AAOC Celebrates Successful Trade Show, Welcomes New Executive Director

O

n March 28, 2019, the Apartment Association of Orange County’s 48th Annual Trade Show & Conference went down as one of the most successful and well attended shows in recent memory. Nearly 120 booths and exhibits educated and provided our more than 1,000 members in attendance with the latest, most innovative products and services available on the market. Our esteemed lineup of speakers and pre-

senters were also extremely popular, making standing room only the order of the day. Thank you to our AAOC staff, our trade show volunteers, sponsors, exhibitors and speakers, and our attendees, for making this marquee event a day to truly remember. I would like to offer my sincere thanks to former AAOC President Craig Kirkpatrick for his magnificent job as Interim Executive Director of the association. In my opinion and experience, Mr. Kirkpatrick was well suited, as a graduate of West Point, to lead our organization during this critical transition period, not only as a leader but also as an owner and operator of rental properties in Orange County. Mr. Cordero has over twenty years of experience as a public affairs, government, and communications professional. It’s Good to be Home

M

any of us are probably familiar with Washington Irving’s short story, Rip van Winkle. It’s about a fictional, Dutch-American villager in colonial America, who falls asleep for 20 years, misses the Revolutionary Way, and then awakens to discover that his village has completely changed while he slumbered in the mountains above. I’ll admit that I’m feeling a little like Rip van Winkle. I’ve come home to my AAOC village, after nearly 20 years away, to find that my office has moved to a new city, my staff is comprised of a completely different group of people, my board of directors represents a broader cross-section of our industry, and my once struggling association is now strong, thriving, and fully equipped to meet any challenge or opportunity that presents itself. While Rip van Winkle was dismayed by the changes that he came home to, in his village, I couldn’t be more excited and energized

by the changes that I’ve come home to, at AAOC. It’s good to be home. I want to thank the board of directors for the trust and confidence it has placed in me to lead the association that gave me my professional start, when I was hired as its Director of Public Affairs in 1998. The multi-family housing industry has evolved considerably over the past 20 years, as have the issues, challenges and threats facing rentalproperty owners and managers today. I look forward to resuming my work, on our members’ behalf, and ensuring that the services, programs and representation that AAOC provides will equip and position them for success. Things have been extremely busy since my return, but I’ve enjoyed jumping right back into the thick of things. It was a pleasure meeting many of our exhibitors, sponsors, and attendees at AAOC’s 48th Annual Trade Show & Conference. The show was a smashing success, with 118 exhibitors, four infor-

mative and well-attended workshops, and our first-ever maintenance demonstration zone providing our attendees with valuable tips, tools, information and other resources. It was also good getting back to my housing policy roots and participating in the California Rental Housing Association’s (CalRHA) annual Legislative Days in Sacramento with the AAOC delegation. President John Tomlinson, and Vice Presidents Alan Dauger, Rick Roshan and Nicholas Dunlap provided strong leadership and excellent representation in our meetings with state legislators and their staff, where we discussed our concerns with the anti-business, anti-property rights legislation that is threatening rental-housing providers this year. Special thanks to AAOC lobbyist Ron Kingston and his team, for working so diligently to prepare us for our meetings and for continuing to defend the interests of AAOC and its members. You can read more about the trade show and our recent legislative activities in this issue of Apartment News. I’ve also enjoyed getting to meet the rental-housing professionals who are presently enrolled in our spring Certified Rental Housing Provider (CRHP) education course. The 11-week course, which began in early April, explores many facets of effective residential management and the operation of multi-family properties. mere 6-months ago, November 2018, Californians all across the state soundly rejected Proposition 10. new construction. In addition, it would have authorized local governments to establish vacancy control. With a near 20 percent margin of victory, many assumed this particular proposed solution to addressing the housing shortage was no longer a viable alternative to be considered by the Legislature. Well, someone forgot to tell the losers and state legislators because statewide, universal rent control is becoming the white hat offering by tenant advocates across the state. And, unless you think it will have no traction, remember what just happened to the death penalty. Two years ago, Californians voted to keep it and streamline the process, but months ago the Governor issued a moratorium because he opined the state constitution allows him to do so, due to his personal opinion about the death penalty. Make no mistake, if there is no one to stand up and speak out about an issue, in our case, rent control, it will be passed. The argument that Californians just voted against Proposition 10 is not compelling to the power brokers. It should be, but it’s not. Legislators are acting like runaway trains, and the only way to stop rent control from eliminating the already depleted housing stock in California, is to change the narrative. The narrative in the California State Legislature is that rent control is a reasonable and comprehensive response to the housing shortage. Like gaining weight, Legislators know that the crisis did not happen overnight. It was a slow

and comprehensive process that started with lack of housing production and inevitably got worse, as the state applied band-aid solutions to the evolving problem. And now, in the digital age where everything comes fast, Californians like the narrative that “rent control” or “rent gouging” can reset the clock back to zero. This is why our Legislative Day was so important for all Californians, not just our association. We know that rent control exacerbates existing housing problems and only pushes out the quality tenants that we have come to cherish over the years. Last month, our members met with state legislators and their staff, in the Capitol, to focus on three main points: 1. Our members are the backbone of small businesses and new restrictions significantly harm mom-and-pop shops, compared to rental corporations. 2. Results-oriented solutions to the housing shortage are possible. We presented several solutions and we are committed to solving the complex problem. 3. A one-size fits all approach to housing makes no sense in such a geographically diverse state. Every meeting provided an opportunity to inform policymakers and learn what challenges weighed heaviest in their offices. Every day our legislators are hearing from low-income constituents who are struggling to pay rent.


Unfortunately, those constituents who are calling have been manipulated into believing that capping rent will solve their problems. We know that is not the case and, in many ways, it could actually decrease their quality of life, in the long-term. Having our members share their stories helped staff, in the Capitol, realize that this is not a tenant versus housing manager issue, but one where both sides are fighting for the same goal: a

good community. If we do not continue to offer solutions and show that we care about our community, legislators will only hear one side of the housing crises. Are you prepared to lay down your sword this year or continue to be part of the solution? Remember, we must always be mindful of the old adage: silence equals concession.

ORANGE COUNTY LEGISLATIVE WATCH

Anaheim and Fullerton to Examine Rent Regulation Policies, in Wake of Mobile Home Rent Increase

O

n March 19, Apartment Association of Orange County (AAOC) Board Member Nick Dunlap and I attended the Anaheim City Council meeting, to comment on a city staff report agenda item regarding rental pricing and rent regulations in Anaheim. During public comment, Dunlap firmly and unequivocally stated AAOC’s opposition to rent control and its support for discussions of alternative solutions to address housing affordability issues. As the meeting was drawing to a close, Council Member Jose Moreno unexpectedly requested that “rent spike relief ” and “just cause” eviction items be added to a future city council agenda, in reaction to a just announced rent increase at a mobile home park on the Anaheim and Fullerton border. Days earlier, the new owner of the Rancho La Paz Mobile Home Park had sent rent increase notices to residents, many of whom are senior citizens, living on fixed

incomes. As residents of both cities would be affected by the rent increase, the Fullerton City Council also discussed the issue on the same evening. Following the city council meetings, AAOC immediately initiated dialogues with both Anaheim and Fullerton city councilmembers and staff, addressing the specific mobile home park rent increase and also sharing information that put this isolated incident in perspective, when looking at how the greater, rental-housing industry typically handles rent increases. Subsequently, Anaheim City Council Member Trevor O’Neil facilitated a meeting with the owner of the Rancho La Paz Mobile Home Park, along with Mayor Harry Sidhu and Councilmember Stephen Faessel, to discuss the impact of the rent increase on residents and its potential, far-reaching ramifications. The meeting proved to be effective, as the owner ultimately chose to rescind the immediate rent increase and meet with park residents to work out affordable housing options. The owner also wrote a letter to the Fullerton City Council, promising that no long-term residents at the mobile home park would be displaced due to an inability to pay the rent. The educational and outreach efforts of AAOC and its fellow housing-industry associations paid off, as both the Anaheim and Fullerton city councils, at their respective meetings on April 2, engaged in follow up discussions that focused exclusively on rent issues for

mobile home parks, and not the larger rental-housing industry. As of the writing of this article, the Fullerton City Council has directed city staff to research the legality of rent control ordinances for mobile home parks and to also identify what other cities are doing, before the item is brought back at the first council meeting in July. The Anaheim City Council will have an item on its April 16 meeting agenda, to consider a possible ordinance that would impose a six-month freeze on mobile home park rent increases. At this time, both items would be specific to mobile home parks, not multi-family rental properties, and no discussion of rent control for apartments is anticipated. Finally, AAOC will be participating in meetings of the newly formed Anaheim Rent Affordability Ad Hoc Committee, to serve as a resource to the city and to help inform the committee’s discussions. Questions & Answers I’m accepting applications from prospective residents for an upcoming vacancy. I’m kind of surprised at the response I’m getting from my advertisement. Lots of calls and lots of interest. A fellow in a wheel chair applied and asked if I allowed co-signers. He says that, because of his injury, he can’t work full time, and that his parents help him out with the rent. I have always had a strict no co-signer policy — just seems like too much hassle — so I told him that I was sorry, that I did not accept co-signers, and wished him good luck. Now, I think that maybe I should have handled the situation differently. Should I have?

Yes. Even though you have a policy of not accepting co-signers, there are exceptions for persons with a verifiable disability. Federal and state law provide that a no co-signer policy may be a violation of the Fair Housing Act, as applied to a person with mobility or other verifiable disability. You would be required to “reasonably accommodate” the disabled person by making an excep-

tion to your no co-signer policy, as the courts would likely find that the benefit to the resident greatly outweighs the burden to you of allowing a co-signer. Rent is almost due and I just received a phone call from one of my residents. He asked if he can pay half on the first and the balance on the fifteenth. He’s been a great tenant for several years and never a problem. I’d like to help him out, but don’t want to waive any of my rights or complicate things in the future. I think he’ll do as he says. I trust him and have never had a reason not to. How should I handle this?

As a general rule, you don’t want to accept partial payments from your residents. You can, of course, make exceptions. His long-term tenancy, the trust established, and the fact that he gave you a heads up before the rent came due, all favor working with the tenant. Provided the unit is well maintained, and if you have an adequate security

deposit, the risk is relatively minimal. When the resident pays his partial rent on the first, apply it first to any late charge you intend to pass on, and the remaining amount to the rent. If you provide receipts for payment, note the remaining balance as rent due. Don’t prorate the rent for any particular period; rather the payment is applied to the entire monthly rental installment, leaving a balance due for the entire month as well. If the balance is not paid when promised, serve a three-day notice for the remaining sum. A single allowance for split payment will generally not waive your right to insist on payment in full, in the future. Help! It seems like everyone wants a pet or two, and they’ll say anything to get one! I had a prospective tenant with two cats apply. When told of our no pet policy she said she’d leave them with her mom and then signed our lease, prohibiting pets. She

never mentioned any ‘disability’ and she certainly showed no signs of any disability. She moved in, apparently hiding the cats, until we discovered them during an emergency plumbing repair. When confronted, she asked if there was any way she could keep her ‘pets.’ She said she could even get a ‘sappy’ note written for her, that the ‘Fair Housing Act’ required me to allow the cats because she is ‘disabled’ and entitled to a ‘reasonable accommodation.’ My manager said he’d consider whatever she wished to provide. Five days passed; no note. My manager followed up and she said she forgot. Seven days later; still nothing. If she truly is disabled and needs help, then sure, I’d certainly consider her request. Jeesh, both my wife and I are in our 70s and would probably be considered disabled nowadays! We have several tenants, who are disabled, and we have allowed pets and such. We then served a three day notice to perform or quit, to remove the pets, and she vacated. Did I handle it properly? What is this Fair Housing Act anyway? And what exactly qualifies as a ‘disability’?

The Fair Housing Act defines a person with a disability to include (i) individuals with a physical or mental impairment that substantially limits one or more major life activities; (ii) individuals who are regarded as having such an impairment; and (iii) individuals with a record of such an impairment. The term “physical or mental impairment” includes, but is not limited to such diseases and conditions as orthopedic, visual, speech and hearing impairments, cerebral palsy, autism, epilepsy, muscular dystrophy, multiple sclerosis, cancer, heart disease, diabetes, Human Immunodeficiency Virus infection, mental retardation, emotional illness, drug addiction (other than addiction caused by current, illegal use of a controlled substance), and alcoholism. The term “substantially limits” suggests that the limitation is “significant” or “to a large degree.” The term “major life activity” means those activities that are of central importance to daily life, such

A “reasonable accommodation” is a change, exception, or adjustment to a rule, policy, practice, or service that may be necessary for a person with a disability to have an equal opportunity to use and enjoy a dwelling, including public and common use spaces. Since rules, policies, practices, and services may have a different effect on persons with disabilities than on other persons, treating persons with disabilities exactly the same as others will sometimes deny them an equal opportunity to use and enjoy a dwelling. The Act makes it unlawful to refuse to make reasonable accommodations to rules, policies, practices, or services when such accommodations may be necessary to afford persons with disabilities an equal opportunity to use and enjoy a dwelling. To show that a requested accommo-

dation may be necessary, there must be an identifiable relationship, or nexus, between the requested accommodation and the individual’s disability. A housing provider can deny a request for a reasonable accommodation if the request was not made by or on behalf of a person with a disability or if there is no disability-related need for the accommodation. In addition, a request for a reasonable accommodation may be denied if providing the accommodation is not reasonable — i.e., if it would impose an undue financial and administrative burden on the housing provider or it would fundamentally alter the nature of the provider’s operations. The determination of undue financial and administrative burden must be made on a case-by-case basis involving various factors, such as the cost of the requested accommodation, the financial resources of the provider, the benefits that the accommodation would provide to the requester, and the availability of alternative accommodations that would

effectively meet the requester’s disability-related needs. In the case that you are involved with, your tenant completed a rental application for the rental. In the application she indicated that she had two ‘cats’ as pets. She made no mention whatsoever of any purported ‘disability’ or ‘handicap’ and any such purported disability or handicap was not apparent. When you advised her of the community’s restrictions on pets, she agreed to leave the cats with her mother and affirmed that she would not bring them onto the premises. There was no discussion or request regarding any purported disability or any request for accommodation based upon such purported disability. Your tenant then executed a written rental agreement detailing the terms and conditions of her tenancy. Contrary to the express terms of the lease, your tenant brought the two cats onto the Premises without asking for, nor receiving the required written consent. She concealed the cats’ presence on the Premises, never admitting her breach, and never requesting permission. The breach of her lease was discovered by you during an emergency plumbing repair. When confronted with the discovery of her violation, the offending tenant asked if there was any way that “she could keep her pets.” She then stated that she would get someone to “write a sappy note” for her. Your resident manager responded that he would consider whatever information she wished to provide. Five days later, hearing nothing from the tenant, your manager followed up with her asking for the “note.” The tenant said, “she forgot to ask for the note” and provided

nothing further. Seven days later, hearing nothing further from tenant, your manager again followed up with the tenant, without result. Although no formal request for a reasonable accommodation was ever requested by your tenant, you properly considered her actions as an implied request for a reasonable accommodation, and you correctly engaged in a review and evaluation of the facts as they were presented to you. To that end, you considered the evidence before you: i) the intentional and knowing breach of the written lease by your tenant; ii) the concealment of the cats in an effort not to be discovered; iii) the lack of diligence by your tenant in producing any credible supporting evidence of her alleged disability; iv) the lack of credible evidence verifying that your tenant was a person with a verifiable disability and such verifiable disability substantially impaired one or more major life activity; v) the lack of any evidence establishing a nexus between any purported disability and the necessity for “two cats” as opposed to an alternative accommodation. Further, you considered your tenant’s statements relative to getting a ‘sappy note’ in evaluating the credibility and genuine need for a disability related accommodation. Your actions show that you recognize the very real need for a disabled person to enjoy the full use of his or her rental premises. The truly disabled individual is deserving of protections and it appears that you recognize and

willingly provide such accommodations when needed. Sadly, there are people in this world who abuse and game the system for their personal benefit in their deceitful attempt to exact an advantage and ‘get their way’ by posing as something they are not. Based upon the facts you provided and following the above factual analysis, it would be reasonable for you to conclude that your tenant’s actions were undertaken to ‘game the system’ in an attempt to keep her cats in direct violation of the written rental agreement which she willingly agreed to and signed. It appears that you properly engaged in the requisite dialog with Complainant, followed up repeatedly for promised information which was not provided and evaluated the information that you had available to you. Dear Maintenance Men:

One of my maintenance chores is caulking and sealing shower/tub fixture flanges and shower walls. My problem is getting the caulking to dry before a resident uses the shower. Any Suggestions? David

Dear David:

A lot of people will say: “Just tell the resident not to use the shower ‘til the caulking is dry.” Well it doesn’t work and by the time you are driving away from the building, your resident is already taking a shower and your fresh caulking is washing down the drain. Your caulk should cure at least 24 hours before use. Water-based latex caulking is easy to use, but very susceptible to water until it is cured. Try using a silicone- or polyurethane-based caulking for doing tubs, showers, toilets, sinks or other wet locations. It tends to set quickly and will repel water during its cure time. Another solution that we have found works well with very busy showers, is to remove all the fixtures, including the showerhead & arm, valve handles and tub spout, before caulking. It’s a bit extreme, but effective. We then plug the showerhead and tub spout with a capped pipe, then caulk the tub/shower. We come back 24 hours later and reinstall all the fixtures. One more thought; if you have sliding shower doors for your tub, check the bottom track. If it is loose, do not caulk until the track is removed, cleaned and

dried. Reinstall the track with new adhesive caulk to hold it down and caulk the edges to keep the water out.

I own a small apartment building with an average amount of landscaping around the property. I have a garden service that comes each week. They cut and edge and do what their supposed to do, I think, although they don’t spend a lot of time at the property. What should I expect from my landscapers or garden service? John

Dear John:

We have a list of minimum items that must be completed at a property. If these items are skipped or ignored, we feel the property will suffer. On a weekly basis, we expect the garden service to provide the following: 1. Cut the grass. 2. Edge the grass. 3. Pull out weeds between the sidewalk cracks, walk around the building, including the alley. 4. Turn over the dirt in all the flowerbeds each week. 5. Pick up any trash around the property. 6. Broom, blow or hose down the walkways. 7. Turn on the sprinkler lines and check for clogged heads, broken lines, etc.

8. Check that the timer is set properly. 9. Cut, trim and thin any shrubs or bushes. 10. Maintain communication with the owner about problems or improvements The above list takes time; a halfhour, minimum, at a small property. If your landscape gardener completed the list on a weekly basis, you could very well have the best-looking property on the block! That means higher rents… and if you add colorful flowers…even higher rents! Finding a landscape gardener to do the above list, consistently, is not easy. Ask your local apartment association for recommendations, or look around your neighborhood or city for a property with outstanding landscaping and ask who the gardener is. Ask the gardener for a quote, according to your “list.” Keep in mind that a landscape company or gardener who provides the above services will charge more than a “blow and go” gardener. However, your property will reflect their above-average service.

Playing the Rate Game

I

nterest rates topped the list of hot topics at this years’ AAOC Trade Show & Conference. In many ways, that’s nothing new. However, over the last twelve months, mortgage rates have been as unpredictable as ever, trending up for a month or two, then dropping down and rising again at another spate of good news/bad news. Many people have been expecting rates to go up. The Federal Reserve raised its benchmark interest rate in December, but then the Central Bank signaled fewer increases expected in 2019. Mortgage rates dropped and, by the end of March, reached 60-week lows. Still, conventional wisdom says over the long haul, rates will go up. The question is when.

Over recent months, I’ve seen buyers waffle about making an offer, just on the basis of where they think interest rates are going. Some want to take a longer escrow period, thinking rates will drop even further. But that isn’t always the case. Sometimes there’s a rate spike. When I worked with my father on his book, Cash In on the Myths of Real Estate, the focus for the interest rate discussion was primarily on the fact that terms could play an equal or more important role than the interest rate, itself. Playing the rate game in today’s market is counterproductive, especially given the relatively small changes that we have been seeing over the past year

or so. Yes, a quarter of a point rate difference adds up to thousands upon thousands of dollars over the full period of a 30-year loan, but you are not looking at the big picture. The first question is — will the property cash flow, based upon the current rate? If that answer is yes, then think about the holding period. The longer you plan to hold onto a property, the less a slight decrease (or increase) in the interest rate will have upon the overall profit outcome of your investment. The next question to consider is where interest rates will be when you plan to sell the property. Prices tend to trend in the opposite direction of interest rates. If you believe interest rates

Popular Belief: Lower interest rates equate to smaller payments and reduced finance charges, which yields a higher return on your investment. Bill’s Truth: Low interest rates are nice, but the actual terms of the loan are much more important. What is the loan period? What points are required? Is this a variable or a fixed-rate loan? What, if any, are the prepayment penalties? Is there a balloon payment due? Is this a recourse or nonrecourse loan? Is the loan assumable? What is the amortization period? What happens at the end of the loan term? Answers to these questions all significantly impact your return on investment. Make sure that you are working with a good mortgage broker who understands and discusses with you all of the terms of each loan program that you are considering. You need to look at and quantify the outcome based upon several if not all of these variables. After analysis, you may end up choosing a loan with a slightly higher interest rate because, based upon your particular situation that choice is going to provide you with a better return. Cash In: Find a loan with terms that respond to all of your needs, not just the one with the lowest interest rate.

will be higher at the time of sale, there will be a downward pressure on prices and hurt your return. You might have to adjust your holding period or factor that into the amount you want to pay now for the property. As you have heard so often before in this column, quantify your situation and run multiple projections. Analyze the value of the property and impact on your returns given different assumptions. The longer and more flexible your holding period, the less impact interest rates will have. Conversely, if you have a relatively short hold period, interest rates could have a significant impact on your return. Working with a knowledgeable mortgage broker and other professional advisors should give you a better insight into various options. Predicting trends, especially as related to interest rates, may not be as important as understanding how a particular property fits into your wealth-building picture and your long-term goals as related to all of your real estate investments.

Assembly Republicans Announce “Housing For All” Bill Package Bills will lower costs, help disaster recovery efforts and encourage new home construction. Special to Apartment News

he State Assembly Republican Caucus announced its “Housing For All” bill package on April 10, to provide immediate relief from the affordability crisis and solve the systemic issues that drive up the cost of housing. The bills will ease the impact of development fees, remove obstacles to rebuilding after a disaster and cut red tape that holds up the construction of new housing.

“Too many bills in Sacramento would just put a Band-Aid on the housing crisis. This proposal is different,” said Assemblyman Philip Chen (R-Brea). “We’re taking action to quickly bring down costs that are crushing ordinary Californians, but we also have a long-term vision to make housing accessible for everyone who needs it. AB 1386 (Chen) will provide flexibility regarding when development fees must be paid, allowing new housing to be built with a lower up-front investment. Help with Disaster Recovery: AB 178 (Dahle) will allow wildfire victims to rebuild their homes without installing a solar power system, saving approximately $10,000 each. AB 191 (Patterson) will allow Californians who lost their homes in disasters to rebuild to less-stringent energy efficiency standards. AB 430 (Gallagher) will streamline the construction of homes in Butte County to provide much-needed housing to people impacted by the Camp Fire.

AB 1244 (Fong) will stop the practice of tying up projects in costly lawsuits unless there is a threat to public safety or important cultural or ecological values. AAOC Shores Up Lawmaker Support at CalRHA Legislative Days

tatewide rent control, just cause evictions and mandatory acceptance of Section 8 housing vouchers were just a few of the issues that representatives from the Apartment Association of Orange County (AAOC) discussed with state lawmakers, recently, as part of the California Rental

Housing Association’s (CalRHA) annual Legislative Days, in Sacramento. AAOC and its fellow CalRHAmember apartment associations converged on the State Capitol to meet with legislators and outline our concerns with the crop of rental-housing legislation being considered this year.

Legislative Days — continued from 44 with 16 legislators or their policy staff, and took the opportunity to explain what AAOC is “for” as much as what AAOC is “against.” They communicated the association’s unequivocal opposition to rent control, but also explained that Orange County rental property owners and managers want to be engaged in the proactive development of reasonable solutions to the state’s housing challenges, rather than simply reacting to legislation that is harmful and counterproductive. Additionally, the delegation reaffirmed AAOC’s support for the preservation of local control when it comes to cities and counties addressing rental-housing issues, including affordability and supply, applicant screening, evictions and other management and operational functions. The strength of the relationships that AAOC has developed and maintained with the members of the Orange

County State Legislative Delegation, over the years, was evident in the way that the members welcomed AAOC and engaged in open and honest discussions, in their familiarity with the legislation that has been introduced, and in their genuine sympathy for the position that rental-housing providers presently finds themselves. AAOC is fortunate to have strong bi-partisan support from the members of the legislative delegation, including two members who serve on the Assembly Housing and Community Development Committee, Assemblymember Sharon Quirk-Silva (D-Fullerton) and committee vice chair, Assemblymember Tyler Diep (R-Huntington Beach). Both were generous with their time and the insight they shared. In a year when Bay Area members of the State Legislature have introduced a slew of bills that are hostile to the rental-housing industry, even after Proposition 10 was resoundingly defeated just six months ago, CalRHA

Legislative Day was productive and instructive, as we work together to defend the interests of the rental-housing industry. Our conversations with legislators and other Capitol insiders revealed that our state lawmakers from Southern California are significantly more understanding of the concerns of suburban neighborhoods and the desire to preserve their quality of life. They also appear to be more supportive of working together, to find reasonable solutions that can help address California’s housing affordability crisis. Keeping Southern California lawmakers together, as a bi-partisan voting block, will be critical if we are to defeat the radical housing policy being deliberated in Sacramento this year.
