SOCIAL COMMITTEE plans first ever Halloween event at Aliante. It’s true, the Social Commit tee had been on hiatus since 2020 due to the pandemic. The good news is we are back and working hard to plan a new Fall event for everyone in our wonderful community to enjoy. Save the date in your calendar for Friday
October 28 from 4-7 PM as we will be hosting the first ever Halloween Trunk or Treat.

The social committee is seeking 30 volun teers to host a trunk for this event. All local businesses and residents are invited to partic ipate! A $50 stipend will be provided to all who

I RECEIVED a courtesy violation letter! (This is unmitigated proof that the inspectors have no idea who the homeowners are of a particular home and if they do, it is irrelevant to them.) I felt all the emotions every homeowner feels when they get a violation notice and none of them were good. We have had four large Japanese Waxleaf Privets blocking the sun from shining on the west side of our garage for 12 years. They started to look woody, and the top portion was burnt so we cut them down low to stimulate new growth. The cut back privets exposed the fact that the stucco on that wall had faded and there were four faint dark areas on the stucco where the privets had been blocking the sun. My wife and I didn’t notice it. Probably because we were used to seeing four dark areas on that wall, for many years, that were the much taller privets. I followed step 2 in the below instructions, and we had our stucco painted within three weeks of the date of the courtesy notice. This situation gave me the idea to use my article to explain to homeowners what they can do to avoid fines, receive a precollection letter or being sent to collections:
1. First and foremost, ensure your home is well maintained and don’t make any exterior changes without first getting approval from the Autumn Ridge ARC and the Aliante Master Association ARC.
2. If a homeowner receives a courtesy violation letter, the best way to avoid fines being levied, is to respond to the letter. The second page of the letter is the Homeowner Response Form. Homeowners can respond: Has been resolved as of __/ __/ __ (The date will be noted, and the inspector will confirm this has been resolved during the next inspection. A picture needs to be included as proof.)
Will be resolved on or before __/ __/ __ (This gives a homeowner more time if needed.)
Architectural Application submitted on __/ __/ __ (Only when an ARC should have been submitted.)
Request an extension of ____ days (This gives a homeowner more time if needed.)
___ Request a Hearing before the Board of Directors or its duly appointed designee. (if you believe you have unjustly received a violation.)

Maintaining A Clean and Safe Community
“Are you serious about this violation?”
“Why are you singling me out?”
“Aren’t there other people with worse viola tions than mine you could be harassing?”
Do you feel this way when you receive a viola tion notice in the mail? Management sends out violation letters to all homeowners on behalf of the Board of Directors when a violation of the Governing Documents has been found. Unfortu nately sending letters does not always result in compliance. Per the adopted Compliance Policy, if a violation exists after the first notice and hearing notices are sent, the deeded homeowners may receive fines of up to $100 per week until cor rected.
“Why can’t I park my work truck at my own house?”
“How come you’re not getting rid of all these commercial vehicles parked in our community?”
Management is unable to disclose if a violation has been sent, if the owner is receiving fines, or any other information pertaining to their indi vidual account.
For those who keep their homes and yards well maintained, the association thanks you for your efforts and good examples. We encourage all residents to pay particular attention to the following maintenance items.
• Exterior paint - Paint is a quick and easy way to keep your property looking fresh, new and clean. It will also protect against corrosion, weathering and insects. Don’t forget to paint shutters and fas cia when needed.
• Landscaping - Landscaping is extremely important to our community’s curb appeal. Please remove and replace dead plants and trees. Keep shrubs properly pruned including removing dead and volunteer branches. Keep yards free of leaves, weeds and other debris.

We agree that having vehicles such as these in your community or any community is not only against the rules but can be an eyesore. The Asso ciation would love to be able to remove these vehicles but are bound by laws that prevent them from towing vehicles from public streets, even if they do not comply with the rules and regulations. The city however, through Code Enforcement, can make the decision to have a vehicle removed by means of towing at the owner’s expense.
We understand the frustration and wish all homeowners were diligent in abiding by the CC&R’s as you many of you are.
“The Association is always sending me violations and my neighbors never get any?”
Chances are, they probably have. Privacy laws dictate which information is to be kept confiden tial and compliance issues fall into that category.
• Roofs - Please insure your roofs are properly maintained and cleaned including removing debris.
• Driveways and parking - Please repair cracks, pitted or flaking surfaces, stains and other concrete problems. Commercial vehicles must be parked wholly within the garage or outside of the commu nity. All vehicles must be registered and operable when parked in view.
• Gazebos and patio covers - Please replace worn or damaged fixtures and coverings and check fittings for stability.
• Trash cans - Trash cans must be placed out and removed within 12 hours of collection times and must be screened from view.

BALANCE SHEET FOR JUNE 2022
Cash in the operating accounts totaled $2,958,116.
Cash in the reserve accounts totaled $1,691,932. Cash in the Legal fund totaled $78,477. The Association is in compliance with paragraph (b) of subsection 2 of NRS116.3115 and that reserve funds have not been used for daily mainte nance. According to the reserve study, the fully funded reserve account balance as of the end of 2022 should be $2,389,815.
Delinquent accounts receivable totaled $1,081,460. Accounts receivable balances include uncollected fines of $977,470. Delinquent receiv ables are being collected in accordance with the Association’s collection policy.
Income & Expense Statement
For the month ending June 30, 2022, Operating Income amounted to $340,657. The Association incurred $359,650 in expenses which included a transfer of $40,000 to the reserve account.
Reserve fund revenue amounted to $681 in interest income and $75,396 transfer from the operating fund. Expenses amounted to $76,076.
The Board acknowledges that they have fulfilled their duty to review the financial statements in accordance with NRS 116.31083 subject to any current NRS or NAC required year-end audit or review

The Aliante Master now has the ability to add up to 3 addresses to a homeowner’s account.
The main mailing/billing address or primary address will receive ALL correspondences from the Association. The second (usually a property manager or management company) and third address (home) will receive non-compli ance letters only. Gothic has set up a 24 hour emergency email address for homeowners to use to report any landscape irrigation leaks as well as any other issues that pertain to the landscape within the Aliante Master Homeowners Association.
With this service homeowners will also be able to send up to 2 photos of the area they are reporting.

If the homeowner has not returned the Homeowner Response Form requesting an extension, stating the violation has been resolved or stating a date when the violation will be resolved, and the inspector finds the vio lation has not been resolved by the next inspection, a 1st Notice Violation Letter is sent. The homeowner has a second opportunity to avoid fines by following step 2 above. If the inspector finds the violation has not been resolved on his next inspection a Hearing Notice is sent to the homeowner. For a third time a homeowner has an opportunity to follow step 2 above to avoid being fined. If the second page form is not returned before the hearing date and the violation has not been resolved, as determined by a final inspection on the date of the hearing, or the homeowner does not attend the hearing to state their case, then and only then are fines levied.
3. If a homeowner is being fined for an open violation, it is very import ant to notify management, the instant the violation is resolved. Oth erwise, fines will continue to accrue, at $100 per week, until the next inspection which could be four or more weeks after the violation was resolved. This could result in the homeowner being fined $400 to $500 after the violation was resolved!
4. If you are renting your property and using a management company our database has a third address option. Please take advantage of this by making sure we have your address and your property managers’ address in our system so violation notices will be sent to you, the property manager, and the home address.
Important decisions at the June, and July Aliante Board Meetings Gothic provided a proposal to replace 21 broken concrete panels along our streets at a cost of $19,845. They prepared another proposal in the amount of $16,200 to replace 7 concrete panels in the landscaped arroyos. The cost per panel is higher than the other 21 because these are not on the street and are harder to access. They also provided a proposal in the amount of $2,500 to replace a large panel on Centennial near Dutch Brothers. This panel was damaged during construction in this area and our Community Manager will try to get the City to reimburse the associa tion for this and other damage caused by the City’s construction. All three proposals were approved.
• We approved the quote from American Family insurance for our insurance in the amount of $9,867.40. The only other quote we received was from LaBarre/Oksnee in the amount of $163,502.
• The Board approved a request from the Social Committee for a budget of $30,000 for the first ever Trunk or Treat social event. More information on this event can be found elsewhere in this newsletter
• The Fields playground slide has been destroyed. The Property and Grounds committee believes the playground equipment is too old to be repaired and would like a new playground unit and safety padding. They are recommending option D from Park Pro in the amount of $74,220.76. The other proposals from Park Pro were option A $102,738.73, option B $94,179.54, option C $98,907.65. We approved option D as recommended by the Property and Grounds Committee.
• The Board reviewed two proposals to shave all of the concrete panels on our sidewalks and walking trails that pose trip and fall hazards due to one slab being higher by ¼” or more than the next. Both companies found 1,699 hazards. Precision Concrete’s proposal was $227,887.34 and Gothic’s was $168,506.82. The board approved the proposal from Gothic
• We approved a proposal from Gothic in the amount of $64,785 to remove the nonfunctional turf on Deer Springs South and replace it with plants. The original estimate was $77,000. The proposal is $12,215 less. The expected rebate from SNWA is $15,975 bringing the net cost to the association down to $48,810. The turf conversion is expected to save the association 1,198,125 gallons of water per year.
The Board approved a proposal in the amount of $58,795 to remove the nonfunctional turf on Elkhorn between Aviary and Aliante Parkway and replace it with plants. The original estimate was $70,000. The proposal is $11,205 less. The expected rebate from SNWA is $19,777.50 bringing the net cost to the association down to $39,018. The turf conversion is expected to save the association 988,875 gallons of water per year.
• Twilight Designs provided a proposal in the amount of $29,722.10 to install, take down and store our Holiday Decorations. This was approved upon recommendation from the Social Committee
• There are 5 gazebos in the landscaped arroyos in Aliante. The one at the San Destin Park is the only one of the five without power or a light. The property and grounds committee recommended the Board approve a proposal from Twilight in the amount of $2,312.90 to add power and a light to this gazebo with LED lights. This was approved.
• The Board approved the Property and Grounds committee’s recom mendation to approve a proposal in the amount of $3,827 to convert the four currently lighted gazebos to LED lights.
• We approved having our legal counsel draw up an Indemnification contract with hold harmless Agreement which is to be signed by all ven dors doing work for the Association.
• The Board also approved, as a loss prevention measure, that endorse ments be part of the insurance policy of every contractor and vendor who performs work for the association. These endorsements will be required to be verified prior to work being performed. The endorsements are:
1. Scheduled additional insured
2. Waiver of subrogation
3. Primary & noncontributory (wording).

Maintenance Report:
July 2022 Maintenance
• Between Tuesday May 31St to Tuesday June 7th. Main tenance on Decatur, Rome, Deer Springs N. - Valley per formed.
• Between Wed. June 8th to Wed. June 15th maintenance on Deer Springs S.- Clayton & Brian Cram was performed
• Between Thurs. June 16th to Thurs. June 23rd main tenance on Centennial Pkwy, & Aliante Pkwy South will be performed.
• Between June 24th to July 1st. Maintenance on Grand Teton , & Aliante Pkwy S. between the 215 HWY and Centen nial Pkwy will be on schedule for maintenance.
• On Saturday June 18th the medians on Aliante pkwy were trimmed, maintenance on those medians is done on a weekend for two reasons: 1- There’s less vehicle traffic on Aliante Pkwy on a Satur day morning.
2- Safety for every one, drivers as well as our employees.
• During the month of June we started the removal of the Red Yucca stalks, Red Yuccas produce several flower stalks each year that bloom in early Spring. These stalks can be between 3ft. to 5 ft. in height, it is best to remove the stalks after they are done flowering.
• Between Monday Jne 27th and Friday July 1st. All turf on property is scheduled to be fertilized with BEST 15-15-15 fertilizer to maintain the turf green with less water usage.
• We will also continue to apply Bioadvanced Pest control to reduce grubs in the soil, this procedure was done mainly on the Aliante monument areas like Aliante Pkwy & Cen tennial. Aliante Pkwy and Aviary Way, & Decatur and Deer Springs.
• In some of the medians around the property we used growth regulator (EMBARK) to slow down the growth & maintain a manicure look on plants that have been recently trimmed, this is done to keep the “ Line of Sight” or the safety of pedestrians and drivers.

Installation of 7 new Gate Valves was need in order to isolate certain sections of irrigation lines to pinpoint the location of a constant leak.
August 2022 Maintenance
• Between July 1st. & July 8th maintenance on Elkhorn from Aviary to Aliante Parkway was performed, and also main tenance on Aliante Pkwy from HWY 215 to Grand Teton was done.
• Between July 11th & July 18th. Maintenance on Deer Springs N., Rome st., Valley Dr. Dorrel, Decatur, and Citril Finch was performed.
• Between July 19th & July 25th Maintenance on Deer Springs – Clayton- & Brian Cram was done.
• We are currently doing maintenance on Aliante Pkwy South between Deer Springs and Centennial and we will be doing maintenance in the area until Tuesday, August 2nd.
• The maintenance that was performed includes the following:
A. Regular irrigation checks on the turf as well as the drip.
B. Removing any and all broken tree branches
C. Raising the trees that have low hanging branches.
D. Selective trimming of overgrown plants.
E. Using our blowers to clean up debris, including spider webs that collect on the planter walls.
F. Trash pick up on walking trails and Common areas throughout Aliante.
G. Collection of shopping carts.
Services
• We will continue to service Doggie Stations 3 days a week for the remaining of summer, Thursday – Friday & Sunday.
• We will also continue to service the community 7 days a week, 4 men crew will be on site on the weekends to collect trash, remove shopping carts, do irrigation checks or any other maintenance service that is necessary.

While the Aliante Master Association and several other sub associations, such as, but not limited to Autumn Ridge, Springdale, Seasons and Treviso, are managed by FirstService Residential the Master and Sub Associations do not share databases and commu nication preferences. 1. Log on to the Aliante Master Website: https://portal.connectresi dent.com
2. If you are already registered, skip step 3, 4 and 5 and proceed to step 6. If you are not registered, you can self-register by clicking on: “Cre ate Account” You will be taken to “FirstService Residential Web Access
Registration” page. Enter you name and email address and click register.
3. You will be sent to an email with a verification code.
4. Once the verification code has been entered, you need to create a secure passcode.
5. Once the terms and conditions are accepted, follow the instructions by then entering either the property address or the account number. Your account number can be found in your coupon payment book, or you can request it from Customer Service by calling (702) 399-4273
6. Log in to the Connect Resident Portal
7. Click on the hamburger menu (3 stacked vertical lines) in the top left of the screen.
8. Click My Account, then select My Communications Preferences tab from the options near the top of the screen.
9. In the “Communications” box select “Email Select All” to check on the boxes to ensure you receive all emails and the box at the bottom of the page to receive payment notifications.
10. It is recommended that you also setup your Text Phone Number which will enable management to text you in important situations such as someone reporting a stream of water flowing out your front door. After you add your text phone number it will need to be verified. FirstService Residential will send you a text asking you to reply YES to confirm your text address. After verifying your text address refresh the page and the word “verified” should now be in green. Now you can select the boxes to receive text messages.

It’s 10 o’clock! Do You Know Where Your Children Are?
THAT’S A QUESTION made popular in the 1960s, 1970s and 1980s by a series of public service announcements encouraging parents to ensure that their children were safe at home in the eve ning. It is also the subject of Chapter 9.28 of the City of North Las Vegas Municipal Code in which curfew standards for those under the age of 18 are established. Basically, curfew hours within North Las Vegas are between 10 p.m. and 5 a.m. on school nights and 12 midnight and 5 a.m. otherwise.
More specifically, Chapter 9.28 indicates that during the school year, it is generally unlawful for anyone under the age of 18 to “loi ter, wander or be upon, in or about any of the public streets, avenues, alleys or other public places in the city” between 10 p.m. Sunday continues on page 8

Palm Tree Trimming
PALMS ARE OFTEN thought of as low main tenance trees; however, most palms require regular pruning to keep them attractive and safe. Many palms maintain a set number of live fronds. A regular tu rnover of foliage occurs as dying lower fronds are replaced by new ones at the apex.
There are several reasons for pruning palms. 1) Removing dead or dying lower fronds improves the appearance of a palm. 2) Dead, dying fronds and loose petioles are weakly attached to some palms and can place people and property a risk should they fall from tall palms. 3) Pruning can remove fruit clusters, spe cially where falling fruit and flower debris can be messy as well as hazardous. Removing flowers or fruit also reduces the number of potential seedings. 4) Pruning palm trees not only pre vents breakage or damage, but also eliminates nesting places for rats, scorpions and other pests.
When to Trim Palm Trees:
So, how do you know when it’s time to trim your trees?
Here’s the good news: because palm trees are generally pretty hardy, they accept pruning best in the spring and summer.
If you live in Las Vegas (where there’s hot sun) it’s best to trim your trees in warmer months. Shoot for late spring or end of summer. This gives your beloved palms the best chance of recovery.
In general, your safest bet is to check your palm tree species and check its ideal trimming month. Plan to trim your tree during that period.
You should also be careful not to overprune your palms. This can actually hurt them, or even kill them. Remember, pruning reduces the amount of foliage available for the plant to absorb sunlight and make food, which means over-pruning starves your tree. Most trees will bounce back with time but always trim with care.

You may need different trimming tools based on the size and species of tree, but in general, you’re going to need:
• Cutting knife (for flower stalks)
• A pruning saw (for regular fronds)
• Chainsaw (for large fronds)
•A hand pruner
• An outdoor pole saw (for hard-to-reach spots)
•A step stool
•Gardening gloves
•Protective eyewear
• A helmet (if working with a chainsaw or a large tree)

Exceptions to these curfew rules, of course, exist for those under the age of 18 who are working or engaging in scheduled school activities.

and control over a minor to allow or permit that minor to loiter, wander or stroll or be upon, in or about any of the public streets, avenues, alleys or other public places in the city during curfew hours, and prescribes possible penalties of up to $300 in fines and/or up to 6 months confinement in the city jail.
Because the parks, playgrounds, walking trails, arroyos and streets in and around Aliante are “public places” in the context of Chapter 9.28, parents need to ensure that their children are not out at night in violation of the City of North Las Vegas curfew. To help protect our children and keep our community safe, when you see or hear anyone you suspect is out in violation of the curfew, please call the Securitas Patrol number 702237-4723 or 702-237-4724, so our Security Officers can follow up.

Aliante Master Elections
IT’S ELECTION TIME for the Aliante Master Association. In September, the residents of the Aliante Master community will elect four Board of Directors and 7 Cost Center Delegates this September at the annual owners meeting. The Sub-Association Delegates are chosen by each association’s Board of Directors during their annual owners meetings
Mark your calendars: September 29, 2022
• Ballots must be returned by 9:00 a.m. on the 29th.
• Ballots will be opened and counted starting at 9:01 a.m.
• Election Results 7:00 p.m.
Ballots are mailed out to each home which allows one person to vote on a Board member from the district that represents your home in Aliante. Election material is sent out by mail, so watch your mail and take a moment to review the election material provided by each candi date in your district. Several candidates will be running in the election to serve you and the community, so be sure to see who is running.
Generally, there are several people running for the same Board position so please make sure you are filling out your ballots correctly. The election ballots must be marked accurately or they will be discarded by the election inspectors. Making sure to only vote for the number of candidates allowed is a common mistake on ballots each year. Election ballot inspectors are homeowners who volunteer to help sort out ballots and ensure an accurate count. Once nominated, the Board member will go straight to work with the other sitting Board members and will meet once a month for Association meetings. Infrastructure Investments Help Secure Southern Nevada’s Water Future
CONTINUED INVESTMENTS in critical infrastructure enable the Southern Nevada Water Authority (SNWA) to assure a safe, reliable supply of water for the com munity despite a climate change-fueled megadrought impacting the Colorado River—the source of 90 percent of our community’s water supply.
Among the most recent investments are a new Low Lake Level Pumping Station (L3PS) and a deep-water intake, which allow the SNWA to draw water from the lowest depths of Lake Mead. These projects not only protect Southern Nevada’s access to its primary water supply, but also help safeguard us all from water-quality issues associated with declining lake levels.
Combined, Intake No. 3 and the L3PS allow Southern Nevada to access water supplies below Lake Mead’s “dead pool” elevation of 895 feet—the point at which no water can pass through Hoover Dam to generate power or meet downstream water demands in California, Arizona, or Mexico.
Completed in 2020 and put into full operation earlier this year, the L3PS can deliver up to 900 million gallons a day to the SNWA’s two water treatment facilities. This allows the agency to continue sustainable management of Southern
Nevada’s water resources in conjunction with the community’s ongoing and highly successful conservation efforts.
Construction of Intake No. 3 began in 2008 and was completed in late 2015. A 24-foot diameter tunnel boring machine was utilized to excavate a tunnel under Lake Mead before connecting with an intake structure secured to the bottom of the lake with more than 1,000 truck-loads of concrete.
L3PS and Intake No. 3 are key elements of a network of water intakes, treatment facilities, pumping stations, reservoirs and pipelines operating 24 hours a day, seven days a week. Combined, these facilities can store up to 1 billion gal lons of water and pump more than 1 million gallons per minute through thousands of miles of pipes.
With SNWA’s long-range water resource planning, the community’s ongoing water conservation achievements, and critical infrastructure such as Intake No. 3 and L3PS, Southern Nevada remains one of the most water-secure communities in the Southwest.

WHEN YOU BOUGHT A HOME in our community, you should have received copies of all our governing documents—including the rules and regu lations—prior to or at closing. Sometimes these documents get lost among all the other papers you received at closing. And many homebuyers are so involved moving into their new homes, they don’t take the time to read all the fine print.
As a homeowner, you have a right to these doc uments; so, if you don’t have copies for any rea son, let us know, and we’ll provide them to you. That number is 702-399-4273.
Of course, it’s your responsibility to provide the association with your current address and phone number (particularly nonresident owners). This enables us meet our obligation to provide all owners with information from the association.

What money you may ask, Items specified in Nevada Revised Statutes 120A says Nevada could hold financial assets owed to an individual or a bus iness, including securities, bank accounts, uncashed payroll checks, utility deposits, insurance proceeds, gift certificates, and other items.
The primary mission of the Nevada Unclaimed Property Division is to reunite original owners with their property.
The Treasurer’s Office is charged with safeguarding the value of these assets in perpetuity. The original owner or heir never loses the ability to claim the property value.

Go to the Nevada State Treasurer website and click the yellow smiley face option that says “search for unclaimed money”. It really is that easy.

It’s very important to have copies of the governing documents because you’ll be expected to know and comply with all rules and regulations of the community. You’ll also want to stay informed by reading all materials provided by the association.

According to the Aliante Master Association's Rules and Regulations, Section 5.2, Garage Sale signs are prohibited. Garage sales are prohibited other than the community-wide garage sales, which the Master Board shall organize bi -annually. They are currently scheduled for the second Saturday and Sunday of April and the second Saturday and Sunday of October each year. The Master Board not only posts signs throughout the Community but also obtains the necessary permits from the City of North Las Vegas.
Did you know that if you have a garage sale outside of the above outlined dates you are not only in violation of the Rules and Regulations but may be breaking the law? According to the City of North Las Vegas, Nevada, Code of Ordinances, Chapter 5.21, no household may have more than two garage/yard sales at any location during a twelve month period. Did you know that according to these same ordinances that signs advertising garage or yard sales are prohibited on any public property?
Signs advertising a garage/yard sale are prohibited on any public property. In order to place garage or yard sale signs on private property, authorization from the owner of the property, or the owners duly authorized agent, is required. All signs advertising the sale must be removed immediately upon completion of the sale. Any person or persons in violation of this code will be given a written order to immediately cease and desist operation. Failure to comply may result in a fine not to exceed $1,000 and/ or imprisonment in the North Las Vegas jail.

Please be advised that there will be an open forum at the beginning and the end of the meeting, during which time all homeowners in attendance will be given the opportunity to address other Association members and the Board of Directors (the “Board”).
