predictable response as rabies rears its ugly head again

•The• furore that has descended on Hua Hin and Thailand over multiple outbreaks of rabies has led to a hua hin

wide array of actions and suggestions to deal with this deadly disease. The most worrying of these has been the mass capture, transport and rumoured destruction of dogs found in the rabies ‘red zone’ where a 61 year old Thai man was bitten by a cat two months ago and died last week, sparking the current crisis. Pet owners and those who take care of street dogs are being urged to firstly makes sure these animals are vaccinated against rabies, and secondly to prevent them being loose in the street and avoid them being captured and taken away. This week a new ‘pet tax’ has been mooted, as well as a licencing and registration scheme, however these are likely to lead to more stray animals and an accompanying jump in animal populations, thus worsening the risk of the spread of rabies. Animal welfare groups have campaigned long and hard for the Thai authorities to undertake regular sterilisation programs on Soi dogs, as the growth in their population has exploded across Thailand, and has been particularly noticable in Hua Hin. However these calls have fallen on deaf ears in the past, despite the numerous advantages for both humans and dogs that would transpire. A concerted campaign to educate the population regarding the need to stop dumping unwanted animals and to take care of our animal friends is also sorely needed. Most temples are overflowing with such creatures, and while the monks do their best, they need the public to step up and take part. AWOL is not, unfortunately, optimistic that the current crisis will actually change anything in the long run; any measures that are introduced will require enforcement, something that has been shown to be largely lacking in most areas since we started publishing, unless there is significant incentive.

cometh the hour... One thing many expats don’t miss at all is the need for Daylight Saving Time (DST) in Thailand. Here in the UK we will have the mad scramble to put our clocks forward by one hour this Sunday, the main purpose being to make more use of those long (light) summer nights. Then of course in October all the clocks have to be put back again at the end of what became known as British Summer Time (BST,) also observed by Ireland and Portugal. It wasn’t always so. In fact DST only began in 1908, when residents of Thunder Bay in Ontario became the first people in the world to give it a go. It was the brainchild of one William Willett, a builder, whose aim was to allow people to benefit from more evening recreation time outdoors. It seems that people in the UK weren’t meant to enjoy themselves at the end of the working day though, and DST wasn’t introduced here until 1916 in an effort to save coal during the First World War. Daylight Saving began even later in the States, in 1918, just for the last few months of World War 2. It was then abolished by Congress, leaving individual locations to decide for themselves what they did about DST, and with no uniform rules on the dates and times when clocks should be changed. Problems ensued with co-ordinating railway timetables, but it wasn’t until 1967 that the Uniform Time Act corrected the anomally. Even then individual States could still opt out of DST providing it was done on a State wide basis. Just two - Hawaii and Arizona have continued with year round Standard Time, but the debates continue, with Alaska now a prime candidate for joining them. Things have never gone too smoothly in the UK either. During World War 2 the UK operated double DST by putting clocks forward and back by two hours each summer, again to save fuel for the war effort, then again in 1947 because of extreme fuel shortages. Assorted ideas have also been put forward over the years about staying permanently on ‘summer time’, otherwise known as Greenwich Mean Time plus one hour. The plan was tried out from October 1968 to October 1971, but didn’t go down too well in Scotland, which ended up with very lengthy dark winter mornings. Even so attempts to adopt a permanent British Summer Time continue, with the most recent new proposal being in 2012. Last month THAB reported on a Banksy painting which had appeared on a disused bridge in Hull. Despite a hate campaign against it by one city councillor, an attempt to cover it with graffiti by person or persons unknown, and subsequent

restoration work by a few Banksy fans, the original work is still there. Just a bit less distinct. And while the debate goes on about what to do with it now a similar project in another part of the city is being welcomed. Pupils at a school close by an unsightly railway bridge are being helped to create their own design to decorate the eyesore. The aim is to give the area surrounding the bridge a ‘vibrant feelgood factor,’ and has the approval of the city council. Banksy - please take note - in Hull you need a stated aim, council approval and the right paint before being accepted as an artist. Finally this week it’s back to Thailand. Just when you think you’ve heard it all the Powers That Be come up with another idea to top the lot. It is of course the need for dart board licenses. As we all know the game of darts attracts more gamblers than the whole of the horse racing industry put together. Not only that but dart boards are dangerous. They encourage players to improve their maths skills while developing the team spirit between expats and locals who, heaven forbid, might even become friends. There is also always the possibility that one of those local players might just make it to the top in Thailand, where there are some seriously good players. And all without a single satang changing hands - except of course for the new license fees. Next week - a new threat to gambling in Britain.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is.... Rag-and-bone man A rag-and-bone man is a collector of discarded clothes, bones and other low-value items that can be re-sold to merchants. Cloth was recycled to make shoddy and bones were used to make glue. Of course, the expression ‘Rag’n’bone Man’ is known to most millennial as the stage name of the English singer/songwriter Rory Graham, who was awarded both British Breakthrough Act and Critics’ Choice Award at the 2017 Brit Awards. For people of an earlier generation, especially those in the UK, the image conjured up by the term ‘rag and bone man’ is of a down at heel gent with a horse and cart trawling around the streets calling out for any old discarded items of scrap, clothing or bones that he could resell for a few pennies. Their typical cry was ‘any old iron’ although the rag and bone man some may recall from their youth in the UK’s West Midlands used to call out ‘rag bone, rag bone’. Rag and bone men, or totters as they were sometimes known, first made an appearance in early 19th century England. An early reference to them in print is found in The Proceedings of the Old Bailey, July 1802:

Rory Graham chose ‘Rag’n’bone Man’ as his stage name as a reference to the TV series.

russia Tons of gold fall from the sky as Russian cargo plane malfunctions on take-off More than 170 gold bars fell from the sky after a plane’s hatch flew open - with police unsure if it was accidental or criminal. The aircraft was carrying £265m worth of platinum, gold and diamonds when the hatch flew open - sending the precious metals plummeting back to earth. According to the TASS news agency, Russian authorities have recovered more than 170 gold bars weighing 20kg each. The plane was travelling from Yakutsk Airport - a major diamond-producing region - to Krasnoyarsk. However, the Nimbus Airlines AN-12 cargo aircraft made an emergency landing in Magan after it began haemorrhaging valuables. Reports suggest some bars of gold were scattered up to 15 miles away from the airport. Police have sealed off the runway, and say it is unclear if it was an accident or a deliberate attempt at a heist. Technical engineers who worked on the plane prior to take-off are reportedly going to be questioned by police.

Especially if you’re a (not yellow) woman from Milton Keynes. But that’s exactly what one woman did when she was stopped in Buckinghamshire earlier this week when she was pulled over. Instead of pulling out the genuine article, she handed over the Homer Simpson licence, complete with his signature and address. Interestingly Homer’s licence shows that he’s able to drive buses pulling trailers and some kind of heavy goods vehicle. However, his date of birth is incorrect it says he was born on August 4, 1963, but according to his real driving licence which features on the show he was born on May 12, 1956. Thames Valley Police traffic cops posted the picture on Twitter yesterday saying: ‘Earlier this week, PC Phillips stopped a car in Milton Keynes, Bucks. ‘When she tried to identify the driver’s ID, she found the below… ‘The driver’s car was seized and she was reported for driving with no insurance and driving without a proper licence. ‘D’oh!’

Judge Susie Norby offered to pay for the damage out of her own pocket, but a Clackamas County spokesman said the funds will come from the county’s general fund, meaning taxpayers will foot the bill, the Oregonian reported. Norby said her offer was turned down because county officials regarded the cost as negligible, the newspaper reported. “I feel deeply sad to have caused harm to our beautiful and historic building,” Norby told the newspaper. “It is a building I cherish, respect and am proud and grateful to work in.” Repair work in the Oregon City courtroom will include reinstalling marble on the framing above the courtroom doors, the report said. Norby said she locked herself in the courtroom March 4, a Sunday, and tried to ram her way out because her keys and phone were elsewhere, and no one was expected at the building until the following day. She was stuck in the courtroom for more than an hour before a sheriff ’s deputy came by and sprung her.

usa Smoke bomb intended to scare skunks sets house on fire A Detroit-area man’s idea to use a smoke bomb to rid the crawlspace in his home of skunks blew up in smoke – literally. Firefighters responded to a call Monday morning to find the flames had spread from the crawlspace to the first floor of the house, the Detroit Free Press reported. The fire continued to spread throughout the house, resulting in what Sullivan described as a “complete loss,” with the occupant losing most of his belongings. No injuries were reported other than one firefighter suffering a sprain, the paper reported. As for the skunks, Sullivan told the paper no carcasses were found at the scene.

Given that it is only 12 years since they won the trophy, it is quite a dramatic fall from grace. They will, however, be a significant test for England, as their rebuilding starts. It will be interesting to see whether Southgate chooses to use the absence of Harry Kane as an opportunity to try out fringe players across the team, or play his likely World Cup team with Kane’s understudy. England do have two more friendlies before the tournament, so we expect a fringe team, and an Italian victory.
