NEW EXPRESS ENTRY DRAW SEES CUT-OFF SCORE DECREASE BY 5 POINTS

A

new Express Entry draw held June 12 invited 3,350 candidates to apply for Canadian permanent residence.

The cut-off score in today’s draw was 465, a five-point decrease from the previous draw’s minimum score of 470.

Canada’s Express Entry system manages the pool of candidates for the Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class, which are three of Canada’s main economic-class immigration programs.

Eligible candidates for each program are issued a score under what is known as the Comprehensive Ranking System, or CRS, which determines their rank in the pool.

Scores are based on factors including age, education, skilled work experience and proficiency in English or French.

The highest-ranked candidates are awarded an invitation to apply for Canadian permanent residence (ITAs) through regular draws from the pool, which usually take place every two weeks, and the Government of Canada aims to process applications for Canadian permanent residence from Express Entry candidates in six months or less.

IRCC has now issued 38,450 ITAs to Express Entry candidates in 2019.

This is 6,250 more than it had issued at this same point in 2018, a year that saw the current ITA record of 89,800 established.

Canada has higher admissions targets for 2019 and 2020 for the three programs managed by the Express Entry system.

Time between draws a crucial variable

The time between draws is a crucial variable that influences the cut-off CRS score. The cut-off score in the May 29 draw reached 470 after a period of four weeks elapsed between all-program draws, which allowed a greater number of candidates with higher scores to enter the pool.

The fact only two weeks passed between the previous invitation round on May 29 and today’s draw means fewer candidates were able to enter the pool between draws, leading to a five-point reduction in the cutoff score.

The tie break used by Immigration, Refugees and Citizenship Canada (IRCC) in the June 12 draw was June 6, 2019, at 13:51:59 UTC.

This means that all candidates with a CRS score above 465, as well as those with scores of 465 who entered their profile in the Express Entry pool before this date and time, received an ITA. The following are hypothetical examples of candidates who would have obtained an ITA in the June 12 draw: Sai is 30, has a bachelor’s degree as well as a two-year diploma, and has been working as a software architect for three years. Sai is married to Elina, who is 36 and

also holds a bachelor’s degree. Sai and Elina wrote the IELTS and scored an 8 in each category. Neither Sai nor Elina have ever worked or studied in Canada. They entered the pool with Sai as the principal applicant.

Their CRS score of 467 would have been high enough to obtain an ITA during the June 12 Express Entry draw.

Aisha is 32, has a master’s degree, an advanced English language proficiency and has been teaching for five years. While Aisha has never worked or studied in Canada, her CRS score of 465 would have been high enough to obtain an ITA during the June 12 Express Entry draw.

“It’s good to see IRCC getting back to a twoweek period between draws,” said David Cohen, senior partner with the Campbell, Cohen Canadian immigration law firm in Montreal. “If this continues, we may see the CRS cut-off to decrease even more in the coming weeks.” n

IRCC ‘QUIETLY’ SETTLED PARENTS AND GRANDPARENTS PROGRAM LAWSUITS, CBC REPORTS

T

he Government of Canada allowed at least 70 potential sponsors to apply to its Parents and Grandparents Program in exchange for dropping two lawsuits related to the program’s controversial expression of interest intake in January, the Canadian Broadcasting Corporation is

reporting.

The settlement was done in secret and involved a non-disclosure agreement, CBC reports.

Immigration, Refugees and Citizenship Canada (IRCC) has a 2019 quota of 20,000 complete applications to the Parents and Grandparents Program, which allows Canadian citizens and permanent residents over the age of 18 to sponsor their parents and/or grandparents for Canadian permanent residence.

The two lawsuits stemmed from the January 28 opening of the Parents and Grandparents Program to expressions of interest from potential sponsors.

Immigration, Refugees and Citizenship Canada (IRCC) had a quota of 27,000 Interest to Sponsor forms for the opening and more than 100,000 people tried to submit one.

The opening lasted less than 10 minutes and sparked widespread frustration and anger among those were either unable to access the form or couldn’t complete it on time. IRCC used a “first-in, firstserved” approach to processing Interest to Sponsor forms this year after its switch to a randomized selection process in 2018 was widely accused of reducing family reunification to a lottery.

CBC said the lawsuits claimed this year’s Interest to Sponsor process was “arbitrary, capricious, procedurally unfair and unjust.”

A government official who spoke with CBC said the government opted to settle given the small number of plaintiffs and the fact they included persons with disabilities.

The official also said court proceedings could have jeopardized the entire 2019 application process.

In a statement to CBC News, the office of Canada’s Minister of Immigration, Refugees and Citizenship, Ahmed Hussen, said the online Interest to Sponsor process is now under review.

“We are continually monitoring all of our programs to find ways to improve them. It is too early to speculate on potential changes to next year’s application process,” the statement said.

New measures for vulnerable workers and family members

Starting June 4, IRCC will allow migrant workers with an employerspecific work permit who are in an abusive job situation to apply for an open work permit. “This will allow migrant workers to leave that employer immediately, maintain their status and find another job,” IRCC said. IRCC will also introduce changes that will allow newcomers experiencing family violence to apply for a fee-exempt temporary resident permit starting July 26.

The permit will give these individuals legal status in Canada and provide them with a work permit and health care coverage.

IRCC will also expedite applications for permanent residence filed on humanitarian and compassionate grounds from those “in urgent situations of family violence.” “No worker should fear losing their job when they are being mistreated in their place of work. No partner should be more fearful of losing their immigration status instead of escaping abuse,” Hussen said. n

Happy Canada Day H appy Canada Day! On July 1, 1867, the nation was officially born when the Constitution Act joined three provinces into one country: Nova Scotia, New Brunswick, and the Canada province, which then split into Ontario and Quebec.

However, Canada was not completely independent of England until 1982. The holiday called Dominion Day was officially established in 1879, but it wasn’t observed by many Canadians, who considered themselves to be British citizens. Dominion Day started to catch on when the 50th anniversary of the confederation rolled around in 1917. In 1946, a bill was put forth to rename Dominion Day, but arguments in the House of Commons over what to call the holiday stalled the bill.

The 100th anniversary in 1967 saw the growth of the spirit of Canadian patriotism and Dominion Day celebrations really began to take off. Although quite a few Canadians already called the holiday Canada Day (Fête du Canada), the new name wasn’t formally adopted until October of 1982.

Day. First: What’s a patriotic celebration without a parade? There will be parades held in cities, towns, and villages all over Canada today. The Royal Canadian Mounted Police have an established group called the RCMP Musical Ride. These 32 officers, who are rotated after three years’ service, perform equestrian drills for the public throughout Canada.

Other Canada Day traditions that are gaining footholds are picnics, festivals, sporting events, and fireworks.

Many Canada Day events are planned all over the country, including Vancouver, Ottawa, Calgary, Toronto, Montreal, and Victoria.

Plans are in place to celebrate Canada Day with a bang.

While the annual fireworks display at the Snake Hill ball diamonds at dusk will again be part of the day’s events, a new feature this year will be live demonstrations of cannon and musket fire using quarter or half rounds of black powder, minus projectiles of

course, at the Sundre and District Museum’s Pioneer Village.

“We hope to, maybe every half an hour, have a cannon shooting over the Greenwood Campground,” said William Davies, interim museum director, adding the municipality has approved relaxing the noise bylaw for the occasion and that campers have been notified.

“We wanted something with historic value…it’ll be something to see,” said Davies.

The cannons will be located on the pioneer village grounds’ southeast corner, pointing towards the river away from downtown, he said. “It’ll be a special treat for kids who have never seen a cannon,” he said, adding with a chuckle, “We hope no one’s sitting in the porta-potty when the cannon goes off!”

A bagpiper will join members of the Sundre Royal Canadian Legion Branch #223 as well as RCMP for a procession to the pioneer village from the museum’s main doors in the lead-up to the approximately 11 a.m. flag raising and singing of O Canada by Jen Day, he said.“Everybody will be dressed to the nines,” he said about the procession.

The plan is to regularly have the cannon

and musket demonstrations, which were facilitated courtesy of David Borys, a familiar face at the museum who has on numerous previous occasions fired up the blacksmith’s forge.

“It was all his idea,” said Davies, adding the group of historical re-enactors has appeared in parades and that their participation in Sundre’s Canada Day celebration was made possible in part by federal funding from a Heritage Canada grant.

“Our aim is to bring you close to the action, give you a bit of history, and great memories.”

Additionally, car enthusiasts will have an opportunity to peruse a variety of vehicles ranging from vintage classics to more modern models at the pioneer village grounds , he said.

Three food truck vendors parked on the south side of the Sundre Elks Hall will offer several options to satiate people’s thirst and hunger while the museum will not be making a concession available to avoid competing with them, he said.

There is no charge to access the pioneer village grounds, but Davies said admission into the museum as well as the World of Wildlife will cost $5, although children aged six and under enter free.

However, the museum donated 200 free passes to car show organizers, and people who register a vehicle will be extended one free adult admission to the museum, he said, adding their guests would still need to cover their fee.

Starting at noon, a beer garden will be available at the Sundre Elks Hall’s parking lot until 4 p.m., he said.

And to ensure a family-friendly and safe, responsible day free of potential shenanigans, Davies said volunteers donning yellow vests will offer security to

keep an eye on the museum’s artifacts and historic buildings.

Preparing plans for Canada Day was a cooperative community effort that involved a committee in partnership with the Town of Sundre, he said.

“Lots of people have done a lot of work.”

Barb Rock, Sundre’s community services assistant, said Ride for Dad volunteers will be providing a free breakfast for people participating in the car show, and that funds raised from registrations will benefit the Sundre and District Historical Society.

The gates at the pioneer village grounds are set to open at 10 a.m., with a cake ceremony planned for 2 p.m. followed by car show awards at around 3 p.m. Before the gates are closed at 5 p.m., the cars will cruise out around 4 p.m., said Rock.

Additional activities throughout the day includes gregT, a multi-talented magician-mentalist-impersonator, as well as some balloon twisting by Miss LuLu’s Entertainment, said Rock, adding two Gulf Island sailing trip students were also hired to offer water-based Canada Day and Town of Sundre tattoos.

“The day should be a lot of fun,” said Davies, who was among those involved in the organizing committee.

“It has been a lot of fun working with these people and we are very excited to see the event grow from last year’s success,” said Rock. n

Harjinder expresses himself in a concise and powerful way in his skillful interviewing and hard hitting style which has created a unique and captivating show for his Punjabi listeners.

He conducts his show daily with fervour and passion and his mastery of the Punjabi language, eloquence in English and sound knowledge of political and social issues help him articulate information and solutions that resonate with his audience and his show is being enjoyed by thousands of loyal Listeners who tune into him daily for inspirational and motivational information and entertainment. In addition he has a spectrum of interesting guests to inform, educate, entertain answer queries and provide solutions to the day to day challenges of life. There is never a dull moment of the show. When asked about his audience, Harjinder says he appeals to and enjoys the loyalty of quite a cross section of listeners. On one side, his listeners are the humble, uneducated, simple, innocent immigrants straight from Punjab and on the other side he enjoys the respect of leading politicians, doctors, lawyers and professionals from every walk of life. proud of this heritage and an excellent ambassador who works to preserve the Punjabi language and culture. He provides an excellent bridge between the Panjabi and western culture.

Harjinder wakes every individuals especially the South Asian community of the Lower Mainland from their morning blues. His voice shakes their souls hard enough to remind about performing bigger duties towards their community. The host of famous Morning Show of Red FM radio that runs on weekdays from 8 AM to 11 AM in the morning. Thind’s voice is the early morning wake upcall for many South Asians who want to stay updated about the national, international and community’s news.

Along with news, Thind interviews famous personalities and artists from all walks of life keeping his listeners hooked to the show through his skilful interviewing and hard hitting style.

Taking interviews in both Punjabi and English language, Thind is seen as someone who is representing the Punjabi community, the one who stands for the community against injustice, the one who has been instrumental in bridging the gap between the minority community and the mainstream community or the government.

He has been successful in breaking stereotypes that the mainstream media created for the Punjabi community by involving in intercultural discussions.

But on the other hand, when it comes to questioning his own community he is not afraid to call a spade a spade. He raises darkest of the issues ailing the South Asian community be it gangs, domestic violence, addiction etc.

The show is also a public spectacle where faceless strangers call to discuss personal and social problems for three hours daily. The community often receives berating’s from the host for what he perceives as moral, parental, or religious failings. He is often heard appealing to parents about being extra cautious when it comes to raising kids and protecting them from getting into gangs.

He has developed a great relationship with his listeners. His opinions are often taken seriously. But how does he manage to keep his listeners engage for three long hours? Does he write a script, or it is extempore?

On any normal day, Thind wakes up at 4.30 AM in the morning to prepare for his show. He takes notes for what would be discussed and about the current news. “But it is practically impossible to write a 3 hour long program. I think with time one develops vocabulary and conversational skills that are spontaneous. Also our audience are really patient to listen what we tell them. They have told me many times that I was successful in giving information to them useful in their lives by educating and creating awareness about different issues.”

But apart from experience, Thind is also naturally gifted. Born and brought up in Punjab’s Risheen Village, which is close to Raikot in Ludhiana, Thind says, “During my student life, I was always involved with activities like declamation, speeches, extempore speaking. I was recognized asthe best speaker during my college days.”

He then got into the legal profession and graduated from Punjab University with a degree of law. “Being a lawyer also helped my speaking abilities.

Then I took some broadcasting courses in Canada, to further enhance my interviewing abilities. ” He came to Canada in 1979 to do research on Indian and Canadian court procedures. “Eventually things changed and I got a job with Canada Post and worked there for 16 years.

I used to live with my family in Castlegar before. We moved here in Lower Mainland in 1998 and made it our home.”

Thind’s tryst with media happened when he started working with a radio.

“Community media” was not strong at that time. Unlike today, there was no news bulletin. The programs were very different. I used to work with a chip Radio Apna Sangeet owned by Mr Sukhdev Singh Dhillon,” he recalls.

“News was my passion. I started adding small news bulletin to the entertainment shows, which were then upgraded to the talk shows.

Then Mr Dhillon bought another radio and I started working with Music Waves, Des Pardesand started taking interviews. Then we got this red FM 13 years ago and have been working since then.”

From just offering music and entertainment to the Punjabi listeners to involving and engaging every

section of the community in a serious discussion, Thind has been quiet instrumental in raising the South Asian media standard. He feels the community was feeling the brunt of not being part of the mainstream. “Raising community media standards was needed.”

Thind is often being heard discussing current affairs, politics and social problems in his show. His show is a powerhouse of information for those who want to know what is latest in immigration, taxes, property, and politics etc.

Through his show, he raises awareness about many sensitive issues that the community either ignores or is on denial mode like — autism, addiction, mental health problems, gangs etc.

Most of the time Thind’s style hits the right chord with the audience, but sometimes when the discussions are on issues like racism or religion, the show gets overheated and tends to get too opinionated. On which Thind says, “Every broadcaster and journalist”, have their own opinion. We try to keep our opinions aside when we are doing news. But of course, when you are doing editorial, where you have an opinion, it should not be hidden. When I am doing my journalist duties, I try to focus on facts keeping my opinion aside. But if there is an issue that we want to look from all angels, I bring in my opinion and concerns.”

According to him domestic violence, drugs and gang problem amongst South Asian youth still remain serious issues. “We have been broadcasting this for last 25 years. But I think so far we have failed as a community to solve the drugs and gang violence problem amongst South Asian Youth. We have so many programs for this. Every week I and my fellow broadcasters talk about it. But the good news is the community has accepted that it is a problem. Before the parents and grandparents were in denial mode that any such problem exists,” Thind says.

He says though there is a very small number of South Asian youth involved in the gang violence, the entire section of the youth is stereotyped. Since it is the problem that cannot be resolved in one day, Thind has come up with a solution to break the stereotype. “We now invite more South Asian youth who are excelling in their fields. We highlight their achievements to let the mainstream know the efficiency and brilliance of the South Asians.”

Thind is of the view that it is not just the youth, the South Asian community by enlarge has progressed and excelled to make its mark in the society. When he came to Canada, the immigrants faced very harsh racism. He himself faced it. “I worked in different industries before I joined media. I felt racism at the ground level. But I was not used to facing direct

racism in Castlegar. When I moved to Vancouver, I was shocked.”

Recalling one incident he says, “I remember once we went to Downtown Vancouver. I had my turban and I was walking on the street, when I heard slurs, people showing fingers. I asked my friend what was going on, he said Canadians generally behaved liked that when they saw a Sikh. Now you can freely move around in your Indian attire like salwar suits, turban. At that time it was really difficult.”

He says the Punjabi Community over the years has worked really hard to improve its economic and social status.

Thind himself has been quite active in raising awareness about the Sikh community. Along with his talk show, Thind is part of two social clubs that raise awareness about Sikh and Punjabi community into the mainstream. Thind has received Queen’s Golden Jubilee award and was recently awarded Canada

He is the founding president of the Surrey-Newton Rotary Club and Sikh motorcycle club. Motorcycle was my passion so I founded a club. The idea was to create awareness about Sikhs.

To let the mainstream community know that the Sikh next door is a person like them. We have participated in so many mainstream events now. Surrey-Newton Rotary club has developed into a fullfledged international branch,” he says.

His message to the community and his listeners too is of being responsible. “As an immigrant community, we have some responsibility to work constructively.”

Our community is very prosperous, very hardworking and we have established ourselves as a reckoning force, Young South Asian kids are professionals and they have enhanced our image in the country.

UNIONS, OTHER THIRD PARTIES TO REVEAL AD SPENDING AS FEDERAL ELECTION NEARS

S

oon, Canadians will begin to see which third-party groups will be spending money to sway their votes in the upcoming federal election.

Groups such as Engage Canada and Shaping Canada’s Future stole the spotlight earlier this month with duelling ads during the NBA Finals (Engage Canada attacked the Conservatives; Shaping Canada’s Future went after Liberal Leader Justin Trudeau), while groups such as Canada Proud will likely be spending big in the coming months.

But more than half the more than $6 million directly spent on electioneering by third parties in the 2015 election was shelled out by the top 10 organizations, most of which are unions.

Those tallies are just for the 78-day election period in 2015. Now, new rules on advertising disclosure will show how much groups are spending in the months before the campaign officially begins.

Bill C-76, the election-reform law passed

by Parliament in December, sets limits for third parties of just over $1 million in the “pre-writ period,” and about $500,000 in

the election period. In any given electoral district though, those limits are $10,000 and $5,000.

At least one union group will be trying to reach that limit, and has already spent on ads prior to the start of the pre-election period.

“We’re all in,” said Jerry Dias, national president of Unifor, the country’s largest private-sector union.

“We’re entitled to spend $511,000 in the writ period — we’re going to spend $511,000,” he added. “There is no question, we will be very aggressive.”

politicians both federally and provincially, Dias said his focus will be on supporting Liberal or NDP candidates and incumbents in winnable ridings.

Dias said Unifor will put more emphasis than ever on social-media spending. Digital advertising on platforms like Facebook and Twitter has, he said, greater reach than traditional means.

But for some of 2015’s top spenders, the mood is more cautious.

“We will be registering for the prewrit period, and the post-writ period,” said Riccardo Filippone, director of communications at the Public Service Alliance of Canada, but said his union’s final amount of advertising spending isn’t certain. Filippone said the overall priority will be reminding members of the union, which is the biggest representing federal employees, why PSAC thinks they should oppose Conservative candidates.

The exact tone of the messaging hadn’t yet been worked out, Filippone added, “but it won’t be gentle.”

HERE ARE THE TOP 10 THIRD PARTY SPENDERS FROM 2015, AND WHAT THEY SPENT MONEY ON Canadian Union of Postal Workers – $208,572.46

The postal-workers’ union spent big in dozens of ridings across the country in 2015, with most of those dollars going to election merchandise like buttons and signs. Also, almost $7,000 went to wrapping an RV in a “Save Canada Post” ad during the writ period.

Canadian Media Guild – $237,032.61

The union representing workers at many of Canada’s major news agencies (including The Canadian Press) used its cash to produce lawn signs and buy ads in The Globe and Mail and on Facebook in a campaign to support the CBC.

British Columbia Nurses’ Union – $256,871.81

The nurses’ union launched a series of online media ads and newspaper advertising late in the campaign.

Unifor – $299,901.77

The bulk of direct spending from Canada’s largest private-sector union was in the form of newspaper and radio ads in major cities, particularly in Ontario. Notably, the group ran ads in Punjabi.

Canadian Labour Congress – $306,518.02

The national labour group did spent on newspaper ads, but differs from most of the other top spenders because of the proportion of its expenses that went to on-the-ground canvassing, as well as its emphasis on non-English language media.

Friends of Canadian Broadcasting – $332,687.11

The group advocates for a more vibrant public broadcaster, and did so last election through a series of TV ads and print advertisements in The Globe and Mail, as well as classic campaign materials like lawn signs and stickers.

Public Service Alliance of Canada – with over $430,000 worth of advertising activities, has not yet committed itself to any spending.

“One has to think about whether or not spending money on ad buys in media in July and August is money well spent,” said Mark Rowlinson, assistant to the union’s national director. The union’s elected leadership needs to approve a plan, he said, and that hasn’t happened yet.

If the decision is made to run ads over the summer and into the writ period, he added, the spending needs to be carefully targeted so as not to exceed the prescribed limits, while still providing value.

The limits on spending in any given electoral district were particularly notable,

Let’s Build Canada – $428,974.88

The coalition of construction unions spent enormous sums on print and online newspaper advertising, mostly in Toronto, Vancouver, Edmonton and Winnipeg, along with posters in those areas. Notably, many of those ad dollars went to posts on The Weather Network’s website.

United Steelworkers – $431,639.74

The avowedly pro-NDP union spent most of its money in 2015 on radio, print and online ads in some of its key bases of support — London, Hamilton and Sudbury, as well as cities in southcentral B.C.

Rowlinson said, because it made buying ads in urban centres difficult.

Daniel Bernhard, executive director of Friends of Canadian Broadcasting, an advocate for public broadcasting, said his organization will also wait to make major decisions.

“We will be running some print ads, probably next week, to get the ball rolling,” he said. “And then we’ll see what happens in the summer and fall.”

But, he added, the group is already out and active in 22 swing ridings.

Bernhard also argued any conversation about third-party advertising in Canada needs to acknowledge the roles of platforms like Facebook and Twitter in allowing for

“nefarious activity” and enabling groups to skirt limits or act anonymously, he said.

He likened the dynamic to the relationship between the tax system in Canada and the offshore tax industry.

Facebook has rolled out an ad library to meet the transparency requirements of Bill C-76, so people can see where political advertisements come from and how they’re targeted. Twitter is temporarily banning political ads on its platform in Canada as it builds its own tracking tool. But those actions weren’t enough for Bernhard.

“All this talk of limits is almost a sideshow,” he said. “The people who are already reporting and complying with the limits are the least of our problems.” n

On the fourth anniversary of Narendra Modi’s government flagship programme ‘Digital India’, Prime Minister Narendra Modi on Monday said that the initiative has empowered people, reduced corruption and improved public service delivery to benefit the poor.

“On this day, 4 years ago Digital India was launched, to leverage the power of technology and make technology more accessible. Digital India has empowered people, significantly reduced corruption and improved public service delivery to benefit the poor #DigitalIndiaNewIndia,” he tweeted.

“The Digital India initiative is a people’s movement, powered by people’s strength and their efforts to learn as well as innovate.

Prasad also lauded BHIM-UPI, a unified payments interface, and said it is a “unique fintech innovation” of India that has transformed the digital payment ecosystem.

“It was made it possible to make payments using a simple and easy to use mobile app,” he said. The Union Minister further said that Rs 7.45 lakh crore money has been transferred through total Direct Benefit Transfer. n

JUMP IN DESIS GETTING CANADIAN ‘GREEN CARD’

nterest among the Indian diaspora (including those based in the US) in acquiring permanent residency in Canada continues unabated. During 2018, over 39,500 Indian citizens obtained permanent residency in Canada under the express entry system (this figure constitutes 43% of the total number).

According to recently released statistics, in 2018 Canada admitted more than 92,000 new permanent entry residents through its express entry system, which is a rise of 41% over the previous year. Permanent residency is akin to a green card in the US. The ‘Express’ route to Canada is drawing job-seekers in large numbers, with Indians in particular cashing in In the previous year, 2017, Canada had admitted nearly 65,500 permanent residents under the express entry route, of which 40%, or 26,300 odd, were from India.

The number of Indian citizens to be awarded permanent residency in 2018 has increased by 51% from 2017. Interestingly, China, which occupied second rank during 2017, slipped to third rank with only about 5,800 Chinese obtaining permanent residency in 2018. Nigeria occupied second slot. The number of invites issued to Chinese citizens showed negative growth.

In earlier editions we have covered how the challenges faced by Indians working in the US, such as delays or denials of H-1B visa extensions, green-card backlogs, or even the proposed plan to revoke the right of H-1B spouses to work, is resulting in a migration flow to neighbouring Canada.

According to a Reuters report, the US is considering caps on H-1B work visas for countries that force foreign companies to store data locally. A cap of 15% of the quota is being considered, for India. According to immigration attorneys that TOI spoke to, such a move, by the US govt, is likely to require Congress approval—US parliament—and cannot be introduced at short notice.

Those based in India are also increasingly looking at Canada for employment or permanent settlement. The Global Talent Stream, which recently transited from being a pilot to a permanent scheme, enables Canadian companies to bring on board expats with a STEM background within just

two weeks. This is expected to increase the flow of Indian employees to Canada. TOI in its edition of April 10 had stated that many of these GTS workers are expected to later opt for permanent residency.

Canada holds doors wide open for Indians

Under the Global Talent Stream (GTS) programme processing of applications filed by sponsoring employers takes just two weeks. The icing on the cake is that those hired under the GTS route gain valuable work experience in Canada, which gives them an edge when applying for permanent residency. Indians formed the largest group to be issued invites for permanent residency.

Express entry is a system used by the Canadian government to manage applications from skilled and qualified workers for permanent residence through

three economic immigration programmes.

Under the express entry programme, candidates complete an online profile and are then placed in the express entry pool and ranked relative to each other based on their comprehensive ranking system (CRS) scores. CRS considers existence of a job offer, age, education, work experience, English and French proficiency. Those who clear the cutoff mark (the maximum is 1,200) are sent “invitations to apply” for permanent residency.

“The top countries of citizenship based on the people admitted to Canada generally mirrors those of invited candidates. Nearly half of all people admitted in 2018 had Indian citizenship,” stated Immigration, Refugees and Citizenship Canada, Canada’s immigration division, in its recently released express entry year-end report.

In 2018, 41,675 invites (or 46% of the total) were sent to those holding Indian citizenship.

In 2017, of the 86,022 total invites, 36,308, or 42%, were issued to Indians.

Express entry draws are held periodically.

The most recent was on June 21, which had a CRS cutoff threshold of 462 points and will result in 3,350 candidates being invited to take up permanent residency.

Overall, Canada’s multi-year immigration levels plan is committed to welcoming more permanent residents (including those on humanitarian grounds) over three years. It has set a target of 3.30 lakh for 2019 and 3.40 lakh for 2020. n

Mercedes-Benz 2020 GLS

ou have to wonder when big becomes too big, but apparently, MercedesBenz isn’t there yet. The full-sized GLS has grown in every dimension for 2020, and it also gets a healthy dose of luxury and new tech.

You might not immediately notice the changes when looking at the entirely redesigned GLS head-on — the changes in the fascia are subtle, with a more horizontal layout of the grille openings and full LED exterior lighting is now standard. But the from the side, you can’t mistake the 2020 GLS for the 2019 model; the sides are much more streamlined, with fewer character lines smoothing out the door panels. The silhouette has also been softened and is less angular than before. The wheelbase has stretched by 60 millimetres to 3,135 millimetres, and the body is 77 millimetres longer and 22 wider.

The extra dimensions have added 87 millimetres more legroom for secondrow passengers, more shoulder room, and there’s now 100 litres more cargo capacity with the second- and thirdrow seats folded down, at 2,400 litres.

While the exterior changes are somewhat noticeable, there’s no mistaking the new GLS for the old when you step inside. A pair of large 12.3-inch screens have replaced

the conventional instrument panel that had round gauges, as well as the centre stack. This gives the cockpit a much cleaner appearance, especially since most of the buttons are gone from the centre stack.

The new dashboard combines with a more harmonious, flowing cockpit that feels warmer than the more industrial interior of the outgoing model. Air suspension is standard, and is adjustable over a 60-millimetre range. It can be lowered to allow easier access, and raised for additional clearance when needed.

Car Wash mode, for instance, closes all windows and sunroof, raises the suspension, and deactivates the automatic wipers to prevent damage in a car wash.

Optional only on the GLS 580 is E-Active Body Control system. This elaborate active suspension setup uses a pair of cameras to scan the road surface, and combines the air suspension with height-adjustable active damping to react to what the cameras see. It can also tilt the GLS into a turn when Curve mode is selected, or hops on its wheels like a low rider to free it if the GLS gets stuck in sand or snow.

The GLS 450 will arrive in Canada this fall, with pricing announced closer to its launch date. The current GLS starts at $88,100. n

I want to share a recent instance of a critical illness insurance claim of our client which was initially denied but was converted to an approval with the intervention of our claims assistance department. The client is coincidentally the spouse of one of our advisors. She had purchased critical illness insurance coverage from one of the leading insurance companies. Unfortunately, in March 2018, she suffered an attack following which she was taken to the stroke centre of a hospital and the doctors immediately performed surgery since her condition was critical due to the rupture of one of the blood vessels in brain and, expected rupture of another vessel. Thereafter, she was shifted to the ICU for a considerable period of time before being transferred to the ward and even after that, to another hospital. Even after her discharge from the hospital, she was monitored closely by the specialist physician. In the hospital discharge report, it was reported that the patient had suffered from Subarachnoid Haemorrhage and rupture of a PCOM aneurysm. It was evident that the client had suffered a severe stroke of great magnanimity. But, when the claim was submitted, the analyst somehow denied it by referring to one of the sentences in the hospital discharge report as ‘claim exclusion’. The client was left in acute financial stress along with the impact of the great physical and mental pain that she had undergone recently. Immediately, our claims assistance department intervened and after mutual discussion, we persuasively communicated with insurance company by interpreting in detail the medical evidence in the right context. This made the company reevaluate its decision by taking into account the unseen factors. After the submission of further supportive medical evidence

as and when asked by the company, and with regular follow ups, we succeeded in turning the decision in favour of the client. This is only one of the numerous cases in which we have succeeded in getting the claim approved for the client by putting forth evidence in a plausible manner. We have successfully got approved claims involving amounts even up to $500,000. We value our clients and understand that they rely upon the insurance company for financial assistance during their times of need. So we put our best efforts in making claim process easier for them by helping them in the preparation of claim documents and submission of supporting evidence in the most effective and timely manner. Here, it is noteworthy that the intention of the insurance company is always to help the client by providing the necessary financial assistance during the emergence of the claim which is denied only in the absence of submission of proper documentary evidence or if it falls under the claim exclusions. But our legitimate claims can be speedily approved if we submit complete and proper documentation with the help of our insurance advisor/claims assistance manager.

ਪੰਜਾਬ ਭਵਨ ਸਰੀ ਵਿੱਚ ਲਾਇਲਪੁਰ ਖਾਲਸਾ ਕਾਲਜ ਦੀ ਇਕੱਤਰਤਾ ਸਰੀ, (ਹਰਦਮ ਮਾਨ)-ਪੰਜਾਬ ਭਵਨ ਸਰੀ ਕੈਨੇਡਾ ਅਤੇ ਲਾਇਲਪੁਰ ਖਾਲਸਾ ਕਾਲਜ ਜਲੰਧਰ ਦਰਮਿਆਨ ਕੁਝ ਸਮਾਂ ਪਹਿਲਾਂ ਇੱਕ ਸਾਂਝ ਦਸਤਾਵੇਜ਼ ਸਹੀਬੱਧ ਕੀਤਾ ਗਿਆ ਸੀ, ਜਿਸ ਤਹਿਤ ਇਹ ਫੈਸਲਾ ਹੋਇਆ ਕਿ ਦੋਨੋਂ ਅਦਾਰੇ ਰਲ ਕੇ ਪੰਜਾਬੀ ਜ਼ੁਬਾਨ ਅਤੇ ਪੰਜਾਬੀ ਲੋਕਾਂ ਦੇ ਹਿਤ ਲਈ ਯਤਨ ਕਰਦੇ ਰਹਿਣਗੇ। ਕੁਝ ਦਿਨ ਪਹਿਲਾਂ ਪੰਜਾਬ ਭਵਨ ਆਏ ਕਾਲਜ ਦੇ ਪ੍ਰਿੰਸੀਪਲ ਗੁਰਪਿੰਦਰ ਸਿੰਘ ਸਮਰਾ ਨੇ ਪੁਰਾਣੇ ਵਿਦਿਆਰਥੀਆਂ ਨਾਲ ਮਿਲਕੇ ਕਾਲਜ ਦੇ ਵਿਕਾਸ ਅਤੇ ਵਿਸਥਾਰ ਦੀ ਇੱਛਾ ਪ੍ਰਗਟ ਕੀਤੀ। ਉਹਨਾਂ ਦੀ ਗੱਲ-ਬਾਤ ਨੂੰ ਅੱਗੇ ਤੋਰਨ ਲਈ ਕਾਲਜ ਦੇ ਪੰਜਾਬੀ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਡਾ. ਗੋਪਾਲ ਬੁੱਟਰ ਪੰਜਾਬ ਭਵਨ ਆਏ। ਲਾਇਲਪੁਰ ਖਾਲਸਾ ਕਾਲਜ ਵਿਚ ਪੜ੍ਹਕੇ ਕੈਨੇਡਾ ਵਿੱਚ ਸਥਾਪਿਤ ਹੋਏ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਇੱਕ ਮੀਟਿੰਗ 15 ਜੂਨ ਸ਼ਨੀਵਾਰ ਪੰਜਾਬ ਭਵਨ ਵਿੱਚ ਸ੍ਰੀ ਸੁੱਖੀ ਬਾਠ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਹੋਈ। ਸ੍ਰੀ ਸੁੱਖੀ ਬਾਠ ਆਪਣੀਆਂ ਪੁਰਾਣੀਆਂ ਯਾਦਾਂ ਤਾਜ਼ਾ ਕਰਦਿਆਂ ਆਸ਼ਾਵਾਦ ਦਾ ਸੁਨੇਹਾ ਦਿੱਤਾ। ਮੀਟਿੰਗ ਨੂੰ ਡਾ. ਬੁੱਟਰ ਤੋਂ ਬਿਨਾਂ ਪੁਰਾਣੇ ਵਿਦਿਆਰਥੀ ਹਰਜਿੰਦਰ ਕੰਗ, ਸਰਬਜੀਤ ਚੀਮਾ, ਰਣਜੀਤ ਪੰਨੂ, ਮੱਖਣ ਟੁੱਟ ਆਦਿ ਨੇ ਸੰਬੋਧਨ ਕੀਤਾ ਅਤੇ ਮਿਲਦੇ ਰਹਿਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ।

ਕਰਦਿਆਂ ਕੁਝ ਚੋਣਵੀਆਂ ਗਜ਼ਲਾਂ ਤੇ ਸ਼ਿਅਰ ਸੁਣਾਏ। ਦੂਜੇ ਸੰਚਾਲਕ ਜਰਨੈਲ ਸਿੰਘ ਆਰਟਿਸਟ ਨੇ ਸ਼ਾਇਰ ਅਮਰੀਕ ਪਲਾਹੀ ਨੂੰ ਬਲਾਉਣ ਤੋਂ ਪਹਿਲਾਂ ਜਾਪਾਨ ਤੋਂ ਕੈਨੇਡਾ ਫੇਰੀ ਤੇ ਆਏ ਸ਼ਾਇਰ ਪਰਮਿੰਦਰ ਸੋਢੀ ਨੂੰ ਜੀ ਆਇਆਂ ਕਿਹਾ। ਪਰਮਿੰਦਰ ਸੋਢੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਬਹਤ ਖੁਸ਼ੀ ਵਾਲੀ ਗੱਲ ਹੈ ਕਿ ਪੰਜਾਬੀ ਪ੍ਰੇਮੀ ਇਸ ਤਰਾਂ ਇਕੱਠੇ ਹੁੰਦੇ ਹਨ। ਅਮਰੀਕ ਪਲਾਹੀ ਨੇ ਵੀ ਅਪਣੇ ਨਿਵੇਕਲੇ ਅੰਦਾਜ਼ ਵਿਚ ਅਪਣੀਆਂ ਨਜ਼ਮਾਂ ਤੇ ਗਜ਼ਲ ਰੂਪੀ ਕਵਿਤਾਵਾਂ ਸਰੋਤਿਆਂ ਨਾਲ ਸਾਂਝੀਆਂ ਕੀਤੀਆਂ। ਉਪਰੰਤ ਭਾਰਤ ਤੋਂ ਕੈਨੇਡਾ ਫੇਰੀ ਤੇ ਆਏ ਨਾਰਥ ਜ਼ੋਨ ਕਲਚਰਲ ਸੈਂਟਰ ਪਟਿਆਲਾ ਦੇ ਕੋਆਰਡੀਨੇਟਰ ਰਵਿੰਦਰ ਸ਼ਰਮਾ ਨੇ ਆਪਣੇ ਵਿਚਾਰ ਪੇਸ਼ ਕੀਤੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਸੀਂ ਅਪਣੇ ਪੁਰਾਤਨ ਵਿਰਾਸਤੀ ਸੁਭਾਅ ਨੂੰ ਭੁਲਦੇ ਜਾ ਰਹੇ ਹਾਂ। ਬਾਦ ਵਿਚ ਚੇਤਨਾ ਪ੍ਰਕਾਸ਼ਨ ਦੇ ਸਤੀਸ਼ ਗੁਲਾਟੀ ਹੋਰਾਂ ਨੇ ਵੀ ਗਜ਼ਲ ਸਾਂਝੀ ਕੀਤੀ। ਇਸ ਕਾਵਿ ਸ਼ਾਮ ਵਿਚ ਅਜਮੇਰ ਰੋਡੇ, ਸੁਰਜੀਤ ਕਲਸੀ, ਮੋਹਨ ਬਸ਼ਰਾ, ਗੁਰਚਰਨ ਟੱਲੇਵਾਲੀਆ, ਪ੍ਰੋ. ਪ੍ਰਿਥੀਪਾਲ ਸੋਹੀ, ਹਰਿਦਰ ਕੌਰ ਸੋਹੀ, ਹਰਦਮ ਸਿੰਘ ਮਾਨ

hadaa is a Punjabi movie released on 21 Jun, 2019. The movie is directed by Jagdeep Sidhu and featured Diljit Dosanjh, Neeru Bajwa, Sonam Bajwa and Jagjeet Sandhu as lead characters.

Other popular actors who were roped in for Shadaa are Hardeep Gill, Anita Devgan, Gurpreet Bhangu and Anita Meet.

Diljit and Neeru may have reunited after four years, but this hiatus has not taken away the on-screen chemistry between this pair. When Diljit, who plays the bachelor (shadaa) puts on his romantic act, it proves why the man rules Punjabi cinema despite having strayed (for good reason) into Bollywood. And Neeru, notwithstanding a sabbatical of few years after her marriage and daughter’s birth, is as fresh in Vanjali as she was in Jatt & Juliet franchise. Effortlessly blending into the character of a contemporary woman, with the trappings of being diet conscious to taking to wine in public, Neeru essays Vanjali with both rough disdain towards a rural boy in Chadta in the first half of the film, to later submitting her affection for him with coy passion.

bordering on 30 years of age, Punjabi cinema has opened up the script to explore subjects hitherto untouched, yet that relate to our modern existence.

While Chadta pursues his love, back dropped against the jamboree of Punjabi weddings steeped in traditional rituals, add gaiety to the film. Director Jagdeep Sidhu, who is fresh from the success of his directorial venture Qismat, has not allowed levity to the script to an extent where a subject on shadaas (bachelors in Punjabi dialect), could have become slapstick.

Even as Diljit injects doses of comedy, it is the romance he weaves that leaves an impression. After the serious Sajjan Singh Rangroot, Diljit springs a surprise as he talks romance with his eyes, a feat he clearly seems to have perfected. The script is tight and editing is flawless, pointing to a maturity of production in Punjabi films.

Though the music won’t haunt you for long after you leave theatres, the title track in Diljit’s voice in true bucolic Punjabi setting is iconic (reminiscent of the times of Chamkila).

Notable among character actors are Anita Devgan who plays Chadta’s mother and Jagjeet Sandhu, a dimwitted village boy.

Overall, Shadaa is a fresh, modern take on the old concept of romance, that promises to bring back optimism in love. n
