A lo largo de su historia, la Asociación Paraguaya de Fútbol ha sido protagonista de un recorrido marcado por la pasión, la entrega y el compromiso con el desarrollo del fútbol nacional. Desde su fundación en 1906 hasta convertirse en una institución modelo en la región, ha forjado una identidad basada en valores que trascienden generaciones.

Throughout its history, the Paraguayan Football Association has been a protagonist of a journey marked by passion, dedication, and commitment to the development of national football. From its foundation in 1906 to becoming a model institution in the region, it has forged an identity based on values that transcend generations.
This work commemorates the APF’s most notable events, among them, the centennial of its affiliation with FIFA and the achievements promoted by my current administration. It is a tribute to all those who have contributed to its greatness and a reaffirmation of the path toward a future of sustained growth and sporting excellence.

MEMORABLE EVENTS
La historia del fútbol paraguayo estuvo marcada por acontecimientos que impregnaron en la memoria y en la pasión de todo un pueblo. Los éxitos deportivos a lo largo de más de un siglo contribuyeron a que el balompié nacional tuviera un sitio privilegiado a nivel internacional.
Desde aquel 18 de junio de 1906 cuando cinco clubes decidieron formar una Liga para incentivar la práctica del fútbol, rápidamente el deporte se fue extendiendo por todo el territorio. Desde ese momento, la pelota, el arco y la cancha formaron parte de la vida de los paraguayos.
Aquí presentamos los hitos históricos más resaltantes a nivel institucional y deportivo que la Asociación Paraguaya de Fútbol fue ganando en estos 119 años. Hechos que marcaron el camino para seguir aspirando a nuevas glorias en el presente y nuevos horizontes en el futuro.
The history of Paraguayan football has been marked by events that have left their mark on the memory and passion of an entire nation. Sporting successes over more than a century have contributed to the national team’s privileged position at the international level.
Since June 18, 1906, when five clubs decided to form a league to promote the practice of soccer, the sport quickly spread throughout the country. From that moment on, the ball, the goal, and the field became part of Paraguayan life.
Here we present the most notable historical events at the institutional and sporting levels that the Paraguayan Football Association has achieved over these 119 years. These events led the way for us to continue pursuing to new glory in the present and new horizons in the future.

FUNDACIÓN DE LA LIGA
PARAGUAYA DE FOOTBALL ASSOCIATION
El lunes 18 de junio de 1906, en el local de El Diario, representantes de los clubes Olimpia, Guaraní, Nacional, Libertad y General Díaz fundan la primera entidad que organizaría los torneos de fútbol en el país, creándose de esta manera la Liga Paraguaya de Football Association. Adolfo Riquelme, director de El Diario, fue el primer presidente y al mes siguiente se jugó el primer campeonato oficial, que terminaría consagrando al Club Guaraní como primer campeón.
FOUNDATION OF THE PARAGUAYAN FOOTBALL ASSOCIATION LEAGUE
On Monday, June 18, 1906, in the premises of El Diario, representatives of Olimpia, Guaraní, Nacional, Libertad and General Díaz clubs founded the first entity that would organize soccer tournaments in the country, thus creating the Liga Paraguaya de Football Association. Adolfo Riquelme, director of El Diario, was the first president and the following month the first official championship was played, which would end up with Club Guaraní being crowned as the first champion.

PRIMERA SELECCIÓN PARAGUAYA
La entonces Liga Paraguaya de Football, bajo la presidencia de William Paats, formó su primera Selección para enfrentarse al combinado argentino del Hércules de la provincia de Corrientes. El encuentro, que se celebró el miércoles 25 de mayo en suelo argentino, en ocasión del centenario de la Revolución de Mayo, culminó con igualdad 0-0.
FIRST PARAGUAYAN NATIONAL TEAM
The then called Paraguayan Football League, under William Paats’ presidency, formed its first national team to face the Argentinian team of Hércules from the province of Corrientes. The match, held on Wednesday, May 25th on Argentinian soil, to commemorate the centennial of the May Revolution, ended in a 0-0 draw.

SE INAUGURA EL STADIUM DE SAJONIA
El domingo 4 de noviembre se inauguró de manera oficial el estadio de la Liga, actualmente “De los Defensores del Chaco” ubicado en el barrio Sajonia de Asunción. La construcción llevó un año y la inauguración se dio con el partido entre los clubes Olimpia y Libertad, resultando ganador el elenco liberteño por 1-0.
THE SAJONIA STADIUM IS INAUGURATED
On Sunday, November 4th, the stadium of the League, currently known as “De los Defensores del Chaco,” was officially inaugurated in the Sajonia neighborhood of Asunción. Construction took a year, and the inauguration took place with a match between Olimpia and Libertad, with the Libertad team winning 1-0.

La Selección Paraguaya tuvo su primer enfrentamiento internacional ante un seleccionado de otro país, el domingo 11 de mayo de 1919 en el estadio de la Liga, en Sajonia. El rival fue Argentina, en ocasión de las festividades patrias. Se jugaron tres encuentros más que se realizaron el 18, 21 y 24 del mismo mes.
FIRST INTERNATIONAL MATCH OF THE ALBIRROJA
The Paraguayan national team played its first international match against another country on Sunday, May 11, 1919, at the League stadium in Sajonia. Argentina was the opponent, on the occasion of the national holiday. Three more matches were played on the 18th, 21st, and 24th of the same month.

ITS AFFILIATION TO CONMEBOL
During the presidency of Enrique Pinho, the Paraguayan Football League officially affiliated to the South American Football Confederation. The following year, it made its debut in the South American Championship, currently known as CONMEBOL Copa América, and in the first match it defeated the champion team at that time, Uruguay 2-1.
LA ALBIRROJA COMO NUESTRA PIEL
En el mes de abril, la Selección Paraguaya en ocasión de los amistosos ante Argentina, adopta la casaca con rayas blancas y rojas verticales, con el escudo de la Liga en el pecho, pantalones y medias azules. Desde aquel momento, dicha indumentaria se convirtió en un símbolo no solo del fútbol, sino de todo el deporte nacional. El estreno fue el 7 de abril con una victoria por 3-1, con dos goles de Daniel Schaerer y uno de Gerónimo Ugarte.
THE ALBIRROJA LIKE OUR SKIN
In April, the Paraguayan national team, during the friendlies against Argentina, wore a jersey with vertical red and white stripes, the League crest on the chest, and blue shorts and socks. From that moment on, the uniform became a symbol not only of football but of the entire national sport. The debut match was on April 7th with a 3-1 victory, with two goals from Daniel Schaerer and one from Gerónimo Ugarte.

In 1925, LPF took a fundamental step by joining the Member Associations of the International Federation of Association Football (FIFA), then presided over by Frenchman Jules Rimet. It would later participate in the world championships organized by the Federation.

LA ALBIRROJA PRESENTE EN EL PRIMER MUNDIAL
La Selección Paraguaya es una de las 13 selecciones que participa de la primera Copa Mundial de la FIFA que se celebró en Montevideo, Uruguay. La Albirroja integró el Grupo D, junto a Bélgica y Estados Unidos. El 20 de julio se dio el primer triunfo de Paraguay en los Mundiales derrotando 1-0 al seleccionado belga con gol de Luis Vargas Peña.
THE ALBIRROJA PRESENT AT THE FIRST WORLD CUP
The Paraguayan national team is one of the 13 teams participating in the first FIFA World Cup, held in Montevideo, Uruguay. The Albirroja team was in Group D, along with Belgium and the United States. On July 20, Paraguay achieved its first World Cup victory, defeating Belgium 1-0 with a goal from Luis Vargas Peña.

SEGUNDA PARTICIPACIÓN MUNDIALISTA
En 1950, Paraguay volvería a jugar la Copa Mundial de la FIFA, que en aquella edición se disputó en Brasil. La Albirroja compartió el Grupo 3 con las selecciones de Suecia e Italia, actual campeona del Mundo. Ese equipo fue la base que iba a ser campeona de América tres años más tarde.
SECOND WORLD CUP PARTICIPATION
In 1950, Paraguay would once again compete in the FIFA World Cup, which that year was held in Brazil. The Albirroja team shared Group 3 with Sweden and Italy national teams, the last one the reigning World Cup champions. That team was the base that would become the America champion three years later.

El 1 de abril de 1953 es una fecha imborrable en la historia del fútbol nacional. La Selección Paraguaya conquista por primera vez en su historia el Campeonato Sudamericano o la CONMEBOL Copa América, venciendo en la definición por 3-2 a Brasil en el estadio Nacional de Lima, Perú.
PARAGUAY CHAMPION OF AMERICA FOR THE FIRST TIME
April 1, 1953, is an unforgettable date in the history of national football. The Paraguayan national team won the South American Championship, or CONMEBOL Copa América, for the first time in its history, defeating Brazil 3-2 in the final at the National Stadium in Lima, Peru.

LA TERCERA PRESENCIA FUE EN SUECIA
La Albirroja estuvo nuevamente en el máximo torneo mundial a nivel de selecciones que se desarrolló en Suecia. Tras dejar en el camino a Uruguay un año antes con una goleada histórica de 5-0, Paraguay participó por tercera vez de la Copa del Mundo, compartiendo el Grupo 2 con Francia, Yugoslavia y Escocia. Nuestra Selección consiguió su segunda victoria mundialista 3-2 ante los escoceses el 11 de junio.
THE THIRD PRESENCE WAS IN SWEDEN
The Albirroja team was once again present at the world’s premier international tournament, held in Sweden. After defeating Uruguay a year earlier with a historic defeat 5-0, Paraguay participated in the World Cup for the third time, sharing Group 2 with France, Yugoslavia, and Scotland. Our team achieved its second World Cup victory, 3-2 against the Scots on June 11th.

El 25 de marzo, la Selección Paraguaya se consagra campeona del Torneo Juventud de América, actual CONMEBOL Sub 20, que se disputó íntegramente en el estadio De los Defensores del Chaco. THE ALBIRROJA AT THE TOP OF AMERICA’S YOUTH TOURNAMENT
On March 25, the Paraguayan national team was crowned champion of the Youth of America Tournament, currently the CONMEBOL U-20, which was played entirely at the De los Defensores del Chaco stadium. Roberto Cino’s goal against Uruguay, at the end of the match, which gave Paraguay the title, will always be remembered by the Albirroja fans. 1971

El estadio de Puerto Sajonia, pasa a denominarse De los Defensores del Chaco, en honor a los soldados paraguayos que fueron protagonistas en la contienda bélica con Bolivia de 1932 a 1935. El escenario fue sede de acantonamiento del ejército paraguayo antes de partir al territorio chaqueño.
THE STADIUM IS NOW NAMED AFTER THE DEFENDERS OF CHACO
The Puerto Sajonia stadium is now called De los Defensores del Chaco (Defenders of the Chaco), in honor of the Paraguayan soldiers who were protagonists in the war with Bolivia from 1932 to 1935. The stadium was the quartering headquarters of the Paraguayan army before leaving for Chaco territory.

En diciembre del año 1979, la Selección Paraguaya ganó su segunda Copa América, imponiéndose en la final ante Chile en el estadio del Club Atlético Vélez Sarsfield, en Buenos Aires, Argentina. Una campaña que tuvo cuatro victorias, cuatro empates y solamente una derrota.
PARAGUAY ON TOP OF AMERICA, FOR THE SECOND TIME
In December 1979, the Paraguayan national team won its second Copa América, defeating Chile at the Club Atlético Vélez Sarsfield stadium in Buenos Aires, Argentina. A campaign achieved with four wins, four draws and only one loss.
1986
DE VUELTA, 28 AÑOS DESPUÉS
Pasaron casi tres décadas para que la Selección Paraguaya diga presente en una Copa del Mundo. En 1986, en México, la Albirroja tuvo una destacada actuación en el Grupo B junto con el anfitrión, México, Bélgica e Irak, donde clasificó en el segundo lugar. Quedan en la retina de aquella jornada del 7 de junio en el estadio Azteca, el gol de Romerito y el penal atajado por Roberto Fernández a Hugo Sánchez, en el 1-1 ante los mexicanos.
BACK AGAIN, 28 YEARS LATER
It took almost three decades for the Paraguayan national team to appear at a World Cup. In 1986, in Mexico, the Albirroja had a remarkable performance in Group B alongside the host country, Mexico, Belgium, and Iraq, where it qualified in second place. The goal scored by Romerito and the penalty saved by Roberto Fernández from Hugo Sánchez in the 1-1 draw against the Mexicans at the Azteca Stadium on June 7 are still fresh in the memory.

LA ALBIRROJA GANA EL PREOLÍMPICO Y LLEGA A LOS JUEGOS OLÍMPICOS DE BARCELONA
La Albirroja logra el campeonato preolímpico para Barcelona 1992 con una generación de jugadores que dará a Paraguay una seguidilla de presencias en la Copa del Mundo. En la fase final de la competencia de sus tres juegos gana dos y empata en uno, para consagrarse campeón y clasificar a los Juegos Olímpicos.
THE ALBIRROJA TEAM WINS THE PRE-OLYMPIC TOURNAMENT AND REACHES THE OLYMPIC GAMES IN BARCELONA
The Albirroja team won the pre-Olympic championship for Barcelona 1992 with a generation of players that would give Paraguay a string of World Cup appearances. In the final phase of the competition, this team won two of their three games and drew one, to become champions and qualify for the Olympics Games.

DE LIGA A ASOCIACIÓN
De acuerdo a las normativas de la FIFA en diciembre de 1998, la Liga Paraguaya de Fútbol, bajo la presidencia del escribano Óscar Harrison, pasa a denominarse Asociación Paraguaya de Fútbol (APF). La APF se obliga a respetar y hacer respetar a sus miembros los estatutos, reglamentos, directrices y decisiones de la FIFA, la CONMEBOL y las reglas de juego de la IFAB.
FROM LEAGUE TO ASSOCIATION
In accordance with FIFA regulations, the Paraguayan Football League, under the presidency of notary Óscar Harrison, was renamed the Paraguayan Football Association (APF) in December 1998. The APF is obliged to respect, and ensure that its Members respect, the Statutes, regulations, directives, and decisions of FIFA, CONMEBOL, and the Laws of the Game of the IFAB.

PRESENTES EN EL MUNDIAL DE FRANCIA
Tras el título en el Preolímpico y una buena Clasificatoria, Paraguay participó por quinta vez en la Copa del Mundo. Francia fue el país que albergó la fiesta del fútbol, donde la Albirroja compartió el Grupo D con España, Nigeria y Bulgaria, clasificando a octavos de final. Sigue vigente en la memoria el triunfo 3-1 ante Nigeria con goles de Celso Ayala, Miguel Benítez y José Cardozo.
PRESENT AT THE WORLD CUP IN FRANCE
After winning the Pre-Olympic Tournament and a strong qualifying campaign, Paraguay participated in the World Cup for the fifth time. France hosted the football celebration, where the Albirroja shared Group D with Spain, Nigeria, and Bulgaria, qualifying for the round of 16. The 3-1 victory over Nigeria, with goals from Celso Ayala, Miguel Benítez, and José Cardozo, remains fresh in the memory.
1999
LA FIESTA DEL FÚTBOL SUDAMERICANO EN PARAGUAY
En los meses de junio y julio se celebró la Copa América donde por primera vez todos los encuentros se disputaron íntegramente en Paraguay. Asunción, Luque, Ciudad del Este y Pedro Juan Caballero fueron las sedes de una verdadera fiesta del fútbol continental. Con estadios remozados y sedes llenas de pasión, la pelota rodó en tierra guaraní.
THE PARTY OF SOUTH AMERICAN FOOTBALL IN PARAGUAY
In the months of June and July, the Copa America was held, when for the first time, all matches were played entirely in Paraguay. Asunción, Luque, Ciudad del Este and Pedro Juan Caballero were the venues for a true celebration of continental football . With renovated stadiums and venues full of passion, the ball rolled on guarani land.
2002
PRIMER MUNDIAL EN EL CONTINENTE ASIÁTICO
Paraguay volvió a obtener el pasaporte mundialista en el 2002, que se disputó por primera vez en Asia y que tuvo como sedes a Corea y Japón. La Albirroja integró el Grupo B con España, Sudáfrica y Eslovenia. Queda como recuerdo el 3-1 ante Eslovenia, con goles de Jorge Campos y dos tantos de Nelson Cuevas para el pase a octavos de final.
FIRST WORLD CUP ON THE ASIAN CONTINENT
Paraguay regained its World Cup ticket in 2002, when the tournament was held in Asia for the first time and hosted in Korea and Japan. The Albirroja team was in Group B with Spain, South Africa, and Slovenia. The memorable result was a 3-1 win over Slovenia, with goals from Jorge Campos and two from Nelson Cuevas, which ensured its place in the round of 16.

LA SELECCIÓN, CON CASA PROPIA
En el año 2004 se inauguró el Centro de Alto Rendimiento Deportivo (CARDE), un complejo deportivo de primer nivel exclusivamente para la Selección Paraguaya en la ciudad de Ypané (a 30 kilómetros de Asunción).
THE NATIONAL TEAM WITH ITS OWN HOME
In 2004, the High Performance Sports Center (CARDE), a first-class sports complex exclusively for the Paraguayan National Team, was inaugurated in the city of Ypané (30 kilometers from Asunción). CARDE has been modernized over the years and is now one of the best in the world.
LA ALBIRROJA LLEGA AL OLIMPO DE LOS VENCEDORES EN ATENAS
La APF tomó la bandera del deporte paraguayo y logró por primera vez en su historia una medalla olímpica. Esta se obtuvo en los Juegos de Atenas 2004, obteniendo la presea de plata. Una generación que siguió dando frutos y que años después pondría a la Albirroja entre los mejores del mundo.
THE ALBIRROJA REACHES THE OLYMPUS OF THE WINNERS IN ATHENS
The APF took up the flag of Paraguayan sport and won an Olympic medal for the first time in its history. This was obtained in the 2004 Athens Games, winning the silver medal. A generation that continued producing results and that years later would place the Albirroja among the best in the world.

EN ALEMANIA, LA TERCERA PARTICIPACIÓN CONSECUTIVA
Por tercera vez de forma ininterrumpida, la Albirroja participó de la Copa Mundial de la FIFA, que en el año 2006 tuvo como sede a Alemania. El seleccionado nacional dirigido en aquel entonces por Aníbal “Maño” Ruiz, compartió el Grupo B con las selecciones de Inglaterra, Suecia y Trinidad y Tobago.
IN GERMANY, THE THIRD CONSECUTIVE PARTICIPATION
For the third consecutive time, the Albirroja participated in the FIFA World Cup, which was held in Germany in 2006. The national team, then coached by Aníbal “Maño” Ruiz, shared Group B with England, Sweden, and Trinidad and Tobago.

ENTRE LOS OCHO MEJORES DEL MUNDO
La Selección Paraguaya Absoluta rompió la barrera de los octavos de final en la Copa Mundial de la FIFA Sudáfrica siendo la mejor posición alcanzada en esta competición. Ganó el Grupo F eliminando a la campeona defensora, Italia, y tras superar a Japón en octavos de final, llegó a los cuartos ante España.
AMONG THE EIGHT BEST IN THE WORLD
The Paraguayan Absolute National Team broke the barrier of the round of 16 in the FIFA World Cup in South Africa being the best position achieved in this competition. It won Group F by eliminating defending champion Italy and after beating Japan in the round of 16, reached the quarterfinals against Spain.
INAUGURACIÓN SEDE CENTRAL DE LA APF
En su compromiso de dignificar la gestión deportiva, la APF inauguró su nueva sede central enclavada en el Parque Olímpico de la ciudad de Luque, esto ocurrió el 9 de noviembre. Un edificio de primer nivel donde el fútbol paraguayo puede desarrollarse en sus aspectos organizativos de la mejor forma.
HEADQUARTERS INAUGURATION
In its commitment to dignify sports management, the APF inaugurated its new headquarters located in the Olympic Park in the city of Luque on November 9. This first class building where Paraguayan soccer can develop its organizational aspects in the best way.

Óscar Harrison” (CARDE) de Ypané elevó sus estándares con un nuevo polideportivo techado en sus instalaciones, un gimnasio de un poco más de 1.000 metros cuadrados, mejoras para el funcionamiento del hotel, vestuarios, zona húmeda y una nueva planta de tratamiento de efluentes que lo transformó en amigable con el medioambiente.

FIRST FIFA WORLD CUP IN PARAGUAY
With the “Los Pynandi” stadium, Paraguay hosted its first FIFA World Cup. Since that day, beach soccer has had a home of its own, which over time has become a venue for international competitions such as the CONMEBOL Copa Libertadores, CONMEBOL Copa América, South American Championships, and the Odesur Games, positioning itself as a reference center for beach soccer in the country and the continent.

On December 4, 2020, the “Esc. Luis María Zubizarreta” Sports Complex was inaugurated, a modern roofed space designed to promote FIFA Futsal, Beach Soccer and Women’s Soccer. The infrastructure has the necessary capacity to host national and international competitions, consolidating itself as a pillar for the growth of these disciplines.

INAUGURACIÓN CARFEM
El 11 de octubre se inauguró el Centro de Alto Rendimiento del Fútbol Femenino (CARFEM) de la Asociación Paraguaya de Fútbol, levantado en conjunto con la FIFA y CONMEBOL. Un predio de 12 hectáreas en las afueras de la ciudad de Ypané, para que el fútbol femenino siga su proceso de profesionalización.

En el año 2016 se inició un camino desafiante, impulsado por la convicción de que transformar el fútbol paraguayo requería intervenir en sus cimientos más profundos. Bajo el liderazgo de Robert Harrison, la Asociación Paraguaya de Fútbol asumió con firmeza la tarea de modernizar su estructura, profesionalizar sus procesos y recuperar la confianza institucional. No se trataba solo de gestionar, sino de construir una nueva visión: más sólida, más transparente y alineada con los más altos estándares del deporte mundial.
El exitoso relacionamiento institucional de la Asociación Paraguaya de Fútbol con la FIFA, la CONMEBOL, el Comité Olímpico Paraguayo (COP) y el Gobierno Nacional ha sido clave para la concreción de los grandes proyectos de infraestructura deportiva impulsados en los últimos años. Estas alianzas estratégicas, basadas en la cooperación, la confianza y una visión compartida, han permitido trabajar de manera articulada bajo un mismo objetivo: el desarrollo integral y sostenible del fútbol en Paraguay.

THE PARAGUAYAN FOOTBALL REVOLUTION
In 2016, a challenging path began, driven by the conviction that transforming Paraguayan football required addressing its deepest foundations. Under the leadership of Robert Harrison, the Paraguayan Football Association firmly took on the task of modernizing its structure, professionalizing its processes, and regaining institutional trust. It was not just about management, but about building a new vision: stronger, more transparent, and aligned with the highest standards of world sport.
The Paraguayan Football Association’s successful institutional relationships with FIFA, CONMEBOL, the Paraguayan Olympic Committee (COP), and the National Government have been key to the realization of the major sports infrastructure projects promoted in recent years. These strategic alliances, based on cooperation, trust, and a shared vision, have allowed them to work together under a common objective: the comprehensive and sustainable development of football in Paraguay.
Over these nine years, this commitment has translated into concrete results, structural progress, and an evolution that has positioned Paraguayan football as a more prominent player in the region and around the world.
TRANSFORMACIÓN NORMATIVA Y JURÍDICA
Desde inicios del año 2016, la Asociación Paraguaya de Fútbol llevó adelante un proceso integral de modernización normativa y jurídica, mediante la adecuación de sus estatutos sociales, códigos y reglamentos a los lineamientos exigidos por la legislación nacional, la FIFA y la CONMEBOL. Esta actualización posicionó a la APF a la vanguardia regional en materia de gobernanza, control financiero y desarrollo institucional.
La implementación de estas reformas no solo fortaleció los procesos administrativos y deportivos, sino que garantizó que todos ellos se rijan por estándares internacionales de integridad y organización. Con esta adecuación, la APF reafirmó su compromiso con un fútbol más sólido, equitativo y alineado con las mejores prácticas globales, protegiendo los intereses del fútbol paraguayo en su conjunto y de los clubes en particular.
REGULATORY AND LEGAL TRANSFORMATION
Since the beginning of 2016, the Paraguayan Football Association undertook a comprehensive process of regulatory and legal modernization by adapting its bylaws, codes and regulations to the guidelines required by national legislation, FIFA and CONMEBOL. This updating placed the APF at the regional forefront in terms of governance, financial control and institutional development.
The implementation of these reforms not only strengthened administrative and sporting processes, but also ensured that all of them are governed by international standards of integrity and organization. With this adjustment, the APF reaffirmed its commitment to a stronger, more equitable soccer that is aligned with global best practices, protecting the interests of Paraguayan soccer as a whole and of the clubs in particular.
TRANSPARENCIA
La administración de la APF ha realizado esfuerzos considerables para fortalecer la estabilidad financiera de la institución, mediante un estricto control de gastos e inversiones, las cuales son auditadas por empresas de prestigio y garantizan la mayor transparencia en el uso de los fondos.
Se aprobó el Código de Ética, el Manual de Prevención de Lavado de Dinero y Financiamiento del Terrorismo, y se implementaron políticas para la gestión de conflictos de intereses.
Desde entonces, se llevan a cabo capacitaciones en ética e integridad, y se trabaja activamente en el fortalecimiento de la cultura de Compliance. En cumplimiento con el compromiso de transparencia absoluta, cada año se publican en el sitio web oficial los balances completos de la gestión. The APF administration has made considerable efforts to strengthen the institution’s financial stability through strict control of expenses and investments, which are audited by prestigious firms and guarantee the utmost transparency in the use of funds.
The Code of Ethics was approved, with the Manual for the Prevention of Money Laundering and Terrorist Financing, and policies were implemented for managing conflicts of interest.
Since then, ethics and integrity training has been conducted, and active work has been done to strengthen the compliance culture. In keeping with the company’s commitment to absolute transparency, the company’s full management reports are published annually on the official website. This rigorous approach has consolidated institutional trust and laid the foundation for long-term, sustainable financial management.

A management model based on the professionalization of all areas was consolidated, incorporating specialists to lead strategic projects and ensure modern, transparent, and excellent governance. The departments focused on promoting the growth of women’s soccer, futsal, beach soccer, and youth divisions were strengthened through multidisciplinary work teams that guarantee structural and sustainable development aligned with FIFA and CONMEBOL standards.
Innovation has been another key pillar of this evolution, with the digitalization of processes, the implementation of online training platforms, and the development of technology applied to refereeing and sports management.

La inauguración de la nueva sede administrativa de la Asociación Paraguaya de Fútbol marcó un salto de calidad en la gestión institucional, consolidando un espacio moderno, funcional y alineado a los estándares internacionales. Esta infraestructura representa no solo la dignificación y profesionalización de la dirigencia deportiva, sino también el punto de partida desde el cual se impulsaron algunos de los hitos más importantes del fútbol nacional en los últimos años: la modernización de estadios, la creación de centros de alto rendimiento y la expansión de nuevas competencias. El anhelado sueño de contar con una casa propia se concretó en el edificio ubicado en el Parque Olímpico, que hoy funciona como el eje operativo del fútbol paraguayo.
NEW ADMINISTRATIVE HEADQUARTERS OF THE APF
The inauguration of the new administrative headquarters of the Paraguayan Soccer Association marked a leap in quality in institutional management, consolidating a modern, functional space aligned with international standards. This infrastructure represents not only the dignification and professionalization of sports management, but also the starting point from which some of the most important events of national soccer in recent years were promoted: the modernization of stadiums, the creation of high performance centers and the expansion of new competitions. The long-awaited dream of having a home of their own was realized in the building located in the Olympic Park, which today serves as the operational hub of paraguayan soccer.
Con una superficie total de 4.085 metros cuadrados distribuidos en tres niveles y un subsuelo, el edificio fue concebido bajo criterios de eficiencia, accesibilidad e integración. Cuenta con oficinas administrativas y gerenciales, salas de reuniones, un auditorio con capacidad para 300 personas, áreas para el cuerpo técnico de la Selección Nacional, y dependencias destinadas a la Presidencia y al Consejo Ejecutivo. También dispone de comedor, depósitos, cocina industrial, sala de lactancia, recepción, ascensores, sanitarios diferenciados e inclusivos, y un estacionamiento con capacidad para 200 vehículos.
With a total area of 4,085 square meters spread over three levels and a basement, the building was designed with efficiency, accessibility, and integration in mind. It includes administrative and management offices, meeting rooms, an auditorium with capacity for 300 people, areas for the National Team’s coaching staff, and offices for the President and Executive Council. It also has a dining room, storage rooms, industrial kitchen, lactation room, reception, elevators, differentiated and inclusive restrooms, and a parking lot with capacity for 200 vehicles.

El emblemático estadio fue renovado en su totalidad, incorporando un moderno sistema de iluminación compuesto por 140 proyectores de última generación. Las obras incluyeron mejoras significativas en las graderías, vestuarios, palcos, cabinas de transmisión, infraestructura para televisión y tecnología VAR, la instalación de un nuevo césped con un avanzado sistema de drenaje, así como también nuevos espacios gastronómicos para mejorar la experiencia de los hinchas. Esta intervención integral elevó el estándar del recinto a nivel internacional, dejándolo plenamente preparado para albergar competencias de alto nivel.
“DE LOS DEFENSORES DEL CHACO” STADIUM
The iconic stadium was completely renovated, incorporating a modern lighting system consisting of 140 state-of-the-art projectors. The works included significant improvements to the stands, locker rooms, boxes, broadcast booths, television infrastructure, and VAR technology, the installation of a new turf with an advanced drainage system, as well as new food and beverage spaces to enhance the fans’ experience. This comprehensive intervention raised the venue’s standard to an international level, leaving it fully prepared to host high-level competitions.

Se impulsó la construcción del Estadio Mundialista “Los Pynandi”, el primer recinto permanente del mundo diseñado exclusivamente para el fútbol playa. Con una infraestructura de nivel internacional, este escenario se convirtió en un emblema del compromiso institucional con el desarrollo de esta disciplina. Con capacidad para albergar más de 3.200 personas sentadas en butacas individuales, cuenta con 4 vestuarios de jugadores, 2 vestuarios de árbitros, salón multiuso, sala de jugadores, sala médica, sala de control antidoping, depósitos y baños sexados. Su diseño funcional y capacidad lo posicionan como uno de los referentes globales en materia de infraestructura deportiva especializada.
“LOS PYNANDI” WORLD-CLASS STADIUM
The construction of the “Los Pynandi” World Cup Stadium, the world’s first permanent venue designed exclusively for beach soccer, was launched. With world-class infrastructure, this venue became a symbol of the institution’s commitment to the development of this sport. With capacity for more than 3,200 people seated in individual seats, it features four players’ locker rooms, two referees’ locker rooms, a multipurpose room, a players’ lounge, a medical room, an anti-doping control room, storage facilities, and gender-neutral restrooms. Its functional design and capacity position it as one of the global benchmarks in specialized sports infrastructure.
MUNDIAL DE BEACH SOCCER DE LA FIFA
En noviembre de 2019, Paraguay albergó por primera vez un Mundial FIFA, con la organización de la Copa Mundial de Beach Soccer, la primera que se jugó en un país mediterráneo. Este evento marcó un antes y un después en la historia del deporte en el país. La APF lideró con éxito la planificación y ejecución de esta cita internacional, consolidando su capacidad organizativa y el compromiso de la institución con el desarrollo de todas las disciplinas del fútbol.
FIFA BEACH SOCCER WORLD CUP
In November 2019, Paraguay hosted a FIFA World Cup for the first time, organizing the Beach Soccer World Cup, the first to be played in a Mediterranean country. This event marked a turning point in the history of the sport in the country. The APF successfully led the planning and execution of this international event, consolidating its organizational capacity and the institution’s commitment to the development of all football disciplines.

Se construyó una sede integral destinada al desarrollo del futsal, el fútbol playa y el fútbol femenino. El complejo cuenta con oficinas específicas para cada disciplina, canchas de entrenamiento, vestuarios completamente equipados y un área de recreación. Además, dispone de un estadio cerrado y climatizado, con una cancha desmontable homologada por la FIFA, ideal para la práctica de alto rendimiento y la organización de competencias oficiales.

An integral facility was built for the development of futsal, beach soccer, and women’s soccer. The complex includes specific offices for each sport, training fields, fully equipped locker rooms, and a recreation area. It also has an indoor, climatecontrolled stadium with a FIFA-approved removable field, ideal for high-performance practice and the organization of official competitions.

PARQUE GUASU METROPOLITANO, UN ESPACIO FUNDAMENTAL PARA EL CRECIMIENTO DEL FÚTBOL PARAGUAYO
Se renovó y modernizó el Centro de Competiciones de las Divisiones Formativas ubicado en el Parque Guasu Metropolitano. Este complejo se consolidó como un pilar estratégico para el desarrollo del fútbol formativo, al contar con seis canchas de fútbol de campo, doce vestuarios completamente equipados y espacios de recreación para jugadores, cuerpos técnicos y familias. Cada fin de semana, en el predio se disputan 18 partidos correspondientes a distintas categorías, fortaleciendo así la estructura competitiva de las divisiones formativas y reafirmando el compromiso institucional con el futuro del fútbol paraguayo.
GUASU METROPOLITAN PARK. A KEY SPACE FOR THE GROWTH OF PARAGUAYAN FOOTBALL.
The Training Divisions Competition Center located in the Parque Guasu Metropolitano was renovated and modernized. This complex has become a strategic pillar for the development of youth soccer, with six soccer fields, twelve fully equipped locker rooms and recreational areas for players, coaches and families. Every weekend, 18 matches of different categories are played at the complex, thus strengthening the competitive structure of the formative divisions and reaffirming the institutional commitment to the future of Paraguayan soccer.
PROYECTO DE DESARROLLO INTEGRAL PARA CLUBES
Con el firme compromiso de acompañar el crecimiento del fútbol paraguayo, la APF impulsó un ambicioso plan de inversión destinado al fortalecimiento edilicio y a la mejora de los campos de juego en todo el territorio nacional. A través de este proyecto, se destinaron 2.500.000 dólares a 60 clubes, con el objetivo de acompañar el crecimiento y potenciar el desarrollo del fútbol en todas sus categorías.
COMPREHENSIVE DEVELOPMENT PROJECT FOR CLUBS
With a firm commitment to supporting the growth of Paraguayan football, the APF launched an ambitious investment plan aimed at strengthening buildings and improving playing fields throughout the country. Through this project, $2.5 million were allocated to 60 clubs, with the goal of supporting the growth and promoting the development of football at all levels.
UNIÓN DEL FÚTBOL DEL INTERIOR, UN SUEÑO COLECTIVO QUE HOY ES UNA REALIDAD
La APF acompañó el anhelo de la Unión del Fútbol del Interior (UFI) de contar con una sede propia, gestionando los recursos necesarios para concretar la construcción de su edificio corporativo, que hoy cuenta con canchas de fútbol y fútbol playa. Además de participar activamente en los torneos de desarrollo de la APF, se impulsó la profesionalización del Campeonato Nacional de Interligas y el Nacional B de clubes del interior, brindando a los equipos de la UFI la posibilidad concreta de acceder a la categoría Intermedia, fortaleciendo así la integración del fútbol en todo el territorio nacional.
INLAND FOOTBALL UNION. A COLLECTIVE DREAM THAT IS A REALITY TODAY
The APF supported the desire of the Unión del Fútbol del Interior (UFI) to have its own headquarters, arranging the necessary resources for the construction of its corporate building, which today has soccer and beach soccer fields. In addition to actively participating in APF’s development tournaments, the APF promoted the professionalization of the National Interleague Championship and the National B Championship for inland clubs, giving UFI teams the concrete opportunity to advance to the Intermediate category, thus strengthening the integration of soccer throughout the country.
EL CENTRO DE ENTRENAMIENTOS DE LA ALBIRROJA EL CARDE
El Centro de Alto Rendimiento Deportivo “Esc. Óscar Harrison” (CARDE) es uno de los proyectos más significativos desarrollados por la Asociación Paraguaya de Fútbol, transformado en su totalidad mediante una serie de obras y remodelaciones para ofrecer a las selecciones nacionales la mejor infraestructura posible en sus etapas de preparación precompetitiva. Reconocido por la FIFA como uno de los centros de entrenamiento más modernos del mundo, el CARDE se extiende sobre 20 hectáreas y cuenta con seis canchas de césped natural, una cancha sintética, una cancha de fútbol playa, una cancha de futsal techada con césped sintético y medidas reglamentarias, además de un polideportivo, un gimnasio climatizado y completamente equipado de 1.000 m², y una pista sintética de atletismo.

The “Oscar Harrison” High Performance Sports Center (CARDE) is one of the most significant projects developed by the Paraguayan Football Association, completely transformed through a series of renovations and remodeling projects to offer national teams the best possible infrastructure during their precompetition preparation stages. Recognized by FIFA as one of the most modern training centers in the world, CARDE extends over 20 hectares and has six natural grass fields, one synthetic grass field, one beach soccer field, one indoor futsal field with synthetic grass and regulation-size dimensions, as well as a sports center, a fully equipped 1,000 m² air-conditioned gym, and a synthetic athletics track.

El complejo dispone de vestuarios, sala de prensa, sala de conferencias, un edificio de tres plantas destinado a oficinas administrativas y dos hoteles totalmente equipados: uno para la Selección Mayor, con 22 habitaciones dobles y 2 individuales, sala médica, zona de recuperación, oficinas, sala de reuniones y espacios recreativos; y otro para las selecciones juveniles, con 24 habitaciones (23 dobles y 1 individual), que ofrece alojamiento cómodo y funcional para los jóvenes talentos. El predio cuenta además con una cocina industrial con capacidad para alimentar hasta 280 personas, lavandería equipada con tecnología americana de última generación, sistema de seguridad con 32 cámaras de circuito cerrado y una planta de tratamiento de efluentes, garantizando un entorno de entrenamiento completo, seguro y de alto nivel.
The complex includes locker rooms, a press room, a conference room, a three-story building for administrative offices, and two fully equipped hotels: one for the senior national team, with 22 double rooms and 2 single rooms, a medical room, a recovery area, offices, a meeting room, and recreational spaces; and another for the youth teams, with 24 rooms (23 double rooms and 1 single room), offering comfortable and functional accommodations for young talents. The facility also has an industrial kitchen with capacity for up to 280 people, a laundry room equipped with stateof-the-art American technology, a security system with 32 closed-circuit cameras, and a wastewater treatment plant, ensuring a complete, safe, and high-quality training environment.

CARFEM, THE HIGH-PERFORMANCE CENTER FOR WOMEN’S, GRASSROOTS, AND AMATEUR FOOTBALL. The Women’s High Performance Center for Women’s Soccer (CARFEM) represents the Robert Harrison's administration’s commitment to the development, dignity, and growth of women’s soccer in Paraguay. This sports complex is a new stage of achievements for the sport and aims to become a reference model for the entire continent.
Ubicado en un terreno de 14 hectáreas, el CARFEM cuenta con siete canchas de entrenamiento y un estadio con capacidad para 4.000 personas, que incluye palco oficial, sala de break, cabinas de prensa, cuatro vestuarios, sala médica y sala de control antidopaje. Dispone además de dos hoteles totalmente equipados: uno para la Selección Mayor, con 23 habitaciones triples y una individual, sala médica, zona de recuperación, oficinas, vestuarios y gimnasio propio; y otro para las Selecciones Juveniles, con 11 habitaciones triples diseñadas para alojar cómodamente a jugadoras en etapa de formación. El complejo cuenta con un área de monitoreo equipada con 47 cámaras de circuito cerrado, garantizando un entorno seguro, controlado y profesional.
Located on 14 hectares of land, the CARFEM has seven training fields and a stadium with a capacity for 4,000 people, including an official box, a break room, press booths, four locker rooms, a medical room, and an anti-doping control room. It also has two fully equipped hotels: one for the Senior National Team, with 23 triple rooms and one single room, a medical room, a recovery area, offices, locker rooms, and its own gym; and another for the Youth National Teams, with 11 triple rooms designed to comfortably accommodate players in training. The complex has a monitoring area equipped with 47 closed-circuit cameras, ensuring a safe, controlled, and professional environment.

Ubicado en el Comité Olímpico Paraguayo, el complejo abarca 5.000 metros cuadrados de infraestructura de primer nivel, con 5 gimnasios, 10 salas de reuniones, 10 salas de utilería, 10 salas médicas, 20 vestuarios, 18 plazas técnicas, 10 salas de kinesiología, 10 vestuarios para staff, 10 canchas con medidas reglamentarias, dotadas de césped sintético e iluminación, y avaladas por los más altos estándares de calidad.

Más de 2.000 jugadores de las Divisiones Formativas de los clubes de la División de Honor utilizan diariamente estas instalaciones, convirtiéndolo en el principal centro de entrenamiento juvenil del país y uno de los más modernos del continente. El CARDIF representa un modelo innovador para la formación integral de jóvenes futbolistas, promoviendo su desarrollo no solo como atletas de alto rendimiento, sino también como personas comprometidas con su entorno y preparadas para los desafíos sociales y profesionales. More than 2,000 players from the youth divisions of División de Honor clubs use these facilities daily, making it the country’s main youth training center and one of the most modern on the continent. CARDIF represents an innovative model for the comprehensive training of young soccer players, promoting their development not only as high-performance athletes but also as individuals committed to their community and prepared for social and professional challenges. This structural commitment aims to raise the level of competitions organized by the APF and position Paraguayan soccer at a competitive standard in accordance with the demands of modern football.

The Paraguayan Football Association continues to advance the sustainable development of its youth teams, not only from a sporting perspective, but also at a social and cultural level. EL CENTRO DE ALTO RENDIMIENTO PARA EL DESARROLLO DE LAS DIVISIONES FORMATIVAS Y FÚTBOL INFANTIL
Este complejo está orientado al desarrollo integral de niñas y niños de entre 6 y 12 años, lo que permite a la Asociación Paraguaya de Fútbol llegar de forma directa y estructurada a las bases del fútbol, replicando el mismo nivel de atención que se brinda a los atletas de las divisiones formativas de los clubes de Primera División.
Este espacio incluye un estacionamiento de 5.800 m² totalmente iluminado, dos canchas de entrenamiento (una de 105 x 65 metros y otra de 80 x 60 metros) ambas equipadas con sistema de iluminación LED. Además, cuenta con un área de recreación de 325 m², dos muros enfrentados para entrenamientos técnicos, gimnasio equipado, oficinas, torres de filmación y un acceso especial para ambulancias, conectado estratégicamente con todas las canchas para garantizar una asistencia rápida y eficaz.
THE HIGH PERFORMANCE CENTER FOR THE DEVELOPMENT OF YOUTH AND CHILDREN’S FOOTBALL DIVISIONS
This complex is aimed at the comprehensive development of girls and boys between the ages of 6 and 12, allowing the Paraguayan Football Association to reach the grassroots in a direct and structured way, replicating the same level of attention provided to athletes in the training divisions of the First Division clubs.
This space includes a 5,800 m² fully lit parking lot, two training courts (one measuring 105 x 65 meters and the other 80 x 60 meters), both equipped with LED lighting. It also has a 325 m² recreation area, two facing walls for technical training, a fully equipped gym, offices, film towers, and a dedicated ambulance access strategically connected to all courts to ensure rapid and efficient assistance.

EL CENTRO EDUCATIVO CARDIF, UNA APUESTA POR EL DESARROLLO INTEGRAL DE LOS JÓVENES ATLETAS
Mediante un convenio con el Ministerio de Educación y Ciencias, la Asociación Paraguaya de Fútbol da un paso decisivo hacia la integración de la educación formal en el ámbito del alto rendimiento deportivo. El Centro Educativo del CARDIF permitirá que los jóvenes talentos de las Divisiones Formativas se desarrollen como atletas de elite y egresen como bachilleres, con una sólida formación académica, social y emocional. Esta iniciativa posiciona a la APF como pionera en el país y la región al impulsar un modelo de formación integral que trasciende lo deportivo.
El edificio será construido sobre una superficie aproximada de 3.050 m² distribuidos en dos niveles. Contará con 10 aulas, salas médicas, oficinas administrativas y académicas, áreas técnicas de apoyo como psicología, nutrición y Neurosport, además de espacios funcionales como vestuarios, sala de profesores, kitchenette, sala de reuniones y un pasillo central techado con iluminación y ventilación natural. Este nuevo espacio reafirma el compromiso de la APF con la educación, el bienestar y el desarrollo humano, promoviendo valores, salud mental y acompañamiento integral para los futbolistas en etapa formativa.
THE CARDIF EDUCATIONAL CENTER, A COMMITMENT TO THE COMPREHENSIVE DEVELOPMENT OF YOUNG ATHLETES
Through an agreement with the Ministry of Education and Science, the Paraguayan Football Association (APF) takes a decisive step toward integrating formal education into the field of high-performance sports. The CARDIF Educational Center will allow young talents from the youth divisions to develop as elite athletes and graduate with a solid academic, social, and emotional foundation. This initiative positions the APF as a pioneer in the country and the region by promoting a comprehensive training model that transcends the sporting aspect.
The building will cover approximately 3,050 m² distributed in two levels. It will have 10 classrooms, medical suites, administrative and academic offices, technical support areas such as psychology, nutrition, and neurosport, as well as functional spaces such as locker rooms, a staff room, a kitchenette, a meeting room, and a covered central hallway with natural lighting and ventilation. This new space reaffirms the commitment of APF to education, well-being, and human development, promoting values, mental health, and comprehensive support for developing soccer players.

FÚTBOL PARA TODOS, ALIANZA APF Y OLIMPIADAS ESPECIALES PARAGUAY
Desde hace varios años, la Asociación Paraguaya de Fútbol y Olimpiadas Especiales Paraguay trabajan juntos en el impulso de iniciativas que promueven la inclusión y el respeto por la diversidad dentro y fuera del campo de juego. La firma del convenio de cooperación interinstitucional consolida esta alianza estratégica, reafirmando el compromiso de la APF de utilizar el fútbol como herramienta para derribar barreras, fomentar la igualdad de oportunidades y construir una sociedad más justa y solidaria. Como parte de este trabajo conjunto, la APF brinda un apoyo constante a los atletas de Olimpiadas Especiales, acompañando sus procesos de desarrollo y participación en competencias nacionales e internacionales.
En el marco de esta colaboración, se llevan adelante charlas de capacitación dirigidas a funcionarios y colaboradores de la institución, enfocadas en temas de inclusión, igualdad de derechos y respeto a la diversidad. Asimismo, se impulsan actividades deportivas de integración, como la “Semana del Fútbol”, que incorpora el fútbol unificado en eventos de alto impacto, reuniendo a miles de atletas en competencias y espacios formativos. El acompañamiento permanente a las delegaciones nacionales y el trabajo articulado reflejan la convicción de la APF de que el fútbol debe ser un espacio de encuentro, oportunidades y crecimiento para todos.
FOOTBALL FOR ALL. APF AND OLIMPIADAS ESPECIALES PARAGUAY ALLIANCE
For several years, the Paraguayan Football Association and Special Olympics Paraguay have been working together to promote initiatives that encourage inclusion and respect for diversity on and off the field. The signing of the interinstitutional cooperation agreement consolidates this strategic alliance, reaffirming the APF’s commitment to use football as a tool to break down barriers, promote equal opportunities and build a fairer and more caring society. As part of this joint work, the APF provides constant support to Special Olympics athletes, accompanying their development processes and participation in national and international competitions.
Within the framework of this collaboration, training speeches are given to the institution’s employees and collaborators, focused on inclusion, equal rights and respect for diversity. In addition, integration sports activities are promoted, such as the “Football Week”, which incorporates unified football in high-impact events, bringing together thousands of athletes in competitions and training spaces. The permanent support to national delegations and the performed work reflect the APF’s conviction that football should be a space of encounter, opportunities and growth for all.

La Asociación Paraguaya de Fútbol ha logrado una expansión histórica en la cobertura de sus torneos, triplicando la cantidad de partidos transmitidos en vivo por televisión. Pasó de transmitir 350 partidos anuales a triplicar la cobertura en vivo, alcanzando más de 1.000 encuentros de la Primera División (tanto masculina como femenina), así como de la categoría Intermedia. Además, por primera vez se incluyó en la oferta televisiva la transmisión en vivo de partidos correspondientes a las divisiones Primera B, Primera C, y a las modalidades de fútbol playa y futsal FIFA. Este logro refleja el compromiso de la APF con la visibilidad y el crecimiento del fútbol en todas sus categorías.
RECORDS OF TELEVISION TRANSMISSIONS
The Paraguayan Football Association has achieved a historic expansion in its tournament coverage, tripling the number of matches broadcast live on television. It went from broadcasting 350 matches annually to tripling live coverage, reaching more than 1,000 matches in the First Division (both men’s and women’s), as well as in the Intermediate category. Additionally, for the first time, live broadcasts of matches from the First B and First C divisions, as well as FIFA beach soccer and futsal, were included in its television offering. This achievement reflects the APF’s commitment to the visibility and growth of football at all levels.

COPA PARAGUAY: desde 2018, la Copa Paraguay permite que equipos de todas las divisiones de la APF y los clubes campeones departamentales de la UFI compitan en el torneo más grande de fútbol de clubes del país, llevando nuestro deporte a todos los rincones de la geografía patria. Desde 2023, otorga cupo a la Copa Libertadores.
LA SUPERCOPA PARAGUAY, disputada entre el campeón con mayor suma de puntos de la Copa de Primera y el de la Copa Paraguay.
INNOVACIÓN EN LA LIGA FEMENINA: desde el 2024, el torneo fue denominado “Campeonato Anual FEM” y se implementaron nuevos torneos: la Copa EFE, la Copa Paraguay FEM y la Supercopa Paraguay FEM, aportando significativamente a la ansiada equidad en el fútbol nacional, esto acompañado del plan progresivo de profesionalización de las jugadoras que se implementó en el 2021.
NEW AND INNOVATIVE TOURNAMENTS TO ENHANCE LOCAL COMPETITIONS
PARAGUAY CUP: Since 2018, the Paraguay Cup has allowed teams from all APF divisions and the departmental champion clubs of the UFI to compete in the country’s largest club football tournament, bringing our sport to every corner of the country. Since 2023, it grants a place in the Copa Libertadores.
PARAGUAY SUPER CUP: Disputed between the champion with the highest number of points from the Copa de Primera and the Copa Paraguay.
INNOVATION IN THE WOMEN’S LEAGUE: Since 2024, the tournament has been named the “Annual Women’s Championship,” and new tournaments have been implemented: the Copa EFE, the Copa Paraguay FEM, and the Supercopa Paraguay FEM, greatly contributing to the long-awaited equality in national football. This is accompanied by the progressive professionalization plan for female players implemented in 2021.

EL VAR: PARAGUAY, A LA VANGUARDIA EN TECNOLOGÍA ARBITRAL
La APF se posicionó entre las primeras federaciones de Sudamérica en implementar el sistema de VAR (sigla en inglés del Video Assistant Referee) en sus competiciones oficiales. Esta incorporación respondió a la decisión de elevar los estándares del arbitraje nacional, garantizando mayor transparencia, justicia deportiva y alineación con las mejores prácticas del fútbol mundial. Esta apuesta por la innovación tecnológica no solo fortaleció la transparencia y la justicia deportiva, sino que también ubicó al fútbol paraguayo a la altura de las principales ligas del mundo en materia de modernización arbitral.
VAR: PARAGUAY, AT THE FOREFRONT OF REFEREEING TECHNOLOGY
The APF was among the first federations in South America to implement the VAR (Video Assistant Referee) system in its official competitions. This incorporation was a response to the decision to raise the standards of national refereeing, ensuring greater transparency, sporting fairness, and alignment with best practices in world football. This commitment to technological innovation not only strengthened transparency and sporting fairness, but also placed Paraguayan football on par with the world’s leading leagues in terms of refereeing modernization.
INCREMENTO HISTÓRICO EN LOS INGRESOS POR DERECHOS DE TELEVISACIÓN
La Asociación Paraguaya de Fútbol logró una evolución sin precedentes en materia de comercialización de derechos televisivos. Entre 2017 y 2027, se quintuplicaron los ingresos por derechos de televisación, pasando de 350.000 a 1.800.000 dólares anuales, con un impacto directo en los clubes beneficiarios.
Asimismo, se revalorizaron significativamente los derechos comerciales de la Selección Nacional, pasando de 18,6 millones de dólares a más de 25 millones en las últimas dos clasificatorias mundialistas.
A esto se suma la implementación, desde 2022, del régimen económico para campeones, a través del cual los ganadores de los principales torneos reciben premios monetarios, fortaleciendo la competitividad del fútbol paraguayo.
HISTORIC INCREASE IN REVENUE FROM TELEVISION RIGHTS
The Paraguayan Football Association achieved unprecedented growth in the marketing of television rights. Between 2017 and 2027, revenue from television rights increased fivefold, from $350,000 to $1,800,000 annually, with a direct impact on the beneficiary clubs.
Likewise, the national team’s commercial rights have increased significantly, rising from $18.6 million to over $25 million in the last two World Cup qualifiers.
Added to this is the implementation, starting in 2022, of the champions’ economic scheme, through which the winners of major tournaments receive monetary prizes, strengthening the competitiveness of Paraguayan football.

La Asociación Paraguaya de Fútbol fue la primera en Sudamérica en suspender sus competiciones al inicio de la pandemia, priorizando la salud y la seguridad de todos los actores del fútbol. También fue la primera en reanudar la actividad, en julio de 2020, gracias a la implementación de un protocolo sanitario riguroso y efectivo.
Este plan incluyó el desarrollo de plataformas innovadoras de fiscalización y control, como el carnet del hincha seguro, además de procesos de vacunación, testeos gratuitos y burbujas sanitarias. El retorno del fútbol se logró sin generar focos de contagio, constituyéndose en un modelo regional de gestión responsable y en un aporte histórico del fútbol organizado a una de las más excepcionales necesidades sociales del Paraguay.
THE PANDEMIC: A MANAGEMENT MODEL
The Paraguayan Football Association was the first in South America to suspend its competitions at the start of the pandemic, prioritizing the health and safety of all football players. It was also the first to resume activities, in July 2020, thanks to the implementation of a rigorous and effective health protocol.
This plan included the development of innovative monitoring and control platforms, such as the Safe Fan Card, as well as vaccination processes, free testing, and health bubbles. The return of football was achieved without creating outbreaks, constituting a regional model of responsible management and a historic contribution of organized football to one of Paraguay’s most exceptional social needs.
LA OFICINA DE SALVAGUARDA, UN COMPROMISO INSTITUCIONAL CON LA PROTECCIÓN DE NIÑAS, NIÑOS Y ADOLESCENTES EN EL FÚTBOL
La creación de la Oficina de Salvaguarda de la Asociación Paraguaya de Fútbol marcó un hito en la promoción de derechos dentro del deporte nacional. Concebida como un espacio institucional, tiene como objetivo garantizar entornos seguros, inclusivos y libres de violencia, abuso o discriminación en todas las disciplinas del fútbol paraguayo, en consonancia con los estándares de FIFA, CONMEBOL y marcos nacionales e internacionales de protección de la niñez.
Desde su implementación, la Oficina de Salvaguarda ha desarrollado capacitaciones, campañas de sensibilización y materiales educativos dirigidos a jugadores, entrenadores, personal técnico y dirigentes. Entre sus principales acciones se destacan la presentación del protocolo “Prevención y atención integral ante situaciones de violencia hacia niñas, niños y adolescentes en el contexto del fútbol”, elaborado junto al Ministerio de la Niñez y la Adolescencia, y el protocolo “Prevención y actuación institucional ante situaciones de violencia, acoso y discriminación en el ámbito del fútbol para mujeres adultas”, desarrollado junto al Ministerio de la Mujer. Ambos documentos contaron con el acompañamiento del Fondo de Población de las Naciones Unidas (UNFPA), y refuerzan el enfoque preventivo y transversal que posiciona a la APF como referente regional en salvaguarda con enfoque de derechos.
THE SAFEGUARDING OFFICE, AN INSTITUTIONAL COMMITMENT TO THE PROTECTION OF GIRLS, BOYS, AND ADOLESCENTS IN FOOTBALL
The creation of the Paraguayan Football Association’s Safeguarding Office marked an important event in the promotion of rights within national sport. Conceived as an institutional space, its objective is to guarantee safe, inclusive environments free from violence, abuse, or discrimination in all disciplines of Paraguayan football, in line with the standards of FIFA, CONMEBOL, and national and international child protection frameworks.
Since its implementation, the Safeguarding Office has developed training, awareness campaigns, and educational materials for players, coaches, technical staff, and managers. Its main actions include the presentation of the protocol “Prevention and Comprehensive Care in Situations of Violence Against Girls, Boys, and Adolescents in the Context of Football,” developed in conjunction with the Ministry of Children and Adolescents, and the protocol “Prevention and Institutional Action in Situations of Violence, Harassment, and Discrimination in the Field of Football for Adult Women,” developed in conjunction with the Ministry of Women’s Affairs. Both documents were supported by the United Nations Population Fund (UNFPA) and reinforce the preventive and cross-cutting approach that positions the APF as a regional benchmark in rights-based safeguarding.

Durante la gestión del presidente Robert Harrison, la Asociación Paraguaya de Fútbol reafirmó su compromiso social mediante alianzas estratégicas orientadas a promover la salud, la educación y la protección de la infancia, utilizando al fútbol como una poderosa herramienta de transformación y cohesión.

During President Robert Harrison’s administration, the Paraguayan Football Association reaffirmed its social commitment through strategic alliances aimed at promoting health, education, and child protection, using football as a powerful tool for transformation and cohesion.
Among the main partnerships are those developed with the FIFA Foundation, the Golazo Program, the Global Compact Paraguay, the United Nations Population Fund (UNFPA), the Food and Agriculture Organization of the United Nations (FAO), the Ministry of Children and Adolescents, the Ministry of Women, the Paraguayan Olympic Committee, Special Olympics, Plan Paraguay, A Todo Pulmón and other organizations that have been key to turning football into a vehicle for generating well-being for the entire population.
LA APF SE ADHIERE AL PACTO GLOBAL DE LA ONU
El 27 de febrero de 2019, la Asociación Paraguaya de Fútbol formalizó su adhesión al Pacto Global de las Naciones Unidas, convirtiéndose en la primera federación deportiva del país en sumarse a esta red mundial de sostenibilidad corporativa. Con esta decisión, la APF reafirmó su compromiso con los principios universales de derechos humanos, trabajo decente, medioambiente y lucha contra la corrupción, en línea con los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030.
Desde entonces, participa activamente en las Mesas Temáticas impulsadas por la red local del Pacto Global, abordando temas clave como equidad, gobernanza ética y sostenibilidad ambiental. Además, la APF contribuye de manera directa al cumplimiento de 15 de los 17 ODS, consolidando su rol como un actor estratégico en la construcción de un Paraguay más justo, inclusivo y sostenible desde el deporte.
THE APF JOINS THE UN GLOBAL COMPACT
On February 27, 2019, the Paraguayan Football Association formalized its adherence to the United Nations Global Compact, becoming the first sports federation in the country to join this global corporate sustainability network. With this decision, the APF reaffirmed its commitment to the universal principles of human rights, decent work, the environment, and the fight against corruption, in line with the Sustainable Development Goals (ODS) of the 2030 Agenda.
Since then, it has actively participated in the Thematic Roundtables promoted by the Global Compact’s local network, addressing key topics such as equity, ethical governance, and environmental sustainability. Furthermore, the APF directly contributes to the achievement of 15 of the 17 ODS, consolidating its role as a strategic player in building a more just, inclusive, and sustainable Paraguay through sport.

FOOTBALL WITH PURPOSE: APF JOINS THE UN GLOBAL TEAM
On December 19, 2024, the Paraguayan Football Association (APF) was confirmed as a member of Football for the Goals, the United Nations global initiative that aligns the football ecosystem with the Sustainable Development Goals (ODS). With this membership, the APF joins a network of more than 320 organizations committed to sustainability, equality, climate action, and human rights, consolidating its role as an agent of change through sport.
This event represents the continuation of the APF’s work within the framework of the UN Global Compact, whose ten principles (on human rights, labor, the environment, and anti-corruption) guide its institutional policies. This participation reaffirms the commitment to use football as an educational and social tool to build a more just, inclusive, and sustainable future.
EL FÚTBOL COMO ESPACIO DE CONCIENCIACIÓN Y PROTECCIÓN
La Asociación Paraguaya de Fútbol reafirmó su compromiso con un fútbol que inspira valores y transforma realidades, acompañando activamente campañas de concienciación social de gran impacto. Entre ellas, se destacan la campaña del UNFPA “#QuieroVivirAsí. SinViolencia”, orientada a promover la igualdad, el respeto y los derechos humanos; la campaña “Todos Somos Responsables” del Ministerio de la Niñez y la Adolescencia, que busca generar conciencia sobre la protección de los derechos de niñas, niños y adolescentes; y la campaña “Sospechar y Proteger” impulsada por FIFA, que promueve el reconocimiento y tratamiento inmediato de las conmociones cerebrales como un riesgo serio para los futbolistas.
El trabajo desarrollado por la APF en la implementación de esta última campaña fue reconocido internacionalmente: la FIFA lo presentó como un “ejemplo de excelencia” durante el Congreso de la IFAB, y la institución recibió las felicitaciones del máximo órgano del fútbol mundial por su ejecución rigurosa y comprometida. Estas acciones refuerzan el rol de la APF como promotora de buenas prácticas dentro y fuera del campo de juego, integrando el deporte con la salud, la educación y la protección de derechos.
FOOTBALL AS A SPACE FOR AWARENESS AND PROTECTION
The Paraguayan Football Association reaffirmed its commitment to a football that inspires values and transforms realities, actively supporting high-impact social awareness campaigns. These include the UNFPA campaign “#QuieroVivirAsí. SinViolencia,” aimed at promoting equality, respect, and human rights; the Ministry of Children and Adolescents’ “Todos Somos Responsables” campaign, which seeks to raise awareness about the protection of the rights of children and adolescents; and the FIFA-sponsored “Sospechar y Proteger” campaign, which promotes the recognition and immediate treatment of concussions as a serious risk for footballers.
The work carried out by the APF in implementing this latest campaign was internationally recognized: FIFA presented it as an “example of excellence” during the IFAB Congress, and the institution received congratulations from the world’s highest football body for its rigorous and committed implementation. These actions reinforce the APF’s role as a promoter of good practices on and off the field of play, integrating sport with health, education, and the protection of rights.

Paraguay fue seleccionado como uno de los cuatro países del mundo (junto a Belice, India y Mauritania) para implementar el programa “Educación Digital. Desarrollando habilidades a través de la Educación, la Tecnología y el Fútbol”, impulsado por la Fundación FIFA. Esta iniciativa tiene como objetivo fomentar competencias digitales en 10.000 niñas y niños en situación de vulnerabilidad, promoviendo habilidades como el pensamiento computacional, la creatividad, la resolución de problemas y el trabajo colaborativo, mediante actividades vinculadas con la programación, la robótica y el fútbol.
Esta elección reconoce el ambiente sociopolítico y la credibilidad institucional de Paraguay, que hoy ofrece condiciones favorables para el desarrollo de programas de impacto social, educativo y tecnológico a nivel global.
FIFA FOUNDATION
Paraguay was selected as one of four countries worldwide (along with Belize, India, and Mauritania) to implement the “Digital Education. Developing Skills through Education, Technology, and Football” program, promoted by the FIFA Foundation. This initiative aims to foster digital skills in 10,000 vulnerable children, promoting skills such as computational thinking, creativity, problem-solving, and collaborative work through activities related to programming, robotics, and football.
This choice recognizes Paraguay’s sociopolitical environment and institutional credibility, which today offers favorable conditions for the development of programs with a global social, educational, and technological impact.
APF Y MBOJA’O: ALIANZA CONTRA EL HAMBRE Y EL DESPERDICIO DE ALIMENTOS
Desde 2021, la Asociación Paraguaya de Fútbol y la empresa social Mboja’o trabajan en conjunto en la recuperación de alimentos en buen estado para destinarlos a comedores sociales y entidades benéficas. A través de esta alianza, ya se han rescatado más de 1.376 kg de alimentos, en una acción que contribuye directamente al cumplimiento de los Objetivos de Desarrollo Sostenible: Hambre Cero, Producción y Consumo Responsables, y Acción por el Clima.
En 2023, esta iniciativa fue reconocida por el Pacto Global en la categoría “Planeta” de los Reconocimientos ODS, por su impacto social y ambiental. Una muestra concreta de cómo el fútbol también puede ser un motor de transformación y sostenibilidad.
APF AND MBOJA’O: ALLIANCE AGAINST HUNGER AND FOOD WASTE
Since 2021, the Paraguayan Football Association and the social enterprise Mboja’o have been working together in the recovery of food in good condition to be donated to soup kitchens and charities. Through this partnership, more than 1,376 kg of food have already been recovered, an initiative that contributes directly to the fulfillment of the Sustainable Development Goals: Zero Hunger, Responsible Production and Consumption, and Climate Action.
In 2023, this initiative was recognized by the Global Compact in the “Planet” category of the SDG Awards for its social and environmental impact. A concrete example of how football can also be a driver of transformation and sustainability.
EL MUNDIAL 2030 SE JUGARÁ EN CASA
La Asociación Paraguaya de Fútbol lideró una gestión histórica para que Paraguay sea sede de un evento sin precedentes: la Copa Mundial de la FIFA 2030. El trabajo articulado con la FIFA, la CONMEBOL y el Gobierno Nacional permitió cumplir con cada uno de los requisitos exigidos, bajo principios de transparencia, eficiencia y visión estratégica.
El 11 de diciembre de 2024, durante un Congreso Extraordinario, la FIFA ratificó que los partidos inaugurales del Mundial 2030 se disputarán en Uruguay, Argentina y Paraguay, como parte de una edición conmemorativa por los 100 años de la Copa del Mundo. Será la primera ocasión en que el torneo se juegue en tres continentes y en seis países, y Paraguay tendrá el histórico privilegio de albergar, por primera vez, un partido de una Copa Mundial de la FIFA en su territorio. Cabe recordar que el país ya fue anfitrión de un certamen mundialista en 2019, cuando organizó con éxito el Mundial de Fútbol Playa.
THE 2030 WORLD CUP WILL BE PLAYED AT HOME
The Paraguayan Football Association led a historic effort to ensure Paraguay hosted an unprecedented event: the 2030 FIFA World Cup. The collaborative work with FIFA, CONMEBOL, and the National Government enabled it to meet every requirement, under the principles of transparency, efficiency, and strategic vision.
On December 11, 2024, during an Extraordinary Congress, FIFA ratified that the opening matches of the 2030 World Cup will be played in Uruguay, Argentina, and Paraguay, as part of a commemorative edition marking the 100th anniversary of the World Cup. This will be the first time the tournament will be played on three continents and in six countries, and Paraguay will have the historic privilege of hosting, for the first time, a FIFA World Cup match on its territory. It is important to mention that the country previously hosted a World Cup in 2019, when it successfully organized the Beach Soccer World Cup.

La naciente Liga Paraguaya de Fútbol recibe como donación el predio para la construcción del futuro estadio, situado en el barrio Sajonia de Asunción, en las cercanías del Río Paraguay. El 24 de junio se adquiere la manzana número 52 y desde septiembre inicia el desmonte del predio.
El 10 de febrero se coloca la piedra angular para la construcción del que se denominaría “Stadium Sajonia”, la construcción tomaría cerca de un año.
Con el fútbol reunificado en el país se inaugura el nuevo estadio de la Liga Paraguaya de Fútbol, llamado “Puerto Sajonia” el 4 de noviembre, en donde el torneo nacional comenzará a disputar sus juegos con mayor convocatoria, siendo una de las primeras asociaciones del continente en contar con estadio propio.
El 11 de mayo el estadio recibe por primera vez a la Selección Paraguaya, en lo que será el estadio de la Albirroja hasta nuestros días. Al año siguiente, el 27 de junio alberga su primer superclásico entre Olimpia y Cerro Porteño.
Tras la organización del Campeonato Sudamericano (CONMEBOL Copa América) en Uruguay y la victoria de la selección charrúa en los Juegos Olímpicos de París, el estadio de "Puerto Sajonia" pasó a llamarse "Uruguay".
El Estadio “Puerto Sajonia”, tiene la primera victoria de la Selección Paraguaya, fue por 1-0 ante Uruguay con el gol de Gerardo Rivas el 16 de agosto.
The nascent Paraguayan Football League received a donation of land for the construction of its future stadium, located in the Sajonia neighborhood of Asunción, near the Paraguay River. Block 52 was acquired on June 24, and clearing of the site began in September.
On February 10, the cornerstone was laid for the construction of what would be called “Sajonia Stadium,” which would take about a year to build.
With football reunited in the country, the new stadium of the Paraguayan Football League, called “Puerto Sajonia,” is inaugurated on November 4. The national league will begin playing its games with a larger attendance, becoming one of the first associations on the continent to have its own stadium.
On May 11, the stadium hosted the Paraguayan national team for the first time, which remains the home of the Albirroja to this day. The following year, on June 27, it hosted its first Superclásico between Olimpia and Cerro Porteño.
Following the organization of the South American Championship (CONMEBOL Copa América) in Uruguay and the Uruguayan national team's victory at the Paris Olympic Games, the "Puerto Sajonia" stadium was renamed "Uruguay."
The “Puerto Sajonia” Stadium is home to the Paraguayan national team’s first victory, a 1-0 victory over Uruguay with a goal from Gerardo Rivas on August 16.
La Guerra del Chaco suspende toda actividad y el estadio de “Puerto Sajonia” se pone a disposición del estado paraguayo, funcionando como Hospital de Sangre y acantonamiento de tropas para la contienda.
Con el dinero obtenido por el campeonato de la Selección Paraguaya en la CONMEBOL Copa América de Perú, se dispuso la construcción de la tribuna “Campeones de Lima”. Con esta construcción, el estadio cambia su orientación del campo de juego, de este a oeste para ser de norte a sur en sus graderías, orientación geográfica que se mantiene en la actualidad.
El estadio recibe su primera final continental de clubes, coincidente con la primera disputa de la CONMEBOL Libertadores, la segunda y decisiva final entre Olimpia y Peñarol de Uruguay se juega en el estadio de Puerto Sajonia con empate 1-1.
El 12 de octubre, el estadio inaugura su sistema de iluminación en el choque entre Paraguay y Argentina. Así, el recinto de Sajonia da un paso preponderante en su modernización. Los juegos del torneo local empezarían a disputarse también a la noche.
Con miras al mundial de México 1970, se construye el sector de las graderías sur, tomando lugar sobre el histórico “murallón” que se encontraba detrás de uno de los arcos.
El 25 de marzo, la Selección Paraguaya logra el título en el torneo “Juventud de América”, que posteriormente se denominaría Campeonato Sudamericano Sub 20. La Albirroja se consagró invicta, completando el torneo con 3 victorias y 2 empates.
The Chaco War suspended all activities, and the Puerto Sajonia stadium was made available to the Paraguayan government, serving as a blood hospital and troop quarters for the war.
With the money raised from the Paraguayan national team’s championship in the CONMEBOL Copa América in Peru, the construction of the “Campeones de Lima” grandstand was funded. With this construction, the stadium changed its playing field orientation from east to west to north to south in its bleachers, a geographic orientation that remains in place today.
The stadium hosts its first continental club final, coinciding with the first CONMEBOL Libertadores tournament. The second and decisive final between Olimpia and Peñarol of Uruguay is played at the Puerto Sajonia stadium, with the game ending in a 1-1 draw.
On October 12, the stadium inaugurates its lighting system for the match between Paraguay and Argentina. Sajonia Stadium takes a significant step in its modernization. The local tournament’s games will also begin to be played at night.
In preparation for the 1970 World Cup in Mexico, the south grandstands were built over the historic “wall” that stood behind one of the goals.
On March 25, the Paraguayan national team won the “Juventud de América” tournament, later renamed the South American U-20 Championship. La Albirroja went undefeated, completing the tournament with three wins and two draws.

El 16 de abril, desde la presidencia de la Liga Paraguaya de Fútbol y como homenaje a los combatientes de la Guerra del Chaco, se decide el cambio de nombre a “De los Defensores del Chaco”.
Se da inicio a la construcción del sector de graderías este, que actualmente es el sector de plateas, quizás el lado más visible a nivel internacional del estadio. Ese mismo año, el 19 de junio recibiría el estadio su primera final internacional de equipos no paraguayos, entre Independiente de Avellaneda de Argentina y Unión Española de Chile.
El 28 de noviembre, la Selección Paraguaya lograría otro hito en su historia, consagrarse campeón de la CONMEBOL Copa América. En el primer partido, disputado en el Defensores del Chaco derrotaría 3-0 a Chile y de esta forma encaminaría su camino hacia la segunda copa continental de selecciones. Ese mismo año recibe su tercera final de la CONMEBOL Libertadores, con una asistencia de público de 49.005 personas.
Se inician refacciones en los sectores de preferencias, se extiende la construcción hacia el sector de graderías sur. Con esto se logrará darle mayor comodidad a los medios de comunicación que ganarían un espacio para las transmisiones.
El 17 de abril recibe una nueva edición del superclásico paraguayo, donde se registra el partido con mayor asistencia, pagaron sus boletos un total de 49.095 espectadores superando a la final de la CONMEBOL Libertadores de 1979.
The expansion of the northern section of the stadium is completed. The Association’s administrative offices will be located in the Sajonia stadium, thus saving significant capital for reinvestment in football.
On April 16, the president of the Paraguayan Football League decided to change the name to “De los Defensores del Chaco” (Defenders of the Chaco) as a tribute to the combatants of the Chaco War.
Construction begins on the eastern bleachers, which are currently the grandstand section, perhaps the most internationally visible part of the stadium. That same year, on June 19, the stadium hosted its first international final involving non-Paraguayan teams, between Independiente de Avellaneda of Argentina and Unión Española of Chile.
On November 28, the Paraguayan national team achieved another important event in its history: it was crowned champion of the CONMEBOL Copa América. In the first match, played at the Defensores del Chaco stadium, it defeated Chile 3-0, and would thus be on its way to its second continental national team cup. That same year, it hosted its third CONMEBOL Libertadores final, with a crowd of 49,005.
Renovations are beginning in the priority seating areas, and construction is expanding to the south seating area. This will provide greater comfort for the media, which will gain a space for broadcasts.
On April 17, the Paraguayan Superclásico will be played again, marking the largest attendance of any match. A total of 49,095 spectators paid for their tickets, surpassing the 1979 CONMEBOL Libertadores final.
El Defensores del Chaco recibiría el Preolímpico para los Juegos Olímpicos de Barcelona, nuevamente la Albirroja se luciría en el gramado del estadio del barrio Sajonia para consagrarse campeón ante su gente y llegar a la cita olímpica.
Se encararían las remodelaciones más importantes en el estadio para ponerlo a niveles de los estándares de FIFA. Se realizaría la colocación de sillas en diversos sectores, transformación de vestuarios, modernización del campo de juego, cabinas de prensa, adecuación de mobiliarios, entre otros. Aparecería el sector de Preferencias “E”, las Plateas se extenderían y desaparecerían los sectores de “Populares”.
Por primera vez, Paraguay era anfitrión de una CONMEBOL Copa América, siendo el Defensores del Chaco su principal recinto de disputa. A partir del 29 de junio recibiría nueve partidos de la competencia continental de selecciones que tuvo a Brasil como campeón.
Desde marzo se iniciaría la extensión de las graderías norte y sur, acercándolas al nivel de la cancha y dando mayor capacidad.
Se realizan reformas de infraestructura en los sectores de graderías y en plateas, de esta forma nace el sector de VIP Albirroja, a un nivel cercano al campo de juego. Además, se realiza la construcción de nuevos palcos.
El estadio Defensores del Chaco inaugura su nuevo sistema de iluminación con luces LED el 4 de setiembre, permitiendo una mejor visibilidad para espectadores como un aprovechamiento óptimo de la energía eléctrica.
Defensores del Chaco would receive the Pre-Olympic tournament for the Barcelona Olympics Games, and once again the Albirroja would shine on the field at the Sajonia neighborhood stadium to be crowned champion in front of their fans and reach the Olympic event.
Major renovations would be undertaken bringing the stadium up to FIFA standards. Seats would be installed in various sections, the locker rooms would be transformed, the playing field and press boxes would be modernized, and the furnishings would be adapted, among other things. The “E” Preferences section would be created, the Stalls would be extended, and the “Popular” sections would be eliminated.
For the first time, Paraguay hosted a CONMEBOL Copa América, with the Defensores del Chaco as its main venue. Starting on June 29, it would host nine matches of the continental international competition, which was crowned champion by Brazil.

En 1925, la Asociación Paraguaya de Fútbol se integró oficialmente a la FIFA. Fue un paso decisivo para consolidar su protagonismo en el mapa del fútbol mundial. La afiliación significó mucho más que una formalidad. Paraguay pasaba a formar parte de la gran familia del fútbol, accediendo a competencias, apoyo institucional y visibilidad internacional.
La participación en torneos sudamericanos y la progresiva inserción en la estructura de la FIFA marcaron el crecimiento del fútbol nacional en las décadas de 1930 y 1940. Paraguay debutó en el Mundial de Uruguay 1930, solo cinco años después de la afiliación. Fue una demostración temprana del valor que el país otorgaba a este nuevo lazo.
Durante décadas, la APF mantuvo una participación activa en congresos, comisiones y eventos FIFA, siendo considerada una federación comprometida. Gracias a esta alianza, la APF accedió a programas de infraestructura, capacitación y modernización, incluyendo el desarrollo y fortalecimiento del fútbol base.
En varias ocasiones, Paraguay recibió con orgullo visitas y encuentros internacionales de la FIFA. El punto culminante: la elección de Asunción como sede del 75° Congreso de la FIFA.
Presidentes y delegados paraguayos han llevado la voz del país hasta las más altas instancias de la FIFA, defendiendo proyectos, ideas y el espíritu del fair play sudamericano.
Durante crisis económicas, sociales o sanitarias, la FIFA acompañó a la APF con asistencia técnica y financiera, fortaleciendo aún más una relación basada en la solidaridad.
La relación entre APF y FIFA es hoy un ejemplo de cooperación institucional. Un siglo después, aquella firma de 1925 se sigue traduciendo en oportunidades y crecimiento compartido.
A CENTURY WITH FIFA: 100 YEARS OF BROTHERHOOD AND GLOBAL PROJECTION
In 1925, the Paraguayan Football Association officially joined FIFA. It was a decisive step in consolidating its position on the world football scene. Membership meant much more than a formality. Paraguay became part of the great football family, gaining access to competitions, institutional support, and international visibility.
Participation in South American tournaments and progressive integration into the FIFA structure marked the growth of national football in the 1930s and 1940s. Paraguay made its debut in the 1930 World Cup in Uruguay, only five years after its affiliation. It was an early demonstration of the value the country placed on this new bond.
For decades, the APF has actively participated in FIFA congresses, committees, and events, earning a reputation as a committed federation. Thanks to this partnership, the APF has had access to infrastructure, training, and modernization programs, including the development and strengthening of grassroots football.
On several occasions, Paraguay has proudly hosted FIFA visits and international meetings. The highlight: the election of Asunción as the host of the 75th FIFA Congress.
Paraguayan presidents and delegates have brought the country’s voice to the highest levels of FIFA, defending projects, ideas, and the spirit of South American fair play.
During economic, social, and health crises, FIFA supported the APF with technical and financial assistance, further strengthening a relationship based on solidarity.
The relationship between the APF and FIFA is today an example of institutional cooperation. A century later, that 1925 agreement is still translating into opportunities and shared growth.

La afiliación de la Asociación Paraguaya de Fútbol a la FIFA en 1925 no solo significó la integración al escenario mundial del deporte, sino que, a lo largo de las décadas, ha dado origen a una alianza estratégica que ha transformado profundamente el desarrollo del fútbol paraguayo.
Uno de los reflejos más concretos de ese vínculo es la colaboración constante en el marco del programa FIFA Forward, a través del cual la APF ha ejecutado obras clave, ha ampliado su infraestructura institucional y ha consolidado una visión de crecimiento con bases sólidas.

The Paraguayan Football Association’s affiliation with FIFA in 1925 not only meant its integration into the world stage of sport, but over the decades has given rise to a strategic alliance that has profoundly transformed the development of Paraguayan football.
One of the most concrete reflections of this bond is the ongoing collaboration within the framework of the FIFA Forward program, through which the APF has executed key projects, expanded its institutional infrastructure, and consolidated a vision of growth based on solid foundations.
Since 2018, APF has carried out multiple strategic infrastructure projects with FIFA funds, all of them aimed at strengthening structural pillars of the national soccer:
• Centro de Alto Rendimiento Deportivo “Esc. Óscar Harrison” - CARDE (2018): Reestructuración y adecuación del Centro de Alto Rendimiento Deportivo “Esc. Óscar Harrison”, con apoyo del programa FIFA Forward 1.0.
• Estadio Mundialista “Los Pynandi” (2019): Construido con fondos de competiciones FIFA, fue inaugurado para albergar la Copa Mundial de Fútbol Playa de la FIFA Paraguay 2019.
• Centro de Alto Rendimiento de Fútbol Femenino - CARFEM (2022): Compra de un predio y obras para la creación del primer Centro de Alto Rendimiento exclusivo para el fútbol femenino, con la colaboración del programa FIFA Forward 2.0.
• Centro de Alto Rendimiento de las Divisiones Formativas - CARDIF (2024): Un moderno centro de alto rendimiento destinado a las divisiones formativas, inaugurado en abril de 2024 que contó igualmente con el aporte de los fondos de FIFA Forward 3.0.
Estos proyectos representan el compromiso genuino de la APF con el crecimiento del fútbol paraguayo en infraestructura, capacitación y desarrollo institucional, con una fuerte apuesta por la equidad de género, la formación integral y el fomento del liderazgo en todos los niveles de este deporte.
• “Esc. Óscar Harrison” High Performance Sports CenterCARDE (2018): Restructuring and adaptation of the “Esc. Óscar Harrison” High Performance Sports Center, with support from the FIFA Forward 1.0 program.
• “Los Pynandi” World Cup Stadium (2019): Built with funds from FIFA competitions, it was inaugurated to host the FIFA Beach Soccer World Cup Paraguay 2019.
• Women’s High-Performance Soccer Center - CARFEM (2022): Purchase of land and construction works for the creation of the first High-Performance Center exclusively for women’s soccer, with the cooperation of the FIFA Forward 2.0 program.
• High Performance Centre for Training Divisions - CARDIF (2024): A modern high performance centre for training divisions, inaugurated in April 2024, which also received funding from FIFA Forward 3.0.
These projects represent the APF’s genuine commitment to the growth of Paraguayan football in infrastructure, training, and institutional development, with a strong commitment to gender equality, comprehensive training, and the promotion of leadership at all levels of the sport.
Además de las obras de infraestructura, la cooperación entre la APF y la FIFA se ha extendido a una amplia gama de programas educativos, capacitaciones, equipamientos y seminarios, que han beneficiado directamente a miles de actores del fútbol paraguayo. Entre 2017 y 2024, fueron capacitados 812 profesionales en áreas clave como fútbol base, femenino, playa, futsal, programas de formadores y políticas de salvaguarda. En el mismo período, 455 árbitros —incluyendo jueces VAR, de élite e instructores— participaron en instancias formativas de alto nivel.
El alcance de estos programas también se refleja en el exitoso desarrollo del programa Football for Schools, que llegó a 101 escuelas primarias de todo el país, mediante la entrega de 5.486 pelotas, 4.100 chalecos y recursos digitales, reafirmando el compromiso con la educación integral y el deporte desde edades tempranas.
A este esfuerzo se suma el Programa de Educación Digital de la FIFA, que beneficiará a un centenar de instituciones educativas en todo el territorio nacional, promoviendo el uso de herramientas tecnológicas como soporte al desarrollo del fútbol. Asimismo, el Programa FIFA Arena dotará de infraestructura de primer nivel a los colegios nacionales de enseñanza media diversificada, Gral. Elizardo Aquino y Silvio Pettirossi, mediante la instalación de canchas de césped sintético para la promoción del deporte y sus valores.
En el marco de estos acuerdos de cooperación, también se prevé una nueva etapa de expansión del CARDIF, con el moderno Pabellón Social, que se integra al ecosistema de formación dirigido a los jóvenes talentos del país.
Este conjunto de acciones pone en evidencia el rol clave de la FIFA como aliado del crecimiento del fútbol paraguayo y confirma el compromiso de la APF con una gestión moderna, inclusiva y sustentable.
La designación de Paraguay como una de las sedes inaugurales del Mundial 2030 —junto a Argentina y Uruguay— representa otro hito histórico que enriquece el legado de esta alianza centenaria. Esta participación simbólica en la edición del centenario de la Copa Mundial de la FIFA consolida el posicionamiento internacional de la APF y ratifica el reconocimiento al esfuerzo sostenido por el desarrollo del fútbol en el país. Será una celebración que conectará pasado, presente y futuro, con el protagonismo de Paraguay en la escena global.
A cien años de aquella firma en 1925, esta relación no solo se mantiene vigente, sino que proyecta con firmeza el futuro del fútbol nacional.
In addition to infrastructure projects, the cooperation between the APF and FIFA has extended to a wide range of educational programs, training, equipment, and seminars, which have directly benefited thousands of Paraguayan football players. Between 2017 and 2024, 812 professionals were trained in key areas such as grassroots, women’s, beach, and futsal, as well as trainer programs and safeguarding policies. During the same period, 455 referees including VAR referees, elite referees, and instructors—participated in high-level training sessions.
The reach of these programs is also reflected in the successful implementation of the Football for Schools program, which reached 101 elementary schools across the country, delivering 5,486 balls, 4,100 vests, and digital resources, reaffirming the commitment to comprehensive education and sport from an early age.
Adding to this effort is the FIFA Digital Education Program, which will benefit one hundred educational institutions across the country, promoting the use of technological tools to support the development of football. Likewise, the FIFA Arena Program will provide first-class infrastructure to national high schools, Gral. Elizardo Aquino and Silvio Pettirossi, through the installation of synthetic grass fields to promote the sport and its values.
Within the framework of these cooperation agreements, a new phase of CARDIF’s expansion is also planned, with the modern Social Pavilion, which will be integrated into the training ecosystem aimed at the country’s young talents.
This set of actions highlights FIFA’s key role as an ally in the growth of Paraguayan football and confirms the APF’s commitment to modern, inclusive, and sustainable management.
Paraguay’s selection as one of the inaugural hosts of the 2030 World Cup—along with Argentina and Uruguay—represents another historic event that enriches the legacy of this century-old alliance. This symbolic participation in the centennial edition of the FIFA World Cup consolidates the APF’s international standing and reaffirms the recognition of its sustained efforts to develop football in the country. It will be a celebration that will connect the past, present, and future, with Paraguay’s leading role on the global stage.
One hundred years after that agreement was signed in 1925, this relationship not only remains in force, but also firmly projects the future of national football.

The history of the Paraguayan Football Association is a testimony to the collective efforts of thousands of people who, from different areas, have built a solid and respected institution. Every page of this book reflects that legacy.
