Badenoch warns Tories of difficult local elections

Kemi Badenoch has warned Conservatives they face "extremely difficult" local elections, as she launched her party's campaign for the polls.

She spoke to activists in Buckinghamshire ahead of elections to 24 of England's 317 councils and mayoral authorities on 1 May.

In a speech, the Conservative leader promised "lower taxes and better services" if voters backed her party but admitted the elections would be "tough".

The polls are Badenoch's first electoral test since she became Tory leader, following her party's defeat in last year's general election.

In some areas, local elections have been delayed until next year while councils are reorganised.

In her speech on Thursday, Badenoch struck a gloomy tone in her opening remarks, telling activists the results would "be different this year".

"It will be the first time since the general election - the greatest defeat in our party's history - that we fight these seats," Badenoch said.

"If you map that general election result of 2024 onto this coming May, then we

don't win the councils we won in 2021, we lose almost every single one."

While she said the party would probably "do a bit better than that", Badenoch stressed the elections "will be extremely difficult".

The last time these council seats were contested the elections fell during the pandemic in 2021, just after the vaccine rollout, when Boris Johnson was prime minister.

The Conservatives are

defending the majority of seats and may find it hard to replicate that result, given the party's current opinion poll ratings.

Nationally Badenoch's party is polling below Reform UK, which is confident its candidates can take many seats from the Conservatives in these elections.

When asked by a reporter if she was worried about Nigel Farage's party, Badenoch said the Conservatives "do have a challenge on the right".

She said these local elections were not "protest votes" and argued no party was better at running public services than the Conservatives.

When asked about the policy differences between the Tories and Farage's Reform UK, Badenoch said her party "don't just make announcements, we have a plan".

William praises Ukraine's 'resilience' in Estonia visit

The Prince of Wales has praised the "resilience" of Ukrainians in his visit to Estonia, a trip taken to show support for UK troops guarding Nato's border with Russia.

On Thursday he met with young refugees at a school in Tallinn.

"The Ukrainian resilience is everywhere," Prince William told the students. "You have a very good spirit, very good souls, it's very important."

The prince's two-day visit to the Baltic state began on Thursday with a 35-minute meeting with Estonian President Alar Karis where they discussed the ongoing conflict in Ukraine. Maths teacher asked Muslim pupil if she had bomb under hijab

A maths teacher who asked a Muslim student if she had a bomb under her hijab has been allowed to continue teaching.

The remark was one of a string of offensive comments made by Mark Holland towards his pupils at Great Academy Ashton, Greater Manchester.

During a lesson in December 2022, Mr Holland approached a Year 10 student with a bun hairstyle under her hijab.

He asked her: “Do you have a bomb in there?”, which was heard by two other students.

Mr Holland also continually called the Muslim girl a nun for the way she looked.

On another occasion he told a student: “In 10 years time when we meet again you’re gonna have nine kids to nine different dads.”

A Teaching Regulation Agency (TRA) panel also found he called students in the school’s classrooms and corridors a “dumb blonde”, “hideous” and “a football girl”. In a separate incident Mr Holland drove out of

school and stopped next to a boy and a girl walking home.

He asked the boy: “Is this your girlfriend?”

When he replied yes, he said: “You could have done better,” before driving off.

Another time when one student said a fellow pupil looked like a James Bond character, Mr Holland replied: “You mean Jaws?” ‘Insensitive and inappropriate’

The panel found the remarks, made towards Year 7 to Year 11 pupils between March and December 2022, were not racially or sexually motivated.

They said Mr Holland was attempting to “build a rapport” with the students, but that his comments were “insensitive and inappropriate”.

Mr Holland left Great Academy Ashton in September 2023, but has not been banned from teaching.

The TRA panel said: “Mr Holland’s actions were not deliberate in that he did not intend to be malicious or unkind to pupils.

“The panel concluded that Mr Holland misjudged the content of the conversations he was having as a way to build a rapport with pupils.

“We considered the conduct of Mr Holland was insensitive and inappropriate and fell short of the standards of behaviour expected of a teacher.”

Mr Holland had been teaching for more than 15 years and previously had a good history.

A colleague said: “Mark is a thoroughly professional teacher with an ability to captivate and inspire with his skills in communicating complex mathematical ideas to learners at all levels.” The panel, led by Sarah Buxcey, concluded that “a prohibition order is not proportionate or in the public interest”, and added: “The publication of the findings made would be sufficient to send an appropriate message to the teacher as to the standards of behaviour that were not acceptable.”

Great Academy Ashton’s most recent Ofsted report in 2023 said the quality of education, behaviour and attitudes and leadership and management, all require improvement.

It said: “The majority of pupils who communicated with inspectors feel safe at the school but they said that the conduct of the minority makes some pupils feel unsafe at times.”

Channel migrants offered discounts to film crossings for social media

People smugglers are offering migrants a discount for crossing the Channel if they film their journey so it can be promoted on social media.

Migrants are encouraged to film the journeys and then post them on TikTok, Snapchat, Instagram and Facebook in order to lure others into making the dangerous crossings. In return, they get a cheaper crossing as the footage boosts business for the smugglers.

The new tactic was revealed by Paul Brisley, from the National Crime Agency (NCA), which has been taking down the social media posts in an attempt to stem the crossings.

£6,000, with discounts said to range between £1,000 and £2,000.

Talking about the discounts on offer, Mr Brisley said: “The adverts show photographs of migrants in a boat, using videos of the migrants themselves as an endorsement of the service.”

A total of 4,392 people in 80 boats have made the crossing to the UK so far this year and been picked up by Border Force vessels. On

The scale of London’s economic inactivity crisis has been laid bare by figures showing that more than 300,000 Londoners are now too sick to work.

Some 305,107 people in the capital were economically inactive in 2024, with one in 10 Londoners too sick to work in two boroughs, fresh figures from the Department for Work & Pensions (DWP) show. The Standard’s analysis shows Tower Hamlets was the borough with the highest number of economically inactive Londoners, with 26,421 residents, around 10.6% of its population, unable to work due to short or longterm sickness.

Meanwhile, there were 25,165 residents in Enfield who were economically inactive, making up 10.8% of the borough’s population. In Hounslow there were 13,170 Londoners, making up 7% of the borough’s population while in Barking and Dagenham 8% of the population, 12,136 people, were economically inactive Across the UK there were 3,027,429 who are economically inactive in 2024, the DWP figures revealed on Wednesday, as part of the Keep Britain Working independent review.

Projections show that about one in 12 people of working age in the UK could be classed as economically inactive because of sickness by the end of the decade.

Some 3.62 million people might be in this category in 2030 – a steep jump of 61% from 2.25 million in 2019, before the coronavirus pandemic. The figures were revealed hours after major reforms to the benefits system were announced as the Government seeks to cut Britain’s ballooning welfare bill by £5billion.

Secretary Liz Kendall said it was unsustainable that

one in 10 people of working age were claiming sickness benefits as she unveiled the changes on Tuesday. Personal independence payments (PIP) given to people with disabilities will not be frozen or means tested, Ms Kendall confirmed. But the system will be reformed, with the criteria for those able to claim being tightened.

The number of people in England and Wales claiming either sickness or disability benefits has soared from 2.8 million in 2019 to about 4 million today. The benefits bill has risen with this increase, reaching £48billion in 202324, and is expected to continue rising to £67billion in 2029-30, which would exceed the current schools budget.

The proportion of PIP claimants in England and Wales who are under the age of 30 has also soared in recent years, from 14.5% of the total in January 2020 to 16.4% in January 2025.

People aged 30-44 made up 18.8% of the total in January 2020 and 20.9% in January 2025.

By contrast, the proportion of claimants who are aged 45-59 has fallen from 36.3% in January 2020 to 30.1% in January 2025, while the figure for 60 to 74-year-olds is broadly unchanged, rising very slightly from 30.5% to 30.9%.

The changes announced by Ms Kendall have come with a furious backlash from Labour MPs, unions and charities concerned about cuts hitting the vulnerable.

Sir Keir Starmer was grilled over the “morality” of slashing welfare payments for people on disability allowance in a showdown with Labour MPs in the Commons on Wednesday. . “There is nothing moral about cutting benefits for what may be up to a million people. This is not about morality. This is about the Treasury's wish to balance the country's books on the back of the most vulnerable and poor people in this society.”

Sir Keir insisted that a raft of welfare measures will help bring more working age people back into jobs, which will save the taxpayer billions of pounds.

Questions on Wednesday, he replied: “I think one in eight young people not in employment, training or education - that's a million young people - I think that's a moral issue.

“All the evidence suggests that someone in that situation, at that stage of their life, is going to find it incredibly difficult ever to get out of that level of dependency.

“So I do see it as a moral issue. I'm not going to turn away from that. I am genuinely shocked that there are a million people, young people, in that position, and I'm not prepared to shrug my shoulders and walk past that.”

King quotes Churchill by telling cancer patients to ‘keep buggering on’

Desk report: The King has shared advice with fellow cancer patients by telling them: “What’s that Winston Churchill saying? Keep buggering on.”

The monarch asked people who are living with cancer whether they were managing to “survive the side effects alright” while on a royal visit to Northern Ireland.

Visiting the Pharmacy and Pharmacology Department at Ulster University on Thursday, the King said sympathetically: “You just have to push on, don’t you.” The exchange took place on the second day of the royal visit, as the King saw a research laboratory at the cutting edge of new treatment.

He was shown a new technique for a highly “targeted drug delivery system”, in which medicine is loaded into microbubbles to send to the precise site of cancer within the body. There, using ultrasound, the bubbles are burst to deliver the drug to try to eradicate the cancer. The technique, which is about to begin clinical trials on humans, is designed to minimise the side effects of chemotherapy, using just ten to 20 per cent of the dose currently required.

‘Eureka moment’

The King proclaimed the research “amazing”. As he was shown the lab, including stations where the microbubbles are shaken and studied under microscopes, he raised his eyebrows in astonishment at hearing how it worked, and was heard to say “wow”. Prof John Callan, Norbrook chair in pharmaceutical science, gave the tour, with Prof Mark Taylor, a consultant surgeon and visiting professor at Ulster University, explaining that they were seeking the next “eureka moment” in the field.

At one point, the King was startled by the machine wobbling the microbubbles, shaking his own head and hands along with it. He said he was particularly fascinated by the effect of treatment on the immune

system, and asked whether pancreatic cancer was particularly hard to treat. The lab is working on pancreatic, prostate and breast cancer, with a research team made up of PhD and post-doctoral students.

The King arrived at the campus to a small crowd of students outside. One shouted “free Palestine”, while others cheered as the King walked towards them unexpectedly. He made his way down the line, asking students about their courses and when their exams were. If they ran into problems with their lecturers today, he remarked “you can always blame me”.

“We’ve already used you as an excuse!” one young woman told him, cheerfully.

“Good luck with your exams,” he said, waving as he walked into the building as the crowd clapped. In the research centre, the King was introduced to scientists, researchers and PhD students working on stimulus-responsive therapeutic systems for cancer.

Hearing about the reduction in side effects, he clenched his fists for emphasis and exclaimed “yeah!”

“Well done,” he said, as he left.

After the visit to the lab, he spent time with four small groups of people including Ivan McMinn, Ann McBrien and Tim Kerr, who shared their experience of living with cancer in Northern Ireland and working to raise awareness. He then unveiled a plaque marking the visit to the Cancer Research Centre.

Tulip Siddiq hit with courtordered travel ban

A Bangladeshi court has issued a travel ban on Tulip Siddiq, the former Treasury minister.

The former Treasury minister, who is currently living in the UK, would not be allowed to leave Bangladesh if she entered the country.

The court also ordered the seizure of a flat in Dhaka previously owned by the Labour MP before she transferred it to her sister.

The court order comes as part of an investigation into alleged corruption involving Sheikh Hasina, Ms Siddiq’s aunt and a former prime minister of Bangladesh. It has been alleged that Ms Hasina and her family misappropriated billions of pounds of state money, something they deny.

Ms Siddiq, who resigned from the UK Government in January amid scrutiny of her links to Ms Hasina, has been named in three Bangladeshi enquiries.

The most serious accuses Ms Hasina and family members, including Ms Siddiq, of involvement in the embezzlement of £4 billion from a nuclear power plant deal with Russia. On Tuesday, however, Ms Siddiq accused the Bangladeshi government of a “targeted and baseless” campaign against her and asked why it had briefed the media but not put its allegations to her directly.

In a letter, she accused Bangladesh’s AntiCorruption Commission (ACC) of an “unacceptable attempt to interfere with UK politics”.

A spokesman for Ms Siddiq told The Telegraph: “If any legitimate authority in

Bangladesh has any credible allegations against Ms Siddiq, they should contact her lawyers, not talk to the press.” The ACC petitioned the Bangladeshi courts on March 10, asking for a travel ban to be imposed on Ms Hasina, Ms Siddiq and other family members.

It also requested the seizure of Ms Siddiq’s former flat on the second floor of a building in Gulshan Residential Model Town, which she transferred to her sister in June 2015.

Zakir Hossain Galib, a Dhaka metropolitan senior special judge, issued the order to seize it.

“The petition was allowed in the interest of the fair investigation and the immovable assets described in the petition have been attached,” said Mr Galib in his order, a copy of which The Telegraph has obtained.

The court order tells the city’s deputy commissioner that the “attached immovable property cannot be transferred/exchanged under any circumstances while the attachment order is in force”.

‘Tulip has all the necessary documents’

The ACC accused Ms Siddiq of illegally acquiring the 2,436 sq ft flat and then using forged signatures in an attempt to transfer it to her sister, Azmina Siddiq Ruponti. It alleges that Ms Siddiq’s sister took possession of the flat without formally assuming ownership, meaning both sisters could become eligible for a 10-katha (7,260 sq ft) plot in the Purbachal New Town Project. The ACC alleges in court documents they both obtained plots.

The MP denies owning property in Bangladesh and maintains that the property was transferred legally to her sister when she became an MP in 2015.

“The transfer was done in accordance with all legal requirements in Bangladesh, and Tulip has all the necessary documents to that effect,” a spokesman for Ms Siddiq said.

Under Bangladesh’s Allotment of Land rules, applicants for the scheme

must not own any residential property or land in Dhaka.

Seeking to have the flat seized, the ACC argued that members of Ms Hasina’s family, including Ms Siddiq, were attempting to transfer or conceal their assets. Monirul Islam, the ACC deputy director, told the court: “The accused individuals were seeking to transfer, relocate, or misappropriate their immovable assets. To ensure a fair investigation, it is necessary to prevent them from disposing of these properties until the inquiry is completed.”

Travel ban ‘absolutely necessary’

The ACC filed a separate petition saying a travel ban on Ms Siddiq and family members, including Ms Hasina, was “absolutely necessary” for a fair investigation of the allegations, and the court directed police to ensure that such a ban was imposed.

An ACC official told The Telegraph that Ms Siddiq would not be allowed to leave Bangladesh if she entered the country.

A spokesman for Ms Siddiq said: “Following a series of false, vexatious and uncorroborated allegations fed to the media, Tulip Siddiq’s lawyers have told the relevant authorities in Bangladesh to stop manufacturing baseless claims against her and to make direct contact with her lawyers if they have any legitimate questions for Ms Siddiq.” When Ms Siddiq resigned in January, she referred herself to Sir Laurie Magnus, Sir Keir Starmer’s ethics adviser, who said in his report that he had “not identified evidence of improprieties”.

He added it was “regrettable” that the MP had not been more alert to the “potential reputational risks” of her ties to her aunt.

Ms Hasina, 77, the longestserving prime minister of Bangladesh, is now in India, having been ousted last August following a brutal response to protests. It is alleged that opponents were attacked, arrested and secretly imprisoned as the regime carried out extrajudicial killings during her premiership.
