authorities start to clamp down on overstayers

•Following • the big announcements and changes in the rules last year regarding amnesties and deadlines thailand

for anyone overstaying their permitted stay in Thailand, the authorities are now cracking down on the estimated 200,000 foreigners who are remaining in Thailand illegally. This was highlighted by a raid in Bangkok this week on a call centre operation at a condominium, led by Thailand’s Tourist Police Chief, Surachet Hakpan, where it is believed that six Taiwanese men and two Chinese women were arrested. Surachet said that the raid was under ministerial orders to crack down on the large number of overstayers in Thailand, but in this case the illegal immigrants were also involved in serious crime. He added that 89 arrest warrants were being acted upon to round up overstayers. The official announcements regarding overstaying made it very clear that anyone who surrendered to the authorities after having gone past their permitted to stay date would face varying lengths of ban from the country, depending on how long they had overstayed, as follows: over 90 days, a 1 year ban, more than a year, a 3 year ban, more than 3 years, a 5 year ban, and more than five years overstay, a 10 year ban. Anyone who overstays for less than 90 days faces fines of 500 baht a day, up to what we believe is a maximum of 20,000 baht. However if someone is arrested and prosecuted, the rules are harsher for overstay of less than one year, the ban from Thailand is 5 years, while anything over a year means a 10 year ban. These rules have been clearly posted at immigration offices nationwide, and extensively discussed on expat forums. They do not apply to anyone under the age of 18 however. We sincerely hope that none of our readers have been or will be impacted by the crackdown, although rumours suggest that at least one foreigner in Hua Hin may have been arrested under these rules. We can only ask that you try to stay safe, and stay legal.

We are the only weekly newspaper in this area and we are looking for two motivated and engaging people to work in the key areas of sales and distribution. Requirements: • Thai Nationals • Good understanding of spoken and written English • Well presented • Previous experience in a sales environment useful but not a necessity • Ability to work to deadlines • Own transport (not essential but preferred) The positions will involve selling advertising space in the newspaper and online as the major task, as well as maintaining relations with existing customers and dealing with renewals of ads, and coordinating and monitoring the efficient distribution of the paper every week. Conditions: The positions are full time jobs and the successful candidates will be expected to work 40 hours a week; however these hours will need to be spread flexibly, as this is not a normal 9 to 5, Monday to Friday office job as many existing and potential customers are only available to discuss their requirements or settle invoices in the evenings or at weekends. The initial salary offered to the successful candidates will vary depending on previous experience and abilities, but will be in the range of 10,000 to 15,000 baht a month, plus any extra commission earned through performance. There will be sales targets which if achieved will generate this extra income. We anticipate this could result in an income averaging at least 20,000 baht a month, with exceptional candidates capable of earning much more. There will be a probation period of 115 days for anyone hired, with an assessment of performance at the end of it. ‘The Thailand Effect’ There must be something about living in Thailand that hardens farang to the frequent stories of others who cross the line while abroad, and end up in trouble as a result. One such case involves a woman from Hull. On October 9th Laura P was detained on entry to Egypt for carrying 300 Tramadol tablets, and is now due to stand trial for the offence of possession of a drug which is banned in that country. Her only defence appears to be that she didn’t know the law relating to the opiate based painkiller, which was intended to treat her Egyptian boyfriends’ back pain. At this point in the story how many of you are thinking ‘oh yeah - heard it all before’ ? Hands up, I admit to being sceptical, even cynical about it as well. So much so that I began to ask myself why. What has hardened my view on the laws of other countries to the extent that I have difficulty feeling much if any - sympathy for the accused. And the answer to that question has to be Thailand. Yes, it is without doubt a magical land of smiles, and we love the place for that. But behind the smiles lie the same problems as other countries face - illegal immigrants, drugs, crime and cover ups, over crowded prisons, and harsh penalties. Not to mention double standards. We often deplore a system which allows HiSo Thais to escape prosecution, or to be given lenient sentences. But we also respect the way in which Thailand deals out harsh treatment in respect of drug smuggling, or even for example its’ lese majestie laws. It is their country and they decide how to run it. One problem of course is that British prisons can’t cope, to the extent that offenders are often let off with fines and community service for offences which would, at one time, have justified a custodial sentence. We also have plenty of re-offenders who admit that they are happier in prison than on the outside, where they often struggle to support themselves. With the result that many Brits are faced with a bit of a dilemma, complaining about lenient sentences in our own countries, while also complaining about the treatment of prisoners abroad. Our own subjects are expected to be excused by foreign courts. In the case of Laura P because she is seen as having made a ‘silly mistake’, so should be treated differently to Egyptian people for breaking their laws. But what of the boyfriend? Again the cynicism kicks in, because it wasn’t until a month after Lauras’ detention that he was reported to have produced medical evidence of his very painful back injury, which naturally

leads to the assumption that he had to pay his doctor for that evidence. After all, why else would such a man, described by Laura P’s family as loving, kind, (and already married with children) take so long to leap to his farang girlfirends’ defence? There we go again. Making an assumption that the boyfriend meant to exploit Laura P, while if a Thai woman finds a farang man to support her she is simply trying to better herself and support her family. In fact Laura P has said that taking the medication for her boyfriend was her own idea, so how did she manage to get hold of 300 prescription only tablets in the first place? Again, a month down the line it is alleged that a friend provided her with them, which raises another question, that surely she must have realised they are a controlled substance in the UK. Whatever the truth Laura P faces a minimum prison sentence of 7 years in an Egyptian prison, and her family are begging for leniency. Meanwhile part of me hopes that her punishment will be the minimum under Egyptian law on the grounds that she has admitted her mistake, but the Thai Effect whispers ‘when in Rome...’

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is.... Brownie points A notional mark of achievement or kudos for performing some creditable act. The term ‘brownie points’ (often spelled with a capital ‘B’ when assumed to be in relation to the Brownies (junior Girl Guides/Scouts)) is known since the late 1940s. The first citation in print found is listed in J. E. Lighter’s Historical Dictionary of American Slang, which gives the source as MSU Folklore GF2.1, 1944-53: “Army jargon 29: Blew his stack. Brownie points.” The ‘MSU’ is, presumably, Michigan State University. ‘Folklore GF2.1’ I can’t decipher. The earliest citation found which defines what is meant by the term comes from the March 15th 1951 edition of The Los Angeles Times. This published an article by Marvin Miles titled Brownie Points--a New Measure of a Husband. The term must have been unfamiliar to Los Angeles residents then as Miles goes to some length to emphasize the newness of the phrase and to explain what it means: I first heard about them [brownie points] when the chap standing next to me in the elevator pulled a letter from his pocket, looked at it in dismay and muttered “More lost brownie points.” Figuring him for an eccentric, I forgot about them until that evening when one of the boys looked soulfully into the foam brimming his glass and said solemnly: “I should have been home two hours ago ... I’ll never catch up on my brownie points.” Brownie points! What esoteric cult was this that immersed men in pixie mathematics? “You don’t know about brownie points? It’s a way of figuring where you stand with the little woman - favor or disfavor. Started way back in the days of the leprechauns, I suppose, long before there were any doghouses.” Well, that’s the meaning and the approximate date of the phrase. The question is, what are brownies and how did the phrase originate? Here’s where uncertainty creeps in. Beyond the fact that the source is certainly the USA, no one is sure what the derivation of the phrase is but, as always in such circumstances, many are willing to make educated guesses. In brief the more commonly suggested derivations are that ‘Brownie points’ is said to derive from:

- The system of merits and demerits that was introduced into the work practices of the Fall Brook Railroad in New York State by Superintendent G. R. Brown from 1886 onward. The term ‘brownie points’ isn’t recorded in relation to this system though. - The Brownies. This is the name given to the seven to ten age range of the Girl Guides (Girl Scouts in the USA). The name was coined by Lord Baden-Powell who took it from a 1870 story by Juliana Horatia Ewing, in which children were given the option of becoming ‘helpful Brownies’. In Scots folklore ‘brownies’ were benevolent imps that performed household work while the family slept. This helpfulness was encouraged in the Girl Guides, who displayed the merits they had earned in badges which were sewn on to their uniforms. - The Curtis Publishing Company. This US publisher produced the Saturday Evening Post, Ladies Home Journal and Country Gentleman, which were delivered to subscribers by local boys. The delivery boys received green and brown vouchers, called ‘greenies’ and ‘brownies’ (equal to five greenies). - The Eastman Kodak company’s Brownie Camera Club. This children’s club began in 1900 with the intention of teaching youngsters how to take photographs using the Brownie box camera. Children could submit photographs into competitions and win cash prizes. There isn’t any record of a points system associated with the club and this supposed derivation lacks any firm evidence to support it. - Wartime US food rationing. Ration points in various colours were required to buy food. Meat was designated by red or brown points. - American military slang. This origin is supposed to allude to the practice of ‘brown nosing’, otherwise known as ‘arselicking’. While some people are unwilling to look beyond the first explanation, the derivation that seems favoured with the best circumstantial evidence is the Girl Guides story. This is the only one that relates to the actual meaning of the expression, which has a definite undertone of being ‘good-goody’ and somewhat infantile. The Girl Guides origin is also the only derivation that could logically lead to ‘brownie’ as opposed to ‘brown’. The actual origin of this slang expression is now very difficult to determine. There must have been a single person who first used it and it must have been in relation to something - most likely one of the above list.

germany ‘Second World War bomb’ turns out to be big courgette, police in Germany confirm German police officers say the 5kg vegetable, spotted by a concerned 81-year-old man, “really did look very much like a bomb”. A concerned pensioner alerted police to what he thought was a Second World War bomb in his garden – but the discovery turned out to be a little less terrifying. Officers called to the property in Bretten, near the southwestern German city of Karlsruh, instead found the 81-year-old’s discovery to be a particularly large courgette. In a statement on Friday, officers said the vegetable, which measured 40cm in length, “really did look very much like a bomb”. usa Suspect ‘accidentally shoots himself in penis after robbing hot dog restaurant’ A man has apparently shot himself in the penis by accident after allegedly robbing a hot dog restaurant. Terrion Pouncy, 19, is recovering in hospital after the incident at the Original Maxwell Street Polish, near Halsted St, in Chicago, on Tuesday. He had apparently tried to put his small-caliber pistol in his trousers after he stole money, a smartphone and wallet when he threatened two workers at around 6am, the Chicago Tribune reported. But something went wrong as he ran from the takeaway and he ended up with a gunshot wound to the groin and thigh, court papers said. He didn’t manage to get far with the injuries and decided to

phone emergency services a short time later and tell them he was shot, according to court documents. It has not been revealed if a gun was retrieved but court papers added Pouncy had been seen throwing an object over a fence. Police did find a sweatshirt similar to the one the suspect was described as wearing. An employee, who suffered an unspecified injury, also retrieved his wallet from a location close to where the suspect allegedly shot himself, the report added. Youncy, from South Peoria Street, is expected to be charged with two counts of armed robbery with a firearm. But he’s in hospital at the moment so was unable to attend his bond hearing. The judge did not give him bail. Another hearing has been scheduled for Tuesday. The restaurant staff said the incident had been recorded on CCTV.

usa Police end interview after suspect won’t stop farting Police in Kansas were forced to stop an interrogation in September – because the suspect wouldn’t stop farting. Sean Sykes Jnr was taken in for questioning over gun and drug charges but cops had to end the interview early due to his flatulence. Local newspaper the Kansas City Star reported that Sykes ‘leaned to one side of his chair and released a loud fart’ when asked his address. Detectives wrote: ‘Mr. Sykes continued to be flatulent and I ended the interview.’ Details have been released of his interview after he was brought in for questioning two months ago. He denied knowledge of the items and police decided not to charge the 24-year-old for intent to sell cocaine and being in possession of a firearm. Sykes was released but he was pulled over a second time this month in Kansas City. During a search of his car, Kansas Police allegedly found a backpack with drugs and two handguns in. One of the guns, a .357 Magnum, had been reported stolen a few days before. Sykes has now been charged with stolen firearm offences and possession with intent to sell cocaine. The detective’s report emerged during a court appearance Sykes made on Monday. He is currently being held in custody until a bond can be set.
