Barack Obama calls Stephen Harper to express support WASHINGTON — Following Wednesday’s shooting in Ottawa that claimed the life of a Canadian soldier, U.S. President Barack Obama phoned Prime Minister Stephen Harper and pledged that the U.S. is “going to do everything we can to make sure we are standing side by side with Canada during this difficult time.” Obama told reporters at the White House that he gave his condolences to the families of the soldier killed earlier this week and of the soldier killed Wednesday while guarding the National War Memorial as well as to the Canadian people. “We don’t yet have all the information about what motivated the shooting,” he said. “We don’t yet have all the information about whether this was part of a broader network or plan or whether this was an individual or series of individuals who decided to take these actions. A terrorist struck at the heart of the nation Wednesday, gunning down a sentry at the National War Memorial and wreaking havoc on Parliament Hill where the marble and stone halls echoed with gunfire and ran with blood. The gunman was shot and killed near the Library of Parliament, reportedly by House of Commons Sergeant-at-Arms Kevin Vickers, a former RCMP officer, and the man responsible for security on the Hill. It appears the gunman walked right past the Centre Block’s Reading Room, where Prime Minister Stephen Harper was meeting with his caucus Wednesday morning. Citing U.S. intelligence sources, CBS identified the attacker as Canadian-born Michael Zehaf-Bibeau, 32. That had not been independently confirmed. The fatal showdown in Centre Block followed the cold-blooded slaying of Cpl. Nathan Cirillo standing guard at the Tomb of the Unknown Soldier, a short distance away from Parliament Hill. That soldier, a reservist with the Argyll and Sutherland Highlanders of Canada, based in Hamilton, was shot at close range in front of the war memorial at 9:52 a.m. He was rushed to the Ottawa Hospital’s Civic Campus, but did not survive his injuries. It was unclear whether the gunman was acting alone or was joined in his attack by others, but after the attack, the gunman fled toward Parliament Hill, according to witness accounts. Parliament Hill and large swaths of downtown Ottawa went into lockdown as Ottawa police, the RCMP and special forces pursued confusing and unconfirmed reports of gunshots near the Rideau Centre and the Chateau Laurier. At one point, officials believed at least three gunmen could be involved. It was still unclear by late afternoon Wednesday just how many people took part in the attack, but police said there had been no shooting near the downtown mall after all. City Hall, the Ottawa courthouse, Lisgar Collegiate and the University of Ottawa were among the many institutions that went into emergency lockdown. The NHL postponed an Ottawa Senators game scheduled for

Inside Parliament Hill, a gunman — likely the same one who shot the National War Memorial sentry — stormed into Centre Block where the NDP and Conservative caucuses had convened for 9:15 a.m. meetings. The Liberal caucus was meeting in the basement. Prime Minister Stephen Harper was with his party’s caucus when the gunman entered the second floor of Centre Block, but was escorted to safety by his RCMP security team. Across the hall, in the NDP caucus room, about 100 MPs and aides piled tables and chairs in front of the doors after they heard gunshots crash through Centre Block just after 10 a.m. “A series of gunshots rang out and we realized they were right on the other side of the door,� NDP MP Charlie Angus told the Citizen. Parliament Hill security officers rushed politicians out of the building, Liberal MP Marc Garneau among them. “You could smell the gunpowder,� he said. Security officers pursued the gunman in the Hall of Honour, near the Library of Parliament, and exchanged a hail of gunfire. One guard was wounded in the confrontation that killed the terrorist. It’s believed Vickers fired the shots that killed him. “I am safe and profoundly grateful to Sergeant-at-Arms Kevin Vickers and our security forces for selfless act of keeping us safe,� Veterans Affairs Minister Julian Fantino said on Twitter. Justice Minister Peter MacKay offered similar praise: “Thank God for Sergeant-at-Arms Kevin Vickers and our Canadian security forces.� The injured guard was taken to The

Ottawa Hospital with a non-life threatening leg injury. The Ottawa Hospital also treated two other people injured in the incident. The attack was the most serious security breach of Parliament Hill since 1966, when an unhinged man, Paul Chartier, tried to blow up 10 sticks of dynamite on the floor of the House of Commons. He killed only himself when the explosives detonated before he could throw them. Wednesday’s shooting at the National War Memorial represents the second time this week that a Canadian soldier has come under attack on national soil. On Monday, 25-year-old Martin Rouleau, of Saint-Jean-sur-Richeleau, southeast of Montreal, used his car to assault two Canadian soldiers, one of whom later died of his wounds. Rouleau was a convert to Islam whose online postings had become so radical that the RCMP confiscated his passport. The attacks could be a reaction from homegrown extremists to the federal government’s decision to join the

Thousands of temporary foreign workers lose chance to stay in Alberta BY SHEILA EDMONTON JOURNAL


EDMONTON - Thousands of temporary foreign workers hoping to stay permanently under Alberta’s special nominee program lost their chance this fall. The province announced last month wait times of more than two years in some categories to process applications for the 5,500 spots — and by that time any two-year work permits will have expired, making those workers’ applications invalid. “People are shocked because many were told about the provincial nominee program when they were deciding whether to come to Alberta,” said Marco Luciano of Migrante, a TFW advocacy group. “Thousands have already lost their chance, and (other) people are in a very precarious situation because of the delay in processing applications.” Jobs Minister Ric McIver acknowledged the “tremendous interest” in the nominee program, where employers put forward workers for permanent residency. More than 10,000 applications are in the queue. “We’re advocating for more spaces because we need them,” McIver said Monday, adding he’d like the federal government to double Alberta’s yearly quota under the program. “We’ve got temporary workers filling permanent jobs.” McIver noted there is “time

sensitivity” to the issue because by next spring, thousands of TFWs who arrived in 2011 will be scheduled to return home when their four-year contracts expire. McIver said he will be discussing with federal Employment Minister Jason Kenney “a number of different scenarios” to meet the spring crunch, with the goal of turning many more TFWs into permanent Alberta residents. “Why not? Like good Canadians, these people are working hard, paying taxes, contributing to society and staying out of trouble,” McIver said. “That’s going to require some cooperation” on the part of both levels of government, he added. The spike in applications for the nominee program started in 2013, said Oghio Ikhalo, a spokesperson in Alberta’s Jobs, Skills, Training and Labour Department. For workers who arrive after Sept. 1, 2014, the wait time to hear if an application is approved is 25 months in the skilled and semi-skilled categories, the latter including the food industry. The wait is 18 months in manufacturing, 15 months in trucking and 14 months for postgraduate workers, many of whom are on 12-month work permits. The department also announced it will no longer consider applications on a first-come, first-served basis, said Ikhalo. Instead, the department wants to spread the applicants “fairly” across all sectors of the economy, he said.

Woman accused of concealing 6 dead babies defrauded senior CBC News The woman charged with concealing six infants was just in court last month being sentenced on fraud charges. Andrea Giesbrecht, 40, has been charged with six counts of concealing bodies of infants and breaching probation after the bodies were found in a U-Haul storage locker on Monday afternoon. A court decision from December 2013, shows Giesbrecht wrote fraudulent cheques to a Winnipeg woman, who was a friend of her parents, to pay back money she lent her. Court documents show that amount at $7,850. At a sentencing hearing on Sept. 30, court heard Giesbrecht has a gambling problem and marriage problems. She also has little money to pay the woman back as she works at Tim Hortons and has two young boys. In the hearing, it was revealed that Giesbrecht moved into her parents' home after they passed away and that's how she got to know the woman who lent her the money. Giesbrecht told the woman, who was 73 at the time, she needed money to pay bills and the house was going to be re-possessed. Giesbrecht promised to pay the woman back as she was getting $25,000 to $30,000 from her father's life insurance. Court heard the woman gave Giesbrecht money four different times. At one point, the woman was supposed to meet Giesbrecht at a bank to

get the money paid back, but discovered Giesbrecht didn't bank there and hadn't for at least two years. Defrauded woman felt sorry for Giesbrecht The woman also said she felt sorry for Giesbrecht because she was having problems with her marriage. Court heard when the woman was asked by police if she thought she would ever get her money back, she said she didn't expect to. "No. I felt sorry for her. She has no father or mother as they passed away and she said she was having problems in her marriage and said she has two young boys so I really thought she needed the money. My husband warned me not to because she always came by when she knew he wasn't there," she said. Court heard the woman also felt "taken advantage of."The Crown said in a pre-sentence report that Giesbrecht had a gambling addiction and the report showed she is a "low risk to re-offend."

Guest Editorial RCMP must clean up its image if it wants to recruit more women The RCMP hopes to start enrolling as many female cadets as males starting next year. Only about 21 per cent of the sworn officers in Canada’s national police force are female today, so the initiative perhaps seems overdue at first blush. The RCMP — which expects to accept almost 1,000 recruits next year — says it will use targeted advertising campaigns, womenonly career presentations, special assistance in preparing for the RCMP fitness test and an accelerated application process, all aimed at shoring up its representation of women. This is all very noble, but there’s more than a whiff of tokenism about what the RCMP is doing. The RCMP should be attempting to attract and engage the very best police officers, without undue regard for characteristics such as gender. The force

City By-Laws Discriminate Against Truckers Dear Editor, In Surrey, there are hundreds of self-employed truckers from various ethnic backgrounds. It appears that City by-law officers are targeting truckers when it comes to parking their trucks. We understand they’re not allowed to park in the neighbourhoods since when they start their trucks at 5am for work, the loud noise bothers the neighbours. This is why many truckers purchase farm land, 5 acres or more, so they can park their trucks there. However, it seems now the by-laws state that they can only park one truck in their farm land and any other trucks will be towed. The township of Langley allows truckers to park 3 trucks per 5 acres of property, why can’t we follow suit and implement this solution. This will make these hardworking, honest, tax paying

We rarely advocate in favour of seeking solace in the laps of unions, but perhaps that’s what’s needed to clean this spot on the RCMP’s reputation. Rank and file RCMP members have little protection when they bring forward complaints about superiors’ conduct, leaving them at the whim of those above them — or, as the women’s class action lawsuit application proves, forced to participate in slow-moving legal remedies in hopes of securing redress. It’s often said that the Mounties always get their man. (NC) What do a home-based crafter, a car mechanic, and a food truck owner have in common? Each one represents an important economic segment in Canada called micro-businesses, or companies with one to five employees. Today, that sector makes up more than 55 % of small businesses in the country and has grown by 40 % in the last decade. With fewer resources and little manpower, microbusinesses are heavily reliant on mobile technology to reach customers, engage new prospects, and operate their businesses, according to a research report released recently from Rogers, conducted by Environics. The study revealed that microbusinesses depend on mobile technology to manage their operations at all times, to stay connected to clients, partners and employees, and to alleviate stress from their workday. The majority of respondents (70%) reported that they would have challenges operating or even starting their business without access to wireless technology. Over half (67%) stay connected to their business anywhere, anytime with laptops, tablets or smartphones. “What we're seeing is that technology can help level the playing field for micro-businesses, and with mobile devices plus solutions like ecommerce websites and applications, these companies can start-up and scale overnight,” says Tracy Markwood, the vice president of business marketing at Rogers. “There is a big opportunity for both micro and small businesses across the country to embrace new tools and realize the time savings and financial benefits of doing more with less.” Additional survey results indicate that while mobile technology is seen as critical to business success, many microbusinesses are not using a number of the tools and solutions available to them. Key findings included:

More than half (52%), agree that using mobile technology alleviates stress from the work week. Only 20% of micro-businesses use cloud-based software and applications like Drop Box or Office 365 to share files and documents. Only 4% of microbusinesses are using mobile point-ofsale applications to process payments. Only 22% are using an online store or website as primary means to sell products or services. Nearly half (48%) say that marketing and sales top the list of services that they need most. Only 16% of respondents use social media as the primary means to promote their business. More than half (56%), use web based applications to support their operations. As many as 74% of owners report micro businesses to be a sole source of income. This October, micro, small, and medium businesses across Canada will have the opportunity to learn how the right technology enables growth and a competitive advantage.
