Reports of operators in rvestern Washington and Oregon and northern California as to conditions existing during the first half of March indicate that things are better than they wcre a month ago but are still far from perfect, according to tl-re Western Forest Industries Association, Portland, Ore. More than two-thirds of those reporting said that roads u'ere in poor shape still and that logging conditions 'ivere "poor" to "fair" but at least 73/o of them referred to conditions as "good." These conditions were, naturally, reflected in log supply which was reported as "limited" by 43/o of the Oregon operators and 75/" of those in Washington, the remainder finding the supply ample to heavy.
As one might expect, a good supply of freight cars existed everywhere except that a ferv shippers in Western Washington were having some difficulty in securing flat cafs.
Production r,r'as said to be decreasing in Northern California and in certain areas of Oregon but was increasing in Washington and increasing or steady throughout the region as a whole.
In regard to market conditions there was a lvide range of experiences. 44/o of those reporting said orders rn'ere increesing and 6-7 /" found then-r "plentiful," whereas the remainder said they.rvere decreasing or scarce. As to prices,50/c reported them "steady," 4O/o "decreasing" or "soft," u'hile 10ft said they were "increasing." Mill stocks rn'ere described as "normal" by about one-third of the reporters, "increasing" by 2O/o, "decreasing" by 25/o and either "high" or "low" lty the remainder' There rvas no uniformity in any area.

The vast rnajority said that stumpage prices were holding steady, although 2l/o of the Oregon reports said they u,ere "decreasing," while 8/, found them "increasing."
As is usually the case in a buyers' market customers vvere said to be reluctant to accept random rvidths anci lengths and abot 7O/o of the orders are for straight grades or for a strict limitation on percentages of lower grades included. lo/o of. the reporters thought reinspections were increasing while the remainder said they were "normal" or "infrequent." Whereas a few months ago payments rvere almost always prompt 23/o of. the Oregon sl-rippers now report them "slow" and in Washington and California the percentage was even higher.
