LOCAL campaigners are celebrating victory in a three-year battle over plans to develop 400 homes on land in Aughton. Proposals by Redrow Homes and Wainhomes to build 250 and 150 properties respectively at land near to Parrs Lane and Prescot Road have been rejected after a second appeal to the Planning Inspectorate was dismissed. The decision has also been welcomed by West Lancs MP, Rosie Cooper. The developers had made a conjoined application to the government adjudicator after a planning application to West Lancs Council in 2015 was rejected. The housebuilders had already previously applied to the Planning Inspectorate in 2016, which resulted in Wainhomes being granted permission but Redrow again being denied. However, a subsequent appeal to the High Court by West Lancs Council saw the inspectorate’s decision in favour of Wainhomes quashed. The inspectorate decision against Redrow was also quashed.

West Lancs Council has maintained that according to its Local Plan, the ‘Plan B’ site can only be built upon if there is insufficient housing built on other land. The homebuilders argued that conditions for Plan B had been met, which the council disputed. In making his decision, Planning Inspector Kevin Ward, who held a four-day consultation in Ormskirk earlier in the year when he also visited the site, agreed with the council. He wrote: “None of the triggers for Plan B have been activated” and added that the proposed development also conflicted with other council policies and would “involve the loss of a significant area of the best and most versatile agricultural land.” Rosie Cooper said: “This is a fantastic win for those residents who have campaigned for so many years initially against the site’s inclusion in the Local Plan and continued the fight through the planning application and appeal stages. “It is important to build houses to provide for young and first-time buyers but such development should always be in appropriate settings and developers can’t be left to cherry-pick where they wish to build based on profits. built based on where there is a need and not based on where the greatest profits are.” Colin Atkinson, chairman of Aughton Residents Group (2012) added: ‘We would like to thank West Lancs Council for the resilience and professionalism they have displayed in their robust defence of the Local Plan and appreciate the united opposition to these appeals demonstrated by the planning portfolio holder, local ward councillors and the clerk to Aughton Parish Council.

“We would also like to thank the many local people who supported us behind the scenes.” Matt Grayson, for Redrow Homes, said: “Naturally we are disappointed at the Inspector’s decision because the proposal would have made a significant contribution to meeting housing needs, including the provision of affordable housing, in West Lancashire. We will review his findings.” West Lancs Council have been contacted for comment.
