Bicycle Colorado Celebrates 20 Years of Helping Bicyclists! We are thrilled to be celebrating twenty years in 2012 with our members and supporters. Without you, none of this would be possible. There have been some big changes for bicycling in Colorado since Bicycle Colorado was incorporated in 1992. Bicycle Colorado set up shop in Denver in 2002 to have better access to our state’s elected officials and other key state-level organizations that impact bicycling.

19 9 2 –2 0 12 Working for better bicycling conditions at the state level is at the core of our mission. Our successful support of five statewide bicycling bills has earned Colorado the #1 ranking of all 50 states for legislative achievement. In addition to our legislative successes, we are extremely proud of the Safe Routes to School program, partnering with the Colorado Department of Transportation (CDOT) and many communities. Since its inception in 1996, we have taught bicycle and pedestrian safety to 44,000 students in 100 schools across the state. We continue to invest in building the next generation of Colorado cyclists. Continued on page 4

2012 Colorado Bicycle Summit Bicycle Colorado hosted the second-annual Colorado Bicycle Summit on February 6 and 7 in downtown Denver. The event again reached capacity with bicycle advocates from across the state representing a significant number of house and senate districts. Attendees reflected a broad scope of interests, including industry leaders, city planners, open space and trail builders, local advocates and bicycling enthusiasts. This diverse group of people makes the attendee list a “who’s who” of Colorado cycling and ensures that every attendee brings something unique to contribute to the event. Governor John Hickenlooper welcomed summit attendees.

Letter from the President Riding a bike can be transforming. Recreational riders, mountain bikers, racers and bike commuters know how it can transform a body. Bicycle advocates know how a commitment to bike facilities, bike lanes and laws protecting bicyclists can transform a community. And anyone who’s ever pedaled as fast as they can just to feel the freedom that riding a bike gives knows how it can transform a person’s state of mind. I recently met a woman who personified that last part. She told me that riding a bike changed her life. After the devastating loss of her adult son, a neighbor gave her a bike. This simple activity got her back into her life. Many other stories abound about people whose lives have been changed by riding a bike. Maybe it gets someone out of a rut or helps them lose weight and feel healthier or allows them to meet new people who also enjoy riding. Whatever it is, it’s all good—no matter the reason or the riding style. These are some of the reasons we continue to work for sustainable transportation funding, better laws to make bicycling safer, more bike lanes and bike facilities and better education for bicyclists and motorists. Bicycle Colorado has come so far in the past twenty years of existence to enable people to commute by bike, to run errands by bike, to bike to school and to ride for fun, health and recreation. We need to continue to actively promote this trend, not let it wither. So take the opportunity this spring to introduce someone to bicycling. Encourage them to participate in the National Bike Challenge, beginning on May 1 (more information is on page 3). We have commuting tips on our website, or you can schedule a Bicycle Commuter Services class for your company. You may even transform the way your friends, neighbors and colleagues get to work and beyond. Thanks to all our members and supporters over the past twenty years who have helped in these efforts. TOP-TIER BICYCLING EVENTS COMING TO COLORADO

Power of the State By Dan Grunig, Bicycle Colorado Executive Director As I write this, I am headed to Washington, DC, for the National Bike Summit to help Colorado’s delegation work on the federal transportation bill. Yet, there is a growing awareness that the growth of bicycling lies more heavily with state-level decision makers. State governments generate the most transportation funds, select projects for federal funds and set the traffic laws for public roads. Federal funding for bicycling certainly has been instrumental, but the next federal transportation bill looks to give the states far greater latitude to make decisions about whether funding will be spent on bicycle projects and programs. State advocacy groups, like Bicycle Colorado, have become even more critical to bicycling’s success. Our work in Colorado is being emulated in other states. We are frequently asked to share our experiences and programs. Our membership is now the largest of all state-focused advocacy groups. As state transportation power grows, Colorado will be modeled as an example of how to achieve positive bicycle gains. Policy changes championed by Bicycle Colorado position the state for even more bicycling improvements. Colorado has already begun using state-generated funds for bicycle projects, and our future efforts will be focused on increasing this commitment for state and federal funds. The landscape is changing, and Colorado bicyclists’ investment in state-level advocacy is proving to be a wise decision. Thank you for your support. Colorado is quickly establishing itself as the place to be for big bicycling events. In addition to the return of the USA Pro Cycling Challenge, two other exciting events are coming to Colorado. The 2013 North American Handmade Bicycle Show (NAHBS) will be held in Denver. NAHBS showcases the talents of individuals around the world whose art form is the bicycle. And in 2014, Cyclocross National Championships will be held at the Valmont Bike Park in Boulder. According to USA Cycling, Boulder and Valmont were chosen because the “tried and true, permanent cyclocross course and facilities will offer the ideal structure to host the nation’s best.”

COLORADO BRINGS LARGE DELEGATION TO NATIONAL BIKE SUMMIT The National Bike Summit was held March 20–22 in Washington, DC. Colorado was well-represented by bicycle advocates from throughout the state, Bicycle Colorado among them. While there, Colorado’s delegates met with federal lawmakers, asking them to defend critical funding programs, prioritize bicyclefriendly programs and ensure bicycle access.

NATIONAL BIKE CHALLENGE: GET YOUR COMMUTE ON Commute by bike, log your miles and show that Colorado is the best state for bicycling as part of the National Bike Challenge this summer. The National Bike Challenge is a commuter challenge program that will run from May 1 to August 31. Commuters in Colorado will compete with cities and states across the country to see who can log the most miles. Bicycle Colorado will be working with the League of American Bicyclists, Bikes Belong, Kimberly-Clark and software provider Endomondo to host the National Bike Challenge in Colorado. Programs a Hit in Fort Collins

Safe Routes to School’s Busy Spring

In February, Bicycle Colorado instructors held two “Train the Trainer” clinics for community members in Fort Collins. The goal of this program is to train community members to provide bicycle and pedestrian education in schools and at local events on an ongoing basis.

Bicycle Colorado’s education team is having one of our busiest spring seasons yet with 13 schools scheduled. We are working in six Jeffco schools, four Adams 12 schools, two Littleton schools, and one Denver Public school. Jeffco schools will have their bike- and walk-to-school program (Walkin’ and Wheelin’ Week) the week of the inaugural National Bike to School Day. If your kids’ school doesn’t have a Safe Routes to School program this spring, you can still get involved with the National Bike to School Day on Wednesday, May 9, 2012. This event builds on the popularity and success of International Walk to School Day, which is celebrated across the country—and the world—each October and encourages a bike-focused celebration in the month of May.

Participants in the Fort Collins trainings learned the Bicycle Colorado curriculum for bicycle/pedestrian education for grades K through 8, including how to set up and facilitate a bicycle rodeo course. The twenty participants in the two separate trainings included volunteer EMTs, Bike Fort Collins members, City of Fort Collins employees, parents and other interested community members. All participants also completed a Traffic Skills 101 course provided by the League of American Bicyclists. Reading a book that introduces safe riding to kids.

As part of the training, the participants assumed the roles of kindergarten students…and played their parts well as they practiced crossing the street and listening attentively to Duck on a Bike, one of the books we use while teaching bike safety skills in schools. “The Bicycle Colorado program is very well researched and thought out,” commented one participant.

Our Share the Road and Complete Streets programs have also grown significantly. Our license plates continue to build visibility, and we are working with the Colorado Department of Transportation (CDOT) to incorporate the needs of bicyclists into all state road designs. Today, thanks in part to the efforts of our members and supporters, Colorado is becoming known as one of the most bicycle-friendly states in the country. This past year we hosted the USA Pro Cycling Challenge,

which brought in an economic windfall of $83 million and attracted more than one million spectators. Our second-annual Colorado Bicycle Summit was a sellout, bringing together bicycling advocates from across the state. Colorado is now ranked nationally as the sixth safest state to bike and has the fourth-highest number of commuters who bike to work. We thank you for your continued support and look forward to seeing what can be accomplished over the next twenty years!

Q: A:

There is a road on my commute route that has a bike path next to it. I don’t like using the bike path because there are several driveway crossings and lots of pedestrians. If I was in a crash with a car on the road, could I be “at fault” just because I wasn’t on the bike path?

Under state law, cyclists generally have all of the rights and duties applicable to the drivers of any other vehicle on the roadway. For this reason, unless the section of roadway adjacent to the bicycle path is specifically marked as being unavailable to cyclists, you can assume that you have the right to use the roadway. While some cyclists prefer to use bike paths whenever possible, the safe and responsible shared usage of the roadway can often be the best choice. In fact, your concerns about safety issues associated with the path are not uncommon. You would not be automatically “at fault” for using the roadway instead of the bike path. Assuming that you were following all other applicable statutes or ordinances, your presence on the roadway would not be indicative of any type of comparative fault on your behalf. Please keep in mind, however, that under current Colorado law, state statutes can be superseded by municipal ordinances on local roads when it comes to regulating the operation of bicycles. While I know of no such ordinance in Denver that would cause the roadway to be unavailable to you under the circumstances you describe, riders in other municipalities should at least be aware of this possibility. Advocacy Bicycle Colorado Working to End the “Hit and Run Loophole” Bicycle Colorado is supporting the “End the Hit and Run Loophole” Act (HB 1084) introduced in the Colorado House by Representatives Kathleen Conti (R) and Rhonda Fields (D). The act will increase the penalty for a hit-andrun crash causing serious bodily injury from a Class 5 felony to a more serious Class 4, removing a dangerous loophole in Colorado law by giving a hit-andrun offense the same penalty as drunk driving. The act is co-sponsored in the state senate by Senators Steve King (R) and Cheri Jahn (D). Hit-and-run crashes disproportionately affect people who walk and ride bicycles. Bicycle and pedestrian fatalities are four times more likely to be the result of a hit and run than other roadway crashes. The difference between life and death may be the immediate help that is offered at the time of the crash. On February 16, the House Judiciary Committee passed the bill unanimously, 11–0. Colorado Supreme Court to Hear Black Hawk Bike Ban Case The Colorado Supreme Court has agreed to consider the arguments raised by parties regarding the Black Hawk bike ban. According to the Colorado Supreme Court website, the Court grants a hearing on an average of one out of fourteen certiorari petitions. From the Court’s documents, they will hear arguments on the following: • Whether municipalities may ban bicycling on local streets absent a suitable nearby alternative bicycling route. • Whether legislation is rationally related to a legitimate governmental interest, and thus a reasonable exercise of police power, when the evidence on which the legislation is based does not address that governmental interest. • Whether banning bicycling on the only route connecting Central City to the Peak-to-Peak Highway is a reasonable exercise of Black Hawk’s police power. As of press time, the date of the hearing has not yet been set, but all required briefs have been filed by the cyclists and the City of Black Hawk. We will keep you updated with the latest information as it becomes available.

the governor praised the work of all bicycling advocates in the state and said that he wants to make bicycling an intrinsic part of Colorado’s brand. Following the governor, Shawn Hunter, CEO of the USA Pro Cycling Challenge, gave an impressive overview of the inaugural race and got everyone fired up for the 2012 event! Hunter reiterated that the real winner of the race was Colorado: more than one million spectators on the ground, 25 hours of national TV coverage, 3,250 news articles printed and $83 million of economic impact. Jeff Miller, president of the Alliance for Biking & Walking, was the final keynote speaker and presented amazing bicycling statistics and shared Colorado’s high rankings in the 2012 Benchmarking Report. Based on feedback from our inaugural summit, we doubled the number of breakout sessions offered this year. Topics included Safe Routes to School, Economic Impact of Bicycling Events, Bike Parks and Health Benefits of Riding. Following the breakout sessions, everyone enjoyed a happy hour that featured an expo of our sponsors, another addition in 2012.

We had a big crowd again on day two at the Capitol building, where everyone gathered to meet with their elected officials. Advocates shared their support of the End the Hit and Run Loophole Act (HB 1084) and for bicycling in general. We were able to meet with at least half of our state senators and two-thirds of our house representatives. The sheer number of bicycle advocates lining the hallways of the Capitol sent a strong message to our elected officials about the breadth and importance of bicycling issues. Betsy Jacobsen of CDOT.

Bicycle Colorado Honors Colorado State Patrol’s Work on Bike Events Bicycle Colorado recognized the Colorado State Patrol (CSP) for its outstanding contributions to bicycling and bicycle events at the annual Colorado Bicycle Summit in February. Chief Jim Wolfinbarger accepted the award for the CSP. Captain Matt Secor was also recognized for his outstanding role as the commander in charge of special events. The bicycling community has seen a major evolution of its working relationship with CSP, and today they are seen as an important partner in improving bicycle safety. CSP has embraced the role of bicycling as an important tourism and economic contributor in our state. Not only did they play a major role in the success of Colorado’s seven-day pro race, the USA Pro Cycling Challenge, they also worked with the more than thirty largescale bicycle rides and multiple local races conducted by Colorado event promoters. Bicycle Colorado and the bicycling community look forward to increasing CSP’s role in improving safety and enjoyment when riding in Colorado.

Bicycle Colorado Annual Report 2010 –2011 Last fiscal year—July 1, 2010, through June 30, 2011—was a year of firsts and forging ahead. We hosted the state’s first bicycle summit while we continued to expand our educational programming and advocacy efforts throughout the state. As in years past, we were able to increase our impact on bicycling education, safety and legislation only with the support of our many members and donors. Highlights from the past year are below.

Inaugural State Bicycle Summit

Safe Routes to School

Bicycle Colorado hosted the inaugural Colorado Bicycle Summit on February 7 and 8, 2011, in Denver. The event reached capacity with 200 bicycle advocates in attendance from across the state, representing 33 of the 35 state senate districts. The agenda featured speakers from various organizations in the bicycling industry. Attendees also met with state legislators to express the importance and the economic impact of bicycling in Colorado.

Bicycle Colorado’s Safe Routes to School team celebrated an unprecedented fall 2010 season, working in schools throughout the Denver metro area and along the Front Range. Our education team also completed a mapping project to help parents in several districts find the safest routes for their kids to walk or bike to school.

Bike the Byways Website Launched This past June, Bicycle Colorado launched a new program encouraging bicycle tourism to all regions of our state, adding to the estimated one billion dollars in revenue that bicycling already brings to Colorado. Bike the Byways (bikebyways.org), a joint Bicycle Colorado and Colorado Department of Transportation (CDOT) initiative, promotes bicycling along the state’s 25 designated Scenic Byways routes.

Completing Mountain Bike Trails Bicycle Colorado, through a partnership with the Bureau of Land Management (BLM) and local mountain bike group COPMOBA, completed Bangs Canyon trails in the fall of 2010. The creation of these sustainable single-track trails garnered national attention for being within riding distance of a metropolitan area. In addition, the single-track Sidewinder Trail in the Gunnison Gorge National Conservation Area was completed in April 2011.

Planning for the Country’s Newest Premier Pro Race Bicycle Colorado served on former Governor Bill Ritter’s committee to bring a world-class professional bike race to the state. And after successfully bringing the USA Pro Cycling Challenge to Colorado, Bicycle Colorado continued to work behind the scenes to help ensure a successful inaugural event.

Partnering for Advocacy Bicycle Colorado established partnerships with several local bike shops throughout the state to increase the reach of our advocacy efforts. From shops offering memberships with the purchase of a bicycle to selling our jerseys and Share the Road license plate certificates, the retail community in Colorado is embracing advocacy.

Earning High Bicycle-Friendly Marks for Colorado Colorado was tops in the nation on the bicycle-friendly lists of several organizations. Colorado earned an “A” ranking in Legislation, Policies & Programs and Education & Encouragement.

Bicycle and Pedestrian Safety in CDOT Design Guidelines

Bicycle Colorado led efforts on two statewide bills this past fiscal year, the Mountain Bike Safety Act (Senate Bill 36) and the Open Roads Act (House Bill 1092). The mountain biking bill was unfortunately defeated in committee, and the Open Roads Act was stalled in committee. Bicycle Colorado strongly believes that people should have the right to travel across our state by bicycle, and we will continue efforts to keep roads and trails open to bicycles and end bike bans. For more information on our current legislative activities, see page 5.

The state’s bicycle and pedestrian policy, championed by Bicycle Colorado, is paying off. CDOT has now developed a chapter on bicycle and pedestrian facility design that is included in its Roadway Design Guide, showing how to include things like bike lanes on roads.
