‘sin’ prices likely to increase this weekend

•Our• apologies if our front page story this week comes too late for readers to stock up on booze, fags and thailand

playing cards, but tomorrow, Saturday 16th September, will almost certainly see price rises for these goods, based on new excise tax rates approved by the cabinet this week and announced earlier in the year. Almost certainly? Well, yes, because it appears that nobody really knows how these changes will actually impact on the prices of alcohol; and this is because of the change in how they will be levied. Theoretically some prices may actually drop, although history informs us that this rarely happens. Cigarettes are expected to rise by an average 30 baht per pack, but the tax on alcohol is changing in several ways; firstly, it is being calculated based on alcohol content rather than as a straight percentage of retail price; secondly, it is being collected at the wholesale level, and finally, and perhaps most bizarrely, a somewhat nebulous recommended retail price is going to be used as a base for the computation. We believe that this will change to actual retail prices (before VAT) but even that clouds the issue, as a bottle of beer, for example, sells for vastly different prices based on many different factors. Most commentators believe though, that there will be a rise of around 4 - 5 % this weekend. How your local bar or restaurant reflects this in their price will also depend on a variety of factors, but it is unlikely that they will be able to avoid raising prices, and some may exploit the situation. Thailand in general will still be relatively cheap for alcohol when compared to most other countries, but it will still be a blow to both customers and businesses, at a time when many are struggling. In the meantime, the spectre of VAT rising to 10% this time next year is a strong possibility as well, with this having been postponed several times in the past.

best days of our lives You know you’ve been in Thailand too long when - you are in a state of shock after seeing a report that 13 of Thailands’ 22 airlines have failed safety standards set by the International Civil Aviation Organisation. Not because 13 failed, but because you never knew the country had so many airlines in the first place. Also in shock last week were all those Mums’ whose children started school for the first time. (It does seem to be the Mums’ who go into meltdown doesn’t it?) But none of those children experienced so much publicity on his first school day as Prince George. Little wonder the kid looked a bit anxious with the worlds’ media focused on such a routine event in his young life, dissecting every detail of what the next few years of Prep school will hold for him. Luckily most of us just got on with it, probably adding to the angst felt by our Mothers, and couldn’t understand what was so special about school. Can you even remember much about that day yourselves now? I can recall the classroom of course, because it became ‘home’ for five days a week. A huge room with big windows high up in the walls, with dark green tiles below them, and long wooden poles with hooks on the ends which teachers used to open and close the windows. The desks also became very familiar, ranged along a series of deep steps which rose up towards the back of the room, and of course the toilets, which were outdoors across the school yard. As for the day itself, the only memorable thing was being told to sit at a two seater desk beside another little girl who would become my best friend. Which brings us to what seems to be a new school ideology - that children should be encouraged to get on with all their classmates rather than just have one best friend. Of course in many ways children should benefit from being encouraged to be tolerant, patient and well mannered with all their little colleagues. Hopefully they will grow up to become model ‘socially inclusive’ citizens, but is that realistic? More importantly what is so wrong about having one special friend during childhood? On the face of it nothing. That one special friend was the one who knew all our secrets, who shared those moans about parents, aided the plans to run away from home, and provided a shoulder to cry on when things went wrong, or when we fell off our bikes yet again. But we can’t ignore the fact that the way in which children interact with each other has changed. By the age of 5 or 6 many

are already familiar with the use of mobile games, and before long can Tweet, YouTube and Facebook with ease. Social media is rapidly becoming their main form of social interaction, but although that can enable them to have a huge network of contacts, it isn’t necessarily the best way to form close, lasting friendships. From that human sign of the times to a couple of four wheeled ones. One evening last week I nipped out of a restaurant to have a quick ciggy - as you do - and spotted a TVR sports car circa 1970 parked outside. British made, TVRs of that age are becoming quite scarce, and deserve a second look. This one looked pristine, and really deserved the kind of owner who wouldn’t leave it on a busy road on a Friday night where it could easily fall victim to a passing beer bottle. Someone like me in fact. That same day TVR had unveiled their latest sports car which will be ready to hit the roads by the end of next year. A must have for anyone with 90,000 pounds or so to spare. Jaguar also joined in with a new E Type at an eye watering 350,000 pounds. Sadly it is electric powered, and despite that being a very noble green thing for Jaguar to do, will an E Type without a growl really sell?

To mark the anniversary a story has emerged, from one of his managers, that Bolan once said he would like to die in a Mini, and that is exactly what happened when, on September 16th 1977, his car hit a tree..

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is....Pass the buck Evade responsibility by passing it on to someone else. Look up ‘buck’ in the dictionary and you’ll find a couple of dozen assorted nouns, verbs and adjectives. The most common use of the word these days is as the slang term for the American dollar. That’s not the buck meant here though. Look a little further down the list and you’ll find the definition ‘buck: an article used in a game of poker’ - and that’s the buck that was first passed. Poker became very popular in America during the second half of the 19th century. Players were highly suspicious of cheating or any form of bias and there’s considerable folklore depicting gunslingers in shoot-outs based on accusations of dirty dealing. In order to avoid unfairness the deal changed hands during sessions. The person who was next in line to deal would be given a marker. This was often a knife, and knives often had handles made of buck’s horn - hence the marker becoming known as a buck. When the dealer’s turn was done he ‘passed the buck’. Silver dollars were later used as markers and this is probably the origin of the use of buck as a slang term for dollar. The earliest citation found of the literal use of the phrase in print is from the Weekly New Mexican, July 1865:

The figurative version of the phrase, that is, a usage where no actual buck is present, begins around the start of the 20th century; for example, this piece in the California newspaper The Oakland Tribune, from May, 1902: [Oakland City Attorney] Dow - ‘When the public or the Council “pass the buck” up to me I am going to act.’ The reporter’s use of quotation marks around pass the buck indicate its recent coinage as a figurative phrase, or at least one that the paper’s readers might not have been expected to be familiar with. The best-known use of buck in this context is ‘the buck stops here’, which was the promise made by US president Harry S. Truman, and which he kept prominent in his own and his electors’ minds by putting it on a sign on his desk.

usa Peta to get cash for selfie monkey took on photographer’s camera A settlement has been reached in a lawsuit over who owns the copyright to selfie photographs taken by a monkey before a federal appeals court could answer the novel legal question. Under the deal, the photographer whose camera was used to take the photo agreed to donate 25% of any future revenue of the images to charities dedicated to protecting crested macaques in Indonesia, lawyers for an animal-rights group said. Lawyers for the group and the photographer, David Slater, asked the San Francisco-based 9th US Circuit Court of Appeals to dismiss the case and throw out a lower court decision that said animals cannot own copyrights. Andrew J Dhuey, a lawyer for Mr Slater, declined to comment on how much money the photos had generated or whether Mr Slater would keep all of the remaining 75 per cent of future revenue. There was no immediate ruling from the 9th Circuit. The People for the Ethical Treatment of Animals (Peta) sued on behalf of the macaque monkey in 2015, seeking financial control of the photographs for the benefit of the monkey named Naruto that snapped the photos with Mr Slater’s camera. ‘Peta and David Slater agree that this case raises important, cutting-edge issues about expanding legal rights for nonhuman animals, a goal that they both support, and they will continue their respective work to achieve this goal,’ Mr Slater and Peta said in a joint statement. Lawyers for Mr Slater argued that his company, Wildlife Personalities Ltd, owns worldwide commercial rights to the photos, including a now-famous selfie of the monkey’s toothy grin. Mr Slater argued that he engineered the photographs in 2008 by travelling to an Indonesia jungle, spending three days with a troupe of monkeys to gain their trust and deliberately making his camera accessible to the animals to take photographs. US District Judge William Orrick said in a ruling in favour of Mr Slater last year that ‘while Congress and the president can extend the protection of law to animals as well as humans, there is no indication that they did so in the Copyright Act.’ The 9th Circuit was considering Peta’s appeal. The lawyers notified the appeals court on August 4 that they were nearing a settlement and asked the judges not to rule. A three-judge panel of the 9th Circuit heard oral arguments in the case in July.

Oh, and the word, ‘Dunno’ has also been reportedly banned at Kings James’s School in Huddersfield, West Yorkshire. Other habits now banned include ‘slouching’, ‘using slang’ and ‘smirking/smiling/screwing face up/raising eyebrows/looking at others when told off ’.

The school declined to comment on the new list of 40 rules published on its website, according to the Huddersfield Examiner. match report Assumption Utd 3 – 1 Hua Hin City FC It was the final game of the 2017 season for Hua Hin City. Yes, the Champions League still had to be played out, but that would not involve us – our season was finished. Assumption still had a chance of qualification, but it would require the virtual miracle of Pathum Thani winning at BTU, which didn’t happen. The Hua Hin sick and injured list was still growing, with even more key players missing and for the 2nd week running, we were unable to fill our substitutes bench. The first half started, and Hua Hin were every bit as good as their opponents, and created more chances. However, despite Assumption’s need to win this match, it was being played at typical end of season pace – I wonder if Assumption had given up hope of a miracle happening. Unfortunately Assumption were awarded a penalty just before half time. The chance was well converted. Almost straight from the restart, Hua Hin were awarded a free kick outside of the Assumption penalty area. Leading goalscorer Arnon stepped up to score in true Beckhamesque style. A perfect free kick. Half time 1 – 1. The game seemed destined for an end of season draw, but 2 defensive lapses in the second half, which again saw most chances going Hua Hin’s way, secured the points for Assumption. Despite Hua Hin putting a lot of pressure on the Assumption defence, a breakthrough did not happen, although we did rattle the woodwork with one very good effort. If Hua Hin are to succeed next season, we will either need to avoid injury, or have a larger, stronger squad. Our last 2 defeats have definitely been attributable to fielding a weaker team, especially yesterday. A full strength Hua Hin City would not have lost this match. The small Hua Hin support yesterday were very loud, against an almost non-existent Assumption support. Well done to those guys. The season was over, and Hua Hin who had played more league games than in any previous season finished in 7th place, which was their 3rd best finish ever.

uK Frank De Boer has enthusiastically welcomed Crystal Palace’s decision to replace him with the former England, Liverpool and Fulham manager, Roy Hodgson. “I’m a stale, old, has-been of a manager who should really only be putting the cones out at training sessions, whereas Roy is a young vibrant guy with great new ideas and the dynamism to really get the club challenging for honours this season” said the former Dutch international. “I totally agree with the club.” A club source had earlier stated, “We need a long-term, fresh, modern philosophy that will take the club forward, Frank hasn’t got it”. Despite some fans reservations about the appointment, Hodgson, the nonagenarian footballing gnome, has had an immediate impact on the squad, sending them out with a farthing each on a hunt across Croydon to see if they still sell licorice bullets.

Hodgson admitted in his first interview that his heart jumped a little when he was told that he was wanted at the Palace, and didn’t think he deserved a knighthood.
