MPs scrap judge sign-off in assisted dying bill

The requirement for a High Court judge to approve assisted dying applications has been dropped by the committee considering the bill.

The clause had been heralded by the bill's supporters as a safeguard that made it the strictest such legislation in the world.

But the Ministry of Justice and senior judges raised concerns about the impact on the courts.

Labour MP Kim Leadbeater, who is bringing the bill, suggested replacing the role of High Court judges with a three-person panel featuring a senior legal figure, a psychiatrist and a social worker to review applications.

The committee is expected to insert those details at a later stage. After the bill

committee voted 15 to seven in favour of dropping the High Court judge's role, Leadbeater said the change would make the law "even more robust".

"That tells me that whatever our views on the Bill itself, there is a shared commitment to getting protections for terminally ill adults right. That means we are doing our job."

However a group of 26 of her fellow Labour MPs warned that scrapping the High Court's oversight "breaks the promises made by proponents of the bill, fundamentally weakens the protections for the vulnerable and shows just how haphazard this whole process has become".

Health leaders warn of cuts equivalent to 10,000 staff

Northern Ireland's draft budget could result in health service cuts equivalent to the loss of 10,000 staff, according to health leaders.

The figure has been calculated by the six health and social care trusts, who say they measure cuts in terms of potential job losses - ranging from nurses to domiciliary care providers.

The draft budget has been described as "unworkable" by the Northern Ireland Confederation for Health and Social Care (NICON), which represents leaders of HSC organisations.

A spokesperson for the Department of Health said the minister has made his very serious concerns known about the draft budget and its potential implications for health and social care services.

NICON have called for "creative political action" to secure a three year financial plan.

It said the proposed budget is "unworkable, counter strategic and undermines the value of additional funding".

'An untenable task'

NICON spokesperson Neil Guckian said the HSCNI will need to find £400m in savings in 2025-26.

"Coupled with the increase

in demand for health and social care services, this is an untenable task," Mr Guckian said. "Achieving this level of savings in-year will require high-impact cuts on a scale not previously seen, with catastrophic impacts for frontline services."

Currently Apple cannot access data stored in this way and therefore is unable to share it with law enforcement if issued with a warrant.

The government says it needs to be able to see it if there is a national security risk.

The US tech giant took legal action earlier this month in response to the Home Office's demand for the right to access customer information protected by Apple's Advanced Data Protection (ADP) programme. Apple declined to comment.

The Home Office and the Tribunal have been approached

by the BBC.

The hearing is due to be held in private because it relates to the security services, but campaigners say the public has a right to hear it.

"This hearing should not be held in secret," Caroline Wilson Palow, legal director at Privacy International told the BBC.

"The public has a right to know whether or not the security of a service that could be used

by millions or perhaps billions of people worldwide is being undermined." The row began in February when it first emerged the government was seeking the right to be able to access data protected by ADP, using powers granted to it under the Investigatory Powers Act. The Act allows it to covertly compel firms to provide information to law enforcement agencies.

ADP allows users with iCloud accounts and storage to secure photos, notes, voice memos and other data with end to end encryption, meaning no-one but the user - not even Applecan access it.

Getting round that would involve the creation of a socalled "backdoor" - a capability some fear bad actors would ultimately be able to exploit.

At the time Apple reiterated

its long-standing commitment not to weaken the privacy or security of its systems.

"As we have said many times before, we have never built a backdoor or master key to any of our products, and we never will," a spokesperson told the BBC. Later in February the row escalated, as Apple announced it was pulling ADP in the UK.

Shortly after that, the BBC learnt Apple was taking legal action by appealing to the Investigatory Powers Tribunal to try to overturn the government's demand.

On its website, the Tribunal lists a hearing to be held before its president Lord Justice Singh on Friday afternoon.

The listing makes no mention of Apple or the government, nor has the Tribunal confirmed if they are the parties involvedhowever a source familiar with the matter has indicated that is the case, as was first reported by Computer Weekly, external. In the statement it issued in February, Apple said it regretted the action it felt it had been forced to take.

"Enhancing the security of cloud storage with end-to-endencryption is more urgent than ever before," it said.

Mother deceived partner out of £25,000 by faking terminal cancer for five years

A mother of two deceived her partner out of £25,000 by faking terminal cancer for five years.

Laura McPherson, 35, told Jon Leonard, a company director, that she had cervical, ovarian, colon, bowel and breast cancer and convinced her 12-yearold daughter that she was dying, Derby Crown Court heard.

However, she used almost £25,000 in funds that Mr Leonard, 44, believed were being put towards her treatment to have breast enhancement surgery and spa days. McPherson, from Derby, was spared jail on Wednesday despite being found to have “embarked on an elaborate tale of deceit”.

Judge Jonathan Straw handed her a community order for her deception, which he said was motivated by a desire for “attention and money”.

“You told those closest to you that you had been diagnosed with and were suffering from terminal forms of cancer,” he said. “It is difficult to imagine how an individual could be so calculating and cruel to

those that loved and cared for her.”

‘Daughter worried her mum would die’

McPherson met Mr Leonard, who ran a company that raised £39 million for charitable causes, in 2011, and six years later announced she had cervical cancer, the court heard. She told her friends and family, including her daughter, who was then 12 and is now 16, about the so-called diagnosis.

“The school would regularly call me to say she [the daughter] had been crying and upset because she was worried her mum would die.”

Siward James-Moore, prosecuting, said McPherson always insisted on attending appointments alone and that, between 2018 and 2022, had claimed to have ovarian, colon, bowel and breast cancer.

In 2018, she persuaded Mr Leonard to buy her a £30,000 Rolex watch to

celebrate after she claimed to have had the all-clear.

In 2020, she claimed to have had a hysterectomy and then booked into a private clinic for a mastectomy, only to instead have breast augmentation surgery at Mr Leonard’s expense.

“The emotional toll this had taken on me is difficult to express in words,” he told the court. “I was left with deep emotional scars, and don’t think I’ll ever trust people.”

The couple separated in 2022 and McPherson, who now runs a coffee shop in Derby, was later arrested and charged with fraud. The court heard that she had never had cancer and, despite her claims of a hysterectomy, had another child in March last year. In mitigation, barrister Laura Pitman said McPherson, who has a new partner, suffered from “symptoms of trauma” and “feels awful about the way she behaved”. She pleaded guilty at a previous hearing. Judge Straw handed her a community order, a curfew and 30 days with a probation officer.

‘I don’t think I’ll ever trust people’ Her deceit was uncovered after Mr Leonard dropped her off at the Royal Derby hospital in December 2021 for treatment on her cervix – only to later discover she was never admitted and had instead ordered a taxi to Coventry. He then called the private clinic where she had claimed to have had the mastectomy to pay the £7,000 bill, but was instead told the treatment she received was breast augmentation surgery.

bloated Civil Service: the public sector departments most in need of culling

Desk report: Britain’s bloated public sector is growing out of control. Even Labour, the traditional champions of the state, appears to recognise the problem.

Sir Keir Starmer is drawing up plans, dubbed “operation chainsaw”, to slash back the size of the state as the Government battles to spark economic growth. Telegraph analysis of official figures has revealed that government departments and agencies have increased headcount by as much as five times since 2019 levels. The number of civil servants has increased by 21pc in the past five years, from 445,940 to 541,425 in September last year. During the same period, the wage bill for public servants went up by a quarter. The median salary of all employees in the Civil Service has increased by 25pc from £27,080 in 2019 to £33,980 in 2024.

But higher pay and more staff employed in the public sector has not been met with a rise in productivity.

Public service productivity was estimated to be 1.4pc lower between July and September last year,

compared with the same period in 2023, according to figures from the Office for National Statistics. William Yarwood, of the campaign group the TaxPayers’ Alliance said: “Taxpayers are sick of footing the bill for an ever expanding bureaucracy

that never seems to deliver for them. Britain is being suffocated by red tape and unaccountable civil servants, causing immense problems and obfuscating where power really lies. “The Government needs to rein in the size of the Civil Service

otherwise this growth is only going to continue.”

The table below shows the change in staff numbers at all departments. Housing department and Ofgem Some of the biggest rises in headcount for government departments were seen in the Department for Housing Communities and Local Government.

The number of staff working under Angela Rayner, the deputy prime minister, has risen from 3,120 to 4,990 from 2019 to September last year, a rise of 60pc.

The energy regulator, Ofgem, more than doubled in size during that period, going from 840 workers to 2,205.

Median salaries in the housing department went up by 29pc during that period, while they increased 11pc for staff at Ofgem.

Three boys charged over stabbing in east London

Desk report: Three boys have been charged after a teenager was stabbed in east London.

Police were called shortly after 9am on Tuesday to Longbridge Road in Dagenham following reports of an assault.

Officers and paramedics from the London Ambulance Service rushed to the scene, and a 16-year-old boy was taken to hospital with stab wounds. The Met Police said his condition is not believed

to be life-threatening or lifechanging.

The force explained that four boys have since been arrested on suspicion of wounding with intent to cause GBH and possession of an offensive weapon.

Three boys under the age of 18 have since been charged and remanded into custody.

All three appeared at a youth court held at Barkingside Magistrates Court on Wednesday.

Corrupt Met Police officer jailed for stealing dead woman's money for Amazon and Deliveroo shopping spree

A corrupt Metropolitan Police officer who went on a spending spree of Deliveroo takeaways and Amazon purchases with the stolen bank details of a dead woman has been jailed.

Amelia Lancaster, 28, was one of the officers called to the scene after the woman took her own life in a hotel room in Battersea in October 2022.

The PC was caught on a colleague’s bodyworn camera as she rifled through the dead woman’s possessions and used a mobile phone to photograph the debit card she found. Lancaster used the bank details the following day for the first of 19 purchases over the next two weeks.

Kingston crown court heard Lancaster had also made fraudulent purchases on bank cards which had been handed in as lost property to Wimbledon police station.

She bought beauty creams, bath and shower gels, socks, books, an exercise mat, an Arsenal keyring, other purchases on Amazon, and a series of takeaway meals through Deliveroo. The court also heard Lancaster, who quit the Met in 2023 before a brief stint with West

Yorkshire Police, admitted the frauds and misconduct in a public office in October last year.

She already had a police caution for stealing cash from a gym personal trainer, and even when facing a possible prison term she went on to shoplift in November last year and then twice raided the contents of a pub charity collection box. Sentencing her to 20 months in prison, Judge Peter Lodder KC called it “immoral and abhorrent behaviour”.

“I’m told it was your dream

to become a police officer”, he said.

“As a serving police officer, you enjoyed the trust of the public. You betrayed that trust.”

The dead woman’s brother, who is himself a police officer, told the court how he discovered fraudulent payments from his sister’s bank account just after the funeral. “When I think of (her), I will always remember she was betrayed by a person sworn to protect her”, he said, adding that Lancaster had “stolen any closure my family had.”

Her mother told Lancaster: “Instead of duty and compassion, your first thought was of personal gain. “I can’t fathom the mind of someone who, when faced with a body found in any circumstances, let alone these, responds with such avarice.”

She called Lancaster’s actions “repugnant” and “disgusting”, highlighting that she had a good, wellpaid job yet had stolen money for food orders.

“We lost our daughter, sister, niece, and friend in

devastating circumstances, and you made the pain worse”, she said. Prosecutor Hamish Common said Lancaster, who was part of the Met’s South West Basic Command Unit, stole her flatmate’s bank card details and defrauded him of £66.78. She used three cards from lost property for payments totalling £235.62, in crimes committed between May 2021 and August 2022.

Outlining the fraud on the deceased woman, Mr Common told the court bodyworn footage from Lancaster’s colleague shows her “searching a bag and examining a purse containing her debit card, and it shows Ms Lancaster holding the card in one hand while she holds a mobile phone in another. “It seems safe to infer the card was photographed, when Ms Lancaster’s own bodyworn camera was switched off.”

Payments totalling £302.51 were identified after the woman had died, at Deliveroo, Amazon, and two High Street retailers, the court heard.

Lancaster moved back to her parent’s home in Baildon, West Yorkshire, after she quit the Met.

NHS England to be axed as role returns to government control

Desk report: NHS England will be abolished and brought under "democratic control" in an attempt to cut bureaucracy and duplication, Sir Keir Starmer has announced.

The organisation, which oversees the country's health service, will be brought into the Department of Health, and the PM said the move would free up money for frontline services.

The government said it expected around 50% of the jobs at NHS England, which as of December had 14,400 staff, and the Department of Health, which has 3,500 staff, to go.

In a speech in Hull, Sir Keir said for too long politicians had "chosen to hide behind vast arrays of quangos" - organisations funded by taxpayers but not directly controlled by the government.

The government said work would begin immediately to return many of NHS England's current functions to the Department of Health and Social Care, with the aim of completing the process in two years.

The significant move gives the government more control and accountability over one of their key pledges - to cut NHS waiting times.

NHS England - which the government dubbed "the world's largest quango"oversees the health service, working with government to agree funding and priorities, as well as monitoring the performance of local NHS services.

It was given autonomy by the then-Conservative Health Secretary Andrew Lansley in 2012, with the aim of freeing the organisation from interference by politicians. Health Secretary Wes Streeting said the changes would "liberate" frontline workers from excessive and "competing directions".

Speaking to BBC Radio 4's PM programme, he said the result would be "better value for taxpayers and better outcomes for patients because the hundreds of millions of pounds we can save will be redeployed

to the front line delivering better care".

Conservative leader Kemi Badenoch welcomed the move to bring the management of the health service back under ministerial control, but warned Labour "cannot hide if things go wrong".

She did not have "high hopes" because Labour already ran the NHS in Wales and that was "doing a lot worse than the rest of the country", she said.

Liberal Democrat leader Sir Ed Davey backed the plans, but argued they were not the main issue for the NHS.

To fix it, the government needed to focus on "getting more GPs, more NHS dentists, more community pharmacists, making sure that social care actually works", he said.

The Health Foundation think tank warned the reorganisation would distract senior leaders.

And Sharon Graham, head of the Unite union, said: "Taking an axe to these jobs is an ill-thought-out strategy that could end up meaning frontline healthcare staff struggle to do their jobs effectively if they aren't paid on time, don't have basic medical supplies or are forced to do additional administrative work rather than treat patients."

The news comes after senior NHS England figures including chief executive Amanda Pritchard and medical director Sir Stephen Powis announced they were stepping down. The announcement came as part of a wider speech on reforming the state, which Sir Keir described as "overstretched" and "unfocused".

"Over a number of years politicians have chosen to hide behind vast arrays of quangos, arm's length bodies, regulators, reviews," the prime minister said. "A sort of cottage industry of checkers and blockers using taxpayer money to stop the government delivering on taxpayer priorities."

The number of quangos has fallen by more than half since 2010 but there are still more than 300 across the UK.

They include regulators, cultural institutions and advisory bodies, ranging from large organisations like NHS England, to smaller ones like the Gambling Commission and the British Film Institute.

The water regulator Ofwat could be among other government quangos in line to be scrapped.

Ofwat's role - along with the Environment Agency, the Drinking Water Inspectorate and Natural Resources Wales - is among the organisations already being looked at in a review of the whole water system in England and Wales, by an Independent Water Commission established last year.

Government sources would not pre-empt the outcome of the review but all options for regulating water are understood to be on the table, except nationalising water companies.

The new Labour government has set up more than 20 new quangos since winning power.

These include Great British Energy, which will invest in renewable energy to help meet the government's clean power goals, and Skills England, which aims to support people to find jobs.

The government has also suggested it wants to cut the size of the Civil Service, which has a headcount of more than 500,000.

Civil servants are politically impartial officials employed by the government, covering areas including policy development and services like benefits and prisons.

In his speech, Sir Keir linked the need to reshape government to global instability which has pushed up bills at home, saying the state needs to be operating at "maximum strength".

He promised to cut the costs of regulation for businesses by 25% to boost economic growth.

His plan also includes greater use of artificial intelligence, underpinned by the mantra that civil servants should not be spending time on tasks where digital or AI can do it better and quicker.

Earlier this year, Sir Keir

faced a backlash saying "too many people in Whitehall are comfortable in the tepid bath of managed decline".

In his speech he was keen to stress his criticism was not aimed at individuals but the system as a whole. Having spent the last few weeks focused on diplomatic wrangling over Ukraine, the speech saw the prime minister return to domestic challenges - specifically a feeling that services in the country do not work well enough.

Britain ‘no longer a rich country’

Britain is no longer a rich country after 15 years of stagnation “caused UK living standards to plummet”, according to economists, leaving parts of the UK worse off than the poorest parts of nations including Slovenia and Lithuania.

Economic growth and productivity have lagged behind a host of other nations since the financial crisis, the National Institute of Economic and Social Research (Niesr) said, as it called on the Government to raise the threshold at which workers start to pay income tax in an attempt to boost performance. The typical British worker would be £4,000 per year better off if productivity growth and wages in the UK had matched those of the US, said Max Mosley, economist at the Institute. “Economic stagnation over the past decade is now threatening the UK’s position as a place for a high standard of living. A combination of weak productivity growth driving near zero growth in real wages and cuts to welfare has resulted in a situation where we are neither delivering prosperity through high wages nor security through welfare,” he said.

“That the poorest in our country now fare worse than those in nations once considered less affluent is a stark indictment of the UK’s economic social model.”

Mr Mosley asked whether Britain is still a rich country, declaring that “this question – which was easy to answer for centuries – is now less straightforward”.

Parts of Birmingham and

the north east of England are worse off than even the poorest parts of Slovenia and Lithuania, Niesr found, as nations that once made up the Eastern Bloc become increasingly prosperous. The average Slovenian’s living standards are now almost on a par with the typical Briton’s, the think tank said, in a stark indication of the UK’s relative economic decline.

Britons’ average real earnings have risen by less than 3pc since 2019 after taking inflation into account. They are up just 6.6pc since 2007 at the start of the financial crisis, Niesr found. By contrast, real earnings rose by almost 20pc between 2000 and 2007. Adrian Pabst, deputy director at Niesr, said the situation is even worse for those in the least affluent areas, with a “dramatic collapse in the living standards of the poorest 40pc in society”. He said: “The Government’s mission to grow the economy is not just about aggregate numbers but about higher living standards in every part of the country. It is vitally important to raise public investment in ways that unlock business investment to generate productivity increases and sustained real wage growth.” That should include tax cuts, Mr Pabst said, adding: “The Government should revisit its decision to delay the uprating of the personal income tax threshold until April 2028. After more than 15 years of real wage stagnation for millions, working families need to see a tangible improvement in their living standards over the duration of this parliament.”

Niesr also suggested ending the two-child limit on benefits as the most cost-effective way to reduce poverty, as well as boosting productivity by slashing barriers to building by reforming the planning system. However, some of these changes may prove difficult to finance. Abolishing the two-child limit would cost the Government £2bn per year, providing an “essentials guarantee” for benefit claimants is priced at £7bn, and raising the income tax personal allowance would cost more than £10bn.
