BBC senior staff told to 'step back' from duties following row

The BBC has told a small number of senior staff to step back from their dayto-day duties on music and live events, following the broadcast of Bob Vylan's controversial Glastonbury set.

The punk duo led a chant of "death, death to the IDF [Israel Defence Forces]" and made other derogatory comments during their performance, which was available to watch via a live stream on iPlayer.

In a statement, the BBC said there was "no place for antisemitism" in its output, and that it was taking action to "ensure proper accountability for those found to be responsible" for the broadcast.

The BBC also said Bob Vylan were one of seven Glastonbury acts it had deemed "high risk" in advance of the festival.

The broadcaster said it would make "immediate changes to livestreaming music events", so that "any music

performances deemed high risk by the BBC will now not be broadcast live or streamed live" in the future.

The corporation's chair, Samir Shah, said the decision not to pull the live feed was "unquestionably an error of judgement".

Earlier on Thursday, Culture Secretary Lisa Nandy told the House of Commons

she was unsatisfied with the BBC's response after she had asked questions about due diligence, senior oversight, and the delay in pulling the live feed.

"Given the seriousness of what happened, and particularly we heard in the House the absolute shocking stories of the impact this has had on the Jewish

community in this country - given the seriousness of this, I would expect there to be accountability at the highest levels [of the BBC]," she said.

The BBC has also been criticised by the UK's chief rabbi Sir Ephraim Mirvis, while media regulator Ofcom said the corporation had "questions to answer".

During their Glastonbury set, Bob Vylan's singer Pascal Robinson-Foster, who performs under the stage name Bobby Vylan, also spoke about a record label boss he used to work for. That boss would "speak very strongly about his support for Israel", and had put his name to a letter urging Glastonbury to cancel Irishlanguage rap trio Kneecap's performance, the musician said.

"Who do I see on that list of names but that bald-headed [expletive] I used to work for. We've done it all, all right? From working in bars to working for [expletive] Zionists."

In a message to staff on Thursday, director general Tim Davie said: "I deeply regret that such offensive and deplorable behaviour appeared on the BBC and want to say sorry – to our audience and to all of you, but in particular to Jewish colleagues and the Jewish community."

UK borrowing costs fall as investors' nerves ease

The cost of government borrowing has fallen, partly reversing a surge prompted by the chancellor's emotional appearance in the Commons on Wednesday.

The yield on UK 10-year bonds fell to 4.55%, down from 4.61% at the previous day's close, as markets reacted to the prime minister's comments that he worked "in lockstep" with Rachel Reeves.

The pound, which fell on Wednesday, rose to $1.3668, although it has not regained all the ground it lost.

One analyst told the BBC that financial markets seemed to be backing the chancellor, afraid that if she left her job then control over the government's finances would weaken.

"It looks to me like this is a rare example of financial markets actually enhancing the career prospects of a politician," Will Walker Arnott, head of private clients at the bank Charles Stanley, told the BBC's

Today programme. "I think the markets are concerned that if the chancellor goes then any fiscal discipline would follow her out the door and that would mean bigger deficits."

Mohamed El-Erian, president of Queens' College, Cambridge, and chief economic adviser at Allianz, warned that markets were likely to remain on edge."The minute you

put a risk premium in the marketplace, it's very hard to take out," he told the Today programme."I suspect that we will see some moderation, but we will not go back to where we were 24 hours ago." One reason sharp movements in bond yields matter to individuals is because they can have an impact on the mortgage market, with higher yields potentially making mortgage

deals more expensive. Rises or falls, particularly in five-year bond yields, can feed through to so-called swap rates which lenders use to price their new fixed mortgage deals.This was most obviously made clear following the mini-budget during the premiership of Liz Truss.

Mortgage rates have been steady of late, with lenders making some relatively small

cuts as they compete for customers. Reeves was at Prime Minister's Questions on Wednesday, following the government's U-turn on plans to cut billions of pounds through welfare reforms, when she became emotional and started crying.

The reversal of welfare reforms puts an almost £5bn black hole in Reeves's financial plans.The rise in borrowing costs was initially sparked by the feeling the chancellor might step down, seeming to indicate that the markets are supportive of her.

A Treasury spokesperson later said the chancellor was upset due to a "personal matter".On Wednesday evening, Prime Minister Sir Kier Starmer backed Reeves, telling BBC Radio 4's Political Thinking with Nick Robinson that he worked "in lockstep" with Reeves and she was "doing an excellent job as chancellor".

The calls echo one of the suggestions made by Angela Rayner in a memo she sent to Ms Reeves that was revealed by The Telegraph in May, proposing measures to raise money without making spending cuts. However, the rebels will not be without their opponents.

Liz Lloyd, the new Downing Street policy chief, “scandalised” colleagues at a recent meeting by asking about existing wealth taxes and raising concerns about their impact on the mission to boost economic growth, according to the Financial Times.

This raises the possibility that – far from introducing new wealth taxes – some in Sir Keir’s inner circle may be mulling over diluting their non-dom crackdown.

The rebels not being a homogenous group will present another challenge. The strength of the uprising against the welfare Bill was that it was not comprised of just the “usual faces” on the Left, with moderate heads of Commons committees leading the charge.

Rayner ‘instrumental’ in forcing welfare U-turn

Desk report: Angela Rayner was “instrumental” in pushing Sir Keir Starmer to water down his flagship welfare Bill, The Telegraph understands.

The Deputy Prime Minister held hours of crunch talks with Labour MPs who were poised to vote against the legislation before a lastminute climbdown by Sir Keir.A crackdown on the personal independence payment (Pip) has now been scrapped. It will only be considered after a wider welfare review by Sir Stephen Timms, the disability minister. Two wellplaced sources told The Telegraph that Ms Rayner masterminded the aboutturn, as first reported by Bloomberg.

One source had conversations with the Deputy Prime Minister and Sir Alan Campbell, the Chief Whip, in the hours before the vote.

They said: “They were both definitely in listening mode and instrumental in getting a solution that was palatable to me and others.”

The Bill cleared its first big hurdle in the House

of Commons yesterday evening as MPs supported it by 335 votes to 260. It will face more scrutiny next week. But 49 Labour MPs still opposed the legislation despite Sir Keir giving ground, raising major questions about his authority.

Ms Rayner declared on Wednesday that the welfare Bill was now in a “better place” after the Prime Minister significantly

watered down his proposals.

Asked about the chaos of the past week, she told ITV’s Lorraine: “I would say that to be fair to my colleagues, many of them have been raising concerns privately.

“Some have not raised them privately, some have.

It’s fair that the process of Parliament can look argybargy, like everybody’s falling out, but that’s the way you get to a consensus, and

when the crunch comes to a vote, that’s like a pinch point, a flash point in the Commons, and what happens.

“So people might see that overall it’s chaos, but actually we’ve got to a better place now, and we’ve got the bill through Parliament at its second reading. And now we’ll get into the detail.”

She also insisted that the reforms had to happen “in the right order” and admitted

changes to the benefits system were always going to be “difficult”.

Ms Rayner continued: “So some of the concessions that people have said, all the work that we did with MPs, was to make sure that, first of all, anyone listening to your show today, they know that there will be no changes to their welfare. “And I want to make sure people are reassured by that because a lot of people have been scared by what’s going to happen.“And then the future will be co-designed with disability groups…

The Timms review, that had to happen before the changes came in and that’s what everybody was really concerned about, making sure we did things in the right order, supportively.”

The Government’s original welfare reforms were designed to save approximately £5 billion by 2030. The Institute for Fiscal Studies said the result of Sir Keir’s concessions will be that the Government now saves nothing.

Starmer claims Reeves will be Chancellor for ‘a very long time to come’

Sir Keir Starmer has insisted that Rachel Reeves will be Chancellor “for a very long time to come” after her tears at Prime Minister’s Questions (PMQs) led to speculation about her future.

The Prime Minister failed to repeat a promise at PMQs made by Number 10 in January that Ms Reeves would stay in her role for the whole of Labour’s first term in office. Downing Street was forced to clarify after the session that the Chancellor had Sir Keir’s “full backing” and was “going nowhere”.

A spokesman for Ms Reeves said she had been dealing with a “personal matter”, but the Government remained under pressure to provide more details after a £3 billion market sell-off.

Sir Keir attempted to stabilise the situation in an interview with BBC Radio 4’s Political Thinking podcast, in which he praised Ms Reeves and guaranteed her future.

Asked whether he could

guarantee her future, Sir Keir said: “She will be Chancellor for a very long time to come.

“Because this project that we have been working on to change the Labour Party, win the election and change the country, that is a project which the Chancellor and I have

been working on together.”

Sir Keir added: “She’s done an excellent job as Chancellor and we have delivered inward investment to this country in record numbers.

“She has done a fantastic job. She and I work together, we think together.

“In the past, there have been examples – I won’t give any specifics – of chancellors and prime ministers who weren’t in lockstep. We’re in lockstep.”

Sir Tony Blair and Gordon Brown had one of the fiercest feuds in politics during their time in office in the New

Labour years.

The relationship between Boris Johnson and his chancellor Rishi Sunak also steadily deteriorated between 2020 and 2022.

Mr Sunak’s resignation in the wake of the Chris Pincher affair followed three years of ideological splits and helped to accelerate the downfall of Mr Johnson’s government. The pound fell in response to the Chancellor wiping away tears in the Commons chamber on Wednesday, when Sir Keir initially refused to confirm that she would stay on. The scene also led to higher UK borrowing costs, as the effective interest rates on 10-year government debts experienced one of the biggest jumps since Liz Truss’s misfiring mini-budget. It is understood that an altercation took place the previous day between Ms Reeves and Sir Lindsay Hoyle, the Commons Speaker, although this was not thought to be the root cause of her tears.

NHS dentists to offer walk-in appointments

Desk report: Neighbourhood health centres will offer walk-in dentist appointments, Sir Keir Starmer has said.

The Prime Minister unveiled the 10-year health plan at a centre in Stratford, London, which is already running a local one-stop service housing GPs, dentists and diagnostic and treatment facilities.

He hailed the walk-in dentist appointments that take place there as an example of “what a neighbourhood health service can do”.

So-called “dental deserts” on the NHS have meant fewer than half of adults have seen a dentist in the last two years.

Labour committed to reforming NHS dentistry on election. Their 10-year health plan also includes a proposal for a health service tie-in to require newly qualified dentists to work for the NHS for a minimum of three years.

Sir Keir said: “It’s buildings like this here that represent the future of the NHS.

“I’ve just had the chance to go round and see some of the work that’s going on here. The 24 teams that you’ve got working on dentistry, really pleased to see that you don’t necessarily need an

appointment. “You can walk in. We’ve got children and families up there on the next floor having their teeth done, hugely important, and that’s what a neighbourhood health service can do.”

He said he was “really struck by a young family in there having their teeth checked and done this morning” and it was “exactly what we want for a walk-in service”.

Refused ‘nanny state’ argument

Sir Keir also brushed off the idea that the health plan would turn Britain into a “nanny state” with measures to increase healthy eating and force supermarkets to count customers’ calories.

He said he was “not interested” in arguments about the “nanny state” if the price was children losing their teeth before they were 10.

Answering questions at the launch event, the Prime Minister said: “When I learned at Alder Hey that children of that age, eight to 12, were coming in to have their teeth taken out and that was the highest cause of admission... I’m not interested in arguing about ‘nanny state’. “If the price of not doing it is a child losing his or her teeth before they’re 10 years old, I’ll take those measures any day of

the week and I’ll defend them any day of the week.”

AI assistance in NHS app

The plan also pledged to overhaul the NHS app and create “a doctor in your pocket” using an artificial intelligence system to help patients access the most appropriate care.

It will allow patients to selfrefer to some specialists –skipping the need for a GP appointment – for services such as physiotherapy, mental health and audiology, as first revealed by the Telegraph.

People will have access to their medical records and be able to book and manage appointments, order prescriptions and also manage their loved ones’ health needs if they are a carer.

chief denies £3bn new fleet of Piccadilly line trains are delayed because they 'don't fit in tunnels'

London’s transport chief has been forced to deny that the £3 billion fleet of new Piccadilly line trains are having to be rebuilt because they don’t fit in Tube tunnels.

But Andy Lord, the Transport for London commissioner, admitted the delayed introduction of the “transformational” new trains was proving “challenging” and was “extremely complicated” to fix. The Standard exclusively revealed last month that the arrival of the first of the 94 new trains - being built by Siemens for London Underground - had been delayed by up to a year.

They will replace wornout trains that date to 1973 and will be the first on the Tube’s deep-level lines to have walk-through carriages and air conditioning. The vast majority of the new fleet is being assembled at the new Siemens factory in Goole, Yorkshire, that was visited by Mr Lord and Sir Sadiq last year. The first new train had been due to enter passenger service by the end of 2025. But due to problems discovered at the Piccadilly line depot in Northfields, the new trains are now not due until the

“second half of 2026”. Appearing alongside mayor Sir Sadiq Khan at a meeting of the London Assembly, Mr Lord was asked by Keith Prince, transport spokesman for the City Hall Conservatives, to explain what “technical issues” had delayed the introduction of the new trains.

Mr Prince said he had “heard a lot of really weird rumours” about the problems with the trains – and asked if the trains didn’t fit in the Tube

tunnels. Mr Lord said: “The new Piccadilly line trains are the first of their type for the ‘deep Tube’. They’re extremely complex.

“Siemens are a world leader in train manufacture and design… but there have been a few challenges.

“The first train was slightly late [arriving] in London last summer. Since it arrived, a number of issues have been discovered as part of testing that we have been

undertaking in the depot.

“That has meant that Siemens have had to do some further design work.”

Mr Lord said testing on Underground tracks was likely to begin “within a short number of weeks”, with full “integration testing” happening over the winter and into 2026.

“At the minute, we have reasonable confidence that we will be introducing the first train into service in the

second half of next year,” Mr Lord said. “I’m sorry it’s not going to be as early as we thought. The train is going to be transformational for Piccadilly line users – walkthrough, air cooled, live customer information.

“But it’s extremely complex and we need to make sure it is introduced both safely and reliably.”

Mr Prince pressed the TfL commissioner on whether there was a “physical issue” with the design of the new trains.

“It’s extremely complicated,” Mr Lord replied. “There are some issues that between Siemens and ourselves need resolving. Some of these issues will require modification to the train.”

He offered to provide more information to Mr Prince outside the City Hall chamber. Asked if the train “doesn’t fit in the tunnels”, Mr Lord said: “No, that is not the case.”

Mr Prince said: “I’m a bit concerned you are not able to share publicly what is wrong.”

Decriminalise cocaine possession after cannabis in London, says Sadiq Khan expert

An expert behind Sir Sadiq Khan’s call to decriminalise some cannabis possession believes cocaine should be next.

Dr Geoff Gallop, who contributed to the landmark London Drugs Commission report, believes users are put off seeking help for addictions in the fear they might be arrested. Mr Gallop, the former premier of Western Australia, says he’s seen “good” evidence from Portugal where having all drugs for personal use is legal, claiming it led to better health outcomes.

London mayor Sir Sadiq’s controversial three-year study into policing the Class B drug concluded in May it is “disproportionate” for enforcement under the Misuse of Drugs Act to continue when compared to the harms of other illegal substances. Asked if London should go further than cannabis and consider Class A drugs such as cocaine, Mr Gallop told the Standard: “Yes, the argument applies to all drugs.

“Obviously, the next step is legal regulation. “At the moment we can’t guarantee safe supply. We can’t guarantee to our communities that if they are using drugs they are not going to have serious consequences.” Sir Sadiq does not have the power to legalise weed in the capital. Starmer and Home Secretary Yvette Cooper are opposed. The Home Office said it had no intention of changing policy.

On Wednesday, Judge Martin Edmunds KC, the Recorder of Kensington and Chelsea, said cannabis is “not a benign drug” as he jailed a young man whose life has been derailed by

drug usage.

Last week, Marcus Monzo was jailed for life with a 40-year minimum term for a samurai sword rampage which left 14-year-old schoolboy Daniel Anjorin dead.

The Old Bailey heard how Monzo was in the grip of psychosis when he went on

the attack, sparked by his use of hallucinogenic drugs and a £100-a-day cannabis habit.

Mr Gallop attended the Global Commission on Drug Policy’s annual meeting at Virgin Group’s headquarters on Charlotte Street.

Attendees on Wednesday heard the UK is facing a crisis with 3,618 drug-related deaths in 2024 – an annual 11% rise. Synthetic opioids like nitazenes and fentanyl carry a higher risk of overdose. The former caused a spike in fatalities in recent years.

In Western Australia, Mr Gallop decriminalised cannabis possession for personal use in 2004.

Thousands avoided criminal records that would have impacted on employment, housing and travel by paying a fine or completing an approved education session.

Mr Gallop said making drugs legal isn’t about encouraging people to use them but that possession shouldn’t be “something that’s of interest” to the criminal justice system.

Diogo Jota died

Desk report:: For Diogo Jota’s life to be cut short is a tragedy beyond comprehension. Like everyone who had the pleasure to watch him, or was fortunate enough to meet him, it is difficult to find the right words to express how devastating his death is.

The sporting world will mourn how an athlete at the peak of his career, who should have been savouring the greatest professional and personal moments of his life, has been lost in such unimaginable circumstances. My immediate thoughts are with his parents – who have tragically lost two sons – his wife Rute, and their three children. The family lived close to mine in Crosby on Merseyside, and Diogo was every bit as humble off the pitch as he appeared on it. Liverpool and Portugal are teams of superstars and he was one. But you would never think of him that way from how he carried himself on and off the pitch.

I cannot believe that it is only 38 days since we saw Diogo dancing on the pitch at Anfield, while the Kop sang the chant they had created in his honour. “Better than Figo,” they sang every match. Diogo was as popular as any member of the title-winning side. Since then he has won the Nations League with Portugal and married his long-term girlfriend.

We think of footballers at the top of their game as invincible. We might not know them on a personal level, but the emotional connection is such that while many of us are cynical when clubs talk about a ‘family’, at moments of such grief there is no more apt description. The Liverpool and Portugal players and staff will feel like they have lost a brother, while supporters of all his clubs and in his own nation will mourn because they savour the impact he had on their lives and how much Diogo meant to them. In many respects, I saw Diogo as the epitome of the modern Liverpool, signed as a youngster of tremendous potential who elevated himself and all those around him whenever he played.

He was a natural goalscorer, but also typical of the multifunctional footballers the club’s famed analytics department have scouted so well.

‘He had an amazing gift for scoring crucial goals’ Diogo showed promise at Atlético Madrid, Porto and Wolverhampton Wanderers, but Jürgen Klopp’s scouts identified qualities they

believed would grow at Anfield. He was skilful, versatile, hardworking, ultra-professional, and possessed an amazing gift for scoring brilliant and crucial goals.

Last season I described Diogo as the best finisher at the club. That was high praise given Mohamed Salah was a teammate, but from the moment he made his debut and demonstrated that goalscoring ability, it was obvious the club had signed another gem. We can list so many of his greatest moments in a Liverpool shirt, from his first at Anfield against Arsenal, a Champions League hat-trick against Atalanta, and the goals against Arsenal which took his side to the League Cup final in 2022. There were many occasions when Diogo’s goals put everyone in mind of Robbie Fowler, able to score with both feet, headers and from any angle. Most poignant was his last Liverpool goal; the Merseyside derby winner which began the final surge towards last season’s Premier League title.

It is horrendous that he has been taken away so soon. He will be remembered as a hero to millions of Liverpool and Portugal fans, all of whom will need time to absorb the cruel reality that he will never have the chance to create more wonderful football memories, or hear the reminders of how much joy he brought to the lives of those who watched him play.

Being unpopular as a prime minister, one might argue, goes with the territory. So, as he approaches his one-year anniversary, Sir Keir Starmer, I suspect, isn’t losing too much sleep over polls that show him to have had the worst ever start as a newly elected PM.

He has time on his side and an opposition that is split between a diminished Conservative Party lacking confidence and Reform who know how to make news but who still wilt under serious policy heat. But what should worry Starmer is the unscientific feel of the British people. That harder to define sense of connection — or lack of it — with those who really matter.

On that measure there’s evidence that he’s in serious trouble. That after being in our lives and on our TVs for five years, that feeling of who he is and what he stands for is firming up… and not in a good way. Or as one disappointed Labour voter said to me recently: “This government has all the Keir and no idea.” Ouch.

give a view on what I thought would stick. A finger in the air process but one, as a former newspaper editor, I had some instincts for.

I was as alive to the sarcastic dinner party anecdote about my boss as I was the screaming headline. I also paid attention to non-obvious media — stuff that sits well outside of the Westminster bubble — for evidence that a character problem might be cutting through. Comedian Rosie Jones’s interview on Patrick Kielty’s Radio 5 show on Saturday was one of those moments that made me worry for Starmer. Jones was promoting her new sitcom Pushers, which tells the story of a disabled woman who takes to drug dealing when her benefits are cut.

She told Kielty: “It won’t surprise you that I’m a Labour voter, so when they came in last year, personally, I was like, ‘Yay, bring it on.’ But in terms of the sitcom, I thought, ‘Oh no it won’t come out until June 2025 and by then we will be a

cash they would otherwise be spending on UK businesses. “I love Britain but the British government doesn’t love me,” is the mantra that’s taking hold and not just among the mega wealthy for whom the violin remains Lilliputian. These complaints are also spreading fast across the bigger, deeper sections of the country’s wealth generators.

We’re also suffering a brain drain. Talent is legging it as well as wealth. A recent survey indicated that 38 per cent of Brits under 35 are considering moving abroad within the next five years, looking for a better life and stronger economic opportunities.

Law and order is another anecdotal minefield that I’ve noticed has got worse in the past six months or so in London and beyond. The idea that petty — and more serious — crime is now officially “out of control” in this country.

What the PM can learn from Robert Jenrick

The PM has spent the past 12 months trying to convince the country that calm, lawyerly governance beats bombast and bluster. That in Starmerworld, grey = great.

But after a year of communications misfires, misjudged resets and what now appears to be a full-blown addiction to U-turns, the sense is growing — among voters, commentators and, crucially, within his own party — that Starmer’s dullness is hiding a shallowness rather than misunderstood, hidden depths. This analysis is, I think, a little premature. Starmer’s instinct not to continually rush to the TV clip is laudable. And the Westminster psychodrama that we all went through under the Conservatives has definitely cooled. That’s a plus for a nation still twitching with memories of those bonkers days.

To give further credit where it’s due, there have been some brief periods of what looked like progress around the trade deals with the EU, India and the US (though the jury is still

year into a Labour government — and as a disabled person we’ll be living in a utopia and treated equally.’ Not the case at all and so, unfortunately, we need a sitcom like this more than ever!” Disappointed Labour-supporting comedians, I’m guessing, was not part of the government gameplan for year one.

Starmer faces more anecdotal incoming on other issues, not least on the growth mission that sits at the centre of his offer. Stand still long enough at any bar in the city and you’ll hear stories of people running for the exit, taking not just their taxes but also the vital

opposition communications work since Labour took office came with Robert Jenrick’s decision to film himself confronting fare dodgers on the London Underground. An audacious stunt but also a very effective one. And it whipped round the WhatsApp groups of Britain at speed and for a reason. It’s a tactic Starmer’s team should learn from. Because what the Jenrick video communicated was energy and an understanding that seemingly small issues can come to represent a much, much bigger problem. In this case, that London and Britain have become an increasingly dangerous soft touch.

The baffling decision to cut winter fuel payments was the first, epic own goal. I still struggle to comprehend how that one happened and so early in a premiership when all thoughts must have been focused on positive, feel-good momentum.
