TRAIN DELAY HIGH SPEED TRAIN PROJECT HELD UP

HUA HIN The much heralded high speed train project to link Hua Hin with Bangkok hit a delay this week as the State Enterprise Policy office (SEPO) instructed the State Railway of Thailand (SRT) to ‘sound out the market more’, according to a source within the SRT. SEPO are reportedly unsatisfied with the efforts made by SRT to gauge potential investor interest, and has apparently asked the railway agency to conduct another round in compliance with the public-private partnership law. Reports suggest that the SRT will require at least two months to prepare a second attempt, to include an open forum as well as directly contacting potential investors. The delay will come as no surprise to the many crtics of the plan, who don’t believe that it will ever materialise and who believe the money would be better spent elsewhere. The proposed line has been projected as costing around 95 billion baht with the journey time between the two cities being cut to around an hour; currently a journey by rail to Bangkok from Hua Hin can take anywhere from around four hours up to as much as six hours, although these times will be reduced significantly on completion of the dual tracking of the existing line. Bidding to take on the dual track project is due to take place on 1st and 2nd March, with contrracts possibly signed by the end of March, and construction beginning shortly after. It already appears that some land alongside the existing railway track in Hua Hin is being cleared, most noticably near the crossing on soi 88. Three of the five dual track tenders up for auction directly affect rail travel from Hua Hin, with the stretches from Nakhon Pathom to Hua Hin, Hua Hin to Prachuap Khiri Khan, and Prachuap Khiri Khan to Chumphon included, enabling faster train travel both north and southof the town once completed. Early estimates of the completion of all of the planned dual tracking quoted 2020 but it is not known when the stretches impacting Hua Hin will be either started or finished.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. The medical description ‘affected with disease’ was the word’s THIS WEEK IT IS.....MORBID OBESITY The condition of having a body weight high enough to pose proper meaning. So, ‘morbid obesity’ isn’t broody or gloomy a severe risk to health. This is informally measured as having but simply obesity that is severe enough to be considered a a body weight which is more than twice the optimum. It is threat to health. indicated more precisely by a ‘body mass index’ of 40 or over As an aside, ‘disease’ is itself interesting as an example of a word (BMI = the weight in kilograms divided by the square of height that, when spelled with its hyphen, is much easier to understand; for example, from George Chapman’s Odyssey, 1615: in metres). It could be seen as a sign of the times in the English-speaking world that, prior to the latter half of the 20th century, we got “Doth sleep thus seize Thy powers, affected with so much disby perfectly well without feeling the need to give a name to this ease?” condition. So, ‘chronic fatigue’ is often thought of as fatigue that is severe and debilitating rather than what it really is - fatigue which is persistent and ongoing. It may be severe also of course. Likewise, ‘morbid’ is most often used to mean gloomy and depressing and this has become accepted as correct usage.

MY BILL OR YOUR BILL? The recent case in Pattaya of a Thai bar owner attacking a British man whose wife queried the drinks bill highlights an issue that raises it’s ugly head fairly frequently in Thailand - bill padding, the practice of either adding additional drinks to a tab, or overcharging for ones that have been consumed. Almost inevitably these type of situations occur when at least some of the involved parties have had a few drinks, which with the majority of people will mean that they may speak a little louder or more aggressively, and may be quicker to anger than they normally would. This doesn’t necessarily only apply to the customer, and this is not necessarily what occurred in the recent Pattaya incident, we hasten to add. On the face of it though, the couple involved in this case did the right thing - they examined their bill and raised the issue that they thought it was a little too high; however it seems as though the aggressive response they got to this persuaded them to pay up and leave. However on attempting to do so, they were then presented with an additional bill for a drink they had not had, which is when the police were mentioned and the assault took place. Given the initial story told by the bar owner, and published without query by internet forums and some UK national papers, many believed the customers in this case to be at fault, but the fact that the police detained her is a strong indication that the story told was an attempt to cover up and justify her violent reaction to someone calling out the padding of the bill. This sort of reaction is, unfortunately, quite common in certain parts of Thailand, and does, in part, relate to the issue of ‘face’ that we have discussed in this section before, but does stem largely from the practice of bars running a tab for customers, rather than paying for drinks before they are consumed, as is common in many other parts of the world. The tab, or as it is more commonly known in Thailand, the ‘bin’, is much more susceptible to both genuine mistakes and deliberate overcharging, either of which can trigger a confrontation. Neither the bar nor the customer wants to be ‘ripped off ’, and you can be very certain that both apply equally here, with some customers walking out without paying, and some bars adding such unpaid ‘bins’ to other patrons bills. The only sure way for either to avoid this is to adopt a PAYD system - Pay As You Drink - but even this can be troublesome for the bar, if their staff are at all dishonest, as well as being an irritant to some customers used to running a tab. It is though, the best way for customers to avoid a potential flashpoint, in addition to either asking prices before ordering or looking at the price list. One final addendum to this for the less experienced bar hops in Thailand - if you buy a drink for the person serving you, this will more often than not be called a ‘Lady Drink’ and be charged at a higher than normal fixed price, and will often be just a fruit juice; this is quite standard practice in Thailand, and normally involves a cash bonus to the staff.

THOSE WERE THE DAYS You know how it is when you find yourself in forced hibernation - boredom sets in. In my case last week the hibernation was needed to spare people the sight of Elephant Woman, caused by a very visible abscess. And while this kind of ‘me time’ is supposed to be filled with thoughts on life, the universe, and everything, (medication permitting,) instead the kitchen cupboards bore the brunt of it. There’s nothing quite like a good de-clutter is there? Which brought to mind the mega de-clutter carried out before I became an expat. Now I know that some expats prefer to move lock stock and 4 WD to Thailand, but that is something I have never fully understood. There is something about the challenge of making a fresh start with the bare necessities, and that proved to be a decision which I never regretted. Take kitchen cupboards for instance. Traditionally Thai people have managed well without them, or maybe with just one cabinet style thing for the few packets and tins, plus a fridge. The availability of fresh food and ingredients every day is one of the joys of the country, and the same applies to the street food. In fact amongst Hua HIns’ expats in the very early noughties eating Thai seemed to be the norm. Granted that isn’t to every expats’ taste, and there are always those times when only a bit of farang food will hit the spot, but 17 years ago expats had to shop around much more than they do now for that taste of home. In those pre Market Village/Villa days even proper sausages and bread were scarce. A couple of enterprising expat bar owners sourced their sausages in Bangkok, while meat pies were motorcyced in from Cha Am. A handful of Scandinavian and German businesses provided smoked meats, decent bread and proper cheese, and the then fledgling ham and bacon business we all know was limited pretty much to cured hams - and bacon if you were lucky. Few could afford what passed for a decent domestic oven then, and eating out farang style was also quite limited. With no Burger King or MacDonalds, and the French and Italian restaurants too pricey for regular expat trade, the one steak house in town did good business, while any new fish and chip eatery attracted keen interest but rarely succeeded for very long. So it made sense for expats to gather at the rickety outdoor tables on Poolsuk Road, or in the old Gee restaurant (originally on Damnoernkasem Road) for good food at local prices. How times have changed!

They succeeded in most of their reforms, but it was to be another 47 years before the next big swing to Labour came about with the election of the Blair government.
