Construction, like knowledge, is a continuous process…

Construction is one of the blessed human endeavors. This is why, for the second consecutive year, we have opted to address the sectors of construction and energy in our flagship event, the “14th Arab-Hellenic Economic Forum.” These two sectors, along with their many related services and industrial fields, enjoy a significant and strategic importance in many countries and play a central role in driving economic growth and raising living standards.

Some Arab countries are going through a transitional phase toward stability and reconstruction, after the wars and destruction they have endured since what is known as the “Arab Spring.” We honestly hope that these countries will succeed in their efforts, especially as they receive support from the Gulf Arab countries in financing reconstruction projects. The European Union, the United States, and international financial institutions have a special duty in funding the reconstruction process, as this would reduce migration flows, create stable societies and environment in their peripheries, and finally assist in promoting investments and trade exchanges with these countries. As far as the Arabs are concerned, success in such efforts would boost their status, regionally and internationally, and pave the way for utilising their resources and encourage trade and investment relations with them, for the obvious reason that they enjoy geographical proximity.

Apart from reconstruction being an urgent issue, addressing climate change is more pressing and requires serious efforts and commitment, especially from the industrial countries in Europe, Asia, and the United States, as they are primarily responsible for environmental degradation. Despite the efforts of the “COP” conferences, compliance with the resolutions of these conferences remains below the required level. Concerns over rising temperatures and the increasing frequency of natural disasters continue to grow, along with water scarcity and desertification that has started to appear even in some European countries. It is high time that we collectively and individually address climate change on multiple levels and scales and we hope that this Forum will provide the platform for meaningful discussions around this issue.

As always, in our event we also look forward to dynamic exchange and fruitful business meetings among participants. We have counted more than 190 Arab businessmen from 17 Arab countries participating, along with more than 120 Greek businessmen representing more than 70 major Greek companies in the construction and energy sectors.

In conclusion, we, at the Arab-Hellenic Chamber, would like to reaffirm our commitment towards opening channels of communication and supporting small and medium-sized enterprises in the Arab world and Greece to build up successful business relations which will contribute towards enhancing GreekArab relations in all business domains.

The Arab-Hellenic Chamber is organizing its main event, the 14th Arab-Hellenic Economic Forum, at the Divani Caravel Hotel, Athens, Greece, on November 27-28, 2025.

The Scope

This forum will focus on the construction and energy sectors, along with their related fields. The importance of these two sectors lies in their strategic and economic significance, as they are fundamental for enhancing cooperation and partnership between Greece and the Arab world.

The forum will highlight the mutual advantages both sides enjoy in terms of geographical proximity and strategic location, as well as the promising opportunities for collaboration and partnership. Greece’s expertise in construction and infrastructure projects in the Arab world, along with its advancements in energy and building materials, adds to the potential for expanding cooperation with the Arab region. This collaboration will be driven by resources and ambitious visions that can foster innovation and growth between both sides.

The forum will be conducted in Arabic and Greek, with simultaneous translation provided. English may also be used during the sessions and roundtable discussions.

The Chamber

Objective

The Arab-Hellenic Chamber of Commerce & Development is a non-profit organization established by Greek Law No. 990, on December 1st, 1979, followed by Presidential Decree No. 421 of April 1981, and operates under the umbrella of the Ministry of Economy, Development and Tourism, in coordination with the Union of Arab Chambers, in cooperation with the Council of Arab Ambassadors accredited to Greece and with all the Arab Federations and Chambers of Commerce. Its Head Office is located in Athens, Greece. The scope of its business activities covers Greece and the whole of the Arab world.

The objective of the Chamber is to develop and promote economic and trade relations between Greeks and Arabs in all business sectors, mainly Construction, Industry, Agriculture, Energy, Technology, Tourism and Education.

Primary Goals

• The Arab-Hellenic Chamber works towards developing new Joint Ventures and partnerships between the two sides and encouraging the flow of investments between Greece and the Arab World.

• It also works alongside Federations and Chambers of Commerce towards elevating the trade balance between Greeks and Arabs.

• Based on its contacts, information database and networking expertise, the Chamber works towards assisting in bringing the Greek and Arab business communities together, through exchange of information, experience and know-how.

Activities

• Organizing well-planned B2B meetings between Greek and Arab businessmen, activities which are complimented with the publication of informative brochures for each delegation involved.

• Holding and co-organizing business events, Forums, Conferences, Fairs, Exhibitions and Workshops in Greece and in the Arab world.

Publishing trade bulletins, reports, statistical data and related economic and trade activities between Greece and the Arab world.

• Providing update information to Greek and Arab businesses on the existing business opportunities from both sides through the publication of regular bulletins.

• Hosting and participating in related cultural activities and cross-cultural workshops.

Qatar Chamber

Established in 1963, Qatar Chamber of Commerce & Industry (Qatar Chamber) is considered one of the most active and influential chambers regionally and internationally.

As a leading non-profit institution, Qatar Chamber plays a pivotal role in driving the country’s economic development by protecting the interests of the commercial, industrial, and agricultural sectors. The Chamber’s mission is to create a productive and investment-friendly environment, contributing to the growth of a diverse and sustainable economy in Qatar.

Qatar Chamber plays an essential role in facilitating trade through the issuance of certificates of origin and the promotion of investment opportunities. In line with Qatar National Vision 2030, the Chamber focuses its efforts on supporting the growth of a knowledge-based economy, emphasizing the enhancement of the competitiveness of Qatari companies by providing a platform that enables them to thrive both locally and globally.

Whether through fostering trade relations or supporting sustainable investment, Qatar Chamber remains at the forefront in taking part shaping the business landscape in the country, reinforcing its position as a dynamic and competitive player on the global economic stage. As part of its future vision, Qatar Chamber was among the first institutions to adopt digital transformation, capitalizing on the technological revolution in Qatar. It implemented a set of digital initiatives and strategies that contributed to the development of its technological infrastructure, enabling the provision of advanced electronic services that meet demands and support the business environment. The Chamber also places great importance on developing

professional skills and competencies by organizing various training courses and workshops that serve different sectors.

The Chamber also provides legal and technical consultations to its members and contributes to the facilitation of commercial dispute resolution through the Qatar International Center for Conciliation and Arbitration (QICCA).

The International Chamber of Commerce – Qatar represents the Qatari business community in regional and international forums in areas including trade, investment, and international relations. Through its partnership with the International Chamber of Commerce, headquartered in Paris, it seeks to contribute to the facilitation of global trade.

Qatar Chamber in 2024

The year 2024 witnessed a wide range of activities, achievements, and initiatives across various fields, all aimed at strengthening the national economy and advancing the country’s progress toward achieving Qatar National Vision 2030. Throughout the year, the Chamber continued its role in supporting and enhancing the business environment in the country, emphasizing its efforts to represent and advocate for the interests of the private sector, promote the state’s investment climate, and reinforce Qatar’s position as a global center for investment, business, and trade.

These achievements align with Qatar’s commitment to sustainable development, particularly following the launch of the Third National Development Strategy (2024–2030), which places strong emphasis on sustainable economic growth.

In 2024, the Chamber reduced its service fees in accordance with Cabinet Decision No. 19 of 2024, which amended several fees for services provided by the Qatar Chamber of Commerce and Industry. This step aimed to ease financial burdens on Qatari companies, facilitate business operations, and encourage investment.

The Chamber further strengthened its cooperation with relevant national entities to address the issues and challenges facing the private sector and to develop appropriate solutions. In this context, it hosted several open dialogues with officials from various government bodies.

Throughout the year, the Chamber launched several strategic initiatives at the GCC level, including the “Made in the Gulf” initiative, which aims to strengthen economic integration and support industrial development. During the consultative meeting of GCC Ministers of Commerce and Industry with the heads of unions and chambers of commerce, the Chamber proposed conducting a study to assess the impact of imposing a carbon tax on GCC economies.

In 2024, several notable appointments further strengthened Qatar’s regional and international representation. QC Chairman H.E. Sheikh Khalifa bin Jassim Al Thani was appointed First Vice President of the Arab German Chamber of Commerce and Industry (Ghorfa). QC Board Member and President of the Qatar Association for Freight Forwarding and Logistics (QAFL), Eng. Ali bin Abdullatif Al Misned, was elected Vice Chair of the Region Africa and Middle East (RAME) at the International Federation of Freight Forwarders Associations (FIATA). Meanwhile, QC Board Member and President of the Qatari Businesswomen Forum, Ibtihaj Al-Ahmadani, was appointed a member of the Arab Women Investors Union’s Board of Trustees and as adviser to its Supreme Trade Committee. Former QC General Manager, Saleh bin Hamad Al Sharqi, was also appointed Secretary-General of the Federation of Chambers of the Gulf Cooperation Council (FGCCC).

The Chamber also launched the Qatar Association for Freight Forwarding and Logistics (QAFL), which now represents the freight forwarding sector in Qatar. QAFL serves as the official representative of FIATA in the state and acts as an important link between companies and relevant authorities. Sectoral committees remained active throughout the year, engaging business owners and company representatives to identify sector-specific challenges and propose suitable solutions. In parallel, the Chamber enhanced its digital infrastructure to modernize and streamline its services for members and affiliated businesses.

Additionally, the Chamber continued preparations for its new headquarters at Lusail Boulevard.

During 2024, the Chamber had issued a total of 154,778 transactions (electronic and non-electronic), including 50,262 certificates of origin—49,405 issued electronically and 857 on paper. It also issued 13 ATA carnets and 10 TIR carnets.

The Chamber organised and participated in more than 280 events and hosted around 80 foreign trade delegation meetings, including four meetings with heads of state and several with government leaders, ministers, and representatives of international bodies and chambers of commerce. It also participated in over 44 international events, organised or joined more than 26 forums and conferences, held 13 business meetings, and signed 15 Memoranda of Understanding with various institutions and counterpart chambers.

Sectoral committees held 27 meetings to discuss key issues across different sectors, continuing their efforts in collaboration with relevant entities to address and resolve challenges.

In terms of training, the Chamber organised numerous courses and workshops covering topics such as artificial intelligence, entrepreneurship, and learning disabilities in 28 schools. It also offered training programs for customs brokers, food handlers (in cooperation with the Ministry of Health), and employees of the Chamber.

In 2024, the Chamber sponsored and participated in several major exhibitions. ICC Qatar also hosted multiple events, including the Qatar Digital Trust Roadshow 2024 in cooperation with the British Standards Institution (BSI).

Regarding arbitration, the Qatar International Centre for Conciliation and Arbitration achieved significant milestones during the year. It handled 66 arbitration cases and 4 conciliation requests, successfully facilitating 3 settlements, issued 24 arbitral awards, and organised the fifth edition of the World Conference on International Arbitration, which attracted leading international arbitrators and legal experts.

Qatar-Greece Relations

Qatar and Greece enjoy steadily developing commercial relations supported by strong diplomatic ties. The two countries signed many agreements and MOUs in many fields. Bilateral trade between the two countries reached $75 million in 2024.

Several sectors offer strong opportunities for cooperation and investment. Energy remains a central pillar, given Qatar’s leadership in LNG and Greece’s growing energy infrastructure needs. Tourism, hospitality, real estate, and transport are also areas of mutual interest, with Greece’s maritime expertise complementing Qatar’s ambitions to become a major logistics hub. Additionally, agriculture, food security, and manufacturing represent important domains where both sides can enhance commercial exchange and partnerships.

Economic and trade relations have witnessed development since the establishment of the Qatar-Greece Business Council in 2015, to be a platform for dialogue between business leaders and decision-makers in government agencies and bodies concerned with promoting bilateral relations between the two countries. The Qatari-Greek Business Meeting in the Construction and Building Sector was held in Doha in April 2019, attended by the Chairman of the Greece-Qatar Business Council Panagiotis Mihalos, and several Qatari businessmen, and representatives of 25 Greek companies specializing in construction and construction.

First Vice President of Qatar Chamber Mohammed bin Ahmed bin Twar Al Kuwari said during the meeting that the number of Greek companies operating in the State of Qatar is estimated at 64 companies; including eight fully owned Greek companies, and 56 Greek companies with Qatari partnership. He noted that the Qatar Chamber supports all efforts that contribute to strengthening the partnership between Qatari companies and their counterparts in Greece in all economic and commercial sectors, which would benefit the economies of the two countries.

The Federation of Iraqi Chambers of Commerce is a leading professional economic organization established under Law No. (43) of 1989. Arab Irish Business Summit Highlights Expanding Opportunities for Irish Businesses as Exports to Arab States grow by 6%

More than 300 business leaders, policymakers and exporters gathered at the Mansion House on September 18, for the 2025 Arab Irish Business Summit, to explore and highlight the fast-growing opportunities for Irish businesses in the Arab world.

The summit comes as new figures from the Arab Irish Chamber of Commerce (AICC) show that Irish exports to Arab states reached €1.5 billion in the first half of 2025, an almost 6% increase on the same period last year. With trade expanding steadily across key markets such as Saudi Arabia, the UAE and Egypt, the region is fast becoming one of Ireland’s most important trading partners, according to chamber CEO, Ahmad Younis. Delegates were welcomed by Neale Richmond TD, Minister of State for International Development and Diaspora, who focused on the government’s commitment to deepening economic ties with the Arab world. The programme featured insights from a range of speakers, including Bobby Healy, Manna; Chanelle McCoy, Chanelle McCoy Health; Jim Healy, NuLumenTek; George Mullan, SIS Pitches and Anita Thomas of

Emirates, who shared their experiences, challenges and successes in building businesses in or trading with Arab markets. 3rd Libyan European Transportation and Telecommunication Forum

Alexandros Paterakis is the Deputy CEO, Executive Board Member, and Head of Digital & Advanced Services at PPC Group, Greece, where he leads the company's digital and advanced services strategy, positioning PPC at the forefront of the energy-to-tech transition.

He is a C-level executive with extensive international experience in telecommunications, ICT, and digital transformation. Throughout his career, Mr. Paterakis has spearheaded large-scale transformation programs across Europe, the Middle East, and Asia. He has held senior leadership roles at major telecom operators, including Vodafone and Mobily (Etihad Etisalat), where he also served as Chairman of Infotech Mobily India. In these positions, he led ICT modernization at scale, oversaw international technology operations and advanced customercentric digital strategies.

Prior to joining PPC, he was Chief Information Officer at Axiata Celcom in Malaysia, one of Southeast Asia's largest telecommunications providers, where he guided the company's innovation agenda and digital growth.
