breaking the law? potential problem for landlords

hua hin, THAILAND Some of our readers will be aware of a news story from Phuket about legal issues surrounding the renting out of properties, and notably periods under 30 days. We have consulted our friends and advertisers at Legal Services Hua Hin to try and clarify the situation for property owners in Hua Hin. Essentially it is illegal to rent any property out for a period of less than 30 days unless you have a hotel or guesthouse licence. Renting properties out for longer than 30 days is permitted, but if the owner of the property is a foreigner, the legal situation is less clear; some reports have suggested that in this case the foreigner requires a work permit, but Legal Services Hua Hin have said that a guaranteed solution is to transfer the ownership of the property either into a Thai’s name, such as a wife or children, or into a Thai company name. However they added that anyone in this type of situation should consult a lawyer before taking any action, as individual circumstances may change how this can be handled. While the authorities in Hua Hin have not, as far as we can ascertain, taken any action regarding this issue so far, it seems likely that the understandable pressure from the hotel industry regarding sub-30 day rentals will lead to investigations and possible action in the future, and we would advise any condo owner in particular to seek advice for their situation. It is clear that the situation in Phuket is at least partly driven because the hotels there are reportedly suffering a drop in turnover, but the law governing the rental of property has been established for many years, so we believe it would be wise for anybody to make sure that they aren’t at risk of falling foul of this law. Hua Hin Legal Services can be found next to the Makro in Soi 4, and can be contacted by calling 084 881 8396, or via their website, legalserviceshuahin.com.

Capricorn Dec 22 - Jan 19 Your body will soon undergo a number of new and exciting changes, transforming you, little by little, into what used to once be a woman. Aquarius Jan 20 – Feb 18 Turns out all those sandwiches weren’t named after you, and that “Turkey With Swiss On Rye” is a rather unusual first name. Pisces Feb 19 – Mar 20 By the end of the week, you’ll know more about dental prostheses than you ever thought possible. aries Mar 21 – Apr 20 Once the laughter dies down, the party favours are put away, and the monkeys led back inside their cages, you’ll finally be given a chance to explain your side of the story.

Taurus Apr 21 – May 21 It doesn’t take a rocket scientist to figure out what’s been wrong with you lately. That, sadly enough, takes three rocket scientists. Gemini May 22 – June 21 There’s nothing a woman remembers more vividly and completely than her very own wedding day, which for you means going straight to Plan B. Cancer Jun 22 – Jul 22 All of your boy scout training will come in handy this week when you’re forced to fight off three grown-men inside a darkened tent. Leo Jul 23 – Aug 22 Take a moment this week to reflect on the fleeting nature of love, loss, and life itself. This should give the stars enough time to deal with some actual, important stuff for once.

Scorpio Oct 24 – Nov 21 Nobody knows your sweet old Jeremiah as well as you do, except maybe for his secret second wife, their three grown-up children, and several highranking officers at the CIA. Sagittarius Nov 22 – Dec 21 The stars foresee a great deal of wealth and success in your future, though it’s mostly just to keep themselves entertained.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. intended to put the hounds on the scent rather than to This week it is..... Red herring A deliberate misleading and diverting of attention from throw them off it. Nevertheless, the laying of a scent trail for dogs does establish the linguistic ‘surrogate’ meaning the real issue. Red herrings are salted herrings that turn a reddish for ‘red herring’ and the further step to ‘deliberate deceit’ colour during the smoking process. They have come to isn’t a large one. be synonymous with the deliberate false trails that are Another theory is that the meaning derives from a trick played on one of his servants by the wealthy English the stock in trade of ‘who done it’ thrillers. The term has been used to refer to people as well clergyman Jasper Mayne. Mayne died in 1672 and willed as to fish for some centuries. The will doesn’t mention a ‘red herring’, foods eaten by all classes of society was a metaphor for but a report of the event in Jacob’s Poetical Register, 1719, does, so we can date the ‘false representation’ ‘encompassing all eventualities’. How do we move from the actual herrings in that meaning to that date at the latest. expression to the figurative ‘throwing off the scent’ Of the two theories, the Mayne story seems the more meaning? One theory has it that the meaning derives compelling. It introduces the idea of a deliberate from the practice of using the oily and smelly herrings misdirection, which, unless we are to believe that people to lay false trails for hunting dogs. This practice is well deliberately misdirected hounds, the other lacks. documented from as far back as the late 1600s and Whatever the source, the figurative usage of the phrase Nicholas Cox’s The Sportsman’s Dictionary: Or The was well established in UK by the early 1800s and had migrated to the USA by the middle of the century, as in Gentleman’s Companion, 1686 describes it: “The trailing or dragging of a dead Cat, or Fox, (and in this example from The New York Times, in May 1864: case of necessity a Red-Herring) three or four miles... But when the Emperor found that England would not join him in a war, he cleverly started the “red herring” and then laying the Dogs on the scent.” It seems implausible that people laid false ‘fishy’ trails in of the Congress which he knew well enough was out of order to deceive hounds so that their prey would escape. the question, but which has admirably answered his After all, there was no hunt saboteur movement in 1686, purpose of creating a diversion. and who would have a motive to do that? politics A little boy goes to his father and asks, ‘What is Politics and why is that David Cameron on the television again?’ Dad says, ‘Well son, let me try to explain it this way: I am the head of the family, so call me The Prime Minister. Your mother is the administrator of the money, so we call her the Government. We are here to take care of your needs, so we will call you the People. The nanny, we will consider her the Working Class. And your baby brother, we will call him the Future. Now think about that and see if it makes sense.’ So the little boy goes off to bed thinking about what Dad has said. Later that night, he hears his baby brother crying, so he gets up to check on him. He finds that the baby has severely soiled his nappy. So the little boy goes to his parent’s room and finds his mother asleep. Not wanting to wake her, he goes to the nanny’s room. Finding the door locked, he peeks in the keyhole and sees his father in bed with the nanny. He gives up and goes back to bed. The next morning, the little boy say’s to his father, ‘Dad, I think I understand the concept of politics now.’ The father says, ‘Good, son, tell me in your own words what you think politics is all about.’ The little boy replies, ‘The Prime Minister is screwing the Working Class while the Government is sound asleep. The People are being ignored and the Future is in deep shit.’

We’re going from car to car, taking up a collection.” The driver asks, “How much is everyone giving, on average?” “Most people are giving about a gallon.” tragedy Tony Blair was visiting a primary school and he visited one of the classes. They were in the middle of a discussion related to words and their meanings. The teacher asked the former Prime Minister if he would like to lead the discussion on the word “tragedy”. So the illustrious leader asked the class for an example of a “tragedy”. One little boy stood up and offered: “If my best friend, who lives on a farm, is playing in the field and a tractor runs over him and kills him, that would be a ‘tragedy’”. “No,” said Blair, “that would be an accident.” A little girl raised her hand: “If a school bus carrying fifty children drove over a cliff, killing everyone inside, that would be a Tragedy.” “I’m afraid not,” explained the Prime Minister, “that’s what we would call a great loss.” The room went silent. No other children volunteered. Tony searched the room. “Isn’t there someone here who can give me an example of Tragedy?” Finally, at the back of the room, a small boy raised his hand...In a quiet voice he said: “If the Air plane carrying you and Mrs Blair was struck by a “friendly fire” missile and blown to smithereens, that would be a tragedy.” “Fantastic!” exclaimed Tony Blair. “That’s right. And can you tell me why that would be tragedy?” “Well,” says the boy “it has to be a tragedy, because it certainly wouldn’t be a great loss and it probably wouldn’t be an accident either!”

and back Mags Meanderings: From Som Tam To Mushy Peas majestic in every sense We all know that a week is a long time in politics, but we also know that - barring any more upsets - both Britain and the US could both have female leaders before long. So it can be easy to overlook the fact that women have also been very prominent in politics in the past. One such woman was Barbara Castle, who served as an MP for 34 years, and became UK Minister of Transport back in 1965, a post she held for three years. During those three years Barbara Castle was to continue her support for the building of a bridge over the river Humber to link North Lincolnshire with East Yorkshire, an idea for which plans had first been drawn up in the 1930’s. But it would be several more years before the long awaited bridge opened on July 17th 1981 - and what a sight it was. Officially opened by the Queen, the bridge was at that time the longest single span suspension bridge in the world, a record it held for 16 years. Thousands of people attended the opening, and I went along with a couple of friends, armed with the other halfs’ Nikon, together with all the paraphernalia that cameras needed in pre-digital days. We dutifully waved our flags as the Queen passed by, and instinctively ducked as the Red Arrows did their bit, before making a day of it with lunch at the pub, while Her Maj went off to a more posh affair with the Lord Mayor of Hull. Despite already having been dubbed ‘the bridge to nowhere’ we were, and still are, quite proud of it. The original plan for the bridge to form part of an east coast motorway link between East Anglia and Newcastle has never materialised, and although it took a while for many locals on both sides of the Humber to overcome their Yorkshire/Lincolnshire prejudices, the much easier transport link is now well used. But back to July 17th 1981. By the time we left the pub

the main road out of Hull was once again quiet, except for several groups of two or three police dotted along the grass verge. It transpired that they had been strategically placed to control the crowds expected when the Queen set off home again after her posh lunch, but this time no crowds had turned up. I only hope she appreciated the three slightly tipsy loyal subjects who took the time to wait and wave their flags again. Now, for those of you who still have fond memories of the pre-digital age, there is a glimmer of hope in the form of the ‘dumb phone’. Time to get out your old Nokia phones folks - they are set to make a come back. Not that mine ever went away, and of course even the clunkiest of mobile phones can’t be accused of being pre- digital, but it seems that for some common sense is beginning to take over. There is really no need to replace your phone every year, often at huge cost, simply to have the latest model. Especially if all you really need to do is text and speak. The increasing craze for ‘retro’ also includes vinyl records, which are seeing an ever growing increase in sales. Unfortunately most of us consigned our turntables to the scrap heap years ago, and while I can appreciate that vinyl does have what some say are nostalgic crackles I’ll stick with the CDs for now - along with the old Nokia of course.

Andy Murray British again after winning Wimbledon england Plucky Briton Andy Murray is British again after winning Wimbledon, British news sites are delighted to report this week. Murray, whose stunning straight-sets victory secured the trophy for Britain, is as British as cups of tea, bowler hats, red telephone boxes, rain, and war with Germany. Photographs of heroic Briton Murray bedecked in the British Union Jack of Great Britain graced the covers of most British newspapers on Monday morning. Speaking to reporters, Briton Murray said, “I say! Ra-ther! That was a top-hole victory, what? Anyone fancy a spot of tiffin? “Those last few sets were heart-stopping. I could feel myself on the cusp of becoming British again, and it was that knowledge which drove me on to victory. “I had a ripping time winning the cup for

Britain, and hope to stay British for more than a few weeks this time.” Murray is expected to remain British until the next time he plays Roger Federer or Novak Djokovic, when he will become Scottish again.

In other news, the England football team is to be known as ‘them’ until further notice, and possibly beyond that if Sam Allardyce or Steve Bruce are appointed as the new manager.
