BIKES ARE PART OF THE BIGGER PICTURE We continue our work to make Colorado the best place for everyone to ride a bike. Whether you are a 100-mile-a-weekend road rider, a die-hard mountain biker, an occasional bike commuter, or just enjoy riding with the family for ice cream, we have been and will continue to be there for you.

What we’ve realized over the years, though, is that our work is bigger than the bicycle; bikes are an important piece of a larger picture in our communities, one that includes everyone who uses our roads—drivers, pedestrians, transit users and others. That’s why, in the 2018 legislative session, we’re focused on bills aimed at keeping bicyclists—and all road users—safer. House Bill 1072, for instance, which would have repealed legislation that allows for automated enforcement like red light cameras, would have increased speeds on our roads. We testified against it, and it didn’t make it out of committee—a big win for everyone on our streets. At press time, we’re also working on making sure Senate Bill 144, or the “Safety Stop” bill, passes. Learn more about our ongoing legislative work on page 4.

Bringing bicyclists’ voices to the Capitol.

But our efforts to make streets safer goes beyond legislative work. We’ve just launched our new Bicycle-Friendly Drivers program, aiming to make Colorado’s urban, rural and mountain roads safer and more courteous. The course covers common crashes, legal and illegal behavior of motorists and bicyclists, street infrastructure and why sharing the road is the safest option for all road users. Learn more about that—and the Innovation Grant we received to implement it around the state—on page 3. We’ve also played an active role as a steering committee member of the Denver Vision Zero coalition, with hopes of eliminating traffic fatalities in our capital city. In October, the City of Denver released its comprehensive Vision Zero Action Plan, with sights set on zero traffic deaths by 2030, and we have a seat at the table for these important conversations. With the support of our members, we’ll continue to work tirelessly for safer streets across the state.

Letter from Pete New beginnings at Bicycle Colorado As I write this, I have just passed the two-month mark as executive director of Bicycle Colorado. In my short time on the team, I’ve prioritized connecting with our members and other partners who have made our work possible for more than 25 years. It’s been a true pleasure to hear stories about when and how people first fell in love with bicycling, and how riding a bike has positively impacted them and their families. These stories have reminded me—and reinforced for me—that bicyclists come in all shapes and sizes, from all walks of life, and that people ride bikes in a variety of ways for a variety of reasons. However, whether you’re a road rider climbing a steep mountain outside of Durango, a mountain biker bombing a gnarly downhill in Fruita, a gravel bike rider exploring the eastern plains or a commuter who rides to work in downtown Denver, we all have one thing in common: we are happier and healthier because we ride bikes. I am grateful that throughout my life I have always had access to a bike, and safe and often breathtaking places to ride. And I still try to challenge myself to try new things on a bike. Just two weeks ago I visited a local pump track with my 12-year-old son (things did not work out as planned, but that’s a story for another time). As an avid bicyclist who has been riding in Colorado since the mid-90s, I’ve admired the work of Bicycle Colorado from afar. Only since joining the team have I fully appreciated our scope of work and the impact we have on the state of bicycling. In hearing your stories, I’ve become increasingly excited for what the future holds, which brings me to an important project we will tackle this summer: developing a long-term strategic plan. When crafting this plan, we will explore opportunities to expand our impact throughout the state. Ultimately, and this has been our goal since the beginning, we want every person who wants to ride a bicycle in Colorado to be able to do so safely. Our plan will help us do that for you and for all Coloradans; doing so can only make our state a better place to live and ride. We look forward to sharing more with you about our strategic plan. Until then, I’m excited to connect with more of you and dive deeper into our shared passion for bicycling.

Bicycle Colorado is working to make this the number one state for bicycling. Our mission is to encourage and promote bicycling, increase safety, improve conditions and provide a voice for bicyclists in Colorado.


Bike Shorts Check out the new and improved Bike School We’ve revamped our education programs under one name, Bike School, which includes our Learn to Ride and Confident Commuting classes, as well as Safe Routes to School programming and the brand new BicycleFriendly Drivers curriculum. At Learn to Ride lessons, we teach kids and adults how to bike in a fun, safe and supportive environment. Our effective gliding technique has most students riding within the two hours! (For beginners looking for more skills and knowledge, we also have Learn to Ride: Level Two classes.) With Safe Routes to School, we aim to get kids excited about walking and wheeling to school, and we teach them how to do so safely. For groups that want to ride for transportation and on city streets, we offer Confident Commuting classes that cover gear, safety tips, rules of the road, maintenance and more. And in our new Bicycle-Friendly Drivers course, we aim to make Colorado’s urban, rural and mountain roads safer and more courteous for all road users. The program was originally developed by FC Bikes and Bike Fort Collins, who generously shared their BicycleFriendly Driver curriculum with Bicycle Colorado, and we’ll be adapting it for communities around the state.

Bicycle Colorado also received a highly competitive Innovation Grant in March from the National Safety Council, which will allow us to implement BicycleFriendly Driver programming and Confident Commuting programming in 26 communities around the state, from Pagosa Springs to Sterling, Grand Junction to Colorado Springs and many more places in between. Bicycle Colorado and BikeDenver team up to launch “Things in the Bike Lane” campaign In a joint effort to raise public awareness about regular safety issues within bike lanes in Denver, we’ve teamed up with BikeDenver to launch the Things in the Bike Lane campaign. Throughout 2018, we’ll be collecting photos and information about the many things that block bike lanes, whether that’s wrong-way bicyclists, snow and ice, cars, delivery trucks or even a portapotty or two, at www.thingsinbikelanesdenver.com. With support from Denver bicyclists, pedestrians and safe street-enthusiasts, we’ll uncover problem spots that we can relay to public and city officials so they can better understand, monitor and begin to address these issues. With our Things in the Bike Lane campaign, we want to create a favorable climate for people who bike, or who want to bike, in Denver by encouraging people to use bike lanes for the purpose they are designed—as unobstructed traffic lanes meant for bicycles. Through the Things in the Bike Lane Campaign, we’ll be collecting data on problem areas around the City of Denver

Colorado paced the pack on Winter Bike to Work Day The sixth-annual international Winter Bike to Work Day took place on February 9, and Colorado had more committed riders than anywhere else in the world for what ended up being a colder-than-expected winter day. Of the more than 14,000 global participants on Winter Bike to Work Day, nearly 3,000 of them were from Colorado. That’s quite a statement! If you missed Winter Bike to Work Day be sure to save the date for this summer’s Bike to Work Day— Wednesday, June 27!

E-bike access grows around the state 2018 is shaping up to be a big year for e-bike advocates. In February, Jefferson County launched a one-year e-bike program that allows Class 1 e-bikes on natural surface trails and Class 1 and Class 2 e-bikes on paved trails within Jeffco Open Space. Jefferson County Open Space includes 236 miles of trails across 28 parks and 54,000 acres of preserved land. The pilot year will be used to better understand e-bike usage in the area and gather feedback. Meanwhile, in Grand Junction, Class 1 and 2 e-bikes are now allowed on the city’s 21 miles of trails including most of the Colorado Riverfront Trail. This comes after a 6-1 city council vote, in which councilors cited greater access to trails by a wider segment of the population as reason to approve the ordinance.

Bike advocates from across the state speaking at the Capitol about why better bicycling matters to them

Bringing bicyclists’ voice to the capitol On Tuesday, February 27, we brought the voice of bicyclists directly to the Colorado Capitol on Safe Streets Day. More than 80 advocates came together to meet directly with their legislators. They came from a wide array of communities—including Evergreen, Fort Collins, Lafayette, Henderson, Boulder, Longmont and more— with one thing in common: they care about improving safety on Colorado’s roads.

This legislative session, we’ve seen a lot of movement on bills, both good and bad. Take a closer look in the next column. We’re also monitoring five November ballot tax measures filed by the Denver Metro Chamber of Commerce that would strengthen communities across the state. The five measures would raise the current state sales tax by varied amounts; forty percent of the revenue raised by the increases would be reserved for cities and counties, and 15 percent would go directly toward biking, walking and transit.

Health Equity Committee seeks to expand our bicycle vision In 2017, Bicycle Colorado convened a task force of leaders from across the state to elevate health equity through all aspects of our work. With our new Health Equity Committee, Bicycle Colorado is committed to cultivating the conditions for all Coloradans to have access to safe, affordable, desirable and rewarding options to ride a bike and walk.

The good news: • Senate Bill 144 - Safety Stop: The bill passed on the Senate floor. At press time, it is working through the committee process in the House of Representatives. You can reach out to your Representatives and tell them to vote yes on the bill by visiting the Action Center on our website. • House Bill 1072 - Automated Enforcement Repeal: The bill would have repealed automated enforcement legislation that makes our roads safer. Bicycle Colorado and the Vision Zero Coalition testified in opposition to the bill in the House Transportation and Energy committee, where it died. This is a win for our most vulnerable road users, including bicyclists and pedestrians. The bad news: • Senate Bill 140 - Vulnerable Road Users: The bill, which would have increased penalties for careless driving that seriously harms or kills a vulnerable road user, died in the Senate Judiciary committee. We testified on its behalf, and hope to bring forward similar legislation next year.

Bill 049 - Distracted Driving: The bill would have increased fines for distracted driving caused by the usage of cell phones and other electronics. It died in the Senate State, Veterans and Military Affairs committee. We testified on its behalf, and hope to bring forward similar legislation next year. The 2018 legislative session ends on May 9. Committee members come from a diverse group of organizations including Mile High Connects, The Colorado Trust, the City of Denver, Kaiser Permanente, Abarrotes Bondadosa, The Denver Foundation, Denver Community Planning and Development, Bicycle Colorado staff and board and the Colorado Department of Public Health and Environment. Over the course of 2018, we will tackle how to be more inclusive in our practices to better serve and represent everyone who rides a bike.

The financial statements of Bicycle Colorado are audited annually by an independent auditor using Generally Accepted Accounting Principles (GAAP). In 2016, Bicycle Colorado secured a three-year $610,000 grant. In accordance with GAAP, 100 percent of the revenue from this grant was recorded in 2016; however, expenses associated with this grant are recorded when incurred over the three-year grant period. The resulting impact is a smoothing effect across the two years as costs were realized and grant revenue was spent down in 2017. Bicycle Colorado closed 2017 with $419,449 cash on-hand and $205,000 in grant receivables from the above-mentioned grant; the grant receivables have been collected in 2018.

KIDS TAUGHT TO BIKE AND WALK SAFELY IN 2017: 5,000+

We ended 2017 on a 10,000-member high note 2017 marked our 25th year as an organization, and we ended it with a bang, officially reaching the 10,000 member milestone. Support from members helped us work on projects large and small in 2017 across the state. Last year, we: • worked with CDOT to bring Strava Metro data to city planners; • helped rural communities draft trail and wayfinding plans; • promoted passage of five bills that would improve conditions for bicyclists, including a prohibition on rolling coal and increased penalties for distracted driving; • encouraged voters to pass the $115 million funding package for bike and sidewalk infrastructure in Denver’s GO Bond; • educated children and adults how to ride safely—and have fun doing it; • and much more. If we can do everything we’ve done with 10,000 members, imagine what Bicycle Colorado could do with 20,000 members or more!
