UK faces rising and unpredictable threat from Iran, report warns

The UK faces a "rising" and unpredictable threat from Iran and the government must do more to counter it, Parliament's intelligence and security committee has warned.

The call comes as it publishes the results of a major inquiry which examined Iranian state assassinations and kidnap, espionage, cyber attacks and its nuclear programme. The report, external took evidence up to August 2023 so does not assess the impact of heightened tensions since the attack on 7 October that year by Hamas on Israel, or the Iran-Israel conflict - but its authors say the findings remain relevant. The committee raised particular concern over a "sharp increase" in physical threats against opponents of Iran's regime in the UK. Committee chair Lord Beamish said: "Iran poses a wide-ranging, persistent and unpredictable threat to the UK, UK nationals and UK interests."

"Iran has a high appetite for risk when conducting offensive activity and its intelligence services are ferociously well-resourced with significant areas of asymmetric strength," he added.

The Iranian embassy in London "wholly rejected" the report's findings, which it called "biased" and

"baseless".

The committee, which is tasked with overseeing Britain's spy agencies, accuses the government of focusing on "crisis management" and "firefighting" with Iran, as well as on its nuclear programme, at the expense of other threats, which require a better-resourced long-term

response. It continued: "Whilst Iran's activity appears to be less strategic and on a smaller scale than Russia and China, Iran poses a wideranging threat to UK national security, which should not be underestimated: it is persistent and – crucially –unpredictable."

It says it was told by

intelligence bodies that, in terms of the threat to the UK, Iran "would be top of the Championship rather than the Premier League, but rising".

Physical threats against people living in the UK have increased since 2022, the report found, with dissidents targeted, as well as "Jewish and Israeli interests in the UK".

There have been at least 15 attempts at murder or kidnap against British nationals or UK-based individuals since the beginning of 2022, and the report's authors said they had been advised the physical threat was "comparable with the threat posed by Russia".

It found that Iran "sees the UK as collateral in its handling of internal matters – i.e. removing perceived enemies of the regime", with increased physical threats driven by protests fuelling a sense of insecurity inside the Iranian regime.

It's too easy to claim benefits in UK, Badenoch says

Kemi Badenoch has said it is too easy for people to claim benefits in the UK, as she set out proposals to restrict welfare payments.

The Conservative leader told the BBC there needed to be a "crackdown on people exploiting the system".

In a speech setting out her party's plans, she called for foreign nationals to be barred from claiming disability and sickness benefits, while arguing that those with less severe conditions like anxiety and mild depression should not be signed off work.

A Labour Party spokesperson said: "The Conservatives had 14 years to reform welfare. Instead, they left the country with a broken system that holds people back and fails to support the most vulnerable."

In her speech Badenoch described Britain's benefits bill as a "ticking time bomb" that could "collapse" the economy. It comes after Labour

largely gutted its own plan for benefits cuts after a backbench revolt.

Legislation to bring in remaining government cuts to sickness benefits was approved by MPs on Wednesday evening. But other proposals, including changes to the eligibility criteria for disability

benefits, have effectively been put on hold. Badenoch told the BBC: "Our welfare system is being exploited by a whole bunch of people, both British and non-British, who should not be claiming benefits."

The Tories have proposed that disability and sickness benefits should only be

paid to British citizens, with exceptions for those covered by international agreements, such as citizens from EU countries who have acquired settled status in the UK. At the moment, foreign nationals gain access to the welfare system when they are granted indefinite leave to remain or refugee status.

Applicants for personal independence payments (Pips) generally need to have lived in Britain for at least two of the last three years.

Asylum seekers are not allowed to apply for benefits, although they have access to taxpayerfunded accommodation and separate financial support.

"It is not unreasonable to expect someone to have paid in and become a British citizen before they unlock access to sickness benefits," Badenoch said.

Labour warned that the Conservative proposal could see disabled British nationals living abroad being denied support if other countries decided to take a similar approach.

Badenoch told the BBC "we can look at reciprocal arrangements with different countries" but the overall principle was that "we cannot have an international benefits system".

Royal Mail will start to deliver second-class letters on every other weekday and not on Saturdays to help cut costs, the industry regulator has said.Ofcom said a reform to postal service was needed as people are sending fewer letters each year, so stamp prices keep rising as the cost of delivering letters goes up. The changes mean second-class letters will be delivered either on Monday, Wednesday and Friday, or on Tuesday and Thursday, in a two-week cycle.

Royal Mail welcomed the changes, which will take effect on 28 July, but the move was criticised by some consumer and business groups.Under the current one-price-goes-anywhere Universal Service Obligation (USO), Royal Mail has to deliver post six days a week, from Monday to Saturday, and parcels on five from Monday to Friday.Ofcom says Royal Mail will have to continue to deliver first-class letters six days a week. "These changes are in the best interests of consumers and businesses, as urgent reform of the postal service

is necessary to give it the best chance of survival," said Natalie Black, Ofcom's group director for networks and communications. However, just changing Royal Mail's obligations will not improve the service, she said."The company now has to play its part and implement this effectively."

Royal Mail estimates it will take 12 to 18 months to implement the changes across its network.It has been piloting the changes to delivery since February in 37

of its 1,200 delivery offices, and said it was "keen to move ahead with deployment as soon as possible".Ofcom estimates that Royal Mail could save between £250m and £425m a year by making the changes.Royal Mail's parent company, International Distribution Services (IDS), said Ofcom's announcement was "good news for customers across the UK", and that it would support a "reliable, efficient and financially sustainable Universal Service".

Martin Seidenberg, IDS chief executive, said the changes reflect the "realities of how customers send and receive mail today".Ofcom is also making changes to Royal Mail's delivery targets. The company will have to deliver 90% of first-class mail next-day, down from the current target of 93%, while 95% of second-class mail must be delivered within three days, a cut from the current 98.5%.

However, there will be a new target of 99% of mail being

delivered no more than two days late to incentivise Royal Mail to cut down on long delays.Ofcom has fined Royal Mail three times since 2020 for missing delivery targets - £1.5m in 2020, £5.6m in 2023, and £10.5m in 2024.Consumer group Citizens Advice said Royal Mail had a "woeful track record of failing to meet delivery targets, all the while ramping up postage costs".

Tom MacInnes, Citizens Advice director of policy, said Ofcom had "missed a major opportunity to bring about meaningful change". "Pushing ahead with plans to slash services and relax delivery targets in the name of savings won't automatically make letter deliveries more reliable or improve standards," he said. The UK Greeting Card Association also criticised the move, saying it was "concerned that a reduction in the second-class service, would lead to a reliance on uncapped, unregulated firstclass mail that is increasingly unaffordable for businesses and consumers alike".

Plan for electricity bills based on region dropped

Plans to set people's electricity bills based on where they live have been dropped by the government.

Energy Secretary Ed Miliband said in April the government was considering zonal pricing, but on Thursday it said it would reform the current national pricing system instead.

Zonal pricing supporters say it can lower bills in areas generating more energy, such as Scotland, though some energy firms say it could have scared off investment.

Energy UK, which represents the industry, welcomed the government's decision while the Conservatives called Miliband's promise of lower electricity bills "a fantasy".

The current electricity pricing system means everyone in the country pays the same flat rate at all times regardless of where they live, but critics argue the price is calculated based on the most expensive electricity generated in the country at

any given moment.

Greg Jackson, founder and chief executive of Octopus Energy, told the BBC that zonal pricing works in countries such as Australia, Sweden, and Italy and calculates it could "reduce bills by around £100 a year for most households".

Supporters also say zonal pricing could have

encouraged energy hungry industries to locate closer to the sources of energy, such as Scotland where supply exceeds demand, and away from densely populated cities.

However, energy provider SSE said zonal pricing "would have added risk" to the system, arguing that national pricing creates "a stable and investable

environment".

Firms had warned the government that a major overhaul of the electricity pricing would have deterred bidders for the upcoming auction of renewable projects later this year.

SSE welcomed the "muchneeded policy clarity" from the government's announcement, but Kate

Mulvany, principal consultant at Cornwall Insight, said "clarity is not the same as resolution".

"This move will not solve the deep-rooted issues in Great Britain's electricity market, and it must not be used as an excuse to continue business as usual," she added.

The decision to stick with a national pricing comes after a three year consultation. In April, Miliband the BBC that pricing reform was "an an incredibly complex question".

"There are two options, zonal pricing and reformed national pricing," he said at the time.

"Whatever route we go down my bottom line is bills have got to fall, and they should fall throughout the country."That means there is a £5 billion hole in Sir Keir’s spending plans which will have to be filled either through cuts elsewhere, more borrowing or tax increases.

Heatwave to peak this weekend as temperatures soar to 34C

Temperatures are forecast to increase across the UK over the next few days - reaching above the official heatwave threshold in some places for the third time this year.

Highs of 34C are likely on Friday and possibly Saturday, with the sweltering temperatures continuing into early next week.

The UK Health Security Agency (UKHSA) has extended yellow heat health alerts to cover every region in England, which will remain in place until 10:00 BST on 15 July.

The warnings mean that health and social care services could be significantly affected by the weather –through increased demand or a rise in deaths. Yellow alerts are less serious than the UKHSA's amber alerts, which were issued during previous spells of hot weather this year.

Organisations including the Alzheimer's Society have issued advice on how to keep

people safe in the heat.

The charity reiterated warnings that high temperatures can lead to severe health problems for those with dementia.

The south Midlands, central southern and south-east England will likely see the hottest temperatures on Thursday, with highs of 30-

32C forecast.

However, all parts of the UK should expect hotter weather.

The Scottish Fire and Rescue Service has an "extreme wildfire warning" in place from Friday until Monday, covering different parts of the country across the weekend.

It is urging the public to "think twice" before using anything

involving a naked flame. Firefighters in Scotland have had to tackle a number of wildfires during recent warm periods.

This heatwave's peak is unlikely to exceed the UK's highest temperature of the year so far, when 35.8C was reached on 1 July in Faversham, Kent, during the

last heatwave.

The Met Office defines a heatwave as when a temperature threshold - which varies by region - being reached or exceeded for at least three consecutive days.

On Friday, the heat will move into Scotland and Northern Ireland - with both areas potentially seeing their hottest days of the year.

Highs of 33-34C have been forecast in England and Wales on Saturday, while Wimbledon's finals in London over the weekend will see temperatures exceeding 30C.

The tennis tournament recorded its hottest opening day (32.2C) this year, but will likely fall just short of the hottest finals day, of 34.1C in 1976.

By Sunday, a cooler northeasterly breeze will develop, shifting the hottest weather into more central areas of England and eastern Wales, before a likely end to the heatwave on Tuesday.

Mum sentenced for hiding stillborn babies' bodies

A mum who hid the remains of her two stillborn babies inside her home has been given a suspended prison sentence.

Egle Žilinskaitė, 31, hid the bodies of two full-term babies inside her home after she delivered them "alone and without medical support".

The mother-of-five concealed the pregnancies due to a "fundamental distrust of authorities, both in the UK and based on her experiences in Lithuania" where she was born, a judge at Cardiff Crown Court said on Thursday.

Žilinskaitė was sentenced to two years' imprisonment, suspended for two years, and was ordered to complete 200 hours of unpaid work and a 15-day rehabilitation activity requirement, external.

Her former partner, Žilvinas Ledovskis, was cleared of the same charges last month. Judge Tracey LloydClarke, sentencing, told Žilinskaitė: "You made a deliberate decision not to seek assistance from the authorities because you knew the authorities could and would remove your children if necessary.

"While you have committed serious offences, the deaths of your children were not your

fault and you have suffered the loss of two children at birth."

On 26 November 2022, Gwent Police officers were searching the end-of-terrace property in Maes-Y-Felin, Wildmill, Bridgend, as part of an alleged fraud investigation linked to the possible misselling of clothes intended for charity.

They noticed a "foul smell" coming from the upstairs area of the house, the court heard, which was worse in

the upstairs of the property. One officer opened the hatch to the attic and the smell immediately "got worse".

Upon investigating, they discovered the first baby concealed in blankets and bin bags in the house's attic.

Crime scene officers were then called to the house and, in a "shocking and disturbing discovery", found a second body in the airing cupboard.

Medical examination later revealed the children, referred

to as Baby A and Baby B in court, were full-term babies and the biological children of Žilinskaitė and her then partner, Žilvinas Ledovskis, who lived with her.

Forensic tests and post mortem examinations revealed both were male and were not identical twins, but were full siblings. Both appeared to have been stillborn at full-term.

Due to the severe decomposition of the remains, no cause of death could be

ascertained, the court heard.

A pathologist however found it was "not unreasonable" to conclude both babies died at around the time of birth due to the presence of a placenta and an umbilical cord.

The court heard Žilinskaitė gave birth to the first baby in August 2019 at a separate address, then moved the remains to the house in Bridgend where she delivered a second stillborn child in September 2021.

During the sentencing hearing, defence lawyer Matthew Roberts told the judge Žilinskaitė had been suffering from depression at the time of the events and was "lonely", adding she feared she would be blamed for the stillbirths at the time.

He said: "Her emotions were all over the place, she didn't know what to do.

"She had a difficult relationship with her partner who was an alcoholic and was also emotionally abusive towards her."

Mr Roberts said his client had given birth to both babies while she was alone in the flat and "panicked."

A man who used to be the chairman of the Conservative Party and who was a Tory minister in three different government departments.

And yet a man who now says this: "If you were deliberately trying to wreck the country, you'd be hard pressed to do a better job than the last two decades of Labour and Tory rule."Read that sentence again and consider it was written by someone who was not just a Tory MP for 14 years but a senior one, occupying high office. Extraordinary.

An this is probably not the end of it – both Reform and Conservative folk I speak to hint they expect there to be more to come.

Tories are trying to put the best gloss on it they can,

saying Reform might be attracting former MPs – Sir Jake lost his seat at the last election – but they are losing current MPs.

The MP James McMurdock suspended himself from Reform at the weekend after a story in the Sunday Times about loans he took out under a Covid support scheme. McMurdock has said he was compliant with the rules.

But the trend is clear: Conservatives of varying seniority are being lured across by Nigel Farage and are proud to say so when they make the leap. Reform are particularly delighted that Sir Jake has not just defected but done so by going "studs in" on his former party, as one source put it.

"For us this is really crucial. If you want to join us you

need to be really going for the other side when you do. Drawing a proper line in the sand," they added. They regard Sir Jake's closeness to Boris Johnson as "dagger-in-the-heart stuff" for the Conservatives. But perhaps the more interesting and consequential pivot in strategy we are currently witnessing is Labour's approach to Reform.

Four arrested in connection with M&S and Co-op cyber-attacks

At the very highest level in government they are reshaping their approach: turning their attention away from their principal opponent of the last century and more, the Conservatives, and tilting instead towards Nigel Farage's party. Again, extraordinary. It tells you a lot about our contemporary politics that a party with Labour's history, sitting on top of a colossal Commons majority, is now shifting its focus to a party with just a handful of MPs. Senior ministers take the rise of Reform incredibly seriously and are not dismissing them as a flash in the pan insurgency. After all, Reform's lead in many opinion polls has proven to be sustained in recent months and was then garnished with their impressive performance in the English local elections in May and their win, on the same day, in the parliamentary by-election in Runcorn and Helsby in Cheshire.

If Labour folk then were still in need of the jolt of a wakeup call, that night provided it. In their immediate response to Sir Jake's defection, Labour are pointing to Reform recruiting Liz Truss's party chairman and so are inheriting, they claim, her "reckless economics".

Four people have been arrested by police investigating the cyber-attacks that have caused havoc at M&S and the Co-op.The National Crime Agency (NCA) says a 20-yearold woman was arrested in Staffordshire, and three males - aged between 17 and 19were detained in London and the West Midlands. They were apprehended on suspicion of Computer Misuse Act offences, blackmail, money laundering and participating in the activities of an organised crime group.

All four were arrested at their homes in the early hours of Thursday. Electronic devices were also seized by the police. One of the suspects - a 19-yearold man - is from Latvia, the rest are from the UK.

Neighbours described a large police operation in the quiet Staffordshire cul-de-sac where the 20-year-old was arrested. They said dozens of NCA officers, some wearing balaclavas, arrived in the early hours of this morning and smashed down the door of a family home. Later they

were seen taking away a large number of electronic devices.

Paul Foster, head of the NCA's National Cyber Crime Unit, said the arrests were a "significant step" in its investigation.

"But our work continues, alongside partners in the UK and overseas, to ensure those

responsible are identified and brought to justice," he added.

The hacks - which began in mid April - have caused huge disruption for the two retailers.

Some Co-op shelves were left bare for weeks, while M&S expects its operations to be affected until late July, with

some IT systems not fully operational until October or November.The chairman of M&S told MPs this week that it felt like the hack was an attempt to destroy the business. The retailer has estimated it will cost it £300m in lost profits. Harrods was also targeted in

an attack that had less impact on its operations.

A wave of attacks

M&S was the first to be breached. A huge amount of private data belonging to customers and staff was stolen.

The criminals also deployed malicious software called ransomware scrambling the company's IT networks making them unusable unless a ransom was paid.The BBC revealed that the hackers had sent an offensive email to the M&S boss demanding payment.

A few days after M&S was breached the Co-op was also targeted by criminals who broke in and stole the private data of millions of its customers and staff.The Co-op was forced to admit that the data breach had happened after hackers contacted the BBC with proof that the firm was downplaying the cyber attack.

The BBC later discovered from the criminals that the company disconnected the internet from IT networks in the nick of time to stop the hackers from deploying ransomware and so causing even more disruption.

A HEARTBROKEN mum has paid an emotional tribute to her son who was stabbed to death outside a luxury hotel and casino.

Dad Blue Stevens, 24, tragically died after being attacked outside the five-star Park Tower Hotel and Casino in Knightsbridge, London, yesterday evening. Charlie Sheridan, Blue's devastated mum, said: “He lit up my heart every time I laid eyes on him. My only son. I lived for him."

She added: “I can't stop crying. I can't breathe.”

Writing on Facebook, the heartbroken parent said: "Please. I want him back."

Underneath was a photograph with the quote: "Everyone in your life will have a last day with you, and you won't even know when it will be. "Cherish them before it's too late."

Police are still hunting for Blue's killer, with a large police presence and cordon seen outside the hotel today as detectives began their investigation.

Onlookers watched on in horror as the 24-year-old was stabbed to death yesterday evening while with his partner.

Witnesses say she then returned to the scene today to leave a touching tribute to Blue. She wrote in a card nestled amongst a large number of floral tributes: "To My Blue. We are all absolutely devastated without you.

"You took a piece of my heart with you. A part of me has gone with you. I love you more than absolutely anyone in this world.

"My boy forever and always." Blue, understood to be from Yateley in Surrey, is believed to have driven to Knightsbridge in a white BMW, Metro reported.

He parked just 50 yards away from the crime scene and was believed to have been returning to his motor when he was suddenly attacked.

It is not clear whether Blue had been in the casino beforehand but emergency crews were seen going into and out of the building on Wednesday night. Among the tributes to Blue were from his family members and friends who praised him for being a "great dad" who would "help anyone out".

One of Blue's cousins also confirmed he had a passion for wrist watches - when prompted on whether Blue may have died as a result of a botched robbery

of his timepiece.

Today, cops confirmed that a murder investigation had been launched although no arrests have yet been made in connection with Blue's death.

Detectives are also pursuing lines of enquiry that Blue's death may have come as part of a robbery, although this is yet to be confirmed.

One guest at the hotel described the horrific scenes as he watched paramedics try to revive the stabbed victim.

Sam, 55, told The Sun: "I saw the guy on the floor and they were trying to revive him. There were about 10 cars, police, medics everything.

"I saw them reviving the guy, it’s scary. It was night, he was on the floor you could only see him from a distance.

"The streets were full and all of a sudden someone comes along and stabs someone."

A spokesperson for the Metropolitan Police said: "At 9.24pm on Wednesday, July 9, officers, the London Ambulance Service and London's Air Ambulance responded to reports of a stabbing on Seville Street, Knightsbridge.

"Officers attended the scene and found a 24-year-old man who had been stabbed.

"The officers gave first aid on arrival but despite the best efforts of all the emergency services, the man sadly died at the scene.

"The man’s next-of-kin are aware and are being supported by specialist officers."

Officers also confirmed that the crime scene, established last night, would be in place for "some time" as officers continue their investigation.

"Our thoughts are with the victim’s family at this difficult time.

"As this is an active investigation, all inquiries should be directed to the Metropolitan Police."

Unemployed people on sickness benefits paid £2,500 more than minimum wage workers

Desk report: Unemployed people on benefits will receive £2,500 more a year than a minimum wage worker, analysis reveals.

Those who are jobless on sickness payments are due to overtake taxpayers on the national living wage who will earn less after tax.

Next year, a Universal Credit claimant who is not working and claims the average housing benefit and Personal Independence Payment (PIP) for ill health will receive £25,000.

However, a full-time worker on the national living wage will earn £22,500 after paying income tax and National Insurance in 2026/27.

The calculations, which were made by the Centre for Social Justice, reveals how generous the welfare system is.

This is after Sir Keir Starmer was forced to water down his Welfare Bill earlier this month, including £5billion worth of cuts to disability entitlements.

The CSJ also found that a jobless single parent claiming for anxiety and for a child with ADHD would receive £37,000 a year.

Former work and pensions secretary Sir Iain Duncan Smith said: “Before lockdown, we had the lowest numbers of workless households since records began.

“However figures from the Centre for Social Justice show how damaging Covid was and that, since then, the scale of the disincentive to work has grown dramatically.”

Joe Shalam, policy director at the CSJ, added: “People

who cannot work due to sickness or disability must always be protected, but as our research shows, too many people are trapped in a cycle of dependency and wasted potential.

“By tightening eligibility for mental health benefits and investing in therapy and employment support, ministers can save public money and transform lives.”

Last week the Office for Budget Responsibility said sickness benefit payments, caused by a rise in mental health issues, were set to hit £100billion by the end of the decade and warned that Britain’s finances were in a “vulnerable position”.

A Government spokesman said: “We inherited a broken social security system that is failing people on all accounts.

“We are changing the system so it genuinely supports those who can work into employment and ensuring the safety net will always be there for the most vulnerable – and puts the spiralling welfare bill on a more sustainable footing.

“Through our £2.2billion employment support funding over the next four years, we are also building on the success of programmes like Connect to Work, which help disabled people and those with health conditions into work.”

'One in, one out' sounds simple - but the migrant deal could be complicated

The returns deal is designed as a deterrent to stop the boats. But the announcement of a pilot for a 'one-in-one-out' scheme is just the first step in what could be a very complicated process.

The plan proposes that for each migrant the UK returns to France, another migrant with a strong case for asylum in Britain will come the other way.

The Home Office would not speculate on how many people would actually be expelled weekly, noting that the number may vary during the pilot stage of the scheme.

During a press conference

Sir Keir Starmer gave with France's President Emmanuel Macron this afternoon, the prime minister also would not be drawn into the details, and said discussing them could undermine "how this will operate".

Details aside, the agreement is likely to encounter legal, political and practical obstacles, and the need to demonstrate 'proof of concept' will not be straightforward. However, the legal principle behind the idea is broadly sound. The UN Refugee Convention does not allow

migrants to choose where they claim asylum, so there is nothing necessarily unlawful about people being sent from Britain to France for processing.

The previous government's Rwanda scheme struggled to get off the ground because the courts were persuaded the East African country was not safe enough to be compliant with the demands of the convention. France, however, would not raise such concerns.

Legal challenges are likely to be about the details of the process. Is the system of selection fair? What might happen to people when they reach France?

One political hurdle will be convincing EU member states that Britain's migrants will not end up back in their territory. Information stored on the EU's Eurodac asylum database, unavailable to Britain since Brexit, might be used to identify migrants who had previously claimed asylum in another European state.

As well as legal challenges regarding returning people to France, there may be practical difficulties in deciding which migrants in France should be sent to the UK. Who will make those decisions and on what basis?

Britain has long resisted the idea that asylum claims can be assessed beyond this country's border, fearing such a facility would become a magnet for migrants seeking a new life across the Channel.

However, there is a precedent for a scheme to identify asylum seekers with a strong case for being awarded refugee status in the UK.

In 2002, Britain and France jointly worked on a plan to close the Sangatte camp of migrants trying to get to the UK. As part of that arrangement, the United Nations High Commissioner for Refugees (UNHCR) oversaw a registration process conducted by British officials in France, deciding which migrants should be given permission to pursue their asylum claim in Britain.

The details of every aspect of today's Anglo-French arrangement will need to be tested. No wonder officials want the scheme to start small.

And will it work? It is very hard to comprehend how migrants balance the risks and opportunities when deciding whether or not to board a flimsy dinghy.

The pilot scheme being proposed is probably not at a large enough scale to act as a serious deterrent, but officials believe the arrangement has the potential to be a powerful weapon in the battle to stop the boats.
