The secret is out: Colorado is a special place to live. As a result, our population is projected to grow by more than 3 million people by 2050—the equivalent of adding more than four Denver-sized cities to our state. This growth will bring challenges that, if not addressed, could result in a continued rise in housing prices, increased traffic, diminished air quality and more.

Our strategic plan lays out our priorities for the coming years. You can it find in full by visiting www.bicyclecolorado.org/strategic-plan/. It also updates our vision and mission statements; our beliefs and core values; our commitment to diversity, equity and inclusion; and explains how we will measure our impact across the state.

We believe that with bold leadership and bold action, not only can we tackle the challenges our state’s growth will bring, we can harness the growth to enhance the quality of life for all Colorado residents and visitors to the state, dramatically improving conditions for people on bicycles in the process.

This is a unique moment in time, one that holds the potential to make Colorado the gold standard for bicycling. Bikes can address, at a low cost, traffic congestion, environmental degradation and declining physical and mental well-being, and can connect people to opportunities and resources they otherwise couldn’t access. To seize this moment we must think differently about and ultimately change how we move about our communities. This will require that we change how we design and construct our public spaces so that we have more and improved infrastructure to ride and walk safely in our neighborhoods and down our main streets.

The bicycle can make Colorado an all-around more vibrant place to live for all current and future residents, whether or not they ride bikes. To unleash its full potential, Bicycle Colorado will work tirelessly with new and existing partners to ensure that every ride for every person is safe and convenient.

We believe this plan sets us on a path to do so.

Letter from Pete Thank you for your input In May, we called on our members and supporters to weigh in on our work.

We wanted to know what we’re doing well, what we aren’t, and how we can better serve people like you. In the end, we received more than 450 responses from bicycle enthusiasts who wanted to help us develop our three-year strategic plan.

Overwhelmingly, we heard concerns about access to bicycling and safety, and that these areas should be our primary focus. Inspired by the input we received, our first step in developing our strategic plan was to craft a new vision to guide our work: We envision a Colorado where riding a bicycle is always safe and convenient for everyone, bicycling is the top choice for recreation and everyday trips, and the benefits of bicycling are experienced and valued by all people in our state.

Since embarking on this journey almost six months ago, our team and board engaged in countless planning sessions to identify strategies and goals that will help us achieve our vision. To expand our perspective and challenge our thinking, we asked dozens of others outside of our organization to contribute their expertise as well. We are incredibly grateful for this input; the plan— and our work—is stronger because of it.

The plan lays out five primary goals, which you can read more about by turning to page 4. I want to draw your attention specifically to our goal of building the movement: to maximize our impact, we need the support of a large, inclusive, diverse and engaged group of bicyclists from across the state. While each goal in our plan is equally important, building a strong movement is essential to achieving everything else we want to do.

An effective movement has a unified, powerful and respected voice that is thoughtfully exercised to advance a cause. As we continue and expand our efforts, we will work tirelessly to grow and diversify the bicycle movement and to provide meaningful opportunities for people to take action. Bike Shorts Introducing Molly McKinley and the Bicycle-Friendly Driver Program In July we welcomed Molly McKinley to the Bicycle Colorado team. Molly serves as our community safety coordinator, implementing Bicycle-Friendly Driver and Auto-Friendly Bicyclist programming around the state. Her role is made possible by the Road to Zero Innovation Grant we were awarded in March. You can find out more about the program on the Bicycle-Friendly Driver section of our website.

Molly joined Bicycle Colorado from North Carolina, where Molly McKinley joined Bicycle Colorado she served in outreach and in July of this year as a Community advocacy roles with North Safety Coordinator.

Carolina Conservation Network and Oaks and Spokes, a local bike advocacy group. She is enthusiastic about active and public transportation and making them safe, accessible options for people of all ages and abilities in our communities.

First-ever regional summit a success On September 7 we packed up our bags and headed to Steamboat Springs for our first ever regional Colorado Bicycle Summit. Advocates from around the state came together to talk e-Bikes, how to build a low-cost advocacy campaign, Bicycle-Friendly Drivers, Steamboat’s 2A Initiative and what’s next for the Colorado Safety Stop.

“The E-Bike conversation was great and the more this gets discussed the better the state and the cycling culture can work to move forward,” said Butch Boucher of the event. “We all have to be part of the solution to integrating cycling into the community at large.”

We hope everyone in the room left feeling confident in their bike advocacy knowledge and ability, ready to work for better bicycling in their communities. In our last Ride Time News, we introduced the Health Equity Committee, which we convened to share ideas and feedback to help us better serve and represent all bicyclists, as well as evaluate how our work impacts under-represented communities. The name of the group has recently evolved to RIDE, short for Respect, Inclusion, Diversity and Equity, to more directly reflect the focus of the group. The committee meets on a bi-monthly basis, and played an active role in reviewing our strategic plan to ensure that we are creating goals that help us build an inclusive organization and bicycling movement.

With RIDE’s support and through other learning opportunities, we look forward to listening to how we can improve, incorporating this feedback and holding ourselves accountable. We want to thank our RIDE committee members and others who have shared how we can strengthen our equity work.

Every person, regardless of their zip code, should be able to ride a bicycle conveniently and without fear of injury.

This requires Bicycle Colorado and our leaders at all levels of government to understand the concerns of bicyclists, to think very differently about the use of public space and be willing to lead change, even when such change is not politically expedient.

Whether walking, riding or driving, everyone—especially adults—has a responsibility to keep each other safe on our public rights-of-way. We will work to fill gaps in knowledge, skills and awareness through our education programs and partnerships, and pursue long-term statewide solutions so that users of roads, paths and trails are informed, confident and accountable.

Build the movement

The public’s dominant views of bicycling and what it means to be a bicyclist must change. A “bicyclist” should be any person who rides any type of bicycle for any purpose. Period. We also must change beliefs on how best to travel throughout our communities, with the bicycle as a viable and mainstream mode of transportation for local trips.

The impact we have, including our ability to create safe and convenient places to ride for everyone, is directly connected to the size, diversity and inclusiveness of the movement and the actions that members take. We must encourage and make it easy for any person or organization to join the movement and take action in ways that are meaningful to them and that advances our shared cause.

Delivering results requires that Bicycle Colorado be a great place to work. We will attract and cultivate people who offer diverse perspectives and have a passion for bicycling and community building; we will provide every team member opportunities and support to make a difference, to learn new skills, and to grow their career; and we will develop a culture and sustainable systems and structures to maximize our impact.

Denver Update Denver commits to bigger bike investments As we ramp up our work around the state, our efforts in Denver continue to pick up steam, starting with the Denver Streets Partnership. The partnership, which is chaired by Bicycle Colorado, has been hard at work advocating for additional funding in Denver’s budget for bike lanes, sidewalks and other street safety improvements.

And it has paid off: the City’s 2019 draft operating budget includes $27 million for transportation and mobility improvements, $7.1 million of which will go directly to implementing the Denver Moves Bicycle Plan.

The 2019 work schedule calls for adding nine miles of protected lanes and 10 or more bike lane miles, as well as neighborhood bike lane projects along 35th & Knox Court, Garfield, and 13th/14th Streets from the South Platte River to Broadway.

This is a big step up from previous budgets, which included $2.2 million for bicycling improvements in 2016, The Denver Streets Partnership delivered more than 600 safe streets petitions to the City of Denver ‘17 and ‘18. Mayor Hancock has publicly stated that he wants to advance bicycling in the city, but the numbers haven’t always backed that up.

Notably, the budget originally did not include any money for improving safety on Federal Boulevard, the city’s deadliest street. The Denver Streets Partnership asked for $5 million for Federal, but no money was initially allotted to make safety improvements there. Councilwoman Debbie Ortega was able to champion a $500,000 late addition to the budget to plan improvements to the Federal and Colfax interchange, better known as the Colfax Cloverleaf. We will continue to advocate for funding to improve Federal for everyone.

City Council members also requested additional dollars for mobility projects, including $500,000 more for Safe Routes to School and $500,000 more for Vision Zero projects to reduce serious injuries and fatalities on our roadways.

That funding comes in addition to the $71 million Denver voters approved for bicycling and walking projects in the 2017 GO Bond, as reported in last fall’s Ride Time News. These funds will come in over the next 10 years, and a few of them, like the S. Broadway

Multimodal Project, are already being designed. That Sean Petty project will extend the Broadway two-way protected bike lane to nearly a mile of new protected infrastructure, and provide a critical north-south connection in Denver’s bike network from I-25 to the Cherry Creek Trail. Construction will begin in 2019.

“Denver has taken some big steps forward in the past two years,” said Piep van Heuven, our Denver director. “Mayor Hancock’s Multi-Modal Action Plan, landmark projects like the Brighton Boulevard cycletracks, and the recent budget increase for new bike lanes put the City on track to make real progress in the next five years.”

Oh, and speaking of Brighton Boulevard...

Over summer of 2018, Denver completed an ambitious, $41 million multi-year project revamping the street, one of the main thoroughfares into Denver. Denver’s northern gateway was notable for being unfriendly to anyone outside of a motor vehicle. Brighton lacked basic public infrastructure just two years ago, but now has 2.6 miles of protected cycletrack—each way! That’s in addition to new sidewalks and narrower vehicle lanes, all of which make Brighton Boulevard the new benchmark for Denver’s people-friendly streets. The investment is expected to supercharge growth in the RiNo arts district. RiNo officials say at least $850 million in private investment followed the city’s public commitment to building the roadway.

“It was the ugliest road in Denver and it wasn’t working for us,” said Denver Mayor Michael Hancock. “We knew this would give the city a chance to deploy some of its values around multimodal transportation.”

Business Members Local bike manufacturers supporting the movement In the past 15 months, Bicycle Colorado was lucky to partner with two great, local bike manufacturers to offer members, supporters and others the chance to win two incredible bicycles. We can’t thank Alchemy Bicycle Company and Moots Cycles enough for their generous contributions to our cause. They have helped make the work we do possible.

Moots makes a difference During National Bike Month in 2018, we were lucky to have a friend in Moots Cycles, who helped us raise $25,000 ... in just three days! We partnered with Moots to offer a Routt 45—the signature gravel and dirt bike for adventure riding, longer touring and heavy bike packing from the Steamboat-based company. The bike, which came with Shimano Ultegra 8020 components, retails for $7,199. With only 250 tickets at $100 per ticket, this was an exclusive opportunity for us to raise money in partnership with an amazing local brand.

“Moots has been a big supporter of Bicycle Colorado and their advocacy efforts.

Ultimately, we know their mission to support building safer riding communities and adding trails is the biggest factor in keeping our industry and the sport we love sustainable,” said Ray D. picks up his Moots Routt 45 Drew Medlock, president of Moots. “We were excited at the opportunity to partner on our bike raffle fundraiser. It was a win/win to create awareness for Moots and raise funding for Bicycle Colorado.”

Alchemy comes up big And last August, in conjunction with the first ever Velorama Festival, we partnered with Denver-based Alchemy Bicycle Company to offer an Alchemy EROS with SRAM RED components. The bike is perfect for everything from climbs to dirt roads to long-distance randonneuring to sharp mountain descents and, with a titanium frame, it’s forgiving on those especially challenging rides.

“We were grateful for the opportunity to support Bicycle Colorado’s mission of making Colorado the greatest, safest cycling state in the country at an event that brought professional cycling back to Colorado,” said Ryan Cannizzaro, founder of Alchemy Bicycle Company.

Alchemy Bicycle Company is also a longstanding supporter of the Bicycle Colorado Bike School—they’ve donated space to our Learn to Ride lessons for the past three years. Thank you, Alchemy, for helping to make Colorado a better place to ride!

Individual member Bicycling brings the freedom of choice Caesar Olivas is a member of our RIDE committee and shares what bicycling means to him.

In early September of 1997 I hopped on a bus in Pasadena, California and made my way to my first day of middle school. This bus was different than the one I was used to taking while in elementary school. It was painted black and white, I was the only kid on it and I had to pay for the ride. We were a one-car household, not by choice, and my parents were unable to drop me off at school due to their early work hours.

That first month of school I was late countless times. The bus was constantly late and, sometimes, it just wouldn’t show up. The unreliability of our city’s public transportation is what motivated my parents to allow me to bike the two-and-a-half miles to school instead of riding the bus.

Here was an 11-year-old kid who was no longer limited to bus routes and unreliable bus schedules. A kid who had been given the freedom to be out in the world. A world that was begging to be explored. I would constantly change my bike routes to school and would navigate through different neighborhoods. I had a long route, a short route, a fast route and even what I called a scary route. I felt free and unbounded. The world had suddenly opened up to me, and I wanted to see it.

My family moved to Denver in 2003, the summer before my senior year of high school, and I continued commuting to high school and later in college, upgrading my bikes as I got older and always testing my abilities on a bicycle.

I continue to test myself to this day. I have ridden over 150 miles in one day, accomplished my first 14er on two wheels, explored mountain trails and commute by bike every day.

“For my parents, riding a bicycle still has a social stigma, but for me, it represents freedom and a choice I’ve actively made.”

The bicycle gave me a freedom that I would not have been able to experience without it. It was at first driven by necessity and there were times that I was looked down on because I rode a bike instead of driving a car. Especially in the car-centric world of Southern California. When riding no longer was a necessity but a choice, the way I felt about the bicycle expanded into more than a means of transportation.

It became the healthy choice, the affordable choice, a pastime. The bicycle has an opportunity to mean so many things to so many different people.

Over 20 years have passed since I felt the world was opened to me because of a bike. But it wasn’t until I felt it was a choice and no longer a necessity that I felt truly empowered by a bike. Sure, as a kid I could explore my surrounding neighborhoods in ways I couldn’t before. But I also wasn’t at a legal age to drive or in position to afford a car, so this was the best and easiest way to get around. But as I got older it became a symbol of low socioeconomic status I had to endure through. To this day my parents still tell me that I don’t need to ride a bike. They struggle with the fact that their 11-year-old son needed to ride a bike to get to school because they couldn’t get him there and seeing me still riding a bike reminds them of such a time. For my parents, riding a bicycle still has a social stigma, but for me, it represents freedom and a choice I’ve actively made.

That empowerment of choice is what I have today and what my parents didn’t have those 20 years ago. Today I choose to ride, I choose to explore the Colorado mountains by single track, I choose to commute by bike, I choose to experience Colorado on a bike saddle. I choose.

Colorado Rockies On Sunday, August 26, Bicycle Colorado members were invited to Coors Field to watch the Colorado Rockies take on the St. Louis Cardinals at a special rate on the last Bike to the Park Day of the season. Though the game didn’t go the Rockies’ way, we hope all the members and supporters who came out to the game had fun!

The movement that you generously contribute to is proud to welcome two new members to our Board of Directors, former State Senator Andy Kerr, and owner of Sweet Sadie production company, Xavier Melendez.

Andy was a powerful ally to bicyclists and Bicycle Colorado during his Xavier Melendez time in the legislature, and was the driving force behind Senate Bill 144, Andy Kerr or the Colorado Safety Stop bill, which was put into law in May of this year. Andy was a term-limited senator this year, and while we were sad to see him leave the legislature, we’re thrilled to have him on the Bicycle Colorado team.

Xavier joins the board as the co-founder, COO and executive producer at Sweet Sadie, Inc., an advertising agency/ production company based out of mid-town Manhattan, with small offices in Los Angeles and Boulder. His experience in bicycle retailing, tech startups and advertising make him a great addition to our Board of Directors (and his passion for different types of biking—from commuting to road racing to mountain biking—doesn’t hurt either)!

Russ Shaw talked with us about why he plans to invest his legacy in Bicycle Colorado We sat down with another Bicycle Colorado board member, Russ Shaw, who discussed how he got involved with Bicycle Colorado, why he has chosen to invest his legacy in our work, how you can do the same and more.

BC: How did you get involved with Bicycle Colorado?

RS: While I was with National Multiple Sclerosis Society, there was a move by the Colorado State Patrol to cap bike events at 2,500 cyclists ... Dan [Grunig, Bicycle Colorado’s former executive director] and I don’t remember whether he called me or I called him, but we both recall the conversation about fighting the cap. I knew this initiative would gut not only funding for NMSS efforts [like the MS 150 bike ride], it would be disastrous for several other charitable bike tours, too.

As Dan and I talked he said, “Yeah, we’re going to fight this, and I want to start an event membership so that events like the MS 150 can support our work.” The MS 150 quickly became the first Event Member of Bicycle Colorado, and continues to be one 15 years later. Led by BC, all of the relevant groups rallied together to advocate against the proposal, and the cap idea was scrapped!

BC: You’re a regular donor to Bicycle Colorado, and you’ve decided to give to Bicycle Colorado through your estate plans as well. Why did you decide to do that?

RS: I finally got to a point in my life where I was thinking about my own planning. Where did I want my assets to go at the end of my life? What did I want my personal legacy to be? ... In considering my legacy, I thought about the nonprofit organizations that have been most meaningful to me in my life. Bicycle Colorado was among the organizations on that fairly short list.

Q: Why are uniform bicycle laws important?

We recently sat down with Bicycle Colorado board president Brad Tucker and board member Andy Kerr to ask them one question:

A:

Brad: The way things stand presently, local governments can change the rules of the road on public streets and highways for bicyclists. What that does is create a scenario where someone can, on their commute to work or their ride to school or errands, find themselves in a situation where they’re crossing town, city or county lines and have different rules of the road without even realizing they’re crossing those lines.

On top of the confusion that can create, one of the important things about bicycle safety is being predictable—predictable around each other and around drivers. It’s important for bicyclists to anticipate following the same rules whether they’re in Golden or Boulder or Colorado Springs or Durango or anywhere else in the state.

If we don’t want inconsistency and confusion and variability, we should remove the risk of that and make the rules of the road consistent across the state. And if we are going to treat bicycles as a legitimate form of transportation, it’s time for Colorado to recognize uniform bicycle laws are important.

There is no way the state would allow local governments to have different rules of the road for motor vehicles on streets and highways. It would create chaos and be absurd to people. For the same reasons, just on a smaller scale, that should be the same for bicyclists.

Andy: It just makes sense for cyclists and drivers to know what the rules are for both drivers and for bicyclists so we only have to learn one set of rules and hopefully abide by those same rules.

I live in a fairly large city here in Colorado, and even here it’s hard to go for more than a five-minute bike ride without crossing some sort of boundary. As we’re trying to teach our kids and other cyclists, and as we’re trying to commute and ride safely, it’s by far the safest thing to have one set of rules. That will increase safety across the board.

It’s about safety for everyone involved—making sure we don’t have to change rules every time we cross a road.

Andy Kerr, also an avid bicyclist, is a former state senator and recent addition to Bicycle Colorado’s board of directors.

During his time in office, he was a strong ally of Bicycle Colorado’s and instrumental in helping bicycle-friendly legislation pass through the legislature.
