EPIC HALL: Closing at the end of May

Ida and Jojo Lucila of the Philippine Arts Council worked hard over a number of years in planning for and finding a place to set up a gathering space for Filipinos in Edmonton.

Meetings were conducted with the participation of various Filipino organizations, and in May 2023, the Edmonton Philippine International Centre (EPIC) formally opened its doors to begin hosting events for the Filipino community. Our community was proud to have its “own” Hall, similar to other ethnic

organizations, but after only a year, EPIC has announced that it will be moving to an office space. There is no word on whether there will be another Filipino Hall, which was EPIC’s original intent.

AFJ sources say that EPIC, headed by Ida and Jojo Lucila, entered into an agreement to sublease under Kitchen Umbrella Group Corporation, which has a lease agreement with the Celtic Hall owner. Kitchen Umbrella, in other words, is the middleman in this transaction. EPIC

pays a rent to Kitchen Umbrella, and Kitchen Umbrella pays the Celtic Hall owner. Could there have been a simpler business transaction that would have benefited both parties? Is there a reason why EPIC did not deal directly with the owner of the Celtic Hall? Was this a better deal for EPIC? With an alleged rental fee of $15,000 a month, one could question if it would have been more prudent to purchase property versus renting the space. Newly-elected president of EPIC, Harlijk Mirasol, told the AFJ that Kitchen Umbrella raised its rental cost after a year, from the alleged $15,000 per month to $30,000 per month. This is what forced EPIC to shut its doors and move to a much smaller office space—a place which is unable to provide the space to hold bigger events.

And so the story continues. When will Filipino community members have a place to call their own? Could the community come together to build its own hall—find some land to build it and have it managed by a property manager to ensure proper maintenance? Perhaps a deeper consultation with members of the community will help, but it will take time.

FORM REDUX People’s Choice Winner: April Angeles

Congratulations to artist April Angeles, whose work titled ‘Icarus’ (Mixed Media, 16x20), was voted as People’s Choice Winner in our FORM REDUX show.

This is what April shared at the FORM REDUX Reception: “I started painting during the COVID-19 pandemic. Right before that, my sister moved to Vancouver (she’s the professional artist in the family) and she left a bunch of paint behind at home. I didn’t want it to go to waste and asked if I could use them instead, which she very generously agreed to. When I started painting, I was experimenting with different mediums as I didn’t yet have a feel for who I was as an artist. Over time, I came to realize that I really enjoyed working with textures. I like seeing those extra layers on a canvas, it draws me in personally.

We love to cook at home, and I noticed that a lot of produce nets were being placed in the trash. When I was a child, I read somewhere about how birds and other wildlife would get caught in plastic nets and perish because they couldn’t free themselves. This is still a big problem to this

day, so I want to do my part in reducing the amount of plastic that ends up in landfills. This gave me the idea to stop throwing the plastic nets out and use them in my works instead. In addition to giving me the textures I want, I feel that I am helping out the environment.

Every painting I create has a piece of myself in it. It becomes very personal to me as I am

inspired by many different things during the creation of each. This piece was inspired by the story of Icarus, the young man who flew too close to the sun. To me, I can see a wing being burned and slowly disintegrating. The lines track that movement in the painting, but this does not stop within the confines of the canvas. It can continue beyond it.”

Volleyball Youth Nationals a smash hit in Edmonton

Alberta is hosting the 2024 Volleyball Canada Youth Nationals, drawing more than 15,000 of the nation’s finest young athletes to Edmonton from May 15-26.

The Volleyball Canada Youth National Championships are returning to Edmonton for the seventh consecutive year, solidifying Alberta’s standing as a premier destination for major sporting events. Alberta’s government is providing $155,000 in funding toward the planning, staging and delivery of the competition.

Over the span of the twelve-day event, nearly 40,000 athletes, coaches and spectators will flock to the province’s capital for the competition. This influx of visitors will drive accommodation bookings and increase activity at local businesses, bolstering the region’s economy by more than $22 million.

“Alberta has an excellent track record of hosting major events, and the Edmonton EXPO Centre is one of our province’s premier event spaces. Alberta’s government is proud to support the 2024 Volleyball Canada Youth National Championships and welcome the next generation of volleyball stars to our capital. Hosting events like these gives Albertans a front-row seat to watch the nation’s best compete and allows our Alberta athletes the chance to play in

front of a home crowd.” - Joseph Schow, Minister of Tourism and Sport

The Championships are taking place at Edmonton’s EXPO Centre, where 1,264 teams will compete for the title, including 443 teams from Alberta.

The event, organized by Volleyball Canada, will consist of three separate tournaments. Played in a festival style, the tournaments will feature more than 3,000 matches played across 56 volleyball courts and include age brackets ranging from 14U to 18U.

“Volleyball Canada is thrilled to be back in Edmonton to host Nationals.

Several factors, including the venue of the Edmonton Expo Centre, make the city ideal for a tournament of this scale. The support from the community has made the many teams from across the country feel welcome and has allowed participants to have an all-round positive experience.”

- Sandra de Graaff, director of domestic competitions, Volleyball Canada

Volleyball Canada’s Women’s Para Team, ranked first in the world, will also be hosting Red & White matches during the Youth National Championships in Edmonton before heading to Paris to attend the 2024 Paralympics this summer.(PR)

Olympic Qualifier Series athletes welcomed to Shanghai with inspiring celebration

The inaugural edition of the Olympic Qualifier Series (OQS) got underway in Shanghai with an inspiring welcome celebration, which has set the stage for four days of competition and cultural celebration from 16 to 19 May. Athletes from around the world have arrived in Shanghai to take part in the first stop of the Series, which is a significant milestone on the athletes’ road to Paris 2024.

Held in the centre of the Shanghai Urban Park, the welcome celebration showcased sport and culture, setting the tone for the event, and featured mesmerising performances by some of China’s biggest stars. The evening’s performances included artistic elements incorporating the four OQS sports, while pop singer Zhang Jie interacted with athletes, and Amber Liu Yiyun and Justin Huang Minghao took part in a dynamic song and dance battle. The welcome celebration concluded with Wang Yibo performing “Vibrant Shanghai”, a song produced to celebrate the OQS.

IOC Vice-President Ser Miang Ng said: “We are set to witness a unique gathering where athletes from four sports come together in one fantastic urban park. This convergence is a true celebration of athleticism, camaraderie and

urban sports culture. The urban sports festival will feature nonstop entertainment, sport try-outs and interactive challenges for fans and athletes alike.”

He added a message to the athletes: “To all the athletes, who are coming from all corners of the world: this stage is yours, the ultimate stage on the road to Paris.”

The Olympic Qualifier Series will see 464 athletes from 120 national federations competing for the final qualification spots for the Olympic Games Paris 2024 in their sports. The festivalstyle event will kick off with preliminary sports competition rounds on Thursday and Friday, leading up to a weekend of finals across all four sports.

The Urban Park was open for athletes’ training on Tuesday and Wednesday. Giving his first impression of the venue, B-Boy Karam Singh from Great Britain said: “It’s amazing to be around so many incredible athletes from different sports. There are a lot of similarities between the four and the journeys that we’ve been on, so it’s nice to see the athletes from across sports and countries connecting with each other. There is a great vibe of togetherness in the Urban Park! It created an awesome atmosphere and energy for us to be a part of. The arena is incredible too; I can’t wait to

get on that stage and perform at my best!”

In total, over 150 quota places for Paris 2024 will be allocated following the Series. The OQS employs a points system designed to determine which athletes will secure quota places for Paris 2024.

The Urban Park at the Huangpu riverside is set to welcome 15,000 spectators each day over the next four days to watch the action unfold and take part in the urban festival activities. The urban festival complements the sports competition with music, arts and cultural activities that showcase the energy and creativity

of Shanghai. Spread across the Urban Park, the festival includes experiences and shows built around the four sports and their culture. Spectators will have the chance to try sports themselves,

Maximize City Services Paid by Our Taxes

GENERAL POINT OF VIEW

gqgeneral@gmail.com

Giselle General came from the cold, mountainous region of the Benguet province, and immigrated to Canada as a teenager in 2007. She completed a Bachelor of Commerce degree from the University of Alberta, and has a career in the nonprofit sector. She works at the Edmonton Community Legal Centre, which provides free legal help to low-income Edmontonians. She channels her creativity by writing in her personal blog, FilipinaYEG, and self-published a book called The Humanity of Me, and is active in numerous volunteer-based initiatives.

May is tax season, specifically for municipal taxes where we receive a bill of how much property taxes we have to pay. As a result, this is a time when people complain about the tax rate especially when it increases, and when people

question whether their taxes are put to good use.

I’m not arguing about the percentage increases and whether they are justifiable, as that depends on people’s personal circumstances. Oftentimes, our taxes are spent on many things that run behind the scenes, such as street sweeping, snow clearing, traffic lights functioning, utility lines and garbage collection that comes on schedule. As a result, these benefits are easy to miss until something goes wrong. However, there are also many city services that are accessed on a per-needed basis that people need to utilize more often. Because that is part of our taxes at work.

Here are some of the city services that I recommend paying attention to and using more often.

Public Libraries: The Edmonton Public Library system is funded largely by our city taxes, and there are dozens of locations around the city to access. Libraries these days provide more than just physical books which if you buy individually would likely be at least $20 each. There are DVDs for movies, shows and music, large books on print, e-books, free access to online learning platforms, as well as various workshops. There are specialized

Makerspace studios where people can access professional equipment and software for artistic work, music and sound production, computer programming and more. I personally have borrowed at least a hundred books and DVDs so far in 2024, and I have taught workshops for free that typically would be about $50 per ticket. These savings add up and personally, had already made up for my home’s municipal tax bill for the year.

City apps for various services: It is definitely possible to save time, money, and stress by downloading the different apps designed by the City of Edmonton to help residents stay organized. In addition to the library app, the 311 app helps with reporting broken things that the city needs to fix, WasteWisehelp with staying informed about garbage collection, and ETS Live to Go can help with planning trips on our transit system.

The River Valley, parks and public playgrounds: The city’s vast and remarkable nature system is maintained largely by our municipal taxes. In many parts of the city, there are endless nature trails and parks to visit and enjoy, from a leisurely stroll, walk with a pet, a picnic or even a group

Mental Health Supports

In Alberta, the second week of May is Mental Health Awareness Week. In addition, the whole month of May is Sexual Violence Awareness Month. This is why for this month’s resource article, I would like to share different resources that can provide educational information on these matters, as well as options to seek direct support.

Phone Numbers for Help Lines:

There are multiple phone lines that you can consider or share for those who need mental health support but may not be able to book an appointment in advance, or just need to talk to someone during a particularly stressful moment. Some of them are as follows:

• Talk Suicide Canada: (833) 456-4566

• Alberta Mental Health Help Line: 1 (877) 303-2642

• Alberta Addictions Helpline: 1 (866) 332-2322

• Suicide Helpline: 988 (Call or text toll-free)

• Distress Line (Edmonton and area): (780) 482-4357

• Distress Centre (Calgary and area): (403) 266-4357

• Distress Line of South Western Alberta: (403) 327-7905

• First Nations and Inuit Hope for Wellness Help Line: 1 (855) 242-3310

• Kids Help Phone: 1 (800) 668-6868

• Lesbian, Gay, Bi and Trans Youthline: 1 (800) 268-9688

• Rural Distress Line: 1 (800) 232-7288

Organizations that provide support for sexual abuse victims: People

who suffered from sexual abuse need specialized support, as the harm from these experiences can last a long time if not addressed.

• Sexual Assault Centre of Edmonton (www.sace.ca) is a local organization in Edmonton that provides free support for sexual abuse survivors including public education, one-on-one and group therapy, psychoeducation workshops and more.

• Zebra Child and Youth Advocacy Centre (www.zebracentre.ca) is a very specialized organization that helps children who were sexually abused. They provide a combination of services to specifically help the child, such as pet therapy, counseling, specialized testimony interviews, access to toys and gifts to help with coping, as well as overall supports with

activity. Every neighbouhood has at least one playground or small park that is within walking distance, which can be a free and flexible source of entertainment for all ages and abilities.

Community Leagues

Amenities and Events: Community Leagues are neighbourhood-based nonprofit organizations, similar to what we consider a “barangay association” in the Philippines. They receive funding from the city, which comes from our taxes. Going to the community hall for events and activities can help you feel connected with neighbours and have fun without feeling pressured to spend a lot of money in private establishments.

Numerous Gardening and Environmental Supports: Since our city government tries to support

residents in making life in the city the best it can be, there are several resources that are developed and implemented on a seasonal basis. For avid gardeners, there’s free compost (fertilizer soil) available at several eco-stations. There are free workshops for anyone wanting to make their buildings energy efficient. And instead of paying money for a private large garbage pick up service, the free Big Bin events can help with throwing away large items that the regular garbage service cannot pick up.

This is just a small list of the different services and resources provided by our city government to make our lives better. As some people would say, we pay for it, so we might as well use it.

addressing the situation including assistance with attending the court hearings.

Places to go for direct mental health support: For those who need ongoing mental health supports directly and on an ongoing basis for a wide variety of reasons such as past trauma, ongoing sources of conflict, grief, stress and more, there are options to seek help:

• The Family Centre (www. familycentre.org/counselling) provides a wide range of mental heath services at a lower cost, including free drop-in counselling as well additional appointments on a “sliding scale” meaning a fee based on your income.

• The Newcomer Centre (newcomercentre.com/program/ therapeutic-counselling-services) provides a wide range of workshops, programs and services for newcomers to Canada, which includes supports for mental health. Their deep understanding of the experiences of newcomers to Canada means that the processes have a lot of flexibility, including interpreters, different locations and even at-home appointments, and it is for no fee.

• Catholic Social Services (www. cssalberta.ca/Our-Services/MercyCounselling) also provides a range of services to immigrants, which includes psychological counselling for children, adults, and families.

• Multicultural Health Brokers Co-Op (mchb.org/mental-healththerapy) is another medical-focused organization that supports Edmonton’s newcomers and provides services in 23 languages. Their deep understanding of the newcomers’ experience also helps with providing culturally relatable perspectives and holistic ways of healing.

Our mind and our emotions are an important part of our health. Whenever awful events happen in our lives or the stressors of everyday living take a toll, it is valuable to consider it similar to a physical injury – something that needs the appropriate amount of tending and healing. When contacting these organizations and resources for information and support, these are just a starting point, and when something doesn’t quite give 100% of the help you need, don’t give up. Search for alternatives. Your wellbeing is worth it. You are worth it.

Phoenix Horizon fastest growing MGA in Western Canada

Phoenix Horizon Investments Corp. (PHIC) received Managing General Agency (MGA) Status last year and its executives immediately put in the extra work with their advisors in addressing the insurance needs of prospects and clients.

The result? A major insurance company said that Phoenix Horizon has become the fastest growing MGA in Western Canada.

PHIC executives Madison and Novee Grace Igpit made this known after receiving the information during the Foresters Financial and Canada Protection Plan Conference in Punta Cana.

“We are so happy to know about it and this is very inspiring to our advisors and staff,” PHIC announced.

The executives launched their first office operations in the Edmonton Area and later on in the Toronto Area to streamline operations from West to East.

“Canada is growing with new immigrants coming in and there will be more needing our services, “ the Igpits said.

Latest Changes in Canadian Immigration

FROM MIGRATION TO IMMIGRATION

Marjorie Carmona Newman is a REGULATED CANADIAN IMMIGRATION CONSULTANT based in Edmonton, Alberta. She is currently a Board of Director of the Canadian Association of Professional Immigration Consultants (CAPIC). A recipient of CAPIC’s Members Service Award for six consecutive years. A recipient of Queen Elizabeth II Platinum Jubilee Medal in Dec 2022. Golden Balangay Awards Winner for Excellence in Community Service in July 2023.

INTERNATIONAL STUDENTS

Canada’s Minister of Immigration, Refugees and Citizenship Canada or IRCC recently announced that the temporary policy allowing students to work more than 20 hours per week off campus ended on April 30, 2024, and therefore will not be extended. Starting September 2024, international students may work off campus per week for up to 24 hours. International students who have a scheduled academic break can continue working unlimited hours.

According to IRCC, studies in Canada and the US have shown a considerable decline in the academic performance of students who work over 28 hours per week. It also showed that working more than 24 hours

a week increases the chances of students dropping out of their programs.

INCREASE OF PERMANENT RESIDENCE FEES STARTING

APRIL 30, 2024

Processing fees for all permanent residence applications increased on April 30, 2024. IRCC said these fees increase every 2 years to manage growing program and service delivery costs and to keep up with inflation. Please see the chart below which lists the impacted programs

and fee increases.

IMPROVING ESTIMATES FOR APPLICATION PROCESSING TIME

IRCC recently announced that they will now publish anticipated processing times online using forward-looking processing times. This improved online processing tool will help applicants predict how long it will take to process a complete application. Forward looking processing times are now available for the following applications:

-Canadian Experience Class

-Provincial Nominees Program (Express Entry and non-Express Entry)

-Federal Skilled Workers (Express Entry)

-Quebec Skilled Workers

-Citizenship Grants

-Citizenship Certificate ( Proof of Citizenship)

-Spouse or Common-law Partner living inside Canada

-Spouse or Common-law Partner or Conjugal Partner living outside Canada

-Parents or Grandparents

What does “Forward Looking

processing times” mean? Forward looking processing times estimate how long clients applying today should expect to wait before a final decision is made on their application (or to take the oath of citizenship, for citizenship grant applicants). The estimates will be updated monthly, and will provide realistic and up-to-date information so clients can make travel and life plans based on an accurate timeline. You must be wondering about the other types of applications. IRCC said that applications not listed above will continue to use backward-looking, historical processing times. Backwardlooking processing times are calculated based on how long it took IRCC to process 80% of applications in the past 6 months for permanent residence programs, and 8 or 16 weeks for temporary residence programs. IRCC advised that to those who are waiting for their application to be processed, the new forwardlooking times may show estimates that are less than the amount of time that you have been waiting. The tool reflects the amount of time that a person submitting a new application today could expect to wait, starting at the end of the queue. This is due to various factors that impact IRCC’s projected processing times at any given point in the year.

IRCC advises to not re-apply! IRCC strongly advises not to re-apply as this will put your application at the end of the queue and will take longer to process.

Rising Star: HAIDEE

Haidee Manansala, or "HAIDEE", is a first-generation Filipino immigrant who recently had the honor of winning the prestigious Edmonton Music Prize. She is the first Filipino to win this honour, which for her and the Filipino community in Alberta, is a significant milestone. The award was granted in recognition of my debut album titled "This Shouldn't Be Typical," which explores themes of identity, culture, and belonging. Winning this prize has been a dream come true for Haidee and is a testament to the hard work and dedication that went into creating this album.

In addition to winning the Edmonton Music Prize, she is also excited to announce that she will be representing Edmonton at Canadian Music Week in Toronto this June. Stigma and Resilience

• Paghihiwalay at Social Withdrawal

• Tumaas na Psychological Distress

• Mga hadlang sa Paghahanap ng Tulong

• Paglala ng mga Kondisyon ng Mental Health

Ang Papel ng Katatagan sa Paglaban sa Stigma

• Binabawasan ang Internalization ng Stigma

• Pinahuhusay ang Mga Istratehiya sa Pagkaya

• Nagtataguyod ng Positibong Pagkakakilanlan

• Nagpapatibay ng Mga Koneksyong Panlipunan

• Naghihikayat sa Pag-uugali na Paghahanap ng Tulong

• Nagbibigay inspirasyon sa Adbokasiya at Edukasyon

Mga Pagkakaiba sa Mental Health

Stigma sa Mga Kultura

Collectivist vs. Individualist Societies:

A Night with Edel

April 26, 2024 at Sarap-Sarap Catering Restaurant

by EASTWEST

Productions Inc.

Guest Artists: U&I Duo | JR Colobong | Hummy Lacanilao | Angelo Delima | Jeph Flores | Nathaniel Motel

Fresh from the last major concert of Edmonton’s Brightest Stars, Edel Quibol started the array of local artists’ gigs for Spring. A Night with Edel was a dinner concert with a more up close experience with the former Tawag ng Tanghalan Winner.

Edel Sanchez Quibol arrived in Edmonton not more than a year ago (August 2023). Her first exposure in the local scene was when she fronted Rouge/Aces Band at Union Hall, where she immediately gained fans and was recognized from TV and

A Night of Music and Culinary Delights!

On April 26, 2024, the stage was set for a remarkable evening as Edel Quibol, the winner of the acclaimed ABS-CBN Tawag ng Tanghalan Resbaker competition on IT’S SHOWTIME in the Philippines, took the spotlight for her inaugural solo performance at Sarap Sarap Catering & Restaurant, owned by Rod and Michelle Magnaye. With her Manager/Producer Marlon Tausa of East-West Production juggling multiple tasks to ensure the event’s success, anticipation filled the air as guests arrived to show their support for Edel’s milestone.

The atmosphere was electric, with a lively crowd of family and friends eagerly gathered to witness Edel’s musical prowess. Her carefully curated playlist effortlessly captured the audience’s attention, drawing them into the enchanting world of her melodies.

Adding to the excitement were special guest performances by fellow artists, including the talented JR Cololong, Hummy Lacanilao, Angelo Dilima, U&I Simplified and Jeph Flores, who joined Edel on stage, creating an unforgettable musical collaboration.

Yet, the evening held more than just musical delights. Sarap Sarap Catering & Restaurant treated attendees to a culinary journey, with a delectable selection of dishes from appetizer through the main dish that tantalized the taste buds and added an extra layer of enjoyment to the event.

As Edel’s solo career continues to soar, fans can look forward to catching her upcoming gigs in the city, where she promises to

deliver performances that will leave audiences mesmerized. Additionally, mark your calendars for her appearance as one of the front acts at OPM 90’S REWIND

on August 31, 2024. Tickets are still available for this not-to-bemissed event, offering a nostalgic journey through the beloved hits of the ‘90s.

YouTube. Edel was Taiwan’s Your Song of Excellence Female Grand Winner 2021 and gained a contract from Ivory Music Recording that year as well. She entered Tawag of Tanghalan sa Showtime the next year after and was a 2 time Daily Winner of the contest. Her recognition as a Resbaker in the show is one that cemented her mark as a performer.

I arrived rather late and missed the performance of Guest Artists - U&I Duo. I came in during Edel’s duet with Hummy Lacanilao, singing Meghan Trainor and Brett Eldredge’s version of Kenny Rogers and Dolly Parton’s classic “Island in the Stream”.

Edel treated the audience to a showcase of her powerful

vocals. Some of the songs covered were Fatima Rainey’s “Hey” and Journey’s “Faithfully”. It was a fun event where the audience was encouraged to sing on stage or with her. Some of the notables who coura took to the stage are the ever reliable friendsJR Colobong, Jeph Flores and Angelo Delima. Nathaniel Motel of Aces Band also came later in the evening and rendered a few classic tunes.

Edel’s future in the local scene is bright and she has a few gigs already lined up. She qualified for the World Championship of Performing Arts (WCOPA). She is managed by Marlon Tausa of EASTWEST Productions and expects to always be the front act in future EastWest events. She came to the country as a student and brought her talent, sharing her gifts as a vocal coach. Edel possesses a very positive, pleasing personality and is always smiling, which leaves a lasting impression on people she meets.

DMW shuts down consultancy firm for illegally offering jobs in Canada

Department of Migrant Workers News Release

25 April 2024

The Department of Migrant Workers (DMW) closed on Thursday the main office and three branches of Dream Pathway Education and Immigration Services (Dream Pathway), an immigration consultancy firm illegally offering jobs as an entry point to permanent residency in Canada.

The DMW, through its Migrant Workers

Protection Bureau (MWPB) and in coordination with local government and police officers, padlocked Dream Pathway's head office in Mandaluyong City, and its three branches in Cabanatuan City, Nueva Ecija; Apalit, Pampanga; and Lipa City, Batangas.

DMW Officer-in-Charge Hans Leo J. Cacdac ordered Dream Pathway's closure for the illegal recruitment of Filipino nurses, caregivers, nursing aides, and welders to Canada.

“Dream Pathway is among the unauthorized entities taking advantage of Canada’s immigration programs, which are being used as a doorway to Canada for temporary work before reaching permanent residency. Aside from not securing a proper license from the DMW, they are charging exorbitant

processing fees to hopeful applicants,” Cacdac said.

The DMW-MWPB conducted surveillance operations and found that Dream Pathway offered various jobs in Canada with a Php 110,000 professional fee under the Atlantic Immigration Pilot (AIP) program.

Filipinos bound for Canada under AIP must undergo contract verification and documentary processing by the DMW as legal documentation as OFWs, whether through direct hire processing or a licensed Philippine recruitment agency.

Cacdac ordered Dream Pathway to face illegal recruitment charges and urged the consultancy firm's victims to contact the DMW for assistance in filing cases against the agency.

The firm's officers and personnel will be included in the DMW’s "List of Persons and Establishments with Derogatory Record." They will be permanently denied participation in the government’s overseas recruitment program.

The closure of the consultancy firm is the first operation involving the simultaneous padlocking of a company’s main and branch offices conducted by the DMW to crack down on illegal recruiters preying on OFWs and applicants who wish to work abroad.

The DMW reminds everyone that all Filipinos bound for employment in Canada must undergo proper document verification and processing with the DMW for legal documentation as migrant workers.

Audience will be able to enjoy 8k livestreaming broadcast for the first time at the Olympic Games in Paris this summer. Other technologies will also create a journey of becoming an Olympic athlete to give the fans an experience of interactive, AI-powered activations, the IOC said.

The AI technology also transforms video footage of artefacts in the Olympic collections into 3D digital models, which is aiming to preserve the legacy of the Olympic Games. (Xinhua)

The Heart of the Arts and Cultural Economics

characteristics of the market.

GAZING BEYOND

2. Meanings- are the messages and contents that are expressed explicitly or implicitly in the elements of the art. The art forms used such as the language, colors, sounds, shapes, stylistics, trademarks, movements, appeal, and experiences are all avenues for meaning-making. The meanings created for or understood become the transmitted essence and memory of the artistic experience. The artist will need the expertise of the writer, educator, philosopher, interpreter, lecturer, illustrator, or musician who will co-produce their art in establishing deeper artistic engagement, intellectual

Fine Arts is a precarious profession according to artists, whose economic expectations from their profession have turned into a daunting career. On one hand, some artists hold on to their artistic passion, and strive-to-survive to console their egos by tagging their art as some form of expression, a hobby, a side hustle, or simply as a therapeutic activity. On the other hand, some artists risk-towhisk to translate their art into bucks. In today’s economy, all things have price tags, even the abstractness of culture in the fine arts is now monetized in “cultural economics”. The pure fine arts (painting, sculpture, architecture, music, and literature) as individual sports are morphed from their aesthetic and philosophical functions into the hybrid of applied arts and economic enterprise. With these developments, we are still bogged down by the notion that artists have remained poor, now more than ever.

In this article, the artist is incorporated into the landscape of cultural economics by rebranding his persona to espouse the wisdom in the 6Ms of the Arts. We ‘gaze beyond’ the artist’s introvertness into extrovertness; his individualistic approaches to hybrid with the team; and his orthodoxy into plurality.

1. Market- are the target audiences of the art whose characteristics include: demographics (age, gender, sex, ethnicity, population, migration); geographics (location/ region, social environment, climate, and terrains); and psychographics (choices, lifestyle, values, goals, interests). Identifying the market characteristics is halfway on the battlefield to loosen the purse of art patrons. The artist will need the help of experts in Sociology, Marketing, Psychology, and Advertising to help them identify the specificity of how the art will be created with purpose and direction. No art succeeds than the one that appeals to the

stimuli, and emotional refuge.

3. Moment- is the timing with consideration of the length of exposure, the burst of emotion, the speed of transitions/movements, the occasion, and the split second that captures the attention and psyche of the market. It defines how much time and attention is given to the art and its whole system including the artist, the venue, the experience, the media, and the patronage. The artist will need the expertise of the Docents/ Curators; the Marketers, Mediators/ Agents; and the Editors who will hold the period for attention, understanding, meaning-making, appreciation, and the pressure

span for art buying decisions.

4. Media- are the vessels or channels of the conveyance of the art through personal or nonpersonal means. These can reach a limited number of audiences in a geographic location or to the masses on a global scale. The media may come in printed form or in electronic means such as the internet but they can also be transmitted by word of mouth. The art may be the media in itself but it would need the support of other mediums to create a wider scale of efficacy and relevance. The media documents, publicizes, educates, and entertains. The artist will need the expertise of

Communication Professionals, Graphic Designers, Journalists, and Cultural Agencies.

5. Money- is the volatile element in every artistic production that animates the physical and spiritual; the tangible and intangible; and the possible and impossible into becoming a reality. It is spent to produce something and to reward something out of the different processes involved in art production. Money is seen throughout the artistic production stages as an investment with an expected ROI; an operation of economic activity; and as a continued on page 29 ►

Professional Designations for Construction Cost Estimators and Quantity Surveyors

The Canadian Institute of Quantity Surveyors (CIQS) is a self-regulatory, professional body that is the voice for Canada’s construction economists and the gatekeeper of the ethics and standards for construction and infrastructure economics in Canada.

The Institute was founded in 1959 and has grown to represent over 2,200 construction cost professionals at various stages of professional certification. It remains committed to elevating construction economics across Canada and contributing to a vibrant and sustainable Canadian construction industry. CIQS has a reputation for being a key participant and contributor to the success of sustainable construction in Canada.

CIQS owns and manages two professional designations, Professional Quantity Surveyor (PQS) and Construction Estimator Certified (CEC), which can only be used by qualified, certified

transactional vehicle for value creation. The artist will need the expertise of the Entrepreneur, the Accountants, the Financial Advisors, Sponsors, and the Art Managers.

6. Mastery- is the level of perfection made into the crafting of the art. It involves continuous practice; tireless trials and errors; lifelong learning; expert training; tremendous logistical support; and seriously requiring personal and professional discipline. Mastery is the language of consistency, stability, quality assurance, and a higher success rate for every artistic endeavor. This applies to both the individual artist and the artistic team whose mastery makes the processes enjoyable, easy, cost-effective, and easier to convert into monetary rewards and profits. Its intangibility and efficacy may be measured by quality features, timely delivery of outputs, and audience satisfaction. The artist will need the expertise of the trainers, Managers, Coaches, and Financiers.

The notion of artists remaining poor has been an absolute truth to most (traditional) artists. They are believed to be naturally introverted, in solitude, and draw more than they speak. These conditionings in their persona restrict them from participating in the maximal use of the golden era of technology and socialization. Partnering with other professions is a wake-up call to encourage extroversion, teaming up for synergy, and transforming orthodoxy into plurality. Through a closer look at the 6Ms of the Arts, traditional artists will be assured of sharing the limelight with the nouveau artists who have gone out of the academic turf. The 6Ms are the ‘Heart of the Arts’ for all artists who want to enjoy the sociocultural and economic glory we can gain from the arts.

members of the Institute. CIQS designated professionals play a critical role in the construction industry. They work with financial institutions, architects, engineers, lawyers, developers, and government agencies, adding value to the overall project lifecycle by establishing accurate cost baselines and improving project processes from inception to completion.

To better serve its members, the Institute has chapters across Canada, and is affiliated with similar international

associations. The CIQS Prairies and Northwest Territories Chapter is the largest in Canada, whose current chair is Tom Tamayo, PQS, an Edmontonbased cost manager. He has worked on a variety of projects across Canada with several well-known cost consulting firms as well as the Provincial Government.

Tom received his Professional Quantity Surveyor designation during CIQS’s 50th Anniversary Celebration in June of 2009. He has been an active

member of the CIQS Prairies & NWT Chapter executive since 2017. He is passionate about volunteering with CIQS, sharing his knowledge as a CIQS ambassador as well as an active member of the local chapter where he assists with hosting events, makes presentations, and mentors the next generation of cost consultants.

LESS IS MORE

John 4:5-42

“You’re right, because you have had five husbands and the man with whom you are living is not your husband”

Friends, how satisfied are you with your life? Human as we are we have the tendency to desire for more. We are not satisfied with less. We think that our security lies in the quantity of what we have. You know what? Satisfaction is not always the fulfillment of what we want. It is the acknowledgement of how blessed we are for what we have. Our satisfaction is never satisfied. That is why today’s gospel reading is reminding us that less is more. It’s not bad to strive and want to be better, but don’t rely on material things to determine the quality of your life. The God who created all things is better than earthly things. All we need is Jesus! My dear kababayans, learn to let go of the things that no longer serve us to do better. When you let go, you grow! Clear your space and make room for God.

The woman in today’s gospel reading had more than one husband in her life. Does this ring a bell? All of us are pretty much like this Samaritan woman in today’s gospel reading. We are not satisfied with just one. We desire more. As a matter of fact, we may have more than one mobile phone, more cars parked in a limited garage, more TVs at home, more shoes, more jewelry, and more sins. We want more! As a result we tried different “fillers” to quench our earthly thirst. Perhaps some of our fillers to satiate our desires are our vices, illicit relationships, dishonesty, laziness, indifference and other inordinate attachments. Friends, never try to satisy your thirst with hedonistic pleasures like drugs, alcohol, sex and ephemeral cravings. None of these can completely satisfy us. If we want ultimate life satisfaction, let us come to Jesus and we will never be thirsty again.

In the gospel, God was not scared of being talked about. He was not afraid to be subject of scandal. His love for people in need is overflowing. God does not shame the woman. He knew the sin of the woman but He never condemned her. The focus of the gospel is not the sin but the love of God for

sinners. In like manner, when we find ourselves facing a monster of crisis, grumbling and complaining is not the solution. Begging God for help is. Crisis cannot be solved by complaining and grumbling. Shouting will not solve any crisis. In times of crisis, go into prayer and seek God for help. Hope in the Lord because “Hope does not disappoint.” Those who put their trust in Jesus will never be disappointed.

Blessings, Fr.

A Memorable Night of Laughter with James Roque: A Review

Irecently had the pleasure of attending James Roque's standup comedy show in Edmonton, Alberta, as part of his Canadian tour. Despite not knowing much about him beforehand, I decided to take a chance and purchase tickets for the event. Held at the Grindstone Theatre, the intimate gathering of 50-60 people set the stage for an unforgettable evening of laughter.

James Roque, also known affectionately as "Badong," took the stage and immediately captivated the audience with his comedic prowess. Hailing from New Zealand and now residing in Toronto, Ontario, James shared hilarious anecdotes about his racial experiences and fond memories of his traditional Filipino family.

The title of his show, "Champorado," named after the Filipino dish made of glutinous rice, chocolate, and condensed milk, struck a chord with me. James eloquently described how this dish symbolized "home" for him, evoking memories of family gatherings and moments of joy spent with loved ones in New Zealand.

What truly resonated with me was James' authenticity. He seamlessly blended humor with heartfelt moments, even sharing a home video of his family to validate his anecdotes, which maybe brought

a tear or two to my eye.

After the show, I had the pleasure of meeting James in person. He was exactly as I expected—warm, funny, and genuinely appreciative of the support from his fans. However, behind the laughter, James faces real challenges in pursuing his dream of making it in the comedy world. Despite the financial struggles, he remains determined, selling merchandise after shows to support his tour.

Attending James Roque's show not only brought laughter but also introduced me to other local comedians who are pursuing their dreams. It was a reminder that unconventional career paths, like becoming a comedian, are indeed feasible with dedication and passion.

In conclusion, James Roque's stand-up comedy show was an enriching and enjoyable experience that left a lasting impression. His blend of humor, authenticity, and relatability made for a night filled with laughter and heartwarming moments. To find about more about this rising star and tour dates you can follow him on Instagram @jamesroquecomedy.

ALBERTA NDP RELEASES NUMBER OF ELIGIBLE VOTERS IN LEADERSHIP RACE

EDMONTON — Amanda Freistadt, Chief Returning Officer for the Alberta NDP Leadership Race announced Sunday that 85,144 members will be eligible to vote for a new Alberta NDP leader.

“This leadership race is an historic moment for the Alberta NDP. Voters from all walks of life and all regions of the province joined the Alberta NDP because they are excited to support our party in forming the next government,” said Freistadt.

Eligible voters are required to have been members in good standing by the membership sales deadline of April 22. The leadership race was initiated in January when Rachel Notley announced she would step down when a new leader is selected, after a decade as the party’s leader. Shortly after, the party’s provincial council set the rules and timelines for the race.

An independent voting company

will conduct the election on behalf of the party. The winner will be determined by a ranked choice ballot. Ballots and voting information will be mailed to members via Canada Post at the end of May. Voting members will have the option to vote online, by telephone, or by returning their ballot through Canada Post to the voting company. Voting opens June 3 and all ballots must be received by June 22 at 12 PM. The party will announce the new leader at the Hyatt Regency Suites in Calgary on the afternoon of June 22.

“The leadership race rules, set by provincial council, ensured a process with a high level of integrity and transparency,” said Freistadt. “The largest number of NDP members in Alberta’s history will be eligible to vote. We look forward to a high voter turnout given the energy and enthusiasm the race has attracted.”

May is Asian Heritage Month

May is a time to reflect and recognize the many contributions of Asian Canadians. In December 2001, the Senate adopted a motion proposed by Senator Vivienne Poy to designate May asAsian Heritage Month and in May 2002, the Government of Canada officially declared May as Asian Heritage Month.

To kick off Asian Heritage Month, #ProudlyAsian is back for its second year! The Edmonton-based Asian collective introduced their charitable merchandise campaign for 2024 at Yelo’d on Whyte Avenue on May 1st. Month-long celebrations include pop-ups across the city and many events, including a South Asian bus tour and a food truck extravaganza.

Edmonton illustrator Serena Tang and former journalist and public relations consultant Serena Mah team up again to design apparel for a great cause. The merchandise was manufactured byFilipinaled (Alias Marketing) and is available online (ASIAN HERITAGE MONTH – PARUPARO (shopparuparo.com) and in-store at Yu Fashion Clothing and Accessories and Paper Dolls. The new design features diverse Asian landscapes, from deserts and islands to mountains. The momos design resembles the ever-popular dumpling, an Asian take on comfort food.

Illustrator Serena Tang added, “Watching our merchandise campaign blossom into a community month-long celebration is

heartwarming. We are seeing communities excited to work together to uplift and share stories about lived experiences as Asian Canadians. This collaboration is key to sparking change. We are overwhelmed by the number of allies who want to support us, and this campaign invites everyone to participate.”

100% of the merchandise campaign’s sales proceeds will be donated to Political Divas, a peer support group that creates safer spaces for racialized women in politics and advocacy. The funds raised will help create a safety tool kit for political candidates.

IENAA’s VISION for Internationally Educated Nurses NOW a REALITY

Internationally Educated Nurses Association of Alberta (IENAA]) has successfully hosted a one day workshop for IENs (Internationally Educated Nurses), “Bringing International Excellence in Nursing Across Canada” on May 4, 2024 at Corpus Christi Church, St. Joseph Room, in Edmonton. This is just the beginning of the planned endeavors of IENAA’s Board whose vision is to improve access for IENs and to promote equity along with their mission to support the transition of IENs, to enhance their capacities and capabilities to become healthcare providers in Alberta.

The workshop was well attended by 34 internationally educated nurses who obtained their Bachelor of Science in Nursing degree from India and the Philippines. Most of the participants were in different stages of their RN careers- nurses who are actively looking for RN jobs, nurses who recently obtained RN permits and were offered RN positions in acute care, and those who are taking the NCLEX examination. Observing how everyone participated during the simulation and hands-on objective structured clinical scenario was like witnessing a promising group of future competent Alberta Nurses.

Guest speakers were IEN Navigator- Dawn Shave from Alberta Association of Nurses (AAN), and President of United Nurses of Alberta (UNA)- Heather Smith, along with UNA Local 301 Vice President-Carol Hyrciw. The IENAA Board prepared the topics and did the presentation as well. Chowkeni, Jeepney Jaytee and Jekasa International generously provided the packed lunches.

The workshop concluded with words of gratitude and a trip down memory lane commemorating Tessie Oliva, an inspiration not only to the nurses but to the multicultural community of Edmonton. Tessie was one of the 100 Centennial nurses honored during Alberta’s Nurses’ 100th year celebration.

Today at the Royal Alberta Museum, you will see a display of Tessie Oliva’s nurse uniform honoring her contributions and dedication to the Nursing Profession in Alberta.

Nicky Gocuan in his article, “Oliva Writes Page in Alberta’s History” in the October 18, 2018 issue of the Filipino Journal wrote, “I’m not sure if FNAA exists, but if not I wish someone would step up to revive the organization founded by Oliva to help future immigrant nurses in Alberta”.

The Internationally Educated Nurses' Association of Alberta was an idea that was started in 2017 by five former members of the Board of Directors of Filipino Nurses Association in Alberta (FNAA), Josette Salgado, Letty Tria, Cecille Ira, Donna Perez-Aguirre, and Adam Mella, after the passing of Tessie, who founded the FNAA.

Today, IENAA carries the same mission and vision, extending the membership to internationally educated nurses from all over the world and not just limiting their volunteer work for Filipino nurses. With support from our partner, Changing Together - A Center for Immigrant Women Association and with the help of Noreen Berkes and Josie Pallard, IENAA completed its by-laws and celebrated the launching of the Association on 26 August 2023, and was registered as a non-profit organization on October 16, 2023 in Alberta.

Membership in the Association is open to all Internationally Educated Nurses, midwives, licensed practical nurses, and health care aides in Alberta regardless of ethnic origin; individuals who belong to the nursing profession who are not internationally educated; and individuals who belong to professions other than nursing who require the services of the Association and/or who would like to volunteer their services to the Association.

The current Board has 11 Members: Josette Salgado, Letty Tria, Adam Mella, Donna Aguirre-Perez, Mary Jossy, Milly Kandathil, Xerxes Magallanes, Jude Oraa, Julie Mendoza, Jeffrey dela Piedra and Michelle Baranda; 2 Honorary Members - Noreen Berkes and Josie Pallard, and Cecille Ira, who chairs the Fundraising Committee.

The IENAA Board is a dynamic collective of dedicated volunteer Registered Nurses, both active and retired, representing a rich tapestry of diverse ethnic backgrounds, united by a shared purpose, and committed to empowering internationally educated nurses (IENs) on their journey towards becoming licensed healthcare professionals in Alberta.

At IENAA, our doors are wide open, welcoming not only actively practicing nurses but also esteemed healthcare worker retirees. Together, we form a vibrant community, fostering growth and success for IENs across our province.

Message of the Month:

A March of Progress: Advancing Policies for a Fairer Future

Usapang Pederal

Over the past month, we’ve been actively engaging with Canadians at town halls and community events, discussing how Budget 2024 is designed to support families and communities. This budget is centered on addressing the issues that everyday Canadians care about the most.

Affordable housing remains a pressing concern for many. That’s why we’re unlocking over 600,000 new rental homes across the country for the middle class, investing $1.5 billion to keep affordable apartments accessible, introducing new Renters’ Bill of Rights to protect renters and requiring provinces to implement these measures to receive housing infrastructure funding. We’re collaborating with builders, municipalities, and provinces to address the unique housing needs of communities nationwide. Recently, Minister Boissonnault announced our strategy to utilize public lands to ensure more Canadians have a safe place to call home. He also unveiled a significant $21 million investment in the new Okimaw Peysew Kamik (King Thunderbird Centre) in Edmonton, which will provide housing and health support for vulnerable individuals.

Earlier this month, we launched the brand new Canadian Dental Care Plan and applications are currently open on Canada. ca for seniors over the age of 65. In the coming months, more people will become eligible for the program. We’re ensuring that more Canadians than ever will have access to the dental health care that they need and deserve.

We believe in giving our children the best start in life. The introduction of the National School Food Program will provide up to 400,000 additional students with the nourishment they need to thrive. Meanwhile, Pierre Poilievre says he cares about rising food costs but has voted against making sure that kids get the food that they need.

We’re staying focused on the issues that matter most to you by getting more money back in your pockets. Last month, you saw the Canada Carbon Rebate (CCR) hit your bank accounts. By making major polluters pay, we’re protecting our children’s futures and putting that money back in your wallet. 8 out of 10 Canadians get back even more money than anything they might have paid. Even Danielle Smith admitted a few years back that she was better off with a carbon rebate.

We’re also supporting the small business owners who are the backbone of our communities with the Canada Carbon Rebate (CCR). Over 600,000 businesses across the country will receive more money to invest in their communities, all while protecting our air, land, and water for future generations.

Budget 2024 acknowledges the vital role the community plays in our nation’s tapestry. In addition to ongoing support for various community organizations, this budget commits to building a new South Asian Museum and a Filipino cultural centre to celebrate the unique contributions of these communities.

Times have been challenging for many Canadians. Our government has been working diligently to develop new programs and improve existing ones to ensure everyday Canadians benefit from their hard work and have a fair chance at success. While Pierre Poilievre have failed to offer tangible solutions for Albertans, choosing instead to engage in political games and schoolyard chants, we remain committed to working for everyday Canadians.

As we celebrate Asian Heritage Month this May, we also want to highlight the significant contributions of the Filipino-Canadian community. This vibrant community has enriched Canada’s multicultural mosaic with its unique culture, traditions, and values. From health care to arts, Filipino-Canadians have made significant contributions, demonstrating resilience, dedication, and a strong sense of community.

In the face of the pandemic, Filipino Canadians in health care have shown exceptional courage and commitment. Their invaluable service is a testament to their community’s spirit of ‘Bayanihan’ - a Filipino tradition of communal unity and cooperation. As we celebrate Asian Heritage Month, let’s honour these unsung heroes and continue to embrace the diversity that strengthens the fabric of Canada. Let’s continue to build a strong and inclusive economy that serves all Canadians.

Our Liberal team is dedicated to making life more affordable and building an economy that works for all Canadians. While we have made progress, there is still a lot of work ahead. We invite you to share your thoughts on how we can work together to deliver results for Albertans and build a stronger, fairer, more competitive, more affordable, more inclusive, and more sustainable economy. We look forward to hearing from all of you, contact our offices directly and share your ideas with us.

The Skyfall Code Band at Noodle 42

On Stage, April 27, 2024

Skyfall Code, with the leadership of Josephine Loesel (a.k.a. J-Loe) has done it again. J-Loe and her band always find a niche venue, be it a restaurant or casino to proudly showcase the band and Pinoy talent. This time, they found a Vietnamese and Chinese Restaurant in the north side of the city called Noodle 42, which is owned by a Filipino couple who, for the last few years, have opened their doors to welcome talent in Edmonton.

The Skyfall Code band was conceived about seven years ago. Josephine, a veteran of the band circuit, started with a band quite early at age 15 and has taken her talent around the world. Her powerful voice equals that of Adele, whose song “Skyfall” inspired the band’s name. To make the name truly theirs, they added “Code”, and voilà: Skyfall Code band was born This summer, they are celebrating their seventh year with big plans.

The Band

With changes along the years

only J-Loe remained a constant. Leading the band with her is drummer Bobby Castillo. They have Cyrelle Ramos on piano, and Kuya Ceferino Bernal on bass (and he can perform on the piano as well). Warren Aller is their mainstay Lead Guitarist. They were joined by Erwin Gevana as the second lead, with Al Abenoja participating as second bass. Khynee, the young powerful voice, could not make it that night.

The Concert

The band started the show with some of J-Loe’s finest versions of “Total Eclipse of The Heart”, “Have You Ever Seen The Rain”, “Nothing’s Gonna Stop Us Now” and more of Tina Turner’s hits. These are powerful songs and were delivered quite well. With an array of guest artists are scheduled, Khalil Adib Perez got the ball rolling.

TJ and Allan were then called on the stage to sing a couple of songs, one of which is their signature “Sirena” that nobody in town can replicate.

Coy Ilaga was also called to the stage and along with him was a surprise of the night: Jay Jimenez

of JBrothers was in the city. Next on the stage was West End 80s, that had people dancing to their favourite tunes from the 80s.

Coming from another show, Hummy Lacanilao, rendered a couple of songs.

There was no end to audience participation on and off the stage, but the biggest surprise was an impromptu performance from AFJ’s own John Vincent Dayro, who did not disappoint.

The Venue

Noodle 42 set a nice stage and sufficient space for dancing. It was their first time hosting a concert event but they were able to serve a packed place that enjoyed their exquisite food and buckets full of beer.

The Future

The Skyfall Band continues to open avenues for local talents to perform. They always search for new venues and gather local artists to the places they discover. With so many emerging local artists, Edmonton will never run short on weekend entertainment.

CELEBRATIONS OF LIFE: Moving Forward

Birthdays are everyone’s most cherished moment as this is when we celebrate the covenant between life and its Giver. Nobody is born alone. There are two causes of life that we have to acknowledge, appreciate, and recognize. The first is the Ultimate Cause or Giver, our God and the second are the proximate causes, our parents. Now, He who doesn’t acknowledge, appreciate, and recognize his or her life is also rejecting its Causes. Lucky are these individuals who truly celebrate life with significant people around them. May you all continue to share the gift of life with others. Active co-existence follows essence.

Congratulations to our Marketing Manager - Stephen Burry!

On Sunday, April 12, 2024, I had the honour of being part of a small group of witnesses to the marriage of Kate and Stephen Burry. It was held at Canmore Ranch and attended by family and friends, with the picturesque backdrop of the iconic Three Sisters. It was a solemn ceremony and guests were asked to “unplug” to keep the sacredness of the event. The reception was held at Cornerstone Theatre.

Congratulations to Letty Tria on her recent surprise birthday party at Palabok House Restaurant. The ‘Ang Saya Saya’ Group surprised Letty with a lunch attended by the some members of COPAA .
