This corridor affects mostly commercial properties, and it is vital to the commercial viability of the surrounding community, as well as the quality of life of the few residents who call it home. OUR FOCUS ON RELATIONSHIPS

Our Regional Headquarters is in Cincinnati, roughly 10 miles from the Warren County seat in Lebanon.

This office is led by Divisional Director Tracy Jones and is home to a staff of 9 field personnel, including two experienced project managers.  Our Cincinnati office alone boasts more staffing resources than many of our Ohio competitors.

Locally, several key staff members bring previous experience working for ODOT and have worked in management roles, which required implementing and overseeing projects according to ODOT real estate policies and procedures. In addition to the hundreds of LPA clients for whom we have provided turnkey ROW services, ORC’s staff brings specific experience with the procedures LPAs must follow to secure Federal reimbursement for right-of-way costs.

ORC has built a successful relationship working with ODOT District 8 Local Public Agency Right of Way Coordinator Ben Miller, who oversees all projects involving state and federal funds.  Our local project team has completed more than 40 projects with ODOT District 8. More specifically, our team has worked with Ben Miller on approximately 15 projects. These projects have been clear of adverse audit findings, and we have delivered them with only a 7% (average) appropriation ratio.

In our experience, establishing a solid relationship with the ODOT LPA Coordinator creates efficiencies that improve project delivery times by 17%.

Our relationship with Ben Miller, Liaison Officer/ LPA Right of Way Coordinator will help our teamwork through any issues or items possibly needing alternative resolutions to ensure certification according to Federal Highway Standards and ODOT Policies and Procedures. With our past experiences, we can utilize best practices and apply them to your project for potential cost savings and process streamlining.

ORC’s team, led by Anna Lee Durastanti, assisted me in all aspects of acquiring property for our highway project, which made the whole process much easier than was anticipated. ORC also acquired these properties with zero appropriations and a year ahead of schedule.

ODOT PREQUALIFICATIONS

As the ODOT Prequalification Table on the following page demonstrates, ORC maintains prequalified staff in all right-of-way categories to provide full turnkey acquisition services. The ORC team can maintain complete control of a project’s scope, schedule, and budget. Our current prequalifications are active through December 31, 2021.

Though we are prepared to assign a specific team (listed on the following pages) to the WAR SR 48-7.01 project, we are also prepared to draw from additional in-house staff to effectively manage this project.

ORC will partner with Beck Consulting, Inc. for appraisal services. ORC chose Lance Brown, MAI, AIGRS and Beck Consulting due to their years of appraisal experience in Southwest and Central Ohio and their Fairfield office’s proximity to Warren County.

3. PROJECT STAFFING, PROJECT MANAGER, & PERSONNEL EXPERIENCE ON SIMILAR PROJECTS

ORC’s proposed personnel for the WAR SR 48-7.01 project are a responsive, tightly knit, and efficient team.

Our local office – home to our proposed project team – is less than 20 minutes from the project site.

ORC’s local management and field staff have extensive experience working with Ben Miller, Liaison Officer/ LPA Right of Way Coordinator from ODOT D8. This will ensure streamlined communication between our team, the Warren County TID (WCTID), and ODOT. Our proposed key staff members will always be proximal to the County and the project site. Bicknell, PE, City Engineer City of Lebanon Engineering Department 513-228-3130; dbicknell@lebanonohio.gov WAR Bethany/Butler Warren Road Improvements, Mason, OH The Warren County Engineer's Office hired ORC to provide Titles, Negotiations, Closings, and Project Management for the acquisition of 47 parcels. The proposed project improved two miles of ButlerWarren Road from Tylersville Road to Bethany Road. Improvements included road widening and storm sewer construction.

SR 63/SR 123 Connector Project, Lebanon, OH The City of Lebanon hired ORC to provide full-service turnkey ROW acquisition services, including relocation services, for the SR 63/SR 123 Project. The project involved constructing approximately 4,000 feet of a new 3-lane roadway from the intersection of Main Street (SR 63) and Glosser Road to the intersection of Franklin Road (SR 123) and Hart Road. This connector’s construction required appraising and acquiring 21 privately owned parcels, as well as 3 business relocations, 2 residential tenant relocations, 2 personal property moves, 2 compliance/retrospective acquisitions, and a compliance/retrospective business relocation.

Lebanon-Glosser Road Waterline, Lebanon, OH The City of Lebanon contracted with ORC to prepare three Value Analysis Reports for the acquisition of four utility easements needed in conjunction with the construction of a new public water line that will run from US Route 42 south along Glosser Richardson Road. Most of the utility work can be done within an existing utility easement; however, the City needed four additional easements to complete the task.

ORC’s proposed project team is ready to begin this project as soon as the County provides notice to proceed. We recognize that the selected consultant will be expected to move forward immediately.

Otherwise, our team will approach WAR SR 48-7.01 with the understanding that, as a consultant to the WCTID, we are expected to communicate regularly, solve problems, predict, and proactively address project challenges, and provide quality documentation with the overall goal of minimizing the time the County must devote to ensuring the success of the project.

Project Understanding – ORC visited the corridor on Sunday October 3rd and drove the respective areas.

This project consists of the widening and resurfacing of SR 48 from Willow Pond to just South of Stone Brook Way and US 22/SR3 between Willow Pond Blvd and West Road. The widening of SR 48 will provide additional through lanes in each direction.

Improvements includes road widening & resurfacing, sidewalks, enclosed storm sewer, traffic signals and culvert extension. This project is located predominately Pcl 23 WD, T (6426 State Route 48) in a commercial corridor. It is assumed that approximately 50 ownerships will require some type of acquisition to complete this project. The types of acquisitions include warranty deeds, channel easements and temporary agreements. Parcel 60 T is a cemetery, and the project will require grading along US Route 22 with no adverse effects to the cemetery. On Parcel 23 WD, T the plans indicate that there will be a structure removed as part of this project. The house does not appear to be occupied and is in poor disrepair. Thus, it is reasonable to assume that no relocation will be required for this parcel or project.

SR 63/SR 123 Connector Project, Lebanon, OH The City of Lebanon hired ORC to provide full-service turnkey ROW acquisition services, including relocation services, for the SR 63/SR 123 Project. The project involved constructing approximately 4,000 feet of a new 3-lane roadway from the intersection of Main Street (SR 63) and Glosser Road to the intersection of Franklin Road (SR 123) and Hart Road. This connector’s construction required appraising and acquiring 21 privately owned parcels, as well as 3 business relocations, 2 residential tenant relocations, 2 personal property moves, 2 compliance/retrospective acquisitions, and a compliance/retrospective business relocation.

Lebanon-Glosser Road Waterline, Lebanon, OH The City of Lebanon contracted with ORC to prepare three Value Analysis Reports for the acquisition of four utility easements needed in conjunction with the construction of a new public water line that will run from US Route 42 south along Glosser Richardson Road. Most of the utility work can be done within an existing utility easement; however, the City needed four additional easements to complete the task.

Project Understanding – ORC visited the corridor on Sunday October 3rd and drove the respective areas.

This project consists of the widening and resurfacing of SR 48 from Willow Pond to just South of Stone Brook Way and US 22/SR3 between Willow Pond Blvd and West Road. The widening of SR 48 will provide additional through lanes in each direction.

Improvements includes road widening & resurfacing, sidewalks, enclosed storm sewer, traffic signals and culvert extension. This project is located predominately Pcl 23 WD, T (6426 State Route 48) in a commercial corridor. It is assumed that approximately 50 ownerships will require some type of acquisition to complete this project. The types of acquisitions include warranty deeds, channel easements and temporary agreements. Parcel 60 T is a cemetery, and the project will require grading along US Route 22 with no adverse effects to the cemetery. On Parcel 23 WD, T the plans indicate that there will be a structure removed as part of this project. The house does not appear to be occupied and is in poor disrepair. Thus, it is reasonable to assume that no relocation will be required for this parcel or project.
