chandler Police Department and Chandler Fire Department this October and is run in partnership with Mesa and other public safety departments from across the valley for girls ages 14 to 18. Businesses and individuals can empower young females to experience a career in fire and police by sponsoring a girl ($125), “hosting” a meal to feed hungry campers ($300), donating food items, etc. For more information, please email aspire@chandleraz.gov.
Chandler is Experiencing The Lowest Recorded Crime Rate in The City’s History

Chandler is experiencing the lowest recorded crime rate in the city’s history. The number of violent crimes (~12%) and property crimes (25%) were down significantly in the first six months of 2023, making the 12-month period through June 2023 the lowest recorded crime rate on record. Serious crime in Chandler has declined steadily over the past 10 years. “Our crime fighting strategy is working, but we must double down on our efforts to leverage technology to continue the downward trajectory,” said Police Chief Sean Duggan. (Serious crime defines as FBI Uniform Crime Reporting Part 1 offenses
Over the past decade, Chandler’s crime fighting strategy has focused on five key objectives:

1. Earning trust by recognizing each contact with a member of the community is an opportunity to earn their confidence, support, and respect with the understanding the police cannot be successful without the consent of the public.
2. Using technology to police smarter and more effectively by concentrating an active “hotspots” and violent offenders identified through sound data analysis.
3. Providing effective training and equipment and adhering to the heists standards of performance.
4. Ensuring leadership and accountability at the precinct and bureau levels.
5. Developing meaningful relations with regional and federal law enforcement partners allowing us to leverage resources, training, and expertise.

Latest on the Downtown Chandler Food Hall
A “food hall” that would house up to 12 new restaurants may be coming to downtown Chandler.
Chandler City Council voted on July 20, 2023, to tentatively adopt the provisions of a development and purchase agreement between JEMBJACD, LLC, and the city for the sale and development of .36 acres of city-owned property located at the southwest corner of Chicago and Oregon streets. The developer, JEMBJACD, LLC, intends to construct a food hall featuring a minimum of six and a maximum of 12 restaurants and/or retail outlets with a level of quality that would complement other businesses operating in Downtown Chandler. The food hall "goes beyond anything found in a conventional mall food court,” said JEMBJACD, LLC Partner Jeremy McClymonds. “Our establishment embodies a diverse restaurant mecca, elevating common dishes to an uncommon level of excellence.”
The developer’s minimum improvements include a single two-story building consisting of at least 15,000 square feet of mixeduse building space with a central bar area, surrounded by multiple retail and restaurant tenants. Other improvements include an outdoor upper-deck patio with seating, trash and back-ofhouse services at the rear of the property, and a designated area for pickup, drop-off and other temporary activities.
The final design and food hall name will be unveiled in the near future.

Celebrating Hispanic Heritage Month - “ Prosperity, Power and Progress”
Written by Niki Tapia, Chandler Chamber Diversity, Equity, & Inclusion Committee, City of Chan
Growing up in the Hispanic/Latino community in Chandler profoundly shaped me as a person and in my role as Diversity, Equity and Inclusion Officer for the City of Chandler. Rooted in rich traditions, I learned the value of family, food, community and cultural pride. This upbringing instilled resilience, empathy, and a deep appreciation for diversity. It’s a foundation that continually influences my perspective and the way I navigate the world.
The Chandler Chamber of Commerce’s upcoming panel for Hispanic Heritage Month, celebrates “Prosperity, Power and Progress” in business, on September 26. This event offers a platform to delve into the remarkable contributions of the Hispanic/Latino community in the business landscape. We will showcase some amazing Chandler trailblazers and spotlight their achievements and the pathways they have forged for economic growth and advancement in our city.
Chandler’s Hispanic/Latino community embodies the essence of “prosperity, Power, and Progress,” the 2023 theme for Hispanic Heritage Month. Through entrepreneurship, leadership and civic engagement, Hispanic/ Latinos are helping to drive our City’s economic growth and shape polices that empower and advance all Chandler residents.
