Special Introduction by H.E. Mr. Fuad Masum President of the Republic of Iraq Iraq: Towards a New Era The political transition in Iraq from totalitarianism to a free, democratic system, has impacted Iraq’s trade relations with the international community and added diversity through the activation of various trade sectors, especially after ending the Government’s trade monopoly. We view democracy as an integrated system of values and opinions, based on freedom, in all the political, intellectual, economic and trade spheres. This freedom, in the sectors of trade and economy, is governed by its feasibility to the society and the State, and is determined by fair competition which, in turn, is based on free choice and benefit to all citizens. The working and investment environment in Iraq represent a vast promising market, for the attraction of investors and the stimulation of trade and growth. The State places great importance on bolstering cooperation in these sectors with the countries of the European Union which the Iraqis appreciate and respect with regards to the peoples and their advancement in the fields of culture, industry and economy. We believe that the exchange of experiences and the convening of joint events, towards

enhancing the cooperation between representatives of the private sector in Iraq with their counterparts in Greece and the whole of Europe, is another element in building the horizons for cooperation and encourages the creation and development of opportunities, through which

mutual interest is served. We look towards the future with a sense of freedom and we work with responsibility for the sake of progress, the reconstruction of our country and the growth of its economy and natural resources. This will lead to the opening of new horizons and potential opportunities for trade and economic activities. Fuad Masum President of the Republic of Iraq

Address by H.E. Mr. Dimitris Mardas Dear Μr President and members of the Arab-Hellenic Chamber of Commerce & Development, On the occasion of the 1st Annual Iraqi-European Business & Investment Forum, I would like to express my warm congratulations to the organizers on initiating and bringing to life this important Forum. I would also like to commend the significant contribution that this Chamber offered for so many years to the achievement of our common goal, which is to further expand and strengthen the economic relations between Greece and the Arab world. Greece, within the framework of the relevant UN resolutions, participates in the international community’s efforts in Iraq to consolidate democratic structures, develop an open and sustainable market economy, reconstruct the country and help incorporate Iraq into the regional and international political system. The private sector is called to play a pivotal role in this. We welcome the fact that this Forum comes at a time of wider cooperation between the Iraqi private sector and the Government, in order to revive the economy and upgrade Iraq’s infrastructure, obtain new know how, develop new partnerships between Iraqi companies and their European counterparts and create job opportunities for the youth of Iraq, keeping them away from war.
H.E. Mr. Dimitris Mardas Deputy Foreign Minister Greece
As the first and most important step to establish sustainable business relations, is the building of reliable personal contacts, we lend our full support to the initiative of the Arab-Hellenic Chamber to organize this event. I wish to all the participants of this Forum the best of success in their works and to be given the opportunity, during this event, to meet partners, explore profitable business opportunities and create wealth, which is the best way to make war unattractive. We are expecting also to see Iraqi businessmen as well as entrepreneurs from other Arab countries taking advantage of the ample investment opportunities that Greece provides in many fields, such as energy, tourism, transportation, food industry, pharmaceutical industry, new technologies and real estate. We are particularly proud of the growing presence of the Greek private sector in Iraq as well as the rest of the Arab countries. There are significant Greek direct investments, which contributed, successfully in the implementation of some of the most important infrastructure projects in several countries, such as metro lines, ports, airport terminals, power plants and so on and there is every reason for this to go on in Iraq. Meanwhile we are working closely with our Arab counterparts in further enhancing the institutional framework of bilateral relations and exploring new fields of cooperation. Dimitris Mardas Deputy Foreign Minister

Foreword by H.E. Mr. Na’el Raja Al Kabariti Right on Time and Place The private sector in the Arab world is faced with mounting and pressing tasks. We are witnessing unprecedented turmoil and critical situations which require specific approach in order to achieve positive results. We should redefine the present methods and mechanisms in our foreign trade relations, in order to effect changes and contribute towards growth and job creation in the Arab world. We should look into issues such as reducing our dependency on foreign products and instead, invest with our European partners,in favourable trade terms, in manufacturing and transfer of technology to the Arab world, in order for this foreign trade to play its genuine role as a major contributing factor to the improvement of our economies. The selection of the city of Athens to host the “Annual Iraqi-European Business & Investment Forum” reflects the excellent bilateral relations between Iraq and Greece and their long shared history as two of the oldest civilizations. In the process of this Iraqi initiative, the role of the ArabHellenic Chamber as the organizing body of this event presented itself as a natural choice, too. The AHC has, throughout its history, been instrumental in all the Arab-Greek cooperation and business relations on, virtually, all levels. We, at the General Union of Chambers of Commerce, Industry & Agriculture for Arab Countries are, more than ever, committed to continuing our unwavering support to this organization.
H.E. Mr. Na’el Raja Al Kabariti President General Union of Chambers of Commerce, Industry & Agriculture for Arab Countries
I would like to seize this opportunity to thank the Arab-European Chambers for their support of this event. Their participation, along with their member-companies, is another indication of their expanding role, which will contribute further to enhancing their status and presence in their host countries. As the newly-elected President of the General Union, I seize this opportunity to express my appreciation for the trust bestowed on me by my friends and colleagues in the Arab Federations and Chambers of Commerce. During my presidency, I am committed to adding up to the achievements of my predecessors at the General Union. It is a new era and we are going through challenging times that require from us to join forces and share our ideas and plans for a new positive course. This is the path we have to adhere to and we do not have the luxury to alter it, nor to deter from it. Our objective is to create new rules and prepare the ground for growth and job creations in our part of the world. Congratulations and my best wishes for fruitful meetings and a successful outcome. Na’el Raja Al Kabariti President General Union of Chambers of Commerce, Industry & Agriculture for Arab Countries

Foreword by Mr. Jaafar Rasool Al-Hamadani It is with pleasure that I am addressing you on the occasion of convening the “Annual IraqiEuropean Business & Investment Forum”, a tradition we are going to follow and hold on a rotation basis in each of the European Union capitals. The city of Athens presented itself as our first choice for its geopolitical location and proximity to Baghdad and for the excellent relations that have bound our people and two countries throughout history. The Iraqi economy is on the phase of surging and there are enormous potentials for joint business ventures with our Greek and European partners in Iraq. Apart from that, there is an abundance of investment opportunities with quite advanced investment law and other incentives to attract foreign direct Investment to our country. The sectors and topics of discussion during the Forum have been carefully reviewed and selected, in view of our need in Iraq to address these issues and join forces with our Greek and European partners, in order to reach practical outcome and conclusive results and expand our partnerships in these business areas. Greece has made positive strides in several industries, namely in food-processing, construction and building material and in energy, while we, in Iraq, are in need to develop our industries in the said sectors. Therefore, this Forum presents the appropriate platform for both sides to explore, discuss and reach mutually beneficial and practical results. This Forum has received the highest of auspices and the fact that His Excellency the President of the Republic of Iraq, Mr. Fuad Masum, has given his blessings to it, indicates Iraq’s willingness to play a constructive role and enhance its relations with Europe. I would like to convey to my Greek and European partners that the security conditions in Iraq are improving day by day. Iraq possesses highly-qualified engineers and skilled workforce with competitive

wages and low operational cost. These factors, along with Iraq’s geopolitical location, make the country an attractive destination for our European partners to establish their businesses and invest in Iraq.
Chairman of Federation of Iraqi Chambers of Commerce & Chairman of Baghdad Chamber of Commerce
I would like to thank the Arab-Hellenic Chamber for organizing the 1st “Annual Iraqi – European Business & Investment Forum” and for its instrumental role in enhancing the Greek – Arab relations in all business sectors. Welcoming Note by Harris Geronikolas & Rashad Mabger Iraq and Europe: Cooperation and Growth The “Annual Iraqi-European Business & Investment Forum” is an Iraqi initiative. It provides the Greek business community with an opportunity and appropriate platform to further expand and intensify the Iraqi-Greek cooperation in all business sectors. The fact that Athens was selected as the first European capital to host this event, along with our Chamber as the organizer, reflects another message from Iraq’s business leaders who expressed their stand and willingness to elevate the relations between the private sectors of the two countries. The Forum’s topics have been carefully selected in consultation with our Iraqi, Greek and European partners, based on the need to develop certain sectors in Iraq. Fortunately, Greek businesses have made advancement in some of these sectors, to mention just a few, the food processing industry, energy, construction and building material. As we all know, Greece has made a “brand name” for itself in these areas, without ignoring other sectors in which Greece can easily compete in and offer its know-how and expertise to the Iraqi side. It is only through networking and close contact that both sides can explore their potential and enhance their cooperation.
Harris Geronikolas President of AHCCD
In order to take full advantage of the convening of this Forum and allow for greater participation of our members in different business lines, we have arranged for B2B meetings in all business sectors. Both small and medium-sized Greek businesses have been making a lot of adjustments in order to be able to compete in the Arab markets, thus contributing to the rising level of the trade balance with the Arab world. They have embarked on a challenging journey and proven their ability to thrive even under adversities and difficult circumstances, simply by equipping themselves with positive attitude, competitive prices and high-quality products. We hope that this business trend will continue in the case of the Iraqi market and that both countries shall witness new heights in their trade exchange. Iraq has an abundance of investment opportunities and the need for infrastructure works and construction projects is considered a top priority. The creation of its industrial base represents another challenge. It is an encouraging sign that Iraq is asserting itself on the regional and international level as a good business partner. Internally, the conditions in terms of security and safety are improving day by day and consequently, a suitable business environment is emerging. Iraq offers highly-skilled manpower and low operational cost, which makes joint ventures between the European and Iraqi partners quite attractive. The Arab-Hellenic Chamber views this Forum, like many previous events, a good opportunity to develop our methods and rethink our approach, with one objective in mind: to provide to our members and the business communities in Greece and the Arab world with the best quality of services.
Rashad Mabger Secretary General of AHCCD
We wish the participants fruitful and positive results.
