•A •topic that has regularly cropped up on our front page over the years has been the issue of the water HUA HIN

supply, however it is rare that we have felt the need to address this issue so early in the dry season, which really has only just begun. There have already been signs that the authorities are struggling to supply water to some areas, with parts of Borfai not receiving any city water in the last two weeks. The dams and reservoirs across Thailand are mixed as regards how full they are, but the local supplies to Hua Hin are at very low levels for this time of year. The last measurement publically available for the Pranburi reservoir, which has traditionally been the main source for Hua Hin, read in October that it was only at 19% of capacity, and while there has been rain since then, it will not have been enough for the long dry months ahead. By comparison last year at the same time the measurement was 36%, and in 2014 it was at 57%; by the date of today’s issue the readings were 39% and 74% respectively, but tellingly no figures are currently available. We are warning everybody now that the next few months are going to see more people than ever, and earlier than ever, not having a city water supply, and so it is everybody’s responsibility to conserve water and reduce their usage now to try and stave this situation off as long as possible. Inevitably though, the city will favour, as usual, the big hotels, businesses and tourist attractions with the water supply, at the expense of ordinary residents, and be warned that the bills soon start to add up when ordering water from private tankers at between 100 and 150 baht per 1000 litres, that is, of course, assuming that they can get water.

POINTING THE FINGER There has been a lot of debate in recent years worldwide on the issue of personal information and the security, storage and use of that information. On the one side you have those who argue that privacy is paramount and that each individual should be able to prevent their information being used by anyone else, while the opposing argument is that national security is more important, and that both the collection and use of such information by the authorities is vital; there is also the commonly expressed view that no one should be bothered about it if they have nothing to hide. You may be asking yourself what this has to do with life as an expat here - well, a recent announcement by the National Broadcasting and Telecommunications Commission (NBTC) steps into the realm of personal information, as it is compelling all mobile operators in Thailand to introduce an online fingerprint ID system for new prepaid and postpaid mobile SIM card registrations, with a tentative deadline set for next February. While it doesn’t appear that this is going to be compulsory or forced on mobile phone users, and the stated intent is to tighten security for mobile banking use and other financial transactions carried out on mobile devices, this will be a concern for many who will be asking both how secure the system will be, and who will have access to this data. The plan is to have a fingerprint enrolment process, where mobile operators will scan each person’s fingerprints and store the records on the NBTC’s secure database server, while the operators will develop an application that verifies customers’ fingerprints. The NBTC adopted a fingerprint system developed by the Engineering Faculty of Kasetsart University, after it won an auction to supply the system for 15 million baht. There have been a number of frauds and scams in Thailand involving mobile banking systems, and the fingerprint system is seen as the best way to combat these. Many countries now use fingerprints as part of their visa application process, including the UK, but as yet Thailand has not introduced such biometrics for their visas; and an increasing number of countries use biometrics when issuing passports. A major concern is that the authorities may rely too heavily on such techniques and that criminals will be able to access and utilise the collected information for their own nefarious ends. There is also the fear that such criminals may also resort to methods more commonly seen in Hollywood thrillers of removing people’s fingers or eyeballs to fool automatic security systems. While this gory scene is very unlikely to happen with the Thai mobile phone initiative, no system is foolproof, and it has to be wondered if it will actually be able to deliver the potential prevention of crime it promises.

MEAT IS MURDER The concept of vegetarianism doesn’t bother me either way. People are quite entitled to have ethical issues about eating dead animals, and as long as they don’t try to impose their beliefs on those of us who prefer to stay at the top of the food chain that’s fine by me. By the same token those who also choose not to wear leather and fur have every right not to. But surely there has to be a line drawn between respecting those ethical choices and where they start to become ludicrously obsessive? Take the latest upset about Britains’ new 5 pound note. Introduced in September this year ‘plastic’ notes, as every expat knows, are far more durable than so called paper ones. The Bank of England reckons that Britains’ new fivers will last 2.5 times as long as the old notes, which cease to be legal currency next May. It sounded like a win win decision to change. Of course they didn’t go down too well at first with the average Brit. They ‘stuck together’, ‘felt strange’, ‘wouldn’t fold up’ etc., but like all new things quickly became the norm. Until vegetarians realised that tallow is used in their production, and all hell broke loose, closely followed by objections from Hindu communities. Because tallow is produced by rendering down animal fat, usually from beef or mutton. It is also one of those ways of ensuring that when an animal is slaughtered for its’ meat the rest of the carcass isn’t wasted. Like bone meal and marrow, tallow is put to many uses, and can be found in some posh candles and soaps, high end shaving creams, and animal feed. It can also be used as a leather conditioner and for cleaning and lubricating guns before you go hunting for your

dinner. The Bank of England claims not to have known that tallow was involved in the production of the notes, but on checking with the manufacturer has found that ‘an extremely small amount’ is used in the early stages of production, and the manufacturer is now trying to find a way round the problem. But is that a reasonable response, or a knee jerk politically correct reaction? In February 329 million old five pound notes were in circulation, each with a life of about one year. So it is reasonable to estimate that by now around 270 million of them will have been replaced by polymer notes. In fact they are now impossible to avoid contact with, just as it is virtually impossible for anyone, regardless of ethical beliefs or faith, to avoid all contact with any animal by products. We all use shops where the assistants have handled such goods. We all brush against leather bags in crowds, step on a leather clad foot, or heaven forbid come within striking distance of a fur coat. Which brings us to the next great campaign - against wool clothing. The UK wool industry is recognised world wide as being one of the biggest and best, producing quality fabrics and yarns from thousands of sheep farms every year. What is even better about that production is that sheep need to be sheared annually, and it doesn’t kill them. So what’s the problem? PETA. People for the Ethical Treatment of Animals - an organisation which campaigns against animal cruelty - has taken surveys of sheep farming methods in Australia and the States and has allegedly found that some sheep are injured or hurt while being sheared. And if that is the case then yes, there is some cause for concern. Whether it is enough to justify another round of nude celebrity protest ads is debatable. Let’s just see photos of the injured sheep instead, and spare us those do gooding luvvies who use animal welfare as a valid reason to flash their assets.

RED MOUNTAIN HUA HIN WORLD CUP 2016

The 4th annual Hua Hin World Cup is a two day tournament and is taking place this weekend, 10th/11th December at the brand new state of the art True Arena in Hua Hin, which is used to host visiting international teams as well as professional clubs from around the world. The format has changed slightly from previous years most notably the change from 6 a side to 7 a side, therefore a squad of 10 players is perfect. The organisers stress that the tournament is a friendly event with sportsmanship being the key element – this is a nonprofit family event with a nominated charity. Participating teams: Group A - Columbia, France, Italy, Japan, Thailand. Games begin at 9am. Group B - England, Switzerland, Sweden, Finland, Russia, Games begin at 9.15am.
