15 HOURS TRAINING TO BE NEEDED BEFORE DRIVING LICENCE GIVEN

•A •new plan put forward by the Land Transport Department to try and improve the standard of driving THAILAND

in Thailand has been agreed to in principle by the cabinet, and may become law later this year. The plan was outlined this week by Sanit Phromwong, director-general of the Land Transport Department, and requires an applicant for a driver’s licence to have passed a training course of at least 15 hours at a certified driving school. The plan also includes a cap on how much the school may charge for the course, which has been set at no more than 6,000 baht. Previously potential drivers only needed four hours of training, which was increased to five on 1st January this year. Mr Sanit added that there are ninety certified driving schools nationwide where the courses can be taken, and their systems are linked electronically with the department’s. “After the cabinet approved in principle the draft regulation, the Council of State will scrutinise it and returned the vetted version to the Transport Ministry. It will then be published in the Royal Gazette in which the effective date is set, most likely within this year,” he said. While the measure is unlikely to affect foreigners who already hold licences from their own country, it must be assumed that those without any licence will need to take and pass the requisite course, as well as the tests that are part of the licence application process. While the measure is welcome, it has to be hoped that further measures to improve existing drivers’ behaviour will also be undertaken, as well as stricter enforcement of some of the most common dangerous manouevres and practices seen here, such as driving on the wrong side of the road, tailgating, poor lane discipline, infrequent use of mirrors, indicators and eyes, and ignoring red stop lights and signs.

DESERT ISLAND A guy went on a cruise and the boat sank...he was washed up on a desert island surrounded by packing cases and the general flotsam a shipwreck creates. He finds a tiny blonde woman lying in the shallows,barely alive. He gets her out of the sea and brings her round using kiss of life etc. He builds a fire and gets her warm and dry - over the firelight,he realises that she’s Kylie Minogue! MAKING A MEAL OF IT One of the major attractions for visitors to Thailand is the food - there is a huge range of delicious Thai dishes to cater for all tastes, and while some of it can be very spicy, foreigners are normally asked by waiting staff if they want it spicy or not (in Thai they say ‘Pet mai?’). A major difference in Thailand is that there isn’t the same structure to when people eat as there is in the western world - there it is generally three mealtimes a day, breakfast, lunch and dinner, and while these are also observed in Thailand, the timings of them are frequently different, as are what Thais will eat, particularly breakfast, and there is a fairly constant snacking going on as well. You will find people at street carts buying food at any time, day or night! For foreigners who are looking for something closer to the food they are used to eating, Thailand, and Hua Hin in particular, does offer plenty of international cuisine, from the humble English Breakfast to steakhouses. pizzarias, and fine dining from all over the world. A common topic on the expat forums is ‘where can I find the best xyz food?’ and in particular English and American breakfasts; as already mentioned, Thai breakfasts are very different and are often not what foreigners want to have at that time, although some of them can really hit the spot - Pad Kee Mao is a great ‘hangover breakfast’ for example - but for some they will want their bacon, eggs, sausages etc. While many places have thiese items on their menu, you will often find that the bacon and sausages are not what you expect, with hot dogs or franfurters often being used, and the type of bacon varying enormously. This is particularly true of Thai places offering American Breakfast. The other issue that some may have with breakfast, is that in Hua Hin at least, it is not always that easy finding somewhere open before 9am offering the breakfast you want. It does seem that large parts of the retail and catering establishments in the town don’t open until 10am, so those early risers who fancy a big English breakfast will struggle depending on their location. While we are not going to offer full blown reviews of what is available, this writer recommends trying the following places as somewhere to get good breakfasts at a reasonable price and mostly before 9am; Nit’s Kitchen (see ad p23), El Murphys (Soi Selekam), Bobby’s Bar (Soi 102), Nany’s (soi 88), Father Teds (see ad p 13), Ye Olde Buffalo Tavern (see ad p 5), All Nations Guesthouse (see ad p 8), while other places that also offer good breakfasts but are generally open later are Jungle Juice (this page), Limelight (Soi Selekam), Lost Cafe (p 7) and Toon’s and Pit’s Cafe (back page). THE FAKE AND THE FANTASTIC The epidemic of fake news reached Thailand last week, when a leader who shall remain nameless was allegedly misinterpreted over a statement on VAT. The leader had given an example of how much income could be raised by just a 1 per cent hike in VAT, resulting in a bigger outcry than Britains’ Spring budget speech. Actually that wouldn’t have been difficult. Our budgets are usually announced during tediously long monologues which end up being condensed into a few lines of figures, but this month there was a welcome diversion when Prime Minister May did a brilliant impression of the Laughing Policeman. Whatever she was on should be available free from all pharmacies - it could solve the problems of the NHS overnight. But back to the fake news phenomenon. How did that come about? We have always had instances of mistakes or wild speculation in media reports, no doubt sometimes intentional, only now it is classed as fake. I was blaming Trump for hyping it up, but it seems that fake news is a by product of the world wide web, which was invented an astonishing 28 years ago.

On This Day

In the news back in 1966, well before the web, on March 17th a missing American hydrogen bomb was found in the Mediterranean off the coast of Spain. The only reassuring aspect of the story has to be the fact that someone knew it was lost in the first place. Also on March 17th - this time in 2003 - British Secretary of State for Foreign and Commonwealth Affairs Robin Cook resigned from the Cabinet over government

plans to invade Iraq. Two years later Cook died in what are still thought to be suspicious circumstances while out walking, with conspiracy theorists believing that he knew more than was healthy about the death of Princess Diana. One woman who left a potentially unhealthy comment until her last day at work was Judge Lindsey Kushner. Sentencing a rapist in her final trial last week the Judge dared to warn young women about the perils of getting drunk, stating ‘girls are perfectly entitled to drink themselves into the ground but should be aware people who are potential defendants to rape gravitate towards girls who have been drinking.... it shouldn’t be like that but it does happen and we see it time and time again.’ Her views have inevitably drawn criticism from senior police, but what a shame that it has taken a female Judge to finally make such an honest, and obvious, statement, and that it has had to wait until her final case. One trail blazing woman who didn’t leave it too late to defy convention was Barbara Buttrick. Born close to Hull 87 years ago, Barbara began a career in boxing in 1948. Professional womens’ boxing wasn’t recognised in Britain back then, so at first she toured with fairs before moving to America, where women boxers weren’t seen as freaks. In 1957 Barbara became the first woman to hold a world boxing title, and went on to become founder and president of the Womens’ International Boxing Federation in the 1990’s. Her career has served her well. Barbara lives in Miami, but popped back to Hull last week to speak at a Women of the World event, and to inspire the many girls who now take up boxing.

City have to be favourites as they are in a fine run of form, and Liverpool are still struggling to find consistency. STEVE MCCLAREN APPLIES FOR VACANT DERBY COUNTY MANAGERS POSITION

Derby fans were not concerned about McClaren’s latest job application; until hearing the views of the board. Derby chairman Mel Morris told us, “I thought he was joking, but the worrying thing is, I’m starting to think a man with his CV could be just what we need right now.” After hearing the views of the board, the leader of the Derby County supporters group, County Under No Threat, said, “Clearly we need a manager with experience, and one who knows the club, and has the ability to motivate the players and pull us out of the mess the previous incumbent left us in.
