President’s Letter

I

’m sorry I missed you at the Spring Awards Mixer. I heard that a good time was had by all and that several members stepped off a time machine prior to making their way to the event. The Parade and Events Committees pulled off two back-to-back events last month: one that raised awareness of new construction; and another that raised glasses to award-winning builders.

Of course, I’m talking about the Spring Parade of Homes and the Spring Awards Mixer. The Parade of Homes drove more than 2700 adults to tour 44 home throughout Bismarck, Mandan and Lincoln. Individual homes reported that up to 1,700 people stolled through their site during the four-day event. At the end of the day, the association aims to drive business for our members and I’m excited to share that surveyed members said two Parade homes sold during the event and five other sales are attributed to the Parade. The Spring Awards Mixer brought more than 100 members together to celebrate the Parade’s success and acknowledge the People’s Choice Award winners. Congratulations Verity Homes, Triton Homes, Diversity Homes, Bismarck State College, Sattler Homes, Huntington Homes, Pinnacle Homes, Hallmark Homes and Milestone Builders on taking the title in your respective price category. As we congratulate local graduates, I encourage each of you to consider making a contribution to the association’s scholarship fund. Soundproofing for In-Home Media: The Basics There’s a saying among home cinema designers: “Want a movie room that’s just like the Cineplex? Add some crying kids and throw some gum on the floor.” A dedicated home theater — a room specifically designed for watching movies, televised sports, shows, and even gaming — can make for a better viewing experience than a commercial theater.

A critical element to constructing the ideal home theater — as well as high-end listening rooms, home recording studios and musician’s practice rooms — is sound isolation. This requires soundproofing techniques that keeps sound both in and out.

It’s in the Walls

Low-frequency soundwaves are long and can easily pass through standard stud-and-drywall construction, which means that without the right insulation, everyone in the house (and perhaps even the neighborhood) will know when the Death Star’s been blown up. Sound absorption devices, bass traps and diffusers won’t lock sound in — although they can improve the sonic experience of the room itself greatly. Likewise, the racket of a nearby laundry room or the hum of a furnace or AC unit can invade the viewing or listening area, robbing the user of that immersive vibe that should come with a good reference system. Adding mass is one trick, and the easiest way to accomplish that is to double-up on drywall. Damping products such as mass-loaded vinyl barriers can also help. One technique for true audio connoisseurs that’s especially effective is “decoupling” the room’s walls. The options here include double-framing — building two walls back-to-back with a gap between — or staggered-stud wall construction.

Another option: Isolation “clips.” The clips include a rubber bushing on one side that rests against the studs while the opposite side of the device has a bracket that clips to a rail, or “hat channel,” which supports the room’s drywall.

Machine Noise

There are other considerations here as well: Many dedicated home cinemas make use of a two-piece system — projector and screen — and the projector’s fans can be noisy. As a result, equipment is often placed in an adjoining room, or an isolated box is constructed to house the projector. Amps often need cooling fans too, and racks with those devices designed specifically for electronics can be stashed cleverly with the right forethought. No matter the solution, the equipment must be easily accessible for servicing and upgrades, and devices that deliver content (Blu-ray players and gaming consoles) may need their own space in an area that’s easily reachable. Since a perfect home cinema is a tight, windowless room, HVAC systems designed for minimum noise and maximum comfort are a key consideration, too.

Outlets and switches can be points that leak sound in both directions. Fortunately, a variety of products to mitigate noise are available from “putty pads” that surround electrical boxes to seals that sit right behind outlet covers and switch plates. All noxious weeds and/or overgrown vegetation must be cut or sprayed by May 1, June 1, July 1, August 1, September 1 and October 1, and must be maintained under the 6-inch maximum height.

Any failure to comply with this notification will result in the property being cut and/or sprayed by the city with the cost being added to your special assessments. If you are planning to spray your property instead of cutting it, you must notify the weed officer at (701) 667-3264 or your property will be cut with the cost being added to your special assessments.

BISMARCK BEGINS UTILITY RATE STUDY

The presentation included the following:

Community stakeholder meetings were held May 24 to discuss the utility rate study Bismarck has contracted. The meetings began with a presentation from Stantec, the contracted consultant, and followed with a question and answer period and discussion. The purpose of the community stakeholder meetings was to seek public input from community stakeholders about the water, sewer, and stormwater rates included on the City of Bismarck Utility bill.

• Background information regarding water and sewer utilities including common challenges and opportunities facing the industry

• Overview of foundational concepts related to utility financial management and establishment of rates, including characteristics of an enterprise fund, user fees, and initial capital cost recovery mechanisms • Overview of the industry standard approach to establishing utility rates including identification of system revenue requirements, cost allocation, and user fee design

• Presentation of current rate and fee structures of local utilities and discussion of community objectives • Question and answer period seeking questions, ideas, objectives and concerns from attendees Bismarck City Utility Operations staff were available to address questions.

STUDENT-BUILT HOUSE IS A SUCCESS This school year, Bismarck Public Schools (BPS) carpentry students at the Career Academy traveled to a job site to construct their house project. Director Dale Hoerauf says the houses used to be built at the Career Academy but became difficult and expensive to move. The BismarckMandan Home Builders Association (BMHBA) worked to find a buyer and lot for the home and simultaneously connected BPS to its member builders and developers for an on-site construction opportunity. Developer and BMHBA member Chad Wachter worked with the program to build a home on one of his lots in southwest Bismarck. At the Bismarck School Board meeting, Wachter said, “This was one of the best experiences I’ve ever had working with a public agency. The house turned out great, the students did an incredible job, and Bismarck Public Schools was great to work with.” Wachter said he enjoyed working with the students and a couple of them have asked about summer jobs and internships. “I had an opportunity to interact with students and it was fun; a lot of really, really smart students in Bismarck Schools.”

As part of the partnership, profits from the sale of the home over and above expenses were put back into the Carpentry program or given as scholarships. The house at 3524 Meridian Drive will sell for around $310,000, so scholarships of $2,000 each were given to three carpentry students to help defray the costs of college. Hoerauf says the program was so successful that enrollment in carpentry class has doubled for this coming school year. This year, 33 students worked on the house, including 13 Interior Design students from the Family and Consumer Science Class. This summer, high school horticulture students will work on the grounds around the home. The Bismarck Mandan Home Builders Association played an important role in the project. BMHBA worked to get last year’s house sold and moved, then worked with the carpentry program to connect BPS with the builder/developer to make arrangements to build the house on a lot versus at the school campus.

BISMARCK & MANDAN HOST STORMWATER TRAINING Stormwater management staff from the cities of Bismarck and Mandan, along with the North Dakota Department of Health, hosted stormwater training in May. Stormwater Program Manager Terry Halstengard shared the following as a follow-up to the event:

The City of Bismarck’s new stormwater permit is available online at bismarcknd. gov/1177/Stormwater-Management permit, for residential you’ll fill out the SM-02 and for commercial you’ll fill out the SM-03. If you fill out on eTRACKIT, it will be automatically sent to Terry, if not using eTRACKIT email it to thalstengard@bismarcknd.gov and he will put it in the system and the office will bill you.

The North Dakota Department of Health’s new site offers electronic forms at deq. nd.gov/WQ/2_NDPDES_Permits/7_Stormwater/stw.aspx. A notice of intent (NOI) is needed when building in an area that you have not developed, buying lots in a development is when you need to have an NOI.

One follow up on inlet bags, received a few phone calls on something I said. I’m not asking you to take them out every time it rains, I ask on commercial projects that you remove them on weekends that we know heavy rains are coming. If the forecast for the weekend is down pouring rains, make sure your gutters are clean and all other BMP’s are working then pull the bags for the weekend this will limit the flooding that occurs on projects and reduce complaint calls; then throw them back in on Monday. Rain gauges, like I said we have rain gauges in all 4 corners of the City of Bismarck I will send an email out to everyone letting you know if we received over a ¼” in the 24hr period.

EMPLOYER SURVEY TO ASSESS EMPLOYMENT SHORTAGE

Gov. Doug Burgum and Labor Commissioner and Job Service North Dakota Executive Director Michelle Kommer announced a new survey asking North Dakota’s employers to identify their most pressing workforce issues. Survey results will provide valuable input for workforce development recommendations to the governor. The survey, a first-of-its-kind for North Dakota and part of a wider workforce research study, is being sponsored by the North Dakota Workforce Development Council (WDC) and the Greater North Dakota Chamber (GNDC). Employers can access the survey online at surveymonkey.com/r/NDWF2018Survey. For the next two weeks, North Dakota’s employers are encouraged to give their input on the challenges they face.

“Workforce is one of the three pillars of our Main Street Initiative and the single biggest barrier to our economic growth, and we needed a new way of finding solutions to this critical challenge,” Burgum said. “The uniqueness of this approach is that it is based on priorities derived from detailed data and evidenced-based research. That’s why it’s so important for all North Dakota employers to complete this survey.” “There are more than 14,000 open jobs posted with Job Service North Dakota,” Kommer said. “We estimate the actual number of job openings is significantly larger, and the needs in our near future could be double that figure. We need a workforce capable of meeting North Dakota’s unique and evolving needs in the 21st century. But first we need to identify and prioritize those needs.”

According to Kommer, partnering with the GNDC on this project was essential to executing an employer survey of this size and importance.

“With our strong base of large and small member businesses throughout the state, we were excited to partner with the WDC on this important research project,” said GNDC President and CEO Arik Spencer. “We believe this collaborative effort will maximize our pooled resources and reach the employers we need to fill out this critical survey.” The two-week survey will be monitored daily, and results will be evaluated for trends and patterns by the Center for the Study of Public Choice and Private Enterprise at North Dakota State University. BMHBA NEWS DEFOREST GRADUATES BMHBA’s Membership Services Director Tracy DeForest graduated from the BismarckMandan Chamber of Commerce’s Leadership Bismarck-Mandan (LBM) program. DeForest is one of 17 students selected to participate in the annual program.

The program exposed DeForest to a multitude of community movers and shakers to which she now joins the ranks. LBM students teamed up to take on a community project that served as the culmination to the months-long program. DeForest and her peers created a comprehensive community events calendar that will be professionally managed by a local internet company.

EVENTS IMPROVEMENTS PLANNED FOR LEVEE

2018 Calendar of Events

A study recently performed by the Federal Emergency Management Agency (FEMA) shows the Heart River levee system is insuffi cient for continued accrediation in the event of an ice jam during a 100-year run-off event. The levee system runs from the second railroad bridge west of Mandan through the city to where the Heart connects with the Missouri River.

Properties within the levee system will continue to be certified by FEMA for 100-year fl ood protection, but could lose this status if changes aren’t made. FEMA indicates if the project continues as planned there should not be a concern for decertification.

“The levee is as strong as it has ever been and undergoes ongoing maintenance regularly,” said Bill Robinson Lower Heart Water Resource District (LHWRD) chair.

“Hard fl ood protection is always in place.” The current height of the levee system is adequate for a free-flowing flood (without ice). Robinson assured City Commissioners during a spring meeting that this is not a dire situation. The key of the project is to maintain property values, avoid flood insurance, continue with development and protect investments. The levee is approved with the Army Corps of Engineers but has issues that need correcting. The LHWRD is currently fi xing these issues related to encroachments through developments and tree growth. It’s critical to maintain the approved status to be eligible to receive federal funding should a fl ood occur and the levee be damaged. Proposed changes would move the levee at the Youth Corrections Center side to the west and widen the path about 30 yards from the Highway 6 bridge to Sitting Bull bridge. An overfl ow channel would then be built to bypass the trolley bridge and curved area south of the bridge for water to fl ow in the event of ice jams. The cost of the proposed improvements is estimated at $36 million. The LHWRD is working with the State Water Commission for a cost-share program of about $15 million. The current timeline has construction in years 2020 and 2021, with the local funding portion of the cost-share expected to be defi ned by October 2018. TheLHWRD will meet with the State Water Commission in June and will continue tomeet with City officials and update the commission as information becomes available.

AGING-IN-PLACE REMODELING ON THE RISE Certified Aging in Place (CAPS) educational designation, the benchmark for remodelers, occupational therapists and other specialists who want to help their clients live safely in their current homes. Moreover, the CAPS education was recently revised to reflect the availability of new products and methods.

Now, a survey of NAHB Remodelers finds that preference among home owners to age in place is resulting in a significant boost to home improvement projects.

When asked about the frequency of customers calling to request aging-in-place home modifications, more than half (52%) of remodelers said those calls occur “often” or “very often.” And that portion has grown significantly in recent years — up from 32% in 2012, and with a particularly abrupt 10-point jump between 2017 and 2018.

AARP surveys consistently demonstrate that older Americans overwhelmingly prefer to stay in their own homes as they get older. That’s a major driver in the continued growth of the NAHB

While “desire for better/newer amenities” and “need to repair/replace old components” still lead the list of reasons, the jump in the aging-in-place answer is notable, said NAHB economist Paul Emrath. However, “the uptick in aging in place is not entirely surprising, given the ongoing growth in the nation’s older population,” he writes in a recent Eye on Housing blog post. However, he writes, all the reasons cited “could, in part, be a response to higher construction costs for new homes and a low inventory of existing homes available on the market.” See all results in the first quarter 2018 survey report at https://goo.gl/Gc2sAe.

HBA CAMPAIGN SCHOOL AN INCUBATOR FOR PRO-BUSINESS CANDIDATES If you want to create a business-friendly climate in your community, you can vote for candidates who support your issues and hope they win. Or, you can recruit and train those candidates to successfully campaign for public office. The Master Builders Association of King and Snohomish Counties (MBA) in Washington state has been offering a campaign school for several decades to help pro-business candidates run effective campaigns at various levels of government in the Puget Sound region.

This year, the MBA expanded its efforts and launched the Evergreen Campaign Institute (ECI), in partnership with a local utility and the Rental Housing Association. The six-month program covers a range of important topics, including state government and legislative issues; grassroots training and organization; mock campaigning; leadership development; and message and media training.

The institute, which began in January, has 12 participants, including small business owners, recent college graduates and local board members looking to increase their skills. At least two of ECI’s graduates will be running for the Washington State House of Representatives this year. Others are considering running for local city council and school board seats.

“We are very proud that one of our past graduates is now a Washington state senator who sponsored key legislation that allows for the administrative approval of plats, saving builders in some cases as much as three months in permit processing. This success alone has proved the campaign institute’s tremendous value,” said MBA Executive Director Kat Sims. For other HBAs that may be interested in setting up similar programs, the key is to “focus on quality presenters and foster lively interaction among the participants,” said MBA Senior Policy Analyst Allison Butcher, who helps run the institute. A recent ECI class included a presentation from Michael Bezruki, NAHB’s director of grassroots programs, who stressed the importance of grassroots tactics, including opinion leader files, volunteer action and candidate endorsements.

NAHB offers a state and local advocacy training program to help HBAs develop their own advocacy efforts and political activities. NAHB’s Guide to Building a Successful Local Advocacy Program provides guidance and key steps to establish your HBA as a leader in your community.

HUD UNVEILS OVERHAUL OF RENTAL ASSISTANCE PROGRAMS

The Department of Housing and Urban Development has announced a major overhaul of its rental assistance programs, including Section 8 Tenant-Based Rental Assistance, Section 8 Housing Choice Vouchers and Section 8 Project-Based Rental Assistance, to help the agency meet its budget goals. • Increasing the amount that low-income households pay for rent.

• Permitting public housing agencies and private owners to establish minimum work requirements for non-elderly and non-disabled families who are receiving rental assistance. • Establishing a “core rent” proposal where Public Housing Agencies and owners would only be required to verify income every three years rather than annually. These programs currently help more than 4.5 million families, enabling them to keep their overall housing costs at roughly 30% of their income, with subsidies picking up the rest.

The Trump administration’s proposal would increase the typical rent contribution from 30% of adjusted income to 35% of gross income. Another measurement to calculate the minimum rent contribution would be 35% of earnings based on working at least 15 hours a week at the federal minimum wage. HUD is also seeking to eliminate deductions for medical and child care costs when determining a tenant’s rent.

BUILDER CONFIDENCE CLIMBS TO 70 IN MAY Builder confidence in the market for newly built single-family homes rose two points to 70 in May after a downwardly revised April reading on the NAHB/Wells Fargo Housing Market Index (HMI). This is the fourth time the HMI has reached 70 or higher this year. “The solid May report shows that builders are buoyed by growing consumer demand for single-family homes,” said NAHB Chairman Randy Noel. “However, the record high cost of lumber is hurting builders’ bottom lines and making it more difficult to produce competitively priced houses for newcomers to the market.” “Tight housing inventory, employment gains and demographic tailwinds should continue to boost demand for newly built single-family homes,” said NAHB Chief Economist Robert Dietz. “With these fundamentals in place, the housing market should improve at a steady, gradual pace in the months ahead.” Derived from a monthly survey that NAHB has been conducting for 30 years, the HMI gauges builder perceptions of

FEMA and the Department of Homeland Security have released a series of videos to explain the changes to the National Flood Insurance program announced last month.

Some of the changes are designed to provide “a better customer experience for policyholders,” FEMA said, while other changes continue the implementation of the Biggert-Waters Flood Insurance Reform Act and Homeowner Flood Insurance Affordability Act.

current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI chart gauging current sales conditions increased two points to 76 in May while the indexes measuring buyer traffic and expectations in the next six months remained unchanged at 51 and 77, respectively.

Looking at the three-month moving averages for regional HMI scores, the West and Northeast held steady at 76 and 55, respectively. That complexity is reflected in the number and variety of professions represented among the ranks of NAHB’s Associate members, who account for roughly two-thirds of total membership. The largest share of Associate members – 41% – are subcontractors or specialty trade contractors, according to the 2017 annual member census conducted by NAHB’s economics department.

The remainder of Associates work in five broad categories: professional specialties, retail dealerships/distributorships, financial services, wholesale dealerships/distributorships, and “other” activities. According to NAHB analysis, 12% of Associate members work in professional specialties such as accounting, engineering and legal services. About 11% work in retail dealerships and distributorships.

Another 9% are employed in various financial services including commercial banking, mortgage banking and insurance or title companies, and 5% work in wholesale dealerships or distributorships. Again reflecting the complexity of the home building process, 21% of Associate members are employed in other fields such as property management, real estate, utilities and manufacturing.

Since NAHB started profiling its members in 2008, there has been little change in the percentage of members working in five of the six professional categories. The only category showing any significant change is subcontracting, which increased from 34% in 2008 to 41% last year. The analysis also found that in 2017, Associate members had a median of 11 employees on their payrolls, the highest number since the inception of the Associate census.

The median annual company revenue among Associate members was $2.6 million. However, revenue levels varied greatly. Almost a quarter of Associates (23%) reported annual revenues under $500,000. The largest group (31%) reported incomes of $1 million to $4.99 million.

The median age of Associates was 56, a number that has increased steadily since 2008 when the median age was 50. More than half of Associate members (52%) have earned a bachelor’s degree or higher, and the same percentage have been NAHB members for 10 years or more. June 2018 | Building Buzz

RISING INCOMES BOOST HOUSING AFFORDABILITY IN 1ST QUARTER Strong wage growth more than offset an increase in mortgage interest rates to boost nationwide housing affordability in the first quarter of 2018, according to the NAHB/ Wells Fargo Housing Opportunity Index (HOI) released today.

In all, 61.6% of new and existing homes sold between the beginning of January and end of March were affordable to families earning the U.S. median income of $71,900. This is up from the 59.6% in the fourth quarter of 2017. “Continued job growth, rising wages and strong consumer confidence are fueling housing demand. In turn, this should lead to more buyers entering the housing market in the coming months,” said NAHB chairman Randy Noel. “However, builders continue to face chronic labor and lot shortages, rising prices for building materials and excessive regulations.”

“At the national level, median family income rose an impressive 5.7% to $71,900 in 2018 from $68,000 last year, and this wage growth helped to boost housing affordability,” said NAHB chief economist Robert Dietz. “A growing economy, along with tight inventories and increasing household formations, will lift housing production in the year ahead. But we also expect mortgage rates to continue to rise, and this will place downward pressure on affordability.” Average mortgage rates jumped by nearly 30 basis points to 4.34% from 4.06% in the fourth quarter of 2017.

Of the 237 metropolitan areas recorded in the first quarter HOI, 167 markets registered a gain in affordability from the fourth quarter of 2017, 68 posted a loss and two were unchanged.

Youngstown-Warren-Boardman, Ohio-Pa., was the nation’s most affordable major housing market. There, 90.9% of all new and existing homes sold were affordable to families earning the area’s median income of $60,100. Meanwhile, Cumberland, Md.-W. Va., was rated the nation’s most affordable smaller market, with 98.5% of homes sold in the first quarter being affordable to families earning the median income of $55,500. Rounding out the top five affordable major housing markets in respective order were Indianapolis-Carmel-Anderson, Ind.; Scranton-Wilkes Barre-Hazleton, Pa.; Toledo, Ohio; and Harrisburg-Carlisle, Pa. Smaller markets joining Cumberland at the top of the list included Springfield, Ohio; Elmira, N.Y.; Wheeling, W.Va.-Ohio; and Fairbanks, Alaska, which also posted a fifth place tie with Binghamton, N.Y. REMODELERS’ GOODWILL OPENS A WORLD OF POSSIBILITIES FOR AILING BOY

NAHB Chairman Randy Noel used the Spike Prospect Rolodex to recruit seven new members recently, earning him the top spot in Region D. Noel has now challenged the NAHB Executive Board to get out and recruit new members. “I used the rolodex to review my contractors. I found 12 of them weren’t members, so I sent them letters asking them to join and support my work protecting their industry. Seven of them joined right away,” Noel said.

Matt Byrd uses the rolodex, too. “I thought about the needs of our chapter and made a list of vendors from the rolodex who would meet those needs. After I explained to new recruits how NAHB membership could benefit them and their businesses, they were sold,” he said.

It could happen to anyone, and yet, it happened to a very happy, active young boy: A single tick bite would lead to years of pain and declining mobility for then 10-year-old Troy Murphy of Unionville, Conn.

Troy has suffered severe effects of Lyme Disease and other related infections stemming from that tick bite. Until recently, he was bedridden and unable to attend school, eat solid foods or even sit upright.

Thankfully, the Home Builders & Remodelers of Central Connecticut remodelers council knew just what to do: Through a partnership with Amy’s Angels — a local non-profit that provides financial support to those with short or long-term medical needs — several council members banded together to construct a wheelchair ramp to the exterior of the Murphy’s home.

On May 1, 15 remodelers council members from 12 companies donated their supplies and expertise, and together they completed the ramp in less than five hours. While the project was a great start to National Home Remodeling Month in May, it will be a long-lasting benefit to Troy and his family, who were all extremely grateful for everyone involved. “[The wheelchair ramp] opens a whole new world of possibilities for Troy,” said Alison Murphy, Troy’s mother. “He’s so excited to get outside.”

There’s been a lot of talk in the news lately about Millennials delaying marriage, kids and homeownership. So, it would be easy to think that perhaps the traditional American dream of owning home is changing. In fact, the opposite is true: Research shows that homeownership remains a goal for the vast majority of American renters.

A recent survey by Freddie Mac revealed that 91% of renters believe homeownership is something of which to be proud. And, younger renters are making plans to buy homes in the near future. In fact, nearly half of renters in the 25-to-34 age bracket – and nearly 60% of renters ages 35 to 44 – indicate that they plan to buy a home in the next three years. Benefits of Homeownership These would-be buyers recognize the many benefits to homeownership, including the fact that homeownership is a primary source of net worth for many Americans, and is an important step in accumulating personal financial assets over the long term.
