Eroding Wealth by Stealth In the Spring
2021 budget,
the Chancellor confirmed that
the inheritance tax nil rate band and residence nil rate band will be frozen until April 2026. The nil rate band is the inheritance tax allowance which applies to each individual, currently set at £325,000. The residence nil rate band is an additional allowance available where residential property is left to direct descendants, currently set at £175,000. The freeze on the nil rate band means that by 2026 the general inheritance tax allowance for individuals will have remained at the same value for 17 years (the last increase was in 2009). In the context of rising housing prices, it is easy to see why this freeze has given rise to an argument that the Government is increasing taxation by stealth. Between now and 2026 it is anticipated that these freezing measures will have achieved a 30% rise in inheritance tax. The introduction of the residence nil rate band in 2015 did increase the tax-free allowance available to individuals leaving residential property to direct descendants, but that relief only applies if strict
criteria are met and the relief is reduced if an estate exceeds £2million in value. The residence nil rate band is also irrelevant to individuals who do not have children (or who choose not to leave their property to children). If house prices continue to rise as they have done historically, more estates will start to lose this relief due to property prices taking estates beyond the £2million limit. Fortunately, expert tax planning advice implemented in a well drafted Will can mitigate inheritance tax for many estates, especially for spouses and/ or civil partners. For example, using a trust to shelter assets when the first spouse/partner dies can potentially reduce the taxable value of the estate of the surviving spouse/partner whilst also protecting those assets against threats arising from a change of lifetime circumstances for the surviving spouse, such as care home fees and subsequent marriages. However, although tax planning can be a critical part of a wellprepared Will, it is not the only consideration. For some couples, control and autonomy over assets for the surviving spouse/ partner is a more important factor than the possibility of saving tax. When making a Will it is

therefore important to weigh up all the relevant factors. We each have different circumstances and varied views on inheritance, so the terms of a Will suitable for one individual might not be appropriate for another individual. Wellesley Life meets... Alan Hilliar, a former Lib Dem councillor and now Service Delivery Manager for The Source Young People’s Charity in Aldershot. Please tell us about your background…

I was born in Bristol but moved to Banstead in North Surrey in my early teens. I did Business Studies in Croydon and studied personnel management in Slough before moving to this area.
I also helped back a group of older teenagers in Worthing to campaign for safer facilities and transport for young clubbers after one of their friends died on a railway line after missing the last bus home (“Remember Hayley Come Home Safe”).
My career has evolved through Human Resources, running my own consultancy in customer relationship management systems to working as a business consultant helping organisations get more from their Finance, HR, and payroll systems. I met (and married) the lovely Carolyn through the Millmead Centre (Guildford Baptist Church) after getting my life back on track with God. We have two amazing children and four fantastic grandchildren. Please tell me about your political pursuits? When I was 13 I decided if there was something wrong with the world, I couldn’t hack the idea of doing nothing about it. So, I joined the Young Liberals, went on anti-apartheid matches and started trying to understand what made the world tick - good and bad, right, and wrong - and what part I could play in making it a better place to live. Carolyn and I set up home in Ash and I became a local Lib Dem councillor on Guildford Borough and Ash Parish Council. In the ten years or so I was a councillor, I focused on what would make Ash and Ash Vale a better place to live. One of my standout memories is encouraging a group of young teens to speak at a Council meeting
Have you always been interested in charity work? I’ve always had a heart for young people and wanting to see that incredible potential released to help change our world, our society. Carolyn and I were linked to The Samaritans for several years and we’re both part of “Open Door” (in Aldershot Baptist Church) providing hot food, groceries, and good used clothes to those who are homeless or struggling with drug and alcohol problems. We’re all aching for the time when lockdown restrictions end and we can reopen this on Sunday afternoons. What does your role at The Source involve? My job is to fix problems, watch for opportunities and to help expand our service to young people who are struggling. For anyone who doesn’t know, please tell us about The Source? The Source Young People’s Charity is here to help young people (aged 14 - 25 years) who are struggling with life. It can be issues of anxiety, depression, relationships, sexuality, or challenges at work or at home. We see a lot of young people who are finding life very difficult but there are fewer and fewer places they can go for help.

We are here to pick up young people who are falling through the cracks, to catch them when they fall. Why do you love working there so much? The Source is special because we’re ready to help anyone we can - no referrals needed. We just check that the issues that the young person is facing are ones we can help with. The Source is a charity with its roots deep in the local churches. It started 20 years ago when they said, “there’s not enough for young people locally”. We started out as a Youth Cafe opposite the football ground and we now operate from some lovely welcoming rooms in Grosvenor Road, opposite the Princes Hall. Plans for 2021? We’ve found that young people were more reluctant to make contact during lockdown, so we plan to go out and make ourselves more visible as the restrictions are eased. What’s the one thing you love about living in Aldershot? It’s full of character and it’s full of characters. Plus we have the most amazing countryside right on our doorstep! What would you do to improve or change Aldershot/Wellesley? For Aldershot, we need to put some life and a real heart back into the town centre and create a town of which we can feel proud. City breaks
with a difference I’ve been an Aldershot girl all my life. I lived in North Lane from the age of 5 in the house that my grandparents built in the 1930s, but now living in Farnborough. We’ve all enjoyed a break in European cities over the years. But if you’ve visited Paris, Amsterdam or Rome and want a change, then I’ve got some great alternatives for you. Eastern European and Baltic cities are perfect for a short break. Tallinn is a lovely medieval city on the Gulf of Finland – the capital of Estonia is becoming increasingly popular for visitors. The Old Town features not just beautiful architecture but locals dressed in medieval clothing. Take a trip to the Kohtuotsa Viewing Platform for some fantastic views over the city.
Gdansk in Poland is a city founded over 1000 years ago, but didn’t become well-known until the 1980s Solidarity Movement brought it to the fore. The city has numerous museums and churches and is definitely worth a visit. The capital of Georgia is Tbilisi, a compact country full of mountains, valleys and vineyards. In Tbilisi itself, you can visit Orthodox churches,
medieval fortresses and Soviet-era buildings. Georgian food and wine is delicious, probably not as well-known as it deserves. The city offers a wide range of wine bars and restaurants where you can try it out. The flights are longer, so take a few days extra here. Spain is famous for its beaches and longer holidays, but there are wonderful cities that are ideal for a short break. Lesser-known cities include Toledo, Avila, Segovia and Salamanca. They are located in Castille, a historic kingdom, and easy to reach from Madrid – very practical to stay in the capital and then one of these cities as a twin centre. The cities are medieval but vibrant, with delicious food and wine. Think more Don Quixote than Dali for the culture! If you love Italy, there are so many cities to discover. However down in the boot of Italy, you’ll find Puglia. The area is famous for the trulli – white-washed round houses with conical roofs. However, there are also lovely towns to visit, such as Otranto – rich in wine and
olive growing. Ostuni is a town built over a few hills, with houses tumbling together and known as the White City, with all the whitewashed buildings.

Aldershot Library The Reading Agency has selected Hampshire Libraries as a partner to help deliver ‘Read, Talk, Share’, an initiative to combat loneliness and promote wellbeing through the proven power of reading during the COVID-19 pandemic. For the Landlord their property is probably one of their highest value assets and they want to know it is in safe hands. As Fleet’s only agent specialising in lettings, we are able to concentrate on making sure our landlords and their properties are our top priority. MAINTENANCE – Whether managed by the landlord or an agent, attending to maintenance issues swiftly is crucial. Tenants are generally more comfortable if the property is managed by an agent, but most importantly, they like to feel issues are dealt with quickly and competently. Honey Lettings believe quarterly checks are essential to spot small problems that could quickly escalate into bigger issues. The checks verify that the property is not deteriorating beyond normal wear and tear and give the tenant the opportunity to point out any issues. We will point out problems that the tenant should resolve and hopefully guide them into how they can be avoided in the future. We will also present issues which need resolving by the landlord and find suitable contractors when required. Leaving a property unchecked for a long period may leave the landlord with a property needing substantial repairs well beyond the value of the deposit held. Properties, both new and old, suffer from issues including leaks from shower, toilets not flushing or heating systems and electrics failing. These can happen at any time day or night and to keep the tenant happy these will require prompt attention. Honey Lettings have competent contractors who we use on a regular basis, all with the relevant insurance cover to undertake the work. With a key held at our local office we can liaise with tenants to give access for contractors. If the problem is of an urgent nature, our out of hours call handling will enable us to arrange a visit to resolve the issue promptly and avoid further damage. Good management of the property will hopefully lead to happy tenants who are likely to stay in the property longer. Having a good relationship with your tenants will generally mean that they are flexible. At the end of the tenancy a happy tenant will hopefully be flexible with the marketing the property to the next tenant and hopefully minimise void time at the property. Cover provided by the Management Service will leave you free from this responsibility and is essential for those spending time abroad. Although a fully Managed Service has a cost this needs to be weighed against lost income from non-payment of rent and improved upkeep of your property.
