WALMART GROUNDBREAKING CELEBRATES NEW CHAPTER IN CELINA
Thank you to everyone who joined us for the Walmart Groundbreaking Ceremony on Wednesday morning. We are especially grateful to the Celina Economic Development Corporation and the Special Events Team for their outstanding efforts in organizing such a meaningful and well-executed event. It was a beautiful day, and we were fortunate to have the opportunity to gather as a community and celebrate this significant milestone together. The occasion marks an exciting step forward for Celina’s continued growth, and we appreciate all who were present to commemorate this moment with us. Construction is scheduled to be complete in April 2026.
LEVEL 3 PROGRESS CONTINUES AT DOWNTOWN PARKING GARAGE
Construction on the Downtown Parking Garage continues to progress on schedule. Our construction partner, Swinerton, is steadily advancing work on Level 3. Over the coming weeks, the primary focus will remain on the placement of concrete decks - an essential milestone that will help deliver much-needed, convenient parking capacity to support the continued growth of our Downtown.
In coordination with this progress, Swinerton officially broke ground this week on the highly anticipated Downtown Center. Initial construction activities will include excavation of the basement area, installation of the soil retention system, and drilling of foundation piers. This early phase will also involve extensive hauling operations to remove substantial volumes of soil from the site. As a result, increased truck traffic is expected along FM 455 during this period.
WINTER AVERAGING PERIOD OFFICIALLY CONCLUDES
The City of Celina’s Winter Averaging period officially concluded on March 18. This annual process, which ran from November 18, 2024, through March 18, 2025, plays a critical role in calculating residential sewer rates. Winter Averaging is designed to provide residents with greater predictability in utility billing by basing sewer charges on average water usage during a period when outdoor consumption is typically at its lowest.
By using the winter months to calculate average indoor water usage, the City can establish a more accurate and consistent sewer rate for each household. This method helps to shield residents from higher seasonal fluctuations that commonly occur during the spring and summer months. The newly calculated sewer average will be reflected on residents’ next utility bill, due May 10.
