September is here, school is in full swing and the Fall Parade of Homes in right around the corner. I am excited to say we have 33 homes in the Fall Parade! Thank you to our participating builders.

This fall will bring the elimination of the Judges’ Choice Awards. The committee and board have contemplated eliminating the award for a few years and has decided that the fall 2016 Parade of Homes provided the opportune time to act. Despite the omission of that award, attendees will still be able to vote and builders can compete for the People’s Choice. I have great anticipation of the creative ideas our builders will unveil this fall.

We are only about six months away from our Home Show, which will take place February 17 and 18. Contracts will be out soon. The committee is rolling out layout changes to help accommodate our vendors and make the show more appealing to the consumers.

Terri has been hard at work preparing a new, online reservation tool that will show real time booth availability and allow vendors to choose their spot(s), sign a contract and make payment online.

Be on the lookout for sponsorship renewals in the coming month. Tracy is making early requests so you can easily incorporate the sponsorship into your 2017 marketing budgets. CITY, COUNTY, & STATE BISMARCK LAUNCHES NEW PROPERTY SEARCH Bismarck has renovated their property search feature and overhauled their website recently. The new GIS map now allows builders to search for vacant lots. Here’s how: 1. Go to www.bismarcknd.gov;

2. Click on “Map/GIS” on the right-hand side; 3. Click on “map gallery”;

4. Scroll down and click on “vacant parcels by zoning.”

In Mandan, the city is working with AE2S on the development of a GIS system that will have this same capability.

Elderly And Childbearing Households Will Drive Future Housing Needs

BISMARCK, ND – Elderly households and those in their prime childbearing years are the populations projected to drive housing needs in North Dakota in coming years, according to a Statewide Housing Needs Assessment released today by researchers at North Dakota State University. The assessment was sponsored by North Dakota Housing Finance Agency and other housing stakeholders in the state. “In-migration prompted by energy development and economic growth reversed decades of population decline, making our state younger and positioning North Dakota for more growth in coming years,” said NDSU Center for Social Research Director Dr. Nancy Hodur. “As the Baby Boom generation continues to age, we will see an increase in our senior population as well.” From 2010 to 2015, North Dakota’s population growth outpaced all 50 states increasing 13 percent, from 672,591 to 756,927, and reversed decades of decline in rural communities.

North Dakota’s future growth in the state is projected to be more balanced with the state’s population increasing another 21 percent to 891,268 by 2029. The number of individuals age 65 and over is projected to grow 52 percent. Individuals in their prime childbearing years, age 25 to 44, are projected to increase 30 percent.

The assessment, conducted by the Center for Social Research and the Department of Agribusiness and Applied Economics at North Dakota State University, is available online at www.ndhfa.org.


CITY, COUNTY, & STATE LOTS IN 2015 SMALLEST ON RECORD Both Building Official Brady Blaskowski and Doug Lalim said they have noticed shrinking lot sizes. The median lot size of a new singlefamily detached home sold in 2015 dropped under 8,600 square feet for the first time since the Census Bureau’s Survey of Construction started tracking the series. An acre is 43,560 square feet, so the current median lot size is just under onefifth of an acre. Using a football field as a measuring stick, 5.6 median lots would fit between the goal lines of a football field in 2015.

Neither Bismarck nor Mandan track lot size, however both Building Official Brady Blaskowski and Doug Lalim said they have noticed shrinking lot sizes, which they credit to the desire to decrease special assessments.

“Our members and home buyers are beginning to get priced out of size and features due to the increasing impact of special assessments,” said BMHBA Executive Officer Dot Frank. The association is actively investigating options to help reduce the cost, which include municipal utility districts, reconfigured lot design and tweaks to traditional financing formulas.

ugust 25th was a refreshing early fall day as nearly 60 members turned out for the 9th Annual Sporting Clay Shoot at Capital City Sporting Clays. Members participated in redneck-themed games like the toilet seat ring toss and beer can shoot.

Recently Glen Haege, “America’s Master Handyman,” who writes for the Detroit News and has a local radio show, contacted the HBA of Southeastern Michigan to interview some builder members for a Sunday feature article. The HBA referred him to a large national builder for its perspective, but also wanted him to speak to smaller and mid-sized local builders as well.

Fortunately for Bob Tedesco, his company, Silverado Custom Homes, was one of them. Haege asked a few questions, highlighting Tedesco’s company information and the locations where it builds. Much to Tedesco’s delight, a home buyer brought a copy of the article to the Silverado model, toured, fell in love with the community, and signed a contract shortly thereafter.

“I would not have had this sale if I was not a member of the HBA,” Tedesco happily reported. “They passed our information along to Mr. Haege, and as a direct result, my subcontractors and suppliers have the additional work and income. “The article shows just one of the many benefits of belonging to an HBA,” he added. “Journalists, as well as potential home owners, want to go to a reputable source for information on home building, and the HBA is the best place to look and seek advice and information.”

Luckily for Silverado, it led to a direct sale, and perhaps more through contented clients’ recommendations, he said. But wait, there’s more: “I shared this article with my subcontractors to demonstrate that

The BMHBA Board of Directors presented Diane Zainhofsky, Executive Director of the Abused Adult Resource Center, with a big fat check on August 23. All funds were used to buy school supplies for children residing at Pam’s House, a shelter home for women and children who are victims of domestic violence. Thank you members for your generosity!

BMHBA staff and Amy Sornsin with TK Homes painted offices at two homes owned by Charles Hall Youth Services during the United Way’s Day of Caring on Aug. 10. In addition to painting, Sean Schosser with Diversity Homes converted an old bathroom to a new storage closet, with materials donated by ProBuild. Each year, the Missouri Slope Area Wide United Way calls on the Bismarck-Mandan community for volunteers to complete nearly 50 projects for service organizations, civic agencies, private non-profit agencies, and neighbors in need throughout the Bismarck-Mandan community.

although we often hear complaints such as ‘I don’t have time’ or ‘I don’t see the benefit’ when we try to recruit them as members, there is a direct payoff to the membership we receive,” he said.

Tedesco says he has open communication with his subcontractors and suppliers, and the story was another way for him to tell them about the benefits of having an HBA membership — and a great way to show his appreciation: “We were able to thank our subcontractors for the outstanding work that they do, and show them we appreciate their part in our sales.”

TRUMP VOWS TO CUT BURDENSOME REGULATIONS IN ADDRESS TO HOME BUILDERS Republican presidential candidate Donald Trump vowed to cut regulations that are hurting the housing and economic recovery. Speaking before more than 950 NAHB members and guests attending the NAHB Board of Directors Midyear Meeting in Miami, Trump said that overregulation is costing the economy $2 trillion per year.

“No one other than the energy industry is regulated more than the home building industry,” said Trump. “Twenty-five percent of the cost of a home is due to regulation. I think we should get that down to about 2%.”

Laying out his plan to create more jobs, lower taxes and reduce burdensome regulations, Trump said: “We will impose a temporary moratorium order on new agency regulations. We’ll cancel all illegal and overreaching executive orders signed by President Obama. We will eliminate all regulations that kill jobs. We will remove the bureaucrats that only know how to kill jobs and replace them with experts who know how to create jobs without regulations.”

As part of his program to spur job and economic growth, Trump promised a major tax simplification plan to reduce the tax code to three brackets and ensure that all small businesses will be taxed at no more than 15%.

“Everyone’s taxes will go down under my plan,” said Trump.

Additionally, Trump said he will end corporate inversions and repeal the estate tax, commonly referred to as the death tax. “I know so many families that have been destroyed by the death tax,” he said. “They end up losing their business or have to sell their business. Farmers are hit hard, housing companies are hit hard.” Noting that his father was a home builder, Trump expressed a deep affinity for the industry. “A home builder taught me everything I know,” he said. “There is no greater thing you can do. If you can build a home, you can build anything.”

More than 11,000 people viewed Trump’s address to the NAHB board via a live video feed. Trump’s speech to the NAHB board comes one day after Gene Sperling, a top economic advisor to Democratic presidential candidate Hillary Clinton, addressed the same group.

“We are very honored to have these national leaders address our members,” said NAHB Chairman Ed Brady. “Their presence at our board meeting conveys the important role that the nation’s housing industry will play in the upcoming elections and reaffirms that housing must remain a national priority.” NAHB does not endorse presidential candidates.

BUILD-PAC OPENS WAR CHEST FOR NOVEMBER ELECTIONS

To help elect pro-housing candidates in November, the BUILD-PAC Board of Trustees on Aug. 10 approved more than $500,000 in contributions to federal pro-business candidates running for office this fall.

Meeting during NAHB’s Midyear Board of Directors Meeting in Miami, the trustees also discussed how to increase fundraising efforts between now and Election Day, through state events across the country. “This election year is more important than ever for the housing industry. The outcome on Nov. 8 will set the stage for the future of housing,” said BUILD-PAC chairman Eugen Graf. “We need to work together as an industry to support our champions and advocates in Congress this fall.” As NAHB’s political action committee, BUILD-PAC helps elect the most qualified pro-housing, pro-business candidates to federal office. BUILD-PAC is bipartisan, supporting both Democrats and Republicans who help promote and protect the housing industry’s agenda.

BUILD-PAC’s Board of Trustees, comprised of 150 NAHB members throughout the country, determine which candidates receive support. During the 2014 election year, BUILD-PAC supported more than 370 pro-housing candidates, and 95% of these candidates won their seats in November.

NAHB also will begin endorsing Congressional candidates for the first time this fall, to help members identify the pro-housing candidates in their districts – and to remind members about the importance of participating in this election.


Gene Sperling, a top economic advisor to Democratic presidential candidate Hillary Clinton, said that housing will play an important role in a Clinton administration.

“For Hillary Clinton, growing middle-class jobs and middle-income security is the single lens in which she will judge economic policy,” Sperling said in an address to the NAHB Board of Directors at their Midyear Meeting in Miami. “What better helps the middle class than housing? Housing creates jobs in the United States. There is probably no other sector that creates jobs throughout income levels – from construction jobs to professional and servicing jobs.”

“Our challenge now is to never swing back to where we were, but to get to an equilibrium where people who are creditworthy can get the housing they need,” said Sperling. “This will lead to increased housing starts, construction and affordable housing, which we need in this country.” Sperling noted that the issue of housing finance reform is “really tough,” but

2ND QUARTER RESULTS SHOW 55+ MARKET STILL POSITIVE

It’s the ninth consecutive quarter with a reading above 50.

“Builders and developers for the 55+ housing sector continue to report steady demand,” said Jim Chapman, chairman of NAHB’s 55+ Housing Industry Council and president of Jim Chapman Homes LLC in Atlanta. “However, there are many places around the country facing labor and lot shortages, which are hindering production.” There are separate 55+ HMIs for two segments of the 55+ housing market: single-family homes and multifamily condominiums. Each 55+ HMI measures builder sentiment based on a survey that asks if current sales, prospective buyer traffic and anticipated six-month sales for that market are good, fair or poor (high, average or low for traffic). An index number above 50 indicates that more builders view conditions as good than poor.

“You need a backstop to ensure the United States of America still has a 30-year fixed mortgage,” said Sperling. “That is something that gives people the opportunity to become home owners in this country.” If Clinton is elected president, Sperling said she will: • Defend and expand the Low Income Housing Tax Credit.

• Encourage communities to implement land use strategies that make it easier to build affordable rental housing near good jobs by increasing funding for infrastructure banks and competitive grant programs. • Support common sense relief for community banks and make sure that any reforms level the playing field so that Wall Street banks do not have any advantages over community lenders. • Focus on a major infrastructure plan in which “she sees construction and housing as part of that larger infrastructure.”

Regarding the mortgage interest deduction, Sperling said that Clinton’s tax plan would retain the mortgage interest deduction but cap the marginal rate at which households can take their deductions at 28% “So for 98% of Americans, the mortgage interest deduction is completely untouched,” said Sperling. NAHB does not endorse presidential candidates.

TOP CLINTON ADVISOR CITES IMPORTANCE OF HOUSING TO THE ECONOMY

NAHB Chief Economist Robert Dietz, Associated Builders and Contractors (ABC) Chief Economist Anirban Basu and American Institute of Architects (AIA) Chief Economist Kermit Baker predicted continued growth for the construction industry in 2017 during a joint economic forecast. “Non-residential construction spending growth will continue into the next year with an estimated increase in the range of 3-4%,” said Basu. “Growth will continue to be led by privately financed projects, with commercial construction continuing to lead the way. Energy-related construction will become less of a drag in 2017, while public spending will continue to be lackluster.”

“Our forecast shows single-family production expanding by more than 10% in 2016, and the robust multifamily sector leveling off,” said Dietz. “Historically low mortgage interest rates and favorable demographics should keep the housing market moving forward at a gradual pace, but residential construction growth will be constrained by shortages of labor and lots and rising regulatory costs.”

HOUZZ RENOVATION BAROMETER REVEALS HOMEOWNER INTERESTS Houzz Inc. released the Q2 2016 Houzz Renovation Barometer, which tracks confidence in the home renovation market among industry professionals. The barometer reflected widespread quarterover-quarter confidence for all industry sectors including architects, designers, general contractors/remodelers, designbuild, specialty building/renovation and specialty landscape/outdoor, with readings of 63* or higher. Outlook for Q3 continues to be positive for all sectors. Year-over-year increases in business activity across all sectors tend to be driven by older homeowners. Half or more firms across all sectors report an increase in activity of homeowners ages 35-54 so far in 2016, relative to the same period in 2015 (46-58 percent). Projects from Baby Boomers have increased for many as well (36-51 percent). Unsurprisingly, projects from Millennials are increasing at a slower rate, with 21-28 percent of firms across all sectors reporting growth in projects from this age group.

Looking at other factors driving increased business activity, a third or more firms across all sectors report that more clients are purchasing high-end products in 2016 relative to the same time in 2015 (32-49 percent), and a quarter or more of firms are seeing more clients are tackling multiple projects at the same time (22-48 percent). In addition, half or more firms report an increase in year-over-year kitchen and bathroom renovations (46-58 percent).

A third or more firms across all industry sectors report increases in smart home technology installations and aging-related upgrades (32-45 percent and 30-45 percent, respectively). Many firms also experienced growth in energy efficiency upgrades and eco-friendly/green projects (27-41 percent and 19-46 percent, respectively).

“Barometer readings over the past six quarters have shown consistent confidence in the home renovation industry, despite slight softening in some sectors,” said Nino Sitchinava, principal economist at Houzz. “The increase in Baby Boomer and Gen Xer activity, as well as an uptick in kitchen and bath activity, is consistent with our recent insights from other studies of homeowners and are a great sign of the vitality of our industry.”

STREAMLINED CLEAN WATER ACT PERMITS IN JEOPARDY While a new definition for “waters of the United States” (WOTUS) is still on hold, it’s the elephant in the room for home builders and developers, NAHB told the Army Corps of Engineers in response to its proposal to reissue Clean Water Act Section 404 nationwide permits. The Environmental Protection Agency expansion of its WOTUS definition, if allowed to go forward, will jeopardize the residential construction industry’s ability to obtain streamlined permits.

With existing nationwide permits (NWPs) set to expire March 18, 2017, the Corps proposed the permits be reissued and modified. NWPs authorize residential developments, utility lines and linear transportation projects, among other activities that have minimal impacts to wetlands, ponds and streams that the federal government has determined to be WOTUS.

Many NWPs have threshold disturbance limits. For instance, NWP No. 29 for Residential Developments authorizes up to ½-acre impacts to WOTUS.

If a project exceeds this limit, the owner must obtain an “individual” permit granted by the Corps on a case-by-case basis only after a rigorous review process, including public notice and permit conditioning.

Builders and developers rely on NWPs for a much faster and cheaper authorization process: For example, a 2002 study found that it takes an average of 313 days and $28,915 to obtain an NWP, while the average time and cost to secure

an individual permit were 788 days and $271,596. NAHB’s comments on the proposal to reissue the NWPs focused largely on the interplay between the new WOTUS definition and the impact limits for the streamlined permits.

If the WOTUS rule takes effect and federal jurisdiction expands to increasingly marginal “waters” – including channels that only flow when it rains, isolated ponds and most ditches – it will be increasingly difficult for builders and developers to avoid and minimize impact. As a result, more activities will exceed the NWP eligibility thresholds, and applicants will be forced to rely upon expensive individual permits. “Simply put: More WOTUS equals more individual permits,” said NAHB Environmental Policy Program Manager Owen McDonough. That will have a huge hit on housing affordability, but do little to protect the environment.

To avoid this undesirable result, NAHB urged the Corps to propose a new rule that limits federal jurisdiction and aligns with the intent of Congress and the rulings of the Supreme Court. And, due to the nationwide stay of the WOTUS rule, NAHB stressed that the Corps should clarify that the rule’s provisions and definitions do not apply to the new NWPs when they are issued. In the meantime, NAHB ─ along with farmers, states and others ─ continues to challenge the WOTUS rule in the courts.

Sales of newly built, single-family homes rose 12.4% in July from a downwardly revised June reading to a seasonally adjusted annual rate of 654,000 units, according to newly released data from HUD and the Census Bureau. This is the highest reading in almost nine years.

“This rise in new home sales is consistent with our builders’ reports that market conditions have been improving,” said NAHB Chairman Ed Brady. “As existing home inventory remains flat, we should see more consumers turning to new construction.” “July’s positive report shows there is a need for new single-family homes, buoyed by increased household formation, job gains and attractive mortgage rates,” said NAHB Chief Economist Robert Dietz. “This uptick in demand should translate into increased housing production throughout 2016 and into next year.”

The inventory of new homes for sale was 233,000 in July, which is a 4.3-month supply at the current sales pace. The median sales price of new houses sold was $294,600. Regionally, new home sales rose by 40% in the Northeast, 18.1% in the South, and 1.2% in the Midwest. Sales remained unchanged in the West.

The housing inventory in the Bismarck-Mandan and surrounding area has grown steadily from where it was during the growth years. Inventory has increased each year for the past several years (comparing July 31 of each year).

Miami Minutes Wow, what a great couple of days we had in Miami at the NAHB Midyear Meetings. A big thank you to all those who took time out of their schedule and made it to the meetings to represent North Dakota. I came home with a number of different thoughts and would like to share them with you. Arnold Karsky NDAB President

With less than 100 days till Election Day, it was encouraging to see that our industry is starting to get the national attention. Throughout this year I have noticed that our Local, State, and National Elected Officials have started to reach out to us to gain our thoughts and ask us what we think on key Housing Topics. On one of our days in Miami, we had a Special Address by Gene Sperling, Chief Economic Advisor to Presidential Candidate, Secretary Hillary Clinton and then, the following day, we were able to listen to a Special Address by Presidential Candidate Donald Trump. It was great to see that both sides are talking housing and are starting to understand that when housing is thriving our national economy is thriving. We need this thought process to be getting out to our elected officials at every level, Local, State, and National. We need for our members to become informed and find out who is PRO HOUSING and then these are the people that we need to elect. When 25% of the cost for a single family home is regulation cost, we need the increased regulation costs to stop. Our elected officials have to understand that they are adding to the cost of the American Dream of owning a home every time they add regulations, codes, and other permits. So I ask you to become informed and vote PRO HOUSING when you are voting this election cycle. Membership involvement is one area that I see is affected at all three levels of our association. Throughout this year I have talked with many people about this topic (membership involvement) and this is one of the top topics that I came across at the NAHB Midyear meetings. At the meetings it was discussed many times, how do we get involvement at the local, state, and the national level? How do we get buy in from our members, both Builder and Associates. If you really take the time and look at what our association is doing, you will understand that it is easy to become active in our Association at every level. With IBS going to Orlando this year I encourage you to take time this year and take in the show. While you are there take a little extra time and join us in a meeting or two. Get registered in August and receive some savings with the early registration credits. I ask that if you plan to go give a call to your local EO and see how you can benefit from the meetings that are scheduled. Lastly, I ask you to think about both topics and do a little thinking. With the elections coming up soon don’t just pull the D button or the R button, vote PRO HOUSING. With membership involvement, take a little time and think about your membership and how YOU can become involved. Arnold

In August, members of the North Dakota Association of Builders along with various members from across the nation gathered in Miami, FL for the NAHB Mid-Year Board of Directors meetings. Schedules quickly changed as it was announced there would be a couple of special guests addressing the members including Gene Sperling, Democratic presidential candidate Hillary Clinton’s chief economic advisor and possible Treasury Secretary and Republican presidential candidate Donald Trump. Below is a summary from NAHB on where both presidential candidates stand on housing issues:

Donald Trump. Having worked as a real estate developer during his entire adult life, Trump knows the challenges that developers face, whether navigating local zoning laws, obtaining permit approvals or dealing with statewide building codes and environmental requirements. However, he has never served in public office, nor has he issued any official position papers on housing. In stump speeches across the nation, Trump has talked about the need to rein in burdensome and unnecessary regulations to spur job and economic growth. Many of the regulatory barriers that inhibit commercial construction also pertain to the housing sector. In recent meetings with Trump and the Trump Leadership Council in New York and Cleveland, NAHB discussed the important role that housing plays in the economy and the policies that will allow home owners, renters and builders to succeed in America. In addition to providing the campaign briefing papers on the key issues affecting housing – including tax reform, regulatory reform, housing finance reform and other key concerns – NAHB has provided several policy questions that highlight housing’s important role in our dynamic economy. We have encouraged Trump to answer these queries and assured him that all responses will be published in their entirety for our members to review. Hillary Clinton. NAHB has met with Clinton campaign leaders and provided them with policy briefs on a range of issues important to the housing industry. NAHB also provided Clinton the same questionnaire delivered to Trump. Clinton has released a set of housing proposals that draw heavily from specific recommendations that the association proposed in meetings with her policy advisers. These include ideas for removing barriers to sustainable homeownership by improving credit availability for consumers. The Clinton plan proposes a match for down payment savings and the use of a new generation of credit scoring methods. It also recognizes the value of homeownership counseling, which NAHB strongly supports. Other ideas in the Clinton economic revitalization agenda that NAHB supports include proposals to bolster the supply of affordable rental housing by increasing the supply of Low Income Housing Tax Credits and by removing local barriers to such housing production. The plan also highlights the importance of job training and apprenticeships as a path to economic opportunity, which the housing sector has a tremendous capacity to provide. While NAHB is pleased to see Clinton acknowledge the significant role that housing plays in our local communities and economy, we will continue to work with her campaign on issues we disagree on. For example, NAHB believes the plan’s emphasis on connecting housing support to economic opportunity in high-poverty communities may limit the economic benefits of the proposals. During her time in the Senate from 2005-2008, Clinton opposed NAHB on issues related to comprehensive immigration reform, the estate tax and class action reform. She did, however, support NAHB in urging passage of the Housing and Economic Recovery Act of 2008, legislation to provided needed housing reform and address the subprime mortgage crisis. Clinton also opposed efforts by the Bush Administration to cut funding for the Community Development Block Grant program and move the program to the Department of Commerce.
