Prime Minister Keir Starmer described the move as "a down payment on child poverty", along with other measures that have already been rolled out.

Parents on the credit will be eligible regardless of their income. Currently, their household must earn less than £7,400 a year to qualify. The government says the change will make 500,000 more pupils eligible, which the prime minister said would "help families who need it most". Sir Keir said the measure was "a statement of intent" aimed at the "attainment of children" to give them "the best possible start in life".

Labour has faced scrutiny over plans to tackle child poverty, and is yet to decide whether to scrap the twochild benefit cap.

Asked if he would go further and lift that cap, Sir Keir said: "I would say this is a down payment on child poverty. "We've got a task force. It'll come out with a strategy... I want to get to the root causes of child poverty."

Education Secretary Bridget Phillipson told the BBC ministers were "working as quickly as we can" on next

year's plans to extend free school meals. She said the changes to free school meals would save parents £500 a year and "lift 100,000 children out of poverty".

Phillipson told BBC Radio 4's Today programme it was her "moral mission" to make sure fewer children grew up in the kind of poverty she

experienced. "We know if children are arriving at school ready to learn that makes a massive difference to their outcomes", she said. "If you're hungry, it's really hard to concentrate."

The Department for Education has set aside £1bn to fund the change up to 2029.

Phillipson declined to say where that money would come from, but said schools would not have to find money for it and that details would be set out in next week's spending review.

In an interview with BBC Breakfast, she confirmed the government was considering scrapping the two-child benefit cap, which prevents most families from claiming means-tested benefits for any third or additional children born after April 2017.

The government has also pledged £13m to a dozen food charities across England to "fight food poverty" and said there will be a review of standards so that school meals are healthy. Christine Farquharson, associate director of the Institute for Fiscal Studies (IFS), said the change would, in the longterm, lead to an additional 1.7 million children getting free lunches and about 100,000 children "lifted out of poverty".

Winter fuel payment U-turn in place this year

Changes to the winter fuel payment to allow more people to receive it will be in place this year, the chancellor has said.

Rachel Reeves said more people would qualify for the allowance "this winter", however details of the changes and who will be eligible remain unclear.

Prime Minister Sir Keir Starmer has said he wanted to widen the threshold for winter fuel in a U-turn on one of his government's first major policies, but failed to confirm on Wednesday how many would now get it.

The payment, worth up to £300 to help with energy bills during the coldest months, was paid only to those on pension credit last year, but the policy was widely blamed for Labour's poor local election results.

It meant 10 million fewer pensioners received the

money in 2024. There was particular concern among charities and some MPs about those whose income was slightly too high to qualify, but were hit by the loss of the payment as energy costs remained expensive.

Sir Keir did not confirm during Prime Minister's Questions who would be eligible for the revised policy, having previously admitted in a recent BBC interview that clarity was needed as soon as possible.

"We will look, again, as I

said two weeks ago, at the eligibility for winter fuel, and of course, we'll set out how we pay for it," when quizzed by Conservative Party leader Kemi Badenoch on how many of the 10 million pensioners who lost the allowance would get it back.

The questions came after Reeves said earlier that people "should be in no doubt that the means test will increase and more people will get winter fuel payment this winter".

Badenoch said the Chancellor was "rushing her plans because she just realised when winter is".

If the government waits until the Budget to announce the changes, it would be just before payments are typically made.

Eligible pensioners receive payments automatically in November or December. Under the short-lived current system, people are required to claim pension creditwhich is a top-up to the state pension for those on low incomes.

Households with a person under 80 receive £200 a year, while homes with a person over 80 receive £300.

Conservative leader Kemi Badenoch is to set up a commission to examine whether the UK should withdraw from a series of international legal agreements and overturn some domestic legislation which she fears may be binding the hands of British governments.

Among the agreements being looked into is the European Convention on Human Rights (ECHR).

Badenoch is expected to appoint Tory peer and former justice minister Lord Wolfson of Tredegar to chair the commission, which is expected to report by autumn, when the party meets for its annual conference.

Last month, the government announced plans to bring forward legislation to "clarify" the extent to which the ECHR would impact UK immigration cases. The ECHR was established in 1950 and sets out the rights and freedoms people are entitled to in the 46 signatory countries.

The treaty is a central part of UK human rights law and has been used to halt attempts to deport migrants who are deemed to be in the UK illegally.

Badenoch launches review into possible ECHR exit

The treaty was also recently cited in a case that allowed a Palestinian family the right to live in the UK, after they originally applied through a scheme designed for Ukrainians.

During the Conservative leadership election, the ECHR became a key dividing line between candidates, with Badenoch telling her party leaving the treaty would not be a "silver bullet" to tackling immigration.

substantive changes.

Last month when the government set out its plans for tackling illegal immigration in a White Paper, ministers said they would bring forward legislation to "make it clear that Parliament needs to be able to control our borders and take back control on who comes to and stays in the UK".

The White Paper, external specifically referred to Article 8 of the ECHR, the right to a family life, and said there was a need to "strike a balance between individual family rights and the wider public interest".

Badenoch will set out her plans in a speech on Friday, just over a month on from local elections in England where the Conservatives were crushed – and a series of opinion polls where support for the party had tumbled into the teens.

The Tories secured 24% of the vote in last year's general election, when they won the fewest seats in their history. There is growing concern within the party about the resilience of support for Reform UK and the existential threat this poses to the Conservatives.

Long NHS waits to end by 2026, says health board

Wales' largest and most troubled health board has said no patients will be waiting for more than two years for NHS treatment by the end of this year.

Dyfed Edwards, chairman of Betsi Cadwaladr health board, said he was "fairly confident" there will be no one on the long-term waiting list by next January.

The north Wales health board has been under the highest level of Welsh government scrutiny for the best part of a decade with the situation there being described as "acute". Figures for March, released two weeks ago, showed longterm waits across Wales falling to 8,389, the lowest since April 2021, but the majority - 5,747 - were in Betsi Cadwaladr. In December, First Minister Eluned Morgan pledged to cut, external the number of patients in Wales waiting two years or more for planned treatments, from 24,000 to "about 8,000" by this spring.

Opposition parties said the March figures showed that target had been missed. On Wednesday, Mr Edwards told Newyddion S4C: "We're facing a capacity situationthat's the central question.

"By the end of the end of this calendar year I'm fairly confident that no one will be waiting more than two years for treatment within this health board."

Speaking in the Senedd earlier this week, Health Secretary Jeremy Miles confirmed that Swansea Bay, Hywel Dda, and Powys health boards had no patients waiting more than two years.

But he said Cardiff and the Vale and Betsi Cadwaladr had missed their targets.

Miles told MSs: "The problem is most acute in north Wales, where from this week, Welsh government officials will work alongside health board staff themselves to focus on turning around its planned care position. "I expect the health board to meet its plans to significantly

reduce long waits by the end of the first quarter of this year."

The health board which was first placed in special measures in June 2015 and is still under the highest level of Welsh government scrutiny.

'Hold our hand'

Newyddion S4C asked Mr Edwards when he expected that to be lowered.

"Our focus is on improving the health board itself, and the

health and wellbeing provision for north Wales," he said. Pete Hegseth, the US secretary of defence, said on Thursday it was “important” that Britain hits the goal as Nato ministers gathered in Brussels to discuss revised spending targets.

We think everyone is going to get there, we really do. It’s important they do. It’s important that the UK gets there”, Mr Hegseth told reporters on the sidelines of the meeting. US tells Britain it must spend 5pc on defence

by the next Parliament, which could stretch to 2034.

Nato ministers are currently wrangling over a spending rise that will see the alliance’s 32 member states agree to spend at least 5 per cent of GDP on defence and related infrastructure. When the target is signed off at a

leaders’ summit in The Hague later this month, it will be the first time in more than a decade that the alliance has agreed to higher expenditure. The decision has come after concerted pressure from Mr Trump, who has previously suggested he would walk away from the alliance unless

its member states hit spending goals.

“When you consider the threats that we face, the urgency in the world, it’s critical”, said Mr Hegseth. “We don’t need more flags, we need more fighting formations. We don’t need more conferences. We need more

capabilities, hard power.” Mr Hegseth suggested he was confident that the alliance’s 32 members were close to reaching a consensus on the new spending commitment. It will see allies, including Britain, having to spend 3.5 per cent of GDP on hard defence and a remaining 1.5 per cent on related infrastructure, such as railways and highways used to transport military hardware. The previous 2 per cent goal was set at a summit in Newport, Wales in 2014, and has been met by a majority of Nato member states.

House Republicans on Wednesday ramped up scrutiny of the Prime Minister ahead of the summit at the Hague, warning that “major change” needs to take place on defence spending.

“The first thing we have to start with is everyone pulling their weight in Nato,” said Rep Keith Self, the chairman of the House foreign affairs subcommittee on Europe.

Green rules ‘stop Europe preparing for Russian invasion’

Desk report: European countries have blamed EU environmental regulations for hindering their preparations for defending against a possible Russian invasion.

In a leaked letter obtained by The Telegraph, the nations’ defence ministers argued that the rules had stopped the expansion of military bases and prevented fighter jet pilots from training. In a letter to Andrius Kubilius, the defence commissioner, the ministers said it was clear that EU legislation must “not prevent member states’ armed forces from carrying out necessary activities to become operationally ready. But right now, it does.”

They said this was “mainly (but not exclusively) in the areas of procurement legislation, nature conservation and environmental protection, and more generally the administrative burden on defence organisations deriving from various EU legal acts”.

The letter was signed by the Dutch, Swedish, German, Belgian, Czech, Latvian, Lithuanian, Romanian, Finnish, Estonian and

Danish governments. In 2023, the European commission published its Greening the Armies report, highlighting ways in which militaries present a challenge to tackling climate change. It pushed for European armed forces to consider more virtual training exercises, rather than real-world sessions, in order to cut down on emissions.

EU sources said directives

on habitats, the protection of wild birds and waste were also standing in the way of European preparations for combating any Russian invasion.

The waste directive, for example, means militaries have to hit certain quotas for waste disposal – something that could hinder their ability to exercise with live munitions.

“At the moment, some EU

legislation forms a direct obstacle to the armed forces,” the letter said, adding: “Credible deterrence in practice means growing the armed forces, which requires space for training, including flying, navigating and driving and building appropriate amenities.” The ministers called for every new piece of EU legislation to be screened for its impact on the continent’s rearmament efforts before it is allowed to enter into

force. “Making the EU legal framework fit for this time, horizontally and especially in non-defence specific areas, is a crucial piece of the readiness puzzle,” they concluded.

The EU has set itself a target to be prepared for a potential Russian invasion in five years time. It is hoped the bloc’s strategy will see around €800 billion (£674 billion) spent on defence in that period by relaxing debt rules and using joint debt to fund purchases.

The commission had promised to ease regulations that could hinder the rearmament efforts, but has yet to do so in any significant way. Sustainable finance rules, which state that investments must be made with the environment in mind, have also been considered a hindrance. Last week, The Telegraph reported that a Swedish businessman attempting to open only the bloc’s second military grade TNT factory, used to produce artillery ammunition, land mines and grenades, was being held up by environmental permits.

Truss brands Stride ‘creature

of the system’ for attacking her mini-Budget

Desk Report: Liz Truss has launched an attack on Sir Mel Stride after he criticised her mini-Budget.

The Tory former prime minister labelled the shadow chancellor a “creature of the system” and accused him of siding with the “failed Treasury Orthodoxy”.

Sir Mel will vow in a speech on Thursday that the Conservatives will “never again” repeat the mistakes of Ms Truss’s economic plans by “making promises we cannot afford”. He will pledge that the Tories will not trade economic stability in return for shallow promises and fantasy economics.

In response to the attack on her premiership, Ms Truss who posted on X: “In attacking the Mini Budget, [Mel Stride] sides with the failed Treasury Orthodoxy. Stride is a creature of the system.

“When he served alongside me as Treasury minister, he always went along with officials – including on the Loan Charge and IR35, damaging the self-employed and SMEs.

“He backed Sunak’s huge

spending, but not my tax cuts which were smaller in size and would have increased growth.

“Britain’s system of government is broken. Nothing will change with people like him in charge.”

The speech comes amid concern that the Tory leadership is failing to come up with policies to inspire

voters, with the party now polling in fourth place behind Reform, Labour and the Liberal Democrats. Ms Truss was forced out of office after seven weeks in 2022 after her mini-Budget caused a run on the markets because the tax cuts and extra spending it contained were not properly funded.

Addressing the legacy of the

mini-Budget, Sir Mel will say:

“For a few weeks, we put at risk the very stability which Conservatives had always said must be carefully protected.

“The credibility of the UK’s economic framework was undermined by spending billions on subsidising energy bills, and tax cuts, with no proper plan for how

“As a Conservative, of course I want taxes to be as low as possible. But that must be achieved responsibly through fiscal discipline.”

The shadow chancellor will say that although the party acted swiftly to restore stability after Ms Truss resigned, rebuilding trust would take time and honesty. “The damage to our credibility is not so easily undone,” he will say. “That will take time. And it also requires contrition.

“So let me be plain: never again will the Conservative Party undermine fiscal credibility by making promises we cannot afford.”

Sir Mel will acknowledge that both Labour and the Tories have failed to free Britain from the spectre of economic stagnation. “For our party to find a path back to regaining trust, we must show that we are serious about listening to people and creating a better future underpinned by a credible plan,” he will say.

The NHS is less likely to treat women for a potentially fatal heart condition than men, according to a new analysis. Researchers found that women are 11 per cent less likely to be referred to a hospital specialist after a diagnosis of the heart valve disease aortic stenosis.

Academics said the findings show “inequities in management and care of this common and serious condition” after they also found differences in care among south Asian and black patients as well as those from poorer backgrounds. Aortic stenosis, a narrowing of the aortic valve or the area immediately around it, leads to obstruction of the blood flow from the heart, which causes symptoms including dizziness, fatigue, chest pain and breathlessness. The condition is more common in elderly people. It is not possible to reverse but treatments can include a transcatheter aortic valve implantation or valve replacement surgery. Serious complications If left untreated, it can lead to serious complications,

including heart failure, heart rhythm abnormalities and death.

Experts from the University of Leicester examined GP data on 155,000 people diagnosed with aortic stenosis between 2000 and 2022 in England.

Presenting their findings to the British Cardiovascular Society conference in Manchester, experts said women are not only less likely to be referred for

hospital care, they are also 39 per cent less likely to have a procedure to replace their aortic valve.

A Researchers also found that people living in poorer neighbourhoods are 7 per cent less likely to be referred for hospital care after a diagnosis compared to people from wealthier neighbourhoods. Meanwhile, black patients are 48 per cent less likely to undergo a procedure to

replace their aortic valve compared to white patients.

South Asian patients are 27 per cent less likely to undergo a procedure, according to the study, which was funded by the National Institute for Health and Care Research (NIHR) and supported by the NIHR Leicester Biomedical Research Centre.

‘Inequities in care’

Dr Anvesha Singh, an associate professor at the University of Leicester and

consultant cardiologist who was involved in the research, said: “Previous studies have shown lower rates of valve replacement in women, and clinicians had assumed that women were less likely to be diagnosed with aortic stenosis. “This analysis using large, real-world data clearly shows that this is not the case, giving us the clearest picture yet of what is happening in day-to-day clinical practice.“Our study highlights potential inequities in management and care of this common and serious condition. More research is needed to understand the reasons for this and the true prevalence of aortic stenosis in different groups.”Dr Sonya Babu-Narayan, a consultant cardiologist and the clinical director at the British Heart Foundation, which supported the research, said: “This study of over 150,000 GP records has unveiled disparities in access to aortic valve treatment for women, south Asian and black people, and people living in more deprived communities.

Reform civil war as chairman resigns after burka ban row

Desk report:: Zia Yusuf has resigned as chairman of Reform UK after a row about banning burkas ignited a new civil war in the party.

Mr Yusuf gave party leader Nigel Farage just 10 minutes warning before announcing on X: “I no longer believe working to get a Reform government elected is a good use of my time, and hereby resign the office.”

The decision – announced hours before the polls closed in a crucial by-election –came after Mr Yusuf, who is a Muslim, said that a call by two Reform MPs for the burka to be banned was “dumb”.

But Mr Farage suggested there was more to the decision, saying Mr Yusuf had indicated he wanted to quit before the row blew up in public.

The Reform leader praised Mr Yusuf’s efforts and said he was a sad loss to the party, but added that the former banker’s “Goldman Sachs” mentality had grated on some party figures, confirming reports from other sources that there were internal tensions.

‘It’s called politics’ Mr Farage, going on GB News shortly after the news broke, said: “Not everyone got on with him. You know what? It’s called politics.”

The shock resignation is a blow to Reform. Mr Yusuf, a 38-year-old former businessman, only took up the chairmanship of Reform 11 months ago and has been credited with driving improvements in the party. He was at the heart of attempts to professionalise the party after it had five MPs elected in a breakthrough general election last summer and has been leading on some policy announcements.

Mr Yusuf was pictured armsfolded in a photo of Reform’s new five-person “Doge” unit – named after Elon Musk’s spending cuts programme in America – that was sent into Kent County Council on Monday.

A second member of the new Doge team, Nathaniel Fried, tasked with heading it up, also quit on Thursday. He tweeted: Mr Yusuf’s resignation is the latest upheaval for Reform, which earlier in the year lost Rupert

Lowe as one of its MPs after heated internal battles that ended up in the courts.

It came on the day that voters went to the polls in a by-election in the Scottish parliamentary seat of Hamilton, Larkhall and Stonehouse with the result predicted to confirm that the party is surging north of the border. It has also been polling in a lead position in general election surveys. Political opponents jumped on the news, latching onto the idea that, despite growing popularity, doubts remain about whether Reform could handle the responsibility of government. A Labour Party spokesman said: “If Nigel Farage can’t manage a handful of politicians, how on earth could he run a country? He has fallen out with everyone he has ever worked with. Reform are just not serious.”

The resignation by Mr Yusuf, who was seen as a loyal member of Mr Farage’s inner circle, was announced on X shortly after 5pm on Thursday.

In his resignation message he cited his success in the party, writing: “Eleven months ago I became chairman of Reform. I’ve worked full time as a volunteer to take the party from 14 to 30 per cent, quadrupled its membership and delivered historic electoral results.” The exact trigger for his decision is unclear, but Mr Yusuf did publicly criticise a move by some party MPs to call for a burka ban.

On Wednesday, Sarah Pochin, Reform’s newest MP after winning the Runcorn and Helsby by-election, urged Sir Keir Starmer to back a burka ban during Prime Minister’s Questions.

She said: “Given the Prime Minister’s desire to strengthen strategic alignment with our European neighbours, will he, in the interests of public safety, follow the lead of France, Denmark, Belgium and others and ban the burka?”

But on Thursday morning, Mr Yusuf made clear he was against the policy when approached for comment on social media.

Mr Yusuf wrote on X: “I do think it’s dumb for a party to ask the PM if they would do something the party itself wouldn’t do. Nothing to do with me. Had no idea about the question, nor that it wasn’t policy. Busy with other stuff.” Mr Farage later said that he was aware that

The Reform leader’s comments about clashes of personality behind the scenes echo sentiments privately voiced to The Telegraph after the news broke.

Some well-placed figures who understand the personnel dynamics within Reform suggested that Mr Yusuf had bristled at new attempts to loosen his grip on internal power. Aaron Lobo, Mr Farage’s former producer on GB News, is understood to have been promoted to operations director in the party recently.

One source told The Telegraph that the decision resulted in Mr Yusuf losing control over some previous areas of responsibility, thereby increasing tensions.

It is understood Mr Yusuf had faced claims by some internal critics that he had adopted an “authoritarian” approach to the chairmanship.

But other allies stressed that it was his attempts, backed by Mr Farage, to professionalise the party that had triggered a negative reaction from some figures.

Five million pensioners face paying extra tax to claw back their winter fuel allowance under Labour's humiliating climbdown, it was claimed today.

A complicated solution being mooted to defuse fury at Labour slashing the benefit - worth up to £300 - would see it handed to all the older generation this season.

However, around halfwith annual incomes over £37,000 - would repay the money later through higher tax bills.

The idea has been condemned by unions amid fears bereaved families could be hit with unexpected demands for cash. Labour insiders have voiced alarm at the 'optics' of trying to recoup the allowance from the estates of those who died after getting it.

Introducing a tough means test on winter fuel allowance was one of the first announcements Rachel Reeves made after entering No11, and has been blamed for triggering the dramatic slump in Labour's popularity.

Only those on the lowest incomes, receiving pensioner credit, have been entitled to the handout.

Keir Starmer dramatically announced a U-turn last month, without saying what exactly was being proposed or when it would take effect.

Yesterday the Chancellor confirmed confirmed the changes would be in place 'this winter' – but was still unable to say who will qualify.

She also said the Government will not set out how the reinstated payments will be funded until the Autumn Budget.

Designing a cost-effective means test for the benefit - which ministers are adamant should not be paid to 'millionaires' - has been causing major headaches for officials.

According to the Times, the Treasury has drawn up an option that would hand winter fuel payments to all 10million pensioners this season.

But there would then be an equivalent tax charge for those with incomes above a threshold.

That could be set at the average household disposable income of £37,000.

In that case around half of pensioners would end up paying back the allowance to the Treasury later.

There is speculation the

government would end up chasing repayments from the families of pensioners who die after receiving the handouts, but before the tax settlement.

The PM's official spokesman insisted there is a 'wellestablished process' for settling someone's tax affairs after they die.

One Labour source told the Guardian: 'We should never have scrapped the winter fuel allowance in the first place, but the whole process of reinstating it has been completely chaotic.

'The optics of us demanding the money back from grieving families are dire.'

Unite general secretary Sharon Graham said: 'Most people now recognise that the winter fuel cut was a massive mistake.

'Unite has been calling on the government to scrap the cut from day one and I was pleased when the PM finally acknowledged this.

'This government needs to learn that when you are in a hole, you should stop digging. You can't leave pensioners in limbo while you work out plans for taxing the families of the deceased - just reverse it now.

'We are the sixth richest economy in the world, and we need to stop picking the pockets of pensioners and bring in a wealth tax.'

Pensions minister Torsten Bell is facing an angry backlash after he claimed that scrapping the winter fuel allowance had 'no effect' on the health of older people. Mr Bell told MPs that among those who had been hit by the cuts 'we see no differential effects on their health'.

Dennis Reed, of over-60s campaign group Silver Voices, said: 'It is a ridiculous thing to say.

'We know from our own members that a lot of people have been shivering in their homes with their overcoats on last winter because they were too afraid to put the heating on.

'Many conditions, such as arthritis and respiratory conditions, are made worse by the cold – how can he possibly claim it's had no effect?'
