From Cumberland House to Carnduff, Pinehouse to Ponteix; the 87 detachments that make up “F” Division will be conducting Town Hall-style meetings in the coming days and weeks. Some of those meetings have already been held. Consulting with our communities has always been part of the RCMP’s yearly strategic planning process, says the RCMP in a recent news release. This year, Assistant Commissioner Curtis Zablocki, Commanding Officer of “F” Division, has instructed detachments to hold town hall meetings in order to engage directly with
SARM supports rural crime study In reviewing the federal government’s 2018 budget, the Saskatchewan Association of Rural Municipalities says it is pleased to see the $80 million in training for RCMP cadets and hopes there is consideration given to the deployment of trained officers into rural Saskatchewan. SARM recently offered its support for a Private Member’s motion recommending that the House of Commons Standing Committee on Public Safety and National Security undertake a study on rural crime in Canada. “Rural crime and policing has long been a con-

cern for Saskatchewan’s rural municipalities,” said SARM President Ray Orb. “We would have liked to have seen such an initiative included in the budget.” SARM was happy to see the government didn’t fulfill all its pre-budget recommendations. Last fall SARM lobbied on behalf of rural farmers, ranchers, and small business owners urging the federal government to reconsider proposed changes to the taxation of private corporations. The federal government committed that it would ensure that passive investments already made by private corporations’ owners are protected. Going forward, a $50,000
threshold on passive income in a year will be available to provide more flexibility for business owners to hold savings for multiple purposes. SARM is also eager to learn more about the $100 million investment into the Strategic Innovation Fund as it has a focus on supporting projects that relate to next generation rural broadband. Although SARM appreciates further investment and research into connectivity technology, it is unfortunate there was not a significant funding pool for further improvements to rural infrastructure. The budget proposes $1.3 billion over five years
to conserve land, waterways, wildlife and protect species at risk. SARM is hopeful that rural landowners and farmers, who are already good stewards of their land, will be able to access the fund to help conserve species at risk. “While there are some positive things in the 2018 budget, SARM is somewhat disappointed,” commented Orb. “The budget is lacklustre for the agriculture sector and we remain opposed to the federal government imposing a carbon tax on the province and the negative impacts it will have in rural Saskatchewan.” For more on the rural crime issue, see inside.
the public around local policing priorities and public safety planning. “Building relationships with those we serve is a key part of what we do. Everyone has a role to play in building stronger, safer communities, so we look forward to hearing people’s concerns and ideas as well as answering their questions,” says the RCMP release. Saskatchewan RCMP encourages all residents to attend their local event. While these meetings will be publicized in advance, anyone looking for information on where and when a specific town hall will be held should contact their local detachment. The RCMP have also had Crime Reduction Team efforts recently focusing on specific areas of west-central Saskatchewan. From Jan.19 to 20, Onion Lake RCMP conducted an enhanced enforcement effort in their detachment area with assistance from additional General Duty members, Battlefords General Investigation Section (GIS), Police Dog Services (PDS), Emergency Response Team (ERT), and Traffic Services (CTSS) members. RCMP conducted traffic stops, executed arrest warrants and checked on conditions and curfew breaches. These are some of the results of the enhanced enforcement initiative: • 172 vehicle stops were made • 58 summary offence
tickets were issued • 18 arrests were made • 24 Criminal Code charges were laid The Onion Lake enforcement initiative is just the latest in a number of such efforts. Over the past several months, the RCMP in Saskatchewan has temporarily redeployed resources on a several occasions to conduct targeted enforcement in response to community safety concerns in locations such as Onion Lake, Turtleford and the Battlefords. Based on the positive results of these initiatives, the RCMP is establishing a team to enhance and sustain these efforts on an ongoing basis. The Crime Reduction Team will be made up of members with specialized enforcement and investigative skills who are being redeployed to perform these duties. Based on intelligence, analysis of crime trends and consultation with community leaders, the team will conduct targeted enforcement that may involve any or all of the following: strategic, high visibility patrols; tracking chronic, prolific offenders; tackling street-gang related activity and executing arrest warrants. “This targeted, high-intensity approach to enforcement and investigation has proven effective in taking drugs, firearms and criminals off the streets of our Saskatchewan communities, making them safer,” says Assistant Commissioner Zablocki.
