Happy July, everyone!
By this time, many of us are knee-deep in the nomination period. I hope it’s going smoothly for everyone. I have two district seats up this year and it appears both will have two candidates each, including the incumbents. We’re also placing a sales tax measure on the ballot. Nothing too crazy, luckily.
It’s been a busy month for CCAC!
The Board held a special meeting in June to approve the FY 24-25 budget. You can view the budget here. Thanks to Ricca Charlon, CCAC’s Treasurer, and the Finance Committee for their work on developing a balanced budget that aligns with CCAC’s goals and values. Also at this meeting, the Board updated a policy which would provide a 60-day grace period for new members who join on May 1 or later each year. What this will do is allow new members to wait to pay the July 1 renewal fee for the following year whereas before this policy update, they would’ve been billed twice in that short time frame.
Happy to say that renewals have gone great, and we’ve also expanded our membership – we’re close to 1,000 members!
The Board’s next meeting will be September 17 at 11 a.m. Please join us if you can!
The first session of the Municipal Clerks Institute MMC Series 100 was held last month. There were 50 attendees, and all accounts are that it was a great week with thoughtful education and programming. Topics included emotional intelligence, organizational belonging, public servant leadership, diversity, equity, and inclusion. As a reminder, the Institute is the only IIMC approved institute in California for those pursuing
their Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designations. Each Institute session provides 30 hours of required education and 15 CMC/MMC points. Sessions include one virtual day and four in-person days in response to member requests for hybrid learning.
Registration for the CMC Series 200 of the MCI opened on July 15. The session sold out in 35 minutes. That’s amazing! Please know the Board and CCAC’s Institute Director recognize the need for the program and will work toward expanding the program next year.
Last week, the CCAC Board of Directors held its annual Goal Setting meeting. The Board spends two days each year really diving into how we operate, how we align with our goals, and takes time to discuss things outside of our normal day-to-day business. Retired clerk Shalice Tilton facilitated the event. The agenda included items such as reviewing celebrations and victories from the previous Board year, status on the Name Change Initiative, focus areas for the next year, Board roles and responsibilities, accountability protocols, developing a goals and objectives action plan, reviewing policies and position statements, updates on the legislative platform and finances, the Association’s education offerings, and what’s ahead. The Board was thoughtful and engaged and I’m really optimistic about the upcoming year. Lots to come as we execute decisions made.
As hopefully many of you saw, the survey for names for the Name Change Process is live. The survey closes July 23rd. If you haven’t yet taken the survey, please do! I’ll share the results in next month’s Official Word.
Lastly, as a reminder, a call for applications just went out for the vacant Networking Director position. If you’re interested, please let me know by July 29!

MEMBER SPOTLIGHT: KEELY’S NEW ROLE AS ASSISTANT CITY CLERK!
Transitioning from a Water Agency sole Clerk position with the County of Ventura Public Works Department to an Assistant City Clerk role with the City of Ventura is both rewarding and challenging. Along with an increase in responsibility was a broader scope of work, dealing with all aspects of city operations. Compared to my former area of focus, groundwater management, the experience has been both stimulating and extremely overwhelming at times. Like with any new position there has been a steep learning curve, learning new procedures and software systems mixed with the complexity of municipal operations. As expected, the workload has been heavier, with tighter deadlines, but luckily for me I like to be busy. Check back with me as I might be regretting my words as the election cycle speeds up.
New challenges also become new opportunities. I get to meet and work with a great group of people. The entire city staff has been very welcoming and friendly. I am also very excited for new opportunities for personal and professional growth, becoming a new member to CCAC and working towards my CMC. These are career and life-changing opportunities that I was not offered with previous positions. Transitioning into an Assistant City Clerk role is undoubtedly a significant step that comes with its own set of challenges and rewards, but I am confident that this transition will be a highly rewarding experience, paving the way for continued success and development in municipal government.

NEW 2024 ELECTION LAW – DON’T FORGET
As those of you with November elections are in full preparation mode, don’t forget the new law implemented last year as part of SB 386. A new public notice is required under Elections Code section 10224.5:
No later than three days before the deadline for submission of nomination papers for a municipal election, the city elections official shall post on the city’s internet website, or publish a public notice that includes all of the following:
a. A list of the offices to be filled.
b. Whether the city elections official has furnished nomination papers to the incumbent for each open office.
c. Whether, due to redistricting, there is no eligible incumbent for an open office.
d. The location where nomination papers may be obtained.
e. The location, dates, and hours of operation of the office where completed nomination papers may be filed.
If you have specific questions about the notice for your agency, please check with your legal counsel.
ANTI-TAX MEASURE REMOVED FROM NOVEMBER BALLOT
In a unanimous ruling, the California Supreme Court has removed from the November ballot an initiative that would have required voter approval of state taxes, redefined many local and state charges as taxes (thus requiring a vote), and increased vote thresholds for certain local taxes. Link to the decision.
CURRENT LEGISLATIVE ACTIVITY
July 3 marks the deadline for bills to pass policy committees. The legislature will be in recess from July 4 through August 4. August 31 is the last day for the legislature to pass bills, and September 30 is the last day for the Governor to sign or veto bills.

DID YOU KNOW…?
HOLLY M. CHARLÉTY, MMC PROFESSIONAL DEVELOPMENT DIRECTOR
Did you know that as you work toward achieving points for the Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designation, there are a variety of sources you may obtain education points from? While the vast majority (and certainly the recommended source) of training opportunities is through CCAC approved education programs, or International Institute of Municipal Clerks (IIMC) approved programs, there is a way to earn points through other organizations that provide education on topics relevant to the municipal clerk.
I am referring to section 9 under experience for CMC applicants (or section 12 for MMC applicants) which allows 1 point per 6 education hours for “Other applicable courses that have not gone through the Course Review Process and are directly related to the duties of a Municipal Clerk.” While this may be a lower point value, you may find that you have attended relevant training that can help get you those last few points you need to achieve your designation.
This could look like a variety of things such as education offerings from organizations such as (just to name a few):
• California Special Districts Association (CSDA)
• Association of Records Managers and Administrators (ARMA)
• California Association of Public Information Officials (CAPEO)
• Municipal Management Association of Northern CA (MMANC) or Southern CA (MMASC)
You may also find that you complete training within your organization, or other local government agencies that could be counted towards points. When evaluating, this is what to look for and make sure you document:
1. Is the topic related to one or more responsibilities of the Municipal Clerk?
2. Do you have the needed documentation to verify?
a. Program/course description
b. Documentation on the length of the training
c. Documentation to verify you completed the training

NUTS AND BOLTS UPDATE

Thank you to Jennifer Woodworth (Hollister) and Britt Avrit (Saratoga) for putting on a fantastic session of Nuts and Bolts in May 2024!! The new location in Hollister was well received and will become part of the rotation for our in-person events. Our facilitators and trainers continue to refine the program to ensure the content is kept relevant and current for our new municipal clerks.
As we move into the second half of 2024, the Nuts and Bolts team is looking forward to two more sessions of this introductory seminar. As you may recall, in 2024 we shifted from three annual sessions to four, provided one every quarter. Annually, two sessions will be in person (rotating between Northern, Central, and Southern locations) while the other two sessions will be held virtually.

On June 7 and 8, CCAC members participated in a workshop hosted by Region 15, “The Uncommon Common Elections
Topics,” networked at a happy hour sponsored by Granicus, and enjoyed an Athenian Dialogue on “Born a Crime.”
We were hosted by the City of El Cerrito, holding our training and Athenian Dialogue in their Council Chamber, and happy hour at Los Moles.
THE UNCOMMON COMMON ELECTIONS TOPICS
City of Berkeley City Clerk, Mark Numainville, prepared a lively and informational training about those elections topics that you never knew you needed to know! Mark kept the group of 45 attendees engaged and entertained!
We began discussing Signature InLieu Petitions and the possibility of candidates running for multiple offices, which surprised many as it is allowed except for two municipal offices. Another highlight was discussing
unhoused candidates. Did you know individuals can register to vote at a physical location that doesn’t have to be a traditional address? For instance, someone can register to vote and run for office with their address listed as ‘The NW corner of First Street and Davis Street.’
Mark took the group through exercises looking at sample candidate statements and ballot designations, discussing what is allowed and not allowed, and what kind of proof to ask for in support of ballot designations.
Additional topics covered included ADA considerations, clarifying respondent roles (it’s not as daunting as it sounds!), indigency, campaign finance regulations, youth voting, voting rights for non-citizens, rankedchoice voting, management of election records, preparation of ballot measure arguments, canvassing procedures, certification processes, and essential resources available for election management.
We closed out the day with lunch, a raffle (raised $200 for CCAC scholarships), and a rousing game of City Clerk Scattagories, led by Felicia Escover, Economic Development Manager, City of Dublin.
HAPPY HOUR
A small but mighty group continued the fun at Los Moles in El Cerrito for Happy Hour, sponsored by Granicus. It was a great time for conversation and networking with fellow clerks.

ATHENIAN LEADERSHIP DIALOGUE – BORN A CRIME
Thai Pham, City Clerk of Union City and Chair of the Athenian Leadership Dialogue Committee successfully facilitated his inaugural Athenian Dialogue. “Reflecting on the experience, I was thrilled to do it with my mentor’s City, which felt like coming full circle. I was overjoyed to meet some of my close colleagues and delighted to meet new ones. The conversations were enriching, and I’m looking forward to participating in more ALDs in the future.”

Trevor Noah shares his story, bouncing around, but bringing the reader back together at the end, adding in his humor and more serious notes. The group discussed the story, but also how we, as Clerks, could bring a sense of security and belonging to our workplace, engage our communities and employees, and how to promote diversity, equity, and inclusion. It was a great conversation, and the small group led to a more intimate discussion. Thai contributed significantly to the group’s understanding of the story’s timeline through thorough research. He delved into the history of apartheid, providing insights that enhanced everyone’s comprehension. Additionally, Thai shared excerpts from Trevor Noah’s stand-up comedy and clips from The Daily Show, adding a unique and engaging perspective to the discussion.
