"The contractor shall develop and maintain an effective and economical quality control system. The quality control system shall assure that adequate inspection coverage is maintained throughout the entire process of manufacture, including packaging and shipping. Evidence of required inspection shall be provided by the contractor prior to submission for acceptance. Objective evidence will be evaluated and verified by the consumer representative."

It is important here that it is up to the supplier to develop, maintain and prove this system of guality control. The word "economical" is used and implies a system of acceptance sampling or control charts.

Acceptance sampling is used to determine as economically as possible whether material is of acceptable quality. There are many kinds of sampling all based upon mathematical statistical theory, but requiring only a knowledge of arithmetic by the inspector using them. Perhaps the simplest is described in Mil-Std-105A. Sampling serves as the best compromise between lW/o grading and an educated guess, as it gives a calculated risk.

Control charts are used primarily to determine if a machine or process is producing as it should. These charts are useable only on long runs. Control charts were devised by statisticians but are quiie simple to use and have many applications in business and industry. Perhaps the best description of their use is the Grant's book.

The quality control system is a system for making decisions relative to the quality status of a product. Trvo important parts of a quality control system are the acceptance sampling and control charts. A successful quality control department will prevent the delivery of such low-grade lumber as will lose customers, cause excessive complaints or rejected material. It will also prevent the delivery of a grade too high for its use.
