The government has fleshed out its plans for reforming the UK pension industry, including the creation of £25bn "megafunds" which will be instructed to make a portion of their investments locally to help fuel economic growth.

The chancellor said the overhaul, designed to follow the example of Australia and Canada's huge pension investment funds, would also boost people's pension pots.

"These reforms mean better returns for workers and billions more invested in clean energy and highgrowth businesses," Rachel Reeves said.

Seventeen of the UK's largest pension firms already approved the gist of these reforms in a voluntary agreement earlier this month.

However, the government is also including a legislative back-stop, which will allow it to push through the new rules, if insufficient progress

"The challenge for investment into the UK has been finding

good investments to makeand policy that may improve that supply side [is] probably just as important," Chris Rule, chief executive of the Local Pensions Partnership, told BBC Radio 4's Today programme. He added that most pension funds "invest in the UK and locally anyway".

Zoe Alexander, a director at

the Pensions and Lifetime Savings Association, said the changes would have "significant implications" for how pension schemes operated.But she added: "Increased consolidation has the potential to improve retirement outcomes through improved governance, wider investment diversification and improved bargaining

power."

Miles Celic, chief executive of The City UK, representing the financial services industry, backed the chancellor's assertion that the move could "help drive economic growth".

A former Liberal Democrat pensions minister, Sir Steve Webb, who is now a partner at consultants LCP, described the news as "truly a red letter day for pension schemes, their members and the companies who stand behind them".

"The government has clearly been bold in this area and this opens up the potential for this surplus money to be used more productively to benefit scheme members, firms and the wider economy," he added. One of Labour's first moves after taking office last year was the announcement of a pension review. In November the chancellor floated her "megafunds" plan, which covers retirement savings for the majority of UK workers in two ways.

Youngest parade crash victim was nine, say police

A nine-year-old was the youngest victim injured when a car was driven into crowds at Liverpool's victory parade, police said, as they continue to question a suspect.

Merseyside Police confirmed the age of the victims hurt in the incident on Water Street on Monday ranged from nine to 78.

The force has until Thursday evening to question a 53-year-old man, from West Derby, Liverpool, who is in custody after he was arrested on suspicion of attempted murder, dangerous driving and drug driving.

Drinking water shortage in decade without new reservoirs, minister says

England could face drinking water shortages within a decade unless new reservoirs are built, a minister has claimed.

The warning comes as the government announced it was speeding up the planning process for two reservoir projects.

But overriding local objections can be unpopular and the reservoirs could still be more than a decade away from opening.

Household consumption of water may also need to fall to secure supplies amid rising temperatures and a growing population, scientists warn.

The announcement means that final decisions about the proposed Fens Reservoir in Cambridgeshire and the Lincolnshire Reservoir will be taken by Environment Secretary Steve Reed, rather than at a local level.

This change amounts to "slashing red tape to make the planning process faster", according to Water Minister Emma Hardy.

Speaking to BBC Breakfast, she said: "This is really important because if we don't build the reservoirs, we're going to be running out of the drinking water that we need by the mid-2030s."

The reservoirs in Cambridgeshire and Lincolnshire are currently

pencilled for completion in 2036 and 2040 respectively. They "would provide more resilience to future droughts in a part of the country that is already dry and where there is high demand for water", said Dr Glenn Watts, water science director at the UK Centre for Ecology & Hydrology. Reservoirs can help protect against the impacts of drought by collecting excess rainfall during wet periods.

With climate change likely to bring hotter, drier summers,

the chances of drought could increase in the decades ahead, the Met Office says. These preparations have been brought into sharp focus by this year's exceptionally dry spring. North-west England is officially in drought, according to the Environment Agency, which says it is watching the situation closely in other regions. Extra demand from new houses, data centres and other sectors could further squeeze supplies, but no major reservoirs have been

completed in England since 1992, shortly after the water sector was privatised.

Last year the government and water companies announced proposals to build nine new reservoirs by 2050. Together they have the potential to provide 670 million litres of extra water per day, they say.

That's in addition to the Havant Thicket reservoir project in Hampshire, which is already under way and is expected to be completed by 2031.

The government also says that

it intends to pass legislation to automatically make the other seven proposed reservoirs "nationally significant", so the final decision would be taken by national government.

"Reservoir projects are very complex infrastructure projects that are slow to take forward, and so anything that can be done to streamline that process can be a positive thing," said David Porter, senior vice president of the Institution of Civil Engineers (ICE). The water industry has also welcomed the announcement.

"It's absolutely critical that we build these reservoirs now," David Henderson, chief executive of Water UK, told BBC News.

"If we don't build them now, we wait another 10 years, it's going to cost even more, so we can't keep kicking the can down the road any longer." But building reservoirs doesn't come cheaply, even with accelerated planning processes. That could ultimately filter down to people's bills. Nor does it come quickly. No new major reservoirs are due to be completed this decade. Some experts highlight that reservoirs are no silver bullet, and warn that managing how we use water needs to take greater precedence in a warming climate.

China backs Starmer’s Chagos deal

The Chinese government has welcomed Sir Keir Starmer’s Chagos Islands deal as a “massive achievement”, despite his claim that Beijing had opposed it.

Beijing’s ambassador to Mauritius talked up the deal in a speech on Tuesday, after Sir Keir signed away the Chagos Islands and agreed to pay Mauritius £30 billion over 99 years. Huang Shifang told guests at the Chinese embassy that her government offered “massive congratulations” on the deal, and that China “fully supports” Mauritius’s attempt to “safeguard national sovereignty”. She also confirmed that Mauritius would soon join Beijing’s Belt and Road initiative, despite claims from the UK Government that the East African island nation was not under Chinese influence. The relationship between Mauritius and China has been a point of contention for Sir Keir, who faced accusations he was giving away British territory to an ally of one of the UK’s enemies.

The Chagos Islands, known in the UK as the British Indian Ocean Territory, host the

Diego Garcia military base which is jointly used by British and US forces. Under the terms of the Prime Minister’s deal announced last week, the UK will pay billions of pounds to rent back the military base after sovereignty of the islands has been transferred to Mauritius. The Government argues that the deal creates legal security for the base, which was

under threat from a territorial dispute from Mauritius in the international courts.

Addressing his critics, Sir Keir told a press conference that Conservative and Reform opponents of the deal were in a “column” with Russia, China and Iran, who he said had all opposed it.

British Bangladeshi Misbah receives first ‘African Day’ award in London

The demolition of the last building at Robin Hood Gardens marks the latest stage in the long-term project and partnership between the three organisations to deliver over 1,500 new homes for local people. Guests were given a progress tour of the site where the housing block is being demolished to pave the way for the building of further much-needed affordable new homes for local people. Demolition work is being carried out by Sanctuary’s contractor Keltbray.

To date, more than 600 homes have been created, of which 214 were allocated for social rent.

BNP Chairperson Khaleda Zia has said though the party founder late president Ziaur Rahman embraced martyrdom in the fight to establish democracy and safeguard sovereignty, the uninterrupted journey of democracy is still being hindered at every turn.

She hoped that democracy would be restored in the country very soon and urged the party leaders and activists to maintain discipline for the cause.

The BNP chief was addressing a party programme on Thursday held at the Institution of Engineers, Bangladesh auditorium in Dhaka, marking the 44th martyrdom anniversary of Ziaur Rahman, who was assassinated by a group of disgruntled army officers on 30 May 1981 at Chattogram Circuit House.

Khaleda Zia said, “Every year, this day brings sorrowful memories to our family. On this day, not only our family but also the entire nation was plunged into grief and left without a guardian.”

She said, “The name of Shaheed President Ziaur Rahman is inseparably connected to our beloved motherland, Bangladesh.”

He (Zia) declared the country’s independence from Chattogram, forever linking his name with the nation, she said, adding that it was in the same district, he sacrificed his life as a successful, honest, visionary, and truly patriotic president.

Japan to recruit one lakh Bangladeshi workers in five years

Desk report:: Japanese authorities and businesses on Thursday announced plans to recruit at least 100,000 workers from Bangladesh in the next five years to meet the country's growing workers' shortage.

Speaking at a seminar titled, “Bangladesh Seminar on Human Resources”, Chief Adviser Professor Muhammad Yunus said that his interim government would do everything in its capacity to create the job opportunities for Bangladeshis in Japan.

“This is going to be the most exciting day for me, the most inspiring day. This will open the door for Bangladeshis to not only work but to know Japan,” said the chief adviser.

The chief adviser witnessed the signing of two Memorandum of Understanding – first between Bangladesh's Bureau of Manpower Employment and Training (BMET) and Kaicom Dream Street (KDS), a JapanBangladesh joint venture,

and second between Bangladesh's BMET and Japan’s National Business Support Combined Cooperatives (a business federation with over 65 receiving companies operating in Japan) and JBBRA (Japan Bangla Bridge Recruiting Agency) at the event organised in Toshi Kaikan conference hall.

“This gathering is about opening the door,” said Prof Yunus, noting that

“The government’s job is to open the door for them,” he said.

Mitsuru Matsushita, representative director of Supervising Organisation Shizuoka Workplace Environment Improvement Cooperative said many Japanese companies are facing enquiries about Bangladeshis, and he believed this trend would continue.

“Bangladeshi talents hold great potential. It is our duty to nurture their talent,” he said.

Mikio Kesagayama, chairman of NBCC, recalled that about 14 years ago, Professor Yunus came to Japan and was telling stories about helping women through microcredit.

He said that in the first three decades of their business, they strived for a quality workforce.

“Our Federation looks to Bangladesh for young and capable labour. They can contribute to the development of both Bangladesh and Japan,” he said.

“In the coming five years, we are prepared to welcome more than 100,000 Bangladeshi workers,” he said.

Sharing the future plan on the recruitment of Bangladeshis in the Japanese industries, Miki Watanabe, president of Watami Group, said that a school they established in Bangladesh trains 1,500 students every year, and they are now planning to raise the number to 3,000.

With technical education in Bangladesh, they can enter the job market in Japan, he said.

Hiroaki Yagi, Japan International Trainee & Skilled Worker Cooperation Organisation (JITCO) chairman, shared the potential and challenges for Bangladeshis in the Japanese labour market.

He said the number of language teachers in Bangladesh is still short.

Niki Hirobumi, state minister of the Ministry of Health, Labour and Welfare (MHLW), Japan, said Japan is facing a declining population and thus will need the support of Bangladeshi workforce.

“This can be promising not only for Bangladesh but also for Japan,” he said.

In his welcome speech, Daud Ali, ambassador of Bangladesh to Japan, said by 2040, the Japanese labour shortage could reach 11 million, and Bangladesh could take this opportunity to send more skilled workers.

Some Japanese companies have already recruited Bangladeshi workers to address their labour shortages, and interest continues to grow,” said the Ambassador.

Representatives from several Japanese companies that have already hired Bangladeshi workers also spoke at the event. They praised the competence, sincerity, and professionalism of Bangladeshi employees.

The company officials expressed their eagerness to recruit more workers from Bangladesh and emphasised the importance of both governments taking the necessary steps to facilitate the process.

Foreign Adviser Md Touhid Hossain, Chief Adviser’s Special Assistant Lutfey Siddiqi, and Principal Coordinator on SDG Affairs Lamiya Morshed were, among others, present at the programme Prof Yunus arrived in the Japanese capital, Tokyo, on Wednesday on a 4-day visit to attend the 30th Nikkei Forum: Future of Asia and to hold bilateral talks with Japanese Prime Minister Shigeru Ishiba.
