•A •new draft law passed by the cabinet this week could have a profound effect on one of Hua Hin’s hua hin
longest standing problems - a shortage of town centre car parking space. The draft law on car parking management would allow local administrative organisations to collect fees for parking on public roads, except in certain prohibited areas, government spokesman Sansern Kaewkamnerd said on Tuesday. A previous decentralisation law, passed 19 years ago in 1999, allowed tambon administrative organisations, municipalities and Pattaya City to regulate markets, piers and car parking spaces within their jurisdictions, but the law on car parking in municipalities issued in 1960 was not amended accordingly, Lt Gen Sansern said. While no announcement has yet been made by the Hua Hin municipality, it is hard to imagine any authority turning down the opportunity for extra revenue, which at the same time could help alleviate another long standing problem of traffic congestion at certain times in the town. However, a simultaneous improvement in public transport would be sensible, which could be at least partly funded by parking charges. Whether the prime spaces in the centre of town that are normally occupied by taxi and tour service vehicles would subsequently be freed up if charges were to begin, or dedicated taxi ranks be introduced and enforced as an alternative is anybody’s guess. Given the fast growth the town has experienced, and will continue to see, AWOL sees this as an inevitable, and beneficial step, as long as any parking charges are sensibly assessed, and any scheme is properly enforced. It may well also result in some savvy entrepreneurs building car parks on private land near the centre of town, as well as encouraging developments to provide parking. If the municipality decides against introducing charges it will be a surprise, but it must be reiterated that it is still a possibility.

We are the only weekly newspaper in this area and we are looking for two motivated and engaging people to work in the key areas of sales and distribution. Requirements: • Thai Nationals • Good understanding of spoken and written English • Well presented • Previous experience in a sales environment useful but not a necessity • Ability to work to deadlines • Own transport (not essential but preferred) The positions will involve selling advertising space in the newspaper and online as the major task, as well as maintaining relations with existing customers and dealing with renewals of ads, and coordinating and monitoring the efficient distribution of the paper every week. Conditions: The positions are full time jobs but the hours and days worked are very flexible; this is not a normal 9 to 5 Monday to Friday office job as many existing and potential customers work irregular hours. The initial salary offered to the successful candidates will vary depending on previous experience and abilities, but will be in the range of 10000 to 15000 baht a month, plus any extra commission earned through performance. There will be sales targets which if achieved will generate this extra income. We anticipate this could result in an income averaging at least 20000 baht a month, with exceptional candidates capable of earning much more. tough at the top It’s not often Thailand hits the news in the UK. Other than natural disasters and mishaps to elephants and Brits very little filters through. But Prime Minister Prayuth broke the mould last week with that life size cardboard cutout, which stood in for him at a press conference. President Trump should take note. If he had his own cardboard image stand in for him at White House meetings he could take even more Executive time out. Having recently completed his first year in office, a milestone many believed he would never reach, Trump must have been due for bit of a break, when lo and behold the US Federal Government obliged by shutting down. It’s tough at the top, as Bill Clinton found out on January 26th 1998, when he was forced to declare that he ‘did not have sexual relations with that woman...’. Thinking about that statement now he was lucky the woman in question, Monica Lewinsky, wasn’t able to take to social media to berate him for referring to her as ‘that’. After everything she had done for him couldn’t he at least have remembered her name? It’s tough at the top in the UK as well. Mrs May attempted to appease us Northerners for the increasing North/South divide by promising to plant a few million trees between Hull and Liverpool, but we aren’t easily fooled up here. We would actually welcome a wall of trees provided it was planted closer to Watford. And in any case there are bigger plans afoot. Over the last 10 years central government funding to local councils in the UK has reduced so much that many towns and cities have been forced to cut services and staff, with some services now at breaking point. Our local councils are responsible for a huge range of social needs, from parks and leisure to schools and libraries, waste collection and street cleaning to housing and care. They also provide a chunk of the funding for policing and are supposed to fill in holes in the roads. Much of the work involved has been cut, along with half a million council workers nationwide, as councils struggle to balance the books. Now some Northern cities are planning to re-invent themselves. They are realising that by investing more in local businesses they keep cash circulating in the local economy. It’s hardly rocket science, but something which has been sadly lacking during the boom years of huge national companies such as Carillion. Initiatives include things like calling off costly bailiffs and helping people negotiate directly with councils to resolve debt. Increasing the pay of care workers to keep them
and attract more staff. Ensuring that hospitals and universities source supplies locally, working with small local companies to help them tender for work, and investing in local wind farms and banks. Readers of a certain age will now be saying ‘oh yes - I remember when my home town had it’s own bank, and my school got its’ vegetables from the little farm down the road’. Since then of course big business has taken over, cornering the market in the provision of things like house building, retail, transport and food. Large retailers have also tended to move away from city centres to retail parks, leaving gaps in the cities which are hard to fill. So can local councils really hope to bring about radical change, especially in deprived areas? As more national companies face problems, particularly in construction and retail, maybe the time is right. And maybe that was what the Government intended to happen all along, that the Northern Powerhouse we have heard so much about should power itself. So far Manchester, Leeds, Salford, Preston and Bolton have all begun their own initiatives, with various fancy names which all have the same aims, to work proactively with their residents to build communities better suited to their needs. Next week we take a quick look at Hulls’ own initiative - the HullCoin. Mend fences Re-establish good relations with people one has disagreed with. The proverb ‘Good fences make good neighbours’ is listed by Oxford Dictionary of Quotations as a mid 17th century proverb. Robert Frost gave the proverb a boost in the American consciousness with his 1914 poem Mending Walls: ... He will not go behind his father’s saying, And he likes having thought of it so well He says again, ‘Good fences make good neighbors.’ That poem, and the 1870s coining of the term ‘mending fences’ both appear to be influenced the earlier proverb. In 1879, the American Senator John Sherman returned to his home in Mansfield, Ohio and made a speech, in which he said:
“An announcement that Consul General John C. New is en route to this country ... has created quite a stir among Republican politicians, and there is a belief that he is coming to assume the personal direction of the campaign.” The phrase mutated to refer to the rebuilding of previously good relationships during the 20th century.

Whether he meant it that way or not, the line was interpreted to mean that he had come with a political motive and intended to acquire support in the coming elections. Within a few years, ‘mending fences’ had come to mean ‘looking after your interests’, particularly one’s political interests; for example, this piece from The Mitchell Daily Republican, October 1890, headed ‘Coming To Mend Fences’:

UK Trainee bellringer, 17, launched 40ft into air after getting tangled in ropes The bizarre accident happened in front of experienced bell ringers at St Helens Church in Abingdon, Oxfordshire, at about 7pm on Friday. The teenager suffered injuries to his ankle and shoulder, but was said to be recovering at home over the weekend. Fire crews would normally have lifted the boy out of the church on a stretcher – but as he was suspended in mid-air, he had to be lowered to the ground using a rope rescue system. Brian Read, the tower captain of St Helen’s Church, said an enquiry will be held to minimise the risk of another accident. He said: ‘It is a very rare occurrence but it can happen. Like any activity it cannot be 100% safe. There were people there at the time who knew what to do and it is very unfortunate that this young man suffered an injury.’ Paul Webster, a station manager for Oxfordshire Fire and Rescue Service, said: ‘Due to the steepness of the spiral staircase to the bell ringing room, there was not the option to carry the casualty out of the church on a stretcher. Once the casualty was lowered to the floor he was transported to hospital by South Central Ambulance Service.’ A small amount of damage was caused to the mechanics in the belfry, but they were quickly repaired and the church’s bells were able to ring during the weekend.

china Chinese workers build railway station in just nine hours A train station was built in just nine hours by 1,500 workers in China. Organised with military precision, the project which reportedly took place over the weekend, was completed in the southern Fujian Province. Seven trains and 23 diggers were used in the huge construction project at the Nanlong Railway Station in the south China city of Longyan, the Xianhua News Agency reported. Workers were split into seven units to take on seven simultaneous tasks, according to Zhan Daosong, a deputy manager at China Tiesiju Civil Engineering Group, the communist country’s main railroad construction company. The high-speed Nanlong Railway line is under construction and is expected to be completed by the end of 2018. Around 152 miles long, it will provide a main transport link between the south-east of the country and central China. The railway is designed to support trains travelling at speeds of up to 124 mph. scotland Fans stockpile Irn-Bru before recipe change sees sugar content halved It is often called Scotland’s favourite beverage, with a distinctive caramel colour and heady taste derived from a 106-year-old recipe. So it comes as no surprise that attempts to meddle with the ingredients of Irn-Bru have prompted outrage. More than 9,000 people have signed a “Hands off our IrnBru” petition objecting to an imminent reduction to its sugar content, and consumers are reportedly stockpiling the original version of the fizzy drink. Historically Irn-Bru has contained a tooth-tingling 10% of sugar, but manufacturers plan to halve that - replacing it with artificial sweeteners such as aspartame from January. The decision, linked to a government tax on sugar to be introduced in April and a consumer shift towards products low in sugar, will drop the number of calories in a can from 140 to 65. It follows similar moves in the recipes of other drinks including Lucozade. But Ryan Allen, who started the petition, does not believe less is more. His Change.org page voices fears over the impact of aspartame and argues he would pay more for Scotland’s highsugar “national treasure”. “I believe that a responsible adult should have the choice as to what poisons they want to put in their body,” he says. “It’s also well known to alleviate the effects of a hangover and is many a person’s craving, saviour or go-to drink after a night on the tiles. I think to deny people in that condition their crutch would be a crime.” Consultant dietitian Rebecca McManamon, a spokesperson for the British Dietetic Association, said reducing sugar content could help slash the incidence of diabetes, obesity and tooth decay. She told reporters that high-sugar drinks would only be recommended for people with diabetes who have a proven hypo (low blood glucose level). “There is no benefit if you’re feeling run down to have a sugary drink,” she said. “Even if you get a temporary reprieve, you’re going to have a drop in energy afterwards.” Aspartame, she said, would likely only pose a danger if many litres of Irn-Bru were being consumed. Irn-Bru’s manufacturer, AG Barr, has insisted that nine in ten people could not tell the difference between high and low-sugar versions. “The vast majority of our drinkers want to consume less sugar so that’s what we’re now offering,” a spokesperson said.
