Starmer accuses Putin of hollow promises on ceasefire

Sir Keir Starmer has accused Russian President Vladimir Putin of making "hollow promises" on a ceasefire in Ukraine.

The prime minister co-hosted a summit of allies in Paris to present plans, devised by senior military chiefs, that seek to deter future Russian aggression against Ukraine, including potentially posting troops there.

The so-called "coalition of the willing" meeting came hours after its other co-host, French President Emmanuel Macron, suggested a European reassurance force could "respond" if attacked by Moscow.

It follows separate talks between the US, Russia and Ukraine in Saudi Arabia earlier this week, which led to a ceasefire in the Black Sea being agreed.

Thousands of jobs at risk as British Steel threatens closure

British Steel is launching a consultation that could see the closure of its two blast furnaces at Scunthorpe, putting up to 2,700 jobs at risk out of a workforce of 3,500.

The company said the blast furnaces were "no longer financially sustainable" due to tough market conditions, the imposition of tariffs and higher environmental costs. The BBC understands British Steel was expecting a £1bn injection of government money to keep the business going, but was offered £500m.

The Prime Minister's official spokesperson said the government had made a "generous offer" to British Steel and it would continue to work with the company and its Chinese owner Jingye to secure its future.

The director general of trade group UK Steel, Gareth Stace, said British Steel's announcement was

a "pivotal moment" for the sector and the steel industry was "officially in a crisis".

Community union general secretary Roy Rickhuss called it "a dark day" and urged Jingye and the UK Government "to resume negotiations before it is too late".

He warned: "We are now on the cusp of becoming the only G7 country without domestic primary steelmaking capacity, it is no exaggeration to say that our national security is gravely threatened."

The GMB union called it "devastating news for the

people of Scunthorpe", while Unite general secretary Sharon Graham said the potential job losses were "a disgrace" and called for the government to work with it on a "sustainable way forward".

"British Steel is guilty of trying to hold the government to ransom, while using its

dedicated workforce as pawns," she said. British Steel has been owned by Jingye since 2020. The Chinese firm says it has invested more than £1.2bn into British Steel to maintain operations and claims it suffered financial losses of around £700,000 a day.

British Steel chief executive Zengwei An said the consultations on the closure were "a necessary decision given the hugely challenging circumstances the business faces".

The company has put forward a £2bn business plan, which was set out on Wednesday by the company's chief commercial officer Allan Bell speaking to the Business & Trade Select Committee.

''We have concluded that the only viable option for British Steel moving forward to decarbonise is to move to 100% electric arc furnace steelmaking," he said.

But here’s the good news: regular breast screening is a crucial weapon in our arsenal against this disease. It can detect cancer at an early stage—often before you can see or feel it—saving around 1,300 lives each year in the UK. This isn’t just a statistic; it can be the difference between treatment and heartbreak for families and friends.

That’s why the NHS’s latest campaign is calling on every woman to take action and attend her breast screening when invited. If you’ve received an invitation letter now is the time to prioritise yourself and encourage those around you to do the same.

Talking about cancer can be tough. A recent NHS survey revealed that 42% of South Asian women rarely discuss breast screening with those who matter most. But it’s crucial we break the silence. We owe it to ourselves and each other to share our fears and prioritise our health.

The survey found that the majority of us (70%) are concerned about potentially developing breast cancer. Despite this worry, the latest NHS data shows that around a third of those invited don’t attend screening – which increases to 46.3 per cent of those invited for the first time.

“There can also be concerns around undressing at the appointment, or perhaps needing someone to translate what’s going on for you. The specialist who does your breast

screening – the mammographer – will always be female, and you can also ask if there is the option for interpreting services. The actual screening is quick and straightforward— it takes about 30 minutes. You’ll get two X-rays for each breast, and your results will arrive in the post within two weeks.”

“If your results show no sign of breast cancer, you’ll be invited in the next three years for your next screening. If further tests are needed, you’ll receive guidance on the next steps. Most who need extra tests don’t have cancer, but early detection is vital for effective treatment.”

To support this campaign, the NHS has launched a powerful

film featuring everyday women sharing their breast screening stories—highlighting shared anxieties and empowering us all to make breast screening a routine part of our lives.

For those women who say they wouldn’t attend a breast screening, 21% are held back by embarrassment, while 24% believe they don’t need to go unless they have symptoms. But as Kajal Kaj from the film emphasises,

“Every woman over 50 should attend. It’s not just about having symptoms; it’s about diagnosing cancer at the earliest stage when it’s more treatable. Get your friends or family involved when your invitation arrives; talk it through, and make sure you go—it can be lifesaving.”

All women registered with a GP will receive an invitation for breast screening every three years between the ages of 50 to 71. Your first invite will come in the post between age 50 and 53. Even if your breast screening shows no sign of breast cancer, it’s important to check your breasts between mammograms and contact your GP practice if you notice any changes.

Appeal for mother of newborn boy found dead in bag

Police have appealed for the mother of a newborn baby boy found dead in a Marks & Spencer shopping bag outside a west London church to come forward.

Officers were called at 12:46 GMT on Tuesday to Powis Gardens after a council refuse worker spotted the bag outside the church.

London Ambulance Service attended and the boy was declared dead at the scene.

At a press conference outside All Saints Church in Notting Hill on Wednesday morning, Supt Owen Renowden from the Met Police said: "My priority remains with the mother's welfare and health. We are really worried about her wellbeing as she will have recently given birth."

Supt Renowden added: "I

know she will likely be feeling very frightened and going through an extremely difficult

time. "If you are the baby's mother and you see this today, I want

to appeal directly to you to come forward and receive help." The deputy warden at

the church told BBC London she had "never heard anything like this in my life" after the discovery of the baby boy. "I came here to prepare for the food bank and I just saw loads of police arriving, and when I came out it was all taped over," Marcia Haynes said. Ms Haynes said when she found out that a baby had died "it just freaked me out, and I just had to abandon what I was doing and go home because I thought I was going to be ill, to be honest".

She said she had let two female police officers in to search the church on Tuesday. The BBC understands the Met believes there is nothing to suggest a connection between this baby found in Notting Hill and three siblings abandoned in east London between 2017 and 2024.

Minister sorry for pocket money example on benefits

Desk report: Treasury minister Darren Jones has apologised after he used the example of pocket money when talking about benefits cuts for disabled people.

Jones, who is deputy to Rachel Reeves, was defending welfare cuts on the BBC's Politics Live after the Spring Statement when he made the gaffe.

Government analysis suggests more than three million families will on average be £1,720 a year worse off by 2030 due to benefit cuts.

Jones said this did not take into account extra cash for training, saying it was like his children getting a Saturday job on top of their pocket money. But the minister later said he was sorry about the "tactless" comments, after they were branded "offensive" and "patronising".

On Wednesday evening, Jones told ITV's Peston programme: "I'm sorry about it. It was tactless and it wasn't well considered.

"I apologise if I've offended people," he added.

The chancellor said it was

"not the right analogy" when she was asked about the chief secretary to the Treasury's comments on LBC Radio.

But she added: "My children and the chief secretary's children are too young, but if you have a 16-year-old and you say, 'you know what I'm not going to give you so much pocket money. I want you to go out to work'.

"And then the [Office for Budget Responsibility] does an impact assessment and says you're child is going to be worse off - well, they're

going to be worse off if they don't go and get themselves a Saturday job.

"But if they do go and get themselves a Saturday job, they'll probably be better off and they probably might enjoy it as well.

"Now, that's not the right analogy, but there are lots of people who have a disability that are desperate to work."

Pressed further about Jones's comments on the BBC's Today programme she said it was a "clumsy" analogy, adding: "Of course

it's not pocket money."

Apsana Begum - the independent MP for Poplar and Limehouse - described Jones's original comments as "staggering".

Labour MP Rachael Maskell said they were disgraceful, telling Politics Live that benefits were a "lifeline" for people.

Lib Dem work and pensions spokesman Steve Darling, who is blind, said it was "incredibly insulting" and showed that the government did not "understand the

challenges facing people with disabilities". In Wednesday's Spring Statement, Reeves announced further cuts to benefits after the OBR said changes announced last week would not raise as much money as ministers hoped.

An estimated 800,000 people will lose out on personal independent payments (Pips) by 2030.

A further 2.25 million people currently receiving the health top-up to universal credit will lose an average of £500 a year as a result of the freeze, and 730,000 future recipients will lose out.

About 3.9 million households not on the health element of universal credit are expected to gain an average of £265 a year from the increase to the standard allowance.

And an extra 250,000 people, including 50,000 children, will be pushed into relative poverty by the government's changes, according to its own impact assessment.

But ministers have been keen to stress that the figures do not take into account of funding for measures to support those with disabilities into employment.

Just Stop Oil has announced it is to cease direct action, with a final protest in Parliament Square on April 26.

In a statement issued on Thursday, the group said:

“Just Stop Oil’s initial demand to end new oil and gas is now Government policy, making us one of the most successful civil resistance campaigns in recent history. “We’ve kept over 4.4 billion barrels of oil in the ground and the courts have ruled new oil and gas licences unlawful.

“So it is the end of soup on Van Goghs, cornstarch on Stonehenge and slow marching in the streets. But it is not the end of trials, of tagging and surveillance, of fines, probation and years in prison.” JSO added: “As corporations and billionaires corrupt political systems across the world, we need a different approach. We are creating a new strategy, to face this reality and to carry our responsibilities at this time. Nothing short of a revolution is going to protect us from the coming storms.”

The Labour Government has said it will not issue licences for new oil and gas exploration, while a series of recent court cases have halted fossil fuel projects including oil drilling in Surrey,

a coal mine in Cumbria and the Rosebank and Jackdaw fields in the North Sea over climate pollution. The climate activist group, whose organisers include figures from Extinction Rebellion and Insulate

Britain, says it is working to prevent the “obscene and genocidal policy” of fossil fuel extraction. In October 2022, Just Stop Oil activists threw tomato soup over Vincent Van Gogh’s painting Sunflowers at the National Gallery in London, leading to arrests and convictions. Further activists repeated the act in September 2024, also targeting Van Gogh's artwork. In July 2022, members stormed the track at the British Grand Prix, while the following autumn, activists blocked Park Lane next to Hyde Park, resulting in multiple arrests.

In October 2023, demonstrators disrupted a performance of Les Misérables at London's Sondheim Theatre, leading to the evacuation of the audience and five arrests.

In May 2024, activists targeted the Magna Carta at the British Library, breaking its protective glass case with a hammer and chisel, before holding up a banner accusing the Government of “breaking the law”.

In June 2024, Just Stop Oil protesters sprayed orange powder paint outside Chester Cathedral during the wedding of Hugh Grosvenor, 7th Duke of Westminster, resulting in further arrests.

Four suspected drug dealers arrested as

Met officers have arrested four suspected drug dealers as part of work to tackle serious and organised crime in Whitechapel. The men were arrested on Wednesday, 19 March as part of an investigation into drug supply around Altab Ali Park. They remain in custody. Officers also recovered Class A drugs. Detective Superintendent Vicky Tunstall, the Met’s neighbourhood policing lead for Tower Hamlets, said: "Tackling drug supply is a priority for us as we know it's often linked to other offences such as robbery and violent crime. By taking targeted action, we aim to reduce offending and improve the

quality of life for residents, businesses, and visitors.

"Today's operation followed months of planning by local officers, who have been listening to people in Whitechapel to understand what matters most to them.

"Across the Met, we are focused on tackling the crimes that matter most to communities to reduce offending and improve neighbourhoods."

Altab Ali Park has a rich history and cultural significance within Tower Hamlets and the aim is to return it to a location for residents, businesses and visitors by reducing crime and anti-social behaviour.

Hamlets Council is helping to counter gang activity using a range of tactics, such as police and council enforcement officer patrols, as well as engagement with community members and local businesses.

Bangladesh to get duty free access to chinese market

Desk report: On the second day of his visit to China, Chief Adviser Muhammad Yunus secured a commitment for Bangladesh to enjoy dutyfree and quota-free access to the Chinese market until 2028. He also discussed relocating Chinese manufacturing plants to Bangladesh.

During their meeting, Chinese Vice Premier Ding Xuexiang confirmed that China will continue this trade benefit for two years beyond Bangladesh's transition from a Least Developed Country to a middle-income economy. Beijing is also keen to start free trade negotiations with Dhaka, he said at the meeting with Yunus, who is attending the ongoing Boao Forum for Asia Annual Conference 2025 in Boao, China. Xuexiang told Yunus that "President Xi Jinping attaches tremendous importance to your visit." He also expressed hope that Bangladesh would prosper and grow under his leadership.

In a separate meeting, Chairman of China ExportImport Bank Chen Huaiyu said his bank would support the relocation of Chinese manufacturing plants to Bangladesh to make the country a platform for export to other nations.

The China Exim bank is a key financier of Beijing-funded infrastructure and energy projects in Bangladesh, but this is the first time it showed interest in supporting investment from Chinese private manufacturers in the South Asian country.

Muhammad Yunus also delivered his speech at the Boao Forum for Asia Annual Conference, where he said Asia must step up and strengthen cooperation in four key areas – financial, trade, food and agriculture, and technology, stressing Bangladesh faces multiple challenges which are shared by other Asian countries.

"In this changing world, the destinies of Asian countries are intertwined. We must chart a clear roadmap for a shared future and shared prosperity," he added.

Chief Adviser Yunus left Dhaka for China on Wednesday on a four-day official visit. After speaking at the Boao Forum for Asia Annual Conference and joining at least eight events, the chief adviser arrived at Beijing tonight to hold bilateral talks with Chinese President Xi Jinping today. He is scheduled to return

home on 29 March. Due to increased tariffs on Chinese goods imposed by the Trump administration, Chinese companies are shifting their operations elsewhere. The Ministry of Foreign Affairs has indicated that attracting greater Chinese investment is a key focus of Yunus' visit to China.

Duty-free access

Despite China granting Bangladesh 99% duty-free access in 2022, the country has struggled to capitalise on this opportunity, with exports actually declining.

According to the Export Promotion Bureau (EPB), Bangladesh's exports to China in FY23 totalled $677 million, a slight decrease from $683 million the previous year, and well below $715 million in the prior fiscal.

International trade analyst and RAPID Chairman MA Razzaque said Bangladesh's inability to fully utilise the duty-free benefits offered by China stems from a lack of capacity.

He speculated that China may be extending the benefits for an additional two years as a result. "However, unless Bangladesh attracts foreign investment in the export sector, including Chinese investments, the benefits may not be fully leveraged."

Razzaque suggested that Bangladesh should consider negotiating a trade agreement with China to ensure extended duty-free access. Under WTO rules, free trade agreements with developed nations require 99% duty-free access, a standard that does not apply to agreements between developing countries.

"As China remains a developing nation, Bangladesh could secure extended duty-free benefits by negotiating a deal that includes duty-free access to 10% of products," he added.

Fund for modernisation efforts

Vice-Premier Xuexiang said his country would fund modernisation efforts of the Mongla Port and the Dasherkandi Sewage project.

The two countries also agreed to boost investment, trade and cultural ties, people to people exchanges as they mark 50 years since the establishment of their diplomatic relationships.

Dhaka sought Chinese support in an array of developments and livelihood projects, and also called for reduction of interest rates for Chinese loans from 3% to 1-2 % to Bangladesh.

He said he has invited top Chinese private manufacturers to relocate their factories to Bangladesh, saying his government would offer attractive benefits for the manufacturers and provide a trade corridor.

"Bangladesh can be complementary to China as far as manufacturing is concerned," Yunus said, adding the Interim Government is fast-tracking the construction of a Chinese Special Economic Zone in the Chattogram region.

He said Bangladesh was also building large new ports to serve not only its economy but also the landlocked countries of Nepal and Bhutan and India's seven north-eastern states.

Huaiyu said Bangladesh is perfectly located to serve both southeastern and far eastern Asia and also the Middle East and Western Asia.

He said that more and more Chinese companies are going global and his bank would support their investment in Bangladesh and develop its manufacturing sector.

The China Eximbank would also support building infrastructures in Bangladesh to support the country's socio-economic and sustainable growth, he said.

Citing how Vietnam has transformed its economy by attracting Chinese and

Western manufacturers, Chen said Bangladesh needs to improve its business environment in an effort to woo investors from China.

In response Prof Yunus said, "We will learn from Vietnam." During the meeting, Bangladeshi officials also sought quick disbursement of Exim Bank's funding and support in new infrastructure projects such as the Dasherkandi Sewage plant. They also urged the bank to reduce the bank's commitment fees, which raise project costs.

Huaiyu said his bank would look into the proposals. He urged Bangladesh to switch to taking more concessionary loans in RMB, the Chinese currency.

CA's speech at Forum While delivering his speech at the Boao Forum for Asia Annual Conference, Chief Adviser Yunus stressed the need for a sustainable financing system, stronger trade cooperation, and resource-efficient farming to enhance food security.

He urged Asia to embrace tech-driven, climate-smart agriculture and build a more inclusive digital ecosystem. Yunus called for mobilising youth and intellectual resources to shape a selfsustaining society and promote a zero-waste lifestyle. He highlighted social business as the future, where innovation meets responsibility.

Addressing financial challenges, he warned of rising debt and slow SDG progress, noting that corruption costs developing nations $1 trillion annually.

He urged Asia to unite in asset recovery efforts.

On food and energy security, he stressed resilient supply chains and increased investment in renewables.

He also underscored the importance of health, education, and digital skills for future economic growth.

With global tensions rising, Yunus said Asia, as home to 60% of the world's population, must lead in shaping new policies and strengthening regional cooperation.

The chief adviser also highlighted the Rohingya issue, saying Asian leaders must come together to ensure their safe and dignified repatriation to their home country, Myanmar.

The protracted crisis in Myanmar threatens regional stability, he said.

No first or second independence, they value only freedom of looting: Nahid

Desk report: Nahid's comment comes following heated exchanges of political statements by BNP, NCP and Jamaat leaders regarding whether to call the July uprising a 'second independence' or not yesterday Those who compromised with the previous regime and pursued 'opposition politics' do not care about the first or second independence but the freedom of looting, National Citizen Party (NCP) Convener Nahid Islam said today (27 March). "For those whose bank balances were intact, who have compromised and pursued opposition politics, this [July Uprising] may not seem like freedom. Because they have always been free, even in previous regimes. For them, neither the first nor the second independence is important. For them, the freedom to loot is important," the NCP chief said.

"For those who were oppressed and persecuted for the past 15-16 years, this is definitely independence. On 5 August, we became newly independent," he said while addressing an event demanding the release of the list of those killed in the anti-Modi movement in 2021, their state recognition and justice at Bangla Motor in the capital on Thursday (March 27).

Nahid's comment on the 'first and second independence' comes following heated exchanges of political statements by BNP, NCP and Jamaat leaders regarding whether to call the July uprising a 'second independence' or not yesterday.

Yesterday, the NCP chief said, "We believe that 1971 and 2024 are not separate events. Rather, the mass uprising of 2024 has revived the spirit of 1971."

He had made the comment in response to a remark by BNP Standing Committee member Mirza Abbas, where the latter had said that there is no such thing as second independence and suggested everyone not to make any such claims.

On the other hand, Jamaate-Islami Secretary General Mia Golam Parwar said Bangladesh did not achieve true independence in 1971, but rather the mass uprising of 2024 brought the "second liberation" for the country. Speaking at today's event, Nahid said, "Through the July Uprising, an independent and sovereign foreign policy has been created in Bangladesh, where national interests will prevail."
