rethink on law banning passengers in rear of pickups

•The• fierce criticism that followed the government’s request to the Royal Thai Police to enforce the 1979 thailand

Land Traffic Act regulation banning passengers in the rear of pickup trucks has led to a rethink, as the government admitted that it caused too many problems both in enforcement and inconvenience for many people. Instead they have asked the RTP to devise regulations that will allow the practice while increasing safety, with suggestions being either a strictly enforced speed limit for vehicles with passengers in the rear space and limits to how many passengers can travel in this way. The Department of Land Transport also told the RTP that police have the authority to issue reprieves; for example, in designated zones where the practice can be allowed, such as on minor or community roads. While on the one hand this appears to be a reasonable compromise for a practice that is so widespread due to either a lack of public transport or affordability, it does smack somewhat of ‘passing the buck’ on the road safety issue, although ultimately allowing people to ride in the rear of a pickup does not cause accidents, it just increases the chances of more fatalities or injured when accidents do occur. However it is necessary for the authorities to educate on the increased risks associated with practices like this, but there are far more dangerous ones they would do well to address first, such as the numbers of people on motorbikes - the law is already there, but the enforcement of it is patchy, and for very similar reasons as the pickup situation; but the one big difference is how unstable overloaded motorbikes are in comparison to the minimal effect the number of rear passengers in a pickup has. These are tricky issues for politicians to deal with, which is perhaps why they have been handed over to the police.

But she was shocked to get a visit from police telling her that if she didn’t, she could be charged with theft. After nobody came round to fetch back the balls, Penny decided to keep them so the children would ‘learn the consequences’. But she was shocked when police knocked at the door. ‘The children don’t say, ‘Please can I have my ball back, I am sorry’,’ Penny said. ‘It is beyond the pale. ‘It seems you don’t need to ask for your balls back, you just call the police. It has been going on since they moved in. ‘We just want them to chuck the balls back over the wall. ‘I know it can be a bit of a nuisance, I do understand, it’s just one of those things. ‘They are not little terrors or anything like that, they are just normal kids.’ A Humberside Police spokeswoman said: ‘A Police Community Support Officer has visited both parties involved in a neighbour dispute in the Vernon Road area of Bridlington. ‘Words of advice have been offered to take steps to resolve the matter.’

it takes two Welcome back to AWOL after our short break, and to Hull where the City of Culture year plods on with a profusion of fake flowers. A display of a section of the Tower of London ceramic poppys cascades to the ground from a window high on a museum, while a field of Lego daffodils adorns a city centre square. Both of course require 24 hour guards. Back in Siam, as it was then, on May 11th 1811 something a bit more significant was happening. Twins Chang and Eng were being born in Samut Songkhran, some 60 miles from Bangkok. The brothers were to become the first conjoined twins known to have survived, and their country of birth would give its’ name to all pairs of conjoined twins who followed them. Chang and Eng were joined at the sternum by a ligature, and their livers were also fused, but they were otherwise unaffected. These days a separation would be a fairly simple procedure, but back then was considered to be far too risky. Besides, without the benefit of Xrays the fused livers probably weren’t discovered until after the twins died. Thanks to their mother however the ligature which bound them was gradually stretched, allowing a little more independent movement as they grew, and by the age of 18 the twins seem to have been living an otherwise relatively normal life. Until one day while swimming they were spotted by a Scottish expat who, seeing the potential for a lucrative business, did a deal with their parents to exhibit them on a world tour. Although we would now consider such exhibitions to be crude exploitation, the twins made a small fortune from their tour,

and after a few years were able to buy a farm - and slaves - in North Carolina. They became American citizens, taking the surname Bunker, and did well in business, but something was missing from their lives, and on April 13th 1843 they shocked American society by putting that right, by marrying two sisters. After a while a disagreement between the two sisters resulted in the wives occupying separate houses, with the twins dividing their days between them. But despite the strange domestic arrangements Chang and Eng produced a total of at least 21 children, and lived until 1874, when they died three hours apart. There is a monument of the twins in Samut Songkhran, and their preserved liver is displayed in a Philadelphia museum. At the time of their death in 1874, another man who became famous due to his deformity was just 7 years old. Joseph Merrick, known as the Elephant Man, had been born in England in 1867, and similar to Chang and Eng he made a living for a while by establishing his own stage show. But Merricks’ condition was progressive. Just as his deformity had prevented him from working as a child, it also quickly put an end to his show. Fortunately public opinion was changing by then, and ‘freak’ shows were becoming unpopular. An appeal for funds raised enough money to allow Merrick to spend the rest of his short life in the London Hospital, where he died in 1890. But while Chang, Eng and Merrick had to some extent all had a say in their lives, and despite what they did to survive falling out of favour, another similar case would follow in the 1900’s which was nothing short of exploitation. We will take a look at it next week.
