I OOK ahead to 1977 Spring Disl- trict Meetings. The first meetilg in Boise, March 24, will kick off the Spring District Meeting schedule at 22 locations. A program is being planned to include subjects that are timely and impofiant to each and every member. Plan to attend your District Meeting.

OSHA inspections have new amendments: The fiscal year 1977 Appropriations Act for the Department of Labor and Health, Education & Welfare (Public Law 94-439), contains provisions for substantive exemption from the Occupational Safety & Health Act of 1970 (OSHA).

During the present fiscal year (end- ing Sept. 30, l9'l'7) OSHA will no Ionger assess financial penalties for "first-instance, non-serious" job safety and health violations on firms or farms with more than l0 employees unless l0 or more citations are noted resulting from an inspection.

Firms with 10 or fewer employees this year (or for the previous year) will not be inspected by OSHA during this fiscal year. Keep in mind these exemptions are only good until 9130177.

A serious violation is one that if not corrected shows "substantial probability that death or serious physical harm is likely to occur and that the employer knew or should have known of its existence." A non-serious violation would be any other infraction.
