ACCESSING CITY HALL - 151 MARTIN STREET

The City Hall lobby remains accessible to the public through the Martin Street entrance on the north side of City Hall during regular business hours, Monday-Friday from 8:00 a.m. - 5:00 p.m.

Main floor services including the Clerk’s and Treasurer's offices are accessible. Necessary inperson meetings between City Hall employees and the public take place at a designated location on the main floor of City Hall Social distancing of six feet should be maintained during all in-person meetings The Police Department lobby entrance on the east side of City Hall on Pierce Street continues to operate as the point of contact for all off-hour requests.

MASKS

The city recommends members of the public wear a mask if they have been exposed to COVID-19 or have a respiratory illness. City staff, City Commission and all board and committee members must wear a mask if they have been exposed to COVID-19 or actively have a respiratory illness. The city continues to provide KN-95 respirators and triple-layered masks for attendees.

SPECIAL SIREN TEST: MARCH 22 AT 1 P.M.

Oakland County’s annual special siren test will take place at 1:00 p.m. on Wednesday, March 22, 2023. When the National Weather Service issues a Tornado Warning or a Severe Thunderstorm with damaging winds at or greater than 70 mph for Oakland County, the sirens are activated. Oakland County has 275 outdoor warning sirens located throughout Oakland County.

S. ETON CONCEPTS TO BE REVIEWED MARCH 2

MULTI-MODAL TRANSPORTATION BOARD MEETING

The Multi-Modal Transportation Board will consider design concepts for the South Eton Resurfacing Project during their meeting on Thursday, March 2, 2023 at 6 p.m. in the City Commission Room at City Hall, located at 151 Martin Street.

The construction project will take place on South Eton Street between 14 Mile Road and Yosemite Boulevard beginning in the spring of 2024 View detailed information and design concepts in the agenda packet and at www.bhamgov.org/mmtb.

UPGRADED PARKING EQUIPMENT UPDATE

New equipment is being installed at the city's parking structures to create an expedited easy-in, easy-out experience for all parkers. Equipment and software by TIBA Solutions provides cloud-based kiosks with user-friendly, contactless entry and convenient payment options.

The following is an estimated timeline for parking equipment upgrades:

Chester Street Garage: January 2023 (complete)

Pierce Street Garage: January-February 2023 (complete)

Peabody Street Garage: February 2023 (complete)

Park Street Garage: March 2023

N. Old Woodward Garage: March 2023

Transient parkers (those without a monthly parking pass) may enter and exit using a credit card, or they may pull a ticket at entry and scan the ticket upon exiting. As always, parkers will enjoy two hours free in all structures.

The new system offers multiple forms of payment, such as debit/credit card (insert or tap to pay), Apple Pay and Google Pay. In the near future, the equipment will also integrate with the ParkMobile app. Monthly parking pass holders will have the option to access the structures by scanning a new parking pass, or use the TIBA Mobile Access App.

The City of Birmingham and surrounding communities have recently seen an increase in crimes involving unlocked vehicles, often with the vehicle keys left inside As a result, there has been a rise in reports of items being stolen from inside these unlocked vehicles and vehicles being stolen Criminals will always take advantage of an easy opportunity.

Please remember to lock your vehicle doors, remove any valuables including your keys and report any suspicious activity to the police department immediately The Birmingham Police Department values our community partnerships and together we can work to reduce, deter and protect against criminal behavior.

FREE IN HOME SAFETY EVALUATION FROM THE BIRMINGHAM FIRE DEPARTMENT

The Birmingham Fire Department is continuing its dedication to Community Risk Reduction (CRR) by offering a free in home safety evaluation. These home safety evaluations are to make sure all smoke detectors, explosive gas alarms and carbon monoxide (CO) detectors are in proper working order, are within the usage date, and also to ensure they are installed properly in the best location for your safety The Birmingham Fire Department has free smoke and CO detectors available for those who are in need of assistance Home safety evaluations are offered to any Birmingham resident. GENERAL ELECTION ON NOVEMBER 7, 2023

Birmingham will hold a General Election on Tuesday, November 7, 2023. At this time, four Birmingham Commissioner positions for a 4 year term and three Birmingham Library Board positions for a 4 year term will be on this ballot. The petition and candidate filing deadline for the November 7, 2023 General Election is 4 p.m. on July 25, 2023. SUNDAY, MAY 21 STARTING AT 1 P.M.

Planning is picking up steam for the 2023 Celebrate Birmingham Hometown Parade on Sunday, May 21 at 1 p.m. Community groups, local businesses, dance teams, scout troops, children and adults of all ages are encouraged to march in this year's parade. It’s a great opportunity to spotlight your group!

FINAL MASTER PLAN SCHEDULE OF REVIEW

Join the Planning Board on Wednesday, March 8 at 7:30 p.m. in the City Hall Commission room, as they discuss the third and final draft of the Citywide Master Plan for 2040. At this meeting, they will hold a public hearing and discuss a recommendation to the City Commission for adoption.

Members of the community are encouraged to review and submit feedback regarding the final draft of the

ghamplan.com. The community may visit the site to submit comments directly to the consultant team, and also submit comments directly to the Planning Division to be placed in the next available Planning Board agenda.

Information about how to participate in upcoming Planning Board meetings can be found on the City's website at www.bhamgov.org/participate. In person attendees should access City Hall through the Police Department lobby entrance on Pierce Street. PRESCRIBED BURN SCHEDULED FOR BARNUM PARK

Barnum Park natural areas will be treated with a prescribed ecological burn in mid to lateMarch, weather dependent The Birmingham Fire Department has issued a permit for this burn to be conducted. The safe and carefully controlled ecological burns will be completed by David Borneman LLC, a contractor with over 30 years of professional experience David Borneman LLC has completed burns in the City's native plant and prairie areas for the past five years, at Barnum, Booth and Quarton Lake parks.

Why burn? Historically, fire was a regular and frequent component of our landscape in the Midwest The fires stimulated many plant species to grow more vigorously and discouraged others that did not adapt to the heat from the fire. Today, many non-native plant species have invaded our natural fire-adapted ecosystems, decreasing the diversity of native plants and animals. By bringing fire back to these sites we encourage the competitive advantage that native species have evolved with and restore the site to its former ecological health.

BIRMINGHAM’S JEWISH LEGACY FEATURED IN MUSEUM'S PRESENTATION AT BALDWIN LIBRARY ON MARCH 9 AT 7 PM

In this final program of the museum’s spring lecture series, Birmingham’s historic diversity will focus on the Levinson’s-the first Jewish family in Birmingham What brought Morris and Gitel Levinson from Russia to Birmingham in 1896? How did technology and Woodward Avenue play a major role in their lives? What was it like for their children to grow up and go to school here? What famous politicians were directly descended from the Levinsons, and still have roots in Birmingham?

To wrap up the series on tips to reduce consumption and minimize waste, we saved an important topic for last. When it comes to conversations regarding sustainability or “going green,” one cannot escape the devastating effect of single use plastics.

As defined by the Natural Resources Defense Council, single-use plastics are goods that are made primarily from fossil fuel–based chemicals (petrochemicals) and are meant to be disposed of right after use often, in mere minutes Single-use plastics are most commonly used for packaging and service ware, such as bottles, wrappers, straws, and bags.

Single-use plastics are a glaring example of the problems with throwaway culture. Instead of investing in quality goods that will last, we often prioritize convenience over durability and consideration of long-term impacts Although plastic recycling is widely available, most of our discarded plastic ends up in landfills or elsewhere in the environment. When left to degrade, plastics do not really break down; they just break up Over time, sun and heat slowly turn plastics into smaller and smaller pieces until they eventually become what are known as microplastics, the consequences of which could be an article of its own. In addition to this harmful result, plastic also lingers in our natural spaces and water bodies, which has a hugely detrimental effect on wildlife and precious natural resources.

It is within the power of the individual consumer to effect real change by making efforts to utilize reusable bags, containers, bottles and utensils, talk to your neighbors and business community, and make conscious purchasing decisions Remember, the most effective way to reduce waste is to not create it in the first place.

Birmingham Youth Assistance is now accepting nominations for its Youth in Service Awards, a celebration of kids who demonstrate commitment to serving others in our community. THINK TWICE BEFORE VAPING

According to Birmingham Bloomfield Community Coalition’s (BBCC)

December 2022 Substance Use and Mental Health survey of over 4,000 7th12th students in Birmingham and Bloomfield Hills Public Schools, by 12th grade 1 in 5 students reported using vapes over the past year A couple other key points include:

Vaping nicotine or THC is one of the top 3 substances used by our 9th-12th grade students ·From a mental health standpoint, students who reported feeling sad or depressed; irritated or easily annoyed; angry or lost their temper; and/or felt nervous, anxious or scared most of the time or all of the time during the past 30 days were more likely to turn to vaping as a way to cope with these uncomfortable feelings.

RISKS

So, what are the risks? Most e-cigarettes contain nicotine, which is highly addictive Nicotine exposure during adolescence can:

Harm brain development, which continues until about age 25

Impact learning, memory, and attention

Increase risk for future addiction to other drugs

Vape and E-cigarette aerosol is NOT harmless, even though it is marketed this way – directly to young people. As a result, many teens believe that vaping is not harmful, and that it is just water vapor. In fact, this aerosol can contain harmful substances including:

Nicotine

Cancer-causing chemicals

Volatile organic compounds

Ultrafine particles

Flavorings that have been linked to lung disease

Heavy metals such as nickel, tin, and lead

Physical effects are not the only concern. Many studies have shown a direct correlation between vaping and mental health Specifically, nicotine, which is in most vapes, can worsen anxiety symptoms, and amplify feelings of depression.
