CNLV Unveils Strategic Plan
THE CITY OF NORTH LAS VEGAS has announced an exciting and comprehensive Strategic Plan 2025-2030, unveiling a new proposal for innovation, growth and community well-being. Continuing on the astounding progress of our City over the past decade, this Strategic Plan lays out the next five (5) years and identifies priority goals for the City and the actions needed to reach those goals.

As president of the Autumn Ridge sub association, I frequently drive north on Clayton Drive from Deer Springs Avenue to the east entrance to Springdale, which is part of the Autumn Ridge sub association. The Autumn Ridge Board has pondered, for many years, about the development of the two empty parcels, 32B and 32C, on the east side of Clayton just north of San Destin Palazzo, which is located behind Brian and Terri Cram Middle School. I have very recently learned that 26 Single Family homes will be built on these two parcels, and they will be part of Aliante!
Important Decisions at the November 2024 Board Meeting
• The Board approved the final revision from our legal counsel to amend our Election Procedures Policy to resolve a tie in elections for Directors. You may recall I told you in my last article, we had a tie in our last election and had to pay the expense of printing and mailing ballots a second time. This occurred in a district election of approximately 2,200 homes. Had it occurred in the Directorat-Large position, new ballots would have had to have been mailed to all 6,617 homes at a cost of approximately $20,000.00. The revision allows the tie to be decided “by lot”, which is a common method of settling ties in political elections.

• Now that all foreclosure cases have been resolved, the Board voted to transfer the funds from our Legal Fund into the Reserve Account.
• We had a significant increase in the renewal contract from Securitas, so we believed we had a fiduciary duty to the homeowners to obtain sealed bids from other security companies. The bids were opened and referred to the Finance and Safety Committees for evaluation, interviews, and recommendations to the Board.

Association Rights
What Gives the Association the right to tell me what to do?
In a nutshell: the Association Declaration of Covenants, Conditions and Restrictions (CC&Rs), the Development Agreement and state law.
Community Associations have a governmental component. Like a city or county government, a Community Association has a charter—called the Declaration. The Declaration encompasses Bylaws, Covenants and other documents that give community associations their legal foundation.
These governing documents obligate the Association to preserve and protect the assets of the community. To enable the Board to meet this obligation, Association governing documents also empower the Board to make rules and define the process for adopting and enforcing them—within limits. Governing documents also establish parameters for the nature and type of rules the Board can make.
The Development Agreement is a contract between the City of North Las Vegas and the developer, North Valley Enterprises now American Nevada Corporation, maintaining jurisdiction and obligations of both parties and specifying the standards and conditions that will govern development of the Master Association.
State law gives Associations the authority to make rules. These are called Common Interest Community Statutes, and they apply to condominiums, cooperatives, and property owners’ associations.

BALANCE SHEET FOR OCOBER 2024
Cash in the operating accounts totaled $1,612,979.
Cash in the reserve accounts totaled $3,304,441. Cash in the Legal fund totaled $79,782. The Association is in compliance with paragraph (b) of subsection 2 of NRS116.3115 and that reserve funds have not been used for daily maintenance. According to the 2022 reserve study, the fully funded reserve account balance as of the end of 2024 should be $2,605,464.
Delinquent accounts receivable totaled $1,334,749. Accounts receivable balances include uncollected fines of $1,247,912. Delinquent receiv ables are being collected in accordance with the Association’s collection policy.
Income & Expense Statement
For the month ending October 31, 2024, Operating Income amounted to $224,065. The Association incurred $342,057 in expenses which included a transfer of $55,645 to the reserve account, for a surplus $26,527. Reserve fund revenue amounted to a net of $-9,003 including interest income and $55,645 transfer from the operating fund. Expenses amounted to $22,654.

The main mailing/billing address or primary address will receive ALL correspondences from the Association. The second (usually a property manager or management company) and third address (home) will receive non-compliance letters only. • The Board approved a proposal from Gothic in the amount of $1,225.00 to refurbish the landscaping in an area adjacent to the tot lot behind Estates. The original proposal was in the amount of $3,150.00, including plants. Since Gothic said the area was bare of plants due to insufficient watering, I told them that was their responsibility, and they would have to pay for the plants and trees.
• The Board approved a proposal from Gothic in the amount of $9,485.86 to rejuvenate the Texas Rangers on Grand Teton and Elkhorn east of Aliante Parkway, with the condition that any plants that do not survive the rejuvenation process will be replaced by Gothic at no cost.

EMERGENCIES SUCH AS water leaks, fallen tree branches, medical incidents, or wellness checks can arise in our community. In these situations, security patrol, police, or other first responders often need access to emergency contact information for the affected resident(s). FirstService Residential maintains a database for owners and tenants, allowing them to provide contact details to the appropriate responders if needed.
To ensure your emergency contact information is up-to-date or to verify its accuracy, log in to your Aliante Master account at https:// aliantemaster.connectresident.com using your email and password. If you’ve forgotten your password, simply click the “Forgot Password?” link and follow the steps to reset it. If you’re unsure whether you’ve created an account, FirstService Residential can confirm this for you.

• Cherie White was appointed to the Social Committee. Cherie was the Board Liaison to the Social Committee until she lost her bid for reelection. She was a valuable member and contributor to the committee. The Board is pleased to have her back on the committee. Cherie has also accepted an appointment as the Chairperson of the Finance Committee in the coming year.

November 2024
Maintenance
• On November 1st, we reduced watering days from 3 days a week to 1 day a week (on Mondays) This watering schedule will be in effect until March 1st, 2025.
• So far in November, we’ve replaced thirteen (13) 1” valves and three (3) 1.5” valves. These replacement are due to wear and tear in the internal components of the electric valve.
• Part of our Winter pruning plan is to start removing the lower branches off the Texas Rangers. This method of pruning Texas Rangers also involves removing some older wood from deep inside the canopy. This is done with the intentions of keeping debris from collecting under the plant for health and aesthetic purposes, and to reinvigorate flowering. Texas Ranger pruning is done with our regular maintenance schedule, and it is important to prune before the plant starts actively growing.
Texas Ranger Rejuvenation
• The flowers in all pots in the community will be replaced in the following weeks. We will discuss the flower options for the season with the Property and Grounds Committee.
• During the month of December, we will continue to apply pre-emergent around the property to reduce the growth of weeds in Spring.
• In the following 6 weeks, we are scheduled to service Deer Spring S. and Brian Cram Drive between November 19th and 26th.
• Aviary Way and Grand Teton will be serviced between November 29th and December 6th.
• Aliante Pkwy and Centennial will be serviced between December 9th and December 16th.
• In observance of the Holidays, our offices will be closed on December 24th and 25th, however we will be available for any landscape or irrigation emergencies.
• Between December 17th to December 26th Decatur, Rome, and Deer Springs N. will be serviced.

ARE YOU RECEIVING THE AERIAL, the Aliante Newsletter, important alerts, community event reminders, and information about the Aliante Master Homeowner’s Association? Would you like to know when the next Board of Directors meeting will be or if the Community Garage Sale will take place?
The fastest and most efficient way to relay this information, and the only way to receive the Aerial, is by sending emails to all our homeowners. In the case of urgent alerts, such as a neighbor reporting a water leak at your house, we may also contact you by phone.
Please make sure your email address is on file with the Aliante Master Association, as well as your sub association, if it is also managed by FirstService Residential, and your Communication Preferences are set up to receive emails. While the Aliante Master Association and several other sub associations, such as, but not limited to Autumn Ridge, Springdale, Seasons and Treviso, are managed by FirstService Residential the Master and Sub Associations do not share databases and communication preferences. Please follow the steps below to confirm we have your preferred email address and phone numbers. (We will never share your email address or phone number.)
1. Use the address, https://AlianteMaster.connectresident.com to log on to the Aliante Master Website.
2. If you are already registered, skip step 3, 4 and 5 and proceed to step 6. If you are not registered, you can self-register by clicking on: “Create Account” You will be taken to “FirstService Residential Web Access Registration” page. Enter you name and email address and click register.
3. You will be sent to an email with a verification code.
4. Once the verification code has been entered, you need to create a secure passcode.
5. Once the terms and conditions are accepted, follow the instructions by then entering either the property address or the account number. Your account number can be found in your coupon payment book, or you can request it from Customer Service by calling (702) 399-4273

8. Click My Account, then select My Communications Preferences tab from the options near the top of the screen.
9. In the “Communications” box select “Email Select All” to check on the boxes to ensure you receive all emails and the box at the bottom of the page to receive payment notifications.

It is recommended that you also setup your Text Phone Number which will enable management to text you in important situations such as someone reporting a stream of water flowing out your front door. After you add your text phone number it will need to be verified. FirstService Residential will send you a text asking you to reply YES to confirm your text address. After verifying your text address refresh the page and the word “verified” should now be in green. Now you can select the boxes to receive text messages.

Loop in Your Tenant(s)
AS A LANDLORD, you play a vital role in en-suring your tenant(s) feel welcomed and informed while living in our community. One of the easiest ways to do this is by having your tenant(s) registered with our mass communication distribution list. This list includes emergency notifications, general community, and access to the Aerial Newsletter.
Ensure that your tenant(s) are officially recognized within the HOA system by associating their email addresses with your property address. This allows them to receive
important updates, newsletters, and invitations to community events. To register your tenant(s), email the Aliante Master Management Team at aliantemaster@fsrnevada.com with your name, property address, and the name(s) and contact information of your current tenant(s).

Securitas’ roving security patrols serve as the vigilant guardians of our communities, providing a proactive approach to safety and security. Their visible presence fosters a sense of security, while their quick response capabilities address incidents before they escalate. October 2024:
Security Officer Holfels observed a wandering dog located along Lily Trotter. Security Office Holfels was able to return the dog to its residence on Lyrebird and the resident was greatly appreciative for the assistance.
November 2024:
Security Officer Thomas received a call from a resident stating that they had witnessed duress lights at a property on Chipping Sparrow. Upon arrival, Security Office Thomas and Security Officer Reuben made contact with the resident and briefed them on the duress light, which had been turned on by mistake. The reporting resident was updated.
Security Officer Andrews received a call from a resident stating that the community park along Nature Park had a sprinkler spraying water. Security Officer Arellanes contacted Gothic Landscaping and placed a flag by the leak for Gothic to locate and repair.
December 2024:
Security Officer Andrews received a call from a resident stating a black Honda sedan was attempting to piggyback through the gate on Nature Park. Security Officer Andrews responded to the area and located the vehicle. When Security Officer Andrews approached the vehicle, the driver immediately left the area. The reporting resident was updated.
Ready to Sell Your Home?
ARE YOU GETTING READY to sell your home? Here are a few things to remember while you are waiting for the home to close.
If you have set up your monthly/quarterly assessments to be automatically deducted from your bank account or charged to a debit/credit card, you will need to cancel those automatic payments. Automatic payments are not set up with FirstService Residential. Neither the Association nor the management company have access to homeowners’ banking or credit card information and are unable to cancel those payments for homeowners. Homeowners will need to contact either ClickPay if you have set payments up with them, or your banking institution if the assessment payment was set up with bill pay through your bank.
Once a sale is recorded and has gone through title, that information will be sent to FirstService Residential to close out the previous owner and set up the new owner. If payment was submitted after the sale of the home, it can take up to 30 days for a refund to be submitted depending on the status of the final paperwork.
Once received and the account set up, a welcome packet will be mailed with the master community
information. It can take up to 60 days after the sale of the home for the information to be finalized. Once the accounting department receives the seller/new owner information from title, they will refund any credits on the account to the address provided at the time of sale.
If you have recently purchased a home in the Aliante Master Association, it too can take up to 60 days after the purchase of the home for the information to be finalized. During closing, you should have been informed that two months of assessments were included at escrow to cover the assessments during the old owner/new owner transition. Once the accounting department receives the seller/new owner information from title, and the previous owner account is closed out after any applicable refunds have been submitted, and the new owner account is created, and title payments are posted; a welcome letter and coupon book will be mailed out providing Association information including but not limited to how to submit future assessment payments.
Once a coupon book is received, you may submit payments to the processing center or you may set up automatic payments with ClickPay or your banking
institution. As a reminder, if you set up an electronic payment through your bank account it can take 3-5 days for processing before it is received and posted to your account.
Please note: The processing center, ClickPay, where payments are processed is not FirstService Residential. Neither the Association nor the management company has access to your banking or credit card information. Payments are submitted to the association/management company, the Association does not “take out” payments. It is the responsibility of the homeowner to ensure payments are submitted or mailed correctly to ensure proper posting. The best way to ensure your payments are posting accurately is to include the property account number or at least the property address on the payment. When submitting for more than one association, we ask you to submit those payments separately to ensure payments are credited to the correct association.
New Service Line Warranty Program Offered to District Customers
AS A HOMEOWNER in Southern Nevada, you know water leaks are bound to happen. To help you better afford repairing costly service line water leaks, the Las Vegas Valley Water District (LVVWD) is introducing a new program to help make it easier to find and repair costly leaks—and save our precious natural resources.
The LVVWD developed the Service Line Protection Warranty Program in partnership with American Water Resources, an Oncourse company, to provide water service line protection at a significantly discounted rate. The program covers repair costs for service line leaks and breaks that occur between the home and the water meter.
Through this program, District customers pay a monthly premium starting at $3.99 for the first three years. The first 50,000 customers
who enroll in the program will be fully reimbursed for the first year of service ($47.88) by the LVVWD. It’s important to note that LVVWD does not receive any financial compensation from this program, but rather created this partnership solely to help its customers avoid the high cost of service line repairs, which can exceed $3,000.
Research shows that homes more than 20 years old are significantly more likely to experience service line leaks than newer properties. This expense can lead to delayed repairs, which results in more water lost to leaks and, in time, drives up the customer’s water bill.

Good Bye Holidays, Hello Winter
WE HOPE YOU had a great holiday season. Please remember that all holiday decorations must be taken down from view no later than thirty (30) days after the holiday has ended. By taking those down in January you will not only be in compliance with the CC&Rs but will also save on undue stress and exposure to the light cords and bulbs.
With the cold weather upon us, there are a few items around the outside that need to be addressed. The one that most homeowners have the biggest problem with is the irrigation backflow device. Every residence has one. This valve is usually by the garage and driveway. During the winter months (December through March) when there is a chance of
freezing weather, this valve should be covered or wrapped with insulation. A great cover can be found at the local nursery, garden center or home improvement store.
Don’t neglect your garden hose. If you plan to leave it outside please roll it up after use and drain the water out. The best but not always prac tical solution is to store it in the garage.
On a final note, there are still a large number of resi dents that are not putting their trash receptacles out of sight of the front yard. The cans can only be in
the front yards on trash pickup day. You may put the cans at the curb 12 hours before pickup and they can only remain at the curb for 12 hours after. If you intend to put them in the back yard they cannot be in view of the front yard. Cans are never allowed on the porch or driveway.

1 The Architectural Review Committee is responsible for preserving the architectural integrity of Aliante established within the guidelines of the CC&R’s by reviewing applications for modifications submitted by homeowners. Its purpose is to protect, maintain and enhance Aliante’s property values.
2 To promote and encourage a mutually satisfactory resolution of non-compliance issues within the Community with the intent of maintaining and protecting the value of the Property. The Committee reviews violations, attempts to resolve violations, promote compliance with Deed Restrictions, and educate owners to prevent future violations. They conduct owner hearings and levy violation penalties consistent with the governing documents and adopted policies, subject to review of the Board of Directors.
3 The Finance Committee is commissioned by and responsible to the Aliante Master Association Board of Directors. It is charged with reviewing and recommending the proposed budgets to the Board of Directors, recommending a firm to perform the annual audit and prepare the tax returns of the Association, oversee the investing of the Association and the Cost Center Neighborhoods reserve and operating assessment funds.
3 Provide recommendations and analyses for all landscape, property, and grounds maintenance to the Board of Directors. Advise and assist the Board of Directors by working with management and the landscape contractor to preserve and enhance the esthetic appearance and ambience of the community while at the same time taking into account practical and budgetary constraints. The Committee functions in an advisory capacity to the Board and will present written recommendations for approval.
Publications 6 The Publications Committee provides oversight and guidance regarding the form, content, and publication of generalized, mass communications that are pertinent to the constituent homeowners of the Aliante Master Community Association. The Committee works toward the refinement and improvement of the overall quality, effectiveness, and professional presentation of publications, such as the Aliante Aerial and other media with the understanding that the Board has the final decision on all communication.

1 The Committee monitors the safety patrol contract, contractor, and post orders, recommends changes and updates to the aforementioned as needed to the Master Association Board of Directors. The Committee will review reports and address any Aliante Master safety issues.

Get Ready For Spring Inspect Your Irrigation System
BECAUSE WINTER’S ARRIVAL in Southern Nevada means we’re all using much less water to keep our landscapes healthy and vibrant, it’s also the perfect time of year to make sure your irrigation system is functioning properly before spring thaws us out.
The community’s mandatory winter seasonal watering restrictions, which limit sprinkler irrigation to one assigned day per week (with no watering allowed on Sundays), are in effect through Feb. 28. The colder weather also means drip-irrigated plants and trees only need to be watered once a week or less.
By following the winter schedule, you can save water—and money on your monthly bill—while also giving yourself more time to inspect for leaks and make repairs as needed.
Here are some tips to help you maintain your irrigation system through winter and prepare for the warmer months ahead:
Examine your plants: If they are wilting or turning brown, this could be a sign that drip emitter heads may be clogged, broken, or missing—or the plants are being overwatered if emitters are malfunctioning.
Check for inconsistent watering: Look for signs of irregular water application, as this might mean emitter heads have popped off or an irrigation line has disconnected.
Listen for unusual sounds: A well-functioning drip system should be almost silent. If you hear a steady flow of water or a spraying sound, it could indicate a malfunction or a leak.
Most repairs, if needed—such as replacing drip emitters or spray heads— are relatively easy and inexpensive to accomplish. However, in some instances, leaks can be more difficult to pinpoint and fix. In those cases, consider hiring a Water Smart Landscaper, who has received training in water-efficient practices from the Southern Nevada Water Authority (SNWA).
Meanwhile, there’s still time to take advantage of a temporary increase in the SNWA’s Water Smart Landscape Rebate Program (WSL) cash incentive. Enroll by Dec. 31 to qualify for a $5 rebate for each square foot of grass upgraded to water-efficient landscaping (up to the first 10,000 square feet); beginning in 2025, the rebate will revert to $3 per square foot. Once enrolled, you’ll have 12 months to complete your grass conversion projects and cash-in on this limited-time offer.

Financial Performance
ALIANTE MASTER HOA budget performance from January through October has been generally healthy with underruns in most budget categories. As the chart below indicates, as of October 31, 2024, we had experienced slight overruns, primarily in landscaping and utilities, but we
expect to absorb these through contingency funds (included in Administrative budget) and end the year essentially on budget. The HOA is compliant with NRS 116.3115 in that Reserve Funds have not been used for daily maintenance.
2025 Operating and Reserve Budgets
At the Annual Budget Workshop in September, the Finance Committee and Board developed a balanced operating budget for 2025 with no assessment increase. We had budget increases driven by landscaping, community safety, and utilities (water) that we were able to offset by reduced legal fees, reclassification of income taxes to Reserve expenses, and reduced Reserve contributions. With regard to the Reserve Fund, as of October 31, the Reserve Fund balance stood at $3,304,441.00 compared to the Reserve Study recommended balance of $3,071,859.00. The Finance Committee has recommended a Full Reserve Study in 2025 to capture all the new and replacement asset work done in the community since the last full study was performed.
